Council moves to disqualify councillor Gazette Staff

Members of city council took the first steps to disqualifying councillor Julia Butler at an in-camera meeting Monday. At the regular council meeting Monday night Mayor Frank Konrad read a statement saying, “The City of Grand Forks city council voted in favour of filing an application to the court for the declaration of disqualification against councillor Julia Butler. The petition was filed pursuant to section 111 of the community charter application to court declaration of disqualification pursuant to section 110—restrictions on participation in conflict. “Council moved forward with a petition to protect the best interests of the organization and will proceed with the filing of the application to the COUNCILLOR Supreme Court immediately, ” JULIA BUTLER said the statement. Konrad added that although council would not be able to speak further on the matter as it is now filed in court, they wanted the citizens to be aware of the situation. Council voted 5-2 to accept the statement. Voting for the motion were Councillors Neil Krog, Michael Wirischagin, Chris Hammett and Christine Thompson. Mayor Konrad and Councillor Julia Butler opposed the motion. Earlier Monday, the city released a press release regarding conflict of interest issues involving both Butler and Konrad. That statement was based on an opinion from the city’s legal counsel, Young Anderson. Here are the full contents of that release: “In their commitment to the public to be transparent and open, council would like to advise that the City of Grand Forks sought a legal opinion from the organization’s lawyers Young Anderson regarding a conflict of interest that Mayor Konrad and Councillor Butler are perceived to be in. “The opinion received advised that Mayor Konrad has an indirect pecuniary conflict of interest in relation to the Water Meter Work, and Coucillor Butler has a direct pecuniary interest in relation to the Water Meter program. Both Mayor Konrad and Councillor Butler have been advised that they should recuse themselves from any further participation in relation to the respective matters in respect of which Young Anderson believes they have a conflict of interest and have advised both parties that they should obtain independent legal advice on the issue. “Young Anderson further advised that the remainder of council should encourage Mayor Konrad and councillor Butler to recuse themselves from any further participation to the respective matters.”

Wells will be decommissioned CRAIG LINDSAY

Several wells along Highway 3 will have to be decommissioned and removed. The ensuing work will take place on June 1-12 during daylight hours and will likely mean single lane alternating traffic. “B.C. Ministry of Environment (MOE) requires that groundwater wells that are no longer required must be properly decommissioned in accordance to the Groundwater Protection Act,” said Sasha Bird, manager of development and engineering for

Grand Forks. “To address this condition, Hemmera (an environmental company) is planning to decommission 85 groundwater monitoring wells along Highway 3 (Central Avenue) and surrounding streets and properties between 18th Street and Pahoda Slough.” Bird said the wells were installed in various locations to monitor contamination. The work involved in removing the wells will be done by contractors hired by Hemmera. “Hemmera is working for Chevron and Imperial Oil,” said Bird. “There is no cost to the city.”

Open fires now restricted

Open fires are now prohibited in the Southeast Fire Centre to help prevent human-caused wildfires and protect public safety. The Southeast Fire Centre covers the area extending from the U.S. border in the south to Mica Dam in the north and from the Okanagan Highlands and Monashee Mountains in the west to the B.C.-Alberta border in the east. Prohibited activities include: • the burning of any waste, slash or

other materials. • stubble or grass fires of any size over any area. • the use of fireworks, sky lanterns or burning barrels or cages of any size or description. • the use of binary exploding targets (e.g., for rifle target practice). • the use of air curtain burners (forced air burning systems). This prohibition does not ban campfires that are a half-metre high by a half-metre wide or smaller, and it does not apply to cooking stoves that use gas, propane or briquettes.

1915 T.S. Quance, druggist of Phoenix, was united in marriage to Mabel McKeown with Rev. Munro officating. 1920 Constable George Stanfield, provincial constable stationed in Grand Forks, was murdered in the hallways of his home. 1925 Work on the new highway bridge across the CPR tracks at the rock cut, five miles east of town, was completed Monday. 1930 D.A. McKinnon & Co. had a gigantic sale: Nabob tea 10 cents/lb.; bread, one cent/loaf; and men’s fancy dress socks, 15 cents/pair. 1935 Wm. J. Cook, veteran customs officer of Grand Forks, was included in the King’s birthday list in recognition of his 32 years of service as collector of customs and excise. 1940 Mickey MacKay, famous hockey star, who had made Grand Forks his home for 25 years, died suddenly at Ymir from a heart attack. 1945 The Yale candidates in the federal election on Monday are Hon. Grote Stirling, Arthur W. Gray, Alan C. Clapp and Owen L. Jones. 1955 Top athletes at Grand Forks High School were Roy Pennoyer, Grade 10 and Betty Diepenbeck, Grade 11. 1960 Mrs. Anna Markova of Russia arrived here to live with her son, John J. Verigin; she is the granddaughter of Peter Lordly Verigin. 1965 When the Phoenix mines closed in 1919, it also meant the death of a little

