The Strathcona Regional District is performing well financially and out shining the rest of its class when compared to other regional districts of similar size. Brad Piercy of MNP accountants said an audit revealed that the Strathcona Regional District has less debt and a better ratio of assets to liabilities than eight comparable regional districts, including the Comox Valley Regional District, Regional District of East Kootenay and the Squamish-Lillooet Regional District. “You have the best rating of assets to liabilities. This year you’re at the top, last year you were in the middle,” Piercy told the regional district board of directors at its May 13 meeting. “So you’re better than last year and at the top of the pack this year.” The Strathcona Regional District’s assets to liabilities is at 4.32 while the median is 2.02. Piercy told directors that the Strathcona Regional District also had the best ratio of financial assets to liabilities at 2.17 and that it has “the least amount of debt of the peer group.” Dawn Christenson, the regional district’s financial services manager, said the regional district’s long-term debt sits at $784,000, which is down $49,000 from $833,000, despite the regional district taking on new debt Continued on Pg. 5

of the family’s motor home stop at Echo Lake, just before Philp backed his truck to the water’s edge. “Sven loves fishing in Germany.” Before directing Sven to open the hatch, Philp waded through the lake with a clipboard and a device to measure the water’s conductivity, a combination of temperature, turbidity, chemical makeup and pH levels. The fish were brought from the Vancouver Island Trout Hatchery in Duncan, one of six hatcheries in the province operated by the Freshwater Fisheries Society of BC. Altogether, FFSBC stocks 60 Vancouver Island lakes with millions of pounds of fish each year. Those lakes include Echo, Beavertail, Boot, Gray, Martha, Darkis and Reginald lakes in the Campbell River region. The stocking is designed to improve the freshwater fishing experience of local and visiting anglers alike by providing catch-ready specimens in popular fishing spots. Echo Lake will be stocked twice in the spring and twice more in the fall for a total of 2,500 trout this year. FFSBC funding also goes into research and development projects, including a study under way to improve the survivability rates of fish in what were once inhospitable water conditions. release are fed into a database and analyzed to match species of fish with appropriate water conditions, but FFSBC is learning how to stretch the boundaries of those limitations. “A study is under way right now. They can take certain strains (of fish) that are more pH tolerant and acclimate them over time until they’re actually ready to release them,” said Philp. “Then they put them in the lake so the pH matches and they have far greater survivability. This is something that’s brand new.” The society gets its funding from fishing licence fees collected in the province. Until this year, the society received 70 per cent of licence revenue, but as of April 1, 2015, all of the revenue goes to FFSBC to invest in ser-

vices aimed at improving freshwater fisheries. The society estimates licensing revenue for

It’s a nice day to bike to work If there’s a monsoon next week, blame Bike to Work Week. All joking aside, cyclists should be able to look forward to some sunny skies. That hasn’t always been the case in past years, but it would be appreciated, because we hope Bike to Work Week is successful. The annual cycling awareness event starts Monday (May 25) in Campbell River and around B.C. as part of a provincial government initiative to get more people pedalling. Commuters are invited to challenge themselves by registering for Bike to Work Week as individuals or as part of a team, and they’re encouraged to cycle through ‘celebration stations’ where they can enter prize draws and receive refreshments. Students can also participate by signing up to bike to school. If people commit to two-wheeled commuting, or if they don’t, there are indications that Campbell River is becoming a more cycle-friendly city. Pedestrian routes have been posted around the city in recent years and more and more people are starting to take up cycling to work. We support those who wish to be spokespeople – pun intended – during Bike to Work Week, and we hope everyone else will at least share the road. It’s a nice day for a bike ride, and it’s always a nice day to contribute to a cleaner city. -Black Press

