Fire Chief Brausen receives 20-year exemplary service honour JASMINE O’HALLORAN–HAN SYLVAN LAKE NEWS
A member of the Sylvan Lake Fire Department since 1994, Fire Chief Cliff Brausen was awarded a 20-year exemplary service medal during the Alberta Fire Chiefs Association Conference and Trade Show in Red Deer last month.
Brausen, who’s served as fire chief since 2005, described the milestone recognition as a “great honour.” “Twenty years is a long time,” he said. “It’s great to have served all my 20 years here in Sylvan Lake.” Throughout his career, Brausen has responded to between 2,000 and 3,000 emergencies. But being rec-
ognized for exemplary service means more than simply responding to emergencies, he feels — it means going over and above to help the community. “(It means) being committed to your department and community, and showing that extra initiative that it takes to get the job done,” he said. “We do fire preven-
tion talks and we go to the schools and do presentations — we get involved in the community.” Brausen said going over and beyond also means taking extra initiative to help train new members on proper firefighting skills. “You have to put that extra time in, especially when you have a lot of newer members,” Brausen said.
“You have to take them under your wing and show them the ropes and the proper way of doing things and what we mean as a department to the community.” Brausen said being able to help people in the community and surrounding area is one of the most motivating parts of his job. But he also greatly enjoys working with
the department’s 32 members, and said he appreciates having the opportunity to alongside such a good group of people. “We have an outstanding membership here,” Brausen said. “They are a lot of fun to work with and they get the job done. I’ve made some great friends with the firefighters and their families. It’s great camaraderie.”

Canada needs to rethink approach to early childhood development NICOLE LETOURNEAU AND JUSTIN JOSCHKO TROY MEDIA
UNICEF recently released a report card ranking child well-being in the 29 richest countries on earth. Canada came 17th, placing us in the bottom half of the pack on factors such as child poverty, emotional well-being and life satisfaction. Clearly, we can do better. It’s time to have a frank conversation about how our country approaches early childhood: what we get right and what we need to change. For example, our education system does a good job of promoting cognitive development and helping children develop the skills they need to excel academically. International rankings have placed Canada near the top of the heap when it comes to educational achievement, and even the very same UNICEF report card mentioned earlier cites us as above average in this category. But school is only part of the picture. Learning starts long before children enter a classroom, and the foundational brain architecture laid down during those crucial first few years determines the stability of an entire lifetime. Studies show that the support and stimulation children receive in infancy has a profound effect on their intellectual and social development, influencing everything from educational achievement, to mental health, to risk of heart disease. It is here, in this critical juncture, that we most need to improve. And the best way to do that is to borrow from those who seem to be succeeding. For instance, Norway, Sweden, and Germany — countries which ranked far higher than Canada on UNICEF’s report card — have significantly more generous parental leave poli-
cies than Canada. In these countries, parents on leave receive between 85 per cent and 90 per cent of their annual salaries, compared to Canada’s 50 per cent. And parents with the means to do so can take between 150 and 170 weeks — upwards of three years and three months — off to raise a young child, with the guarantee that their job will be there for them when they return. Meanwhile, the Netherlands, which ranked first place in UNICEF’s report card, provides a host of benefits to new parents, including subsidized childcare, special outreach programs for at-risk families, and comprehensive postnatal support from maternity nurses specially trained to assist new mothers in the transition to parenthood. These individuals, called kraamverzorgster, often put in as much as six to eight hours a day for a single family, doing everything from offering breastfeeding instruction to diagnosing and dealing with tongue ties. They’ll even do light housework. These policies seem luxurious to us, maybe even decadent, but they are actually a wellresearched and pragmatic response to the costliness of poor early childhood experience, which takes a heavy toll, not just on the affected individual or family, but on society as a whole. While often beneficial, adopting individual programs and policies to support early childhood development can only make so big an impact. Where countries like Sweden and the Netherlands really get it right — and where we really need to focus our attention — is in reframing early childhood development as an issue worthy of our attention. When it comes to early childhood in Canada, a national vision is sadly lacking. In 2004, the federal government proposed a comprehensive action plan for a Canada-wide early childhood
system called A Canada Fit for Children, which focused on supporting families, building communities, and promoting education. However, this plan was scrapped in 2006 in favour of a taxable universal payment of $100 per child under six years old. This policy has a certain innate appeal — who doesn’t love getting a cheque in the mail? But while a little extra money can make a difference for a lot of families, such payments are at best a Band-Aid strategy, quick fixes that do nothing to address the deeper limitations of our early childhood strategy and ignore the systemic inequalities between wealthy and poor families. This is not to say that Canada hasn’t made significant strides. Our parental leave policy, though less generous than some countries, still provides new families with financial support during that vital first year when a parent’s presence matters most. And more recent initiatives, like the new parental tax benefits, can make a big difference when budgets are tight. But cutting cheques has its limitations. The money allocated from ‘baby bonuses’ can be used on unregulated childcare services, some of which provide dubious supports for families. If pooled into a common resource, the same amount of money can go much farther, providing effective and evidence-based postnatal support. Council to look at pedicab regulation later this year STUART FULLARTON SYLVAN LAKE NEWS
Sylvan Lake Town Councillors on Monday continued their discussion on the proposed regulation of quadracycles and pedicabs in town, with the matter now set to return before them later this year. Councillors accepted as information a report from administration outlining the implications of imposing such regulations and their interactions with a number of alreadyexisting bylaws. Given the complexity of the situation, bringing forward a new bylaw and making the necessary amendments to existing bylaws in time for the operating season in 2015 would be unlikely, staff noted. But some councillors felt discussion on the matter has now been ongoing long enough, and expressed disappointment that a bylaw hadn’t yet
been drafted. “This will now be the third motion we’ve brought forward to show support for this, and I’m worried another year will go by,” said Coun. Megan Chernoff. “We made this last summer with the intentions to come forward and be ready to go, and we made another motion earlier this year, and now we’re extending
that. I’m not sure what the hold up is.” Coun. Dale Plante shared Chernoff ’s frustration. “At this point, we still have nothing, and I find that extremely frustrating,” he said. Coun. Matt Prete suggested looking into interim measures, acknowledging that some businesses could be affected
by the current absence of such regulations. “The delay affects current business that’s happening, so that’s an issue,” he said. “I’m just not comfortable necessarily leaving it for this season.” Councillors eventually conceded the matter would likely have to be looked at in time for next year’s operating season at the earliest, and approved
a motion to have a bylaw and necessary amendments brought before them in September. Coun. Jas Payne noted that safety concerns previously noted by RCMP and Municipal Enforcement with regards to the opera-
tion of pedicabs would need to be strongly considered in future discussions around the issue. “You can’t ignore the folks that we hold responsible to keep us safe,” he said. “Public safety is our issue.”

