Hats off to the J.L. Crowe Secondary School’s 2015 graduating class. The annual graduation ceremony was held Friday night in the Cominco Arena kicking off a weekend of festivities.
Grad class reminded to be ‘bold and unconquerable’ BY LIZ BEVAN Times Staff
J.L. Crowe Secondary School's 177 graduates walked across the stage on Friday night, symbolizing the end of high school and the beginning of something new. One by one, the grads were given their diplomas and scholarships as parents, friends and family hooted and hollered from the stands in the Cominco Arena. Friday's cap and gown ceremony kicked
off J.L. Crowe grad weekend as each graduate was given their diploma, had their tassel moved to the other side of their caps and got a chance to share the end of their public school journey with their loved ones and peers. This year's valedictorian, Jacob Verhelst, commended the graduates on their perseverance over the last five years, and looked towards the future, asking the students to remain “unconquerable.” “A wise person once said, live in the
present, the past has its lessons that you have learned and is long gone. So leave it behind you and focus on the future that you have in front of you,” he told the crowd. “There will be times when it seems like the world is against us. When our well-thought-out plans can change, where the task seems impossible, but we have learned to adapt. Our paths to our goals may not be clear straight lines. That is why we need to believe in ourselves. We have to
remember to be bold and unconquerable.” He put on a pair of neon-coloured sunglasses and in closing, told his fellow graduates, in the words of singer Lady Gaga, “Do not allow people to dim your shine because they are blinded. Tell them to put on some sunglasses.” His inspirational message was complemented by this year's guest speaker, Alysha Baker and her words of experience and advice. See HARD, Page 2

Hard work and focus leads to success: Baker FROM PAGE 1 She graduated from J.L. Crowe in 2008 and is now a PhD candidate in forensic psychology at the University of British Columbia at only 24 years old. Her message to grads promoted the value of hard work and focus, encouraging them to follow their goals, and put in the necessary effort.

“As I look back, I couldn’t help by think that I have always been working and I don’t mean it in the aimless and mindless sense of doing work,” she told the grads looking back on her path to where she is now. “Every stage in my life I was always working towards something. Working hard and being focussed is key in ensuring success, regard-
less of context. “Although I am fairly smart, I am nowhere near the smartest kid in the class – not even top five – but I worked hard to be competitive in every aspect of my life with those who were naturally talented.” Baker told the grads that there was nothing stopping them from being as successful as they wanted to be, as
long as they put in that hard work. Once the speeches were finished, the scholarships handed out and the diplomas distributed, the J.L. Crowe graduating class of 2015 threw their caps in the air in the graduation tradition as the audience whistled and clapped for the end of their high school careers.

Dry weather means lower water levels on Arrow Lakes By Alex Cooper
further south you go. In the United States, there’s pretty much no snow. So, why won’t the Arrow Lakes reach full pool? That’s because a lot of the precipitation that fell before April has already run down the mountains, through the reservoir, and out to the Pacific Ocean. Because it was so warm this winter, snow fell as rain, so rather than accumulate and melt out in spring, it just ran straight into the river. “All that runoff, we were not able to capture it in Arrow, unfortunately,” McCann told me. One chart exemplified the problem. It showed water levels hovering around normal through early February, only to plummet downwards by June. The water wasn’t captured in the Arrow Reservoir because for a while it looked like a normal year. Up north, some water was held back in the Kinbasket Reservoir and it is expected to reach full pool in mid-August. The Arrow Reservoir is expected to peak this weekend, at around 432 metres elevation. Normal full pool is about five metres higher. McCann said they will keep generating power at Mica Dam in order to keep Arrow levels up. He said they hope to keep the Arrow Reservoir at around 420 metres for most of the summer. Recreation is the main reason BC Hydro tries to keep reservoirs levels up in summer, said McCann. “People can’t use their docks, there’s beaches where people have to walk a kilometre or two to get to the water,” he said. “It impacts tourism on the lake.” Ecologically, it’s good for nesting birds, but it could impact fish spawning. The dry conditions shouldn’t impact power generation. McCann said that due to the U.S. being so dry, power prices are up, so BC Hydro will be generating power consistently and won’t have to spill water. “There’s not going to be a shortage of power in the province,” he said. “We still have lots of water at present for that. If this prolonged draught goes on for a few years, then we’ll start to see some problems.”
Revelstoke Times Review
It’s good news for birds and beach lovers, bad news for those that want to get into the water. Dryer than normal weather that reached near-record lows for rain in May means the Arrow Lakes won’t reach full pool this year. That’s good news if you like to play on the Columbia River Flats, most of which should stay dry. It’s also good for nesting birds, who won’t see their nests get inundated. It’s bad news for boaters, who might not be able to use their docks. Beaches might be supersized, which is good if you just like to tan, but bad if you actually want to get into the water. It could be bad for fish looking to spawn — they might not be able to get into their normal spawning channels due to the low water levels. All of this is a result of a draught leading to 2015 being the third driest year in the Columbia Basin since record keeping began in 1960. That was the message conveyed by BC Hydro, who hosted an open house on this year’s reservoir operations at the community centre on June 11. They had a series of poster boards filled with graphs, charts, infographics and maps, and two people from the operations centre in Burnaby were on hand. I was given an explanation of the situation by Peter McCann, a resource coordinator for the utility. Across the entire basin — Canada and the U.S. combined — there is 69 per cent as much water as normal, he told me. In Canada the situation isn’t too bad, but across the border, they’re facing draught conditions. It’s the driest year since 2001, when water levels were 61 per cent of normal. BC Hydro begins its water year in October. Overall around Revelstoke, it was actually wetter than normal until March. But then, April and May were extremely dry. Precipitation in May was about half the normal level. Snowpack levels are slightly below normal in most of the Revelstoke area, but shrink the

