Though early June typically marks the annual Wilderness Watch cleanup, which sees the community clear Lake Cowichan, Honeymoon Bay, Youbou, Mesachie Lake and Skutz Falls of forgotten trash and debris, organizer Denis Martell recently announced that the cleanup would have to be put on hold this year. Among the contributing factors of the cancellation is the overwhelming amount of invasive plant species continuing to crop up around the area. Among the biggest culprits this summer are gorse (Ulex) and giant hogweed (heracleum Mantegazzianum), a phototoxic weed originally introduces as an ornamental plant. “It looks like a

beautiful white flower until it touches your hand and melts it, it’s like battery acid,” Wilderness Watch coordinator Denis Martell said. “With gorse, the deer won’t even walk in it.” Martell said that the invasive plants are especially dense

around the lake, on Hill 60 and on the road to Port Renfrew. When removing giant hogweed, hazmat suits are commonly used. Despite being cancelled, Martell said the Wilderness Watch has been very successful in past years, and that it may not be necessary to

hold the event annually. In general, the area looks to be cleaner than in previous years, aside from one problem area near the old truck wash outside of Mesachie Lake. Though he wasn’t able to confirm yet, he said that he suspects asbestos may have been dumped in the area, but

Cow Cafe hopes to turn profit from parking problems

For many people on the Island, summer means the start of tubing season. For Cow Cafe owner David Sharrow, it means a parking lot full of people launching off at Central Park. This summer, Sharrow is hoping to capitalize on the town’s tube tourism using one of BC’s biggest culinary trends — food trucks. Though technically not a food truck, Cow Cafe’s potential addition borrows from the trend aesthetically. Sharrow plans to serve Asian-fusion food from a camper van, called Taka Nacho, from the restaurant’s parking lot, where the van is already set up. The food would be prepared within the Cow Cafe’s kitchen, though Sharrow said the “food truck” format would appeal to those coming into town to sit on a tube rather than at a table, potentially turning his parking problem into a new source of income. “People use the parking lot to go tubing down the river, but they don’t buy anything,” he said. “They’re not wearing shoes or shirts, they’re not looking to sit inside of a restaurant and have a meal, so I’m giving them food at a price point they would want and a format they would like.”

Although Sharrow said that he’s received approval from property owners Bill and Denise Allan, and is undergoing a final health inspection tomorrow (June 18), the addition is still pending the approval of town council, who are concerned that the Cow Cafe’s new angle could open a flood gate of seasonal businesses that would undercut Lake Cowichan’s existing businesses. “All we hear about are empty storefronts in Lake Cowichan, a lot of businesses can’t make it 12 months, only six or nine,” Mayor Ross Forrest said. “We don’t want any more empty storefronts, we have to protect other businesses.” However, Forrest also noted that the Taka Nacho could be considered an extension of the Cow Cafe, similar to a take-out window, as it would need the restaurant’s kitchen to sustain itself. Sharrow argued that the extension would not disrupt other businesses, nor break any existing bylaws. “The target demographic is not going into Jake’s or the Shaker Mill, they’re stopping at the Co-op for a pepperoni and cheese stick,” he said. “I shouldn’t have to ask my competition what I’m allowed to do.”

Casino gambling aboard BC Ferries has been ruled out by the provincial government. The province wanted to test slot machines on TsawwassenSwartz Bay ferries as a potential money maker to boost revenue at BC Ferries but a business analysis found it would instead lose $240,000 a year, because of the staffing, equipment and technology costs. “Ultimately, the costs, risks and procedural changes required to operate [electronic gaming devices] on a BC Ferries vessel outweigh the financial gains,” the BCLC review says. Extra costs and time for BCLC and the provincial gaming enforcement branch weren’t considered in initial estimates, it says. The review also red-flagged various potential security challenges. “Disputes over game outcomes, thefts, delayed jackpots due to irregularities, children being left unattended if guardians enter the gaming facility during the sailing and other issues” might cause delays for passengers and damage the reputation of BC Ferries and BCLC, it said. Unlike casinos on land, police couldn’t deal with a problem until the ferry docks. The Tsawwassen to Swartz Bay run passes through US waters for at least 20 minutes, the review noted.

“There is the potential that a portion of all sales aboard the vessels, including gaming revenue, may need to be shared with Washington State.” Other issues included lack of a consistent connection to BCLC’s network and the need for ferries staff to adhere to strict BCLC cash-handling procedures and perform many of the responsibilities of casino employees, from solving technical problems to recognizing problem gamblers. The review said allowing ferry passengers to gamble at slot machines without the food, drink and entertainment options BCLC requires at casinos would be a break from current policy and might be criticized as a move towards video lottery terminals that are otherwise banned in BC. The province says planned mid-life upgrades to the Spirit Class ferries will expand the gift shops and relocate the coffee shop to take advantage of available space to raise more revenue. “While the BC Lottery Corporation’s analysis showed that this idea wouldn’t make money, we’ll remain open to other revenue-generating services,” Transportation Minister Todd Stone said. Resident upset over ‘lack of accountability’ with bylaw enforcement Dear editor,

