Opinion: Cuts to CBC undermine its mandate by Senator Chaput

Critics of the CBC were surely thrilled to learn about the massive budget cuts announced in CBC’s latest five-year plan. For proponents of the CBC’s downsizing, such drastic cuts do not put CBC’s future at stake, but are rather aimed at reinforcing its commercial viability, local presence, ability to broadcast Canadian content and, ultimately, its capacity to fulfill its mandate. I personally take issue with this. As a Canadian and member of a minority community, I am deeply concerned with the proposed direction. As a Senator, I believe it is the duty of the legislators to carefully scrutinize what is really at stake.

What is being proposed (e.g., workforce downsized by an additional 25%; half of the real estate put on the block; dramatically reduced inhouse production; shift to a “digital first” approach … including in rural communities with limited broadband access) is nothing less than irreversible cuts that will permanently undermine the corporation’s capacity to carry out its mandate. This should be the heart of the conversation. CBC’s mandate is really what is at stake. Unfortunately, it is a dimension that is conveniently brushed away. Making decisions on the premise that CBC is just “another network” that should depend on announcers, compete for commercial revenues and focus on ratings is

Letter: Questions about Idlewild dam and safety In light of the flooding disaster in Cache Creek last week, I‘m calling on the City to release the Urban Systems safety study on the Idlewild Dam and the letter from the Regional Dam Safety Officer to the City. I’ve read both documents and believe every Cranbrook resident should have access to them because they raise grave concerns. I say this in light of the fact that the safety officer said in her Jan. 27, 2015 letter to the City that only one of the 11 safety recommendations made in the Urban Systems’ report had been carried out by the

City at that date and that the recommendations “must be implemented and cannot be continually deferred.” She also said the City should complete “high priority” items within a year such as investigating the geotechnical stability of the dam and making improvements to the dam’s spillway capacity. Has the City allocated money in the 2015 budget to do this or is the City just looking for grants to do these critical projects sometime in the future? Public safety is at stake here as well as liability for the City. The officer also pointed out in her Jan. 27 letter that the

a wrong assumption. It is wrong from a legal perspective, as CBC has clear legal obligations, if only under the Broadcasting Act and the Official Languages Act, as confirmed by a recent decision of the Federal Court. More importantly, it is wrong from a societal standpoint. CBC’s vital function with respect to minority communities is well documented, including in a recent report by the Standing Senate Committee on Official Languages, of which I am a member. Its valuable role as a developer of talent, champion of the Canadian consumer or bridge between various national and international realities is also well established and must be vigorously protected. Moreover, its critical contribution as an effective channel for fostering Canadian values - such as, the respect of differences, for instance - is truly exceptional. I

strongly believe that CBC is still uniquely positioned to be the weapon that keeps us united beyond our linguistic and cultural diversities. CBC is more than entertainment, ratings and revenue generation. It is not a network like the others, and should not be managed as such. Of course, it is legitimate to question whether the corporation is still properly equipped to play its role in the internet era, where communication technology and delivery channels have evolved. Such a questioning should not, however, deny the fundamental principles behind the corporation’s raison d’être. Whatever the nature of the modernization efforts, they should not jeopardize CBC’s mandate, which will remain as critical in the future as it was in the past.

City had not submitted its Operation Maintenance and Surveillance manual for the dam and was therefore out of compliance with provincial legislation. Has this situation been rectified? Is the lake being drained “to protect the public” as Mayor Pratt said in the City’s Feb. 24, release. If that’s the case, is anything being done to save the fish, turtles, waterfowl and wildlife that depend on the lake habitat? How long are Cranbrook residents going to be deprived of this prime recreational asset? Did Council consider Urban System’s recommendation to “armour” the downstream face of the dam to increase its safety in the event of water spilling over the

top? If this was done, the dam likely wouldn’t have to be “decommissioned” (removed) nor the lake drained and we wouldn’t be in this mess now. After beginning to drain the lake, the City asks for input. But how can the public provide informed input when it doesn’t know the facts because of a Council decision made behind closed doors? In conclusion, I believe the City has nothing to lose and much to gain by being more forthcoming with the public about the Idlewild Dam issue. Quilt show a success Over four hundred people attended the Cranbrook Quilters’ Guild recent quilt show, “Mountains of Quilts”. “We received great support from our community with the best attendance ever,” said Maxine Adshead, Quilt Show coordinator. There were over 200 quilts in the show as well as another dozen community donation quilts on display. The Quilted Treasures category for non-quilt stitched items, had over thirty entries. The large number of items is an indication of the vibrancy of the community of quilters. The guild members (and their families) also stepped up to the plate to volunteer for the twoday event. Over fifty volunteers made the event a success. The winner of the Best in Show rosette as well as Viewers’ Choice was Audrey MacKinnon for her queen-sized quilt, “Jacobean Beauty.” The inspiration for the quilt was a gift of fabric from her daughter. She enjoyed the challenge of finding a quilt design that suited the fabric. By combining elements from two different quilt patterns, she came up with something that was truly unique. She began the quilt in 2013, taking several months to complete the piecing and the appliqués. “I love appliqué,” said MacKinnon. “So I made that the centre focus of my quilt.” Once the quilt top was complete, the long process of handquilting could begin. MacKinnon worked at it steadily until it was fin-