Man pleads guilty to robbing gas station By Betsy Kline Castlegar News
A Castlegar resident has pleaded guilty to a June 6 robbery of the local Husky station. Aaron Michael Ryan Lich, 29, appeared in Nelson provincial court last week. Lich was denied bail and will remain in custody. The case was put over until July 22 in Castlegar for a pre-sentence report. According to RCMP, Lich entered the store and browsed inside for several minutes
before threatening to produce a weapon, demanding money and then fleeing with an undisclosed amount of cash. He was apprehended a short time later. Husky manager Happy Singh said only one employee was at the store at the time, who was frightened after the robber stated he had a knife in his pocket. “The employee got scared, so obviously, the employee opened the till because he wanted to save his life,” said Singh. “So he

opened the till and the man got all of the money from the till except for some coins.” Singh also explained that police quickly arrived on the scene, took a statement from the employee, collected evidence for fingerprinting and reviewed security tapes. He found out the next morning that they had already caught the suspect. “Our employee is good. No life is gone. Everything is fine, just the money is gone,” said Singh.

Jane Fonda boosts opposition to Kinder Morgan’s pipeline THE CANADIAN PRESS VANCOUVER - In 1970, Jane Fonda was arrested while marching with indigenous people during the occupation of Fort Lawton in Seattle, Wa. Forty-five years later, the Academy Award-winning actress says she’s willing to be placed in handcuffs again while defending British Columbia’s coast from oil tankers. “I have a hit TV show now. If I get arrested it’ll bring even more attention to the issue,” Fonda deadpanned in an interview with The

Canadian Press. “I hope I get arrested.” Fonda, currently starring in the Netflix comedy “Grace and Frankie,” was in Vancouver on Saturday to speak at a Greenpeace rally. Protesters at the “Toast the Coast” event were planning to demonstrate against oil sands development, tanker traffic and Arctic drilling. The tenacious activist said she stands with local First Nations who have opposed Kinder Morgan’s proposed Trans Mountain pipeline expansion, which

1913
Kathleen was born in Northern Ireland to Tom and Annie Millar. She arrived in Canada in 1930 along with her mother and sister Emily, to join their father and brother Alec, in Trail B.C. Kathleen met and married her first husband David Benton in 1932. They raised their two children in Trail. Sadly, David passed away in 1955 at the age of 50. She then met and married her second husband, Herb Jacobs, in 1967 in Trail. Herb and Kathleen moved to Oliver after retiring in 1970 and enjoyed their years together golfing, traveling and exploring the Okanagan Valley. Kathleen lost her husband Herb, in 1980. Being the strong woman she was, she spent a happy and busy time tending her flowers, especially her lovely roses, playing bridge with her many friends, giving of her time to the Sunnybank Auxiliary, (especially the bake table), driving her car until the age of 98 and generally living her life to the fullest. Her last four years were spent in McKinney Place and Sunnybank Centre in Oliver B.C. Her husbands, her parents, her sisters Emily and Annie, her brothers Tom and Alex, her stepdaughter Muriel and her husband Ray, five brothers-in- law, four sisters-in-law, one niece and one nephew predeceased Kathleen. Kathleen is survived by: her son Lester (Evelyn) in Nelson; her three grandchildren, Danny (Bernice) in Osoyoos, Donald in Ontario, and Deborah (George) in Kelowna; her four great-grandchildren, Christine, Christopher, Brianna and Noah and her great-great- grandchild Shaelyn; her daughter Lucille (Melvin) in Kimberley, her grandchildren David (Michelle) and great-grandson Kyus in Cranbrook, Robin in Vancouver and stepson Art in Calgary, AB; her stepdaughter Doreen (Merve) Cronie, their two children Wendy and grandchild Kendall and Barbara (Kevin) and grandchildren Ryan and Erin as well as four more grandchildren Karen, Kenny, D.J. and Marilyn all residing in the U.S.A. would lay almost 1,000 kilometres of new pipe along an existing line from Edmonton to Burnaby, B.C. If approved by the National Energy Board, the project would triple the pipeline’s bitumencarrying capacity to 890,000 barrels a day and increase the number of tankers in Burrard Inlet seven-fold. “I don’t think it’s going to happen,” said Fonda. “What is just so moving to me is that it’s First Nations people who are at the front lines of stopping the expansion and stopping the pipelines. “Of course, oil companies are still trying to push them through and they will continue to try. First Nations people - with a whole lot of us standing behind them and alongside them - are going to try to stop it and I think we’re going to succeed.” The 77-year-old star said she was inspired by Canadian author Naomi Klein’s latest book, “This Changes Everything,” which targets climate change as the era’s most pressing issue. “It absolutely racked me and brought me back to the barricades. I’m going to commit the rest of my life to stopping global warming by preventing fossil fuels from being extracted,” said Fonda. She said development of the Alberta oil sands must stop, adding that she hopes Canadians signal their opposition to the industry at the next federal election. Fonda wants to be on the “right side of history” when it comes to fossil fuels. “Committing the rest of my life is no big deal, I don’t have that much left,” she quipped. “But my grandchildren have a lot left and I want them to be able to feel proud of me, to feel that ... I did every possible thing to make their world a livable world.”