town at the foot of Phoenix Hill — the town of Eholt, which was once a thriving railroad centre. 1970 Rock Creek Fall Fair queen candidates are Anna Graff, Laura McKinnon and Patricia Lynn Scales. 1975 Suzanne Lodder, Miss Gyro, became Miss Grand Forks for 1975. 1985 Pearl Resources Ltd. is proceeding with development towards re-opening the historic Union Mine north of Grand Forks. Applications for permits have been submitted and the preliminary design of the heap leach plant is completed. The company plans to heap leach about 75,000 tons of old mine tailings. 1990 It took four police officers about two hours to quell and evict between 75 and 100 unruly youths (ages 13 to 30) from an out-of-control house party over the Victoria Day weekend. 1995 The first annual Christina Lake spring regatta cruised its way to success over the weekend. A total of 18 boats were entered and 16 races were held. 2000 Volunteer city firefighters and their chief were honoured for their efforts to become the best they can be and for their service to Grand Forks. Mayor Lori Lum handed out certificates to about a dozen of the city fire department members who had passed provincial certification examinations. Fifteen of the 26 members went through the process, which involved writing 25 exams as part of the Justice Institute’s provincial level-one certification program. Chief Blair Macgregor was himself honoured with an exemplary service medal for his 20 years of service to fire-

Some people have said that the marmot, nicknamed Roger, is a local creature, but yellow-bellied marmots are indigenous not only to Grand Forks but to other areas in the Boundary and Thompson Okanagan regions as well.

This week in history The first copies of the classic vampire novel Dracula, by Irish writer Bram Stoker, appear in London bookshops on this day in 1897. Over the years, Stoker began writing a number of horror stories for magazines, and in 1890 he published his first novel, The Snake’s Pass. He would go on to publish 17 novels in all, but it was his 1897 novel Dracula that eventually earned him literary fame and became known as a masterpiece of Victorian-era Gothic literature. Stoker had originally named the vampire “Count Wampyr.” He found the name Dracula in a book on Wallachia and Moldavia written by retired diplomat William Wilkinson, which he borrowed from a Yorkshire public library during his family’s vacations there. www.history.com

Board to audit Timber Sales operations SUBMITTED

The Forest Practices Board are examining the activities of the BC Timber Sales (BCTS) program in the Boundary Timber Supply Area this week. The auditors examine harvesting, silviculture, wildfire protection, road and bridge construction, maintenance and deactivation and operational planning carried out by BCTS and timber sale licence holders. The audit area is over 659,000 hectares and includes the communities of Rock Creek, Greenwood, Midway, Grand Forks and Christina Lake, the Kettle and Granby Rivers, and Granby and Gladstone provincial parks. Once the audit work is completed, a report will be prepared, and any party that may be adversely affected by the audit findings will have a chance to respond. The board’s final report and recommendations then will be released to the public and government. The Forest Practices Board is B.C.’s independent watchdog for sound forest and range practices, reporting its findings and recommendations directly to the public and government. The board audits forest and range practices on public land, as well as appropriateness of government enforcement. Volunteers, students join world record attempt ANDREW TRIPP

Sixty-seven volunteers and forest professionals planted 8,227 seedlings last Wednesday at two Interfor harvesting locations in B.C.’s Southern Interior as part of a North America-wide effort to set a world record for the most trees planted in one hour. Employees from Interfor and Greenpeaks Resource Management Ltd. planted spruce, fir, cedar, larch and pine seedlings at Windfall Creek near Greenwood and Oatscott Road, east of Whatshan Lake. At Windfall Creek, they were joined by students, teachers and parents from Dr. D.A. Perley Elementary School of Grand Forks. The initiative was organized by the Sustainable Forestry Initiative Inc. (SFI), an independent, non-profit organization that promotes sustainable forest management through standards, research, conservation partnerships and community building. A total of 28 teams, each with 25 to 100 people, planted over 200,000 seedlings at locations from New York City to Vancouver Island. “We regenerate all our harvest areas promptly,” Randy Waterous, forestry and land use superintendent for Interfor’s B.C. Interior operations, said Wednesday. “This is an important part

of responsible forest management, and one of the ways we support a healthy environment and economy.” Interfor plants nearly six million seedlings every year in B.C.’s Interior, and 8.5 million seedlings across the province. “This world record attempt is a wonderful way to highlight that SFI is more than a forest certification standard—it’s a diverse community that stands for future forests,” said Kathy Abusow, SFI’s president and CEO. “Interfor is an excellent example of

this community commitment to local forests. In British Columbia, Interfor has 2.8 million hectares certified to the SFI standard, and all of its BC mills have SFI chain-of-custody certification.” Once the teams submit their results to Guinness World Records, they should learn in six to eight weeks whether it will include the new category. There is currently a category for the most trees planted in an hour at one location by 100 people with the record standing at 40,885.

The Ministry of Transportation and Infrastructure has awarded a $1.77-million contract to Arrowsmith Road Maintenance to sealcoat 42 kilometres of Highway 33 this summer. The work is taking place between Rock Creek and Beaverdell, with site preparation underway now and sealcoat activity scheduled to begin in early June.

“Highway 33 is an important artery for motorists between Boundary Country and the Okanagan,” Boundary-Similkameen MLA Linda Larson said. “This project will improve safety and extend the lifespan of the road surface.” Sealcoating is a cost-effective method of resurfacing that extends the life of the road by sealing out moisture. It also provides a skid-resistant, dustfree driving surface while reducing maintenance costs. It is a proven meth-

od to improve safety and prolong the life of provincial highways. Work is expected to be complete by the end of July. This project is part of B.C. on the Move, the government’s new 10-year plan for the improvement of the province’s transportation network. Over the next three years, the Ministry of Transportation and Infrastructure will invest almost $2.5 billion to improve British Columbia’s transportation network.

