Abbotsford Council will hold a Public Hearing at 7:00 pm on June 29, 2015, in the Matsqui Centennial Auditorium, 32315 South Fraser Way, Abbotsford, B.C., under the provisions of the Local Government Act to consider the following bylaws. At the Public Hearing, all persons who believe their interest in property is affected by the proposed bylaws will be afforded a reasonable opportunity to be heard or to present written submissions respecting matters contained in the bylaws that are the subject of the hearing. Landlord learns a lesson ‘Always vet the people moving in’

move. On the woman’s moving day, she loaded up a pickup truck with her items and said she would be back for the rest. She never returned. The tenant left behind several items, including bags of garbage, a TV cabinet and a bicycle, and she had not done any cleaning. Brendan discovered the worst of it when he opened the walkin storage closet by the front door. Behind a crib was a pile of dirty diapers about a foot and a half deep. Richard was due to move in the next day, but Brendan called him and said he would put him up in a hotel for another night so that the suite could be thoroughly cleaned. Brendan hauled all the garbage to the dump, had the carpets professionally cleaned twice, and repainted the entire unit – at a cost higher than the woman’s $350 damage deposit had been. Richard has now lived in the apartment for about four years, and Brendan said he is the best tenant anyone could hope for.

rendan Carr was in a panic to rent out his apartment. He had bought the place in Mission a few years earlier but moved to a new residence to be closer to work. Due to the economic downturn at the time, he would have lost money if he had sold, so he’d been renting it out. But now his first tenants, a nice couple who kept up the place, were moving out and he couldn’t afford to lose a month’s rent while paying for his own place. When the single mom of two young children answered his online ad, he was quick to accept her story. The woman said she had been living with a friend but quickly needed a place of her own. She said she couldn’t provide a reference because she had a conflict with her previous landlord and he had wrongfully withheld her damage deposit. Brendan thought she seemed nice, and he wanted to help her out so he accepted her as his new tenant. Within a few weeks, he began getting calls from the woman’s neighbours in the 40-unit building. The tenant had been having friends over at all hours, and they made a lot of noise, as they hung out on the patio, smoking cigarettes and marijuana. Brendan talked to the woman, who said she had a prescription for medical marijuana, and she agreed to keep the noise and smoking to a minimum. The situation improved for a period, but picked up again – and worsened. Police were called a few times to deal with the noise complaints. On one occasion, there had been a fight, resulting in a hole being punched in the wall. As the owner of the suite, Brendan was fined $50 by the building’s strata council. A subsequent fine would have been $250. Indecent act charge A 62-year-old man has been charged with committing an indecent act at Mill Lake Park. Abbotsford Police were called on Tuesday at about 7 p.m. by a citizen who reported seeing a man sitting with his shorts down in an older model, brown Chrysler sedan. Const. month notice to vacate can be given when a family member is moving in, but the tenants in this case pointed out that the buyer had lied as “one person cannot physically occupy several suites at the same time.” The RTB stated that when a buyer plans to renovate a property, the sale must first be completed and all necessary permits obtained before the two-month notice can be issued. The branch declared the notices invalid, and the tenants were allowed to remain until the proper steps were followed. This case was among 583 Abbotsford landlord-tenant disputes handled by the RTB in 2014. The branch provides information about the rights and responsibilities of landlords and tenants and offers a dispute resolution service. Jeff Vassey, assistant deputy minister for the B.C. government’s Office of Housing and Construction Standards, said the most common types of disputes involve money. “Landlords commonly apply to the

branch seeking an order that the tenant pay outstanding rent or an order that allows the landlord to keep all or part of a tenant’s security deposit to cover the cost of damage to the rental unit,” he said. “Tenants commonly apply seeking an order that the landlord provide them with monetary compensation for damage or loss, or an order that the landlord return all or part of the security deposit to the tenant.” Vassey said another common reason is a dispute over possession of the rental unit. Landlords want to evict a tenant for just cause or for unpaid rent, while the tenant wants the eviction notice cancelled. Of the 583 Abbotsford-related cases the RTB handled in 2014, 385 were from landlords and 198 were from tenants. In 202 of those cases, the landlord was successful, while the tenant won in only 30 cases. (The remainder resulted in a split decision, a settled decision in which both sides agreed on an outcome during the hearing, or a dismissal of the application.) The average length for an Abbotsford-