Letters ● Enough is enough My name is George Quocksister Jr. I am hereditary chief of the Awhwaoo tribe of the Laichwiltach Nation. I learned how to become a commercial fisherman from my elders years ago. It’s a way to survive, to make a living in this world, to feed my family like so many other jobs. In the territorial waters of our peoples up and down the coasts, through the years we have had our territorial waters taken away from us, put aside for the tourism industry only, namely Hakai Pass area 8-2 and Rivers Inlet Esstra. Three years ago they took away area 13-7 which is from Loggers Bay to Deep Water Bay in my people’s home territorial waters. I was at a meeting May 11, 2015 at 7 p.m. with Fisheries people and some of the tourism panel people. I told the people at this meeting that the portion they took, half of area 13-7 – the bottom half of Deep Water Bay – is a much safer zone for our boats and crew to work in during bad west winds. So I promised them at the meeting that if we don’t get that back where it originally belongs for commercial fishermen, we will be putting our nets inside and outside our Campbell River when fish arrive and harvest the fish. I told the people at the meeting that I have respect for tourist fishermen but taking away our commercial fishing grounds is just not good. A fisheries officer said at the end of the meeting that they will deal with the matter. Let’s hope they do. I am asking for many relatives involved in this matter. Sacrificing farmland for climate change It was 2008 when word first surfaced that B.C. farmland was being bought up to grow trees as a European carbon offset. Reckitt Benckiser Inc., a British-based global manufacturer of household products such as Lysol spray and Calgon laundry soap, bought 1,500 hectares east of Vanderhoof and planted aspen. For comparison, that’s about the size of downtown Vancouver from 16th and Oak to Stanley Park. Since tree growing is permitted in the Agricultural Land Reserve, a use intended for fruit, ornamental or nursery trees, no permission was needed. And to meet the carbon offset rules of the UN’s International Panel on Climate Change, a 100-year restrictive covenant against harvesting trees was issued by B.C.’s land titles office. Goodbye farmland. After that deal, the B.C. government changed legislation in 2011 to require permission from the Agricultural Land Commission to make these covenants valid. It’s a mess, with the cost of emitting a tonne of carbon dioxide fallen far below what’s needed to be effective, and Interpol investigating various schemes to game the system. Remember B.C’s own Pacific Carbon Trust? This Gordon Campbell brainchild to sell carbon offsets was quietly greenhouse gassed after the Auditor General revealed its first two big projects were of questionable value to say the least. Finally, does anyone really think that returning B.C.’s scarce farmland to forest is a good way to change the weather? Would it offset the loss of local production and trucking in farm produce from elsewhere? And where are B.C.’s tireless food security advocates on this dubious scheme? Plans to bring electricity to homes in the Upper Campbell Lake area continue to be on hold indefinitely. That’s because BC Hydro put a halt to a program to provide electricity to remote B.C. communities due to budget constraints. One of those communities feeling the impact is the Cedar Creek/ Upper Campbell Lake region near Strathcona Park Lodge, nearly halfway between Campbell River and Gold River along Highway 28. In 2012, residents of Cedar Creek and the Strathcona Regional District began meeting with Rhea Halfnight LeFlufy, the head of Hydro’s Remote Community Electrification Program. At an initial meeting, 85 per cent of area property owners were in favour of hooking up to BC Hydro’s power supply. A working group

formed, conducted a community survey and got a high level of support from the 90 land owners living in the area at the time. Roughly 60 of those were recreational residents and 15 lived in the area fulltime. BC Hydro did an economic analysis and assessed the neighbourhood – securing funding was to be the next step. But it never got that far. In 2013, after months of meetings and consultations, Hydro cancelled the electrification program. “At the end of a long road of study and consulting, B C Hydro said we don’t have any money and we’re pulling the pin on this for awhile,” Leigh said at last week’s Strathcona Regional District meeting, to bring directors up to date. “So I talked to Ms. Halfnight LeFlufy and I said ‘all this work that we’ve done towards this project, can you

re-employ it as soon as Hydro does have the money to proceed?’ and she said ‘oh yes, the work’s not wasted, when Hydro says they’ve got the money to proceed, the work is under our belts and we can proceed’. And that’s where it was left at.” BC Hydro spokesperson Stephen Watson said it was not an easy decision to cancel the program. “The decision to put the program on hold was a difficult one and that status remains today,” Watson said. “We have been reviewing all programs and services to find areas to be more efficient and reduce costs.” In the meantime, the Cedar Creek residents continue to generate their own electricity using generators, solar, wind and micro-power. If the project does go ahead, Hydro would bear the costs of supplying power to the edge of the community. According to the eco-