New-look HJ Cody grad taking place exclusively in Sylvan Lake STUART FULLARTON SYLVAN LAKE NEWS
In just over two weeks’ time, members of École HJ Cody School’s graduating class will mark the end of their schooling years with what’s set to be a true community-wide celebration. HJ Cody graduation ceremonies in the recent years have been split between Red Deer and Sylvan Lake, with organizers in the past having been unable to find a venue in Sylvan Lake big enough to accommodate dinner for everyone in attendance. This year, with a slightly different look that will see the dinner replaced by a prom, celebrations will be
held exclusively in Sylvan Lake. “We really realized that we wanted to make it a Sylvan celebration,” said grad co-ordinator and school counsellor Jas Payne. “It didn’t make sense that the graduation for Sylvan happened in Red Deer, and that’s kind of where the whole thing came out of. Parents were really motivated to have the celebration in Sylvan Lake.” Graduation celebrations this year will take place over two days instead of one, resulting in less pressure on participants to travel from event to event, said Payne, whose decision to add the prom was inspired by the town’s Dance of the Century in 2013.
“The Dance of the Century gave me the idea that we could do something cool in the Multiplex,” he said, adding the event will allow graduates to get the very most out of their prom wear. “In the past, the only complaint was that girls would sit down and not have the opportunity to experience walking in their dresses,” he said. “They’d dress up and sit for hours during the dinner and banquet.” The prom will take place on Friday, June 26, while the next day will see students lining up for a photo on the Pier in the morning before marching two-bytwo to the Multiplex for their convocation ceremony
in the afternoon. With the exception of the prom, which is a ticketed event, community members — and businesses — are being invited to participate in celebrations over the course of the two days, and can do so without even attending any of the scheduled events,” said Payne.
“This is a great opportunity to bring all of the celebration back to benefit the community, and lots of great businesses are looking to get busier,” he said. “There are going to be 3,000 people in the Multiplex, and between the end of convocation and other events going on, there’s time for
families to get together for family dinners.” One restaurant in Sylvan Lake has already created a promotional discount for graduates and their families, and Payne hopes to see others follow suit. The outdoor portion of celebrations, he said, will take place “rain or shine.”

