Lakestone homes going up BARRY GERDING The Lakestone residential development in Lake Country reached a milestone last week. The project developer, Macdonald Development Corporation, unveiled the Bellamy Homes and Noba Vision show homes on Thursday to invited guests, followed last Saturday by
an opening to the general public. “We are thrilled for the unveiling of the first show homes at Lakestone,” said Jason Koverchuk, director of sales and marketing. “The success of the Waterside neighbourhood signifies the momentum Lakestone has seen over the last 19 months and we are confident we will
continue to see success.” Koverchuk said the Lakestone community, which will see 1,200 lots developed within eight distinct neighbourhoods and provide homes to about 3,000 people when completed, has been a major endeavour to undertake. The developer acquired the land in 2010, and spent some three

The Okanagan Indian Band (OKIB) injunction on the sale and purchase agreement of the Okanagan Rail corridor was dismissed Monday, making room for the sale to go through. B.C. Supreme Court Justice Meyers ruled that the OKIB claim does not meet the three-part test that merits an injunction, rejecting it on the grounds that there would be no “irreparable harm” if the injunction were not granted and that the “balance of convenience” does not weigh in favour of an injunction. Local governments will proceed on closing the sale with CN on the understanding that CN has the legal right to sell the land. “With no injunction in place CN is within its right to sell the corridor lands,” said Doug Gilchrist, divisional director for real estate for the City of Kelowna on behalf of the regional partners, including Lake Country. Local governments respect and support the OKIB in its claim of reversionary rights on land that falls within IR No. 7 and, as such, those parcels have been excluded from the pending agreement with CN. “Our understanding is that the specific claim over the Commonage reserve was concluded; however, land claims are ongoing across Canada and the city will respect any final decisions by Canada or the courts,” said Gilchrist. “We hope to continue to work with Okanagan Indian Band for the mutual benefit of all our citizens.” Being heard is something that the Okanagan Indian Band is stressing as the process moves forward and continues to be litigated. The OKIB claims that 22 kilometres of the rail line that runs through the Commonage should have reverted to reserve when it ceased to be used for railway purposes. new development always presents a learning process, especially when dealing with waterfront lots on Okanagan Lake and trying to get approvals for features such as boat mooring buoys and a boat dock, but he says the planning process for Lakestone has benefited from the company’s past local developments. “Everything is a process, but when you have built up previous relationships from other projects and know the people you are involved with in getting the various approvals, it does help,” he said. Koverchuk said the
Waterside development is 85 per cent sold out, with a dozen lots still available in the $800,000 to $1 million price range. Waterside will also boast a $3.5-million clubhouse along with 25 buoys and five deep water dock boat slips equipped with mechanical boat lifts. The Lakestone show homes are available to see Wednesday to Sunday, from 10:30 a.m. to 3:30 p.m., and the sales centre is open every day except Friday. More renovation at KGH as surgical centre nears completion Construction will continue at Kelowna General Hospital even after the new Interior Heart and Surgical Centre opens later this year. Interior Health has selected Stuart Olson Construction Ltd. as its construction manager to oversee major renovations of the existing Strathcona Building at the hospital. According to IH, the company will be responsible for overseeing renovations on the second floor of the Strathcona Building to accommodate six coronary care unit (CCU) beds, plus space for two future CCU beds, as well as 34 cardiac inpatient beds and associated support spaces. KGH currently has 407 beds. Upgrades to the mechanical and electrical infrastructure in the building will also be part of the $32-million project. The renovations to the Strathcona
Building are part of the overall IHSC project, and the money to pay for them is included in the heart centre construction budget. The second floor of the Strathcona Building is currently home to nine operating rooms that are moving to the new Interior Heart and Surgical Centre at KGH, slated to open this fall. This move will open up space in the Strathcona Building to create the 40 single-occupancy inpatient rooms with their own washrooms. Currently, these beds are located elsewhere in both the Strathcona and the Royal Buildings at KGH in a mix of four-bed, private and double-occupancy rooms. The work is expected to be completed in 2017 and will be done in phases to support the new cardiac and surgical operations in the IHSC. Four teams responded to IH’s request for proposals.
