Kamp’s pension $55K a year New rules not an issue for MP stepping down soon By Neil Corbett ncorbett@mapleridgenews.com
Randy Kamp will receive $55,000 per year for his MP’s pension immediately after he retires from federal politics after the Oct. 19 election, under a pension scheme the Canadian Taxpayer’s Federation describes as “Ridiculously out of whack.” But Kamp points out that the Conservative government has changed the rules. Although C onser vatives are being criticized in the media for leaving politics before the new rules kick in, Kamp says the pension Kamp changes are not motivating MPs to leave federal politics. Attorney General Peter MacKay has bore the brunt of the criticism – he will have a pension of approximately $129,000 when he retires. The 49-year-old will be eligible to collect it in full at age 55, but if he sticks around for another term he would have to wait until 65 to collect his full pension, under the new rules. The new plan will also see MPs make a larger contribution to their pensions. Retirement age is a non-issue for Kamp, who turns 62 in August, and in any case would be eligible for his full pension at the end of another term if he chose to run. See KAMP, 10

his week, Maple Ridge starts its plans to dismantle the Cliff Avenue homeless camp as four new outreach workers get on scene, but people shouldn’t expect overnight successes. It’s a complicated issue, says Coun. Bob Masse, one of the three councillors
on the mayor’s task force on homelessness, now called the Maple Ridge Resilience Initiative. “It’s not that predictable. It’s not that simple. You take an action that the experts tell us is going to work and you see what the result is.” Then you modify whatever is necessary, in a trial-anderror process.

Some homeowners in rural sections of Maple Ridge may be eligible for discounts on their fire insurance premiums after the fire department passed a series of tests last December. The Maple Ridge Fire Department has been granted Superior Tanker Shuttle Service designation after tests performed last year where it had to get water to rural areas of the community that are not serviced by fire hydrants. Deputy Fire Chief Howard Exner organized and executed a special exercise, which was monitored by the Fire Underwriters Survey. Exner said the fire department had to be able to pump 200 imperial gallons of water per min-
ute for two hours. According to the city’s fire protection plan, about 60 per cent of the community is considered forested although much of the rural areas are serviced by hydrants. However, areas south of Thornhill and the north end of Whonnock near Whonnock Lake are areas where the fire depart may have to shuttle water in if no hydrant is close enough. He said passing the test is testament to the hard work by his paid and on-call staff. “It talks to their professionalism,” he said. “There’s a lot more to it that just pumping out the water. There’s the driving and set up as well.” Homeowners covered under the designated areas will be getting a notification in the mail with confirmation of this designation and a map showing the area.

“We’re going to keep doing the right things but I’m not optimistic that it’s easy.” It’s going take more than a few weeks, he added. Masse said housing and accommodation is being found for the residents on a piecemeal basis through non-profit groups and BC Housing. “It (finding housing) is the biggest challenge absolutely, no question. “The biggest challenge is finding housing. It’s looking at all the options.” In a letter to camp residents last week and posted on the city’s Facebook page The Maple Ridge Resilience Initiative, the city said camp residents are facing big decisions. “We understand that you may have made friends and created relationships among the people in the camp. “Your decision to seek treatment will take you away from these people, but we want you to know that the people that will be there to help you on your journey to a life off the streets will treat you with dignity,
understanding and compassion. “The city is reaching out with a helping hand. We are investing in your future. We are investing in our community.” The delivery of the letters coincides with the arrival of four outreach workers recently hired by the city to address the issue. Coun. Gordy Robson is hoping the efforts work. “I’m sure hoping so.” He said council completely supports Mayor Nicole Read’s attempt at finding a long-term, sustainable solution. “She wants to do it the right way and we’re supporting her 100 per cent.” As of Tuesday, most of the Cliff Avenue camp was still intact. Meanwhile, five or six tents had already popped up in front of Eric Langton elementary on Edge Street, the day before. Bylaws and police however asked those campers to move and the tents were removed from the area near the school. In a letter that was sent to homeowners along Cliff Avenue, Read praised homeowners for being patient and understanding.