RBC announces $30,000 in funding toward Golf Course Creek restoration STUART FULLARTON SYLVAN LAKE NEWS
Wetland restoration efforts at Golf Course Creek were given a boost last Wednesday thanks to a $30,000 grant from the Royal Bank of Canada’s (RBC) Blue Water Project. Once restored, a natural wetland at Golf Course Creek will have the potential to filter water from Golf Course Creek before it flows into Marina Bay. As a result, functioning wetland habitat will be restored in the area, fostering an environment for various species of animals, insects and vegetation. The grant arrived as part of RBC’s 10-year $50 million commitment to enhancing water-based projects, explained Ron Sauve, RBC regional vice president for Alberta Central.
“Water is one of our most precious resources, so we’re really focused on replenishing the water supply and giving everyone access to nice, clean water,” he said. “We’re proud to support the work of the community, the Town of Sylvan Lake and the Marina Bay H o m e o w n e r s Association, and their dedication to ensuring that Sylvan Lake contin-
ues to be a clean lake for generations to come.” The Blue Water Project, which began in 2007, has so far committed $44 million dollars to applicable initiatives. Sauve first learned of the Golf Course Creek project when he was approached by several members of the Marina Bay Homeowners Association late last year. After a number of
Father’s Day June 21
discussions and the creation of a proposal, the project was approved for funding. “They submitted their request, and then from that we were able to announce the $30,000 grant last week,” said Sauve. “It’s an excellent program that they’ve worked on.” With $6 million in funding and two years remaining in the original commitment, Blue
Water Project applications are still being sought, and Sauve said there’s no reason further funding couldn’t arrive in the Sylvan Lake area. “Last week globally we announced $3.2 mil-

The Land Use Bylaw is the key tool used to regulate and control the use and development of all land and buildings in town. 10 REASONS YOU SHOULD GO TO CHURCH As my wife and I reflect on our first summer here in Sylvan Lake (the summer capital of Alberta), we continue to marvel on how wonderful it is. Yes, we are yet another family who have made the trek from Ontario. The people here are friendly, hospitable and “the skies are not cloudy all day.” In other words, we love it. That being said, I don’t want anyone to miss out on another great element of this fair town; the wonderful churches! That is why I have come up with the top ten reasons to go to church. 1. Where else can you catch up on all your sleep from a hard week of play? 2. It keeps the ladies out of the mall for at least another hour and a half; and all the men said… 3. Ok, I’m an equal opportunity offender. The football pre-game show is only a tease.
4. You get some use out of that suit from your High School Prom. 5. To see if you missed your calling as a ‘pop star.’ Hey, Sylvan Lake might just have some talent! 6. Summer TV is always lousy on Sunday. 7. Because the Sunday brunch doesn’t get into full swing until noon. 8. You need a reason to got through the drive through at Timmy’s. 9. You might actually learn something. [ok, I had to turn this thing around eventually] 10. It’s where you can find hope, healing and friendship and a place you can worship the Living God together. I just might see you there. I’m Todd Pratt, lead pastor at Gospel Chapel.

For one day only this summer, Centennial Street will be transformed into a giant slip-and-slide. On July 25, Slide the City will arrive in Sylvan Lake with its 1,000-foot slip-and-slide in tow. The event will see participants slide down the large slide on inflatable objects, through a process proclaimed by organizers of “turning hills into water-sliding thrills.” The event began in 2014 and has grown significantly to include scheduled stops in cities all across North America this summer. The Town of Sylvan Lake noted last Thursday that Sylvan Lake was selected as a host due to the town’s considerably large summer tourist population — around 761,000 throughout July and August. Registration for the Sylvan Lake event is required, and was scheduled to open earlier this week. Passes are available for purchase at www.slidethecity.com. Since its inception, Slide the City has grown to have a global presence, with events now taking place in countries as far away as Japan and Australia.

