City continuing river wall work
PAYING FINAL RESPECTS
Assessments will determine if any future remediation required BY SHERI REGNIER Times Staff
After 85 years, pretty much anything would begin to show cracks. That is what's happened with the historic river wall in downtown Trail, though the first leg of restoration doesn't sit pretty with the province. Following high water levels in 2012, the city was concerned about the wall's stability and questioned how much longer the barrier could withstand seasonal increases of hydraulic pressure without a breach. Restoration efforts first began along the shoreline because years of illegal dumping and washed up debris impeded access to the site as well as aging trees impacting an existing sewer system and the wall by embedding roots in both structures. Whenever work is planned near water, municipalities must submit a water act application to the Ministry of Forest, Lands and Natural Resource to make changes in and about a stream. While the city did receive a permit to begin river wall restoration, the ministry identified that vegetation along the shoreline was to be disturbed as little as possible to lessen impact to native fish and wildlife. “Soon after the selective removal of vegetation began, the city determined that the existing large trees were primarily relying on the sanitary line and the retaining wall for anchoring its root system,” explained Larry Abenante from Trail public works. “Aggressive high water constantly uproots trees along the river shoreline,” he said. “These trees were removed due to the potential damage to the infrastructure if the trees were to remain.” Since the shoreline clean up and wall rehabilitation was undertaken in 2013, the ministry issued a Water Act Order for the city to restore aquatic habitat while not reducing the effectiveness of the erosion protection works that were constructed. Work was to be completed by August 2015, but has been delayed in light of Teck's ongoing Groundwater Remediation Plan, which includes testing the Columbia River shores adjacent to downtown for potential impacts to sediment. The assessment work carries into next year, and those results will determine if additional remediation would be required. “Until that happens we don't know what, if anything, may need to be done,” said Abenante. “It may involve planting trees, so until then we are trying to work with Teck rather than duplicate. The city has to come up with a plan but the Water Act Order does give us a bit of flexibility. See WALL, Page 3

Members of the U.S. Army travelled to Trail on Monday afternoon to present an American flag at the burial service of Sgt. Eric Honeyman, a member of a flight crew tasked with bombing bridges during the Battle of the Bulge in World War II. Over 100 well-wishers and around 40 members of the Honeyman family gathered at Mountain View Cemetery on Monday afternoon for the service. The RCMP, fire department, Cadets, member of the local Legion and more were in attendance to pay their respects to the airman. Sgt. Honeyman’s remains were discovered in the Belgian mountains six years ago, and, after excavation and DNA testing, were returned to his family. Visit trailtimes.ca for more photos.
Ministry warns unlicensed drivers in Trail Rides for cash without proper licence may result in fines BY LIZ BEVAN Times Staff
Cease and desist letters have been issued to two drivers for two different vehicles in Trail, requesting they stop picking up passengers for cash without the proper licencing. The names of the two drivers haven't been released to the public, but one of the partners that operate Creston Cabs, is happy to see there is action being taken against unlicensed drivers. “If we have to play by the rules, then we think (the unlicensed drivers) should have to play by the rules, too,” said Kevin Foley, adding that Creston
Cabs, with one taxi running in Trail, has drivers with proper Class 4 licenses, inspected vehicles and more. “I think it is important that the community know that this is killing the cab business. Like the last guy (who ran Champion Cabs), it could go belly up.” The letters were issued by the Ministry of Transportation and Infrastructure and is just the first step in stopping drivers without the right licensing from taking passengers to their destination for payment. If caught a second time, the unlicensed drivers could be facing fines of up to $1,500. “Cease and desist letters are a tool used to gain compliance,” wrote the Ministry of Transportation and Infrastructure in response to email questions. “Failure to

comply with directions of a Peace Officer may result in an administrative fine of up to $1,500 for a passenger transportation licensee and violation tickets of $288 to licensees and non-licensees.” Although Foley is pleased to know the issue is recognized by enforcement agencies, he says he isn't sure how effective a letter can be in dissuading unlicensed drivers to stop transporting passengers for profit. “I think that the letters need to be taken with a grain of salt,” he said. “The cease and desist letters are very difficult to enforce. If one of these guys picks someone up, especially in a small town, then gets pulled over by the RCMP, it is difficult to catch unless they see the actual transaction. See COMPANY, Page 3

