Petition against OCP ANDREW TRIPP

A group of about 20 Sidley Mountain and rural Bridesville residents travelled to Trail last Thursday to present a petition to the Regional District of Kootenay Boundary (RDKB) at its monthly meeting. The petition was against the development of an Official Community Plan (OCP) being spearheaded by Area E Director Vicki Gee, and featured over 100 signatures. The group hoped that the petition would convince the board that a community plan was not wanted in the area and that the process to develop one should stop immediately. The RDKB board acknowledged the presentation and accepted the petition for information. On Monday evening in Rock Creek the newly-formed Area E Advisory Planning Commission (APC) sat for the third time to continue its discussions about regional issues, as well as the formation of a steering committee to oversee the OCP process. Also in attendance were many of the same area residents who had travelled to Trail as well as two additional RDKB board members, invited to share their experiences with community planning in rural Grand Forks and Christina Lake. Area D Director Roly Russell and Area C Director/RDKB board chair Grace McGregor both described the process as being completely driven by the needs of residents, and not an autonomous undertaking by an individual or a commit• See PETITION page A5

Gateway project finds its home

Internationally acclaimed First Nations artist David Seven Deers began installation of his Gateway project in Midway last Monday. Erected in the Entwined Tree Park adjacent to the high school, the installation comprises three rectangular pieces of andesite, each weighing more than three tons, arranged in the shape of a gateway. The two vertical columns were raised on Monday, and a crossbeam is slated to be placed atop the columns in the coming days. Accompanying the gateway will be a raven carving, also made from andesite, but highly polished to make it black. There will be a blessing ceremony on Thursday, June 11, followed by various First Nations stories, entertainment and a traditional feast. Seven Deers designed the project as a permanent talking circle with a raven, that is aboriginal in its theme, its teaching and the learning style. His hope is that schools from the entire Boundary will use the park as an outdoor learning destination. The task of placing the columns was a daunting one, taking a heavy-duty crane and several volunteers to guide them into place. Shims were then employed to level the pieces and allow them to stand unsupported. Watch for another report on this impressive project in next week’s issue.

Without volunteers, many community events would simply not take place, so we’d like to take this opportunity to applaud the hundreds of residents who dedicate countless hours to a myriad of happenings throughout the region. The Rock Creek and Boundary Fall Fair, for instance, relies on volunteerism almost exclusively, and it is truly impressive that this local icon is a show that would be envied by entertainment industry professionals. Now in its 101st year, the fair continues to attract residents, new and old, to its volunteer ranks to put on the spectacular event each September. Greenwood’s Founders Day is also a prominent annual event, which is made possible only by the generosity of volunteers, as are high school graduations and other school festivities, which require the donation of countless hours of planning and execution. What makes the ranks of volunteers even more impressive is the fact that many of them are seniors that have been working for their chosen organization for many years, and continue to step in when called upon. I just hope that the younger generation will take the reins when the older one feels they no longer can, and allow for these community jewels to continue to shine. In the meantime, keep up the outstanding work, everybody!

Open fires now restricted SOUTHEAST FIRE CENTRE Submitted

Open fires are now prohibited in the Southeast Fire Centre to help prevent human-caused wildfires and protect public safety. This prohibition will remain in place until the public is otherwise notified. The Southeast Fire Centre covers the area extending from the U.S. border in the south to Mica Dam in the north and from the Okanagan Highlands and Monashee Mountains in the west to the B.C.-Alberta border in the east. It includes the Selkirk Natural Resource District and the Rocky Mountain Natural Resource District. A map of the affected area is available online at: tinyurl.com/ly73mh7. Specifically, prohibited activities in-

clude: • the burning of any waste, slash or other materials. • stubble or grass fires of any size over any area. • the use of fireworks, sky lanterns or burning barrels or cages of any size or description. • the use of binary exploding targets (e.g., for rifle target practice). • the use of air curtain burners (forced air burning systems). The Southeast Fire Centre is experiencing drier-than-normal conditions and an elevated fire hazard. These prohibitions are being put in place due to current weather conditions and the longrange forecast. This prohibition does not ban campfires that are a half-metre high by a half-metre wide or smaller, and it does

