PRINCE RUPERT - Pacific NorthWest LNG has announced a positive final investment decision for its $11-billion Lelu Island terminal, subject to two conditions. They are approval of the Project Development Agreement by the Legislature and regulatory approval from the Canadian Environmental Assessment Agency (CEAA). Pacific NorthWest LNG president Michael Culbert said the company will continue to push toward CEAA approval following the decision. “In parallel with work to support the final investment decision, Pacific NorthWest LNG will continue constructive engagement with area First Nations, local communities, stakeholders and regulators. The
integrated project is poised to create thousands of construction and operational careers in the midst of the current energy sector slowdown,” said Culbert. “A final investment decision is a crucial step to ensure that the project stays on track to service contracted LNG customers. Pacific NorthWest LNG is poised to make a substantial investment that will benefit Canada for generations to come.” News of the decision was welcomed by a very happy Port Edward Mayor Dave MacDonald. “We’re excited that we have reached another level in the negotiations and hope the company can come to a positive final investment decision soon [with all conditions met],” he said. Coleman said the government is hoping to recall the Legislature next month to vote on the project development agreement. “We’re pretty happy with the progress that has been made because there are just two conditions and neither is related to whether or not there is a market or the cost of construction ... they have the market, they have the gas sold and they know the prices. Now they have a project that is totally commercially viable,” he said. The project was very publicly rejected by the Lax Kw’alaams Band which turned down a benefits agreement worth more than $1 billion over 40 years. Coleman’s optimistic that obstacle can also be overcome. “We have made significant progress with the Lax Kw’alaams over the past few

I think you will see Lax Kw’alaams come together with other First Nations to support this development,” he said. “I think we can see a line of sight to an agreement.” While Lax Kw’alaams Mayor Garry Reece did not respond to a request for comment, Metlakatla Chief Harold Leighton said the band was keeping a close eye on the project. “The project potentially brings opportunities to our people, however, Metlakatla needs to continue our work with the regulators in order to be satisfied that conditions are in place to ensure the protection of our environmental legacy,” he said. “We await further research and analysis, and will continue to discuss how we resolve outstanding issues with Pacific NorthWest LNG and federal regulatory agencies.”

The Nepalese people are a mix of cultures which are predominantly Hindu and Buddhist living harmoniously together. In my experience, the Nepalese people are friendly, generous and kind, in spite of the fact that the average per capita income in Nepal is 730$US. The earthquake, which caused mass devastation on the 25th April, 2015 was 7.8 magnitude with an aftershock on the 26th of 6.7. KITIMAT - A near 1,100 signature petition to Rio Tinto Alcan demanding SO2 scrubbers was hand delivered to the company’s community office June 9. The company has followed up though saying they stand by their decision to release SO2 in the air rather than through salt water scrubbers. Meanwhile the deliverers of the petition, Lucy McRae and Breanne Wilken, felt unwelcome when they handed the petition to the company. “Kevin Dobbin [Manager Communities, External Relations and Media] was not happy to receive it,” said McRae outside the office. She and Wilken both say they felt like they were pushed out the door. McRae said copies of the petition will also be forwarded to RTA’s head office. “We did receive the petition this week,” said Gaby Poirier, General Manager for BC Operations, but added, “Our main focus is on people and
stakeholders that live and reside in the community.” The petition includes signatories who are not specifically in the Kitimat area, even as far away as Ontario and the United Kingdom. Poirier points to what he calls the “big picture” of the overall 50 per cent general reduction in emissions. “We are very open to feedback. We have many consultation processes... we’ve got the website, got the community office always open to the public,” he said. “There’s many, many ways to get the feedback and we’re very open to get the feedback from the community because this remains our main focus. People and stakeholders that live and reside in the community.” Poirier called SO2 a complex issue but stands by the company’s decision against scrubbers. In the meantime, an appeal of the permit provided RTA so that it could increase the amount of S02 that will come out of its new smelter continues in Kitimat. The last day of the Kitimat hearings is June 30.