Decision a prudent one

Pretty much across the board Grand Forks city council agrees that exercise is important. Of course, as with most things, creating recreation programs can be expensive. A group of pickleball enthusiasts recently went to the city asking for the resurfacing and repurposing of one of the tennis court at Barbara Ann Park so it would become four pickleball courts. Pickleball is a racquet sport that has emerged recently and has become quite popular. It is slower than tennis and squash and is thus easier on the joints and thus easier for older adults. Pickleball also has the benefit of taking up less court space as tennis and thus four courts can fit in the space of a single tennis court. At council last night, council looked at three options dealing with the court at Barbara Ann Park. It would have been nice to have gone with option 1, which would have seen council spend $32,149 on resurfacing the entire compound and putting in four permanent pickleball courts. Even though the surface may need some work, that is a lot of money for a sport that may not see the same level of popularity in five or 10 years time. We don’t know. The $7,256 second option is much more prudent. The pickleball enthusiasts still get their courts just not the resurfacing and permanent lines. Council also added a suggestion to the group that if they wanted divider nets in between the pickleball courts and the remaining tennis court, they could raise the money themselves. That gives the pickleball players some higher stake in the matter and gives them some accountability. Of course, Barbara Ann isn’t the only surface that needs redoing. The tennis courts at the high school are also in need of repair. One group hoping to make things better there is the Boundary Tennis Club. The newly formed group is hoping they can work with the city, and partner SD51, on resurfacing of the six tennis courts at GFSS.

Reckonings DELLA MALLETTE There’s so much to discover in just 10 minutes. I was reminded of this last week when the publisher of the Creston Valley Advance stopped in at the office. Lorne Eckersley is a journalism school graduate with 36 years experience at the Advance. He is also a reporter, and writes weekly opinion and wine columns. I had emailed him a question on an editorial issue, and as he’s also a popular freelancer writer for Food and Wine Trails Magazine, I took the opportunity to ask him what his favourite wine is—in a red, a bit on the bold side, and most importantly, under $20.

He had been in the Okanagan last week wearing his wine reviewer hat, and on his way home, he stopped in for a visit; one hand waving hello, the other bearing a bottle of wine. His advice on topics for columns? “I can talk to someone for 10 minutes and walk away with a column,” he said. “I don’t always know how it’s going to end, but I have the beginning.” Several years ago we published a full-page feature on a regular basis. We called it Meet Your Neighbour. The articles were about everyday people-the idea being that you could look down your street and talk to any neighbour and discover that they have a story to tell. The senior in the second house, perhaps he was in the war; the stay-at-home mom in the green house is a master gardener; the teenager at the end of the street is a musician sending

beautiful notes out to the neighbourhood. Whatever age, everyone has a story. My neighbourhood doesn’t have traditional paved streets aligned in a grid but I look around at neighbouring rural acreages and it’s no different. In fact, I hope you enjoy reading about Kyra Hogan. Jacob Noseworthy brings us a peak into her life, on page A13. We published a similar set of stories just a few years ago, called Reminiscences. Those features had a slightly different focus but again, word windows gave us a glimpse into an everyday person’s life. I will never forget Lorne’s comments about how to come up with a column topic. Whether it’s a person’s story or the story they tell, I reckon I need to listen first. So how will this column end? At the beginning. His favourite red wine? The best values on the shelves these

Store deserves recognition Editor, The Gazette: I have been an active member of this community for seven years. I suffer from very severe refractory epilepsy, which means that one, two, sometimes up to three grand mal seizures are a part of my daily life. I live with the stigma of seizures and the need for a medical escort when I am out on the town; however, I’m an educated woman with a Bachelor of Social Work degree. My disability makes it almost impossible to hold down a regular job so I am actively providing community service which includes advocacy to individuals with disabilities, those on low income, and seniors. I’m qualified and knowledgeable in many areas; however, my disability prevents me from holding a 9-to-5 job. We all have to do our shopping somewhere and I have shopped and taken seizures in almost every store and coffee/sandwich shop. I began to shop at Extra Foods, owned/ operated by Don Festerling, seven years ago when we moved here. I have taken so many seizures in their store over the years, I couldn’t even begin to count. Store manager Steve Pike is aware of whom I am and the staff, such as cashier Lolita Rezansoff, continues to welcome me with warm greetings and smiles. During busy times of the year such as Christmas or Thanksgiving, assistant manager Carolyn Thiessen has “closed” off sections of their store because I have taken seizures. They have also had to close down open tills as I have taken a seizure while paying for groceries, and opened tills at each end of their checkouts to give me some privacy. Either of their first aid staff, Sarah Pritchard or Kathy

