Lid put on homeless barbecue Camp residents tell Social Housing group to cancel By Phil M elnyc h u k pmelnychuk@mapleridgenews.com
Social Housing Alliance BC has scratched its plans for a Saturday barbecue at the homeless camp on Cliff Avenue. “It’s been cancelled,” said Ivan Drury with the alliance. People living in the camp decided they didn’t want the barbecue and told the alliance Wednesday they didn’t want to proceed. The Social Housing Alliance had planned the event to show support for the residents of camp and to draw attention to the issue of homelessness. “The whole project was to try to support them in what was a pretty hostile environment in Maple Ridge.” Drury said when residents read the hostile comments made on Facebook towards those in the camp, they didn’t want to have the barbecue. New school boundaries in plan Elementary in Silver Valley years away By Neil Corbett ncorbett@mapleridgenews.com
The Maple Ridge-Pitt Meadows school district is looking at redrawing school boundaries and adding choice programs such as French immersion in order to even out the enrolment in its schools. That’s part of the homework re-
quired by the education ministry before it approves any money for a new school. The community – including Mayor Nicole Read – has been calling for new schools in the growing Albion and Silver Valley areas. Once the ministry agrees to fund a new school – and it has already refused in the past – it would still be years away. “If we get ministry approval today, that doesn’t mean there’s a school there next year,” said dis-
trict spokesperson Irena Pochop. The planning process for a new school still takes 37-49 months. Elementary school enrolment has been declining in the district. That is now leveling off, but the 20 schools still have an excess capacity of 494 student spaces, and that Murray excess capacity will exist until at least 2020. The ministry points to this capac-
ity when refusing funding for schools in Albion and Silver Valley. “The issue is we have people travelling farther distances to get to schools,” noted board chairman Mike Murray. These and other issues will be explained at an open house at Thomas Haney secondary on this Wednesday at 7 p.m. Those attending are asked to register by e-

Maple Ridge, Pitt Meadows health rankings lower Survey a ‘blood test for communities’
News files
The city is working on a longterm plan to help homeless.
By Neil Corbett ncorbett@mapleridgenews.com
R
esidents of Maple Ridge and Pitt Meadows are more likely to binge drink and smoke than people in the rest of the Lower Mainland, according to a survey released by Fraser Health this week. The My Health My Community survey compiled date based on 33,000 survey responses across Fraser Health and Vancouver Coastal Health. Locals also don’t feel like they’re in tip-top shape. Maple Ridge ranked among the lowest in the region for self-rated general health. Just 43 per cent of respondents in Maple Ridge, and 45 per cent in Pitt Meadows, said they were in excellent or very good. That compares with 49 per cent in Metro Vancouver. The two cities also had some of the lowest rankings for self-rated mental health. In Maple Ridge 52 per cent, and in Pitt Meadows 48 per cent, rated their mental health excellent or very good, compared with 57 per cent for Metro Vancouver overall. Around one in seven reported smoking, and one in four reported binge drinking at least once per month. Less than half met physical activity recommendation, and less than one in four were consuming five-plus servings of fruits and vegetables. The results are still being considered by health care professionals here. Lucie Zaharoff, spokesperson for the Maple Ridge Division of Family Practice, said the group that represents local doctors will review the survey. “The division will look at the statistics that were collected, and look at some of the actions we can take,” she said. “It’s interesting for sure.” She said residents should not be alarmed that they are less healthy. “I looked at the results for other areas, and nobody is perfect. For every community there was a positive and a negative.” She is the lead spokesperson for the initiative A GP for Me which has

He noted that the survey found Education Minister Andrew Wilkinson, and it left him optimistic that Maple Ridge and Pitt Meadows en-

Even though every community in Vancouver Coastal Health and Fraser Health beat the Canadian average for physical activity guidelines, as many as one in four residents are considered obese, a major risk factor for chronic disease onset. With 33,000 responses, this is the largest community health survey ever conducted in B.C. “The survey is like a blood-test for our communities. The results provide us with valuable information that our Medical Health Officers can use to ‘diagnose’ the health of our region. We can then focus our work with municipalities and local stakeholders to create a roadmap of good health for the future,” said Dr. Victoria Lee, chief medical health officer, Fraser Health.
• The group effort to tackle homelessness in Maple Ridge now has a new title that doesn’t contain the name. The project, composed of four teams, addressing various aspects of homelessness, will be called the Maple Ridge Resilience Initiative, according to a June 2 release from the City of Maple Ridge. Coupled with that, is a new Facebook page called the Maple Ridge Resilience Inititiative and a new e-mail address, resilience@ mapleridge.ca, plus a new 24hour hotline at 604-467-7475. “We would like to acknowledge the frustration and anger that we are hearing from some citizens around the issue of homelessness in the community,” said the release. “This problem is decades in the making. It is a complex problem for which there are no easy solutions. The release said, “We have been consulting with our local service providers about other communities to explore how others have dealt with this issue, and we have assembled a team with the knowledge and drive to make a difference here in Maple Ridge. “We will need citizen’s patience as we execute our plan. The plan was released last week at a special meeting last Thursday with a powerpoint presentation explaining the city’s strategy.

