According to the university, the early achievement award goes to people who have demonstrated outstanding achievement within 10 years of graduating, in areas such as career, community service, business, research, athletics or arts. Regional District of Nanaimo directors question if provincial and federal government money for E&N Railway repairs is adequate. At their May 26 board meeting, directors voted to request the Ministry of Transportation provide a copy of a report on whether proposed government money to the Island Corridor Foundation, the non-profit organization which manages the line, is effective. The project to return passenger train service to the Island is stalled, awaiting approval from provincial and federal governments. There are commitments of $20.9 million for work, including $7.5 million from the provincial government, but some directors wonder if that amount is enough, taking into account factors such as inflation. Bill McKay, Nanaimo mayor and regional district director, recently elected as foundation board chairman, said he believes it is enough. “The amount of money that’s being given to the ICF is going to do the work that it needs to do, no doubt about it, but they’ve not gone out to tender yet,” said McKay. He said the ministry is doing its due diligence with the consultant report. “The ministry’s brought a second party in to review the work of the first party, because the work of the first party appeared to be in some dispute ... they’re going to spend $7.5 million worth of taxpayers’ money and they don’t want to do it willy nilly. “They want to make sure they have a proper business plan in place,” said McKay. The board approved non-confidence-related motions against the foundation last year and McKay said he hopes to smooth relations, adding that directors have to stop relying on information from other sources. “We have to look at the facts with respect to this project,” said McKay. “I’ve had directors tell me that they talked to a guy, who talked to a guy, who’s in the railway business in Vancouver and he believes them over the competent operators that we have here.”

A Nanaimo emergency room doctor will receive recognition from the very university that planted the seeds of her medical career. Skye Creba, a doctor at Nanaimo Regional General Hospital, is slated to receive the 2015 Distinguished Alumni Early Achievement Award at a Vancouver Island University graduation ceremony on Wednesday (June 3). Creba saw two peer-reviewed papers published and earned the Natural Science and Engineering Research Council’s undergraduate student research award, as well as
the council’s prominent post-graduate scholarship during her time at VIU. She graduated in 2006, majoring in biology and chemistry. Creba said she was nominated for her current award by colleagues and teachers, unbeknownst to her. The university was an amazing starting point for her career, she said. “VIU is a foundation for a lot of where I am today, I would say. It’s a university that fosters that drive to ask questions and then go and find the answers to them and that I use every day in my career now and at home now and they really allow you to take risks and ask the questions and chase your dreams. “I use that in every aspect of my life, the things I learned at VIU,” said Creba. In addition to studying and researching, Creba played soccer for the VIU Mariners varsity soccer team. Out of that came more life skills.

Directors join business group The Regional District of Nanaimo board has voted to join the Vancouver Island Economic Alliance. Directors voted to join the alliance at its board meeting on May 26, following a presentation from Ron Cantelon, alliance chairman-elect. “Our whole goal, our whole motive of operations is to foster economic development, bring new ideas to Nanaimo to enable collaboration and co-operation among people who want to make new ideas happen,” said Cantelon. “We’re not the deal makers, but we want deal makers together in a forum for them to create new economies and new opportunities.” The regional district will have to pay an annual fee of $1,000, which will allow board directors and staff to be members. The Vancouver Island Economic Alliance is a non-profit society that aims to lead economic development on the Island. It is funded by sponsorships, membership fees and money from events.