Byelection needed after two councillors resign By Tamara Hynd Nelson Star
Salmo is preparing for a byelection after two village councillors quit suddenly. Cathy Paton and Ken Anderson submitted their resignations to the village administrator. Anderson did not return messages seeking comment. In an email, Paton said she was not ready to make a public statement, but was sorry she was not able to continue the job. “I was honoured that so many residents voted for me, and it was definitely an honour to represent them for the short time I did,” she said. Mayor Stephen White said he didn’t know what spurred the resignations. “No one spoke to me about it so I would have to say I was surprised,” White said in an interview. “Unfortunately I haven’t had an opportunity to speak with either of them yet. “ There’s no question it’s a loss to the community. Both of these individuals had certainly been instrumental in supporting the initiatives that saw the village turn the corner on financial accountability, reporting requirements, and many other initiatives so to have this happen certainly doesn’t help.” In the 2014 election, Anderson topped the polls with 304 votes followed by Paton with 299. The resignations, which are effective immediately, leave the normally five-member council with a bare quorum of three.
The other councillors are Steven Dimock and Dan Danforth. None had previous elected experience. Council held a special meeting on Wednesday to reassign council portfolios vacated by the former councillors. In a written statement, it said village services and council meetings will continue without interruption. Asked if he was disappointed that he hadn’t caught wind of the impending resignations, White replied: “I’m rarely disappointed in people. People have all kinds of reasons for finding that they need to take particular actions and I respect that. I always respect individual decisions like that. Hopefully, at some point, we will have some discussion about it. But no, I am not disappointed in the individuals.” White said he had not yet had time to analyze the situation. “We have to look at the reality that it is not unusual, particularly in the first six months to a year of a new council and in particular when everyone on the council is new that you have people that find that for whatever reason, they may not want to continue. “We appreciate the contributions of councillors Anderson and Paton and wish them well in all of their future endeavours. “What’s important if this is the decision you come to, better you come to it now, early in the term so the organization can move on. This is a very resilient village; we’ll move on.” The next scheduled regular council meeting is on July 14.
Company offers to work in unison FROM PAGE 1 “It is not against the law to drive friends around. It is against the law to drive people around for money. In the instances that we know about, there are repeat offenders.” To catch the unlicensed operators, the ministry can only enforce laws if caught by officers looking for offenders, or if they are reported. “Unlicensed operators may be identified through targeted enforcement activities by police, by-law, Commercial Vehicle Safety Enforcement (CVSE) or passenger transportation officers,” wrote the ministry. “Unlicensed operators can also be reported. All complaints reported to the Passenger Transportation Branch are investi-
gated. As part of an investigation, complainants and alleged illegal operators are given the opportunity to provide additional information to substantiate or refute the allegation.” Foley proposed an alternate solution to writing letters and targeting individuals as a means of enforcement. “I understand (the unlicensed drivers) are doing it for a means to make a living,” he said, adding that there could be a win-win answer to the problem. I would prefer if we worked in unison. Use our vehicles. If you need a job driving, we can give you a job. As long as the driver has a clean abstract and the proper license, we are not opposed to having people drive for us. The potential is there.”

Wall fracture highlighted during inspection FROM PAGE 1 “We won’t meet the August deadline which is fine as long as we keep them abreast with what we are doing.” So far, the city has undertaken some re-vegetation, though the trees were planted along the Esplanade thereby avoiding future rooting impacts to the wall. Twelve seedless Acer rubrum, otherwise known as “red rocket” maples, were planted in along the walkway that over time are expected to overhang the wall and shed leaves into the river. “The foliage will fall and cast down along the shoreline,” said Abenante. “We
wanted to clean up the river front and showcase it in the community. Now we can inspect the wall, we’ve painted the diamond (wall features) and we will carry on next year with another project. Before this, the river wall had little maintenance because we couldn’t get to it. Now we can do proper maintenance and promote its beauty.” While the wall is an impressive visual in downtown Trail, the design is utilitarian. It was originally constructed in the 1930s to protect the city against flooding though it had to be largely repaired following a significant failure

in 1961 when Columbia River waters washed out a large section. Some segments, however, are still the original structure. “The river wall is an important component of flood protection works,” said John Howes in his report to Trail council Monday. He explained that the entire system must be inspected in detail once a year as per flood protection guidelines. A concrete fracture and degradation were identified in a 30-metre area during a recent inspection. Council approved $30,000 for the high priority repair, which will begin in the fall.

Proponent of Third Stream jazz-classical movement THE ASSOCIATED PRESS NEW YORK - Gunther Schuller, a horn player, educator and Pulitzer Prize-winning composer who was the leading proponent of the Third Stream movement fusing jazz and classical music, died Sunday at age 89. 200 compositions, including solo and orchestral works, chamber music, opera and jazz. His orchestral work, “Of Reminiscences and Reflections,” dedicated to his wife Marjorie Black, won the 1994 Pulitzer Prize for Music. Schuller, who was born on Nov. 22, 1925, in New York, came from a family of classical musicians. He discovered a whole new musical world when he heard Duke Ellington on the radio one night while doing his high school homework. “I said to my father, ‘You know, Pop, I heard some music - Duke Ellington - last night and that music is as great as Beethoven’s and Mozart’s,”’ Schuller said in a 2009 NPR interview. “And he almost had a heart attack because that was a heretical thing to say.” During a 1957 lecture at Brandeis University, Schuller coined the term “Third Stream” to describe his vision of what would result if the two main streams of music in the U.S. got married and begat a child. “I was vilified on both sides,” he said. “Classical musicians, composers and critics all thought that classical would be contaminated by this lowly jazz music, this black music. And jazz musicians and critics said, ‘My god, classical music is going to stultify our great, spontaneous music.’ “It was all nonsense and ignorance, of course. Eventually the two came together anyway.”