Bono
U2 singer meets with leaders in Ottawa
THE CANADIAN PRESS OTTAWA - U2 frontman Bono kept a low profile in Ottawa on Monday, avoiding photo ops or major announcements in favour of private chats with Prime Minister Stephen Harper and his Liberal and NDP rivals. The Irish rock singer’s visit sparked another round in the political debate over the Conservative government’s development policy, which has focused on maternal and child health, while freezing overall development spending. Bono remained above the fray, striking an upbeat note as he arrived on Parliament Hill repeating his mantra of “the world needs more Canada.” “Development assistance, or foreign aid as you call it here, is a really good way of showing who you are to the rest of the world,” Bono said, surrounded by fans and well-wishers. Fresh from a show in Montreal, Bono first went to the National Arts Centre near Parliament Hill to discuss foreign aid with several non-governmental organizations. He is the co-founder of the international organization, ONE, which aims to eradicate extreme poverty and preventable diseases in places such as a Africa. “It’s my hope that Bono’s visit will boost Canadian awareness and engagement on international development priorities,” said Michael Messenger, president of World Vision Canada, who was at the NAC meeting. “Today’s discussions underscore that we can-

not work alone - success and innovation happen when we’re all at the table, committed to improving the lives of children.” Bono met Harper to talk about maternal and child health projects in Africa and elsewhere. The Prime Minister’s Office says the rockeractivist requested the meeting. Bono also met NDP Leader Tom Mulcair and Liberal Leader Justin Trudeau. Harper has committed $3.5 billion over five years toward the maternal and child health cause, his signature foreign-aid initiative aimed at reducing deaths among newborns and their mothers in the developing world. But the NDP criticizes Canada’s overall aid spending, which has fallen to 0.24 per cent of GDP, well below the 0.7 per cent target set by the United Nations. The Harper government froze aid spending five years ago and the most recent budget did not reverse that trend. NDP foreign affairs critic Paul Dewar said Bono’s 30-minute meeting with his party was positive and focused on the party’s development goals, which include a commitment to the 0.7 per cent target. “One critique he had was the lack of focus on extreme poverty and that’s something he said he was going to be pushing the prime minister on,” said Dewar. International Development Minister Christian Paradis said the government was “very happy to welcome a good philanthropist like Bono here” as he touted the government’s aid focus on mothers and children. 2003 HYUNDAI TIBURON GT: 100,000kms, V6, 6spd, power everything, silver, never winter driven, incredible condition, $10,000.

Tories use final chance before election to introduce new bills born to die THE CANADIAN PRESS OTTAWA - They are government bills born to die. The Harper government has stuffed the legislative pipeline with newly introduced bills in the past two weeks, despite being well aware that those proposed laws are dead in the water. Seven of 10 new bills introduced so far this month and sponsored by Conservative ministers are stalled. They range from a new national marine conservation area for Lake Superior and the Georges Bank Protection Act, to motor vehicle safety amendments, copyright changes, new mandatory minimum sentences for gun crime and changes to the Controlled Drugs and Substances Act. With seven or fewer sitting days remaining before the House of Commons rises for
the summer recess, the bills can’t possibly be passed before the break. And a looming election call - guaranteed by the Conservatives’ fixed election date law - will wipe clean the legislative slate before MPs sit again next fall. All unpassed bills automatically die when Parliament is dissolved. “I’m sure the honourable members and Canadians will have noticed that we have been bringing forward a number of pieces of legislation in recent days and we will continue to do so for the days to come,” Peter Van Loan, the Conservative House leader, told the House of Commons late last week. “Together they form the beginning of a substantial four-year legislative agenda which our Conservative government will begin to

