ACRD makes the case for runway REGIONAL AIRPORT: | ACRD says a business case exists to extend the regional airport’s runway; detractors say it’s too much tax money. KATYA SLEPIAN ALBERNI VALLEY NEWS

T

he AlberniClayoquot Regional District’s decision to ask taxpayers to help fund an extension at the Alberni Valley Regional Airport has generated a flurry of discussion on social media, with many questions being asked and—according to some posters— very few answers forthcoming. So we took some of those questions and started asking officials for answers. Extending the runway at the Alberni Valley Regional Airport is necessary to allow larger aircraft to land safely, said AlberniClayoquot Regional District airport superintendent Mark Fortune. According to the ACRD, the runway extension would lengthen the currently 3,952 by 75 foot runway to 5,000 by 100 feet. The length would be gained by extending the runway to the east, near the terminal and where the drag racing burnout box is currently located. The width would be added by 12.5 feet on each side of the runway. Extending the runway to 5000 by 100 feet would make it equal to the primary runway at the Long Beach Airport on the

west coast, Fortune said. A runway of that length is classified as a code 3C runway, allowing it to hold category 3 or larger aircraft. “That would include anything from a Dash 8 to a Shorts 360 to high-speed jet traffic,” said Fortune. “It would also allow it to accommodate the Coulson’s C-130.” Currently, the AVRA’s runway is classified as a 2B airport. “It’s capable of supporting Navajo traffic, light piston single (engine) traffic,” said Fortune. This includes Navajo Piper and Chieftain planes. Right now the Port Alberni airport can accommodate civil aviation aircraft from four-seaters

to something like a Cessna 206, “which is basically a six- to ninepassenger aircraft,” he said.

Larger aircraft need longer runway Larger aircraft require a longer runway due to faster approaches. “What [the current AVRA runway] doesn’t allow is larger aircraft requiring higher approach speeds or having larger wingspans,” Fortune explained. “For the Alberni Valley airport we’re looking at going to a 3C standard which would allow anything from a Falcon 900, a very large private business jet, in there, to Dash 8 traffic which currently that airport

couldn’t handle.” Upgrading to an airport classification that allows planes of that sort to land opens the door to big name carriers; Air Canada uses the Dash 8 planes, which can hold close to 40 passengers. Expanding the runway would also allow larger nonpassenger planes, including the C-130s that the Coulson Group is retrofitting. The retrofits involve the installation of water tanking systems on the C-130s, transforming them into aerial firefighting water bombers. The 4,000-gallon water tanks were designed by Coulson and are manufactured in Port Alberni. Installing each tank requires 8,000 hours

Business case exists for extension According to the ACRD’s business case study for the runway expansion, “there are approximately 2100 C130s in the world and a significant number of these may be transformed into tankers in coming years.” Opportunities to retrofit Airbus aircraft in similar ways may also exist. According to the ACRD’s business case study, “Coulson already has three to five years of signed contracts to complete aircraft modifications.” The Coulson Group has already modified

one C-130 and has plans to do a second one, but cannot do so in Port Alberni. While Fortune said that a C-130 has already landed at the airport twice, the airport isn’t equipped to handle the planes on a regular basis. “The problem with the C-130 is they have to come in very light and they have to leave very light and the weather has to be right,” Fortune said. “They also have a problem with the width and length of the runway.” A risk assessment for a one-off landing is different from landing the C-130s at the AVRA on a regular basis in differing weather conditions and with heavier – Mark loads. “If they want to operate that aircraft on a regular basis then technically that strip is too small for that aircraft. The safety factors just aren’t there.” Under Transport Canada regulations, the C-130s fall under code D, while the AVRA is only equipped to handle code C aircraft. Those codes “reference gear width, wing span and tail height,” said Fortune. They’re decided upon

The AVRA has been evaluated by EBA Tetra Tech to determine its suitability for C-130s. “The result of that evaluation was that the code 3C runway would be the appropriate size for that location,” Fortune said. The C-130s are currently used only by the military and the Coulson Group, who have “contracts with Lockheed Martin to complete the work and owns the type certificate for the C-130.” The type certificate allows a company to modify an aircraft significantly; in the Coulson Group’s case, this would involve transforming Fortune the C-130s into water tankers. “The Coulsons are setting themselves up in a niche market,” said Fortune. With the Martin Mars waterbombers out of the water and at the end of their usage, the modified C-130s could replace them. “Their closest competitor that does the same thing and packs the same load basically costs twice as much to operate,” he said.