Provincial/National
Family versus finances: the calculus for MPs when deciding whether to run THE CANADIAN PRESS OTTAWA - Nearly 60 members of the justended 41st Parliament have decided against running again this fall. Some moved on to provincial politics, like Conservatives Patrick Brown and Brian Jean, now leading conservative parties in Ontario and Alberta. Others, like the NDP’s Alexandrine Latendresse, who was among the young MPs from Quebec who were swept onto Parliament Hill in 2011, say the cut-and-thrust of the House of Commons has lost its appeal. Still others say they want to spend more time with family, like Justice Minister Peter MacKay and Industry Minister James Moore, who just announced on Friday he won’t run again. Whatever their stated reasons, many political observers wonder whether money is also among them.
Departing MPs are eligible for severance and pension payments that can top six figures; recent changes to how pensions will be paid have fuelled speculation that many are getting out while the getting is good. “I try not to be cynical; people give me a good reason and looking at MacKay and Moore in particular, that they’ve got young kids seems to me like a reasonable reason,” said Aaron Wudrick, the federal director of the Canadian Taxpayers Federation. “But objectively speaking, there’s no question that anybody who leaves now ... they will be objectively better off. ” Severance MPs who serve out their terms and don’t run again are entitled to severance worth 50 per cent of their salary. That’s a minimum payout of $83,700 for those earning the base
MP salary of $167,400. Cabinet ministers like Moore and MacKay make $244,500 a year, which means severance of $122,250. The same goes for those who run again and lose. Severance payouts after the 2011 election totalled $4.3 million, the Canadian Taxpayers Federation calculated. “You could argue you’ve run for office, you intend to continue working but you’re defeated, so then maybe severance is reasonable because you’re looking for work when you were not planning to,” Wudrick said. “But we do kind of raise our eyebrow at the idea that a member of Parliament can get severance with a pre-planned departure.” MPs like former foreign affairs minister John Baird, who quit mid-session and
vacated his seat almost immediately, don’t receive severance, but still have access to a pension at age 55. Pension To be eligible for a pension, an MP must have served six years. In 2013-2014, the average annual allowance for former MPs was $59,974, according to a Treasury Board report. Current MPs who are eligible for a pension right now and who aren’t running again - or who run again and lose - can collect a pension beginning at age 55. But changes made to the plan three years ago come into effect at the end of this year, and include increasing the age an MP can start collecting their pension to 65 from 55. That’s only for those elected for the first time this fall. It gets more complicated for those who win reelection.
Their pension payments will be calculated on the number of years they served both before and after Dec. 31, 2015. The portion owing on service up to 2015 is available once they turn 55, the rest at 65. They can start collecting that portion at 55 too, but will pay a one per cent penalty each year until they turn 65. Meanwhile, the six-year-service rule remains in effect. There are 133 current MPs who wouldn’t qualify for a pension until after the October vote at the earliest. But Wudrick said it’s unclear how much of a financial calculation any MP is making in deciding whether to run. The number not running is about the same as before two other landmark campaigns in recent history - 1993 and 2004, he noted.
“So maybe it’s question of people reassessing their political
prospects rather than how much money can I get.”

B.C. Mountie going to prison for lying at public inquiry THE CANADIAN PRESS VANCOUVER - A British Columbia Mountie convicted of lying to a public inquiry has been sentenced to 30 months in prison. RCMP Const. Kwesi Millington was found guilty of perjury earlier this year after a B.C. Supreme Court judge concluded he colluded with his fellow officers over testimony given before a public inquiry looking into the death of Robert Dziekanski. Millington was one of four officers who approached Dziekanski at Vancouver’s airport in October 2007. Within seconds of the confrontation with the Polish man, officers jolted him with a Taser. He died on the floor of Vancouver’s airport. All four officers were charged with perjury. Millington and former corporal Benjamin (Monty) Robinson were convicted, while constables Bill Bentley and Gerry Rundell

were acquitted. Dziekanski’s mother, Zofia Cisowski, said she’s pleased Millington is headed to prison. “It’s some justice, finally, after almost eight year,” she said outside the court on Monday. “I’m now shaking, but I start crying because I was waiting eight years about this sentence.”
Justice William Ehrcke said the sentence for Millington had to denounce the officer’s actions and provide a deterrence. Perjury is a very serious offence that undermines the administration of justice, Ehrcke told the court. Millington’s lawyer had asked for a one year conditional sen-

