Restrictions expected to help water supply last until fall BY CHRIS BUSH THE NEWS BULLETIN
Zero snowpack and little if any rain in the forecast has the city keeping close watch on water supply levels. The Jump Lake reservoir, which stores Nanaimo’s drinking water, is currently at 93 per cent of full storage capacity, which is below normal going into July. “That’s a pretty healthy storage level,” said Bill Sims, city manager of water resources. “We’re about a month earlier than we normally would be. Normally we like to be at 100 per cent full storage by July 1, but with the dry weather in May
and June we’ve had to start drawing down our reservoir early. Having said that, we project that we’ll be fine for the summer.” Sims said Nanaimo residents have cut water use since the city started charging user rates reflecting the full cost of water delivery in 1980. Since 2010, water consumption overall has dropped about 10 per cent and continues to fall about one to two per cent annually despite a growing population. People turned their taps down to cut daily water use by seven per cent from 60 million litres per day to 55 million the week following the start of Level 2 water restrictions.
At that rate, assuming the drought continues through the summer, Nanaimo’s water supply will last into October, Sims said. “We’re definitely concerned, but we’re also confident,” Sims said. Julie Pisani, Regional District of Nanaimo drinking water and watershed protection program coordinator, said water levels at the Arrowsmith Dam, which supplies water to Parksville and Nanoose, is also below capacity. “That dam is usually at about 98 per cent full at this time of year,” Pisani said. “Right now it’s at 87 per cent.” See ‘WELLS’ /5
High temperatures and winds contributed to a blaze that destroyed one house, caused heavy damage to two others and displaced 10 people on the weekend. Nanaimo Fire Rescue came up against a home that was fully ablaze and two others burning when they arrived at Southwood Drive shortly after 2 a.m. Sunday. Alan Millbank, fire prevention officer, credits a tenant at 1057 Southwood Dr. who spotted the fire engulfing his neighbour’s home at 1061 Southwood Dr. “He banged on doors and finally broke his way in,” Millbank said. “The people inside thought they were being invaded.” All three occupants escaped out a window. Millbank was still finalizing his investigation Monday before he’d officially say what caused the fire, but said it was accidental and started on the patio of the home, burned its way up the back wall and into the soffits and attic. Smoke and fire were not close enough to trigger smoke alarms. The fire also ignited the home’s natural gas supply when it burned through the meter connections. Winds whipped embers onto neighbouring homes, igniting fires that caused the roof to collapse at 1065 Southwood Dr. The rest of the home suffered moderate exterior fire damage and water damage. Three fire hydrants were used to supply enough water to bring the blazes under control. “It was super windy,” Millbank said. “Hot. It was really dry. Over 30 degrees outside at 2 a.m. They’re lucky they didn’t lose more houses.” No one was injured. A video of an open council meeting taped June 22 was temporarily removed from Nanaimo’s website and two recorded statements were severed as councillors Bill Yoachim and Jim Kipp weighed in on the Colliery dams issue. Doug Parkhurst will take a second swing at a seat on Lantzville council. Parkhurst is the first to announce his candidacy in Lantzville’s byelection since the nomination period opened Tuesday. Lantzville residents will head to the polls Aug. 8 to fill four seats left vacant by politicians who resigned in the spring. Trudy Coates, chief election officer, says she has seen at least 16 nomination packages picked up in the past two weeks, although Parkhurst is the first to hand in the paperwork. The candidate, who came second-to-last in the polls during November’s general election, said the reasoning to run again came because like a lot of residents he was “quite dismayed that we’d gone though this little event where there’s four people resigning. The council needs to get back to work.” He isn’t concerned about the council environment in the wake of recent resignations. “I’m not that worried about my ability to work with these people and also I’ve been a business person for many decades now and you know, frankly, if you focus on trying to make things happen ... it’s amazing how often you can actually get past differences and personalities and really focus on achieving goals,” he said. Parkhurst, a chartered professional accountant, will run on a campaign of water, taxes and transparency. Candidate hopefuls have until 4 p.m. Friday (July 3) to hand-in their papers. The byelection is Aug. 8 with advanced voting on July 29 and Aug. 5.