After months of telling the public why contracting out hospital laundry services in the B.C. Interior is a bad move, representatives of the Hospital Employees’ Union recently delivered that message directly to the group that will make the decision—the Interior Health Authority board. Late last month a large union delegation converged on the IH board’s monthly meeting in Kelowna and in an at-times impassioned presentation, pleaded with the board to cancel its plan to contract out laundry services in 11 B.C. Interior communities, including Kelowna. “We’re here today to urge you to reject plans to contract out efficient hospital laundry services and protect decent, family-supporting jobs that support our communities,” said HEU rep Donisa Bernardo. But it was the words of a Kelowna laundry worker that seemed to have the most resonance with some board members. Jessica Guthrie told the board she has worked at the KGH laundry for four years, working a night
shift despite having two young children. She said her husband, a welder, has been laid off three times in two years because of the collapse of oil prices and that means her job is her family’s main source of income. Guthrie said that if she loses her job due to the laundry service being contracted out her family could lose their home. “These jobs support our families, as well as our communities,” said Guthrie. “Our paycheques support local businesses and help them thrive. Many of us, myself included, donate to local charities which help our communities thrive.” Both Bernardo and Guthrie local laundry services provide an essential service for the health care system. “Simply put, we are laundry workers,” said Guthrie. “We are not brain surgeons, or unit clerks or nursing staff. And there is nothing glamorous or romantic about our jobs. But just like everyone else in health care, we provide an essential service. We come in every day and work as hard as we can to make sure that the patients of the Interior are provided with clean,
sterile linen.” Interior Health has issued what it calls a “request for solutions” (similar to a request for proposals) to find qualified companies to take over laundry services through the Interior Health region. The union argues that for a “modest” investment of $10 million over 10 years, the aging equipment IH says is the reason for considering contracting out, could be upgraded. Bernardo said the union has been asking to see the request for solutions for the last two months, but only received a copy Tuesday morning and so was not sure of the scope of the work being offered by the Interior Health Authority. New board chairman Erwin Malzer invited the union to make a proposal to show how the laundry services could be kept. Bernardo said that was the first time she had heard that and the union would consider the request. Malzer also said no decision would be made until all request for solutions are received. Second Okanagan Lake crossing open houses draw interest Close to 100 people showed up at the first of two open houses the B.C. Ministry of Transportation held this week to gather public input about a proposed second crossing of Okanagan Lake. The first open house was held in Kelowna, with a second held Wednesday in West Kelowna. Ministry regional manager Murray Tekano said it was important to hear from the public about current and anticipated transportation
needs as the three-year planning exercise takes place. The province has allotted $2 million to look at options for a second crossing, including location and corridors leading to it on both the Kelowna and West Kelowna sides of the lake. While provincial figures show—based on traffic volume—that a second bridge will not be required for at least 20 years, Tekano said it is important to start planning now.
But he conceded the needs of an aging population, advances in transportation technology and growth in the sheer number of people living here will all have an impact on what is built and when. Still, for many who attended open houses, the sense that a second bridge will be needed sooner rather than later was strong. “I would like to see it sooner,” said Jen Sigston of Peachland, citing the growth expected to take
place here over the next 20 to 25 years. Provincial figures say the population here could double. While Kelowna has protected a potential corridor running alongside the former railroad tracks in the city leading to a possible crossing location in the North End, a bigger concern lies on the Westside, where no corridor has yet been identified.