Audit council says B.C. justified for ousting local government auditor THE CANADIAN PRESS VANCOUVER - A five-member oversight panel in British Columbia is justifying its recommendation that the provincial government fire its former auditor general for local government, citing a string of broken promises, reports of unprofessional behaviour and an unwillingness to work collaboratively. Through documents filed in the province’s supreme Court, B.C.’s audit council fired back after former auditor general Basia Ruta filed a lawsuit against the group alleging wrongful dismissal. In its response, the council said that it recommended Ruta’s removal only after it “had lost all confidence” in her ability to act “effectively and credibly.” Two month’s after her dismissal in March of this year, Ruta filed a petition against the council, as well as the province and Minister of Community, Sport and Cultural Development Coralee Oakes. Ruta said in her lawsuit that she wasn’t given a chance to respond to the allegations before being dismissed, finding out only later through the media that she had been removed with cause. The audit council maintained it had engaged in “an extensive and ongoing dialogue” with Ruta, through which the council had raised concerns over her repeated failure to deliver promised audits on deadline. The council also alleged that Ruta had created a procedural deadlock, which prevented it from ful-
filling its responsibility to monitor her performance. Ruta’s dismissal came after she criticized the government’s decision to appoint Chris Trumpy, a former deputy minister, to review her work. She raised concerns over his impartiality. She said at the time the legislation governing her office maintained that any review must be done by a “qualified and truly independent person.” In its submission to court, the council described a pattern in which Ruta would set overly ambitious targets before failing to meet them. It said she pushed back deadlines repeatedly. In court documents, the group said it was “becoming increasingly frustrated with (Ruta’s) unwillingness or inability” to provide timely updates and information. The council also alleged that Ruta routinely showed an unwillingness to work collaboratively, whether by failing to co-operate in a performance assessment or refusing to share legal advice. In her suit, the former auditor argued that the audit council’s activities were beyond the scope of its mandate. Her allegations were reinforced in late 2014 when the Ministry of Justice responded to Ruta’s request for legal advice by writing a letter to the council saying that it was indeed overstepping its jurisdiction. The Liberal government created Ruta’s position in 2012 to help city and municipal governments improve their operations.
tackle under the prime minister’s leadership after being re-elected on Oct. 19.” Not everyone is sold on the merits of introducing new bills in the waning moments of a four-year majority mandate, in the full
knowledge they’ll have to be re-introduced from scratch (or not) in a new Parliament. But the placeholder bill may be just another tactic that’s come to stay as a result of having fixed election dates. “This government is just scrambling to throw something out, so I imagine Mr. Harper has something to say in the (election) debates: ‘Oh, in the last couple of days of Parliament, we put forward a bill on that,”’ said Peter Julian, the NDP House leader. “It’s showing profound disrespect for Canadians, and it shows the utter incompetence of this government.” The NDP has been tracking the number of times the Conservatives have used tactics to cut short debate on legislation, and last week with the government’s latest omnibus budget bill it hit 100. Bill C-59 will be passed this week. Rolling out placeholder legislation while curbing public debate of complex bills, said Julian, continues “a pattern of legislative
abuse and incompetence.” Liberal MP Marc Garneau called it “a bit of hubris” for the Conservatives to start laying down legislation now that they’ll only have to re-introduce next fall should Canadians choose to renew their mandate. “Nature abhors a vacuum and I think that they feel that they have to sort of show Canadians that they’re still moving forward with things,” said Garneau. And just because a majority government launches a new bill, doesn’t mean it will pass it, even if time permits. Two, high-profile Conservative criminal justice bills dealing with “life-meanslife” sentencing and
deporting “foreign criminals” - introduced in March and May respectively with much fanfare - haven’t advanced and are also dead bills walking. Meanwhile, parliamentarians are racing this week to wrap up “Quanto’s law,” a bill that increases penalties for those who harm service animals. The much-hyped legislation was promised in the Conservative government’s October 2013 speech from the throne. Amid the flurry, there’s still been nothing but silence from the government on a promise to begin public consultations on medically assisted death - the Supreme Court of Canada gave Parliament one year to address.