Councillor cites erosion of trust as reason for council conflict By Tamara Cunningham The News bulleTiN
Between a successful motion to look into new bike racks and a call for a byelection, Lantzville’s fourth councillor walked off the job. With a steady voice, Coun. Graham Savage read the resignation speech he and his wife wrote together over the weekend. He was nervous. It was a big step, but it also felt necessary for the two-term councillor. He called the last six months of council the worst and most negative experience of his working and volunteer life, where much time was spent dealing with internal conflicts rather than the business of the community and the functions and roles of governance had become confused. He said he hoped it changed for the better, but he wasn’t prepared to take the risk. Three seats already sat empty around the council table, the name panels gone of three councillors who had quit before him. With his resignation, he believed, council would no longer have the minimum number of politicians to carry on civic business, the meeting would come to an end and the province would intervene. The mayor was silent as Savage wound up his speech to more than 30 people who had turned out to the council meeting that Monday night. The councillor rose with a handful of papers and a sweater draped over his arm
and walked out of the room. His wife, Brenda, followed him into the hallway where people had already stopped to shake his hand and thank him. “It’s not with any great pleasure I did what I did,” Savage said. “I am comfortable with it, but I am sad it’s come to this stage.” Just six months after the civic election, residents are left with a three-person council, the bill for a byelection and more questions than answers. By the time the B.C. Minister of Community, Sport and Cultural Development stepped in last week, two senior managers and four councillors had quit amid comments of ridicule and criticism of staff’s work in public, dysfunction and micromanagement. Mayor Colin Haime, who has pointed out a lack of specifics in resignation letters and asked for residents to listen to everybody involved, and two councillors will continue to govern in the lead-up to the byelection. Community Minister Coralee Oakes has laid out priorities and suggestions for the trio, including that they don’t set any overall strategic or policy direction. A byelection is anticipated this August at a cost of up to $20,000. Residents are divided. There are questions about what happened, costs and recourse. Some see leadership as an issue and have called for further resignations, while others are upset at the politicians who quit. At an open meeting last Wednesday, resident James Brash said he’s happy “oneagenda councillors” have given notice and stepped aside so the community can move on. Glenda Barr believes the community should get
full value for the byelection by seeing the whole council resign. Savage can’t pinpoint one reason why council has crumpled. It’s mistrust, lack of respect, a clash of personalities and values – a Chinese puzzle. “The community and the reporters they are looking for who punched who in the nose and when, and we’ve not had that kind of situation. There’s no major blow-up,” he said. “It’s just been a gradual erosion of trust between council members.” A day after his resignation, Savage says he’d been unhappy, but when council was left with quorum this month he thought it best to pull out so the province would get involved. He doesn’t think the four of them left at the table could fix the issue. Savage, a former government consultant, takes some responsibility and so, he believes, should the leader. They are a team and if it fails, they all have to take some ownership of the problem, he said. The decision to resign was “tough” and involved selfquestioning and guilt for the former councillor. He has a passion for community and local government, but council faced issues that culminated in respect and trust and he questioned if he wanted three and a half more years of it. Construction workers lost an estimated $10,000 worth of tools when the Dickinson Crossing Tim Hortons was broken into on Tuesday. According to Nanaimo RCMP, workers reported the break-and-enter Wednesday at 7 a.m. when they arrived for work at the franchise, located at 6892 Island Highway, which is currently closed for renovations. Sometime during the night, suspects pried open and crawled through the drive-thru window. Many of the tools taken were labelled with the initials “E.F.” or “D.B.,” said police. Police said the restaurant’s owners will put extra security on site until renovations are completed. White seeks regional chief role

Former Snuneymuxw First Nation chief Doug White III is setting his sights on regional chief of the B.C. Assembly of First Nations. An election is set for June 25 and White, a lawyer, has added his name to the ballot, along with Nelson Leon, Robert Chamberlin and Shane Gottfriedson. Land title and claims are part of White’s platform. White said there are real challenges with dealing with
proper treaty implementation and the rule of law in terms of implementation of 50 years of Supreme Court of Canada decisions about aboriginal rights and title and treaty rights. “That’s the key work of our peoples. What used to be called the Indian land question in B.C., over the past 200 years, is about the fundamental need for indigenous peoples to re-establish their relationship with their territories and that’s our first work, the main imperative and goal and objective of our people for over a century,” said White. He said First Nations continue to struggle with poverty and social ills, such as overrepresentation in the child welfare system and in the
penal system – some of the things that paint a bleak picture for the quality of life for his people. “It continues to be everyone’s priority to seek to address those social ills and to work towards parity of the rest of the Canadian population and to work towards dignity for our peoples,” White said. He said his experiences would be beneficial, if elected. “It’s very important to have the experience of having been a leader of a specific First Nation to know what the struggles are of each nation and what they’re grappling with,” said White. “So I’ll be bringing all that experience forward.”