Is B.C. a Third World backwater? W e might call ourselves Super, Natural or even The Best Place on Earth, but how is B.C. viewed around the world? Ever since U.S. billionaires and their environmental clients decided more than a decade ago to supervise our society, the impression that British Columbia is a primitive colonial backwater in need of “saving” has only been reinforced. In late April, the province and coastal aboriginal leaders announced completion of marine planning areas for Haida Gwaii and the North and Central Coast. U.S. activists knew about the announcement weeks before the legislature press gallery did, and a documentary crew was sent up to advance the narrative of the saving of the ‘Great Bear Rainforest.’ Within minutes of the announcement, the World Wildlife Fund

Tom Fletcher website trumpeted the creation of the ‘Great Bear Sea,’ continuing the penchant of outsiders for renaming large parts of B.C. to fit their marketing strategies. Unlike the ‘Great Bear Rainforest’ land use deal of 2007, the Sierra Club, ForestEthics and Greenpeace were not represented. Instead, Tides Canada CEO Ross McMillan sat beaming in the audience. McMillan’s role in directing U.S. foundation money to B.C. has prompted him to declare himself “a principal architect of the Great
Bear Rainforest project,” although in the early years he and his staff (currently 24 people) stayed behind the scenes while Sierra, Greenpeace et al took the credit. At the event, two aboriginal leaders gave a nod to the real funder of the ongoing effort to “save” the B.C. coast, the Gordon and Betty Moore Foundation. Gordon Moore is a cofounder of Intel Corp., maker of most of the world’s computer processor chips, now spending his vast fortune on the Amazon basin, B.C. and other “threatened” places. Other Silicon Valley and Seattle billionaires helped finance the original effort, and a strategy document surfaced in 2008 describing their plan to de-market the Alberta oilsands by creating a blockade against energy exports on our Pacific coast. That campaign has featured a fake cancer study and grossly exaggerated greenhouse gas claims compared to
U.S. coal and oil production. The effort has since expanded to natural gas, with false horror stories about “fracking” finding a receptive global audience. Last week I wrote about the plan by British manufacturing conglomerate Reckitt Benckiser to buy up farms in the B.C. Interior and replant them with trees. Contrary to my description, “RB Trees for Change” isn’t participating in the dodgy European carbon credit market. They’re just doing it for global marketing purposes, covering pioneer-cleared farms of our colonial backwater with forest for 100 years so they can advertise their soaps and cold pills as carbon neutral. Another 10,000 hectares of B.C. “saved” from destruction by benevolent foreign interests. Back to reality. B.C.’s Auditor General issued a report last week calling on the province to
do more to prevent the “cumulative effects” of industrial development. A familiar example of this is the struggle to maintain caribou herds in northern B.C. The B.C. government mustered a response from the multiple ministries that have worked on this since 2010. Among other things, they noted that 90 per cent of B.C.’s vast area is covered by regional land use plans created to manage cumulative impacts. A whopping 37 per cent of B.C. is designated as parks and protected areas for environmental and cultural values. Maybe that’s still not good enough, but it’s better than anything I can find in Europe or the U.S. That’s particularly true of California, home of Hollywood, Silicon Valley, a pipeline spill, heavy oil refining and gridlocked freeways. Conservative government’s compassionate care benefits beefed up
A
core focus for our government since our election in 2006 is providing support to Canadians when they need it the most. That is why our government is enhancing compassionate care benefits in the 2015 balanced budget. Compassionate care benefits, provided through the Employment Insurance (EI) program, is available to individuals temporarily away from work to care for a sick family member with a significant risk of death. Effective January 3, 2016, Canadians will have access to an enhanced compassionate care benefit which will allow claimants to collect up to 26 weeks of benefits, up from the current

This will require an investment of up to an additional $37 million annually and reaffirms the government’s commitment to helping families receive the support they need as they care for
loved ones at end-of-life. This is only one example of what the government is doing to help Canadian families at this difficult time in their lives. Since March 24, 2013,
the Helping Families in Need Act has allowed parents to suspend the payment of their EI parental benefits if they become ill or are injured, to collect EI sickness benefits and to resume collecting the balance of their parental benefits thereafter, if needed. In 2014, the government allowed the same flexibility to claimants in receipt of EI compassionate care benefits or EI benefits for parents of critically ill children. Understanding the role palliative care also plays at these times in the lives of families, between 2006 and 2013, the federal government invested more than $43 million in palliative care research through the Canadian Institutes of Health Research. In addition, in 2011
and in 2013, the government committed $3 million to the Canadian Hospice Palliative Care Association for the development of community-integrated palliative care models and $3 million to the Pallium Foundation of Canada for palliative care training to front-line healthcare providers, respectively. Budget 2015 includes a further $14 million over two years to support the Canadian Foundation for Healthcare Improvement. One of the Foundation’s priorities for the funding will be evaluating and disseminating data about best practices in palliative care services. Mark’s gospel says that at the moment of Jesus’ death on the cross, “the curtain of the temple was torn in two.” The curtain prevented ordinary people, and lesser priests, from seeing into the sanctuary where God was supposed to live. Only the High Priest ever went behind the curtain. But when the curtain was ripped open, everyone could see that there was no one there. Like the curtain in The Wizard of Oz, the temple curtain hid the truth from the people. Or more kindly, perhaps, allowed them to retain their comfortable delusions. The torn curtain tells us that God does not live in a particular place or time, does not need to be fed by ritual sacrifices or appeased by abject confessions. Yet the habit of speaking to God in words, honed over 20 centuries of liturgical training, re-
inforces our conviction that there is a real person there—behind the curtain, as it were. About 10 years ago, the Banff Men’s Conference asked me to facilitate a workshop on whether God had caused the Indonesian tsunami. A group of 20 or so men worked through a flow chart, analyzing options and possibilities. At the end, they agreed unanimously that they could not hold God respon-
sible. And then one man asked, “And yet I still pray to God. And I expect God to respond.” I wonder if the practice of using words in prayers leads us to imagine the entity we think we’re talking to. Someone like us, but different. Someone like us, but separate. It’s not necessarily cause and effect. More like a self-reinforcing feedback loop. Because
we use words, we expect someone to listen; because we expect someone to listen, we use words. For years, I berated myself for not having a more active prayer life. When I tried to address verbal messages to God, something felt wrong. Now I realize that I simply didn’t know how to connect with a presence

