City directors have to rescind motion that left regional district payroll and finances in a bind KRISTEN DOUGLAS

A group of Campbell River directors were accused of putting the Strathcona Regional District in financial jeopardy during last week’s board meeting. Four Campbell River city council members, who also sit on the regional district’s board of directors, voted down a motion to allow the regional district to borrow money in order to pay its bills. Dawn Christenson, the regional district’s financial services manager, explained to the board that the bylaw would authorize regional district staff to borrow up to $5 million, either through a line of credit or a short-term loan, in order to pay bills that come in before the regional district receives its tax revenue on Aug. 1. It’s something the regional district does nearly every year but director, and Campbell River mayor, Andy Adams, was concerned about the implications. “I’m not saying anyone on this board would do this but it doesn’t preclude the fact that you could spend all of the surplus and have to borrow the entire amount and then get into a default mechanism where you’re borrowing every year,” Adams said. “It leaves it wide open.” Area D Director Brenda Leigh told Adams the bylaw was to tide the regional district over until the prov-
ince distributes the property taxes, collected from Strathcona Regional District residents, to the organization in August. “This happens to every regional district in the province,” Leigh said. But four Campbell River directors – Adams, Michele Babchuk, Ron Kerr and Colleen Evans who was filling in for Charlie Cornfield – weren’t satisfied and opposed the borrowing bylaw. Despite the majority of directors voting in favour, the motion was defeated because, as with all financial matters, the vote was weighted. Campbell River directors, who represent the largest population within the regional district, carry the greatest weight or amount of points during the vote. After the defeated motion, regional district staff were uneasy about the implications. “We have to know if we can make our obligations,” said Russ Hotsenpiller, CAO of the regional district. Christenson, meanwhile, said the regional district would have to be very stingy with its funds. “I would certainly take every action to withhold payment on all payments that can be deferred,” said Christenson, who noted it would be a challenge just to make payroll. “There’s approximately $800,000 in pay cheques owing between now and the beginning of August and the last I checked we were in Continued on Pg. 2

But Hotsenpiller said he didn’t believe staff would have enough time to do the math and figure out the specific amount needed before the opportunity to borrow had passed. “As this is a risk management measure, I think the direction you’re going is risky,” Hotsenpiller said. “We could get into a needless short-term cash flow situation here.” Adams defended his
position. “The point I’m trying to make is this is a known amount and it should be budgeted for rather than borrowed for our operating expenses,” Adams said. “To put an amount there and say we’ll just borrow up to this amount – I want stronger accountability.” Christenson again tried to clarify. “We have budgeted sufficient funding for all projects and operations of the organization, however, until that money is received in cash, we can’t pay the bills,” she said. “Until the money is received in cash on August 1, we can’t use

those funds.” Christenson went on to explain that in the future, in order to avoid borrowing, the board could build up an accumulated or appropriated surplus reserve for contingency funding. Christenson said if the board chose to tax taxpayers in order to put more money into the bank, that account could tide the regional district over each year until the money comes in on August 1. She said that currently there is $300,000 in the regional district’s appropriated reserve, which is not enough to pay the bills.
Adams, after hearing that, said it was “even more reason” to get away from borrowing and instead focus on building up reserve accounts. However, after Hotsenpiller explained that the borrowing bylaw the board was considering was for 2015 only, Adams did concede to re-consider the motion – which the board did and subsequently passed. “I will revert back to the original motion but I will be pushing extremely hard at budget time to get our act together on accumulated surplus so this doesn’t happen in the future,” Adams said.