nomic study done by BC Hydro, it was determined that extending the power grid from the existing terminus at the Highway 28 and Argonaut Road intersection would be the cheapest option which Watson said would cost “in the millions of dollars, with cabin owners covering a small percentage of that cost.” The land owners would also be responsible for electrification infrastructure costs within the area. The cost for all the property owners to connect to the distribution line was expected to be a onetime fee estimated at $750,000 or $10,000 per customer. BC Hydro had been working with 11 remote B.C. communities to supply them with power when the utility cancelled its electrification program. Prior to that, Hydro brought service to eight communities – seven aboriginal and one non-aboriginal – under the program.

City to bid on hosting hockey championship KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

The city intends to submit a bid to host the National Aboriginal Hockey Championships. In partnership with the Strathcona Regional District, the city is vying to bring the event to Campbell River in 2017. Mayor Andy Adams, in his role as chair of the Strathcona Gardens Commission, wrote in a letter to the host selection committee that Strathcona Gardens has had extensive experience hosting hockey tournaments over the years, including the Men’s World Under-17 Hockey Challenge. “Members of the Strathcona Gardens Commission agree that

the Strathcona Gardens Recreation Complex is an ideal facility for the 2017 National Aboriginal Hockey Championships, and the community is well-positioned to host Aboriginal hockey players from across the country to showcase their talents,” Adams wrote. The event was founded by the Aboriginal Sport Circle and is sanctioned by Hockey Canada. It showcases elite Bantam and Midget aged aboriginal hockey players from across the nation, while fostering cultural unity and pride. The Ab original Hockey Championships has been in existence since 2001 and is open to both male and female players. City council, at its May

11 meeting, supported submitting a bid package to host the event. Chief Robert Pollard of the Campbell River Indian Band said the band fully supports the city’s proposal. “We believe that events such as this can motivate and energize host communities and serve as a source of pride for all residents, aboriginal and non-aboriginal,” Pollard wrote in a letter to city council. “In addition, we see this tournament as an opportunity to showcase Campbell River as a dynamic, progressive and healthy and inclusive community.” The National Aboriginal Hockey Championships were held this year in Halifax, Nova Scotia from April 27 to May 2.

Foreshore restoration complete at Frank James Park The beach along Frank James Park is now easier to reach and better protected from winter wave erosion, thanks to shoreline restoration work completed this month. The City of Campbell River Parks Department has continued waterfront restoration done last year in front of the Sybil Andrew Cottage, moving

north along Frank James Park to the Highway 19A-Hilchey intersection. Adjustments and re-paving of the seawalk were included in the restoration work. “The work done by parks staff and our contractors is a great investment to protect the shoreline at this location and improve pub-

lic beach access,” says Ross Milnthorp, the city’s general manager of parks, recreation and culture. “People visiting this year’s Shoreline Arts Transformations on the Shore carving contest can look forward to some beach time as well.” The work placed 580 cubic yards (approximately 450 cubic metres)

of new gravel along the foreshore, including 250 yards (200 metres) from the Ken Forde boat ramp and 330 yards (250 metres) of gravel from the Big Rock boat ramp, with another 50 yards (40 metres) of special locally sourced fishery rock. Driver returns to race track 21 years after accident left him paralyzed J.R. RARDON CAMPBELL RIVER MIRROR