If you didn’t know, the bylaws in Lake Cowichan are enforced only when someone complains — or are they? “Complaint-driven,” the town calls it. I put in a written complaint to the town office in regards to properties covered in broom which we all know is a very intrusive and evasive weed and one of the species covered in bylaw # 727-2001, Schedule A, in the list of weeds in the Town of Lake Cowichan. The complaint was last year (2014) early in the spring. I understand things take time — but over one year? So I put in another written complaint in April of this year and specifically asked to be contacted by the bylaw officer, as some of the lots were not cleaned up by the owners. Starting in April, the town had plenty of time to contact the owners to remind them of the bylaw and their responsibility as land owners in the Town of Lake Cowichan to clean up the weeds that spread like wildfire. As it states in the bylaw, the owners will be given notice and if not acted upon the town (or its agents) will proceed to clean up the property and add it onto the taxes the following year. I am not sure what the town bylaw officer does on his one day a week that he shows up at

the town office, but I have contacted Mr. Joe Fernandez about a halfdozen times after the first complaint and at least eight times since the last complaint, each time getting lip service and each time stating that he will talk to the bylaw officer on Friday. Each Monday, Mr. Fernandez would have another excuse or act surprised that the bylaw officer had not got the offending lots cleaned. As far as I am concerned, the Town of Lake Cowichan in their laziness to act on the bylaws they have written is adding the spread of a very noxious weed, by their own definition, as the seeds pop out of their pod and are washed into the lake and down the Cowichan River, spreading far and wide throughout the land. I am well past the thought that the bylaws of the Town of Lake Cowichan are not worth the paper they are written on and the town relies on compliance and really has no idea how to act upon a bylaw infraction that the landowner bucks them on. Not to mention accountability — it seems like there is a bit of buck-passing at town hall when it comes down to who is actually responsible for acting on our bylaws.

A plea to close the Cowichan River to fishing during these dry summer months A letter addressed to Stephen Thomson, British Columbia’s Minister of Forests, Lands and Natural Resource Operations Dear Minister, On behalf of the Friends of the Cowichan, I am writing to you again, urging you to please close the Cowichan River for angling during the hot, dry summer months — e.g. June 15 to October 1. As you know, there is no snow pack

at all, and we have had an extremely dry spring, with the month of May being the driest on record. Therefore, the lake level is under full storage supply, and the river flow is below seven centimetres, with water temperatures rising to 18 to 20 degrees a month or two earlier than normal. This low river water flow and high water temperatures will make it extremely difficult for resident trout, young steelhead and salmon this summer. We believe that it is your ministry’s responsibility and that it would be logical

and a conservation-minded measure to close the river to all angling this summer. Correction: Last week (June 10, 2015) we ran a story on the communities of the Cowichan Valley collaborating on water restrictions titled “Unified water restrictions could help alleviate low levels.” We paraquoted Nagi Rizk saying that the Cowichan Lake was at its lowest water levels since 1998. Rizk actually said that they were lower than last year. As of June 10, the Cowichan Lake is just over 162 m, though in 1998 they were slightly under 162m.

Gord’s Fishing report for July, 2015 Cowichan River: Though the river is low, saltwater halibut fishing is still going strong Saltwater: Halibut fishing is going strong for those venturing out to the banks: try spreader bars with two pounds of weight bouncing the bottom to attract their attention. The top baits are octopus and XL herring. The best artificials are Berkley 8” Power Grubs. Fish showing at Port Renfrew: eight to 30 pound Chinook. The best lures are Crushed Ice flasher with Jo-anne teaser heads and small anchovy. Cowichan Bay: Jerkers are doing well in the Sansum narrows on holographic jigs by P-line; fish to 25 pounds. Trollers are doing excellent with small anchovy; fish to 30 pounds. Freshwater: Cowichan Lake fishing is going strong. Try trolling creek mouths and paralleling the shore line staying within 30 feet. Keep your line back from the boat by at least 150 feet. Top lures of choice are

3” tomics. Best colours right now are 231, 800 and 801. Try out the new iridescent colours. We have over 300 tomic plugs in stock with over 75 different patterns, including the ever-popular gang troll in green rainbow finish with a wedding band tipped with a worm. Fly fishermen have been doing well with large minnow patterns, brown Wooley Buggers or Clouser minnows trolled on a full sink fly line, especially around creek mouths and rock shoals. Cowichan River Trout Fishing: The river is extremely low and warm. I highly recommend not fishing until the fall rains raise the water levels and the water cools. The fish are trying their best to survive through this. Releasing fish no matter how hard you try usually ends up with a fish not surviving. Move to the Beaches: With the low rivers this year

Yesterday, I landed three smallish sea run cutthroat. Two on minnow pattern at the start of the season. Where? Every sloping beach with a fresh water stream entering will hold sea runs at different points of the tide. Come on by the shop, we will be happy to dial you in. Bass Fishing: Bass fishing is hot! Lakes to note: Shawnigan, Fuller, St. Mary’s, Quesnel, Elk and every other lake around Greater Victoria. Try fishing with large Wooley Buggers or Dragon Flys. Target outside and inside corners of docks, all large rocks, logs or any other obstruction. Cast in then strip your fly back slowly, watch for your line to move to the side then set hard and hang on tight. The rest is up to you. Grads from the LCSS Class of ‘75 were in town on Lake Days weekend to visit their old school and reunite with friends.

