Saanich’s manager of environmental services hopes to set the record straight on Saanich’s controversial Environmental Development Permit Area bylaw in the coming weeks, but she’ll need to overcome some community opposition to get there. Despite the EDPA existing for three years with little to no controversy, Adri-
ane Pollard is now at the centre of a very public battle between affected homeowners and the District. The EDPA was approved by council in March 2012 and relies on aerial maps of sensitive ecosystems – created by the federal and provincial governments in the 1990s – that led to development restrictions on properties in certain pockets of the District. The maps haven’t been refined on the ground, which had led many affected residents
to worry that the EDPA restricts them from maintaining and adding new structures to their private properties. The District says it’s not as bad as all that, and after staff posted information boards and brochures at all of Saanich’s recreation centres, Pollard and her team will take part in an open house today from 3 p.m. to 8 p.m. at Saanich Commonwealth Place.

Shelbourne home ruined by fire
A residential home on Shelbourne Street suffered $120,000 in damage after a fire destroyed the kitchen, attic and outside deck on Saturday. Around 1:55 p.m., Saanich firefighters responded to the 4100block of Shelbourne St. with an early report that a propane tank was on fire. Fire crews discovered a barbecue had been caught up in the fire, but they were eventually able to knock the fire down with no injuries. The fire is under investigation but appears accidental, said Battalion Chief Randy Law.
Left lane hog rules now in effect
Highway drivers who hog the left lane and hold up faster traffic without a good reason now face potential $167 fines with three penalty points. The clarified regulation took effect June 12 and requires drivers to stay right on routes where the speed is more than 80 kilometres per hour when other traffic is approaching from behind. The exceptions in which the left lane is okay is when you’re overtaking and passing another vehicle, leaving the right lane open to allow traffic to merge, preparing for a left hand turn, or moving left to pass an official vehicle with a flashing light. The rules do not apply to HOV lanes – the next lane to the right is considered the left-most lane on routes such as Highway 1 in Burnaby. Another change will allow municipalities to permit motorcycle parking within six metres of intersections with stop signs or signals, so long as sight lines aren’t blocked. editor@saanichnews.com

The owner of a 30-acre Saanich property across from Victoria General Hospital says the site is ideal for the region’s sewage treatment plants, but if the proposal doesn’t clear an administrative hurdle at Saanich council before June 24, regional directors won’t be considering it. The Watkiss Way property – owned by Allen Vanderkerkove – is undeveloped and part of the Agricultural Land Reserve. Vanderkerkove also owns the surrounding properties and says he’s open to both selling or leasing the land to the Capital Regional District to house its wastewater treatment and biosolids processing facilities. “From a common sense perspective, this is brilliant,” said Ray Parks, a consultant representing the interests of Vanderkerkove. The land sits on the north side of Watkiss Way, and its proximity to VGH means the heat and energy generated by biosolids processing could be piped across the street to one of the largest energy consumers in the region, Parks said. Creative ideas from Vanderkerkove include building 10 to 12 acres of greenhouses alongside the biosolids plant, which could make use of some of the heat energy being generated by sewage processing to help the site retain its ALR designation. Parks suggested greenhouses could even use greywater from the wastewater treatment process to grow ornamental plants. “We’re wide open to ideas at this point. All we’re saying is give this a fair shake along with all these other properties. If you can put Beacon Hill Park on the list, why not include Watkiss Way,” Parks said. The process was eventually launched after the CRD’s $788-million Seaterra program came to a halt in April 2014 after Esquimalt council rejected rezoning for a wastewater treatment facility at McLoughlin Point along the Inner Harbour entrance. The Eastside’s top eight “publicly acceptable” sites include areas in Victoria’s Rock Bay, the University of Victoria and the Saanich public works yard. The committee has also asked willing private landowners outside of evaluated technically feasible areas to submit their proposals by June 24. But unlike the Westside Committee, made up of Westshore communites and Esquimalt, private land needs to first be approved for submission by the relevant local council. That means Parks and