More after MacKay?
L
ast week, federal Justice Minister Peter MacKay, with Prime Minister Stephen Harper at his side, announced his intended departure from politics. MacKay, rather than hint at lucrative opportunities in the private sector, instead focused on his family as the reason for departure. National Post columnist Andrew Coyne delivered a brilliant piece about MacKay’s time in power on the weekend. Breezing over the minister’s memorable moments – Coyne’s most poignant summary went as follows: “… (MacKay) was responsible for shepherding a number of bills through Parliament that seemed almost designed to be found unconstitutional, even as Justice department lawyers were losing case after case at the Supreme Court. Other than that, there isn’t a great deal to say.” But there is so much to say about the broken state of Canadian politics. The outcome of the Alberta election, if it foreshadows anything about the public’s mood towards the relentless Harper-Mulcair-Trudeau battle, reveals a country that perhaps has finally seen through the Conservatives’ false claim that Canada will economically crumble if another party gains power. As Coyne points out, MacKay was mostly a blip on the political screen, trotting proudly beside a leader who continues to reshape our country into a thing desired mostly by bankers and investors, spies and multinationals. – The News Tell us what you think @ www.mapleridgenews.com

Zoos, basically, jails for animals M ost people call them zoos or game farms. Personally, I prefer to call them what they really are – animal jails where the inmates don’t get any time off for good behaviour. There was a time Sidewinder when zoos might Sandy Macdougall have served a useful educational function. Tourists and other folks could see close up what these beasts looked like without having to go on an African safari or a trek into the back country. That was supposed to encourage them to spread the word about wildlife preservation. Thanks to the proliferation of good quality wildlife programs on television, those days have long since gone. You can see and learn a lot more about almost any animal or bird by viewing them on television than the image or knowledge any zoo or game farm can portray. Anyone who thinks they are getting a realistic view of wild animals or fowl by viewing them in caged or fenced, restrictive and confining areas is plainly delusional. Wild animals need wild spaces to survive and for their populations to prosper. It is nauseating to see a cougar or timber
Q
uestion of the week:
wolf or any other wild creature lying about in languid desultory fashion, held captive by chain link fences and concrete pens simply to satisfy the curiosity of gawking tourists. Most of the wild animals held in captivity are afforded but a tiny fraction of the space they would normally occupy in the wild. I believe cougars in the wild require up to 30 square kilometres of territory in which to freely roam and hunt their prey. In a zoo or game farm setting, they are restricted to a few thousand square metres. Similar ratios could be applied to almost any of the animals kept in the same conditions. It’s something like housing humans in a hall closet except the humans wouldn’t have people coming by to gawk at them or throw unsuitable food at them in their already filthy pens or cages. Besides a place to incarcerate wild creatures, the word zoo is also used to describe a busy or crazy kind of place where manic human behaviour is the norm. It doesn’t suggest anything normal people should be forced to endure and the same is true about animals in the other kind of zoos. It’s something normally wild animals shouldn’t be forced to endure either. The use of the term, game farm, is equally repugnant because it reinforces the idea that these animals are legitimate game species which is a bizarre and untrue concept.
Have you voted in the TransLink plebiscite? Yes: 86% – No: 14%
Many people claim that zoos provide a valuable resource where wild animals can be studied and where scientific research can be carried out to determine how to preserve some species that are quickly disappearing from planet Earth. The simple truth is that the survival of many species is threatened in ways in which research carried out at zoos or game farms will have absolutely no bearing. Trophy hunting in North America and the criminally commercial destruction of elephants and other wildlife in Africa is a far bigger threat to wildlife populations than anything else on Earth and that problem can’t be solved in a laboratory. The fact that much of this slaughter for trophies and organs is carried out to satisfy market demands in Asian countries is pathetic, because few governments, including our own, have the political will to do much about it. Instead, we almost have a national orgasm celebrating the visit to this country of a few panda bears. The world’s wild creatures deserve a much better fate than what is provided at zoos and game farms and the pathetic levels of protection provided by government and a hugely indifferent public. Sandy Macdougall is a retired journalist and Maple Ridge councillor.