cil meeting that while Canada Post has been working with the city, it’s a different story when it comes to the public. “While Canada Post has been fairly open when the city has some concerns such as putting community mailboxes along our waterfront on Highway 19A, our citizens are struggling in dealing with the large corporation out of Vancouver,” Samson said. “So I think it’s important that we as a city stick together and if some of our citizens are having difficulties, problems or concerns with the mailboxes that they can send their concerns to us and we can take them to Canada Post.” Samson put forward a motion that council write a letter to Canada Post’s board of directors, with copies to Canada Post’s president and chief executive officer, the federal minister responsible for Canada Post, and North Island MP John Duncan, to strongly outline the city’s concerns with the lack of community consideration in
Two Sayward RCMP Mounties are credited with possibly saving the lives of two sailors taking part in an international race, whose broken boat was being driven to the rocks by high winds. On June 10, members of the Sayward RCMP were alerted that the Canadian Coast Guard were unable to assist a sailboat in distress three miles north of Sayward in the Johnstone Strait, as their nearest vessel was two hours away. Sgt. Richard Boyle and Cst. Evan Hobbs set out to assist from Sayward, experiencing strong winds of 30 to 40 knots, changing tide and very rough six-foot high seas. After a challenging 30-minute journey, Mounties located the sailors and towed their broken vessel to the Sayward Wharf. “Having been previously stationed to a detachment near the ocean, I have considerable experience operating an RCMP vessel and have yet to encounter conditions that severe,” says Sgt. Boyle of the Island District RCMP. “Wednesday’s experience is one I will not soon forget. We are so glad we were able to get there in time,” says Const. Hobbs of Sayward RCMP. The sailors, two brothers from Anacortes, Washington, were sailing their vessel in the Race to Alaska which started in Port Townsend, Washington with a destination to Ketchikan, Alaska. They had stopped in Sayward earlier in the day to perform some repairs and set out before dark, hoping to sail as far as Port McNeill. Both sailors advised that the wind and seas picked up shortly after dark, causing their aluminum mast to snap in two. When asked about the rescue, Lars Strandberk said, “I am most impressed by those officers. They went beyond the scope of their duties, braving difficult conditions to save our vessel and possibly our lives. Who knows what could have happened?”

Canada Post: City councillors express concern over lack of community consideration

The motion, which was approved by council, also dictates that the letter convey that the city requests Canada Post engage in meaningful consultation with the city and its residents regarding all proposed locations. “Right now, in talking to certain citizens, they keep getting the word consultation but it doesn’t seem to be taken seriously,” Samson said. “I think this is one way to say we want them to listen to our citizens – they do have some legitimate concerns – and when we say consultation, we mean meaningful consultation.” Canada Post has already sent out letters to residents in most neighbourhoods informing citizens where their new community mailbox will be located come September when Canada Post phases out home delivery to all homes in Campbell River. Anick Losier, spokesperson for Canada Post, said in April that Canada Post went doorto-door to homes adjacent to
a proposed postal box site and there are avenues to register any complaints. “Should a home owner disagree, there is an escalation process. If he/she makes a suggestion to an alternate location, we have made it our responsibility to investigate any and all suggestions,” Losier said. “Ultimately, we are seeking to find the best, most accessible, centralized location for the people the equipment will serve.” Ron Neufeld, the city’s operations manager, said while he couldn’t speak for the residents who have had complaints, Canada Post has been accessible in its dealings with the city. “City staff have been involved fairly extensively in reviewing sites Canada Post has put forward,” Neufeld said. “Today we’ve seen 300 sites put forward for our community and city staff have been reviewing them from a technical perspective – do they create environmental concerns, traffic concerns, or utility issues. We’ve only begun to get responses from Canada
Post, we’re somewhere in the middle of the process and we have yet to see how responsive they will be to the issues we’ve identified.” Canada Post’s efforts to convert 8,543 Campbell River households who still receive home delivery to community mailboxes is part of the corporation’s larger plan to completely phase out door-to-door delivery across the entire country. The corporation maintains that home delivery is no longer financially sustainable as Canadians are mailing fewer pieces of mail than ever before. The corporation lost $125 million in 2013 but made a profit of $194 million in 2014. The corporation cited an increase in parcels shipped, higher stamp prices and reduced employee benefit costs for its financial success last year. While the amount of parcels shipped increased, Canada Post delivered 214 million fewer pieces of regular mail than in 2013.

The long-standing struggle to secure a fair collective agreement for health care workers at New Horizons Care home in Campbell River is not yet over, although job action has been averted. On June 10, the Hospital Employees’ Union — which represents 130 care and support workers employed by the facility’s private contractor CareCorp — accepted a labour board mediator’s recommendation to resolve the dispute through a mediation and binding arbitration process. HEU members voted May 26 to approve job action, but the following day CareCorp filed for Section 55 mediation. The union was formed by New Horizons workers in November and had been working without a contract since. “Despite many months at the bargaining table, CareCorp has been unwilling to negotiate an agreement that will address the low wage and high staff turnover problem at New Horizons,”

care aide working at New Horizons, for example, is currently $17.50. But in 2010, when the facility opened, the starting wage for a care aide was $18.57. With the drop
in wages New Horizons has seen a 55 per cent turnover in staff since CareCorp took over from Park Place in May 2014. At Sunridge Place in Duncan, health care workers who are also employed by CareCorp have come up against the same problems in attempting to resolve low wage and high turnover problems. The union says since the company acquired the contract more than a year ago, staff turnover has been more than 40 per cent. And at Inglewood Care Centre in West Vancouver, where CareCorp recently cancelled its contract, the new service provider immediately raised workers’ wages by as much as nine per cent, HEU says. “Our members deserve a fair and reasonable wage that respects their skill, commitment and