Manage your run training to stay injury-free all season W ‘‘ hether you are a seasoned runner or just lacing up for your
first time, these tips can help you keep your training on the right foot.
BEFORE YOU RUN
Before setting out for your first run, be sure to set goals. They should be challenging, but achievable. Make a plan around these goals to help keep you on pace and to ensure that you aren’t pushing yourself too hard, going too far, or too soon. How are your shoes? Worn out shoes can contribute to overuse injuries, or altered mechanics. If you keep a training log, this can help you determine the mileage of your footwear. Ensure that the shoe is a good fit, and that it is the right style

er gear, time to hit the pavement. But not so fast. Make sure you start with a good warm up— at least 10 minutes of whole body activity, such as a light jog. Dynamic stretches can be performed as part of this warm up.
WHILE YOU RUN
OK, now you’re ready to set off. While you’re running, watch your form, all the way from your head to your toes. Are your shoulders hunching up to your ears and your hands in tight fists? Are you hunched forward? If you are new to running, or unsure if the form you are using is safe or efficient, take the time to have a trained individual watch your style and give you feedback. Pain while running may be indicative that you have altered mechanics in one or more areas. Listen to your body if you are experiencing pain or fatigue— when you are fatigued you are more likely to adopt poor postures, or to potentially trip. A training log can assist with this: when logging your run be sure to
also record what or how you felt. Do you consistently feel like your legs are made of lead and your feet just barely picking up off the ground if you run ‘x’ amount of km? This can help tweak your plan to avoid overtraining. When able, try to mimic the type of race you are going to run, if your goals include organized events. Running on trails is much different than on pavement, or in mud.
AFTER YOUR RUN
Phew—you have completed today’s run. Don’t go straight from full-tilt to collapsed on the couch, or hopping into the shower. Do a reverse of how you started—an active cool down, such as a lighter jog or quick walk, to bring the heart rate down. Once that is completed, this is perfect time to do some slow, static stretches. Ease into, and out of, each position gently and aim for 2030 second holds. Only go as far as feeling tightness within the muscle, not pain.
BETWEEN RUNS
Rest days are important for physical and mental recovery, to help avoid the nastiness of over-training (such as stress-fractures—runners make up a large proportion of cases). Taking a rest day doesn’t have to mean having no activity for that day. On your rest or
‘light’ days, you can focus on flexibility, or perform mental training. Evidence supports the use of mental imagery for both training and for pain during recovery of injuries. Imagine yourself running the course, or watch other athletes. Remember to add other forms of training to your routine. Resistance training is important in the prevention of injuries, especially when mechanical imbalances exist. For example, strengthening the gluteal muscles has been shown to assist with IT band syndrome, decrease knee injuries and help alignment in the lower body. Perform exercises for your upper body and core as well, especially if you are signed up for an obstacle-course style of run. Balancing your training through proprioception exercises is particularly helpful for those who plan to run muddy trails, to help improve the strength and endurance of stabilizing muscles. Any time is an appropriate time to seek care, either as treatment or as prevention for an injury. Work activities protect your brain against memory loss
N
ew research suggests a challenging work environment does more than keep you engaged or stress you out from day to day—it may have a protective effect on your brain as it ages. A German study published in the journal Neurology tested the memory and think-ing skills of 1054 people over the age of 75 and followed them every 18 months for eight years. Results showed those whose work history required more speaking, strategy development, conflict resolution and managerial tasks had better protection against memory and thinking decline as they aged. Work tasks over the course of a career were more strongly linked to later brain function than education (which is known to affect risk of dementia). In the study, work tasks were separated into executive, verbal and fluid. Those whose careers involved high levels of all three fared the best in terms of thinking and memory function over time. A theory about why this kind of work is protective likens challenging work tasks to a form of training for the brain. Similar to athletes conditioning their bodies for specific sports accomplishments and building muscle reserve, challenging the brain can build up a long term mental reserve that is helpful as we age. Although challenging the brain seems to be healthy, it should still be noted that a stressful work environment may not be good for mental health. We also have a lot of data on the harmful effects of prolonged elevated stress to mental and physical health. It is likely important to strike a balance be-