More taxes, still more taxes Editor, The News: I am amazed how quiet the local papers have been about our municipal and school taxes this year. We just received our 2015 property tax notice in the mail last week and I was appalled to discover that our taxes have gone up over 7.5 per cent over last year. We have lived in Thornhill/Albion since 2005 and in that time our taxes have increased 53 per cent (since 2007). What have we received for those tax increases? A toll bridge to Langley, no shopping in Albion, no second elementary school, no new fire hall (promised for the last six years), no improvements to transit and seemingly constant beautification projects in a “downtown” where few people shop. I assumed that Mayor Nicole Read and council, elected last fall, might do something about the runaway taxes in Maple Ridge. Boy

The district’s six secondary schools will see a slight enrolment increase, but there is a surplus capacity that is projected to remain for long time. Although the board’s advertising says, “Help the board of education avoid school closures,” that is a worst-case scenario in facilities planning, said Pochop, and no closures are being contemplated. The board conducted an online survey that garnered 861 responses. Asked what choice programs the district should consider offering in the future, the favourite at 48 per cent was a fine arts academy, secondary environmental education at 34 per cent and IB middle years 30 per cent.

Trees were being chopped Residents involved in new bylaw Trees from 4
Instead of clearcutting in advance of building homes, developers now must have a treemanagement plan that recognizes the value of trees on a building site. Coun. Tyler Shymkiw said he liked the bylaw, and wanted to support it, but didn’t like the $500 fee developers would have to pay to clear a site. “I’m just reminded of what a top-down big government approach this is to all of this.” Speirs though disagreed and said the new bylaw is needed. “We’ve had nothing but problems with bottom up, no government,” he said. That’s why we ended up where we are today, “because of lack of control and a free for all.” Speirs wanted to ensure there was some enforcement available against developers who disregard staff direction on tree removal. The bylaw brings changes to people in the rural areas, where previously there was no restriction on tree cutting. “Before, you could down every tree on your lot, which was sometimes hundreds of trees,” said environmental planner Rod Stott. That was happening, he added. And previously, buyers moved to Maple Ridge because they wanted to keep the natural environment. Now, buyers may have other goals, such as developing their property, or maybe just don’t want trees on their property. Under the new bylaw, people in rural areas will be able to cut five trees yearly, on five-acre properties, providing a 16 tree-per-acre ratio is maintained – without having to go to city hall and get a permit. But if they want, they could also mow down every tree on their property, if they pay a $500 permit and $25 per tree cut. But that doesn’t mean there are no rules at all. Depending on the property, the homeowner could have to do drainage, aquifer or erosion studies to show
that tree cutting won’t affect the environment. They’d also have to agree to replace those trees with an equivalent number on their property or pay the city cash in lieu. “We can’t stop people from taking down trees on their land,” Stott said. However, the educational part of the bylaw is aimed at persuading people about the value of keeping trees. Tree cutting is still banned outright along streamside areas or on steep slopes or environmentally sensitive areas. Another part of the bylaw tries to make it easier for residents to rid themselves of nuisance trees -- either dead, dying or trees too close to buildings. Permits are still required, but if staff agree, fees can be waived for such purposes. Coun. Gordy Robson wanted to ensure that
“I’m just reminded of what top-down big government approach this is to all of this.” Tyler Shymkiw, Councillor agricultural land was minimally affected. “I think this is more of a tree protection bylaw gone wild.”Costs will be too high and the bylaw protects weed trees such as poplar, alder and cottonwood, he said. “I think the rural area has to be far looser than this.” But Robson said he supported tree retention and protection of the tree canopy in the urban areas, and protection of heritage trees, “but not on the farms.” “I do believe that we have to get ahead of developers.” The politicians looked at the first draft of the
bylaw following an extensive public consultation that included an open house and an online survey that drew 639 completed questionniares on how trees should be protected or removed. Coun. Kiersten Duncan wanted stands of old growth forest preserved when new suburbs are planned. One possible addition to the bylaw would be specifying what types of trees can be cut and what should be replaced. To guard against clear cutting in advance, council passed an interim bylaw earlier this year to keep people from chopping down trees before the bylaw was in place. That’s resulted in 87 tree removal permits issued, Council will consider final reading this summer, after staff prunes the draft bylaw.