Clark’s posing a bad picture It sometimes seems that in her quest to seem young and hip, Christy Clark forgets that her job as Premier of B.C. requires a certain level of decorum and respect. Christy Clark once again demonstrated how oblivious she can be, creating another fracas with her attempt to host an International Day of Yoga event. “Om the Bridge” would have seen Vancouver’s busy Burrard Bridge closed for several hours on June 21, and set the province back $150,000. June 21 is the first day of summer. It’s also, as many people are aware — though apparently not Premier Clark — National Aboriginal Day. Clark apparently still hasn’t learned a lesson that most people learn in their childhood, that showing respect creates respect in turn. When it comes to dealing with B.C.’s First Nations, showing respect is a key piece of the puzzle. It would be hard to describe how much disrespect Clark showed by organizing — and planning to attend this event — on the same day. The whole sorry mess fell apart on June 12, when Clark announced she wouldn’t be attending Om the Bridge. It’s worth noting that in Clark’s 220word announcement that she wouldn’t be attending the event, only 23 words were dedicated to National Aboriginal Day — the rest was about the wonders of yoga. Nor did Clark mention anything she might be doing on the 21st to honour Canada’s First Peoples. – Black Press

Loveland Bay not getting any love Hello residents of Campbell River and surrounding area. Imagine you have traveled to a wonderful resort that cost plenty of money. You settle into your holiday, relaxing on the grounds of the resort, poolside, etc. Suddenly you find you are sharing the resort facilities with a family that lives down the street, the kids are running around yelling and screaming, splashing in the pool, the parents are using resort facilities and amenities. When confronted about their presence, they state they live there so they have a right to use the resort for free; meanwhile you and the other guests are paying for the amenities and services. You would be a little, probably a lot, PO’d. Well, the same is how we feel when we travel up-Island for our yearly camping vacation at Loveland Provincial Park. There are signs, as soon as you leave the pavement and at the entrance to the park, that state registered campers only, no day use. Yet many of you feel it is your right as taxpayers or local residents to use the park. This not an assumption, I have confronted the odd outside visitor and this was the response I got. Well. I’m a taxpayer too, but I also pay to camp (which isn’t a cheap endeavour any more); pay the reservation fee to ensure my

spot, which all goes to the operation and maintenance of the park. We also shop at local stores during our visit. During our two-week stay we saw locals come in and use the boat launch, obviously the couple running park have given in to the pressure and let this happen. I’m not sure whether they are charging some user fee or not but that is besides the point. The signs say no day use and they should be enforcing this, which would not be a problem if the signs were respected in the first place. Others park along the road and come in via the trail or the little canal at the end, all within the park boundary signs. There was a sign at the trail, that stated no lake access but it has been long removed, I assume by those that feel guilty and need to remove it so it makes it “okay.” Over the years I have found the sign lakeside, thrown into the bush. This trail has also been made to be impassable but that hasn’t worked. We even saw some idiots tearing up the beach along this little bay with ATVs, which, by the way, are also not allowed in most B.C. parks. our intention is to put in a legal secondary suite to rent out,” Stromquist said. “Benefits to the surrounding neighbourhood would be low impact densification as having a secondary suite would increase the rental housing stock without changing the building landscapes of houses in the area.” But Stromquist’s neighbours disagreed. Five emails were sent to the city in opposition and three neighbours spoke against the rezoning at a public hearing May 25. Ron Pallan and Treena Parker wrote in their letter to the city that they bought their home on the understanding that the neighbourhood was single family residential. “We bought our property as a single family
dwelling adjacent to several other single family dwellings,” they wrote. “We would not have purchased our property had there been homes zoned for more than one family in the immediate vicinity.” Neighbours Norm and Phyllis Ford wrote that they were concerned that adding a rental suite would alter the property values of nearby homes. “We feel that the change in zoning would have an adverse effect on our property values and also the area has enough traffic without adding another residence to our neighbourhood,” wrote the Fords. “We do not feel it is fair to change the zoning in midstream.” At the public hearing held in May at City Hall, Michelle Sichewski said she also was concerned