Read though said the city is leading in dealing with the issue that is a responsibility of the senior government. “We will offer the people the assistance they need with compassion and dignity. We will be persistent and fair. “The offer of alternate shelter will make it unacceptable for people to choose to remain on Cliff Avenue and the camp will need to be removed.” It won’t be allowed back,
she added. Read said the service model for housing in Maple Ridge “is broken, and it has been for some time.” She said she knows that homeowners are tired about the blaming going on about who should fix the problem. “So are we. The talk has ended, the plan to deal with this situation is now being implemented.” Tracy Scott was one of the homeless campers who had packed up
and left Cliff Avenue on Monday and set up in the abandoned lot on Edge Street, directly across the street from Eric Langton elementary. Scott said she and others left as tensions mounted and the threat of violence mounted. “Yesterday, two people walked through the camp and they threatened to put gasoline on our tents,” claimed an emotional Scott as she wiped tears from her eyes. Scott also alleges a member of the Cliff Avenue camp was assaulted by a nearby resident with the purpose of sending a message to the homeless. As bylaw officers spoke with the gathering of campers on Edge Street, moving them out of the area, Scott said they chose the area because they’ve no other real option. She said the spot provided plenty of shade for the campers and a buffer from the neighbours on either side. “We came here because, yeah, me know there’s a school, but school’s out in a week. We’re in behind the tree line. We’re back behind the trees so we’re not bothering them.”

An east Maple Ridge family lost their home Thursday after a fire started in a shed a few metres from their back door. The blaze took place in the 25700-block of Lougheed Highway starting around 2:30 p.m., causing extensive damage. “This is an old-style house,” said Howard Exner, deputy chief of the Maple Ridge Fire Department while crews still battled the blaze. “It has sawdust for insulation in it, and we’ve been chasing the fire around the attic space for the better part of a couple hours.” The home was built in 1926 and the current occupants have lived there for the past 20 years, according to the Maple Ridge Fire Department. The fire quickly spread as hot, dry conditions helped fuel the fire, said Exner. As the fire spread to the home, Maple Ridge fire crews were ordered to pull back at as live ammunition was heard going off as the house became fully involved. “We had to do a tactical withdrawal because
the people that lived here informed us they had guns and ammunition and the fire made it to one of their ammunition storages,“ he said. The deputy chief said while they were forced to pull back, it wasn’t a surprise to his crew. “It’s one of the things we actually plan for, for more rural properties. For urban properties, it might be a little different,” he said. The fire also spread to hog fuel at Noble Custom Cut, 25862 Lougheed Highway. Exner said every available truck and member of the Maple Ridge Fire Department were on site, drawing water from the Fraser River to help fight the blaze. “It’s been a pretty mobile scene, pretty dynamic. We’ve had a lot of ember fallout starting small fires in other areas for us. The hog fuel pile that’s 100 feet to the east away. That’s a huge concern to us because of the fact they take forever to put out. and very difficult to fight a fire in that.” Fire crews again were called out to the lumber yard Friday afternoon dealing with hot spots on the hog fuel pile. He said he holds out no hope for being able to save the home. There were no injuries.

