Mayor Andy Adams thanked city staff at Monday’s council meeting for taking measures to avoid borrowing to pay its bills – a practice Adams recently called the regional district out on. During a review of the city’s 2014 financial statements, Adams acknowledged a footnote that explains that the city has an unappropriated surplus account that it can use to pay any bills that come in before the city collects its tax revenues. Adams praised city staff for having that account available. “I just want to thank staff and the finance department for proactively covering off our operating expenses, knowing that our fiscal year starts January one but our revenues don’t start coming in – as we’ve seen people lining up over the last couple of weeks to pay their property taxes – (until) the beginning of July so that

With construction in full swing in the background, North Island Hospitals project heads and local civic leaders officially opened a new Campbell River Hospital Interpretive Centre with a ribbon-cutting ceremony Wednesday morning. “If you cannot hear me over the sound of the construction equipment behind me, that’s a good thing,” Comox Valley MLA Don McRae quipped. “That means the hospital project is continuing to go forward at breakneck speed, and it’s great to see these men and women on the site below us make certain it goes up as soon as possible.” Representatives from Island Health, the Comox Strathcona Regional Hospital District board, the City of Campbell River, local First Nations and project managment hailed the new interpretive centre, which overlooks the project site from a bluff at the end of a freshly graveled trail through the nearby trees. “It’s just another point of interest to engage the community,” said Mayor Andy Adams. “There’s open houses, there’s things in the newspaper, but it just provides another point for people to come and have a look for themselves. That’s the kind of engagement that’s been going on since well before construction began and will continue for next couple years.” The interpretive centre is build on a concrete slab, with signposts bearing site plans, an artist’s rendition of the completed building, construction schedules and other details about the $274.5 million, state-ofthe-art hospital. It includes benches built by students at Comox Valley School District’s Sandwick Technical School. “We talk about homelessness but we don’t know what we’re looking at,” Kerr said. “Everybody’s got a different idea of what we’re talking about. “So what this would do and what Vancouver’s done very successfully is use it as a baseline and they’re able to use the numbers to set goals and also review it annually to know if the money they’re investing is actually working or not.” Kerr provided council with a sample of Vancouver’s most recent homelessness count, conducted in 2014, which

revealed that the number of homeless increased in 2014, with the number of unsheltered homeless rising and the number of sheltered homeless dropping. The report also describes the average homeless person in Vancouver as 35-54 years old, male, of aboriginal descent, on income assistance, and living with addiction issues. The report also breaks down the homeless by their age, gender, ethnicity, income and their health. Kerr said a similar report would be ben-

eficial to helping city council understand what Campbell River is dealing with. “I think it’s very important moving ahead, if we’re going to have discussions with different agencies, with senior levels of government, that we actually have the numbers we’re talking about,” Kerr said. “There was a count done of sorts in the 2009 Homelessness Task Force report but that was six years ago. What I am shooting for is the absolute homeless, the on the ground people who are on the street.”

Greyhound Canada wants to eliminate bus service to and from Campbell River. The Canadian transportation company has applied to the B.C. Passenger Board to discontinue its Nanaimo to Campbell River route as well as service between Campbell River and Port Hardy. Greyhound sent a letter outlining its intentions to the city and that letter was before city council at its Monday night meeting. Coun. Larry Samson said he’s disappointed in Greyhound’s decision. “The smaller communities don’t have the opportunity of rail and airlines so I think it’s important to let these large corporations know they can’t just feed off the larger routes,” Samson said. “They do have an obligation and a duty to also service some of the rural communities. “Some communities, like the District of Port

Hardy, this is all they have,” Samson added. “If they don’t drive, this is all they have as their method of transportation.” Greyhound has tagged the North Island in the past in an effort to come up with some savings. The company was given approval by the B.C. Passenger Board in 2013 to reduce service on 15 of its routes, including the Nanaimo to Campbell River run, after citing a loss of $14.1 million on its passenger operations in B.C. in its 2011/12 fiscal year. Greyhound said in its current application to eliminate the North Island routes that the organization continues to suffer, losing $12.5 million in its 2013/14 fis-

cal year and projecting a loss of $12.8 million in 2015 on its B.C. operations. Greyhound attributes those losses to a number of factors, including higher costs for fuel and maintenance, reduced ridership, and competition from other inter-city bus operations. In 2013/14 the average passenger load on the Campbell River to Nanaimo route was 11, compared to 15 in 2011/12 and from Nanaimo to Campbell River, average ridership was at 12, down from 14 in 2011/12. Greyhound further justified its move to eliminate its North Island bus service by acknowledging that another carrier has already come forward to pick up the slack. Tofino Bus Services has applied to the Passenger Board to operate