Taking in the view from the East Coast
I
’ve just spent two weeks viewing events from the opposite side of Canada, in and around St. John’s Newfoundland. It’s the same country, but you wouldn’t know it sometimes. Here on the West Coast, “kayaktivists” paddled around a Shell offshore oil drilling platform being serviced at Seattle, striking poses of resistance for the media from their petroleum-based watercraft. Meanwhile at Bull Arm outside St. John’s, work continues on a massive “gravity-based structure” that will soon be drilling into the Hebron oilfield 350 km offshore. It will have living quarters and drill rig above and a tank with capacity for 1.2 million barrels of crude below. Offshore oil has turned St. John’s into a boomtown. With one industrial park nearing capacity on the edge of town, a second is under construction.
Locals call it “Dannyland,” after its developer, former premier Danny Williams. St. John’s Airport is buzzing with flights back and forth to Edmonton and Fort McMurray, and crew helicopters shuttling back and forth from offshore oil rigs. Tourism is picking up, with a new cross-Canada ad campaign and WestJet starting service to Dublin and London. A foreign supplier won a contract for tankers to bring oil ashore. With no media-connected environmental groups to steer the subject to far-fetched disaster scenarios, debate in the Newfoundland and Labrador legislature turned to concerns about maintaining local employment. Outside the city, parallels with B.C. become evident. Tiny towns struggle to hang on as young people choose opportunity over isolation, and the only expansion is at church graveyards. While
TOM

cities struggle with high housing and recreational property costs, homes in remote areas are going for a song. Up north in Labrador, a hydroelectric dam at Muskrat Falls is under construction. Its $8 billion estimated price tag is in the same range as BC Hydro’s Site C project on the Peace River, which will part a sea of protesters and lawyers and move ahead this summer. Nalcor Energy, Newfoundland’s electrical utility, is dipping into contingencies in an effort to keep it on time and on budget.
Here on the Left Coast, enviros and the Green Party rail against hydro as well as oil and gas, and of course you can’t even mention nuclear. Climate activism proceeds in a logical vacuum in these parts, as it often does in Europe. Prime Minister Stephen Harper signed on to a farcical “carbon free in 85 years” pledge at the G7 meeting in Germany. But hey, it’s an election year, not a time for serious discussion of issues. Imperial Oil’s Kearl oilsands mine at Fort McMurray has started production from its $9 billion second phase, with the help of many Newfoundlanders. Production continues to grow, heavy oil prices have surged with paving season, and large-scale liquefied natural gas export plans begin to take shape in B.C. With the legislature about to be recalled to endorse the Petronas-
led LNG export project, Premier Christy Clark has assembled a climate action team with representatives from industry, First Nations, local governments and a couple of professional protesters for good measure. They have an absurdly short deadline to recommend changes to B.C.’s token carbon tax, as gasoline consumption returns to pre-tax levels despite continued high pump prices. In St. John’s, another long, cold winter has finally loosened its grip after piling snow to doorknob levels. Every street in sight is being patched and repainted. The debate about new energy supplies has a more serious tone in Newfoundland. The last elected premier, Kathy Dunderdale, lost her job in the wake of winter power blackouts. Tom Fletcher is legislature reporter and columnist for Black Press.

THE ASSOCIATED PRESS NEW YORK - In a box-office bout of Tyrannosaurus-sized proportions, “Jurassic World” kept the No. 1 spot with one of the biggest second weeks ever, while Pixar’s “Inside Out” nearly matched it with a $91.1 million debut well above expectations. Universal’s “Jurassic World” took in $102 million in North American theatres, according to studio estimates Sunday, making it only the second release to break $100 million in its second week. The enormous holdover for “Jurassic World,” which last week set an opening weekend record with $208.8 million, has been bested by only 2012’s “The Avengers,” which made $103.1 million in second week. The unexpected sensation of the Colin Trevorrow-directed, Steven Spielberg-produced fourth entry in the franchise had turned Disney’s $175 million 3-D “Inside Out” into an underdog expected to merely nip at the heels of “Jurassic World.” But the emotional “Inside Out,” about the voices in the head of an 11-year-old girl, blew past its own forecasts to set records, too. “Inside Out” was the first Pixar release not to open in first place, following an unparalleled two-decade streak of 14 straight no. 1s. But it’s the largest opening for a wholly original movie (one not based on source material or a sequel), unseating “Avatar” in that distinction. Directed by Pete Docter (“Up”) and co-directed by Ronaldo del Carmen, “Inside Out” had been expected to open in the range of previous Pixar non-sequels like “Wall-E” ($63.8 million opening) and “Brave” ($66.3 million).