Was the senate audit worth the price?
C
onsider me one of the millions of Canadians offended by the Senate spending scandal. But it’s not for the reason you might think. The auditor general spent $21 million on this investigation, and found less than $1 million in questionable expenses – out of $180 million worth of expenses investigated. So we, the ever-patient, ever-indulgent taxpayers, spent $21 million to find out that 0.5 per cent of Senate expenses were questionable. Should we be outraged? Yes, by the dollar cost of the investigation and by the cost to the reputation of Canada’s upper house. The Senate’s expense rules seemed fuzzy at best, and downright muddled at worst. Many of the 30 Senators named in the report have already written strong defence statements, stat-
ing that they believed these to be simple administrative errors, or that the Senate rules, as they stood at the time, allowed the expenses. Was there premeditated wrong-doing? It’s quite easy to say, yes, there was. There are three senators facing charges, with another nine being referred to the RCMP. There are also 21 senators and former senators named who were referred to the Internal Economy Committee. However, 12 of these senators were reported for questionable expenses of under $11,000. Perhaps much of it comes down to a grandiose sense of entitlement. Anyone who overnight becomes known as “The Honourable Senator” to everyone around them is bound to develop a somewhat grandiose sense of self.
LEE
TUNSTALL Troy Media
Add to that staff members who are often young and easily impressed by the aura of power that surrounds the Senate, and I doubt anyone would not feel a bit more selfimportant than the “great unwashed.” This is not a unilateral defence of the Senate. There was a distinct need for expense reform within the Red Chamber. And perhaps it was necessary to bring in a third-party body to expose irregularities and enforce the
Senate to tighten up its own rules. It may have been the only way. But it was also an incredibly pricey way. The cost to Canadian taxpayers seems out of ratio with the benefit we will receive. And the Senate – which has actually done some very good work in researching and advocating for important social issues (palliative care, mental health, etc.) but is terrible at communicating this good work and impact – will be irreparably damaged for years, perhaps decades to come. Or perhaps this will be a tempest in a teacup and will blow over, just as many other spending scandals have in the past. Remember the Tories’ $50 million G8/G20 spending spree in Muskoka? But we do know that pricey audits and commissions can have real political consequences. The
Liberal Adscam scandal led to the $14 million Gomery Commission. In the end it found that $3.75 worth of spending was untendered or not completed, with $1 million of that ultimately repaid. And we all know the price former Prime Minister Paul Martin paid for that enquiry. In reality, it may be the egregious lack of accountability and inflated sense of entitlement that we are most offended by. Will that change in any way if the Senate tightens up its spending rules? In the end, it is up to each and every one of us who has paid for the audit to balance whether or not it was money well spent. If this is the going rate for such reforms, I, for one, vote no. years into its term as the reigning superpower – and you are probably assuming that I am now going to speculate who gets the crown next. Wrong on two counts. First of all, it’s a thorny crown, and nobody in their right mind would want it. The relevant statistic (which hides in plain sight) is that the more powerful a country is, the more wars it fights and the more people it loses. More power doesn’t give you greater security; it just gets you into more trouble. Secondly, about half the time there is no undisputed top dog. That was the situation for the century 16001700, when Spain was in visible decline but France was not yet ready to assume the mantle of sole superpower. It was equally true in 19451990, when nuclear weapons (the great equalizer) meant that the United States and the Soviet Union were co-equal superpowers even though the US economy was far bigger than the Soviet one. And now, with the American superpower allegedly in decline, there is obsessive speculation about when China will step in and take over the role – or might it turn out to be India instead? As though it were still the early 19th century, when France was going down and Britain was taking over. It isn’t. Military power doesn’t deliver the goods any more. The United States has lost almost every war and mini-war it has fought in the past 50 years (except Grenada and Panama), even though it accounts for around half of the planet’s spending on defence. In the present global strategic environment, decisive victories are about as rare as unicorns. This is not necessarily a bad thing. In fact, it is probably a good thing. Victory is a much over-rated concept. Gwynne Dyer is an independent journalist whose articles are published in 45 countries.
Rules needed when money is free
An editorial from the New Glasgow News And this is the political body of sober second thought? The average Canadian on a drunken spree couldn’t spend money like these guys. Auditor general Michael Ferguson’s comprehensive audit of senators’ spending has revealed what should be a lot of eye-openers – if people hadn’t already had a good idea of what was coming. What’s more, the revelations show lax rules regarding expense claims were in place with self-monitoring – they basically made it up as they went along. So much for finding Mike Duffy, the suspended senator currently on trial, guilty of breaking any rules. It’s looking more and more like he was just
following routine. It’s all fun and games until somebody gets caught. Then at that point we look for ways to shut the stable door after the horse is gone. Nova Scotians will remember the spending scandal involving provincial legislature members that hit just as the NDP were taking office. The excesses were carried out by members of all parties, so again, a case of loose rules and people carrying off unguarded loot. But at least the government at the time made moves to close some loopholes and to make the spending transparent, in fact, transparent on an ongoing basis. That’s the way it should be. This recent audit was invited by the Senate – we can assume
primarily by those senators who had nothing to hide. The report identifies $991,917 in questionable spending, involving 30 current or former senators, with nine of the cases referred to the RCMP. In the meantime, Ferguson has noted the House of Commons has yet to invite him to make a similar audit of personal expenses chalked up by members. The NDP and Liberals have said they would support such a move; the Conservatives so far don’t go along with it. We’ve got a culture of entitlement in place here, with the tab picked up by taxpayers. How any politician or party could hesitate before a proposal to open up these expenditures for the public to see is beyond comprehension.

Kokanee population low at Kootenay Lake By Trevor Crawley Cranbrook Townsman
There has been a significant decline in the Kokanee population out at Kootenay Lake near Creston, but a team of provincial biologists has completed a review with recommendations to tackle the issue. The team, which includes staff from the Kootenay Trout Hatchery, Ktunaxa Nation Council and
the B.C. Wildlife Federation, developed a set of priorities ranging from high, medium and low. High priorities included reducing the kokanee quota from 15 to 0 per day, while increasing the quota for Gerrard trout—a natural predator— from two to four fish per day. Other high priorities include working with the Freshwater Fisheries Society
“For example, the number of Gerrard rainbow trout spawning in each of the six years between 200914 was unprecedented in the historical record since 1960. The kokanee population of Kootenay Lake supported these predators for a period of time, but eventually were unable to sustain the predation pressure and dropped rapidly in abundance from 2012 to 2014.” Jeff Burrows
of B.C. (FFSBC) to collect five million Kokanee eggs and to raise an additional 500,000 for release in the spring of 2016. There are also a laundry list of medium and low priorities, which range from increasing Bull trout daily quotas and allowing more than two rods per person out on the water to actions such as stream habitat improvements.