based dispute to be resolved in 2014 was 46 days. Vassey said a person’s success in the dispute resolution process is dependent on how well they can support their position, using evidence that is “well-documented and well-organized.” “In other words, it is not enough for a landlord or a tenant to be correct in their actions; they must be able to demonstrate this to the arbitrator,” he said. Vassey said the procedure is similar to a court proceeding. Documents and evidence should be submitted with the application or as soon as possible afterwards, and copies should be given to the other party. The RTB education team is available to provide public information sessions for landlords and tenants. Richard Tichelman named Abbotsford Idol Will perform at the Canada Day Kickoff Richard Tichelman has won the title of Abbotsford Idol – and will perform in the opening act of the Canada Day Kickoff concert at the Abbotsford Centre on June 30. After three qualification rounds through June, the finale was held on Tuesday evening at Finnegan’s Pub and Grill. Tichelman, a 15-yearold from Surrey, beat out second-place winner Brooklyn Potter of Chilliwack. The top five contestants were Tichelman, Potter, Danielle Severinkski of Pitt Meadows and Dan Kizmann and Alistair Hart of Abbotsford. Tichelman will now get the ultimate prize – launching Abbotsford’s Canada Day activities as an opener for big names acts including King & Cash, Aaron Pritchett, Beamer

Canada and China have entered a deal to provide sustained market access for fresh B.C. blueberries, Abbotsford MP Ed Fast announced. Fast, who is the minister of international trade, made the announcement today at Westberry Farms in Abbotsford, owned by Parm and Satwinder Bains. Chinese inspectors are expected to visit Canada this summer to carry out a pre-shipment inspection and to authorize the first shipments of blueberries to China. Fast said they expect that will then open the market to permanent access for Canadian blueberries.

Canadian blueberry industry estimates new access to this market to be worth $65 million annually. “The importance of blueberries to this region of the country cannot be overstated,” said Fast. He said the government has been working on opening up the Chinese market to Canadian blueberries for years. “It means significantly more opportunities, not only to grow blueberries, but to process blueberries.” In 2014, B.C. produced about 65,500 tonnes of high bush blueberries, worth more than $110 million. Blueberries are Canada’s largest fruit export, both in terms of value and volume.

The New Beginnings program, which provides classroom education and support to young moms and dads while their young children receive childcare, recently celebrated its 25th anniversary. The Program – which is a partnership between the Abbotsford School District and Community Services – began in 1990, and since then some 500 young women and men have graduated with their high

school diploma. Fundraising organized by six local moms has resulted in a $13,000 cheque being presented to the Fraser Valley Health Care Foundation (FVHCF) for the purchase of five “CuddleCots.” The cot is for babies who are stillborn or die after their birth. The system cools the baby so that he or she can remain in the room with his or her family, allowing them the time in the bereavement process to bond and say goodbye. The system is widely accepted and has been used in maternity departments and children’s hospices worldwide, including in Canada, Australia and the United Kingdom, according to the CuddleCot website. The fundraiser was started by local mom Annet Janssen, whose second daughter and seventh baby died in May 2014 not long after her birth at Abbotsford Regional Hospital (ARH). Janssen and her husband was aware of the cooling cots and asked for one to give their family – including the baby’s siblings – time to say goodbye, but were surprised when the hospital had never heard of the system. “You want to look at your baby, take in every feature, memorize your baby, take photos while he/she still looks good, as that’s all you will every have,” Janssen said. She and two friends started a Facebook page in July 2014 and were joined by three other moms, with the goal of providing a CuddleCot to each of the eight hospitals in the Lower Mainland. Throughout the last year, they have raised the money through bidding from online auctions, as well as online donations. The $13,000 cheque, donated on June 18, will go toward the purchase of five of the cots. A sixth cot was donated by a family who lost a baby through stillbirth several years ago. The fundraising continues, and details can be found on the Facebook page “Help Bring a Cuddle Cot to ARH.”