Nanaimo could be the latest customer of E-Comm, the Vancouverbased 911 call-answer service that’s picking up contracts across B.C. Nanaimo, a member of the multigovernment Central Island 911, voted unanimously to contract with E-Comm, a call-answer service that’s now providing service to regions like North Vancouver Island and the Interior. Nanaimo and its partners, the
Regional District of Nanaimo and Cowichan Valley Regional District, were on track to work with the Nanaimo RCMP until an announcement in March that it would consolidate its operational communications in Courtenay. The decision was made without prior consultation with the city or its partners and despite negotiations for a five-year 911 contract. E-Comm would see the city lose six CUPE positions, four that are currently filled, but it’s also the cheapest route with a $250,920 cost to the partnership
in 2015 with a one-time $16,000 fee. Nanaimo would pay 45 per cent. FireComm was the second lowest expense at a total $281,310 and a $174,266 startup cost while the RCMP cost $719,900. “The whole dynamics of this have changed significantly simply because of losing the dispatch,” said Mayor Bill McKay. It’s hard to imagine water usage rising when a regional district implements the most severe water restrictions in memory. But that’s what happened in mid-June in Nanoose where water use rose 11 per cent for two weeks. Julie Pisani, Regional District of Nanaimo drinking water and watershed protection program coordinator, said the rise could be due to residents soaking gardens for entire times permitted. “That’s the time you can water within, but it doesn’t mean you need to use that whole window,” Pisani said. A sprinkler head uses up to 11 litres per minute, so the regional district and the city advise letting lawns turn golden. “Veggies and shrubs and flowers – stick within the restrictions and that’s OK, but lawns? Canada Day inspires pride
Go Canada Go! Go Canada Go! Those chants and cheers rang out at soccer stadiums across the nation this month, and this week those words won’t be out of place anywhere – tomorrow (July 1) is Canada Day. We hope people will celebrate, because there are any number of ways to do so. There’s a family festival in Nanaimo and fireworks in Parksville, and some of the best Canada Day celebrations will be found on patios, in backyards or even in the backwoods. On this occasion, it’s fun to wrap ourselves in the Canadian flag and wrap ourselves in our Canadian identity, whatever it may mean to us. It’s fine to celebrate some of the symbols that stand for Canada and Canadians, and play street hockey, eat poutine, drink beer and crank up Anne Murray on the ghetto blaster. When we hear the strains of O Canada, or when we chant ‘Go Canada Go,’ there’s a temptation to think all the while, with swelled hearts, how Canada is the greatest country there is. That may be true, but Canada doesn’t equal great simply on principle. It’s all of us together and each of us individually who make it so, and must always make it so. Canada Day, we think, is meant to inspire pride – pride in our country, in our flag, and in who we are. Are we proud to be Canadians? We should be. Most anywhere we look, from coast to coast to coast, and especially close to home, we should be able to find sources of pride. But if we don’t see, at the same time, things that we wish were different and ways that Canada can be better, then we aren’t looking closely enough. We can salute the flag, and at the same time believe that it will one day stand for an even greater Canada. Go Canada Go! Go Canada Go! Let’s cheer and chant, yet not be afraid to ask, at the same time, where we are going, and where we wish to go.

In theory, the Senate prevents any rash decisions from being made in Ottawa by providing sober second thought. It’s purpose is very relatable to alcohol, which can entice exciting brainstorming sessions; ideas that seem really clever when drinking. But oftentimes, once the alcohol has worn off those ideas turn out to be nonsense, and hopefully they weren’t acted upon. Senators are mostly intelligent people, but aren’t altruistic. Voting against the team is unheard of over anything that matters. Take for Bill C-51 as a testament to the uselessness of Senate. The bill loosened the Criminal Code’s definition of ‘terrorism offences’ to the point where CSIS will have Gestapolike spying powers, and with all of the Conservative lubricant in the chamber, it slid right through Senate this month without any amendment. The red chamber was originally founded to reinforce democracy, but now it does nothing more than insult its integrity. City can’t afford to lose hotel deal To the Editor,
Re: Council considers sixmonth extension on hotel, June 18. Let me see if I have this right. We have the Vancouver Island Conference Centre, which is a white elephant that the Nanaimo taxpayers have been heavily supporting. Then there is that white elephant we have called the Port Theatre. If we had a decent-sized hotel for the tourists to stay in, isn’t there a high possibility that both the conference centre and the theatre would be used? If the hotel had the first booking rights for the conference centre, couldn’t it use that to draw business meetings in? Call me crazy, but I see this contract as a win-win situation all around. The investors have not asked for an extension to the completion date so let’s try and work with them and let them keep the first rights to negotiation. They can’t do any worse of a job than has already been done getting bookings for this place.

That includes using firmness, if necessary, to bring abusive councillors under control. Mayors, all chairpersons, must ensure all members are treated with respect and the business of the organization is fulfilled. On a more positive note, I extend my public appreciation to other members of council for trying, in very trying circumstances, to do the job the voters elected them to do.