Osprey trees will be cut Pitt Meadows council has approved the removal of about 20 boulevard trees in Osprey Village, and waived the city’s policy that states for every tree cut, three should be planted. The issue was brought to the city after resi-
dents of Sawyers Road complained that an aphid infestation on boulevard trees was attracting a lot of wasps to the area, and also leaving droppings on parked vehicles. Arborist Aaron Billard confirmed that the trees surrounding Sawyer’s Landing Townhomes, on Barnston View Road and Sawyers Road, are stressed and stunted. He recommended removal of some of the most crowded and unhealthy trees, to better space out
the plants, and create more healthy conditions for remaining trees. The city will advise the immediate neighbourhood, but at the suggestion of Coun. Bruce Bell there will also be communication to general community to explain the reasons for the tree removal. “It is quite a problem, we’re not contemplating taking out a whole bunch of trees without a real solid, valid reason,” said Coun. Bill Dingwall. Director of parks and

facilities David Boag clarified that the close proximity of the trees is the main issue, and that the aphid problem brought unhealthy trees to the attention of the city. He said ladybugs will be applied to the trees in the next week, and they should kill the aphids. Healthy trees are better able to combat aphids. Most of the trees will likely be removed in the fall, although some rhododendrons may be cut down immediately.

Not hearing clearly when many people are talking? Many people find that they are no longer able to understand everything, particularly when in the company of others. Engineered in Switzerland, System Audéo V has been designed specifically to understand in group situations. The majority of those surveyed stated that when exposed to considerable background noise they are able to hear that something is being spoken, but can no longer discern precisely what is being said. The words seem blurred and indistinct. But why is that? The effect tends to manifest itself in company, or in the restaurant. It is the high-pitched tones perceived at the entrance to the cochlea that are decisive when it comes to hearing things accurately. In the majority of cases these parts of the inner ear are the first to be affected by noise or aging. As the high-pitched tones are no longer perceived well, the auditory center of the brain begins to struggle to decode language. It’s a bit like an image that doesn’t have enough pixels.
Hearing sensation! Swiss researchers: Audéo V is superior for conversation. Without Audéo V
With Audéo V
The New Audeo V hearing aids provide considerable reduction in noise allowing you to focus on speech.
New hearing chip developed Swiss audiologists have developed a new hearing aid chip that is designed to improve speech comprehension in noise, particularly with hearing loss in the high-frequency range. People can test the new Audéo V system by Phonak simply by calling now to do so. The test phase in particular is designed to clarify how speech comprehension can be improved in various situations and what role a new technology called “Autosense OS” plays. The chip recognizes where the person being spoken to
is located and amplifies only his or her voice, while ambient noise is lowered and the optimum hearing programs are seamlessly adjusted. Thanks to several synchronous microphones, the hearing system can detect sound in all directions and select the direction that speech is coming from within milliseconds. According to Swiss researchers, this significantly augments speech comprehension, especially in conversation. Traffic chaos for 18 months as Patullo Bridge fixed $100 m to be spent on 78-year-old bridge due for replacement Jeff Nag el Black Press
Commuters can brace for a year and a half of worsened congestion starting next spring when TransLink closes half the lanes of the Pattullo Bridge for major repairs and shuts down the entire crossing at night and on weekends. For 18 months, likely beginning next April, the already congested bridge will be reduced from four lanes to two on weekdays – one in each direction – and heavy trucks will be banned, along with cyclists and pedestrians. TransLink infrastructure management and engineering vicepresident Fred Cummings acknowledged it will mean disruptions for commuters and the congestion there will spill over to other routes as motorists avoid the Pattullo. “It looks like it’s going to add, depending on the time of day, anywhere from five to 15 minutes at the minimum to people’s travel time if they try to go across the Pattullo on a weekday, he said “It’s also going to have impacts on the other crossings as far to the west as the Alex Fraser and possibly the Massey Tunnel as well. But he said the work must go ahead. The 78-year-old bridge needs a $100-million deck rehabilitation and a seismic upgrade, including the addition of seismic bearings. It’s currently in danger of failing from a moderate earthquake, ship collision or river erosion. The Pattullo currently serves as the free alternative to the tolled Port Mann Bridge, carrying 75,000 vehicles a day. But critics say that won’t be a reasonable option for people who refuse to pay the $3 Port Mann tolls during the
Pattullo construction delays and closures. B.C. Trucking Association president and CEO Louise Yako is urging the province to give at least trucks a break on tolls at the Port Mann to encourage them to use that crossing, rather than disrupting traffic further by diverting south to the Alex Fraser or Massey Tunnel to avoid tolls. “They’re forcing trucks off of the Pattullo Bridge,â€? Yako said. “Hopefully there will be some recognition of that with a reduction of tolls on the Port Mann Bridge. It’s a lovely facility, it’s got the capacity and it’s being under-utilized by trucks today.â€? She said toll relief would “encourage traffic to flow in the most rational way it can.â€? Business leaders in both Surrey and New Westminster urged the province to consider toll relief during the Pattullo work. New Westminster Mayor Jonathan CotĂŠ agreed relaxed tolls would be helpful.
“Even if we had a decision yesterday on ‌ replacement of the bridge, this work would still go ahead.â€? Fred Cummings TransLink “Anything that can make using the Port Mann Bridge a more attractive option in terms of the tolling policy could assist,â€? he said. “Since they put the tolls in place, we’ve seen a significant shift in traffic to the Pattullo Bridge.â€? A transportation ministry spokesperson said the Pattullo work is a year away and the government has no plans at this point to reduce tolls on the Port Mann. Cummings said TransLink considered closing the bridge in an effort to get the work done much faster – perhaps in just a few months in the summer – but ruled it out after determining it would take a complete closure of eight
to nine months. “It just seemed impractical and the congestion would be just unbearable. Keeping the bridge partly open on weekdays will help minimize business impacts, he said, while balancing safety and traffic concerns. The exact duration of the project will depend on how construction goes, what’s discovered during rehabilitation and the weather. The decision to give nearly a year of advance warning is so people have as much time as possible to decide how they’ll respond, he said. Cummings said the rehabilitation and seismic upgrades are required, even if the Metro Vancouver referendum on an extra 0.5 per cent sales tax for transit is approved, enabling plans for the replacement of the Pattullo with a $1-billion new bridge within seven to 10 years. “Even if we had a decision yesterday on a solution for the replacement of the bridge this work would still go ahead.