Spencer surpasses fundraising goal emphatically for her fifth Ride to Conquer Cancer JASMINE O’HALLORAN–HAN SYLVAN LAKE NEWS
Coreen Spencer will participate in the Enbridge Ride to Conquer Cancer bike ride again this August, and has already exceeded fundraising requirements for the event. Spencer has worked hard to raise over $13,000 — money that will be donated to the cause. This donation greatly surpasses the required amount of $2,500 that every rider must donate in order to participate. This will be her fifth time riding in the event, and her devotion to riding each year is fueled by the fact that she knows her efforts are making a difference for cancer patients, survivors and their families. “The ride has become my passion,” Spencer said. “Every year I say it will be my last year, but then I am inspired by someone, or I am thanked by someone for what I’m doing, and it makes me realize I am not done and I can’t quit.” She said the ride alone raises at least $8 million a year, and if it weren’t for fundraising events, Alberta’s cancer care centres wouldn’t be so advanced. Spencer said there will be 1,800 to 2,200 riders who will bike for 200 kilometres in the two-day event. She said the route usually starts out from a point in Calgary and heads west towards the foothills around smaller municipalities like Bragg Creek, Millarville, Priddis, Black Diamond and Okotoks. Spencer said a shelter is set up for the riders to sleep in over night. The next day the riders will backtrack the route they took the previous day to arrive back at their original starting point.

“There are many long and grueling hills and relentless winds,” Spencer said. “But the support and camaraderie from other riders and people cheering for us along the route bolsters the spirit and gives us an extra boost to keep going when it gets really tough.”
She said by involving herself in the ride over and over again, she has learned how tough she is and how

Veterans Voices of Canada (VVOC) is turning to the community for help in honouring Canada’s veterans. The non-profit organization, headed by founding executive director Allan Cameron, is dedicated to documenting Canadian veterans’ stories and accounts of war. It also organizes, and is involved with, related events in the community. The more people available to help with such events, the better, according to Cameron. “We want to have a list of volunteers to draw from,” he said. “We’re looking for people just to make it easier.” The VVOC-organized Flags of Remembrance tribute to Canada’s war dead last year — in which 116 Canadian flags were placed alongside Highway 11 just east of Sylvan Lake — garnered plenty of positive attention from all across the country. It’s just one of several events this year for which volunteers are being sought. “It was emotional to see those flags go up,” said Cameron. “When I put that first flag up, all the horns started honking and waves started happening, and that made me realize that people get this. “They know why it’s up there and they know why these flags are going up.” The 128 flags for this year’s edition of the nowannual tribute will be displayed on both sides of the highway between Oct. 16 and Nov. 14. Volunteers are also needed for other events, such as Veterans Appreciation Day on Aug. 30, and to take up roles on committees and in fundraising initiatives. Those interested in doing so are asked to contact Cameron at 403-887-7114 or at info@vetvoicecan.org. “I need people with the drive and the passion of volunteering,” said Cameron. “In the end, we’re giving honour, remembrance and tribute to our veterans.” Further information is available online at vetvoicecan.org, and through the Veterans Voices of Canada and Flags of Remembrance Facebook pages.