Re: City council agrees to sixmonth hotel extension, June 25. No sooner had city council unanimously given a sixmonth extension to the hotel developer, Mayor Bill McKay blind-sided colleagues with a proposed follow-up motion
to guarantee the conference centre would not be repurposed or sold. Say what? The hotel developer had already stated it was not interested in managing the seven-year-old white elephant. Its main goal is to bring tourists to stay in its hotel. The developer actually gave away any contractual rights it had to the conference centre. McKay no longer seems to care about saving taxpayers over $1 million a year it costs to bail the VICC from the red each year, nor the interest we pay on the $72.5-million structure which sits virtually as an echo chamber. Luckily the rest of council saw the lunacy of the mayor’s back-door motion and it died its rightful death without a seconder. Something, anything must be done with the conference centre. The promises, the waiting, have gone on long enough.

Tide could be turning in Canada’s energy future To the Editor,

Re: Country’s coasts far apart on energy, Opinion, June 25. In case anyone thinks that the ‘can do’ eastern energy excludes moving on renewables, it is perhaps worth pointing to Nova Scotia’s strategy to be part of leading a world tidal industry. Late this year, the first tidal generators will begin a 10,000-homes pilot development. The vision is that tidal energy may eventually match all of the rest of the province’s energy generation and be ready for a recovery in U.S. clean electricity markets. Contrast this to B.C. where the world’s first
utility wave power research projects were cancelled in 2001 and the Clean Energy Act intent to develop emerging energy resources like wave, tidal and river current seems to have withered on the vine. Indeed our legislature has had to classify natural gas as clean energy in order to facilitate LNG plant planning. I hope that the reboot of the climate action team can at least get to where we were a few years ago, a point where our traditional industries were able to use our clean electricity commitments in marketing B.C. products.

Re: Cell tower not supported by regional district, June 4. Hooray for common sense. Local residents revealed the cellphone tower was going to be located above an abandoned coal mine. Cellphone towers falling into mine shafts should be the least of our worries. There are many health concerns, as well. In California, in the second-largest school district in the U.S., cellphone towers are banned near school property. In India, which has more cellphone towers per capita than any other country, one in four couples are unable to conceive. In Sweden, electrohypersensitivity is an officially recognized functional impairment. There really is no responsible place to put cellphone towers. Let’s act proactively and set a moratorium on all future cellphone towers in B.C.

We need to keep trying to rid world of racism To the Editor,
Re: Vandalism treated as hate crime, June 18. Last month, I was one of 60 veterans from the Second World War who flew to Holland as part of the official government delegation representing Canada for the 70th anniversary of the liberation of the Netherlands. What a price so many Canadian military
paid to rid the world from hatred and outright racism. I saw the railway line that led just one way, to the gas chambers for any homosexuals, gypsies or Jews whom the Nazis could round up. A very memorable trip – unbelievable, emotional and often sad for all of us. My friends the Chinese of Nanaimo, many born here, must feel like I did this last
spring, sad, when the present city council decided to obliterate anything connected to the British Empire. Many Chinese men also came lived and died alongside the British in the 1880s. The Scots, Italians, Slovakians, Greeks, Welsh, Irish and others all followed. We acknowledge at each and every event the First Nations of Nanaimo.
This was the start of what today is a truly multicultural city. A great place to live. It seems there is always one bad apple in the barrel to try and spoil it for the rest, but we get on with it and ignore those who have nothing better to do in life but buy and use spray paint. W
hen Colombian band De Bruces A Mí take the stage on Thursday night (July 2), it will be the group’s very first performance on Canadian soil. The musicians will have travelled some 6,500 kilometres from their hometown of Medellin, Colombia to make their Canadian debut in an unlikely place, Nanaimo. One of the men responsible for bringing De Bruces A Mí to the Harbour City is local promoter Simon Schachner. “I am really into music,” Schachner said. “Particularly reggae and world music.” As a former radio show host, i want to Schachner is well condevelop culture nected with the internain Nanaimo. tional music scene. “I’d go to music festivals and interview bands and that was one of the main ways I got to know bands,” he said. Schachner’s pathway to music promoter began nearly a decade ago, when he grew tired of seeing international artists pass over Nanaimo. “There were some good bands coming through the area and they would get off the ferry and they would play Cumberland and Victoria,” Schachner said. In 2007, Schachner, who had some experience organizing events, decided enough was enough and organized his very first show, attracting roots group Ibo & Kindred to the Vault Cafe. “I made some posters up and ... I had 70 people show up,” he said. Since then, Schachner, who ran for Nanaimo city council back in 2008, has attracted over 30 international acts to the Harbour City, including Clinton Fearon and Souljah Fyah. Schachner also helped create the Nanaimo Reggae Massive, a Nanaimobased international music and community group dedicated to reggae and world music. Thursday’s show will the first show that Schachner has promoted since he returned from the Yukon in 2014. “When a community is culturally vibrant and connected to musical

scenes throughout the region and around the world, it feels good to be here,” Schachner said. Attracting international talent to the Harbour City can be expensive and typically needs to be organized at least six months ahead of time. In order to perform in Canada, bands and solo artists, as well as any crew members, must apply for a temporary foreign workers permit, which costs $150 per person. According to Schachner, Canada is not very receptive to artists hailing from the Middle East, Africa and South America. “[Canada] has a reputation for being difficult to get into,” he said. Many of the international artists who do come to Nanaimo are often wellknown names in their home country and are used to playing to large crowds