Abbotsford’s first electric vehicle fast-charging station was unveiled on Tuesday afternoon to a crowd of about 40 spectators. The new installation located at EcoDairy’s farm at 1356 Sumas Way, just off the Highway 1 Sumas Way exit, can reportedly recharge vehicles to 80 per cent capacity in about 30 minutes — and is the first of its kind in the city. The station is part of a new breed of fast-chargers which are more efficient than previous Level 2 models, which make up the bulk of stations already present around B.C., including some of those already installed throughout Abbotsford such as at the University of the Fraser Valley and the Tim Hortons at 1861 Sumas Way. Other charging stations just allow Level 1 charging. This level of charge uses a typical three-pronged socket as found in wall outlets. The ABB Fast-Charge station at EcoDairy is a Level 3 fast charger compatible with Nissan’s Leaf, Mitsubishi’s iMiEV and Tesla’s electric vehicles. BMW’s make of electric cars cannot be charged there, however.

BC Hydro’s Alec Tsang said this station is to be one of 30 across southern B.C. by March 2016. But, Tsang added, “This is the first private operation. EcoDairy is close to the highway and the eco-friendly nature of electric vehicles matches the company’s business directives, which includes an anaerobic digestive process whereby the cow manure produced at the farm creates energy from biogas (methane and carbon dioxide). When running at optimal speed, the anaerobic digester can produce up to one-third of the energy used by the charging station, Torenvliet said.

Family dynasty rooted in Sumas soil F

red Fooks was a man of vision. He first arrived in Canada as a merchant sailor, but when it was discovered he was only 14 years old, on the ship’s return to England he was summarily dismissed. He was of the opinion however, that England was no place for an entrepreneurial spirit and finally, after marrying and with children, he arrived in B.C. to stay in late 1885. At that time he was a surveyor, engaged to help survey the new “city” of Vancouver. Within months, he also built and owned the first theatre/music hall –where the attractions in the “theatre” were more equivalent to today’s strip bars. Interestingly, under the bylaws of the day, the greater the state of undress of the entertainer, the less she was allowed to move . . . becoming an immobile

statue, much, I assume, in the vein of Venus di Milo. Unfortunately, after only a week’s operation, the theater went up in flames along with much of the rest of Vancouver in the Great Fire of June 13, 1886. Fred soon opened another bar, but by 1897

On the lands they grew grain, planting in the early spring, then leaving for homes in New Westminster during the mosquito season, since what is now Sumas Prairie was a vast shallow lake that made summer living intolerable due to the biting bugs. Fred, on acquiring his land, was quick to get into local politics, and within a few months of arriving here, became the reeve of Sumas (1897-1901) followed by a second term 16 years later. It was his son William (Bill) who was the farmer in the family, and in 1926 he expanded operations

Al Tuchscherer is the longest-serving coach at UFV. He and his players follow a community-based, giving-back philosophy.

Making the community a better place After 13 seasons, Al Tuchscherer is officially the longest-serving coach in the University of the Fraser Valley’s athletic department. He has guided the Cascades women’s basketball program to top-flight success, including winning three consecutive BCCAA titles and three national medals. In 2006, UFV moved up from the college league to the Canada West conference of Canadian Interuniversity Sport (CIS), which is the highest level of university sport in the nation. His team won the program’s first-ever CIS national medal (a bronze) in 2014. Tuchscherer has built the Cascades into a national powerhouse, but if you ask him about his coaching career, it becomes clear that it’s about more than just basketball. His focus is on bringing people together, making the community a better place through volunteer work and inspiring young girls to live a healthy, impactful lives through the

Junior Cascades program. He admits that while it may sound a bit odd, he isn’t a big believer in balance. Instead, he thinks that in order to succeed at a high level, you need to immerse yourself completely in your craft. That’s why there is no distinct line between his life as a coach, his hobbies and his family. “I’m so fortunate that I have a career that my family is very involved in what I do on a daily basis,” he says. “So that is very rewarding to have them at the gym or helping with various aspects of our program or coaching my two daughters in our youth programs.” UFV women’s basketball players have been involved in food drives, Operation

Red Nose, and Big Brothers/Big Sisters. They also host an annual Shoot for the Cure fundraiser that raises $4,000 on average for breast cancer research. “The easiest thing for us to do is to use basketball as our vehicle to do something good,” he says. “If all we thought about was winning and losing, it would be a wasted opportunity for our AL TUCHSCHERER girls to make a positive impact on something.” Tuchscherer’s grassroots basketball program, the Junior Cascades, was created in 2007 with that philosophy. “To give back to the region we take from, to make our athletes more accessible to the community – and we have obviously recruited a number of girls from the program – so that has been

key in us levelling the playing field with the bigger, more established universities in a very short time,” he says. While the Junior Cascades program has helped to develop countless female basketball players in the Fraser Valley, Tuchscherer says that above all it’s a positive way for young girls to have access to successful, highly motivated, athletic, female role models. “I’m really proud of the projects our team has taken on over the years and even more proud that many of the girls continue to give back after they graduate,” he says. “I’m very fortunate to have these young women come into my life.” It is said that the mark of a good leader is what happens when they aren’t around. Through patience and passion, Tuchscherer has given his athletes the tools to succeed not only in the gym under his guidance, but also once they walk out the door.