Of course, not everyone is able to find work that is mentally challenging, but that doesn’t mean it is impossible to find ways to train the brain and challenge it using some of the same principles outside of a work environment. While many sur- s vey respondents said theyt would seek treatment o from an optometrist for r m non-urgent eye care, fewer than 20 per cent s said they would see an R optometrist if they de- c veloped symptoms of an e eye infection, or experienced an eye injury or foreign body in the eye. “People are not taking advantage of this health resource because they don’t realize that optometrists have the training and equipment to treat a range of acute eye conditions, or that most can see patients the same day if the matter is deemed urgent,” said Kelowna-based doctor of optometry, Dr. Stephanie Strawn. “If you had a toothache, you’d likely go to the dentist. Yet, research shows that someone experiencing a red, irritated eye is more likely to head to a walk-in clinic.” According to the Canadian Institute for Health Research, more than 36,600 Canadians visited an emergency department in 2013/2014 seeking treatment for a common eye condition called conjunctivitis— also known as pink eye. With average national ER wait times of more than four hours, patients are spending significant time waiting for care that can be promptly delivered elsewhere.

Wildfire threat is already high in B.C. The B.C.’s Forest Practices Board warns that little progress has been made in protecting urban interface areas from catastrophic wildfire and we are all responsible. In 2010, the board issued recommendations to government and communities to address the risks of wildfire in urban areas that are in close proximity to natural forests. This followup report finds that the work done in the past five years has not addressed the hazard in a meaningful way. “In 2010 we said that both provincial and local governments need to support forest fuel reduction efforts and homeowners have to take responsibility and FireSmart their properties,” said board chair Tim Ryan. “Less than 10 per cent of hazardous forest fuels have been treat-
ed—at enormous cost to government—and few property owners have taken the steps to protect themselves from wildfire.” The 2015 wildfire season was off to an early start with the Little Bobtail Lake fire near Prince George threatening properties and the board is very concerned that British Columbians are not prepared for what could happen this summer. “Government does not have the resources to respond to every wildfire and protect every community that is at risk,” said Ryan. “The solution has to be in prevention and readiness to withstand a wildfire.” The report acknowledges that some excellent work has been done and the Province has committed millions of dollars to the effort. But the scale of the problem
is so large, and the costs of treatment so high, that it’s merely a drop in the bucket. “B.C. has been lucky it hasn’t had any catastrophic urban interface fires since Kelowna in 2003, but that has been luck and nothing more,” Ryan said. “Today, Kelowna is an example of what communities can do to protect themselves.” The report urges the
public to take personal responsibility and ask local politicians and fire departments what the risks to their community are, to support the return of prescribed fire to reduce forest fuels, and to take simple steps to FireSmart their own properties. The report also provides a number of suggestions to improve the situation.

Gardening Club The gardening club members began planting hanging baskets for an upcoming sale at the annual PAC spring barbecue. Older members of the gardening club walk down to the two community garden plots we have at the Oyama Community Club grounds and work there Friday afternoons with parent volunteers.

The We Day students, under the sponsorship of teacher Mrs. Daniels, led the school community in a massive bottle drive during the week of May 11 – 15th. The bottle drive was to support former OTS student Kaylee Temperton and her family as Kaylee undergoes treatment for Leukemia. The family can use all of the financial support possible during this difficult time and the OTS community certainly rallied! We are still accepting donations at the Winfield Return It Centre (the account number is 104). The pictures show the huge sorting morning, after which parent and teacher volunteers took the bottles to the depot. To date we have raised over $1400 from the bottle drive along with another $850 from donut sales, bracelet sales, as well as the generous donations of some of our caring families.
Week
The first day of our Bike to School Week, which was held on Tuesday, May 19th. All of the students gathered at the Oyama General Store parking lot, and the Lake Country Fire Department at Oyama again provided a lead fire engine as well as one at the rear. Teachers are keeping track of participation all week and students can earn some great prizes.