Dwight Bakken’s days of putting the pedal to the metal are over. But that didn’t keep him from the winner’s circle at Saratoga Speedway Saturday night. Bakken, 45, has returned to Saratoga this season following a 24-year absence from stock car racing. During that break, he married, fathered children, got a steady job as a mortgage broker … and suffered a broken spine that left him paralyzed from the chest down. “I love it,” Bakken said after piloting his 1986 Nissan to victory in the opening Hornet Class heat race Saturday at Saratoga. “I feel at home here. Sitting behind the wheel, I feel completely normal.” The car, however, is anything but normal. With help from racing pal Trevor Vogel, who talked Bakken into a return to the sport this season, the car has been modified with hand controls for not only steering, but for the throttle and brakes as well. And perhaps its most unique feature is a sheet-metal slide from the

passenger window to his driver’s seat, to help him enter and exit the vehicle. Because of the effort involved in that process, though, once he straps in for his first heat race, Bakken remains behind the wheel until he completes the main event, often watching other races with six-yearold son Axel propped beside him on the slide. Bakken spent his youth running with racing buddies like Vogel and track stalwarts Jason and Martin Beaulieu from 1989-91. He had taken a break from racing when he shattered his fifth and sixth cervical vertebrae in a dirt-bike accident in 1994. “The doctors said I would never have use of my arms,” he said. “They said the best I’d be able to do is kind of shrug.” Yet, two months into his rehabilitation in a Vancouver hospital, Bakken began to move his arms. After eight months of gruelling physical therapy, he was released and promptly reclaimed his mobility. Besides an electric wheelchair and a Honda dune buggy outfitted with hand controls, Bakken also acquired,

through a social assistance program, a lift-equipped van once owned by quadriplegic former Vancouver Mayor Sam Sullivan. “Anything on wheels, I feel at home with,” he said. “It’s something I enjoy, and something I’m good at.” His return to racing at Saratoga followed Vogel’s return from work in the oil patch in Alberta. Vogel sug-

gested Bakken give the track another shot, and set about helping configure the hand controls for the Nissan purchased this January. On opening night, Bakken placed third in his heat race, then was spun out in the main and finished 14th. But in his return Saturday, he worked his way past several other cars to the front and pulled away for the heat win as friends in the pits whooped. “He’s one of the most inspirational people you’ll meet in your life,” said one. Vogel remains nearby in the pits at Saratoga Speedway, his Harris modified racer parked next to Bakken’s Nissan. Their crew is something of a fam-

ily affair, with Bakken’s nephew, Aiden Broadhurst, also doing duty. Broadhurst admitted he is new to the racing game, but appears to have caught the bug. When asked if he has raced before, he replied, “Not yet.” Bakken also got the complete backing of his employer, Dominion Lending, which signed on as a sponsor along with Real Pro Real Estate and several others. “Everyone’s been so accommodating and supportive,” Bakken said. “The whole thing has been amazing.” And, if he has his way, it will continue to stay amazing. “My plan is to do it for the season,” he said. “And do it for a lifetime.”

A number of local fishermen consistently catch fish in Campbell River and for these anglers, there is no off-season when it comes to catching salmon. Dave Bailey has been a fishing guide in the area for many years and if you ask a number of experienced fishing guides or local fishermen who are the best fishermen in the area, his name gets mentioned a lot. During the winter months Dave will head out on certain tides and get to his spot and come back in with fish in the boat. In early May, Dave caught a 21-pound Chinook in front of Cape Mudge Village. The fishing in the Campbell River area has been described as superb and recent catch reports has Terry Malbon hooking a salmon between 30 and 32 pounds. Kitty Coleman has been a popular fishing spot with a number of salmon coming in around 21 pounds with the best time to fish between 6:30 and 8 a.m.

Discovery Pier has three fish caught and reported to date. The first salmon on the pier was caught April 16 when Al Smolkin brought in a 26 pounder. The king of the Pier is now Jack Heemskerk who caught a 27-pound salmon May 16 and a 15-pound salmon May 19. Jack puts in his time and enjoys his fishing in Campbell River. Wayne and Heather of Paul Davis Systems Campbell River is putting on a Fun Fishing Derby June 13 and the fun begins with a prize for the first fish caught and teams will be assigned and prizes awarded for the most species caught. This fun fishing derby is the first annual and the derby could expand into a major fishing event for Campbell River.

The catch report as of Tuesday, May 19 at Painters Lodge has been good and the better fishing will be in June when the ladies hit the water with their annual ladies derby. A total of 16 fish have been registered and the catch