TRC speaks to non-natives
T
he long and emotionally painful process of the Truth and Reconciliation Commission has finally concluded and some harsh truths have come out of the report. Nothing that hasn’t already been said before, but seeing it all in one place has, we hope, had an impact. We must never forget this part of our country’s past – indeed, we agree future generations should learn about the cultural genocide that occurred so close to home, just as they learn of the Holocaust that happened half a world away. Now it is time to move on in an empowering manner. It is time to move forward from these residential school horror stories to live new stories of healing and progress. We must honour those who we have lost, celebrate those who have survived and ensure this never happens again. We hope our country may draw strength from the Truth and Reconciliation process itself; that our aboriginal neighbours may find healing in the telling of their oral history, however painful it was; and that they may find strength in the acknowledgement that what happened was wrong. The commission has made 94 recommendations that many say will help our country. Vancouver Island First Nation Chief Councillor Hugh Braker said the recommendations “are measured, wide ranging, constructive and, ultimately, aimed at healing and reconciliation. The government should immediately put in place a plan to implement the recommendations.” Canada’s leaders and citizens must take these seriously, and most importantly, deal with them in a timely manner. No longer ask, ‘be more like us’ “O h no, here we go,” mutters the person who is blind to the history of Canada now that, after six years, the Truth and Reconciliation Commission has issued its report on the dark past of residential Guest column schools. There are certain subjects usually left alone by those who should know better, topics where we don’t really hear what some people think. Most people keep their ignorance to themselves. “That was the past, get over it.” I hate to point it out, but these are not the opinions from some bygone era. These are attitudes held today by some people, most who won’t admit it. This attitude is just a scratch below a thin layer of political correctness that covers our daily discourse. “Why won’t those Indians just put the past behind them, get a job, and start contributing to society?” I write it again, because it struck me as amazing. This is what was said to me by someone I chatted with a few weeks ago who, frankly, should know better, an educated, employed, successful member of Chilliwack society.
“Why won’t (they) just put the past behind them …?”
He used the term “Indians,” even. Lots of people do. No, he wasn’t talking about people from India. I asked. But the fellow I was talking to suggested that when talking about our local Sto:lo population, he prefers Indian over native or aboriginal. And don’t even start him on the political manipulation behind the term First Nations. “Don’t talk about Indians to this guy,” he joked as others joined us in the public setting. Laughs. Apparently, I’ve learned, it is political correctness run amok when people suggest an inaccurate term is just weird to use. “You know where India is, right?” I asked the aforementioned fellow. No comment. “OK, you know the ‘Indians’ in this country have endured an attempted cultural genocide, right?” I pushed. Get over it, was the response. Start paying some taxes. I almost hate to write these words because they are true. Today, many Sto:lo folks are grappling with Justice Murray Sinclair’s report, its 94 recommendations, something that will dig up the terrible wounds of what was endured at residential schools by parents, grandparents and great-grandparents. The ignorance and hatred that led to a cultural genocide, a government-church

led systematic “killing the Indian in the child” is done. It’s gone from our churches. It’s gone from our cultural institutions. It’s gone from our government. But the sentiment does remain, if below the surface, that aboriginals should just snub out the last remnants of that language, drop the cultural practices, forget the drumming and the hunting and the fishing, and just be more like us. Why can’t you be more like “us”? There is, among us mostly white settlers, a belligerent sense of entitlement, but even more, so a disregard for any culture from those who were here before us. “Political correctness” is a false label for what is simply correctness. The guy I was talking to says the term First Nations is political correctness and he refuses to use it. Fine, but it also just happens to be correct. These nations of people were here first. Now that the TRC report is out, it’s really time to get our collective white heads out of our asses, acknowledge the horrible truth that some of our ancestors took part in or at least acquiesced to, and reconcile. This means starting a process whereby individuals like the one I quoted above, are forced to learn some history, how children were stolen from their parents as government policy. This is big stuff, and it’s been buried for too long. What we should not do is let the ignorance of the “be more like us” sentiment carry on. Paul J. THE NEWS/letters/letters Taxes up again? So is your house Editor, The News: What has the city done to justify a 53-per-cent increase in taxes from 2007, writes Ian Strachan of Thornhill/Albion? (Letters, June 3). The city has developed the area and likely doubled the value of your property. Your taxes are based on your increased value of your home. Just like if you got a raise, you would be paying more taxes on that. While the value of your house may be increasing greater than your income – that simply means you are effectively getting more retirement wealth. If you are retired and 60 years old, the B.C. government has a great plan that will allow you to defer your property taxes. Homeowners had enough Editor, The News: I live on Cliff Avenue. Firstly, I would like to address a notice that all of the local residents received Friday evening by the “Street People of Maple Ridge.” The notice said, “We would like to sincerely apologize for any inconvenience we have caused your neighbourhood.” Inconvenience is an understatement, if by this you mean, the tents, the urinating on the street out front of my home, the shopping cart pushed into my son’s truck, the constant use of paramedics/police, the needle exchange truck, the extensive hardship you have caused the pool and spa establishment on the corner healthand-business-wise, and the defiant, ‘I’ll get out of the way when I feel like it’ behaviour that happens when I’m backing out of my driveway. I do have a theory but I will keep it to myself. Now that I think of it, there used to be a

Accident on Haney Bypass
A Langley motorcyclist involved in a crash on the Haney Bypass on May 20 has died from his injuries. Jay Easton, a 45-yearold firefighter went into cardiac arrest Tuesday, June 2 and died following a collision with an SUV driven by an 89-year-old at 227th Street and the bypass. Easton, a member of
but injuries were believed to be nonlife threatening. “This incident is being thoroughly investigated by Ridge Meadows RCMP, and the B.C. Coroner’s office,” said Const. Ryan Ferrier, a 43-year-old paramedic, died Jan. 29 in a crash involving his motorcycle on Lougheed Hwy. and 105th Avenue.