B.C. adds $10m for surgery Some done by private clinics J eff Nagel Black Press
Patients who have endured excessive waits for surgery may get into the operating room faster this summer. The province is injecting $10 million into the system to perform an extra 1,000 surgeries province-wide in an effort to reduce wait times. The extra money will be targeted for patients who have waited longer than 40 weeks for surgery, Health Minister Terry Lake said Monday. Orthopedic surgeries, cataracts, hernias, plastic surgeries and ear, nose and throat procedures will be eligible for accelerated treatment. Lake said the money will open up extra operating room time in hospitals across the province, and in some cases it will be used to
contract private clinics to perform extra day surgeries. “Patients want to have their surgeries done,” Lake told reporters. “If the quality is there and if it reduces wait lists and it’s paid for and administered by the public system, I think British Columbians would agree with that approach.” Just one per cent of surgeries in B.C. were performed by private clinics using public funds in 2013. It’s not yet clear how much that might increase but Island Health said in April it’s seeking a private clinic operator to provide up to 4,000 day surgeries a year, or about 10 per cent of the region’s annual total. Further cash infusions for surgery increases are expected in the fall and early next year. Along with the promised short-term relief, the province is also pursuing longer-range measures to make the surgical system more
efficient. Many family doctors often refer to the same heavily booked surgeon due to reputation or preference, while other surgeons are sometimes idle. Lake said one alternative may be to instead shift to a pool of surgeons where patients get assigned to the first one available. Similarly, patients who face a long wait to get into their local hospital may be urged to instead get their surgery performed at another hospital an hour or so down the road where OR time is going unused. “For patients, it’s not as convenient perhaps,” Lake said. “But it is an opportunity to have their surgery done faster.” More recruitment and training of anaesthetists and surgical nurses is also part of the longrange plan. B.C. has increased the numbers of surgeries it performs over the years, but demand has risen
faster. Lake pointed to soaring demand for procedures such as hip replacements over the last 15 years as patients realize what recent medical advancements now offer them. Each year more seniors are typically living longer lives. “We know these surgeries are becoming the expectation for people who want to live a good quality of life and that is the demand we want to meet.” It said operating rooms are generally idle because health authorities have insufficient funds to run them, but in some cases they’re shuttered because of a lack of specialized staff such as anaesthestists or insufficient local demand. According to the provincial surgical wait time website, the typical patient is waiting 45 weeks for knee replacement surgery and up to 10 per cent of them wait 77 weeks or longer. B.C.’s target is to complete knee surgeries within 26 weeks.