Vanderkerkove have to convince Saanich council to say yes, which would then allow feasibility studies to go ahead for the site. “There’s a fundamental problem with what’s set up here because council can’t decide what they’re going to do with the property before the public’s had a chance to weigh in,” said Saanich Mayor Richard Atwell. “For a property like this to come to Saanich and for us to say we’re potentially not interested before there’s been any public process may not even be legal.” Atwell added there is precedent for sewage treatment on ALR land and cited the Saanich Peninsula wastewater treatment plant as an example. Coun. Colin Plant, who sits as a director on the Eastside Committee at the CRD, said he was “hard-pressed” to find a reason not to forward the Watkiss Way site to the regional body
for consideration. “My view as a CRD director is we should be looking at every site that comes forward. We had a reset button pressed, and the East and Westsides may come back together, but this property potentially could serve both areas,” Plant said. “Let’s let the professionals look at it.” Esquimalt Mayor Barb Desjardins said the Watkiss Way site may be able to serve the entire region, but that public process will help determine if that’s possible. “By ensuring this proposal goes directly to the technical group for analysis, it allows us to get it into the hopper and it’s out there. Then the public process is allowed to occur on everything.” Parks plans to present the proposal to council on June 22. Council would still have the authority to vote on rezoning following its evaluation at the CRD. editor@saanichnews.com

Police search wraps up, human remains found
The Vancouver Island Integrated Major Crime Unit wrapped up an 11-day search of a Prospect Lake area property on Saturday after human remains were found on the site. VIIMCU launched a massive search of the property in relation to a missing person case: Victoria’s Dana McKellar, a 51-year-old father, was originally reported missing back in September. Through the investigation, police discovered McKellar had been assaulted in Victoria last July. The investigation then led them to a
12-acre property in the 100-block of Goward Rd. The search of the property began on June 2 and included 90 officers. On June 11, remains later confirmed to be human were discovered on the site. Investigators also found containers of a non-toxic substance. VicPD have advised McKellar’s family of the latest developments and the B.C. Coroners Service is working to confirom if the remains discovered are those of Dana McKellar. editor@saanichnews.com

Graham Robertson earned a significant boost to the Cycle of Life Tour 2015 campaign on Friday when Country Grocer presented him with a $10,000 cheque. It came at a barbecue by donation event in front of the Royal Oak store, which served Island sausage sliders and salad. A group of Country Grocer employees held up a series of cardboard bike wheel signs with the numbers 10,000 on it. All of the money raised by Cycle of Life, $115,000 through its first four years, has gone to support Victoria and Cowichan hospices. Just be yourself, Rachel Dolezal A stranger than fiction story emerged from our neighbours across the water in Spokane, Wash. last week, when a self-identifying black woman named Rachel Dolezal was accused of being white. It appears Dolezal pretended to be of African-American descent when she moved to Washington State several years ago. She had become an adjunct instructor at Eastern Washington University in Africana Studies, and was recently named the president of the local chapter of the National Association for the Advancement of Colored People (NAACP). Since the stunning allegations were published (and the deception backed up by her own parents), Dolezal has been dismissed by the university and has voluntarily stepped aside from her duties with the NAACP. Dolezal’s mother summed up the most tragic part of her daughter’s fall from grace when she noted Dolezal could have accomplished everything she set out to accomplish if she’d just stayed true to herself. Indeed, the NAACP doesn’t restrict anyone from joining the organization based on race, and of course Dolezal could have embarked on her academic work without claiming African descent. The reaction to this story shows people rarely accept deception, nor will they easily forgive when someone is caught being someone