ampbellton Park was a flurry of activity last Saturday morning as volunteers got to work building the neighbourhood’s first community garden. Members of the Campbellton Neighbourhood Association, as well as seven members of Strategic’s standby fire crew, built 18 yellow cedar garden beds and with the help of a Bobcat from D.A.D.S. Homes, filled the boxes with planting soil. Volunteers also dug deep to accommodate and then lay the water line, as well as put up a secure fence around the park, which is located on the south side of 15th Avenue between Redwood Street and Petersen Road. Zoie Richards, a resident who lives down the street from the park, said the garden is a good thing for the neighbourhood. “I live a block away,” she said. “It’s great to see

this.” It was Richards who provided a key piece to Saturday’s garden construction team. Richards, a GIC team leader with Strategic, said she asked around at work to see if there were any interested volunteers and the fire crews stepped up to help. “Our fire crews are always on stand-by and they do lots of volunteer work,” Richards said. “They volunteer their time for several projects throughout the community.”
While the garden is still in its preliminary stages, some of the garden beds have already been spoken for but there are still others available. The cost for a garden plot is $45 per season which covers costs such as insurance. The plots are given out on a first-come, first-serve basis and if the demand is there, the Campbellton Neighbourhood Association will go ahead with a second phase which involves the addition of

Stephen Michael Kingstone passed away at Campbell River Hospital on June 10, 2015. He is predeceased by father Ralph Kingstone and mother Shirley Kingstone and is survived by sister Lee Hogg (Ian), brother Jeff Kingstone (Gail), nieces and nephews; Ian Charles Kingstone, Amy Alison Hogg, Jennifer Ruth Kingstone, and Darcey Janice Hogg. Steve was active in programs for disabled in the Campbell River area, i.e. Future Focus and Our Place. He was a published author and in his leisure time enjoyed writing and travel. Steve was cheerful and easy going, ready with jokes and teasing, mindful of others and great memory for personal detail. Flowers gratefully declined. Kenneth Lorne Smith August 31, 1932- June 6, 2015 Passed away peacefully at Glacier View Lodge after a courageous battle with Alzheimers. He is survived by his loving wife of 61 years Maureen, sons Randy and Dale, granddaughters Tami, Mandi (Kasey) and Maazi, and great-grandsons Tommy, JC, and Ryland. He is also survived by brother Gilbert, sisters Leona, Bernadeen, and Jeanette, former daughter-inlaws Wendy and Heather, as well as numerous nieces, nephews and friends. Ken was retired from many years at Elk Falls Mill and had also worked for Comox Logging and General Construction. Campbell River won’t be hosting the 55+ BC Games anytime soon as a second potential co-host has pulled out of the process. In April, Courtenay Mayor Larry Jangula and his council had been on board with jointly hosting the senior games but Campbell River Mayor Andy Adams announced at Tuesday’s council meeting that
things have changed. “I had a discussion with Mayor Jangula from the City of Courtenay and he confirmed that their staff have not supported moving ahead with a bid application at this time,” Adams said. Jangula and his council had stepped in to revive Campbell River’s waning hopes of hosting the games after Comox Valley Regional District staff had already turned down Campbell River’s proposal to
co-host the games due to a busy next couple of years in the Valley and a lack of time to prepare an in-depth bid. Adams said at Tuesday’s council meeting that he and Jangula agreed both of their councils should send a letter to the 55+ BC Games committee stating that while the two communities will not be submitting a bid for 2016, 2017 or 2018, they are interested in bidding in the next round of call outs which will
be for the years 2019, 2020, and 2021. Coun. Charlie Cornfield made that motion and council unanimously approved conveying its support to host the games in 2019 and beyond. Adams said in order to do that, however, another community will have to come through. “At this point, for either the summer or winter games, Campbell River does not
have the ability to host it on our own as we don’t have the facilities to support the minimum requirements,” Adams said. “So, unfortunately, we are not able to submit a bid unless we have a dance partner to bid with us.” Adams has been a strong supporter of bringing the games to Campbell River because of the opportunities it brings. “The benefits you get from
bringing this in are too good to pass up,” Adams said in April. According to the 55+ BC Games Society, the multisport event has the potential to generate more than $2.1 million in economic spin-off for host communities. Campbell River co-hosted the event with the Comox Valley in 2010 and roughly 3,300 athletes took part in 28 competitive games and sports.