Injured cyclist airlifted to hospital An injured cyclist is still in hospital after being found unconscious at the side of the road in Cedar. Nanaimo RCMP says it was alerted by B.C. Ambulance at 3:15 p.m. Friday afternoon about a female lying on the shoulder of Akenhead Road, near Tees Avenue, next to her bicycle, with no identification. “It appeared for unknown reasons, she lost control of her bike and fell off it, onto the roadway. It is unknown if she
collided with another motor vehicle or moving object as the bike had minimal damage. She was attended to by B.C. paramedics and later airlifted to Victoria General Hospital,” said Const. Gary O’Brien, Nanaimo RCMP spokesman, in a press release. The police are seeking information on events leading up to the woman’s injuries. Anyone with information is asked to call Nanaimo RCMP at 250-754-2345.

Council delays hotel decision two weeks An unsuccessful effort to secure work permits has delayed construction of the SSS Manhao hotel and communication regarding the project, representatives say. Nanaimo city council has given itself two weeks to consider developers’ request for a one-year extension for an option-to-purchase agreement. The city now has the right to buy back the conference centre hotel property on Gordon Street after SSS Manhao failed to pour foundation before a May deadline. Developers are calling for more time. Guoqing Luo, a director
with SSS Manhao, and one of the company’s lawyers, Linda Chen, appeared at a council meeting last week to talk about the project. Chen, who translated for Luo, said the company has a new investor and if it gets an extension the project will go ahead. To date, the delay and lack of communication has been because five people, including shareholders and an architect, were waiting for work permits that were subsequently refused. News of the failed applications came in April by the immigration authority, which wanted to see the proj-
ect go ahead before permits are issued, according to Chen. SSS Manhao now has a revised plan and intends to proceed as soon as possible, but Coun. Gord Fuller has doubts, saying, “they chose to let us know last minute and then want a year extension.” Mayor Bill McKay believes deferring a motion on whether to grant the extension was the right thing. Seniors need independence As we age, our ability to live independently is gradually stripped from us. But a new report from the B.C. Seniors’ Advocate suggests that is happening faster than it needs to. According to Seniors Advocate Isobel Mackenzie, many seniors are being moved into residential care facilities before they need that level of care thanks to what she calls outdated and restrictive regulations. Many seniors could instead be accommodated in assisted living programs and facilities, retaining more of their independence later in life. Independent, active seniors are a big part of the community in Nanaimo where they make up a significant portion of the population, are contributing members of the community and economy, and are sometimes our most tireless volunteers. Helping them maintain their independence should be the goal, rather than encouraging them into residential care, sometimes forcing them to leave their homes and community to find an open space. Mackenzie’s report calls for a “fundamental redesign” of regulations for registered assisted living, to change spousal eligibility and reduce the number of higher functioning seniors moving to residential care. The report recommends changes like allowing seniors to apply for a provincial loan against equity in their home to pay for repairs, again allowing them to stay in the home and community they have loved for decades. Many of those homes are valuable, but that doesn’t mean much to a senior living alone on a fixed income, without spare cash to pay for repairs. It’s time the government recognized that becoming a senior doesn’t mean you are no longer a vital part of society and helped support seniors in their quest to remain independent.

Now for the bad news: eastern filbert (hazelnut) blight has reached the Fraser Valley from Oregon and Washington and is wiping out our B.C. hazelnut industry which had been producing a million pounds of nuts a year. According to Joanne Will in the Tyee last month, hazelnut farmers are ready to plant recently developed blight-resistant trees but they desperately need financial help from the provincial government. One nut farmer says farmers are “willing to take the trees out, which is a huge cost, to re-level the land, and we’re willing to babysit that tree for five or 10 years. All we’re asking for is that they pay for the tree, which is $12, roughly … $1.2 million will put a thousand acres back into production.” Not a big sum, in the grand schemes of agricultural subsidies, particularly when we consider the potential of nut trees to contribute to agroforestry projects which could make us much more food self-sufficient in an uncertain future. u Marjorie Stewart is past chairwoman of the Nanaimo Foodshare Society.