If the AVRA runway isn’t expanded, the Coulson Group already has the approval to complete the work in the United States, according to the business case. “Our business is very fluid with regard to the C-130 Hercules aircraft and we have many variations of opportunities in front of us,” Coulson wrote in an e-mail to the Alberni Valley News. The Coulson Group is working with the Pensacola Naval Museum and the Canadian government on trading several aircraft, including the Hawaii Mars waterbomber, which would result in Coulson receiving retired C-130s that

would be retrofitted as firefighters and offered to Canadian provinces or the United States, he said. “As well, we have two foreign military countries looking to have the Coulson Retardant Delivery System (RADS) 4000 USG tanks, which are developed and installed at the airport, installed in their C-130s,” Coulson wrote. “We are also working with Airbus Defence and Space from Spain on a project to build tanking systems for one of our current production models.” Coulson also has partnerships with other companies around the world and a design and installation team that

“The majority of the traffic at the Alberni airport is light traffic... just because the airport right now is not capable of supporting heavier commercial traffic,” said Fortune. “At the Tofino site we do not charge landing fees for that type of aircraft, we charge landing fees for the higher value aircraft.” That includes both commercial aircraft and the larger private aircraft. Due to the lack of larger traffic, Fortune said it’s not necessarily worth it to impose a landing fee. “You’re between a rock and a hard place. You’re at a location where you don’t

have the commercial traffic to establish a fee schedule, because sometimes the cost of collecting that fee is not worth the price of trying to administer it.” Each user at the airport does pay annual rent for their respective facilities. Coulson Aircrane pays $7,987 to rent the space for its business, according to ACRD financial records. The Alberni Flying Club pays $3,209 a year to lease its space. The drag racing association pays $7,550 to lease and use the entire airport—including shutting down the airspace for four days. That cost will go up for 2015 because it will include extra

Backing up business A company that does business with clients around the world wants to establish a diversified arm of its aviation department at the Alberni Valley Regional Airport. This company has signed contracts with at least two clients, guaranteeing work for its existing 30 employees as well as potential new positions. Except the conditions would be even better if our runway was 1,000 feet longer. If this company originated in Vancouver, Victoria or even Toronto, would we be falling all over ourselves to accommodate it? Entice it to expand and move to the Alberni Valley? We think the answer would be yes. Which is why we are puzzled that there is so little support for this company, as it actually exists. It just happens to be locally-based Coulson Group. People and organizations such as School District 70 have criticized—we say unfairly—the Coulson Group for asking the Alberni-Clayoquot Regional District to consider extending the municipally-owned regional airport’s runway to increase economic opportunities in the Alberni Valley. The runway extension proposal is not all about one business, although some would like the voting public to think so. Read the ACRD’s business case; educate yourself before you make a decision on whether you want the regional district to spend taxpayers’ money to improve this taxpayer-funded piece of infrastructure. If we want our economy—and therefore our tax base—to grow we need to support the companies that are willing to do business with us. That especially includes businesses already established within our borders. What kind of message does it send to outside businesses if we can’t even support someone in our own community? Not a good message at all. — Alberni Valley News

Let nature takes its own course JIM MCGREGOR Guest shot

was browsing through the Langley Township events calendar recently and came across a course titled, “How to Train Your Fruit Trees to Produce More Fruit.” I was intrigued by this, as I wasn’t sure if you actually brought your fruit trees to the class and had them pay attention, or if this was a course for the orchard owner. It seems the workshop will cover how fruit trees grow and how to direct new growth to produce bigger crops in future years. Discussion will include training of various tree forms, fruit thinning of apples and pears, and the use of mesh bags as non-chemical barriers to prevent codling moth and apple maggot infestations of the fruit. I have a pear tree and a cherry tree and I do

absolutely nothing to them each and yet I always get pears and cherries. I don’t do dormant spraying or add any fertilizers and the only pruning I do is loping off a low hanging branch if it interferes with the lawn mowing. Nature seems to look after all the other stuff. No doubt there are many things I could do to increase the crop, but I don’t can or preserve anything and a juicy pear for dessert or a bowl of cherries as a snack is plenty for me. My two trees seem to appreciate the lack of attention. I seem to recall that fruit grows on the previous year’s growth so if you don’t prune regularly, the fruit ends up on top where you can’t reach it. Guys have ladders and being able to pick cherries standing on the ground sounds pretty boring to me. I like to think that nature