they are not. The controversy brings to mind the words of Laozi, a philosopher and poet of ancient China: “He who knows others is wise; he who knows himself is enlightened.” Let’s all strive to be a little more enlightened this week and offer Dolezal a bit of sympathy. EDPA not the right solution Re: EDPA open house set for June 17 at Commonwealth Place, News (June 10) Your article informing the public of the open houses for the EDPA is informative but makes it sound like some sort of social information session: It is anything but! How do the owners of the over 2,000 properties registered under EDPA and registered in “Saanich’s Property Reports” sell their properties with covenants registered against them? They can take a drastic loss if they can obtain an offer. Most of the EDPA homes listed for sale on our street have been listed from one to three years. One recently sold after three years with a $400,000 loss to the owners. Other people are still cutting down mature trees at will, building decks with or without permits and putting up new fencing. Protecting biodiversity and restoring degraded ecosystems is someone’s pipe dream. Our waterfront this spring is so overgrown with invasive species that even the raccoons are having trouble moving about. The good news is that invasive species are exempt under the EDPA so they do not need to be removed. Unless homeowners are allowed to look after their property sans covenants, the best thing any of us can do is try to sell out and get out of Saanich. Any buyers out there? Leo de Bruin Saanich

Changes are in the works at the helm of Thrifty Foods. After 42 years in the grocery industry, General Manager Jim Dores will be retiring in July, and by all accounts, he’ll miss running the Island-born brand. “Grocery shopping is such a mundane, boring task and to see somebody happy with what they’re spending their money on, that makes me happy. Thrifty Foods was a good fit because that’s their specialty,” Dores said from the Thrifty Foods Saanichton headquarters. The Hamilton, Ont. native got his start in groceries in high school, when he got a job at a local grocer putting out a produce rack each morning and taking it down again after class. “I wanted to join the police force, and in those days you had to be 165 pounds to get into cadets. here is a good chance a woman you know is wearing the wrong size bra -- it might even be you. According to a national fit study by bra manufacturer Wacoal, eight out of 10 women in the United States and Canada over the age of 18 are wearing the wrong size bra. Wearing a bra that is too small can result in scarring of the breast tissue after the bra
digs in too much underneath and on the sides of the chest. A bra that is too loose or one that lacks sufficient support may affect posture and lead to neck and back pain. Women wearing the wrong type of bra are also at a risk for breast pain or damage. Bras that encapsulate the breasts from all angles rather than just compress them against the chest like sports bras are the most effective. There are no muscles in breasts, just supporting skin and ligaments that can be stretched and damaged over time. The fact that bras are widely available at many types of stores and women are able to
purchase them off the rack might account for some of the mistakes in sizing. Price is another factor. So is the fact many women do not want to admit that they wear a size larger than expected, so they stick to the size they have always picked. Women with larger bust sizes may settle for the readily available options rather than searching out the correct size. Women may also be embarrassed to have a stranger take their measurements and suggest bras. There are many advantages to a properly fitted bra. It can reduce pain in your shoulders and back. Clothing may also fit better, and you won’t have the pinched skin. If you’re unsure if the bra you are wearing is not the correct size, consider these signs. * The straps dig into your shoulders. * The back rides up. * There are red marks on your body after you take off the bra. * You constantly adjust the bra during the day. * The cups do not contain all of your breasts. * You have bulges at the sides of the cups or on your back. If any or all of these signs describe you, it is time to get a proper bra fitting -- even if you have had one in the past. Bra size can change depending on hormonal changes or a pregnancy. Bra sizes may even be different depending on the bra manufacturer. Consult with a specialty bra retailer who will measure you and calculate the correct bra size before helping you find styles that meet your needs.