destinations for investment per worker were Alberta ($46,439), Saskatchewan ( $ 3 5 , 9 5 2 ) , Newfoundland and Labrador ($27,129) and British Columbia ($14,150). That brings us back to wages. Over the past decade, the provinces with massive private-sector capital inflows saw their average weekly wage rates soar. According to Statistics Canada, in 2004 (all figures adjusted for inflation) Alberta’s average weekly wage rate was $858, followed by Ontario ($847), B.C. ($776), and Saskatchewan ($754) while Newfoundland and Labrador was near the bottom of the pack at $710. In 2013, Alberta was again on top with a weekly wage rate of $1,062, followed by Saskatchewan ($924), Newfoundland and Labrador ($923), Ontario (now in fourth place at $901) and B.C. ($882). Of note, while weekly wages between 2004 and 2013 jumped by $213 in Newfoundland and Labrador, $204 in Alberta, $170 in Saskatchewan and $106 in B.C., Ontario’s rise in weekly wages since 2004 amounted to just $54. Some might argue
that Newfoundland and Labrador and the western provinces were lucky with oil, gas and potash; the world wanted those resources and so of course investment dollars poured in. But that assertion misses a key point: oil, gas, potash or not, private money is not forced to flow into jurisdictions where the investment climate is uncertain. Venezuela has oil. But outside investment long ago dried up due to a variety of investment-discouraging government actions under then-president Hugo Chavez, ones which have continued under his successor. They include politicized governance, lack of secure property rights, arrests of opposition members, an insecure currency, and a failing legal system, among other issues. Such realities and the lack of sensible policy matter to investment flows. Nothing is automatic. So back to Ontario and calls for higher wages. The three most western provinces didn’t succeed in boosting incomes by luck or by law – as in demands from politicians via the legislature; they made their provinces attractive
Pope preaches ‘back to nature’ An editorial from the St. John’s Telegram Perhaps the most interesting thing about Pope Francis’ much anticipated encyclical letter on the environment is that it is not a departure from past papal teachings. There has been a tendency to see Francis as a radical, downplaying homosexuality, for example, and smoking out corruption at the Vatican. Climate change deniers, especially in the U.S., are wont to portray the Pope’s adherence to mainstream climate science as just another thing he’s gotten wrong. Francis is seen as a deviant distraction, and a temporary one at that. Many of these people consider themselves part of the Christian spectrum, yet have clearly ignored the fundamental precepts of the Christian relationship to Mother Earth. “We have forgotten that we ourselves are dust of the earth (cf. Gen 2:7); our very bodies are made up of her elements, we
breathe her air and we receive life and refreshment from her waters,” Francis writes. In the 187-page document, Francis takes considerable care to present the teachings of his predecessors. And the theme is fairly consistent. Pope Saint John XXIII, 1961: “The most extraordinary scientific advances, the most amazing technical abilities, the most astonishing economic growth, unless they are accompanied by authentic social and moral progress, will definitively turn against man.” Pope Paul VI, 1971: “Due to an ill-considered exploitation of nature, humanity runs the risk of destroying it and becoming in turn a victim of this degradation.” Even Francis’ ultraconservative predecessor, Benedict XVI, said the world must go about “eliminating the structural causes of the dysfunctions of the world economy and correcting models of growth which have proved incapable of ensur-
ing respect for the environment.” Greenpeace couldn’t have said it better. And although the Old Testament talks of man holding “dominion” over Creation, Francis instead emphasizes our place in it. “Nature cannot be regarded as something separate from ourselves or as a mere setting in which we live. “We are part of nature, included in it and thus in constant interaction with it.” He also pulls no punches in condemning those who manipulate the truth for their own gains. “There are too many special interests, and economic interests easily end up trumping the common good and manipulating information so that their own plans will not be affected,” he writes. When it comes to the moral dimensions of climate change, Francis seems to have it covered.

AA Orioles open season with conviction Stingrays BY JIM BAILEY
Times Sports Editor
The Trail AA Orioles opened their season decisively with a pair of 10-0 victories over Lewis and Clark on Saturday at Butler Park in Washington State American Legion Baseball League (WSALB) action. The O’s dominated their National League AA division rival as they scored runs in almost every inning on their way to their first two victories in as many games. “They were 4-4 in the league so we didn’t know what to think coming in, but we jumped on them early and they just sort of deflated,” said hitting coach Kyle Mace. The AA Orioles received timely and consistent hitting and great pitching through both games as Austin Tambellini earned the win in the opening sixinning match up, giving up just two hits for the shut out victory, while Braden Makay got the nod in the second match throwing a combined no-hitter with Colton Miracle through five innings before the mercyrule came into effect. “We played well today, we stayed in it for all the innings, and we got some