A cheese puffs bakery based in Maple Ridge is in the running for a $100,000 prize as a finalist in the 2015 Young Entrepreneur Award. Entrepreneur Silvia Martinelli Waqued is representing the province as the finalist in the contest offered by the Business Development Bank of Canada. Waqueda is introducing a popular snack from her native Brazil to Canadians, and cashing in on the gluten-free food market. She wasn’t sure how her Otimo Brazilian Cheese Puffs would go over with Canadians, until she sold 500 bags in four hours at Vancouver’s Gluten Free Expo. “The gluten-free community is more willing

to try new products,” she observed. “People see a lot of value in simple things – simple ingredients.” The traditional Brazilian recipe for pão de queijo, or cheese bread, calls for flour made from the manioc root, which is naturally gluten-free. That’s critical for people who are gluten intolerant, and “gluten-free” is the latest buzz word in healthy eating. Since that trade show, it has been a challenge for her burgeoning cheese-puffs enterprise to keep up with demand. “It has been intense, but it’s rewarding as well,” she said. Four employees work at the S&B Gluten Free bakery in the Webster’s Corner Business Park, and they mix up readyto-bake batter that is sold at trade shows, farmer’s markets and locations around B.C. Due to this he is easily startled and is still adjusting to being handled by people as he is not used to it. He is a sweet boy and has shown NO aggression.

Expanding means investing big dollars. sees an opportunity to expand beyond local markets in southern B.C., but to do so she must ramp up production and meet additional regulatory requirements for packaging. Working manioc dough on a large scale requires specialized equipment to flashfreeze the puffs and, in the process, improve product quality and shelf-life. It’s also important for her to market her puffs as glutenand GMO-free, which requires additional testing and certification. To ship outside B.C., she must redesign her packaging to be multilingual. With all these
pieces in place, Waqued estimates an eight-fold increase in production, which would give her credibility with grocery chains in Canada and the U.S. The $100,000 and the growth in her business would be a reward, but winning would mean more than that to Waqued. “To be honest. It’s recognition of the effort, and all the challenges we overcame in the beginning.” Just making the final 10 is an accomplishment. “Each of this year’s finalists has provided a compelling story about how their business stands at that crucial crossroads where the right mix of vision and action can secure future growth and success,” said Michel Bergeron, senior vice-president at BDC. The BDC Young Entrepreneur Award winner and runner-up will be announced on June 22.

Aaron Wudrick of the Canadian Taxpayer’s Federation, which has long campaigned against the MP’s “gold plated” pension scheme, said there is a financial advantage for MacKay in deciding not to run, and that is true for other MPs as well. The CTF has calculated Kamp’s pension at $55,290, after 11 years of service, and if he lives to the age of 90 he will receive more than $2 million from taxpayers. The CTF investigated whether there is an exodus of MPs as pension rules change. There are about 50 incumbents, including more than 30 Conservatives, who have announced plans to retire before the pension changes come into effect. “We actually found that it’s fairly average, in terms of the numbers retiring,” he said. “I expect a handful more. If you were on the fence, why wouldn’t you leave.” If he was financially motivated, Kamp said he would try to keep his job – the MP’s annual salary is $160,000 per year, and Kamp gets $15,000 extra as Fisheries parliamentary secretary. “For me, it certainly wasn’t a factor, one way or the other,” he said, and added that when he talks to other MPs who are not running, nobody mentions the pension changes. “It’s still a pretty wellpaying job.” He agreed that MPs should be putting more of their own money toward their pensions. “I think they’re pretty good changes.” The CTF agrees. “We’re very happy with the changes that have been made,” said Wudrick. Under the old pension rules, MPs would contribute $1 to their pension for every $24 by the public. Now the ratio will be $1 for every $1.62.