Middle school considered a high risk to fail in earthquake By Martina Perry THE NORTHERN CONNECTOR
PRINCE RUPERT - The likelihood of Prince Rupert Middle School (PRMS) suffering extensive and irreparable damage in a major earthquake is once again being considered as high. “Virtually every block in that building is now rated as a high seismic risk,” said Cam McIntyre, secretary-treasurer of the Prince Rupert School District (SD52).
Engineers recently reexamined the building, with the provincial technical review board approving the reassessment that classified a majority of the school as being in the most critical structural risk level. The same conclusion was made back when the building was still operating as a secondary school, but was later downgraded to a mediumto-low risk rating. For the most recent assessment, PRMS was separated into nine blocks representing areas of differ-
ent construction types and structural characteristics. The only section of the school that was given a medium risk rating was the outside band room, where only isolated damage is expected following an earthquake. The school’s auto wing and covered walkway were evaluated as the lowest degree of the high risk ratings, with isolated failures expected. The industrial wing on the southeast end of the school was

given a second level high risk rating, determined to be a “vulnerable structure” that is at risk of having extensive damage or structural failure that would likely not be reparable in an earthquake. The remainder of PRMS was given the “most vulnerable structure” classification at the highest risk of widespread damage or structural failure that would be irreparable after an event. SD52 will update and submit its seismic report on PRMS to the B.C.

The updated rating will put PRMS in the list of high risk schools looking to access funds from the ministry’s seismic mitigation program. “There’s well over 100 buildings in the province that have a high seismic rating, so exactly when they’ll choose to deal with our building, I don’t know,” said McIntyre.

KITIMAT - It’s going to happen in 2016. Kitimat will join Terrace in a shift to a community mailbox system for collecting mail rather than the door-to-door service enjoyed now. Canada Post revealed last week that Kitimat, along with Terrace, would be part of nearly 4,000 homes that will lose the door-to-door service, part of the mailing service’s multi-year plan to phase in community mailboxes country-wide. Figuring out where community mailboxes will be placed will be determined through consultation processes with the town and affected residents, says John Caines with Canada Post’s media relations. “This is part of a five-year initiative to convert one-third
of Canadian addresses who still have delivery at the door to community mailboxes in an effort to secure postal service for the future,” said Caines in a statement. “Since the program began in 2014, one million addresses have been or are in the various stages of the conversion process.” Mayor Phil Germuth said Canada Post representatives told the council about the upcoming announcement. He said there’s little that the town can do to halt the process, pointing to efforts by the City of Hamilton in Ontario to stop the efforts through courts. “We know there’s going to be a lot of questions and concerns from the public,” he said. “There will be community consultation...but in a nutshell they’re going to make it happen.” He said Canada Post has committed to working with the planning department and with
council on the consultation process. “We’re going to have to make the best of it,” he said. He did note that they did promise no lay-offs in relation to this move. Canada Post said no regular full-time or part-time employees will lose their jobs due to this change, as they will reduce the workforce through attrition. Canada Post says a dedicated phone number will be available for people concerned about their ability to access their mailbox. “With mail volumes continuing to decline, the changes we are making are necessary to secure postal service for all Canadians. We are proceeding in communities across the country as we have for years - in a thoughtful, consultative manner and in accordance with the laws that govern how postal service is provided in Canada.”
Permanent CAO for Kitimat named THE NORTHERN CONNECTOR
KITIMAT - The District of Kitimat’s former deputy chief administrative officer Warren Waycheshen, who took on the role of interim CAO when Ron Poole announced his resignation to move to Mission, has now officially been named the town’s new CAO. The District announced the promotion June 11. Waycheshen began at the District of Kitimat in September 2012. Waycheshen was moved up to the interim CAO position in the midst of the municipal strike.
ALR reforms ease way for breweries THE NORTHERN CONNECTOR
SURREY - Breweries, distilleries and meaderies will be allowed to open up on farmland in the Agricultural Land Reserve provided they meet the same rules set out for wineries. That’s one of a series of reforms announced
by the province Monday that aim to make it easier for farmers to set up agricultural processing plants and otherwise earn more money from their land. As with wineries in the ALR, at least half the farm ingredients that go into the beer, spirits or mead must be grown on the farm.