Sylvan Lake martial artist qualifies for Team Canada JASMINE O’HALLORAN–HAN SYLVAN LAKE NEWS
Sylvan Lake black belt martial artist Brandon Tweed proved his strengths in karate and kickboxing by winning two medals in the World Karate and Kickboxing Commission (WKC) Canadian National Championships in Ottawa last month. Tweed, 17, competed in the point and continuous sparring competitions, taking home the silver medal for point sparring and the gold medal for continuous sparring. This is the fifth national championship Tweed has competed in, and winning the medals made him qualify for Team Canada.
“Winning an international championship is my ultimate goal.” Brandon Tweed As part of Team Canada, he will compete in the next WKC competition in Orlando, Florida, next November. This will be the third time Tweed competes in a world championship. In 2013 he competed in Italy and won fifth place. He also competed in Spain when he was in Grade 9 and won silver. Tweed said he has been involved in karate and kickboxing since he was a young child. He continues to train in Red Deer four nights a week at Arashi Do. “Winning an international championship is my ultimate goal,” Tweed said. “It would be really awesome to be a world champion. My instructor is a world champion and he has trained other world champions, and it would be cool to be in the ranks with those guys.” Sylvan Lake martial artist Brandon Tweed proudly displays the medals he earned in Ottawa last month. Nauticals continue hot streak in Kamloops SUBMITTED SPECIAL TO SYLVAN LAKE NEWS
The Nauticals traveled to Kamloops and competed in the June Classic on June 5, 6 and 7. While temperatures soared, six swimmers still managed to get the job done at the indoor Canada Games Pool in Kamloops. The meet started on Friday with preliminaries in the morning and finals in the evening. Abbigail Bahler, 8, competed in the 50 back and 50 free, and managed to do a good job in those events. Isaac Bahler, 11, competed in the 50 free and finished a strong 13th in the finals while competing in the 11-and-12-yearold category. In his 50 back final, he finished sixth, and had a personal best time. Noah Andrews, 14, made finals in the 50 free, finishing 13th, and also competed in the 200 IM and 400 free. Elizabeth Moore, 14, continued her successful season finishing first in the 50 back and 100 breaststroke, and fifth in the 50 free. She also broke club records in the 50 back and 100 breast. She also earned her 15-year-old National time and 16-year-old-andover Western time in the 50 back. She was competing in the 13-and-14-year-old category. Tyler Gauthier, 16, swam in the 200 IM and 200 fly and hit personal best times in both events, placing 12th and sixth, respectively. He
also swam in the 50 back, placing 19th. Matthew Gauthier, 16, placed sixth in the 100 breast and dropped his time, and swam in the 200 IM and placed 10th. Both boys were competing in the 15-year-old-and-over category. The boys, consisting of Isaac, Tyler, Noah and Matthew, were up against swimmers in the 15-yearold-and-over category in the 4 x 50 freestyle relay and finished ninth out of 10 relay teams. Some of the other swimmers on the other relay teams were 17, 18 and 19 years old. The boys also set a club record with a time of 1:59.19. The swimmers were back on Saturday morning, and continued where they left off with Abbigail swimming in the 100 free, taking off five seconds, and also competing in the 50 fly. Isaac was entered in two events in the morning, and managed to take off time in the 100 free and 50 fly. He made finals in both events and broke the club record in the 50 fly placing seventh. Noah swam in the 100 free and 50 fly and made finals in both events, placing 12th and 16th, respectively. Elizabeth finished the 100 free in the finals in sixth place, and finished the 50 fly in second, breaking the club record in the process and earning her 15-year-old National time. Tyler swam in the 400 IM, 200 back and 50 fly. Matthew swam in the
400 IM, and broke the club record. He also competed in the 100 free and 50 fly, and made finals in the 50 fly. The boys again were entered into another relay, this time the 4 x 50 medley, in which they swam an incredible race. Isaac started off with the backstroke, followed by Matthew on the breaststroke, then Tyler on the butterfly and Noah finished off the last leg with the freestyle. The boys set a club record with a time of 2:13.65. They finished the 15-yearold-and-over category in eighth place out of 10 teams. For the boys relay team competing with the only 11-year-old boy, Isaac, in the entire relays on the weekend, that is an amazing feat in itself. Sunday morning was hot as the temperature started its climb to its high of 35 degrees, however, the swimmers would enjoy a successful last day in the pool. Abbigail finished off the weekend with a 100 back swim and took off more than seven seconds, and followed up with a 50 breaststroke. Isaac followed up with an 11-year-old ‘A’ time in the 100 fly, and placed fifth in the finals. He also swam in the 100 back and finished in the finals in 14th. Noah swam in the 200 free and made finals, where he placed 11th, and swam in the 100 fly in preliminaries. Elizabeth capped off the weekend winning both the

100 back and 50 breaststroke, and improved on her club record times in the process on both events. She earned her 14-year-old National time and 15-yearold-and-under Western time in the 100 back. Tyler swam in the finals in 100 back and in the 100 fly, and had an exciting race in the 100 fly. He was entered 16th in the finals in Lane 8, and won the ‘B’ finals, thus finishing ninth overall. Matthew made finals in the 100 fly and finished seventh, and also made the 50 breast final. He earned his 16-year-old National time in the 50 breaststroke. For some of the Nauticals,
this was their last meet of the year, while others will move on to the Alberta North Regionals in Grande Prairie, and the Alberta Age Group and Senior Championships in Edmonton in early July.
Swimmers who have qualified for Age Group and Seniors Championships are Isaac Bahler, 11, Zoe Dejonge, 11, Elizabeth Moore, 14, Tyler Gauthier, 16, and Matthew Gauthier, 16.