“The intensive reading, which was once applied to books, seems like a fantasy in the face of digital reading.” stories online? How do we evoke and impact? Perhaps it is not solely based on strictly reading content– the scope needs to widen and include a mash-up of different techniques to apply to different users as without emotion, it is just information. Yet, the story cannot be its own objective: it has to be about bringing something to life. The process of entwining all of the different elements into one piece to actively engage the reader, and not have them drift, is complicated but can be done. This was one of the museum’s goals in having a more “user friendly” and accessible
website: to attract new users but to also engage them. So for the user who arrives at the website only searching for visiting hours to the museum, the site now opens itself up to further stories. Through the use artifacts, along with archival and photographic material we are hoping that the “pause” between scrolling will allow a break for the user to be able to identify with the information on a more personal level. Getting an up-close look at artifacts will act as our version of online narrative, which is a main component of visiting the museum in person; our guided tour - to hear the community’s story, but to place it in a larger historical context. f browsing has replaced reading what does this mean for storytelling? This was a question the Maple Ridge Museum faced recently during a redesign of its website. The website redesign has been done with the purpose to make more stories and exhibits available to the public as both an educational resource, and for viewing pleasure, as the physical buildings currently can only showcase about eight per cent of the collection. There is no denying that the Internet has changed how we view, comprehend and interpret stories, however,
the way information is displayed has become somewhat limited: it is now a vast array of visual teasers. Think of the last article you read online – was there a sidebar with links waiting for you to click and be taken down another rabbit hole? In the design of today’s hypermedia, there lacks the application of pacing; the pause to digest what one has just read. The single-column scrolling page has become the solution for any kind of information. Yet we know that most readers’ attention will drift, and that the number who reach the end of any story will be a tiny fraction of those who began. Jousting will be just one of the events during the 9th annual B.C. Renaissance Festival at the Albion Fairgrounds in Maple Ridge from June 11 to 14.
A Renaissance in Albion The B.C. Renaissance Festival will be back at the Albion Fairgrounds June 11 to 14. The event, in its ninth year, features jousting, sword fighting, musical performances and theatre-in-the-crowd. The doors open Thursday, June 11 at 3 p.m. and for the remainder of the festival, doors open at 9 a.m. The event is being produced by Christina Carr and Martin Hunger
and relies on the hundreds of hours of volunteer time to pull it all together. A big part of the festival is the live entertainers, performing Celtic music and storytelling. One of the most popular weekend event features the Jousting Alliance of Washington State and the Hazelnut Grove Clydesdales. Tickets will be available at the gate or online at bcrenfest.com

There were eight provincial medals and numerous great performances by Maple Ridge-Pitt Meadows athletes at the B.C. High School Track and Field Championships, held in Langley on Saturday. Explosive long jumper Erick Villaneuva of Thomas Haney won gold in the junior event, with a leap of 6.40m. That was 20 cm ahead of second place, and would have placed him fourth among senior boys. Reid Muller of Pitt Meadows Secondary won the men’s 1,500m, but was disqualified after an appeal and a controversial decision. He had been running third, and burst between the two leaders to win on his final kick. The judges ruled that he had made contact in the pass, and took his gold medal. But Muller took second in the men’s 800m run, and his time of 1:53.55 was a fraction of a section behind winner Taylor Lyman of Reynolds who ran 1:53.46. Jordan Ellingson of Maple Ridge Christian was third in senior men’s javelin with an impressive throw of 50.64m. There were a lot of Maple Ridge Sec-
ondary athletes who either won medals, or placed in the top eight, to score points for their team. Jorrin Lenton of MRSS was second in the junior boys 300m hurdles. “That’s only the third time he’s ever run the hurdles,� said coach Ken Elphick, so he will be expecting big things from Lenton next year. Marshall Shupe of MRSS was second in the Grade 8 boys 800m. Elphick noted that he is a high-level speed skater who managed a provincial silver on the track, despite it not being his first sport. Ilse Rafter of MRSS was third in the Grade 8 girls 3,000m, and also impressed her coach. “If there was a 5,000m she would win it for sure – the longer she goes, the better she is,� said Elphick. The Ramblers junior girls relay was second in the 4x400m, despite having dropped the baton. The runners stopped for a second, not sure if they were allowed to continue, then picked up the baton and almost caught the first-place team. Elphick said the entire relay is in Grade 9, so Emily Morley, Aaryanna Kurucz and sisters Blithe and Brooke Parry should be looking at a gold medal next year. “They were lose this year. If they hadn’t dropped the baton they would have been really close to the team that won it.� See Track, 16