A press release from the District of Kitimat says “Council looks forward to working with Warren.” Late last week Waycheshen said that they are “still looking at options” as far as replacing his former position, but they expect to be posting a position soon. He notes the position may not be the exact one he held. Since then a position for Director of Corporate Services has been posted for the District of Kitimat. Meanwhile a man named Don Schaffer is filling in as the acting corporate administrator. Schaffer, said Waycheshen, does work in the province doing short-term coverages for municipalities.

GITWINKSIHLKW - The Nass Valley village of Gitwinksihlkw, known for the pedestrian suspension bridge which spans the Nass River, will soon have a cafe and gift shop. The announcement follows a successful application made to the Nisga’a Lisims Government’s Nisga’a Business Development Fund for $218,000 in support of the project. A modular building will be owned and leased by Gitwinksihlkw and the operation of the business will be by Gitwinksihlkw local entrepreneur Sally Nyce who currently operates a home-based business, indicates a Nisga’a Lisims press release. Nyce was selected after the village asked for expressions of interest from members of the community. Increase dump fee raises the ire of Port Edward By Shaun Thomas

PORT EDWARD - District of Port Edward councillors took aim at Prince Rupert city council last Tuesday night after being informed the city would not be reconsidering a policy that charges out-of-town residents 45 per cent more to use the landfill on Ridley Island. “This is a tough pill to swallow. That is just disrespectful,” said Coun. James Brown after receiving a letter indicating Prince Rupert council had voted in-camera on May 11 to keep the landfill charges the same. “They say they’re good neighbours, but if that is being good neighbours I would hate to see them get mad at us,” said Mayor Dave MacDonald, who said the district is “very upset” by the 45 per cent increase. Councillors said they were not notified of the city’s intention to raise the fees prior to the implementation, which they say negated any possibility of reaching a solution that would be more agreeable to residents. “What has us all upset is the 45 per cent increase, just like that. If they would have said 15/15/15 over three years we could have worked with it. They’re not going to change that, but I wish they would find a way to be kinder to our residents ... I wish there was a way they would help the residents,” said MacDonald, who said he found out about the increase when it was reported in the Northern View. “I think it was a bad business decision on their part. They were the ones who set the rate we have been paying all along and to then bump it up by 45 per cent is just nuts, but that is what Prince Rupert does,” said Coun. Dan Franzen. Prince Rupert Mayor Lee Brain said notice of the increase was given following its adoption at council in December, which is similar to how notice is given to residents of rate increases, and said the fee increase was a necessity as the garbage dump expands. “Prince Rupert residents pay significantly more for the landfill than Port Edward residents do, so we were trying to bring it into balance. KITIMAT - Odds are golf pros are just looking for a reason to spend an entire day on the golf course, and raising money for charity is definitely among the best ones. Hirsch Creek Golf and Winter Club head golf professional Steve Haggard will be teeing off June 22 at 4:30 a.m. and won’t stop until sometime after 10:30 p.m. that night (at least for as long as the light holds out), all with an eye to raising money for ALS.
The event is called the Golfathon for ALS (Amyotrophic Lateral Sclerosis), and money raised through the program goes to ALS Society of British Columbia, among others. Haggard says this is the seventh Golfathon he has done, the others done in his former home course in Invermere. Here he’ll do the golf course loop and just keep repeating it until sundown. As an extra bonus he’s looking forward to golfing straight through two seasons — spring be-
comes summer while he’ll be on the course. In past years he’s raised around $1,000 per Golfathon. In Kitimat there is a donation sheet at the pro shop where people can either donate a straight dollar amount, or donate per round or per hole. Members are welcome to join him on the course too, he says. Kitimat joins a long list of other courses in the province participating in the same event, although not all are held on the same day, some taking place in July even.