“Basically, actions like regulation changes will increase the number of kokanee spawning (directly through no angler harvest, and indirectly through angler removal of kokanee predators) this year, and the next few years, and increase the number of kokanee eggs incubating to produce additional fry as a building block for recovery,” said Jeff Burrows, a biologist with the Fish and Wildlife branch of the Ministry of Forests, Lands, and Natural Resource Operations. Kokanee spawning numbers plummeted in 2014 after a recent maximum had been recorded three years previously. The review from the provincial team concluded that the most dominant contributing factor was the large number of Bull trout in Kootenay Lake that preyed on the Kokanee population, said Burrows. “For example, the number of Gerrard rainbow trout spawning in each of the six years between 200914 was unprecedented in the historical record since 1960,” he continued. “…The kokanee population of Kootenay Lake supported these predators for a period of time, but eventually were unable to sustain the predation
pressure and dropped rapidly in abundance from 2012 to 2014.” Complicating numbers was the discovery of a virus—Infectious Hematopoietic Necrosis (IHN)—in 2013 that affects the survival rate of newly hatched or juvenile forms of rainbow trout and various salmon species. IHN is not harmful to adult fish and egg-to-fry survival rates have remained normal despite identification of the virus in adult spawners. The ministry doesn’t anticipate IHN will affect kokanee survival rates in the long-term, but are continuing to monitor the fry leaving the Meadow Creek spawning area. The Kootenay Trout Hatchery contributed to the review with staffing and expertise. “With the Kootenay Trout hatchery, the Eastshore Freshwater Habitat Society and the help of local high school students, we have already released 95,000 kokanee fry to Crawford and Hendryx creeks in May,” noted Burrows. “And this fall, the FFSBC will undertake to collect several million kokanee eggs from other locations in B.C. to outplant in suitable Kootenay Lake tributary locations, and as fry next spring.”

Senior and AA Orioles host mini-series at Butler BY TIMES STAFF It was a good weekend of baseball for the Trail AA Orioles and Senior AM Ford Orioles that took to Butler Park to play a series of exhibition games with the Northeast 49ers from Chewelah. After dropping a pair of games 9-8 and 9-1 to the 49ers on Friday and Saturday, the AA Orioles would ride a strong performance on the mound from Colton Miracle to earn a 5-3 victory on Sunday. The 49ers led the match 2-1 after two innings but a four-run rally in the third sealed a lead the O’s would not relinquish. Joe Gagnier led off the inning with a walk, and after a fly-out to short, three consecutive singles from Austin Tambellini, Tyler Atkinson and Derek Green would give the AA team a 3-2 lead. Nathan Soukeroff then stepped up and pounded a double into left centre to plate Green and Atkinson to make it 5-2 Trail. The 49ers scored an unearned run in the bottom of the seventh but that was as close as they would get. Miracle would shut the Northeast bats down the rest of the way, giving up just six hits through seven, while striking out five for the victory. Soukeroff went 3-for-3 with two doubles and a walk, while Gagnier was 2-for-3 with a double.
Umpire Scott Calvin gives an emphatic safe sign to the Trail AM Ford Orioles runner after a close play at home plate. The run would spark a seventh inning rally that erased a 4-2 deficit on the way to a 12-4 Orioles victory over the Northeast 49ers on Saturday night at Butler Park. In the previous match, the scored seven runs in the fifth to plate with two walks, two RBIs and 49ers broke open a close 2-1 game, take a 9-3 lead. Trail closed the two runs scored. scoring seven runs in the final gap and rallied for three runs in Meanwhile, the Sr. Orioles three innings to give Chewelah the eighth inning to make it 9-8 swept all its matches doing most the 9-1 victory. but could not score the tying run. of the damage in the late innings On Friday night, the 49ers Brendan Makay went 2-for-3 at the to cruise to 12-3 and 13-4 victories
over the AA Orioles, and 12-4 and 8-1 wins over Chewelah. The Orioles trailed the 49ers 4-2 on Saturday heading into the top of the seventh inning, however, the O’s would plate 10 runs on the strength of a run scoring double and a grand-slam home run by slugger Kyle Mace in his two appearances at the plate in the top of the seventh. A similar scenario ended the 12-3 match with the AA Orioles the same morning. Tied 3-3 heading into the seventh and final inning, the Sr. O’s would plate nine runs to cruise to the 12-3 victory, where Mace singled and homered in his two at bats in the final inning. The Orioles were missing much of their regular line up through the weekend but young recruits performed well for the AM Ford Orioles. A big weekend of baseball is on the horizon for both the AA Orioles and Senior Mens O’s. The AA Orioles open its Washington State American Legion play with a doubleheader on Saturday against Lewis and Clark at 11 a.m. and 1:30 p.m. The AM Ford Orioles will play a four-game tilt against the Northwest Honkers from the PIL. The teams play a doubleheader Saturday at 4 and 6 p.m. and Sunday at 10 a.m. and noon at Butler Park.
CRANBROOK TOWNSMAN The Osoyoos Coyotes hosted the Kootenay International Junior Hockey League’s annual general meeting June 6-7. According to Phil Iddon, vicepresident of the KIJHL’s Eddie Mountain Division, discussions stretched from expansion to discipline and scheduling, leaving no shortage of interesting news coming out of the league’s annual gathering. EXPANSION: Both Quesnel and Williams Lake have been home to BCHL Junior ‘A’ franchises over the course of time, but as it stands, both markets sit empty without any junior hockey to speak of. According to Iddon, that reality could change in the near future. Potential ownership groups in both Quesnel and Williams Lake have expressed interest in joining the KIJHL as expansion
franchises in recent years, a topic which was discussed in length at the league AGM. “Those are prime markets that once supported Junior ‘A’ franchises and are much larger than the average-size market,” Iddon said. “The communities are much more diversified, much greater population bases. “They would be very strong markets and I think they will have some form of [junior] hockey up there, one way or another. Basically, they’re just on the outside edges [of the KIJHL’s geographical footprint]. “I think at least one of [Quesnel and Williams Lake] will apply for expansion status and to come into the league next year.” As it stands, the largest markets in the KIJHL exist in Spokane, Wash. (population of 208,916), Kelowna (117,312) and Kamloops (85,678). The smallest markets in the
According to Iddon, the intent of this new disciplinary ruling is help protect small-market teams that often see players refusing to report and end up dealing said player in exchange for little to no return. It is expected that the KIJHL will propose this rule to B.C. Hockey as an item to be be adopted by all three B.C. Junior ‘B’ leagues (KIJHL, Pacific Junior Hockey League and Vancouver Island Junior Hockey League). “Some markets don’t even get a chance,” Iddon said. “The kid just says, ‘I’m not going. I’m going somewhere else.’” CHAMPIONSHIP REMAINS BEST-OF-SEVEN: Following the 2015 Cyclone Taylor Cup, conversation picked up regarding the length of the KIJHL regular-season schedule and how many playoff games KIJHL teams play in comparison. See LEAGUE, Page 12