She hand-quilted her quilt on a small floor frame, stitching up to three hours a day. “I feel that I am accomplishing something and not just wasting my time sitting.” Although most of the quilts that MacKinnon has made are for gifts, this one was different. “I thought, this time I’m going to do something for myself.” And so she sleeps beneath her creation, a quilt that she cherishes, and one that is also award-winning. MacKinnon started quilting in earnest after moving to Cranbrook in 2000. She has been involved in the quilt guild ever since, having served as president and various other positions. Breast thermography case study

In 2011 a woman came to see me for breast thermography. This person has a family history of breast cancer and she came to see me because she wanted to do as much as she could to identify any potential problems early. She had read that breast thermography was a painless, non-invasive way to assess breast health through the detailed measurement of skin temperatures. Medical thermography uses a digital camera to take thermal images of the body part being examined. Increased blood flow and inflammation both cause patterns of heat that can be indicative of the health and function of various organs and tissues. In other words, heat can be an effective way to monitor health in general and breast health specifically. Fibrocystic breast tissue, for example, show up on a thermogram as a mottled pattern of increased heat. If there is increased blood flow to a certain area, the thermogram will identify the blood vessel with increased blood flow. Hormonal imbalance will also be reflected in typical thermographic forms while healthy breasts show consistent and symmetrical temperature patterns. The breast thermogram report on the patient mentioned above was alarming in that the thermal images were

strongly asymmetrical (one breast was thermographically significantly different from the other). The images were also alarming in that the temperature difference between the prominent blood flow pattern and the surrounding tissue were greater than 3 degrees C. The report recommended immediate follow-up for further investigation, which was done using mammography. At that time, nothing showed up on the mammogram. Fast forward 4 years and 3 mammograms and in the spring of this year her mammogram detected a lump, which turned out to be cancerous, exactly where the thermal image showed an area of concern in 2011. One explanation is that the increased temperatures seen thermographically reflected increased blood flow to the developing lump and that the lump was not large enough to be seen with mammography until several years later. Breast thermography does not diagnose cancer or any other disease. Rather, it is one tool that can be used in the context of a history and physical to help identify functional problems in tissues and potential areas of concern. The outcome in this case is very optimistic with the cancer being caught early and the abnormal tissue being completely removed.

Alexander Mirian Hughes “Hungry” October 29, 1933 – May 26, 2015 It is with profound sadness that the family of Alexander Hughes announces his passing. Alex was the youngest child of six children born to Harry "Happy" and Mary Hughes of Wycliffe. He grew up in Wycliffe, was schooled in Cranbrook and lived the last 54 years in Marysville. Alex worked for Cominco for 36 years until a mining accident ended his mining career. After retirement, he enjoyed traveling and camping in his RV. He volunteered with "Seniors Helping Seniors" and with the Kimberley Helping Hands Food Bank. To keep busy he built hundreds of bird houses which he put up around "God's Country." His other hobbies consisted of collecting special rocks - of which there were many, cross country skiing and times for socializing - with everyone! To the kids he was known as the “Pussy Willow Man" when he trimmed his trees and he was always willing to give a helping hand. Alex was always the happiest when he had a shovel or axe in his hand and a job to do! Alex passed away peacefully in his sleep with his wife by his side on Tuesday, May 26, 2015. He is survived by his loving wife Carol, son Kerry of Marysville and daughter Leanne (Jordy Thibeault) of Cranbrook, (and 5 grandchildren and family) He was preceded by his son Darrin, his parents and all of his siblings. There will be an informal gathering of family and friends at McPherson Funeral Home in Kimberley (1885 - Warren Avenue) on Tuesday June 2, 2015 from 1- 3 pm. Donations in Alex's memory can be made to the Kimberley Helping Hands Food Bank Society, 340 - Leaden Hall Street, Kimberley, British Columbia, V1A 2R6 or The Kidney Foundation of Canada, #300, 5165 – Sherbrook Street West, Montreal, Quebec, H4A 1T6.