Make city a blue dot on the map To the Editor,
Recently, the City of Nanaimo’s advisory committee on environmental sustainability requested two months to comment on the proposal of a ‘Blue Dot’ designation for Nanaimo. This designation, a David Suzuki Foundation initiative, would require council and staff decision making processes to consider our right to clean water, clean air, safe food, access to nature and our right to know when contaminants are being released into our environment. According to our city manager, changes need to be made to current city policies to enable this. In considering water protection we know that mature forests are the best filtration systems for drinking water. Clear-cutting contributes to runoffs that are high in turbidity and require more chlorine. Island Timber-
lands and TimberWest own the land which comprises the Jump Lake and South Forks watershed which supplies our drinking water. The provincial and federal governments have jurisdiction over forestry and mining activities. At any given time these lands could be repurposed or sold to foreign interests. Shawnigan Lake residents are dealing with the threat to their drinking water that could possibly happen here. Clear-cut land was repurposed for mining. Granite extraction left a quarry which the land owners have a permit to fill with contaminated toxic soil 15 metres from a tributary to the lake which provides their water supply. Victoria, Ladysmith and Vancouver own their watersheds. A Blue Dot designation for Nanaimo is a step in the right direction.

One of the most pleasant times one can spend in this town is to attend a Nanaimo Concert Band show. At the spring event, the Port Theatre was nearly full and the audience, enthusiastic. Director Gerry Klaassen is a consummate entertainer and the two-hour program whisked us through old movements to the
familiar contemporary geniuses. My heart swells with gratitude that the forefathers established the band in 1872. Many dedicated volunteers have kept it going, showcasing talent for over 140 years. Each of the approximately 50 band members is a facet of this precious jewel in our midst.

Cedar school revived by fair process To the Editor,
Re: Sports groups should share education costs, Letters, May 26. When Cedar residents wanted to use recreational facilities in Nanaimo, we had to pay extra. In the early 1970s, Cedar decided to build our
own facilities. Victoria was approached for funding, but we were informed Nanaimo had been collecting these funds for years. When the city was asked for reimbursement, we were told it was a clerical error. Harmac was

Re: Minister orders council quorum in Lantzville, May 28. Seemingly lost on all news outlets reporting the kerfuffle in Lantzville is that the four councillors who have resigned constituted a majority vote on council and could have enacted most any motion they so desired. They were voted in as a coalition with the support of Friends of Urban Agriculture Lantzville and from my vantage point, they were collectively a ‘one-trick pony.’ They have now all resigned providing incredibly vague reasons and innuendo to support their departure. Unfortunately, this coalition doesn’t have a handle on what is the important issue facing Lantzville – water. One of Mayor Colin Haime’s main campaign promises was to the fix the water agreement with Nanaimo. All Lantzville wanted was the ability to purchase bulk water from Nanaimo and purvey

that water, along with its own source(s), to existing customers and new developments designated in our OCP. What we currently have is an incredibly flawed memorandum of understanding that dictates to Lantzville where water is purveyed, what individuals or companies get water and when. I have seen water used as a weapon in the West for years, but this sets a new low for one municipality trying to coerce its neighbour. Without going into the specifics, this memo as written will cost Lantzville needless millions of dollars and not deliver the water to existing homeowners who need it and are willing to pay for it. Hopefully, with a new CAO who understands and can implement some leadership, and some new councillors who will be able to ‘cinch up their nappers,’ Lantzville can get to work on the important issues.

t a home nestled in Nanoose Bay, a group of children come together once a week to create beautiful works of art. They string together beads, arrange ribbons and organize feathers to create dream catchers. For Carrie Hohnstein’s seven home-
schooled children, it’s a break from their weekly routine of therapy sessions and homework assignments. “It is fun,” Hohnstein said. It’s all part of Emily’s Angels, a fundraising effort turned home-school program that began last year as a way to help Hohnstein’s
daughter, Emily, 7, who was born with spastic quadriplegia cerebral palsy. As a result of her condition, Emily, who had surgery to repair her hips in January, has a difficult time walking and could not accompany her family on hikes or walks in areas with uneven terrain. “A lot of trails we weren’t able to bring Emily, so she would always have to stay
back,” said Jessica McIntyer, an educator who works with the Hohnstein family. That’s when the Hohnsteins rallied together and began making angels and Christmas trees, which they would then sell at craft fairs. “We started making angels out of shells ... and we raised $5,000 from September until February,” Hohnstein said.