Despite a shaky start earlier this year, Lake Days 2015 was met with success as it introduced several new events to the program and garnered a turnout on par with last year. Jackie Cummings, the new executive chairperson of the Lake Days Celebration Society, estimated the turnout this year to be between 1,500 and 2,000 people. An exact number, she noted, may not be possible to find due to the gates and entry fee being lifted this year. The price however, wasn’t the only change to come to Lake Days this year. One of the most successful additions to this year’s Lake Days were the dinner and lunch cruises. The cruises, hosted by Jake’s at the Lake, took guests on a three-hour cruise around Cowichan Lake as they enjoyed a multiple-course meal. The new event proved to be a big hit with residents and visitors alike, with all cruises completely selling out. “I had to turn down about 90 queries on the first day alone,” Cummings said. “People were asking about reserving tickets for next year as soon as they stepped off the boat.” Earlier this year, Lake Days was facing an uncertain future as former executive chairperson Bob Day stepped down from his leadership role, leaving the spot vacant for weeks. Cummings later filled the head seat, and though organization of the event was off to a late start and volunteers were in shorter supply than usual, Cummings and her team were able to make this year’s Lake Days a hit. “Volunteers are always in

demand,” Cummings said. “Realistically, we were running this with very few people and we were looking for more. Considering there were only five or six of us, I’d say we did pretty darn good. I’m very happy with it.” Though the will of the organizers and volunteers was strong enough to pull the event together, the forces of nature brought the annual KinDucky Derby to a disappointing end, despite completely selling out of ducks before the event began. Due to the water conditions and a lack of wind, the 1,249 rubber ducks released into the Cowichan River still hadn’t reached the bridge on South Shore Road by the hour and a half mark, when the organizers of the derby decided to stop the event and instead decide the winner through a draw. Back at the Kin Hut, Ella MisterDouglas drew Joan Nahirnick as the winner of the grand prize of $1,000. Cummings said that she would like to thank former committee members Bob Day and Laurie Johnson, as well as the current committee: Cathy Craft, Joe Tatham, Betty Sanddar, Terry Hale, Nora Hayward and Mike Desjardins. “They were each so valuable in their own way, and without them I would have lost my mind,” Cummings said. “Some were new and some stepped up to take on more responsibilities this year. Those that had already been involved for years really helped guide me through it.” Cummings also said that she was looking forward to returning to the Lake Days committee next year, though she is planning on taking on a different role due to other commitments.

Our Community in Brief Island-wide poetry Open fire ban in effect across Island and writing contests Category Two and Category Three open fires are now banned across Vancouver Island, Haida Gwaii, coastal BC and the Lower Mainland, with an exception for the “fog zone” on the west coast of Vancouver Island. In addition to open fires, the ban also prohibits stubble and grass fires, the use of fireworks, firecrackers, sky lanterns and burning barrels, as well as the use of binary exploding targets. Campfires smaller than a half-metre high and a half-metre wide are still allowed. The CVRD warns that violators may be issued a $345 ticket or a penalty of $10,000.

The Poetry Institute of Canada recently launched two writing contests with cash prizes being awarded to the chosen pieces. The poetry contest is open to all ages, and poems should be original and 32 lines or less. All styles are welcome. The creative writing contest is open to writers 18 years or older, and short fiction, essays, poetry and prose are all welcome. The deadline for submissions is July 31. Firefighters from around the Island will soon convene at the Mesachie Lake Skydome for the Mesachie Group’s annual slo-pitch softball tournament and auction from June 19 to 21. Auctioneer Jeff Abbott shows off one of the items being auctioned, a first responder sweater from Israel, with proceeds going towards Muscular Dystrophy Canada.

The Town of Lake Cowichan announced last week that stage two water restrictions are now in effect. Sprinkling of lawns are restricted to two hours per day(6 to 8 a.m. or 8 to 10 p.m.), twice a week (Wedensday and Saturday for even numbered addresses and Thursday and Sunday for oddnumbered addresses). A full list of restrictions are available on the town’s website (town.lakecowichan.bc.ca).

Cowichan Lake Recreation is hosting a series of swimming lessons for kids ages four months to twelve years. Session one will be held July 6 to 16, session two will be July 20 to 30 and session three will be August 4 to 14 and 17 to 27. Lifeguards will also be on duty at Arbutus Park from July 6 to September 4 from 10 a.m. to 5 p.m. on weekdays and from noon to 5 p.m. on Saturdays and Sundays. —Drew McLachlan