Guild, is there immediately to deal with my needs or to call an ambulance if necessary. They stay by my side until the emergency crew arrives. They are familiar with what to expect and the protocol that must be followed. If I do not leave in an ambulance they are more than happy to push me around in a wheelchair to complete my shopping. The staff will pack the groceries out to the car. When I have left in the ambulance, the staff has set my groceries aside and removed all dairy and meat products from my cart. The products are placed into baskets in the cooler until I return. I have dealt with the Extra Foods Pharmacy since we moved to the area. Pharmacy manager Ben Whinterburn is truly one of their great assets. He has filed my prescriptions for over seven years and because I can’t drive sometimes, I make it in when I can. I have called him and he has had my prescriptions ready and waiting to pick up. He has also dealt with doctors and faxed my paperwork in relation to my prescriptions when I have phoned in. The things I have asked of the pharmacy, they made a priority. I truly appreciate the pharmacy manager for his superior service. Extra Foods has been a great store and has been completely accommodating to individuals with disabilities. In a few weeks the House of Commons in the parliament buildings in Ottawa will fall silent, the prime minister will drop the writ, and official campaigning by the parties will go on until Oct. 19 when Canadians go to the polls to select their next federal government. The leaders of the national parties will make their last speeches on June 23 when the present sitting adjourns. Party caucus Rousing members will leave Ottawa for their home the Rabble ridings and if they are seeking reelection they will participate in a series of staged ROY RONAGHAN events such as barbecues accompanied by handlers and the usual members of the press. They will also go door knocking. When the campaign officially gets underway voters who plan to vote will be busy attending all-candidates meetings, reading news reports, E-mails, tweets and texts, and talking over a drink of choice in an attempt to make sense of what the candidates are saying. They will ask questions of the candidates knowing they will seldom get straight answers but they will actively engage in the electioneering ritual. There will be no end to the accusations, half-truths and tall tales that voters will hear but not much about matters of substance, such as a national water policy, a national energy polity, a firm policy on dealing with climate change and other environmental issues, housing for the poor and child care payments. There will be a litany of promises, not many of which will be kept. Becoming informed about candidates in a short time is the challenge voters must face. It’s a frustrating but necessary exercise if they want to go to the polls with some inkling of who might represent them best. The language of elections is a special one that may get in the way of developing an adequate understanding of party platforms. Crawford Killian a contributing editor for The Tyee, an on-line news bulletin, calls it Canada’s third official language, “a language with a superficial resemblance to English.” He calls it Politicanadian. In 2011 prior to the federal and provincial elections, Killian compiled a list of words and phrases and their translations to help us become informed. Here are a few from his list of 37. Coalition: MPs who are not Conservatives; a majority. Environment: Any part of Canada we can’t make a buck out of. Fiscally prudent: Giving our donors what they want. Sustainable: It’ll last until we’re out of office and on pension. Tough on crime: Ready to spend billions on prisons for criminals whose crimes haven’t been reported. Tax cuts: Passing the costs on to our kids. Ordinary Canadians: New Democrat voters. Vision: A vote getting strategy. Killian asks Tyee readers to add their own words and phrases and their translations to his list as the campaign proceeds. Making light of what the politicians are promising is a game many voters like to play, but in the end it is important for those who are eligible to appear at the poles on Oct. 19 to mark a ballot. In preparation it is important to have thought about the issues and to have questioned the candidates--a rewarding experience if it occurs/. We are privileged in Canada to be able to vote and we should not take that privilege lightly. Imagine living in a country where powerful leaders have ruled for decades and the people have had no say in government. Canadians need only show up at a polling place to make a mark on a ballot. They can also participate in other ways. Voting is a right and a privilege in Canada and should not be taken lightly. However, only about a third of eligible voters exercise that right. In Australia eligible citizens must vote or pay a fine of $20.

City authorizes budget amendment of $20,000 COUNCIL BRIEFS By Craig Lindsay

Budget amendment for FOI requests Requests from a Vancouver criminal lawyer and the provincial ombudsperson for Freedom of Information requests are proving costly to taxpayers. At Monday’s council meeting, council authorized a budget amendment for $20,000 for additional administration staff support to accommodate the additional work required by the requests. Councillor Michael Wirischagin noted in discussion that the money would have to come from taxation and would mean an extra one or two per cent tax increase in 2016 for each resident. The background information presented to council stated that, “Both requests will take (tremendous) amounts of time and results are required within certain time frames.” The lawyer requesting the FOI records is Lorne Wise. He is asking for 10 separate requests mainly pertaining to the hiring, termination and re-hiring of CAO Doug Allin. There is no mention of who hired Wise. The motion carried unanimously. Spraying near Hutton School Councillor Butler brought forward a motion for council to direct staff to investigate if there was any risk to school children, hospital patients or the city in relation to spraying taking place near Hutton Elementary School.

Butler told her fellow councillors that she had met with the Hutton principal as well as the school board regarding the issue. However, Councillor Krog said that he didn’t think that staff had the time or expertise to investigate the matter. Councillor Wirischagin added that he thought the issue was better dealt with by the school board. The motion was defeated 5-2 with only Mayor Konrad and Councillor Butler voting for it.

Technology allowance Council looked at adopting a policy regarding technological allowances for council members. Councillor Thompson proposed an amendment that would allow up to $2,000 for each new councillor at the beginning of their term for the purchase of a computer. The amendment includes an opt-out clause for those councillors who wish to use a previously issued computers. The previous policy allowed $500 per year.