KIJHL AGM tackles a variety of tough issues league exist in 100 Mile House (1,886), Sicamous (2,441), Chase (2,495), Princeton (2,724) and Invermere (2,955) with the average market size in the KIJHL at approximately 5,156. Both Quesnel (10,007) and Williams Lake (10,832) come in well above the league’s average market size. With both Quesnel and Williams Lake sitting on the edge of the current KIJHL geographical footprint, any potential expansion into either or both markets may bring about other changes within the structure of the league. Iddon suggested the inclusion of either Quesnel or Williams Lake could result in a realignment of divisions within the league. The 100 Mile House Wranglers is the KIJHL’s most northern franchise and presents the nearest team to Williams Lake (approximately 95 km) and Quesnel
(approximately 210 km). The KIJHL constitution states the minimum expansion fee is set at $150,000 at the discretion of the board of governors. The deadline to apply for a KIJHL expansion franchise is Dec. 1. 30-DAY SUSPENSION: The KIJHL has introduced a 30-day suspension for players traded and failing to report to their new team. “That’s a tough one, because you never want to see a kid not play,” Iddon said. “But what happens with texting, Internet, email and all that, there’s a whole lot that goes on behind the scenes in attracting players to a program. “Players have the ball in their court…It’s easy to attract kids in a prime market. “Right now, if [a player] says they don’t want to go somewhere [after being traded], we don’t really have any teeth that says the kid has to go there.”

Papp said there was a similarly strong market for the New York Rangers in last year’s final at Madison Square Garden. Game 6 is expected to be the highest-selling Blackhawks game in StubHub history, which is understandable because the team hasn’t had an opportunity to lift the Cup on home ice since 1971. It last happened in 1938. “There’s only a few (U.S.) markets that I think it can possibly happen,” Papp said. “Usually it’s one of the Original Six. I know last year the New York Rangers this was similar. Prices were going crazy for Madison Square Garden. There’s only a few markets: New York, Chicago, Boston, that would probably have this kind of demand for hockey.” Results of Game 6 were unavailable at press time.

the two teams that make it there are sacrificing the opportunity to make the dollars and chances are that’s where the travel is greatest because you’re going cross-conference. The least teams have the possibility of suffering while the travel expenses were the highest.” At the end of the day, the 2016 Cyclone Taylor Cup, to be hosted in Victoria, was pushed back a week from where it was scheduled in 2015 and KIJHL clubs opted to maintain the same playoff structure knowing there was set to be one extra week between the conclusion of the KIJHL championship and the opening of the provincial Junior ‘B’ tournament. This concerns KIJHL coaches, managers and ownership, as the team representing the league at the provincial Junior ‘B’ championship is often on few days rest while having played a significantly greater number of games than the opponents it stands to face at the Cyclone Taylor Cup. There was debate amongst KIJHL executives and team representatives how to address the problem. Options discussed included making the first round (division semifinal) a best-of-five series, the championship round a best-of-five series or leaving the status quo. “Do you make the first round a best-of-five? Then you penalize 16 teams that make the playoffs by giving them one less opportunity to draw [a home crowd] and make a few bucks,” Iddon said. “In the finals, only

FROM PAGE 11 While the issue was greatly debated, the voting membership of the KIJHL opted to keep the league championship a best-of-seven series. “Nobody plays as much hockey as the KIJHL does from Feb. 14 to April 1. It’s an insane schedule,” Iddon said. KIJHL clubs play a 52-game regular-season schedule, while VIJHL teams skate in 48 regular-season games and PJHL squads play a 44-game schedule. The 20-team KIJHL sees 16 teams qualify for the post-season, creating four best-of-seven rounds of playoff hockey and up to 28 post-season games prior to the Cyclone Taylor Cup. The PJHL and VIJHL each qualify eight teams for their respective post-seasons, which feature three best-of-seven rounds (up to 21 games).