One of Saanich’s oldest burial places, the resting place for many Saanich pioneers, is in need of some upkeep. This Saturday (June 20) St. Luke’s Historic Cemetery is a hosting a Community Cleanup at 3821 Cedar Hill Cross Rd. from 9 to 11:30 a.m. The church’s lead group is asking volunteers from the community to come and help with the cleanup in a number of ways, cleaning headstones, weeding and cleaning graves. There will be two more clean-ups, on the third Saturdays of July and August. The churchyard cemetery dates back to 1886, although there were likely unrecorded burials. Needless say after 129 years the effort continues to keep the historic cemetery free of invasive species and encroaching plants. Those interested are asked to please bring gloves, pruners, clippers, hoes and scrappers. Water is available for cleaning monumental markers, but bring your own bucket and scrub brush please. Residents will have a chance to consult with staff to learn exactly what their rights are if they do fall in the EDPA. “We’ll have computers on hand so residents can see what it means if their property is within an EDPA zone,” Pollard said. “We’re hearing things about the EDPA that simply aren’t true. It seems to be a target right now.” The newly formed Saanich Citizens for a Responsible EDPA, led by Anita Bull, presented the organization’s concerns to Saanich council on May 25. Bull and her group are targeting specific areas of the EDPA bylaw they would like to see rewritten, and they’re asking for incentives for those residents who lose property value because of EDPA development restrictions. Outside of that group, Pollard said she and her staff are hearing and seeing a lot of misinformation. “If it seems wrong, it probably is wrong,” Pollard said. “The key thing is to call or email us at the planning department. … The first thing we do is visit the property to assess it for EDPA, (as) we know the initial mapping isn’t entirely accurate. And our staff do that, they are professionals.” One misconception Pollard has heard is that people believe
they can’t touch the existing landscape in the EDPA area of their property. “We had a person not long ago who thought they couldn’t create a path through their yard to get to the water. They were surprised when we told them that actually, they could,” she said. Garden sheds can also be erected within the EDPA as long as they’re completed with minimal impact, which is outlined in the EDPA literature, Pollard added. Prior to the EDPA, Saanich had instituted its Streamside Development Permit Area in 2006. Pollard says the District intended the EDPA as the next step to protect rare species, and Garry oak and associated ecosystems. “We’re lucky because we have things to protect in Saanich that other municipalities don’t,” Pollard said. “We’re home to some rare species that only exist here, such as the Blue-grey Taildropper slug, which lives only in Saanich and a few other known sites of the South Island. prior to the bylaw’s creation. But many residents remained unaware they were affected by the EDPA, or that it even existed. “It’s always hard to engage residents,” Pollard said. “We’ve since heard a lot of different reasons why people didn’t hear about it but we followed our regular channels of communication.” There are also a great many unheard voices from Saanich who are in support of the EDPA, she said. “Whenever there is a development underway, the phone rings off the hook with concerned residents, especially when it’s an eco-sensitive area. The majority of Saanich residents understand riparian areas and Garry oak (ecosystems) are significant and we want people to understand there is more out there. We’re trying to raise the profile of these areas in a proactive way. ... What we really encourage (residents to do) is to come to the open house (today) or call us,” Pollard said. Sailboats to pass Saanich today Cadboro Bay will be great viewing point A veil of sails will race through waters off the south Island today (June 17) and tomorrow as the Van Isle 360 racers make their way ‘round the Island toward Victoria. The 10th Van Isle 360 International Yacht Race, held every second year, started June 6 in Nanaimo harbour with 51 vessels setting sail up the coast. Leg 8 of the race to circumnavigate Van-