knows what she’s doing. I recall a story about a man who stopped by his friend’s house for a visit. He was distraught and depressed and embarrassed by the way his life had turned out. His friend was an avid gardener and suggested they go out to the rose garden where it was quiet. Before he sat down, the gardener plucked a rose bud, ready to open, from a bush and asked his troubled friend to open it while he talked. His friend talked about the way his poor life had unfolded, trying to assign blame for his misfortune. When he stopped talking, the gardener asked him how he was making out with the rose. It was a mess. The stem was broken, the leaves were torn and most of the fragile petals were on the ground. “I messed it up,” was the

We choke the leaves with smog and chemicals and we poison the soils and waste the water, and yet the trees still give us fruit in spite of how bad we have treated them. I think the workshop that should be mandatory for all mankind is the one that teaches us, “How to Leave Things Alone and Let Nature Take its Course.” At least that’s what McGregor says. Mailbag: Feedback on misplaced environmental focus Sounded like envirospeak To the Editor,

Re: Are we holding onto our water?, editorial, June 11. I happened to read the last paragraph of your editorial first and my eyeballs exploded, blood spurted everywhere as images of Richard Mitchell’s ‘worm in the brain’, danced freely before them. Read it in isolation and you might even share my chuckle. Upon reading it entirely I was even more disappointed. It shows what I call mindless envirospeak, the disease that is destroying our modern world. You list a problem and apparently, can only conclude that we need to reduce, etc. Your editorial reads as if from a modern environmentalist: halt development, stop using the world’s resources and don’t waste anything. Sadly, we ignore that human life has an overwhelming ‘manbuilt’ flavour. Opening a tap to get water, having a driveway and a car to wash, and flushing a toilet, all things that began in the mind of a human being. Those things

did not exist in nature. Our solution to a shortage of fresh, drinkable water follows the same path, technology. Recently the Israelis have been desalinating water profitably for some 50 cents per cubic meter, a price that rivals trapping and purifying streams. Using well-designed nuclear power, another unlimited source of energy, also mindlessly opposed by the ‘greens’, would reduce the cost still further. Have you forgotten that we live on ‘the water planet’? Even more, have you forgotten that you’re using a computer, one technology, to complain about a different technology, delivered drinking water? In a world with more people, more human inventiveness is the answer, not a full scale reduction in human happiness through denial of using the earth’s bounty to support human life. I trust you’ve not accepted the radical environmentalist viewpoint, that significant numbers of humans need to be eliminated to re-balance the world.

Gov’t muscle vs. mussels To the Editor,

My name is Brynne Morrice. I’m a B.C.based filmmaker, born and raised here. Last summer, I made a short film about the imminent threat that zebra and quagga mussels pose to our province. At the time, I assumed that the government of B.C. must simply be unaware of this threat. I hoped that my film would help change this. You can watch the five-minute film at www. protectourfreshwater. ca. I know now that Christy Clark’s government is aware. However, for some reason, they have dedicated a mere $1.3 million, spread out over three years, to combat a problem that has cost more than $6 billion in North America so far. Clark’s current action plan is entitled, “Early Detection and Rapid Response.” This is based on a glaring falsehood. In 25 years, in hundreds of lakes

and rivers across North America, it has been proven again and again that eradication does not exist. Zebra and quagga mussels, once in a lake or river, cannot be stopped. Knowing this, what exactly is the government planning to rapidly respond with? Prevention is the only option. Period. Since all it takes is one boat, the only way to protect our province is to stop and inspect every single boat that crosses our borders. Clark has said she will continue to review the current program of three roving inspection teams and see if more action is needed. Time is not a luxury we have. Anytime this summer or next, a boat could easily slip past the province’s very weak border defense and launch in our waters. Then, the only option will be to sit back and watch as the mussels inevitably spread to every lake and river in B.C. The damage will be catastrophic, the effects permanent. You have the power and the resources to prevent this. The people of B.C. are calling for action. This is an emergency and

should be treated as such. Why do you delay? Why are you not doing the absolute maximum to protect our province? Is B.C. not worth it to you? Brynne Morrice, Vernon