Westerra Equipment sponsored a night full of fast, exciting, tight racing at Saratoga Speedway last Saturday. Some of the fastest cars on the Island were featured with the I.M.C.A Modifieds, Bomber cars, Dwarf cars and the Hornet cars filling the pits with close to 60 cars. With all the great weather Vancouver Island has had, track conditions on Saturday were top notch for all the classes. In the Modified class, #91 Chris Beaulieu set a new track record in qualifying, setting a time of 15.064, beating the old record of 15.275 that was set back in 2011. Heat races on Saturday saw #11 Justin Beaulieu take home the Bomber heat, and #69 Dwight Bakken, #59 Dana Ackerman, #95 Carter Hintz and #98 Nigel Neufeld took home the Hornet heats. In the Modified division, #01 Jeff May was the victor, and in the Dwarf car heat, it was #2 Tovay Helgeisen who took home the win in the only Dwarf car heat. Twenty laps were awarded to the Bomber cars for their main event which saw #99 Rob Gaudreault jump into an early lead. He dominated the rest of the way, pulling away from the pack to take home his first main event win of the year. Notice is hereby given that under Section 86 of the Community Charter and Section 20 of the Local Government Act, the Council of the City of Campbell River has received a request from the Quinsam Coal Corporation to extend its municipal boundaries to include the lands shown on the attached map. City Council is in support of the request and intends to petition the Minister of Community, Sport and Cultural Development for approval. Prior to petitioning the Minister, the Local Government Act requires that council must obtain the approval of the electors of the municipality in relation to the proposed boundary extension. Approval of the electors may be obtained by an Alternative Approval Process (AAP). The AAP process states that Council may proceed with the boundary extension unless at least 10% (2,417) of the estimated number of electors in the City of Campbell River have signed and submitted individual elector response forms against the proposal by the deadline set out below. The number of eligible electors in the City of Campbell River is estimated to be 24,167. Elector Response Forms AAP elector response forms will be accepted only if they are in the form established by the City of Campbell River or an accurate copy of the form. The forms are available at the office of the City Clerk at City Hall and on the website at www.campbellriver.ca starting on Friday, June 12th. For an elector response form to be accepted, it MUST: • Be submitted by a qualified registered elector of the City of Campbell River; • Include the full name of the elector; • Include the residential address of the elector; • Be signed by the elector; • If applicable, state the address of the property in relation to which the person is entitled to register as a non-resident property elector; and • Be submitted to the City Clerk before the deadline. NOTE: a person must not sign any alternative approval process elector response form more than once and may not withdraw his or her name from the elector response form after the deadline for submission of the elector 0 0.5 response forms has passed. Deadline The deadline for submitting signed elector response forms opposing the Quinsam Coal boundary extension proposal is no later than 4:00 pm, Monday, July 20, 2015. Elector response forms must be in the possession of the City Clerk by this time, as postmarks WILL NOT be accepted as date of submission. The latest bug found Laughing Willow Community Garden will not cause any damage to the vegetables, herbs and flowers growing there. The bookworm now has a home at the Willow Point garden, thanks to the installation of a “Little Free Library” by local retiree Keith Price and his grandchildren earlier this month. “When I first read about the little libraries in the Rotary magazine over a year ago, I real-

The Laughing Willow library is at least the third in Campbell River, joining the home-based libraries of Price and his cousin, Jerry Denison. “I’ve had so many visitors that they actually wore out the grass in front of their library and I had to install paving,” Price said. “Our house is now described locally as ‘the house with the library’ and it has become something of a local landmark.”

Earlier this spring, he played a leading role in building an elevated garden bed for the use of mobility challenged gardeners. The new library is made of wood, with a glass window in the door, a shake roof and a shelf to hold users’ books and other materials as they borrow or loan. Price’s 12-year-old granddaughter, Elise Lebeuf, painted colourful images of fruits, vegetables, vines, bees and butterflies on the white box. She and brother Grayson, 14, and sister Dominique, 10, helped Price with the installation of the library, just outside the Laughing Willow gate, on June 6. “I plan to put in a seed exchange as well as the book exchange,” said Price, who maintains a bed in the garden. While there have previously been informal book-sharing sites and programs, the little free library concept took root and began to spread in 2009, through a social enterprise group started in Wisconsin. Through curiosity, word of mouth and creation of the littlefreelibrary.org website, caused interest to explode, and there are

Music nuts love the Filberg T he Filberg Festival of arts, crafts and music has always been known for its great entertainment and this year is sure to exceed expectations July 31-Aug. 3. New this season is a Friday evening performance featuring Canadian alternative country/blues/folk rock band the Cowboy Junkies. Cowboy Junkies were formed in Toronto in 1985 by siblings Michael Timmins, Margo Timmins, Peter Timmins and friend Alan Anton. They are best known for the seminal album, The Trinity Session, which established them at the forefront of the alternative country movement. For more than 20 years, Cowboy Junkies have remained true to