THE ASSOCIATED PRESS LOS ANGELES — The dinosaurs are definitively back on top after “Jurassic World” had a Tyrannosaurus rex-sized opening that proved even bigger than expected. The film brought in a whopping $208.8 million in its first weekend in theatres, according to Universal Pictures on Monday. It’s the highest-grossing opening weekend of all time. Chris Pratt stars in the fourth installment of the popular series, directed by Colin Trevorrow. Internationally, the film grossed a similarly mighty $315.3 million, bringing its international total to a record $524.1 million. “Marvel’s The Avengers” had previously held the domestic all-time opening weekend record. That film opened to $207.4 million in 2012. It has been 14 years since there has been a new “Jurassic” film in theatres, and the combination of cinematic grandeur, nostalgia and awareness helped “Jurassic World” far surpass analyst predictions going into the weekend, which had the film on track for a $125 million opening. “This over-performed in a way that I’ve never seen,” Rentrak’s Senior Media Analyst Paul Dergarabedian said. “It broke the box office sound barrier.” Universal Pictures and Legendary cofinanced the $150 million, PG-13 rated film. Audiences in every quadrant turned out to see the film in theatres. According to exit polls, 39 per cent were under the age of 25, signifying the massive interest of both a new generation and the continued enthusiasm of those who saw “Jurassic Park” in 1993. “Jurassic World” is just the latest hit for Universal in 2015, following “Fifty Shades of Grey” and “Furious 7.” No studio even tried to compete with the unbeatable dinosaurs this weekend, and thus holdovers populated the rest of the top five. Melissa McCarthy’s “Spy” earned $16 million in its second weekend in theatres, bringing its domestic total to $56.9 million. “San Andreas” added another $11 million, and “Insidious Chapter 3” and “Pitch Perfect 2” took the fourth and fifth spots, with $7.3 million and $6 million, respectively.

CBC answers call for edgier TV fare with ‘Blackstone’ THE CANADIAN PRESS If you can’t make ‘em, acquire ‘em. That seems to be the mantra these days at the CBC. Faced with budget cuts and dealing with the steep loss of NHL advertising revenues, the public broadcaster - when it isn’t fending off scandals has been forced to take its content where it can find it. That paid off big time with the acquisition of “Murdoch Mysteries” a few seasons ago. Originally on City. Lately, CBC has forged partnerships with other broadcasters in sharing shows. Deals with sitcoms such as “Mr. D” and “Young Drunk Punk” see those Canadian-made comedies getting showcased on both CBC and City. Starting later this month, the Super Channel family drama “When Calls the Heart” - also airing in the U.S. on Hallmark - gets a berth behind “Heartland” on CBC’s summer schedule. A bolder step, and one more in keeping with the CBC brass’ call for edgy, HBO-like fare, is the addition of “Blackstone” to the summer lineup. Beginning Monday through July 7, CBC will run seasons 1 and 2 of the APTN original nightly at 11:30 p.m. Co-creator and showrunner Ron E. Scott is a big fan of American television auteurs such as Vince Gilligan (“Breaking Bad,” “Better Call Saul”) and Matthew Weiner (“Mad Men”). He sees their shows as little miracles that would have never got past the pitch stage if a network hungry to make a name for itself, AMC, hadn’t stepped up and taken a chance. Over the past five years, Scott has been determined to take similar creative risks in Canada - on a smaller budget - with “Blackstone.” Set in the fictional Blackstone First Nations territory (and shot in Alberta), the APTN series offers a searing look at modern-day life on a reserve rife with corruption and addiction. It will likely jolt CBC viewers used to, as Scott puts it, “fluffier” fare such as “North of 60” or “Arctic Air.” Season 1 focuses on political corruption as well as the sometimes grim realities of education on a reserve. Subsequent seasons dealt with issues such as gambling addiction and the many unsolved murders of aboriginal women. “There’s a really powerful message about consequences,” says Scott, who praises the mostly first-time actors who took on the roles of “bad ass kids.”

Dear Annie: My friend, “Josie,” recently joined a popular online dating site after her husband decided he’d rather be single. Josie met several interesting men on the site, and after chatting with them for a week or two, every single one of them asked her for money. She refused. Finally, one asked her to cash a check for him. He spent about a month setting her up to be comfortable doing this favor and she fell for it. He and the bank took her money. The man said he would straighten it all out, but of course, he has failed to show up. I want your help exposing this supposedly reputable online dating site. It’s a very bad place for single women to find true love. It is really a site for unscrupulous male thieves to prey on vulnerable women. Something needs to be done to put a stop to this abuse and hold these larcenous Lotharios accountable for their misdeeds. What can we do? -- Angry Ann Dear Angry: The problem with online dating