With so many other senators, besides Mike Duffy, apparently falling victim to “unclear” senate rules regarding expenditures, why didn’t one of these highly intelligent senators ask for clarification to the rules? Unless, of course, they were too selfserving to pass up the opportunity to proverbially “feed at the taxpayers’ trough”? Unfortunately, all good senators are likely to get tarred with the same brush. Yup! One-timelegislator, Daniel Boone, said it all: “There ain’t no ticks like ‘poly-ticks’!” And, in Boone’s day, senators would’ve been targets for a good ol’ fashioned tar and feathering. Re: water restrictions Susan Lambert Roth: I grew up on the mainland. Fifty years ago we had water restrictions far more severe than what we have here now. It’s not a big deal to be thoughtful about water usage. Drago Yaredic: Yeah, the city puts us on restrictions but they seem to be able water flowers at Victoria Quay

Members of the Huu-ay-aht First Nation arrive by canoe to Polly’s Point on June 5 to celebrate the wedding of Ty’ii ha’wiilth,Tliishin (Derek Peters) and Homin’niki (Irene Williams). The paddlers asked permission from the Tseshaht First Nation to do business on their land. The couple was married at the Alberni Athletic Hall on June 6. It is the first time in close to 100 years that the HFN has celebrated in their traditional way for their Ty’ii or hereditary chief.

Predeceased by sister Denise, Elaine is survived by loving husband Andrew; children Beverly Ann, Donna Lea (Ron), Linda (Tony), Patricia (Darren) and Susan (Ian); 8 grandchildren; 7 great grandchildren; sisters June (Leo), Lorna (Hank), Sylvia, Sharon (Dennis) as well as numerous nieces, nephews and extended family. Born in Manitoba, Elaine came to Port Alberni with her family in the late 40’s. She attended Alberni District High School then went to work at the Three Sisters CafĂŠ. She married and raised a family in Port Alberni. Moving to Vancouver in the early 60’s she began her career as a store detective for Woodwards, met Andrew and they were married in 1978. They came back to Port Alberni when retirement came. Elaine became involved in the Ladies Hospital Auxiliary and worked through the organization until she became president. In her younger years she was an active bowler and her other hobbies included painting, gardening, knitting, sewing and baking where some family claim â€œâ€Ś. She made the best butter tarts and pickled beets around!â€? Former Alberni Valley Bulldogs’ head coach Jim Hiller has joined Mike Babcock’s coaching team with the Toronto Maple Leafs. Hiller, 46, was born in Port Alberni and coached the Bulldogs from 2004–2006. Last year he was in charge of the NHL Detroit Red Wings’ power play and coached alongside Babcock. “I’m excited at the opportunity of working again with Mike, and to also add to the value that both DJ (Smith) and Andrew (Brewer, both assistant coaches),” Hiller was quoted as saying by Canadian Press.

Perrier joins NO Knights

Another former Bulldog coach, Bryant Perrier, 50, was named head coach and general manager of the North Okanagan Knights of the Kootenay International Junior Hockey League (KIJHL). Perrier’s most recent coaching assignment was three years in Europe, at the professional level in France.

Alberni District Secondary School sent its largest-ever contingent to the B.C. high school track and field championships two weeks ago and its members did not disappoint. “They were amazing,” coach Anna Jack said. “We had a bunch of kids who did their seasonal bests.” Eighteen student athletes made the trip to Langley June 4–6 for the provincial championships. Tynan Smith won a gold medal in junior boys’ javelin. “He was hoping to throw 45 metres,” Jack said. “He threw 47.49m and won the whole thing.” Aiden Jager took more than two seconds off her best time in the women’s 800 metres. Dana Dirocco added 10 centimetres to her high jump and finished a seasonal best in triple jump. She finished 15th overall in each of

best time from the Island championships in heat racing to make it to the finals—a pressure cooker, says Jack. “Relays at provincials are huge. They’re the highlight of the whole meet,” she said. “They ended up sixth and took another two seconds off. “Ryley Mitchell came out of nowhere,” she said. Keith Watt ran his best 400m too. The other two relay teammates were Coby Felsman and Jesse Law. The junior girls’ 4x400m team finished 11th overall. The senior boys’ 4x100m were also 11th. by Terry Rai coming through with 68, Steve Pointon shot 69 to claim third low net by retrogression. In the blue division the deuce pot wasn’t won, so there will be a draw at a later date. From the white tees there were three deuce pots won, Ted Stewart won two and Peter Mugleston won the other one. Closest to the pins were recorded by Mugleston on No. 2, Trask on No.4 and