Doug Allin, city CAO, told council that staff is looking at not purchasing as many computers as it would be more beneficial to not have as many capital assets. Councillor Wirischagin proposed that the motion be tabled to allow for more discussion. The tabling was carried unanimously. Youth lands car in river CRAIG LINDSAY

On Friday night, a young male lost control of his car on Gilpin Road and the car plunged into the river. The male and his lone passenger were able to escape the car and swim to shore and call 9-1-1. “The call came in at about 11:38 on Friday night that a car had gone over the bank and into the river on Gilpin Road,” said Dale Heriot, Grand Forks Fire/Rescue chief. “The guys got there and the vehicle was completely submerged. The two occupants

had got out of the vehicle and were on the river bank when our crews got there.” Heriot said the crew used their embankment rescue techniques and rescue basket to bring the occupants up to the road, where they were taken by ambulance to the hospital. Heriot said the vehicle was recovered on Saturday afternoon. “Mid-Nytes Towing recovered the vehicle,” he said. “We were out there because we had to get a boat in the river to hook a line to the vehicle. We were there for swift water rescue support in the event something

didn’t go well.” Grand Forks RCMP also attended the scene. Cpl. Richard Lanz said that the driver of the vehicle showed signs of alcohol consumption and impairment. “Due to the injuries, a blood demand was read and blood samples were obtained,” said Lanz. “At this time, the blood samples will be forwarded for analysis and if the blood alcohol reading is over 0.08 then charges of impaired driving causing bodily harm will be forwarded.” The driver of the vehicle was a 31-year-old Grand Forks male.

Motorhome gases up, dashes POLICE BRIEFS By Craig Lindsay Gas and dash On May 8 at 5:30 p.m., RCMP received a call about a theft of fuel from the Super Save Gas Station in Grand Forks. “A yellow motorhome pulled up, filled with fuel and drove off,” said RCMP Cpl. Richard Lanz of the Grand Forks RCMP detachment. Lanz said Super Save will now be changing their system which allowed drivers to fill up and then pay, to a pay first system.

Motorcycle crashes on lawn On May 9 at 6:05 a.m., police responded to a single motor vehicle incident at the corner of Pineview Crescent and McCallum View Drive in Grand Forks. “The driver of a motorcycle lost control of the motorcycle going across the lawn and flipped the motorcycle on a lawn in front of a residence,” said Lanz. “The driver sustained non-life threatening injuries and was transported to the hospital. The driver was later flown to Kelowna for further treatment.” Lanz said the driver, a 19-year-old male from Grand Forks, has since returned to the community. “At this time he has been charged with driving without due care and attention and having the wrong class of licence.” Male jumps border On May 11 at 11:05 a.m., RCMP received a call from Cascade Border Services advising them of a male who had crossed the border without reporting. “Police Dog Services was already in the area and assisted with the call,” said Lanz. “The male was located walking on the highway by the Christina Lake dump and was arrested for entering Canada illegally.” As a result, Canada Border Services was contacted and the male was transported to Vancouver for a hearing and would be deported back to the United States, said Lanz. On May 12 at 10 p.m. Police observed a vehicle travelling west bound on Highway 3. “The vehicle was noted to have a side window missing,” said Lanz. “The vehicle was stopped and checked. The driver of the vehicle had an odour of alcohol coming from them. As a result a roadside screening device (ASD) demand was read.” The driver, a 63-year-old female from Grand Forks, provided a breath sample and blew a fail. As a result the driver was given a 90-day immediate roadside suspension and the vehicle was impounded for 30 days, said Lanz. Stealing candy On May 13 at 6:20 p.m., RCMP responded to a

call of a female attempting to steal candy from the PetroCan station in Grand Forks. “As a result of the complaint, the female was located and arrested for shoplifting,” said Lanz. “A further search was conducted where the female had in possession some alcohol, morphine and methamphetamines.” Lanz said the female, a 29-year-old Grand Forks resident, was on probation to abstain from using any illegal substances. She will be appearing in court at a later date. ASD warn for senior

On May 13 at 7:20 p.m., RCMP were advised of a vehicle on Donaldson Avenue being driven by a possible impaired driver. “The vehicle was stopped and there was an odour of alcohol on the driver’s breath,” said Lanz. “As a result, an ASD warning demand was read. The driver provided a result of his breath which was a warn.” The driver, a 79-year-old male from Grand Forks, received a three-day driving prohibition and the vehicle was impounded for three days. Women yelling

On May 14 at 4:13 p.m. a report was received by police of two women yelling and screaming at one another on Highway 3 just outside of Grand Forks. “Police attended and located one female who was very intoxicated,” said Lanz. “The female was arrested for being drunk in a public place and brought back to the detachment and locked in a cell.” The female, a 44-year-old resident of Grand Forks, was released the next day with a violation ticket for being drunk in a public place. Stolen car On May 17 at 8:33 a.m., police received a report of a theft of a Ford pick-up truck, which was stolen from Christina Lake the night before. “The vehicle was uninsured and had a full tank of gas,” said Lanz. “At the time of the report there were no suspects or no indication of direction of travel.” On May 25 Grand Forks RCMP were informed by the Creston RCMP that they had recovered the stolen vehicle in their area. The matter is still being investigated. Youth fails ASD test On May 24 at 1:36 p.m., RCMP in the downtown area on Second Street observed a vehicle. “The vehicle was stopped and checked,” said Lanz. “An odour of liquor was coming from the drivers’ breath, who admitted having three drinks.” Lanz said an ASD demand was read and the driver blew a fail. The driver, a 22-year-old female Grand Forks, received a 90-day driving prohibition and their vehicle was impounded for 30 days.