They are playing against kids their own age, they can do it against grown men, they can do it against these kids.” With a pair of blowouts in its first two matches, the team is off to an exceptional if not surprising start, yet JIM BAILEY PHOTO Kyle Mace recognizes the Trail AA Orioles third baseman Nathan Soukeroff makes the tag on the runner in a game coaches will need to keep against Central Valley earlier this month. Tambellini commits to Hill College BY JIM BAILEY
Times Sports Editor
Trail AA Orioles pitcher Austin Tambellini will take his game to the next level after the Nelson native was awarded a scholarship to play baseball at Hill College in Hillsboro Texas. “It’s a big relief, finally all the hard work is finally paying off,” said Tambellini. Following a selection to work out with Team Canada U-18 team at the 2014 Latin American Baseball Classic in the Dominican Republic in August of last year, Tambellini began correspondence with the college via email. ““It was an awesome experience, there was a lot of good competition out there,” said Tambellini. “I
emailed them (Hill College) just to get the word out, and they contacted me back and we talked back and forth for a little bit and eventually they asked me to come down.” The invite from the U-18 Team was precipitated by a You Tube video of the Nelson native in a nondescript gymnasium throwing ball after ball with nothing but the sound of an intermittent thwack of the baseball hitting the catcher’s mitt. Shortly after the video went live, Tambellini received a phone call from Team Canada with an invite to the camp that was attended by a number of college and professional scouts. AA Orioles Coach Kyle Mace is proud of the 17-year-old and says it is a well-deserved result from a lot of years of practice and development.
“He’s a tall lanky lefty, six-footthree, 170 pounds, and he can go get 85, and he’s just going to get better and better down there,” said Mace. “He’s got a great opportunity.” Tambellini, also a good student, plans to continue to do what has brought him success and earned him the scholarship to the Texas college. “I’ll just try to work hard, there’s always things to work on, and you have to work on all aspects of the game,” said Tambellini. “I’ll just try to get as many innings as possible this summer, and then go down there and hopefully it all works out.” The Hill College Rebels play in the National Junior College Athletic Association.
AA Orioles Austin Tambellini will play for the Rebels out of Hill College, Texas next season.

swim best times BY TIMES STAFF The Trail Stingrays had another great performance at the Grand Forks B Swim Meet this past weekend. The Stingrays sent nine young swimmers to the meet and seven of them swam best times in at least half their races. “Fionn Miller slashed 36 seconds total in his swims and Ryder Tymchyshyn took off 24 seconds total in his swims,” said Stingrays coach Samme Beatson in an email. “The Stingrays also had much fewer disqualifications than at the previous swim meet.” The Grand Forks Meet introduces young or beginner swimmers to competition and allows them to get their feet wet and become accustomed to the process and expectations of competition. Two Stingrays swimmers won aggregate medals as Keandra Billingsley tied for first place with Emily Ashton of Castlegar after being narrowly outtouched by her in the backstroke race, while Ryder Tymchyshyn placed third in the division 1 boys category. But the highlight of the Grand Forks Meet came in the relay races. “The Stingrays showed fantastic sporting behaviour this weekend by inviting swimmers from other clubs who were surplus to their relay teams to join ours to be able to swim in the relay event.” The Stingray’s own division 5 girls’ relay team swam a very exciting race, beating out two other teams at the wall to finish first. Overall the Stingrays placed fifth with 125 points. The next swim meet will hit the pool this weekend in Creston.

THE CANADIAN PRESS VANCOUVER - Moving deeper into the Women’s World Cup means more prize money for Canada. In qualifying for the quarter-finals with a 1-0 win over Switzerland on Sunday, the Canadians assured themselves at least US$725,000. The Swiss, as one of the teams placing ninth to 16th, go home with $500,000. The eight teams that failed to advance out of the group stage left with $375,000 apiece. Teams five through eight make $725,000. The World Cup winner collects $2 million with $1.3 million going to the runner-up. The fourthplace team makes $800,000 while the third-place country earns $1 million. The winner of the 2011 tournament made $1.075 million while victory was worth $1 million in 2007. At $15 million, the prize money for this tournament was almost doubled by FIFA from the $7.6 million up for grabs four years ago in Germany. The prize money, however, pales in comparison to that of the men’s World Cup Germany earned $35 million for winning Brazil 2014. Total prize money for that men’s event was $476 million. FIFA secretary general Jerome Valcke noted that the men’s tournament, which made $4.5 billion in 2014, finances all of FIFA’s 20 world tournaments. And that the women’s event was a relatively new one - starting in 1991 - compared to the men’s championship, which began in 1930. The Canadian Soccer Association has declined to detail its payment agreement with the women’s team.