WELCH Henry James June 28, 1934 - May 21, 2015 Henry passed away in Red Deer, Alberta on Thursday, May 21, 2015 at the age of 80. His firm belief in God supported him over the last couple months and ultimately gave him peace. Henry was born in Duchess, Alberta to Janet and Richard Welch on June 28, 1934. He grew up in Bowness in a family of six children. After attending Canadian Union College, he graduated with a Bachelor of Science degree and later in life, he fulfilled a lifelong dream by completing a Master of Arts degree from Union College in Curriculum and Instruction. Over the years, Henry shared his love of learning with students all across Canada. His years of teaching in Adventist education took him to Winnipeg, Paris, College Heights, Quill Lake, Niagara Falls, Oshawa and Conway, New Hampshire, at which point he retired. In addition to teaching, Henry tried his hand at real estate as well as he spent numerous years working as a plant analyst for the oil and gas industry in Central Alberta. Henry was married to May Janzen in 1956 and they were blessed with a large family of five children. It brought him great joy to have all his children accept the Lord as their Saviour and be part of God’s family. He held onto the hope of reuniting with his wife, children and former students at the tree of life one day. He is survived by his wife, May, of 58 years, his children Dawn (Ted) of Kelowna, Derrick (Rosemarie) of Lacombe, Nathan (Shannon) of Eckville, Wanda (Roland) of Evergreen and Wendy (Edsen) of Grants Pass, OR; eleven grandchildren; numerous great-grandchildren; sisters Deborah (Don) of Calgary and Margaret of Calgary. Henry was predeceased by his brothers Bob of Edmonton, Martin of Richmond, and George of Richmond. A Memorial Service was held on Thursday, May 28, 2015 at the Sylvan Lake Seventh-day Adventist Church. To express condolences to Henry’s family, please visit www.womboldfuneralhomes.com. Aquatic Centre closes again News that the Sylvan Lake Aquatic Centre would re-open last week was short-lived after the facility was closed again on June 2 due to public safety concerns. The Town of Sylvan Lake issued a statement on June 2 noting that the facility would be closed immediately after a third-party contractor expressed “roof structural integrity concerns.” Those concerns, the Town said, were “independent of those previously addressed by temporary shoring installed at the
facility” at a cost of $140,000. The facility was initially closed on May 1 after corrosion was found on parts of its structural steel. For progress updates, town residents are encouraged to visit the Town of Sylvan Lake’s Facebook page or website at sylvanlake.ca.

MARKET UPDATE Stable Market in Sylvan Lake
Outstanding Agents Oustanding Results®
May sales in Sylvan Lake were down from May of last year, but up nicely from April. Active listings are 25% higher than they were a year ago, but on par with 2013. The balance between Supply and Demand moved closer to balance in May even though the number of active listings is up. The Sylvan Lake market typically sees an increase in the number of active listings at this time of year as the cottage and lake front listings come back on. In most of the central Alberta communities we serve, the market is slower compared to last year. However, comparisons between the 2014 and 2015 markets can be a little misleading. The 2014 market was the busiest since 2007. In fact, the active listing and sales counts this year are quite normal when compared with 2012 and 2013. We don’t want to minimize the impact that lower oil prices have had on the economy, but so far we aren’t seeing it in a large way in the housing market. Since dropping to about $45/barrel, oil prices have recovered to the $60 range. The consensus among the experts seems to be more of the same for the rest of the year with a slight improvement in 2016. The one thing that isn’t clear is how that will impact our economy and the housing market. It certainly won’t be as bad as it would be with $45 oil, but it would be foolish to assume that it will be as good as it was last year. We are looking forward to a stable market for the rest of the year.