The first-ever Self Advocates Conference is coming to Grand Forks. The Self Advocates group of Grand Forks is currently holding a fundraiser to support the conference. The conference, “Overcoming barriers: living life to the fullest with a disability,” will be held Oct. 15 and will be free to all attending community members. For every $5 donated, supporters will be put into a draw to win a package that includes a signed running jacket and book by the “Man in Motion” Rick Hansen, donated by the Rick

Hansen Foundation. Self Advocates of Grand Forks is a group of fun, dynamic individuals living with disabilities. Their intent is to provide information, support and advocacy to everyone living with a disability in the Boundary area to live as full and independent lives as possible. The conference offers an opportunity to get together, share and learn about ideas and practices that promote inclusion and independence. Three seminars will be provided by local and industry experts: 1. Service animals in community and schools 2. Technology for independence including the use

of “Apps” for things such as scheduling, organizing and safety 3. The Government of B.C. has provided $250,000 to the Shriners of British Columbia and Yukon – Shriners Care for Kids, to help cover capital expenditures for the improvement of their transportation program. Finance Minister Michael de

Council agreed that if the pickleball players wished to have a dividing net between the pickleball courts and tennis court, they would have to raise the money (around $8,000). The motion passed unanimously. The rejected options were: 1. Resurface entire compound and dedicate one court as four permanent pickleball courts at an approximate cost of $32,149, and 2. leave as is.

JACOB NOSEWORTHY Kyra Hogan, a local Grade 12 student at Grand Forks Secondary School, had a unique experience as her writing was published by Elephant Journal. Elephant Journal is an online only, independent media outlet that has been around for 11 years, formerly as a magazine and now as an online lifestyle website. According to Hogan, “It’s a compilation of submitted works about pretty much anything under the sun, but I notice a lot of articles about yoga, spirituality, nature, hippies, love, all that good stuff.” The site is unique due to the fact it is wholly made of writing submitted by readers of the site. Hogan praised the ease of submitting material. “I submitted my writing to them. I was feeling particularly spontaneous one night, and thought why not? So I submitted my writing on their website, which I would recommend everyone try to do because it’s an exciting feeling to get published.” The article entitled The Beautiful Things are Knocking, is an exposé about select moments of her life and focuses on how the pursuit of perfection is not always the best way to live. On why she choose the topic, she said, “A lot of my writing is a reflection on whatever I’ve been sorting through lately. It kind of helps for me to put into words what I’ve been trying to figure out, and it usually makes me seem a lot

Students DARE to graduate CRAIG LINDSAY

A total of 36 students in Grades 5 and 6 from Hutton Elementary School in Grand Forks graduated from the RCMP’s DARE program at a special ceremony on May 20. Attending the ceremony were Cst. Nicki-Jo Wolfram, Cst. Angie Wuters and Staff Sgt. Jim Harrison. Also on hand were Mayor Frank Konrad and councillors Chris Thompson and Chris Hammett, as well as parents of the graduates. The DARE program is a course for Grade 5 students throughout the province. DARE stands for Drug and Alcohol Resistant Education and helps provide steps for youth to resist peer and other pressures. “It’s a program the RCMP offers to youth,” said Wolfram, the main instructor. The program had not been offered in Grand Forks for several years due to the lack of a qualified instructor. Wolfram, who started with the Grand Forks detachment last August, has taken her DARE training and was glad to teach the

course at Hutton. “We feel it’s important to have positive role models for our youth and that our youth need to have a good working relationship with the police,” she said. “If we can get into a scenario where the kids can see us in a positive, interactive light versus (them just seeing us) out there doing our jobs.” Hutton is the only school Wolfram was able to offer the course to this year. Three new exhibitions open at gallery 2 SUBMITTED

This summer, gallery 2 is featuring three well-known artists. The first is Christina Lake artist Richard Reid, RCA (The Ephemeral Landscape). Many will know Reid as he has lived in the area for more than 30 years and is one of the founders of Grand Forks Art Gallery. Reid is figurative landscape artist, depicting his world around him. Reid writes, “I find landscape to be quite sensual, with all its undulating forms and textures- the use of the human figure merging with landscape has reflected this quality...” Leah Weinstein (Between Subject and Object) is a Vancouverbased fabric artist who uses everyday objects and materials to create sculpture, textiles and performance… she draws on strategies found in both art and design, between display and active use. “Garments act as extensions of bodies, symbolizing both individuality and collectivity. Evoking the body of the wearer (or wearers), these sculptural works examine social spaces around bodies, highlighting complex relationships between self and others…” Zshu Zshu Mark (Fields, Forests and Flowers) grew up in Grand Forks and is now based out of Vancouver. Mark is a watercolour artist who has also used a variety of mediums to express ideas and images of nature. “I have always felt fortunate to have grown up in Grand