Following regulation and an extra-time period, the score remain deadlocked at 1-1, but B.V. would score to win the shoot out 2-1 and the gold in the Kootenay South Youth Soccer Association playoffs. Coach: Johnny Gallo. Goalie (front): Brandon Mock. From back left: Sam Swanson, Bryden Tache, Christian Macasso, Jackson Duffus, Jeremy Lucchini, Evan Cabana, Keelan Bourdon, and Cole Gallo. THE CANADIAN PRESS TORONTO - The World Cup will be a whole new experience for Hockey Canada. Doug Armstrong was named general manager of Team Canada on Monday and he said that there’s advantages and challenges to the eight-team event that will be held in Toronto Sept. 17 to Oct. 1 2016. “It’s going to be exciting knowing that you’re going to get healthy players with energy,” said Armstrong, referring to the early fall start time. “At the Olympics you’re crossing your fingers and hoping that last game you’re not losing players. That’s not going to be the case now. We’re going to get well-rested players.” The event, hosted by the NHL and NHLPA, has some tweaks to its formatting. Traditional hockey powers Canada, the Czech Republic, Finland, Russia, Sweden, and the United States will have teams, but two all-star teams will also compete. An all-European lineup of players from unrepresented countries will play, as well as a team of North American players 23 years old and younger. “I’m really excited about the format for this event,” said Armstrong after a news conference in downtown Toronto. “When you go to some international events, some of the games aren’t maybe as competitive as other games. At this one, certainly, all games are going to be competitive and you jump right in to having to play your way in to the playoffs. It’s going to be a great challenge and we’re going to have to be ready to play right

Last week, the proposed Jumbo Glacier Resort hit a major roadblock when Environment Minister Mary Polak determined the project was not substantially started. That determination means that the Environmental Assessment Certificate expires, and that the proponents must restart the process of going through all the necessary approvals should they wish to continue. In a press release from the Ministry of Environment, Polak made her decision by focusing on the physical activities that had taken place at the project site. In this case, the minister determined that the physical activities undertake on the various components did not meet the threshold of a substantially started project. Norm Macdonald, NDP MLA for Columbia River-
The Local Experts™
Revelstoke, noted that the decision was a huge victory for Columbia Valley residents. “I’m very, very pleased and relieved,” Macdonald said. “Minister Polak insisted all along that she would make this decision in a fair manner and she’s done that.” Though the proposed project is in an adjacent riding, Bill Bennett, the Liberal MLA for Kootenay East, said that he accepts the decision but hopes that the region doesn’t lose the project. “There will be less and less snow at low elevations from now on and JGR would be the only high elevation ski resort in B.C,” said Bennett. “At the end of April, there was over a meter of snow on the valley floor. What other Kootenay resort can say that? It is up to the proponent to decide if it is worth starting over.” Macdonald said the next step must be the removal
of the resort’s municipality status, which it was given in November 2012, along with a government-appointed mayor and council. “The creation of the Jumbo Resort Municipality was always a tremendous waste of public resources. It should be dissolved immediately,” Macdonald said. “It was always an abomination to the real democratic process.” Greg Deck, the mayor for the Jumbo Glacier Resort, said he was disappointed in the decision, in an interview with the Invermere Valley Echo. “I would presume that the proponent will be meeting with the province to understand more fully the rational and the options, but I am not party to that process,” Deck said. Macdonald also noted that the work used to demonstrate the project’s substantially started status needs to be removed.

“When the proponent began to lay concrete slabs, the point we made was, is the government sure the proponent has the capacity to remove the mess they made? So now the Ministry needs to insist that happens so the valley can be returned to the state it was in,” Macdonald said. Both Wildsight and the Wilderness Committee, two organizations that opposed the project, applauded the decision in separate press releases when it was announced on Thursday. The Ktunaxa Nation Council is also appealing a judicial review that went in favour of the provincial government in April. As of press time, it is not known what impact the case will have on the future of the proposed project. Jumbo Glacier Resort is a proposed year-round ski resort development in Jumbo Valley, 55 kilometres west of Invermere.

THE CANADIAN PRESS TORONTO - Remember when summer was the time to turn the TV off? This year, between the networks, cable and specialty channels - as well as digital streaming services - there seems to be more summer TV blockbusters than ever. Maybe it’s because some of these shows can now be binge-viewed the way people used to tackle summer novels. Here are some of the most anticipated summer offerings: “Zoo” (June 30). The success of Stephen King’s “Under The Dome” two years ago seemed to spike a renewed interest in scripted network drama during the summer months. That series is back for a third season on June 25. Last summer’s space serial, “Extant” starring Halle Berry, returns July 1. “Zoo” makes it three in a row for CBS. Based on James Patterson’s bestseller, the series (which will also air on CTV) is about a zoologist (James Wolk from “Mad Men” and “The Crazy Ones”) who notices that all the big kitties and other animals at his game preserve are suddenly turning into man-gobbling monsters. Next thing you know, animals are fighting back everywhere. “The Brink” (Sunday). Now that the unpleasantness known as “Game of Thrones” is out of the way, HBO Canada is set to launch this political comedy that will remind some of “Dr. Strangelove.” Tim Robbins stars as a bed-hopping Secretary of State and Jack Black is a low-level government employee as all hell breaks loose in Pakistan. Carla Gugino and B.C.-born Pablo Schreiber also star. The plan is to feature a new cast each season. Speaking of which… “True Detective” (Sunday). Matthew McConaughey and Woody Harrelson were sensational in the first season of this moody, award-winning drama. Season 2 features Colin See THE, Page 14