Memory loss not just a sign of aging No one, regardless of age, is immune to random bouts of memory loss. While misplaced car keys or forgetting items on your grocery list are nothing to get worked up over, many men and women over 50 do start to worry about memory lapses, especially when they start to occur with more frequency than they might have just a few years ago. But while memory loss might be quickly associated with aging, increased forgetfulness is not an inevitable side effect of getting older, a fact that those at or approaching retirement age should find comforting. y When considering the relationship between memory and aging, it’s important to recognize the distinction between memory lapses and dementia, as the two are not the same. As people age their hippocampus, the region of the brain involved in the formation and retrieval of memories, often deteriorates. This can affect how long it takes to learn and recall information. But just because this process is slower does not mean it’s a warning sign of dementia, which is the loss of certain mental functions, including memory. Though taking longer to recall information can be frustrating, many people still retain their ability to do so. In addition, while dementia brought on by conditions such as Alzheimer’s disease or Parkinson’s disease is untreatable, there are things you can do to strengthen your memories and reduce momentary lapses in memory. * Start playing games. Games that test the mind have long been believed to benefit the brain, though some remain skeptical about the true impact of brain games. * Alter your routine. Many working professionals recognize that each day tends to have its mundane moments. The brain can grow accustomed to these moments, which tend to be a routine part of the day. But altering your daily routine can jar the brain awake, forcing it to focus during those times that had become mundane but now present new challenges. Something as simple as alternating driving routes to work from day to day or preparing some new, yet healthy, breakfast each morning can help the brain

Building permits, employment down Value in Abbotsford/Mission down 45 per cent over previous month The value of building permits issued in the Abbotsford region continued to slump in April, declining 45 per cent over the previous month, according to the Vancouver Regional Construction Association (VRCA). The value of building permits – called a “bedrock indicator” of the local economy by the VRCA – was also down over the first

four months of the year. There was $50.9 million worth of permits issued in the Abbotsford-Mission census metropolitan area, compared to just over $70 million in the first four months of 2014. Those decreases are mirrored by a drop in the number of construction jobs, with employment dropping in the industry in May for the fourth straight

month. Around 9,300 people worked in the industry in May, a decrease of nearly 2,500 jobs from last November. In the Lower MainlandSouthwest Region however, the numbers are heading in the opposite direction, with building permits up over the previous year and employment also on the increase.

VRCA president Fiona Famuluk predicted that the Abbotsford area’s construction industry will likely rebound – although probably not before more jobs are lost. “Prospects remain positive for building construction activity. The Abbotsford regional economy is improving and more new building investment will follow,” said Famulak.

An Abbotsford brewery is looking to expand its operations to include a lounge. Old Abbey Ales, located on Fraser Highway, currently has a tasting room and retail area. The business is now proposing to create a lounge, which would sell and serve brewery products, as well as food and non-alcoholic beverages. The proposal was approved in principle by council and will proceed for public comment at an upcoming hearing. If council decides to endorse the proposal after the hearing, it would then be submitted with city support to the Liquor Control and Licensing Branch.

District championship for fastpitch team

The Abbotsford Outlaws 2000 secured two softball titles and a secondplace finish over the course of three weeks.

Title clinched with 7-0 shutout In a busy three weeks of fastpitch, the Abbotsford Outlaws 2000 fastpitch squad secured two titles and a second-place finish. The Outlaws travelled to Everett, Wash., to play in the Western World Qualifier May 30 to June 1. They won the tournament with a victory over the Northwest Storm. The team moved on to Marysville, Wash., on the weekend of June 6-7 for the Patriots Invite. Abbotsford struggled Saturday, losing close ballgames. But they came out inspired the following day, easily dispatching their first two opponents 12-1 and 20-14. With the two wins, the Outlaws made the Silver Final, playing a team they had lost to on Saturday. Abbotsford jumped out early

and were able to hold off the Snohomish Shock, winning 11-7. The fastpitch team then attended district playdowns on June 1314. The Outlaws first played the Chilliwack Stealers 99 and won 7-4. Next up was the Langley Xtreme 99 for a birth in the championship. The game went back and forth, with the Outlaws coming out on top 8-5. On Sunday, the team again played Xtreme 99 in the final. Early run production and great pitching got Abbotsford going and they never looked back. The Outlaws took the match and the district championship with a 7-0 victory.