not apply to cooking stoves that use gas, propane or briquettes. This prohibition covers all BC Parks, Crown lands and private lands, but does not apply within the boundaries of a local government that has forest fire prevention bylaws and is serviced by a fire department. Please check with local authorities regarding any other restrictions before lighting any fire. Anyone found in contravention of an open burning prohibition may be issued a ticket for $345 or, if convicted in court, may be fined up to $100,000 and/ or sentenced to one year in jail. If the contravention causes or contributes to a wildfire, the person responsible may be subject to a penalty of up to $10,000 and be ordered to pay all firefighting and associated costs.

Gee cited conversations she had with several Sidley residents concerned about a decrease in their water sources as the reason for her decision to go forward with an area plan development. “An official community plan is the only method by which these conflicts can be effectively addressed and resolved,” Gee said. When the Times reached Sidley resident Art Harfman for comment the next

morning, he outlined the group’s options going forward and suggested they will be seeking legal counsel in the near future. “We are going to contact a lawyer in Kamloops that knows about this type of thing and he will let us know where we stand,” Harfman said. Meanwhile, Gee will continue her search for steering committee members and the APC will meet again next month.

Marcel’s friendly and outgoing manner will no doubt help him make connections in his new community. Marcel’s presence will be sorely missed at BCSS as well as the communities of Greenwood and Midway. of the Greenwood bus every day. Not many students ever get to use the PA system but it is no big deal for Marcel. He is affectionately known as “the heartbeat of the Special Education room” and on the rare occasions when Marcel is not about, it just isn’t the same. Marcel has made a lot of friends in the Boundary. While doing Mrs Lucente’s food shopping it was completely impossible for him not to see somebody he knew. The next chapter for Marcel will take him out of province to the land of the Oilers. Without Marcel at BCSS, many students and staff will likely wonder when exactly it is time to “Go to Class” or to “Go Home.” Perhaps we have to start paying attention to those bell sounds?

Changes to the Temporary Foreign Worker Program and How They May Affect You As you may know, the Temporary Foreign Worker Program (TFWP) allows Canadian employers to hire foreign workers on a temporary basis when they are unable to find Canadian employees to fill positions due to labour and skill shortages. Last year, the government instituted a new “Labour Market Impact Assessment” (LMIA) to replace the former Labour Market Opinions (LMOs). Under the new LMIA, employers are subject to more stringent requirements and will likely find the application process more difficult when hiring foreign workers. The following provides a summation of the most significant changes. Positions will initially be categorized as “high-wage” or “low-wage” depending on whether they are above or below the provincial median wage. Low-wage positions are subject to a cap on the number of foreign workers that can be hired for those occupations. High-wage occupations are not subject to the same restrictions. Unemployment rates will affect this categorization, and certain low-wage occupations (from food service to trade laborers or where high unemployment customarily occurs) will be excluded from the TFWP. Employers must advertise available positions for at least four weeks on Canada’s national job bank along with two other

advertising sources. The listings must remain in effect until approval of the LMIA is received. Employers will also need to provide specific details regarding: • their recruitment efforts; • reasons why a Canadian resident was unable to fill the position; • the transition plan that outlines efforts to hire more Canadians; • creation of more employment opportunities for Canadians as a direct result of hiring foreign workers. Priority will now be given to LMIAs for high-demand positions, including those in skilled trades or positions that fall within ten percent of the highest-paid jobs in Canada. These LMIAs will be given a priority processing time of ten business days. Priority processing will also be available for shorter duration work permit requests. Application fees will increase from $275 to $1,000, per applicant. Incidentally, it was only a couple of years ago when there wasn’t an application fee for filing the LMO! Employers who fail to comply with the new TFWP rules will be subject to fines up to $100,000. Employers should expect that Citizenship and Immigration Canada and Services Canada will be ramping up inspections to

catch employers who are non-compliant with the new regulations. The new regulations create additional challenges for employers who have relied on the foreign worker program to fill labour shortages. Construction of the new shade shelter on the Rock Creek Fall Fair grounds got under way last Sunday, with numerous volunteers contributing expertise and just plain muscle to secure the poles that will support the shelter’s tarpaulin. Many of the materials were donated, and the shelter is bound to be a noteworthy addition to the fair.