HAYWARD LAKE RESERVOIR LOWER WATER LEVELS The Hayward Lake reservoir water level is currently being lowered to accommodate annual maintenance on the Ruskin Dam spillway gates. The reservoir is being lowered from an elevation of 41.1 metres to approximately 34.8 metres by June 8, 2015 and will remain at this elevation until June 12, 2015. Normal operating levels will return by June 14, 2015. Lower than average water levels will expose steep shorelines and slippery slopes along Hayward Beach and the entire reservoir shore. All beaches and the boat launch will be closed and fenced off for public safety. The picnic grounds will remain open and available for public use. Trails will remain open, however hikers will be unable to complete the Railway/ Reservoir Trail loop due to the closure of both Ruskin Dam and the Floating Bridge at Hairsine Creek. An environmental management plan has been developed to protect fish and wildlife during the lower water levels.

People want absentee homeowner tax: poll Foreign owners debate racist to some Jeff Nag el Black Press
Nearly three-quarters of B.C. residents support a tax on absentee homeowners to help quell real estate speculation, says a new poll. The Insights West online survey found 73 per cent rated it a “good” or “very good” idea, while 17 per cent called it a bad idea and 10 per cent weren’t sure. The poll also found 76 per cent of homeowners believe the value of their own homes is raised when foreigners buy into the market. Eighty-six per cent of respondents believe people who own homes but don’t live in them are speculators and not part of the community. Opinions were also broken down by ethnicity and the poll found 35 per cent of East Asian respondents – 21 per cent of all respondents – believe the debate about foreign real estate ownership in B.C. is “inherently racist.” Insights West vicepresident Mario Canseco said that’s a problem for policy makers trying to find a proposal that won’t alienate important groups of voters. “You don’t want to do anything that’s going to jeopardize some of your votes,” Canseco said. “There’s a group of people – one out of three East Asians – who whenever they hear about this discussion of a tax for absentee homeowners they do believe it’s question related to race and not necessarily related to economics.” Despite the discomfort of some with the foreign ownership debate, the poll found East Asians just as supportive of an absentee owner tax, championed last fall by failed Vancouver mayoral candidate Meena Wong. Seventy-three per cent of East Asians back the idea as good or very good, while 74 per cent of self-described “whites” backed it and
support was strongest of all among South Asians at 83 per cent. East Asians were also strongly in agreement (88 per cent) that absentee owners are speculators and not contributing to the community. Canseco acknowledged the issue is more pressing in Vancouver where house prices have soared the most. He pointed to New York City as one jurisdiction where such a tax is in the works. “The way we feel about this with big houses in the City of Vancouver is the way they feel about it in the City of New York with big penthouses,” he said. Owners of New York luxury apartments worth more than $5 million who can’t

prove they live there at least six months a year will have to pay a minimum 0.5 per cent property tax surcharge, escalating in steps to four per cent for units worth more than $25 million. “They’re trying to find ways to make those people pay their fair share because they’re only there two weeks a year so they’re not paying it in sales tax,” Can-
seco said. Vancouver Mayor Gregor Robertson and condo marketer Bob Rennie last month proposed a tax on real estate speculation, although some observers questioned whether short-term flipping is the real problem. Finance Minister Mike de Jong has pledged to explore tax mechanisms to support housing affordability, but has also cautioned he intends to tread carefully to avoid damaging the equity built up in the homes of existing residents. The poll found 77 per cent of Metro Vancouver respondents support an absentee owner tax,. The survey of 825 B.C. adults was conducted in mid-May with a margin of error of 3.5 per cent.

New election for doctors A new election has been ordered for the presidency of Doctors of B.C. after a recount determined the first vote ended in a tie. Dr. Brian Day, a leading proponent of more private health care, had been declared the winner last week by a single vote. Officials at Doctors of B.C. (formerly the B.C. Medical Association) said the initial tally failed to count one vote for Day’s challenger Dr. Alan Ruddiman. The run-off vote between the two takes place from June 5 to 18. B.C. Health Minister Terry Lake said last week he was unsure whether he could meet with Day as president of the organization because the government is in a court battle with
Day’s Cambie Surgical Centre over whether the federal ban on doctors privately billing patients violates the Charter of Rights and Freedoms.

It includes videos of former youth in care discussing real world challenges and gaming “quests” where youth earn rewards by completing challenges like renting an apartment, getting a bank account, preparing for a job interview or dealing with an abusive relationship.