bus service on the routes Greyhound wishes to discontinue. “All Island Express routes will offer at least the same level of service to your community as you are now getting,” wrote Dylan Green, founder and president of Tofino Bus Services, in a letter to city council. “Depending on the approval process, there may be no interruption in service.” Mayor Andy Adams said he was impressed with the company’s efforts. “Tofino Bus is really stepping up to the plate to fill a need for all the communities and have certainly identified that they will provide the same service, if not better,” Adams said. Council agreed to send

a letter thanking Tofino Bus Service, as well as to Greyhound, opposing its decision to eliminate service. Coun. Charlie Cornfield said it’s important council stresses its desire to have bus service remain intact on the North Island, no matter who is providing the service. “I think we should insist that bus service be maintained to all North Island communities,” Cornfield said. “Whether or not that is maintained through Greyhound or Tofino Bus Services is not a concern to me, but the service is and I think it should be strongly worded that we insist that bus service be maintained between the communities.”

City Hall is making room for an anticipated rush of peak period property tax payments again this year. Since June 22, parking stalls on either side of city hall have been available to the public so people will have close access to the building. The city encourages the public to use the large parking lot with access off the Alder St. hill as there are 47 parking stalls available for public use. Parking stalls numbered 2-38 and 41-49 are designated public parking stalls until July 2. And again this year, in the event of a line-up, a Finance Department employee will review paperwork to make sure all forms are completed with correct details before people get to the counter. “Campbell River property tax payments made in person at City Hall tend to peak during the final two weeks leading up to the July 2 deadline,” says Dennis Brodie, the City’s Finance Operations Supervisor. “People can expect to wait in line a bit during this time, and between closer parking and a review of the paperwork ahead of time, we’re aiming to reduce the payment processing time during the final rush.” In-person payments can be made at City Hall by cash, cheque or debit card. Trudeau’s message old hat to other parties An email arrived in the Saanich News editor’s inbox on Tuesday morning from none other than Liberal leader Justin Trudeau. It read as follows: “hey. really quick... big announcement coming. on in 2 mins. it’s time for real change. gotta go. J.” The email, crafted to look like a buddy’s drunk text on a Saturday night, was sent to thousands of people across the country to bolster some last-minute webcast viewing of Trudeau’s campaign-style speech in Ottawa. The highlight of that speech, other than watching 200 Liberal MP-hopefuls fatigue their smiling muscles behind Trudeau’s podium, included a promise to reform Canada’s electoral system within 18 months of taking power. A bold plan, indeed ... except for the fact that the federal NDP have been advocating for proportional representation since 2004, and the Greens have had it on their books since the mid-1990s. The latest polling numbers (still four months out from the election) show that if the election was held today, the NDP could garner 29.1 per cent of the vote, while the Conservatives would hold onto a minority government with 30 per cent of the vote. The same poll suggests the Liberals would again be in third place with 94 seats in the House of Commons. Trudeau has a long road to climb to achieve Mulcair’s momentum, and the calculated release of the Liberals’ major announcements may yet be enough to turn the tide. But one mistake Trudeau needs to avoid is assuming that the Liberals belong in government or official opposition. Times have changed since Chrétien and his cronies stretched their dynasty from coast to coast to coast. Trudeau’s team followed up with another uncomfortably friendly email after his speech: “Busy day. Just back from the kids’ end of year school show, and found some more time to write.” Thanks, buddy! Wanna grab a bite after the game? Trudeau’s campaign team would do well to release the leader from his manicured campaign roll-out so he can engage with everyday Canadians about real issues in an unscripted setting. People want to hear what each potential prime minister really thinks, but if that means reading poorly written text messages from Trudeau, they might just end up checking out. – Black Press

Campbell River’s Canada Day celebration is among the biggest on Vancouver Island. And organizers are making sure it remains that way. “Every year when we order fireworks, I ask how many Victoria got,” said Carol Chapman, chair of the all-volunteer committee that has organized Canada Day festivities here for 14 years. “Then I order a little bit more. So we can boast the biggest fireworks on Vancouver Island.” Campbell River will be pulling out all the stops once again to celebrate the nation’s birthday next Wednesday. Canada Day will be anchored, as always, by the annual July 1 parade downtown beginning at 4 p.m. And it will be closed with the huge, Quality Foods-sponsored fireworks show on the waterfront at 10:22 p.m. For a special bonus, the Naval ship HMCS Whitehorse will be in port, offering tours and VIP fireworks viewing. The Air Force will also do its part, with paratroopers again scheduled to drop into Robert Ostler Park between the parade and the fireworks show. But for more than 24 hours, there are activities, entertainment on three different stages, food and fun for all ages in venues throughout the community. “If you want to eat, you have to pay,” said Chapman. “But everything else is absolutely free,