This was a big series with the Reds, said Eckstein, as the Cardinals are two places out of a playoff spot. The Cardinals are 10-20 on the season, good for 10th position in the 12-team division. This past spring, the Cardinals were dealt a swath of injuries, from torn muscles to facial fractures and concussions. Canada’s head coach Francois Ratier named 27 players to the squad, with just 12 returnees from the World Cup squad. Ratier opted for a youthful squad, selecting 15 fresh faces with varying levels of international experience. “We are two years away from the next World Cup,” Ratier said. “It is time for young or new players to have their chance and for the returning players to take the lead. I am expecting a strong chemistry during this Super Series.” Pickett’s UVIC teammates Jess Neilson and Julia Folk were also named to the Super Series squad.

Abbotsford PGA Tour pros Nick Taylor and Adam Hadwin have thrown their support behind a pair of local charities of their choosing. Taylor and Hadwin each raised $5,000 each to provide to the Starfish Pack Program and C.H.I.L.D foundation, respectively, through an RBC fundraiser. The Starfish Pack Program provides food assistance and additional support programs for families in Abbotsford. The C.H.I.L.D Foundation, founded in 1995, funds research for children stricken with Crohn’s disease, ulcerative colitis and liver disorders. By using the hashtag #RBCGolf4Kids on Twitter, Facebook and Instagram until July 20, individuals help support the charities associated with each golfer. Alice Grace Mapstone aged 81 years passed away peacefully with her family by her side on June 12, 2015. She is predeceased by her parents Ernest and Ethel Hart; husband Stewart (1985); sisters Helen and Lil; brothers Maurice and Bill and granddaughter Sherri Cyr (1995). A Celebration of Life will be held at the Elks Hall 33336 2nd Avenue Mission on Saturday July 4th, 2015 from 1:00 pm - 4:00 pm. Born in Estevan, Saskatchewan on March 6, 1927, Ella passed away in the Menno Home on June 16, 2015. Ella will be dearly missed by her 6 children: Karen (Tom) Hynd, Sandra (David) Fenton, Robert (Kerri) Onken, Susan (Gary) Matthews, Diana Onken, Debra (Alan) Krause as well has 9 grandchildren and 4 great grandchildren. Ella will also be remembered by her sister Polly (Monty) Montemurro and her brother Fred (Hazel) Mitchell. Ella worked hard throughout her life in many roles and retired in 1993 after working for years as a Rural Route mail carrier in Abbotsford. However the job she was most proud of was raising her 6 children on her own. Ella loved to have fun and share a good laugh. In her life she loved to knit and play games including bowling, cribbage, word puzzles and Bingo. The family is extremely thankful for all the compassion and care that Ella received from the staff at the Menno Home.

REMPEL, Maria Maria Rempel was born in Osterwick, Russia on January 27, 1929 and grew up with her parents, two sisters and five brothers. While growing up in Russia, Maria with her sister Lisa left their town with the outbreak of the Second World War. Having evaded the Soviet Army,

Maria immigrated to Canada in 1948. Shortly after her arrival, she married Johann Rempel in Winnipeg, Manitoba in 1950. Maria looked after the family and was the main family caregiver while her husband served and retired from the Canadian Armed Forces. During her life

time Maria not only cared for her family but enjoyed square dancing, music, baking & travelling. Maria graduated from the British Columbia Institute of Technology with a certificate in baking.

She was also well recognized by her peers for her outstanding seamstress skills which she acquired as an apprentice in Germany. Maria has been living the last twenty one years in Abbotsford, British Columbia. She became ill on June 27th and peacefully passed away in her sleep on June 18, 2015. Maria is survived by her 2 sons Siegfried and Wolfgang, her

daughter-in-laws Terry and Lynn her brothers Rudi and Gerhart, sister Rosa Linda, her grandson Caleb, granddaughter Lauree, and great-grandsons Jade and

Justin.