NDs warn of private beds Private clinics may be hired for more than day surgery Jeff Nag el Black Press
private system we effectively become captive to private for-profit clinics,” Darcy said. She called the proposal a “game changer” that has been quietly advanced under the guise of a short-term “bandaid” to cut waits. “They ought to be doing the innovation and the strategic investment to use our public system to the maximum.” Fraser Health does not initially foresee hiring private clinics to supply the extra 500 surgeries it plans over the summer – it will open more of its own closed operating rooms. But the Vancouver Island and and Vancouver Coastal health authorities have indicated they expect to make some extra use of private surgeons. Health Minister Terry Lake was unavailable for an interview. The ministry instead issued a statement defending extended private clinic stays as a successful method of handling more hernia
surgeries in Toronto. “This is just one option that is on the table for consideration,” it said. “Not all of these will be implemented.” The policy paper indicates the main reason that about one in six hospital operating rooms are closed at any time is lack of funding, while staff shortages and lack of demand are also responsible in some cases. The ministry says it’s working to increase training for specialist nurses and support recruitment and retention of key specialists, including anaethesiologists. Doctors of B.C. president Dr. Bill Cavers said health watchdogs are right to be wary of the potential to drain staff from the public system, but said the association believes some increased use of private surgery clinics “can be a good idea” as long as it’s publicly administered and funded, and quality and safety standards are upheld.

The province may let contracted private clinics keep patients overnight for as long as three days so they can take on more complex surgeries than the day procedures they’ve so far been permitted to perform. That possibility is mentioned in a health ministry discussion paper of potential surgical reforms that’s gone out for stakeholder comment. “Improved access to surgical services may include performing select surgical procedures which have length of stay up to three days, in private surgery centres using public funds,” the paper says, adding the change would require amending the Hospital Act.
B.C. Health Minister Terry Lake announced an extra $10 million Monday to perform more day surgeries this summer – some through private clinics using public funds – in order to cut wait times. But NDP health critic Judy Darcy said letting private surgery clinics go beyond day surgery to multi-day stays would be tantamount to turning them into full-fledged “private hospitals.” Private surgery clinics so far perform barely one per cent of government-funded procedures in B.C. when public operating rooms aren’t available. Longer patient stays would open the door to many more surgeries flowing to private facilities, Darcy said, adding critical staff may follow, further reducing capacity in public hospitals. “Health professionals are in short supply – anaethesiologists, specialty nurses – and if we drain them out of the public system into the

Plant, enjoy, fragrance on a stick By Mike Lascelle
F
or reasons that confirm that I can be a little food-obsessed at the best of times. Every time I see a Japanese snowbell tree in bloom, I am reminded of the Richmond Night Market. Normally, I am not an outdoor market sort of person, as I rarely covet a new purse, cellphone cover or designer sunglasses. But when my daughters (who didn’t want to drive to Richmond at night) happened to mention that the food was pretty good, I thought I would give it a try. What really impressed me was that almost everything was available on a stick – including spiraled potatoes, meat skewers of every description, shrimp, doughnuts, Chinese barbecue, dumplings, ice cream and fruit – and like most men, I find that food on a stick is not only convenient, but also seems to taste better. Which brings us back to the Japanese snowbell tree or Styrax japonicus, which is covered from top to bottom with fragrant white bells at this time of year – cut off any branch tip and you literally have “fragrance on a stick.” Personally, I think this flowering tree is much underutilized here, as it prefers growing conditions which include evenly moist (but not wet) acidic soils. They are not overly large, maturing on average between 45- to 60-centimetres tall and prefer a part to full sun exposure. The five-cm long deep green leaves shift to a butter yellow in autumn and the juvenile form is pyramidal, getting broader with age. The fragrant flowers are available in pink or white and are borne from late May into June, followed by dangling seeds that look like coffee beans on a thread – with the latter often persisting into winter. They are also quite cold hardy, being rated at either Zone 5 or 6, depending on the variety. There are a number of worthy cultivars including ‘Pink Chimes’ (non-fading pink flowers and an Award of Garden Merit winner), ‘Carillon’ or ‘Pendula’ (weeping white