because the businesses and volunteers in the community have stepped up. When we ask, nobody’s ever wavered.” Chapman’s committee was formed after a meeting with city officials 15 years ago. She asked why Campbell River didn’t have a Canada Day fireworks display, and was told the money wasn’t available. Enlisting the sponsorship of Quality Foods, then a relative newcomer to the Campbell River market, Chapman’s group began building the event around the fireworks extravaganza. Along the way, it has folded a number of existing and new events into the umbrella of Canada Day, including the annual Kid’s Fest previously hosted by Tidemark Theatre, the Huck Finn and Small Fry fishing derbies now sponsored by A Cut Above, and the Boardwalksponsored skateboard competition at Willow Point Sportsplex. Even the Transformation on the Shore chainsaw carving competition and the Run the River dragon boat regatta, which both wrap up this weekend, are advertised as a part of Campbell River’s larger Canada Day extravaganza. At Willow Point, the day begins with a pancake breakfast by donation from 8-10:30 a.m. at Frank James Park. Entertainment acts, including music and PWA wrestlers, follows and continues through 2:30 p.m. Entertainment will be held on the Spirit Square Canada Day stage down-

town from 11 a.m.-2 p.m., featuring a variety of music, dance and performing arts. The entertainment moves to the Robert V. Ostler Park stage at 2:30 p.m., with acts continuing until the start of the fireworks show. Throughout the day, the Canada Day Market will boast vendors lining the streets of Shopper’s Row. The action actually kicks off the evening of

June 30, with a salmon barbecue and car show beginning at 5 p.m., followed by live country music by Backstage Whiskey from 7-9 p.m. at Spirit Square. During the concert, at 7:45 p.m., a western duds contest for all ages will rate your favourite westernthemed get-up. Campbell River Midget lacrosse Ravens took on Cowichan Valley Thunder at Strathcona Gardens on Saturday. In this play, a Campbell River forward bears down on the Thunder goaltender who looms large but didn’t close the “five hole” fast enough.

The Campbell River Windsor Plywood Midget A2 Ravens played three games last weekend, beginning with a road trip to the Harbour City to play Nanaimo A2 on Saturday. This match-up of the only A2 Island teams promised to provide foreshadowing of the upcoming playdowns. Nolan Fair returned to the Ravens line-up, coming off of a very speedy recovery from a broken ankle. The teams started the game at a brisk pace and kept it up-tempo throughout. Despite good team defence, Nanaimo grabbed the early lead on two even-strength goals. While short-handed, Mason Osterhout-Code grabbed loose ball and fired a pass to Ross Rickman. Rickman made a great catch before burying the ball in the back of the net to get the Ravens on the scoreboard. Later, the Ravens went onto the power-play. Zach Lontayao fed a crisp pass to Nolan as he cut out from the corner and he ripped his first goal after his return from the DL to tie the score at 2. Back on the penalty kill, Matt Leard intercepted a Nanaimo pass and sprung Zach on a breakaway. He let the defender take himself out of the play before cutting back and putting the ball into the back of the onion back; 3-2 for the Ravens. Nanaimo tied it but the Ravens PK went back to work as Zach sprang Nolan who went behind his back for the shot into the top corner to put the Ravens ahead 4-3 at the end of the first period. Ravens goalie Will McLean made a couple of great saves including a goalie’s worse nightmare when he went to play a loose ball that came into the defensive zone. As McLean went to play the ball in the corner, it hit the dasher and came directly to the front of the empty Raven net. McLean scrambled back and dove as the Nanaimo Cont. page 15

The Inaugural CCCP Speed & Power Track and Field Meet was held at the Vanier Oval of the Comox Valley Sports Centre this past Saturday. After several years without a local track meet, the newly resurfaced Vanier track was

the perfect location for this competition. It was a one day event cohosted and run by the four local track clubs, the Campbell River Comets, Campbell River Christian School, Comox Valley Cougars and Powell River, thus the name “CCCP”. Although it

was a combined effort of the coaches, officials, volunteers, athletes and parents, there were a few individuals from Campbell River that were integral in the success of this track meet. Comets Coach Dave Ashcroft, Comets Coach Cont. page 15

Last week in Sayward I caught up and spoke with two young men who are combining fishing, travel and adventure and are headed to Alaska. Luca Lezzi and Xander Fehsenfeld are from Bambridge Island Washington and are headed to Skagway, Alaska. Both men have fishing gear, tents and kayaks and travel more than 22 miles in one day. When we met, it was Day 25 of their journey. Luca and Xander made their stop over in Sayward and rested up for the day and set up camp and tried their hand at fishing off the wharf. The first salmon fishing from the Kelsey Bay wharf usually get caught the first week in July. Bill Kilgallon from Calgary first tried his hand at fly fishing in 1982 and Bill came to Campbell River this week to fish the Campbell and Quinsam rivers and then made a short trip to fish Echo Lake.