How to eat to detox naturally You have probably heard or read about detoxing your body. By definition detoxification is the process of clearing toxins from the body, or neutraalizing or transforming them. In a perfect world, our bodies are adept at removing toxins naturally. In this real world, we are constantly being bombarded by various toxins from the air, soil and water. Our diets can be exposed to processed, denatured, chemicals and preservative-laden foods that are hard to digest and which can be an additional burden on the body’s detoxification systems. When our major organs of detoxification (liver, kidneys, colon, skin and lymphatic system) work efficiently, the process of toxin elimination will go on smoothly. However, given a poor diet, lifestyle and environmental factors, our main organs of elimination can be overworked and congested. In my opinion, if we eat a well-balanced diet of whole foods, our body will be able to detoxify and cleanse itself more easily. We can control what food we put in our mouth and by making some simple dietary changes, we can help our body with detoxification. The following are a few suggestions that can help reduce your intake of toxins and improve toxins elimination.

A small group of tennis aficionados in Grand Forks have formed a club and they are hoping to get the courts at the high school resurfaced. Don Bedard, secretary/treasurer for the Boundary Tennis Club, said the tennis court at Grand Forks Secondary (GFSS) have fallen into a state of disrepair. “All the tennis players we have talked to are concerned about the deteriorating condition our tennis court surfaces are in,” he said. “These courts are being used for a variety of things other than tennis. These “street shoe,” “roller wheels” and “stick” games are all shortening the limited life of the court surface. Improved signage and more policing is needed to protect them.” Bedard said that re-surfacing the six courts would be expensive and would require a great deal of cooperation from all governments and other organizations to make it happen. The Boundary Tennis Club was formed recently as a way for tennis fans to get together and organize games and schedule times to play. Bedard said the club has been in touch with the city, which co-manages the courts along with School District 51. “We’ve got permission from the city,” he said. “They want us to manage the courts because no one has been doing anything with it. They’re glad to have us look after it.” Bedard said the club was formed by himself and fellow tennis enthusiast Kire Gillette. “We have since formed a club, got a bank account,” he said. “We’re not a registered society yet. We want to see if we get enough interest. We want to do things properly.” Bedard said he has plenty of experience with racket organizations having been president of the B.C. Badminton Association for two years

and the New Westminster Tennis Club for two years. “I used to be a national ranked badminton player,” he said. “I played for years at a competitive level. I’m now 71 and I’m still playing but not at that level.” Bedard said he has got more into playing tennis and enjoys the competition but would like to see more organization locally. “I play tennis in Arizona in the winter time about six days a week,” he said. “Up here, we only play casually because nothing is organized. That’s what we’re trying to do.” Bedard stressed that salvaging the tennis courts at GFSS is the highest priority of the club. “The thing I don’t like is that the city has no money or no interest in resurfacing them and there’s no management (at the tennis courts) and they’re hardly being used,” he said. “If we don’t do something there’s always the possibility the courts could be removed, which would be a tremendous loss to the city of Grand Forks. We’re trying to encourage it and get more interest.” Sarah Winton, deputy corporate officer/communications for Grand Forks, told the Gazette that the city, in partnership with SD51, is allowing the Boundary Tennis Club the use of the courts at the high school. “There has not been any discussion as to whether the city will resurface the courts,” she added. Bedard said that he and Gillette are both tennis coaches and they are hoping to offer lessons to both adults and junior players. “Something we plan to do is offer a junior program,” said Bedard. “Kire has special nets that are a little lower along with special racquets and training from Tennis Canada.” The club is hosting adult drop-in tennis at the GFSS courts on Tuesday and Thursday evening from 6:30 p.m. to 8:30 p.m. and on Saturday afternoon from 1 p.m. to 3 p.m.

It’s been like summer outside and as the temperature rises, instinct draws most of us toward the water. It seems a little early to be taking that first dip into the lakes and rivers; however, certainly some have already tried. Whether you’re wading in ankle deep or taking the boat out on the lake, do not forget there are dangers to avoid. Tragic water-related injuries and fatalities can be prevented by educating and preparing yourself ahead of time. The ability to swim is important, but swimming skills alone are not enough to save a life. Learning water safety skills and knowing what to do if you find yourself in an emergency are key to preventing water related injury and death. Red Cross swim lesson curriculum combines water safety education and swimming skills at every level from parent and tot all the way to adult lessons. The Grand Forks Aquatic Centre is holding a parent and tot swim lesson set beginning Monday, June 1. Parent and tot lessons are for parents and their children six months to three years old. Classes will run Monday and Wednesday mornings from 11:15 to 11:45 ending Wednesday, May 18.