TERRACE - The North Coast gym was pumped June 7 for the second annual Northwest Weightlifting Competition. The packed house saw 38 competitors pull for their best – that includes 13 women in bench press and four women who pulled more than 300 lbs from the floor. Tournament organizer Adam Yawrenko said “all in all it was a step above last year” and noted that once again, a significant amount of personal records were achieved. He said he’s already planning next year’s event and is sure that, just like last year, many of the athletes from this competition will go onto the next level this fall. City approves rainbow crosswalk for Cow Bay THE NORTHERN CONNECTOR
PRINCE RUPERT - The City of Prince Rupert is recognizing its LGTBQ community and showcasing its inclusiveness by painting a rainbow-coloured crosswalk in Cow Bay. Prince Rupert city council approved a request from community groups to paint the crosswalk in front of Atlin Terminal rainbow colours last week, following in the footsteps of Vancouver and its colourful crossings at the intersection of Davie and Bute streets. “It signifies the support of our community for a diversified and tolerant position,” said Coun. Joy Thorkelson. Applying the rainbow design is expected to cost $1,800 because of the numerous colours and amount of paint being used, with the estimated price tag of painting a regular crosswalk being approximately $300. Christine Danroth, an openly lesbian mother and local LGTBQ rights advocate, was pleased with council’s decision, stating the colourful crosswalk will send a message of equality and acceptance in Prince Rupert. “I’m very excited for the youth in our community because we have quite a few ... who are in the LGBT spectrum. I think it’s a really positive gesture for them,” she said. It was Danroth who prompted the request by a Facebook post she made in May posing the question of rainbow crosswalks in Prince Rupert. “When it was blowing up on social media, Mayor Lee Brain and I started talking and he seemed pretty excited
about the idea,” she said. Brain met with members of the Charles Hays Secondary School Gay Straight Alliance, a group Danroth runs alongside teacher Paul Paling and community member Carrie Thorpe, and individuals from Prince Rupert Pride before bringing the idea to social media for feedback. While many supported the idea, others were concerned about safety and the cost, stating money should be spent on repairing roads and sidewalks. Brain said the crossing will be marked with signage and outlined in white paint, and noted the city added an additional $1 million to its roads and sidewalks budget for the year. Many councillors spoke in favour of the request when it came before council on June 8, including Coun. Blair Mirau who punned it’s time Prince Rupert took “pride” in its moniker the “City of Rainbows”. “It’s a really powerful statement we can send with a very little amount of money,” he said. Coun. Wade Niesh said he had no issue with the intention of a rainbow crossing, but said it isn’t something the city should pay for. “This just can’t be looked at as $1,800 for one year, this is going to be $1,800 a year, every year,” said Niesh, who was the only councillor to vote against the request. The City of Prince Rupert set up an account at city hall to collect donations for the rainbow crosswalk, so the city doesn’t have to use funds from its public works budget. Currently, there is not a start date for the project.