In the junior girls 400m dash Kurucz placed third. As a team, the MRSS junior girls finished sixth in the province, and the senior girls 15th, out of more than 100 teams. There were numerous Rambler athletes who didn’t medal, but had solid results to score points for their team. Jamie Hennessey ran sixth in the junior girls 1,500m; Abisayo Ajibike was fifth in the senior girls’s 100m dash; Kate Meredith was fifth in junior girl’s shot put; and Edward Elphick was fifth in the junior hammer. Garibaldi’s Sarah Hoffman was fourth in the junior girls long jump and ran sixth in the 100m. Eden Waring-Jones and Sierrah Burrows of Pitt Meadows were fourth and fifth respectively in the Grade 8 girls long jump, separated by only a centimeter. Waring-Jones also made the final in the 200m, finishing seventh, and Burrows was sixth in the 80 m hurdles. Madelyn Huston of Thomas Haney was fifth in that event, and also fifth in the junior women’s 800m.

Larry James Frederick November 17, 1967 - May 20, 2015
It is with immense sadness that we announce the sudden passing of Larry due to complications of diabetes. Born on November 17th, 1967 in Haney, B.C. and passed away on May 20th, 2015 in Forest Grove, B.C. Larry loved all animals and had a special way with them. He especially loved his horses and his dog Booker who just passed on May 8th, 2015. All who knew and loved Larry will miss his friendship, humour and gentle spirit. Larry enjoyed fishing, playing crib and being outdoors. At one time Larry belonged to the B.C. Rodeo Association and did the B.C. Rodeo circuit and entered in the bareback competitions. Larry leaves behind his mother Joan and stepfather Peter Sanders, stepsisters Jill (Ron) Ruddick, Ruth (Mike) Smith, Aunt Brenda Stone, Uncles Don and Larry Bedard, Great Uncle Charles (Chuck) Hyland, Great Aunt Nadine Campbell and Cousin Terry Vibert. Larry was predeceased by his father Robert (Bob) Bedard (1978) brother Robert (Rob) Bedard (2004), Grandparents John and Vi Lens, Ted and Irene Bedard. Larry was a wonderful man, his friends and family will have a difficult time dealing with his sudden and unexpected passing. A celebration of life will be held at a future date. Allan had an interesting career of 42 years with the Mutual Life in offices from coast to coast in Canada. He served in the R.C.A.F. and always had a fascination with airplanes and horses. Cremation has taken place and burial will be in Little Lake Cemetery, Peterborough, Ontario. WILDING, Terence John On May 5th, 2015 at the age of 71. Devoted husband of Millie and a loving father to Carolyn (Mike), Richard (Christine) and Gaynor (Tony) and grandchildren Melissa, Samantha, Michael, Jack, Tessa and Max. HEYES, Bernard It is with heavy hearts that we announce the passing of Bernard Heyes of Pitt Meadows, BC. Bernard, aka Bernie, passed away peacefully in his sleep with the full knowledge that he was loved by his wife Terry Heyes. Born in Bolton, England on July 22, 1930, he married Terry (nee Brighton) on February 21, 1955. Together they moved to Canada in February 1967, eventually settling in Port Coquitlam, BC for over 26 years before moving to Pitt Meadows. Bernie was an interior painter and wall paper hanger until his retirement in 1992. He was predeceased by his son Mark Heyes on May 27, 2014 and survived by his widow Terry & daughter Kelly Moffat (nee Heyes), grandsons Cody Joseph Moffat, Colton Henry Moffat, Jarret Gallagher Alan Moffat & granddaughter Taylor Theresa Marie Moffat. Bernie was always the man who would give you the shirt off his back, and will always be remembered as the loving, caring man he was, a true gentleman and gentle soul. Services will be on Saturday June 13, 2015, 11 am at Our Lady of Assumption Parish, 3141 Shaughnessy St, Port Coquitlam, BC. Reception will follow.