Musicians refuse to remain idle

IDLE OCEAN play the Queen’s on Thursday night.
Last summer, Nanaimo guitarist and songwriter Malcolm Beaton was searching for a singer. “It was at the point where I have all these songs, but I am not much of a singer,” Beaton said. That’s when the Dover Bay Secondary School graduate turned to Facebook and reached out to Malaspina Choir member and Nanaimo District Secondary School student Jasmine Walters. “He just messaged me on Facebook and was like, ‘hey, do you want to be in a band?’” Walters said. “So I went to his house and we started playing around and we actually turned out to be
pretty good.” It wasn’t long after that Beaton and Walters decided to form Idle Ocean, an “indie” sounding band. “Malcolm had the same style and same ideas and the way the we played together we just kind of clicked,” Walters said. On Thursday (June 4) Idle Ocean will be performing with Nick Begg and The River and The Road at the Queen’s. Idle Ocean was officially formed last July and within four weeks it played its first show at the Globe Hotel. Their current sound is described as “indie” and “very mellow.” “It has a coffee shop vibe to it,” Walters said. Following the show at the Queen’s, Idle Ocean will become a foursome by adding a drummer and a bass guitarist.

Beaton explained that the band has always wanted to be a foursome, but had troubles finding the right bass guitarist. “It wasn’t only finding a bass player, but finding a bass player that wanted to play our type of music,” Beaton said. With the additions, Idle Ocean, which is hoping to play more shows this summer, will begin experimenting with different sounds and styles. “Now it is starting to be more like a band with everyone in it,” Beaton said. Bagnall Robert Frederick
September 13, 1925 to May 21, 2015
R
obert Frederick Bagnall passed away peacefully at home on May 21st after a long and courageous battle with cancer with family and his loving wife Bettie at his side. Bob was predeceased by his first wife Natalie and his eldest son Marc. He is survived by Bettie (aka 99), his best pal and fun loving wife of 30 years; his sister Evelyn Mitchell; his children Brian (Liz) Linda and Sandra and his step children Liz (Brian) Bob (Colleen) Dawn (Gord) Debbie (Wayne), as well as many grand children and great grand children. Bob was born in Qualicum Beach where he lived until he graduated from high school. After high school he joined the ROTC program and graduated as a Civil Engineer. Upon leaving the Army Bob pursued a career in Civil Engineering until retiring from Eaton’s Canada in 1983. Bob and Bettie retired to Qualicum Beach where Bob pursued his passions of golf, gardening and woodworking. A Celebration of Life will take place from 11:00 am to 1:00 pm on Sunday June 21st, 2015 at Eaglecrest Golf Club, 2035 West Island Highway, Qualicum Beach. In lieu of flowers please consider a donation to either of Bob’s two favourite charities; the Salvation Army or the SPCA.
It is with saddened hearts the we announce that George passed away peacefully with his family by his side. Predeceased by his daughter Darleen and his 3 sisters Thelma, Myrtle & Gladys. He leaves behind his wife Dorothy Anne of 60 years, his daughter Christine (Larry) Barth and his son Stephen (Laura); his brother Joe. He is also survived by his grandchildren Brandon, Jennifer (David) and Laura; great grandchildren James, Jonathan & Janelle and several nieces and nephews. George was born in Nanaimo and worked for BC Telephone Company. He loved to camp and fish at Big Qualicum. His family would like to thank Dr. Jones for his care and to the Drs. and nurses in the ER at NRGH. There will be no service as requested by George.