Canada Post to cut delivery service to Terrace next year By Josh Massey THE NORTHERN CONNECTOR
TERRACE - Mayor Carol Leclerc says the announcement of Canada Post’s cost-saving end to door-to-door delivery as of next year came as a surprise when its officials requested a private meeting at the recent Federation of Canadian Municipalities convention in Edmonton. “I had no idea that this was coming,” said Leclerc, who in April had signed a letter on behalf of city council asking Canada Post to send a representative to a council meeting to explain the impacts. The letter sprang from a request by the Canadian Union of Postal Workers which is trying to preserve approximately 8,000 jobs across the country that are scheduled to be phased out as workers retire. But at the meeting with Canada Post officials at the Edmonton convention, the topic was not arranging a local representative to come present in Terrace, it was instead the announcement that service would be ending. Leclerc also said that council supported the postal union position and was expecting more discussion. But Canada Post officials made it clear the union CUPW wasn’t about to derail their cost-saving plans, according to the mayor. “I was expecting them to give their side of the story about the CUPW letter. So that’s why I was quite surprised, I had my head in a different area.” But Leclerc said she thinks the changes are necessary for a company that has gone from being the number one conveyor of letters to a predominantly parcel service. “I am pleased that nobody is losing a job over it. I think it will bring neighbours together. I understand the need to modernize. I appreciate that Canada Post is ensuring feedback is available, that they are doing a survey.” Canada Post is saying it will reduce its workforce by not hiring replacements as people leave or retire. Skeena – Bulkley Valley NDP MP Nathan Cullen says he’s opposed to the end of
door-to-door service. “I believe that we should be looking for best practices and examples in other countries who have successfully maintained their home delivery. There are many ways that Canada Post could innovate, become more dynamic, and even increase its revenues, all while maintaining the proud service it has offered to Canadians
since day one,” said Cullen. Canada Post has 41 employees in Terrace, including part time and casual people. Included on its local payroll are what it calls 23 delivery agents on full and part time delivery routes with seven people designated as relief carriers. The exact number of jobs to be eliminated in Terrace isn’t yet known.
In all, Canada Post delivers to approximately 8,200 addresses in Terrace, Thornhill and area either door-todoor in built up areas, by community mailboxes in newer subdivisions or to communitystyle mailboxes in rural areas. Of those 8,200 addresses, 5,390 are now on door-to-door routes which will be eliminated next year.
Canada Post has said it will provide door-todoor service for people who are physically unable to get to a community mailbox. But that hasn’t stalled pushback from some municipalities and advocacy groups, including a federal lawsuit which has been launched by the postal worker’s union with support from various groups representing re-
tired and handicapped citizens. Kitimat will join Terrace in a shift to a community mailbox system for collecting mail rather than the door-to-door service enjoyed now. Canada Post revealed that Kitimat, along with Terrace, would be part of 3,229 homes that will lose the door-todoor service, part of the mailing service’s multiyear plan to phase in
community mailboxes country-wide. It’s unclear precisely when the change will take place. Figuring out where community mailboxes will be placed will be determined through consultation processes with the town and affected residents, says John Caines with Canada Post’s media relations who has been contacting people.

Teen girls being propositioned by motorists in Terrace By Margaret Speirs THE NORTHERN CONNECTOR
TERRACE - RCMP officers here now have three reports of teen age girls being approached or propositioned by older men. In the first incident on June 7, a man described as Caucasian, bald, in mid mid-30s and driving a dark green Ford van approached a 15-year-old girl on the 4600 Block of Haugland and asked her if she wanted to go and party or grab something to eat. The girl refused. On June 9, an incident, took place in the parking lot of the Tim Hortons on Keith Ave. At approximately 8 p.m. that day a 14-yearold girl was walking through the Tim Hortons parking lot on Keith Ave when a man in a blue van made contact with
the girl. She ignored him. He then asked her if she wanted to make some money. The girl continued to ignore the man and approached a woman driver in another car and asked for assistance. The man drove off. The man is described as Caucasian, 25 to 35 years of age with auburn wavy hair, two or three inches in length. He has a well-groomed beard. On June 13 at approximately 10 p.m., a man described as Caucasian, in his 40s, heavier set, and brown hair driving a newer model dark blue truck asked a 14-year-old girl walking alone on the new bridge if she wanted a ride home. The girl refused. The incidents have RCMP reminding the
public, specifically women of all ages, that personal safety is important. In the June 9 incident the girl did the right thing and approached another person to ask for help, says Terrace RCMP Const. Angela Rabut. “Personal safety is
very important and the best defence to protect yourself from becoming a victim of a crime. Educate and protect yourself,” she said. The vehicle is described as a navy blue minivan, very shiny and newer with a roof rack holding items. An item on the roof rack may
have been red. The front passenger seat may have a red rope attached to the headrest. There was no report of the licence plates on the vehicle. “If you see or know of a vehicle or person matching the description provided, let your police know at 250-638-7400,”