In Greenwood, there is a park owned by the city called O’Hairi Park in honour of Nikkei people who once lived there. A feature of the area is a Japanese bridge which has been refurbished and painted. A large brass plaque is displayed detailing the internment history in Greenwood; however, some of the information is inaccurate. This park is meant to be a rest stop for tourists, and a campground is located at the back. Unfortunately, many people do not know that this park exists. In 2011, I reconnected with my hometown when I had a book launch at the Greenwood Museum. I realized that Greenwood needs a Nikkei identity to show that it was once a bustling, thriving internment centre from 1942 to 1949. Many families remained in Greenwood after the war because the Greenwood Board of Trade protested against the unfair “Go East of the Rockies or Repatriate to Japan” ultimatum of the federal government. Most Nikkei people know that New Denver is the “mecca” for showcasing the internment camp history of B.C. The Nikkei Internment Memorial Centre is a designated national heritage site, and the Kohan Garden is the “best-kept secret” in terms of beauty and serenity. Greenwood, I feel, has as much significance as New Denver in terms of

telling the internment history. Why? Greenwood became the first internment centre in 1942. If not for the community’s acceptance to bring in the Japanese Canadians when no other towns wanted them, what may have or could have happened to the Nikkei people? That is the “what if ” question. If it were not for Father Benedict Quigley (Franciscan Friar of the Atonement of NY) who went above and beyond the call of duty to drive to the Kootenay towns to find a place for the Japanese, and a chance meeting with then-Mayor W.E. McArthur Sr. in Greenwood in 1942, the course of his-

tory could have been a lot different. This story should be told. There were 11 Japanese war veterans who served for Canada during the First World War and two in the Second World War that were sent to Greenwood. Three were military medal recipients. A plaque or monument should honour these soldiers. Jim and Joe Fukui of the famous 1938 Asahi Triple Championship baseball team should have a place in Greenwood’s

history. The Vancouver Asahi team was inducted in the Canadian Baseball Hall of Fame in 2003 and the B.C. Sports Hall of Fame in 2005. Anna Higashi, who remained in Greenwood after the war, is the first female plumber in Canada and the first female to receive the gas-fitter certificate in B.C. My dream is to restore O’Hairi Park and make it another historic site to complement New Denver. Therefore, I would like to create a Japanese rock garden, redo the gazebo, build a “Wall of Honour” in memory of the families who were interned there, and lastly, a Torii gate. Donations to this worthwhile historical project will be gratefully accepted. Donations would be used to purchase sakura trees, benches, lanterns, or a “faux” brick in memory of your family who lived in Greenwood. As an example $200 would buy a “faux” brick and a $1,000 would buy a sakura tree. My intention is to make Greenwood another symbolic centre in Nikkei history. To be inclusive, one doesn’t have to be Nikkei to donate to this project since two cultures co-existed well in Greenwood. A tax receipt will be issued to donations over $20. Tour barns with Farmers Institute Submitted

The Rock Creek Farmers Institute was incorporated on Aug. 20, 1914. The founding members were J.E. Glossop, Frank Donald, H.M. Welstead, A. Roberts, N. Robinson, J.S. Shaver and E.R. Martin. The annual membership cost 50¢. Its purpose was to improve conditions of rural life so that settlement may be permanent and prosperous. The institute strove to promote the theory and practice of agriculture through lectures, essays, the circulation of information, and other educational methods, and to stimulate interest through exhibitions

and prize awards. It also arranged on behalf of its members the purchase, distribution or sale of commodities, supplies and products, and generally acted on their behalf in all matters incidental to agricultural pursuits. As well, the institute promoted social intercourse and mutual help to make new settlers welcome. The Rock Creek Farmers Institute remains active in the community, supporting the fall fair, the Kettle River Bursary Society, pesticide application courses, as well as the initial construction of Parkview Manor in Midway.