There is still space and time to register for this fun filled lesson set geared to teach the fundamental skills and knowledge of swim and safety education. GRAND FORKS Red Cross preschool and RECREATION swim kids levels will be taught throughout the summer in Grand Forks, as well as one week scheduled at Christina Lake. Grand Forks lesson sets are running Monday to Friday, July 6 - 10, July 20 - 24 and Aug. 10 - 14. Christina Lake’s set runs July 27 - 31 at the Christina Lake Public Beach. There is no time like the present to get your kids water safe. Register them in one or more swim lesson sets over the summer. Let our certified water safety instructors teach your kids the skills they need to stay safe in and around the water. The Canadian Red Cross has deemed June 6 13 Water Safety Week. It is an annual campaign to educate Canadians on how to stay safe around water and prevent drowning incidents. Go to the Canadian Red Cross website, redcross.ca, and glean information on subjects like backyard pool safety, safe boating practices and much more. They moved to B.C. and settled in Grand Forks. Carl worked for Pope & Talbot from 1974 1995. He enjoyed fishing, camping, building and racing stock cars, corn roasts and snowmobiling. He was along time member of the Legion and enjoyed his dogs and brewing his own beer! Alice Glanville April 30, 1920 – April 28, 2015

Alice Glanville passed away peacefully at Piccadilly Care Centre in Salmon Arm, where she had recently relocated to be near her family. Alice was a well known and respected educator, author and historian, who left behind a wealth of knowledge of the Boundary Country. Her childhood was spent in Greenwood with her seven siblings, after which she attended university to become a teacher. Along with her husband Jim, who predeceased her in 2008, Alice raised her family on the North Fork dairy farm, then resumed a teaching career at Grand Forks Secondary School. In retirement she made her greatest impact on the community with 19 years of service as a school trustee, 20 years as a marriage commissioner and volunteer work with numerous community organizations. Alice leaves behind her three sons and their respective families: Harvey (Carla) and Brook (Andrea) and Lindsay (Ryan); Ross (Elaine) and Shane; Clark (Bev) and Sean (Annie) and Ryan (Chantel). There are eight great grandchildren who were an additional source of joy and pride. Alice is also survived by her two youngest sisters, Jean Higashi and Sheila Rosen, and sister-in-law, Iris Clark. A memorial service to celebrate Alice’s life will be held on Saturday, May 30 at 1:00 p.m. at the Gospel Chapel in Grand Forks. Donations in Alice’s memory can be made to the Phoenix Foundation.

A number of competitive dancers from the Dazzle Dance Studio in Grand Forks performed very well at the Vibe competition in Kelowna on May 7-10. Coach Gemma Greengrass is extremely proud of her competition squad, which consists of 11 dancers ranging in age from six to 16. The dancers also competed in two other recent competitions in the Okanagan: Thunderstruck on April 3-4 in Kelowna and Shine in Vernon on April 16-19. “They did really well,” said Greengrass. “They got all silvers, golds and high golds. They did phenomenal; really great work. They did trios, they did solos. Most of them did a solo this year. It’s quite a bit of hard work and dedication.” Greengrass said the competition team received high gold and gold for Coffee Break, their musical theatre dance and received a unique crystal trophy, plaque and medals for the performance. “They also received gold and silver medals, plaques and trophies for both their jazz number, Radioactive, and lyrical “Sail” group pieces,” she said. “Sage Sherstobitoff, Sophia Plotnikoff and Sophia Stoochnoff received silver and a prop management award for their contemporary trio Red Balloons, in which they danced with helium balloons attached to their wrist.” Solo winners were: Perrie Austin – silver for tap and jazz; Danice Powell and Briana Burch – silvers for lyrical, Sage

Sherstobitoff and Sophia Plotnikoff – golds for lyrical; Sohlia Stoochnoff and Kalimaya Romaine – golds for jazz; Noelle Johnston – lightning gold for contemporary. Greengrass bought the dance studio last August and has thoroughly enjoyed her first year at the helm. She came from Winnipeg to Grand Forks to work for Interior Health but when the opportunity came to buy Dazzle Dance Studio, she jumped at it. “The studio just kind of fell in my lap,” she said. “It was amazing. Educational Assistant Training Program 2015 - 2016 School District 51 (Boundary) has developed a customized Education Assistant training program to meet the needs of our students that will run for the 2015-16 school year. Applications for this program are being accepted now! The School District regularly hires Education Assistants and will be recruiting from the graduates of this program. Qualifications gained through this program are recognized by School District 51 (Boundary). This program is not provincially accredited. If you have a passion to support children with diverse and complex needs to be successful in their school experience and have the following qualifications, we want to hear from you! • Demonstrated ability to work collaboratively and professionally in a team environment. • Willing and able to follow general direction and work independently. • Physical ability and personal aptitude to provide individual support to students which may include lifting, carrying, positioning, personal hygiene, behavior management and classroom adaptations. • Prior experience with children and youth in school or related settings. • Commitment to maintain confidentiality of personal information. • Demonstrated punctuality, dependability and attendance. • Willingness to be assigned to a variety of schools and students within the School District. • Strong organizational, interpersonal and communication skills. • Adaptable, resilient with a keen desire to learn. • Computer literate. • Possess a valid BC driver’s license. • Grade 12 graduate. Preference will be given to applicants who have current, related post-secondary courses. Candidates will be selected through short-listing and an individual interview process. Program Description: Tuition Fee: $2000.00 Practicum: throughout SD 51 on Tuesdays (6 - 6.5 hours) on a rotating basis that provides experience in a variety of schools. Instruction: 6 hours of Classroom instruction on Fridays from September 2015 to March 2016 with one week each of training with POPARD and POPFASD and one week of overview preparation the week of September 14 - 18 2015. Two week Practicum after March Spring Break 2016. Potential for paid work experience.