LNG Canada’s Aboriginal Consultation Manager, Sam Adkins, says, “LNG Canada is committed to an approach that will see Aboriginal Groups and local communities in the northwest realize economic benefits from our proposed project. The Pathways program certainly fits in with our priorities of hiring locally and supporting skills training and workforce development initiatives for First Nations. Goldhawk said the Pathways project is aiming to reach 192 people, and noted that the fact that the programs will be offered in Terrace and Prince Rupert means it can reach the widest range of people possible. “This is really terrific because it’s offered from two different locations,” she said, adding, “It’s a great stepping stone for the advancement of a lot of people.” There are six Northwestern B.C. First Nations involved in this program: Kitselas, Kitsumkalum, Lax Kw’alaams, Gitxaala, Metlakatla and Gitga’at. Adkins says it’s a true grassroots initiative and its the communities themselves which will recommend the best candidates. The Nicola Valley Institute of Technology (NVIT), an Aboriginal post-secondary institute, will be delivering the program. Pathways to Success itself is provided through the Aboriginal Skills Training Development Program, a provincial government initiative that will invest up to $30 million towards new Aboriginal skills training projects and partnerships over the course of the next three years.

dd Eidsvik passed away peacefully on June 12, 2015. Odd was committed to community service – a Municipal Councillor, Prince Rupert Port Authority Director, Board member of the Prince Rupert Airport Society, member of the Rotary Club of Prince Rupert, Charter member of Hecate Strait Rotary Club, and multiple recipient of the Paul Harris Award. Odd was a chartered accountant for over 50 years and had a successful practice committed to the financial health of his clients through his Prince Rupert and Richmond offices. He was a board member of the BC Institute of Chartered Accountants and was awarded a Fellow Chartered Accountant designation. His first career was that of a commercial fisherman and his passion for fishing continued throughout his lifetime. He will be deeply missed by his wife Nancy; brother Harold (Malvina); 9 children - David (Bonnie), Shelley (Robyn), Phil (Lynette), Jean Paul (Evelyn), Chris, Reider (Wendy), Sherry (Warren) and Jennifer (Guy) and Brad (Michelle); 16 grandchildren – Erin, Sasha, Rebecca, Stephanie, Andrea, Jennifer, Brooke, Lindsay, Kaien, Kirstin, Reider, Nathan, Stephanie, Kailey, Jerret, and Mikyla; 2 great grandchildren - Ava and Blayne; and his pets – Finnigan and Prince. A celebration of Odd’s life and his legacy will be held at St. Paul’s Lutheran Church in Prince Rupert on June 26 at 1:30 pm. A reception will be held at La Gondola Restaurant between 3 and 6 pm. Latham Mack is a Nuxalk artist from Bella Coola who designs, paints, and carves, working mostly in alder and yellow cedar. His traditional name is Quuluun (Beaver), and he is a member of the Grizzly bear and Raven clan. Mack helped carve two totem poles in Bella Coola, raised in 2002
and 2008, as well as a pole raised in 2010 in Kitselas Canyon. Mack has been mentored by world-renowned artists Glenn Tallio and Dempsey Bob, and is both an alumni and now an instructor at the Freda Diesing School of Northwest Coast Art. No registration necessary. Admission free or by donation.

This is Maurice’s story A seasoned employee contributing to Kitimat’s bright future is Maurice Belgrave. Like many locals, Maurice originally came for a visit to Kitimat through a family connection and has been planting roots ever since. One of those roots took hold at the Kitimat smelter’s Anode Paste Plant (APP) area of operation for 39 years and counting. With unparalled operating experience and two previous Kitimat Anode Paste Plant facilities behind him, the third time is set to be a charm. “In the 1980s, when we first modernized the original APP, it was a big change for our operations and the people that worked here,” says Maurice. “The third APP building and equipment coming with KMP is like nothing else. The advance in technology and the level of automation is much more of a leap than the last.” Many innovations will debut with Kitimat’s smelter start-up, but it’s employee know-how and how we work together through decades of aluminium production experience that have positioned BC Operations for success. “Teamwork is the most important ingredient in a successful start-up,” says Maurice. “It takes a while to build a really strong team, but once you do, the way that team works together gives the operations its winning edge.”