‘The Amazing Race MONday & Movies Canada’ returns
FROM PAGE 13 Farrell, Vince Vaughn, Kelowna, B.C.-born Taylor Kitsch and a very angry Rachel McAdams as cops and robbers working a town just outside L.A. This new story arc lurches sharply into David Lynch territory. All eight episodes were penned by series creator Nic Pizzolatto. “The Amazing Race Canada” (July 8). Canada’s most-watched series the past two summers returns with 12 new teams from all across the nation, including wrestlers, cops, soldiers and a CFL hall of famer. The CTV series will venture out of Canada this season and offers the biggest payday yet with over a million dollars in total prizes. “Killjoys” (Friday). Aaron Ashmore, Hannah John-Kamen and Luke Macfarlane play a trio of bounty hunters who chase bad guys throughout a distant planetary system. The Space drama is from the production house that brought you “Orphan Black.” The Toronto-based sci-fi series “Dark Matter” also premiered earlier this month. Marc Bendavid and Zoie Palmer are among the thugs lost in space.
CFL great joins ‘Race’ THE CANADIAN PRESS TORONTO - A three-time Grey Cup winner and his daughter, married Winnipeg cops, and a B.C.-based father-daughter team round out the field for “The Amazing Race Canada.” CFL great Neil Lumsden and his daughter Kristin were among the last teams to be announced for this year’s around-the-world reality race, which kicks off July 8 on CTV. Ope Fagbongbe and his daughter Simi are the only other parent-child team that will compete in the race, while married police officers Brian and Cynthia Boyd round out the new additions to the field. Other couples competing on the show include: Toronto’s Max Altamuro and MMA fighter Elias Theodorou; former Italian soccer player Nic La Monaca and Sabrina Mercuri of Montreal; and engaged Nova Scotians Michaelia Drever and Hamilton Elliott, the latter has been transitioning from female to male since he was 15. The winning team will receive $250,000, free gas from Petro-Canada, a year of Air Canada flights and two Chevy trucks.

She deserves to know the truth about what’s going on, and she can also be a source of support. Dear Annie: An office co-worker is getting married and she invited me to her bachelorette party. The plan was to take a limo and the cost was $60 per person. The maid of honor asked whether the price would be OK, and even though I thought it was a bit pricey, I agreed. The day of the party, two of her friends did not show up. Two days later, the bride and her maid of honor texted the rest of us

to pay an additional $20 to cover the cost of the no-shows. I feel this request is tacky. Why am I responsible for friends who aren’t reliable? And isn’t this part of the cost of planning a party? You don’t expect your guests to pay for food that doesn’t get eaten. Why should we pay the limo costs for people who don’t show up? -- Not My Problem Dear Not: While it is expected that bachelorette party expenses be shared, it is unfair to have everyone agree to a specific amount and then change it later. The planning was done with a certain number of guests in mind, and the extra amount due should be paid by the ones who didn’t show up. However, this is a woman you work with and will have to see on a regular basis in the future. We think $20, even in installments, is a small price to pay for maintaining peace in your office environment. Dear Annie: I have a solution for “Trapped by

Dear Annie: I am 50 years old. After 10 years of marriage, I feel I must tell my wife of the reason for my declining ability to perform in the bedroom. After three months without intimacy, she requested that I see a doctor and I agreed to do so. However, what she doesn’t know is that in order to have a marriage with this wonderful woman, I have been suppressing my desire to cross-dress. I have been searching the Internet for days to find a therapist who can help me bring this issue out in an appropriate way. Many of the websites I’ve seen don’t appear to be professional. I don’t want to talk to my wife without a professional present because I fear disastrous results. I love her dearly. What do you suggest? -- No Life Without Wife Dear No Life: We suggest you contact The Society for the Second Self at Tri-ess.org and ask whether they can refer you to a therapist. Trail Times Tuesday, June 23, 2015 www.trailtimes.ca A19
As we come to the conclusion of another great baseball season it is a perfect time for us to share our team pictures with you. Have a look at these pictures, you will see the smiling faces of so many kids and you will see the faces of our great coaches. What you don’t see in these pictures, is the volunteer hours that coaches, managers, team moms, kitchen volunteers, field crew and executive members spend at the ball park in order to ensure that our kids have a wonderful experience. Every year we aspire to make Trail Minor Baseball bigger, better and stronger. We couldn’t do it without the support of our generous sponsors, the community or our volunteers. I would personally like to take this opportunity to relay a sincere thank you to all of you it really does take a community to raise our children.