June 19, 1919 – May 22, 2015 At 95 years, Ervin passed away peacefully at Nanaimo Regional General Hospital on May 22, 2015. He was predeceased by his wife, Maxine, in 2006 and granddaughter, Sheila, in 1975. Ervin will be remembered by his family; sons, Gale (Arlene) and Bruce (Joan); grandchildren, Layne, Rolanda, Cynthia, Barbara and Debra; four great grandchildren, Abigail, Andrew, Annaliese and Aidan; as well as numerous nieces and nephews. Ervin spent his early years in Gull Lake, Saskatchewan. Work with Revelstoke Building Materials took Ervin to Lethbridge and later to Vancouver Island, where he resided in Nanaimo on Metral Drive and finally at Berwick on the Lake for the past 13 years. The family expresses their appreciation to the staffs of Berwick, the VIHA home support services (Laurel Smith) and NRGH for their care of Ervin. Sr. B team wins ninth straight The senior B Nanaimo Timber men beat two of the league’s better teams to extend an impressive streak. The T-men defeated the Langley Warriors 14-6 on Saturday at the Nanaimo Ice Centre and then got past the Tri-City Bandits 9-7 on Sunday on the road. Nanaimo has now won nine straight in West Coast Senior Lacrosse Association competition. “We knew this weekend was going to be a tough weekend and a good test, but we looked at it as a good challenge,” said Mike Maughan, the team’s coach. Sunday’s win was par ticularly noteworthy, coming on the road against the defending champs. “We went over there with a strong lineup and started off really well, we got the first two goals of the game and then pretty much traded goals the rest of the way,” Maughan said. “Any time we faced a little bit of adversity and they kind of got close, we seemed to answer back.” R yan Forslund’s hat trick led the way offensively, Jon Diplock had a goal and four assists and Travis Mickelson dished six assists. Cody Boon scored a pair, including one highlight-reel goal that he scored one-handed with a defender draped all over him. Nick Patterson made 34 saves. The day before, Diplock had three goals and three assists, Devon Casey also potted a hat trick, Mickelson had a goal and five helpers and Steve Higgs and Forslund scored two each. GAME ON … The T-men host the Royal City Capitals on Saturday and Sunday (June 6-7) at the NIC at 7 p.m. and 4 p.m., respectively.

The Timbermen couldn’t keep up their winning ways against the league’s best team. The Nanaimo Timbermen were defeated 12-7 by the New Westminster Salmonbellies on Sunday at Frank Crane Arena. Nanaimo had a good start, leading much of the first period, but had some penalty trouble and couldn’t quite get in synch in any facet of the game. “New West outworked us, they out-loose-balled us and they pressed us a lot tonight and the guys just didn’t have an answer to what they were doing,” said Dave Bremner, assistant coach. He said on defence, the T-men were getting spread out too far and were forced to stick-check because they were out of position. Offensively, the Timbermen couldn’t get to the front of the crease consistently, apart from Cayle Ratcliff, who scored four goals. “It’s a physical game and it’s a physical league…” he said. “We’ve got to sacrifice ourselves a little bit more; we’ve got to be willing to take the lumps.” Ratcliff, the team captain, said Nanaimo needs to be the hardest-working team to win. “Tonight we weren’t and we got burned for it,” he said. “An early lesson in the season and now we’ve got to respond.”

The assistant coach said there isn’t anything wrong with losing, provided the team learns from it. “The guys are actually pretty positive for the most part,” Bremner said. “We didn’t play as well, so we have a lot of things we can change, a lot of things we can work on and we’ll be better.” Cody Bremner scored two goals for the T-men and Mac Johnston had the other. Logan Schuss had a goal and six assists for the ’Bellies. T-men goalie Zak Boychuk was relieved midway through the
game by Peter Dubenski. Shots ended up 47-39 in favour of New West. The teams play a rematch Thursday (June 4) at Queen’s Park Arena, so the T-men need to make the most of their practice, said Ratcliff, to try for a different result. “It’s a huge battle when you play these home-and-homes,”

Athletes in any sport try to peak for playoffs. Mikayla Eby did exactly that, and it carried her to a national championship. T h e t e e n f ro m Nanaimo’s Brechin Lanes, already B.C. champ, practised last month by facing her dad Shawn in match play three days before leaving for nationals in Toronto. Not only did she roll a personal best of 378, but she made eight strikes in a row, winning a bet with her dad, who had promised her a trip to Disneyland if she could accomplish the feat. So she was at the top of her game when she arrived in Ontario. “I was very excited, but nervous,” she said. “You have lots of butterflies. It’s dif-