form), ‘Rosea’ (pale pink flowers and darker foliage), ‘Emerald Pagoda’ or ‘Sohuksan’ (larger white flowers) and ‘Snowcone’ (a pyramidal form). Japanese snowbells are particularly beautiful specimens for placing to the side of a back patio, as the tree is best viewed when looking up into the crown and the delicate fragrance only lingers about three metres away from the canopy. They have very few disease problems, although young specimens will often suffer from minor tip dieback during the winter but eventually outgrow this problem.
GardenPro COMPOST 30L Bag
Another Snowbell of note is Styrax obassia or the Fragrant Snowbell. It features much coarser ovate leaves and pendulous chains (up to 20 cm long) of fragrant white flowers which emerge just before Styrax japonicus. It is considered a bit of a designer tree with its larger foliage and elegant upright structure, but I still like the flower display on the Japanese snowbell better. That said, Styrax obassia is hardier and eventually grows taller, averaging 10 metres. While Styrax is a rather large genus with upwards of 130 members, the only other species you are likely to come across
would be the Chinese Snowbell or Styrax hemsleyanus (or hemsleyana) which somewhat resembles S. obassia but with rounder leaves. It is another RHS Award of Garden Merit winner and bears 15-cm long chains of pure white flowers in June. Well, writing this article has just made me hungry (I told you I was a little foodobsessed), so I guess I’ll just have to fire up the barbecue and enjoy some homemade meat on a stick! World Cup LeBlanc’s last hurrah Maple Ridge keeper will retire after tournament B y T i m Fi t z g e r a l d sports@mapleridgenews.com
A
fter 110 appearances donning the red-andwhite Canadian women’s soccer jersey, Maple Ridge’s Karina LeBlanc has decided to retire from international play following the Women’s World Cup. LeBlanc will suit up for her country for this last tournament, starting June 6 in Edmonton against China. The eighth-ranked host Canadians look to capture World Cup supremacy when the tournament concludes July 5 in Vancouver. LeBlanc said ultimately the decision to play her final games in a Team Canada jersey was based on the chance to say goodbye, right where it all started. “The chance to end my career on home soil, in front of friends and family, felt like the perfect way to end my international career,” said the 35-year-old goalkeeper. “It would be pretty special to look out into the crowd and see the faces of all those people who have supported me over the past 17 years.” While her focus right now is preparing for the World Cup, she is looking forward to the opportunity to spend more time with family in Maple Ridge. “I’ve never been able to visit for more than four days at a time since I started playing professionally,” she said. “So I’m really looking forward to having that chance of being around family more.” LeBlanc said she had intended to let word out about her impending retirement via her Twitter account, but she was convinced by Canadian national team head coach John Herdman to go a different route. Instead, Herdman arranged for LeBlanc to go on national TV with Canada AM, and make her announcement with her teammates on hand. “It was pretty special. The national team has been a part of my life for the past 17 years, so to be able to say goodbye with my teammates with me was incredible.” The veteran goalkeeper is the longest serving player in Canadian

She has 110 national team appearances and 101 starts in goal. She has played in four World Cups, three Pan American Games and two Olympics. LeBlanc was part of the Canadian women’s team that won bronze at the 2012 Olympic Games in London, and that has been the highlight so far. While the end of her international career is just on the horizon, LeBlanc will finish the season with the Chicago Red Stars of the National Women’s Soccer League. She admitted it will be hard to take off the jersey for the last time.
“It’s been a big chunk of my life. It’s been an incredible journey and I’ve had the privilege of meeting so many wonderful people and making so many truly remarkable friends along the way. It will be tough, no question.” One of her biggest accomplishments off the pitch is being named a Unicef ambassador, she said. Building on that work, once the soccer season comes to an end, she’s going to focus on a new initiative – the Karina LeBlanc Foundation, the goal being to continue helping the less fortunate around the globe.

nationals at the Iroquois Park Sports Centre in Whitby from Aug. 1-9. Chase Miller, Andrew Thompson, Hunter Meyer, Brayden Wandler, Joel McCormick and Jackson Fridge will help guide B.C. in it’s quest for gold. The Pee Wee team will be looking for redemption this year, after
dropping an 8-2 decision to Ontario in the gold medal game last season. B.C. made the final with a 5-2 win over their rivals from Alberta. In all, Ridge Meadows had 14 boys who managed to earn a spot on one of four district teams who competed in the Team B.C. main camp selection process.

WANTED
Last Thursday night the Ridge Meadows Royals Bantam Double A hardball team completed their 18-game spring league schedule on a high note in Aldergrove. Pitcher Darian Guemos got the start, and despite being the Royals’ most reliable arm of late, he struggled early and was replaced by Brody Clark in the first inning. Clark threw a very solid five and one-third innings of relief and picked up the win in an 8-7 victory. Dylan Cragg pitched the seventh inning to pick up the save. The Royals finished the regular season with a 6-12 record, and now await the conclusion of league play before the play-off matchups are announced.