couver Island starts June 17 with the finish line at Clover Point and racers overnighting at Royal Victoria Yacht Club, the oldest yacht club in Western Canada. Situated on the protected waters of Cadboro Bay, RVYC will welcome the Van Isle 360 fleet for the first time in the race’s history. Medical marijuana patients have a right to possess and use cannabis in the form of cookies and products other than dried bud, the Supreme Court of Canada ruled last Thursday on a case that began in Victoria. The unanimous decision is a major victory for cannabis crusaders who argued they should not be forced only to smoke or vaporize the drug when edible or topical products are safer and provide benefits such as delayed delivery. “Inhaling marijuana can present health risks and is less effective for some conditions than administration of cannabis derivatives,” the country’s high court ruled. It found the federal drug law exemption allowing medical pot patients access only to dried marijuana violated their constitutional right to life, liberty and security of the person. cookies, brewed pot tea or turned it into oil had faced the threat of criminal prosecution, but not any longer. “This denial is not trivial,” the court ruled. “It subjects the person to the risk of cancer and bronchial infections associated with smoking dry marijuana, and precludes the possibility of choosing a more effective treatment.” The ruling upholds the decision by B.C. courts that dismissed drug trafficking charges against Owen Smith, a Victoria man caught baking pot cookies for a local compassion club. “It’s a great decision from the point of view of all medically approved patients,” said Abbotsford lawyer John Conroy, one of the lawyers

The Supreme Court did not give the federal government time to pass new regulations and instead issued an immediate order that the old restriction was no longer in force. It’s not yet clear how Ottawa will respond, but it could regulate pot derivatives through a different mechanism. Federal Health Minister Rona Ambrose told reporters marijuana is not an approved medicine and criticized the ruling for contributing to the normalization of marijuana use. “I’m outraged by the message that judges are sending that they think that they can approve a drug into a medicine without clear medical scientific evidence and without safety reviews,” Ambrose said. Celebrate World Refugee Day with library events A group of local agencies – including the Greater Victoria Public Library – are gathering to celebrate World Refugee Day on Saturday, June 20. Established by the United Nations General Assembly with the aim to raise awareness about the situation of refugees and internally displaced persons globally, a small group of local citizens approached several community organizations in 2013. Those organizations included The Victoria Coalition for Survivors of Torture, the
GVPL, the University of Victoria World University Service of Canada, the Victoria Immigrant and Refugee Centre Society and the Inter-Cultural Association of Greater Victoria to celebrate World Refugee Day with three public panel events. These celebrations highlighted stories of resilience and triumph shared by refugees living in our community. This year, the legacy of World Refugee Day celebrations continues under the theme
“Building Community, Breaking Down Barriers.” The events are an opportunity to highlight actions everyone can take to make Greater Victoria more inclusive and to challenge negative stereotypes about refugee, says Furaha Sikitoka, organizing committee member and former refugee. “Don’t see me as someone ‘from there’— see me as someone who is here,” Sikotoka said. “What matters is the community we build, instead of the different places we are from.”
On Saturday from noon to 3 p.m., the courtyard of the Central Branch (735 Broughton St.) will include arts-based activities, a kid’s zone, food, live music and more. The names of the nine new members who will be inducted into the Greater Victoria Sports Hall of Fame later this year were announced earlier this month. The annual induction ceremony and dinner will take place at the Westin Bear Mountain Golf Resort and Spa on Oct. 17, said Robert Hope, president of the sports hall of fame. “These inductees are true role models and are most deserving of this prestigious recognition. They have inspired and impacted the lives of so many Canadian athletes and fans,” he said. For the past 21 years, the sports hall of fame has recognized and celebrated the outstanding performances and contributions of athletes, builders, officials and teams from Greater Victoria who have brought distinction to themselves, their sport, community and country. This year’s inductees will bring the total number of Victoria’s honourees to 205. The six athletes to be honoured are: Lauren Woolstencroft, athlete, para-alpine skiing – Born missing part of three limbs, Woolstencroft began skiing at age four and by 2010 had accumulated more than 50 World Cup medals, 10 Olympic medals, eight world championship titles and was named the 2006 International Paralympic Committee Athlete of the Year. Alexander (Sandy) Peden, athlete, shooting – Peden began target shooting in 1960 and was a successful top level competitor for more than 35 years, competing in target rifle at national competitions 26 times and representing Canada at Bisley, England 20 times as well as at the 1982 and 1990 Commonwealth Games. Rick Say, athlete, swimming – Say is the most-decorated swimmer in Canadian history, setting 24 national records, serving as captain of the national team from 2002 to 2009 and capturing 27 international medals over three Olympics, six World Championships and three Commonwealth Games.