Schachner said foreign artists who come to Nanaimo don’t expect big crowds, adding that even with a small turnout they will often leave the city with a positive impression. “The band will remember that and they will talk about it,” he said. “It spreads and we will get more bands. It is fun to be a part of that.” Although Nanaimo is thousands of kilometres away from some of the artists’ homes, Schachner said Nanaimoites have come out and supported international talent in the past. “I would say [the support] is quite strong given the size of the community and that distance from the Caribbean,” he said. By bringing international talent to the city, Schachner hopes to do more than just fill seats.

Members of the Tempo Dance Academy will be heading to Anaheim, Calif., to perform dance routines at Disneyland as part of the park’s 60th anniversary celebrations.
Dancers destined for Disneyland After countless hours of rehearsals, auditions and planning, one Nanaimo dance academy will be heading down south to a place where dreams come true. This Sunday (July 5) 43 dancers from Nanaimo’s Tempo Dance Academy and Ladysmith’s Rhythm Dance Academy will be heading to Disneyland in Anaheim,
Calif., where they will hold two performances as part of the park’s 60th anniversary celebrations. The dancers, who are between the ages of 7 and 16, will be performing on Hollywood Backlot Stage and will be choreographed by Elise Samson and Martina Knappett. While on the trip, the
dancers will also attend multiple dance workshops and master classes with Disney professionals. They will also get the unique opportunity to take part in a photo shoot with Disney staff. Nanaimo’s inaugural poet laureate will be back in the Harbour City for patriotic celebrations tomorrow. On July 1, Gabriola Island resident Naomi Beth Wakan will be reading at Maffeo Sutton Park at 11 a.m. as part of the city’s Canada Day celebrations. “Last year was the first year that I read [on Canada Day],” Wakan said. “Everybody was wearing red and white and I was amazed because I had never participated in Canada Day before. Nanaimo really came out.” Wakan, 84, who was named the city’s inaugural poet laureate in 2013, was originally born in the United Kingdom and moved to Canada in her early 20s. She has written over 40 books and just released her latest book, A Gabriola Notebook, which pays tribute
to Gabriola Island. “It’s a homage to where I live and how they [the residents] have been so supportive,” Wakan said. Last week, Wakan received the Honourary Ambassador Award from the Federation of British Columbia Writers for her active involvement in poetry community on Vancouver Island and across the province. “It was very nice,” Wakan said. “There are loads more people I know, even on Vancouver Island, who deserve the award 100 times more than I do. I have no idea how this happened.” Since becoming poet laureate, Wakan says the time she “behaved best” was at the Cascadia Poetry Festival, which took place in the Harbour City earlier this year. “I really felt very proud to be representing Nanaimo because poets came from California and Alaska,” she said. Juno Award winner to play show Three-time Juno Award-winning singer Carole Pope will be in the Harbour City this weekend. On Saturday (July 4), Pope will be performing at Simon Holt with Ryan McMahon at 9 p.m. Pope, who was born in the United Kingdom but raised in Ontario, is a music industry veteran who took home a Juno Award in 1981, 1982 and 1983. During the 1980s, Pope was
a member of the band Rough Trade, which became known for its sexually edgy 1981 hit single, High School Confidential. Barbara Rosalind Legh (Dipple) 1938-2015
Barbara Rosalind Legh (Dipple) was born on June 25, 1938 in Winnipeg and grew up on the family farm in Sanford Manitoba as the youngest of 4 siblings. While she was working at the Banff Springs Hotel, she met and fell in love with Frank. They were engaged ten days after their first date and were married in Ottawa where James and Richard were born. The family moved to Winnipeg in 1964 where Sandra was born. After many years in Winnipeg, where she worked at the Royal Bank, they moved to Burlington, then Calgary, and finally Regina. Barb also worked during those years as a bookkeeper and tax advisor. Retirement allowed the couple to move to Nanaimo and eventually all their children joined them on Vancouver Island. Barb loved to play the organ, sing, knit and do needlepoint (while watching Coronation Street since episode #1). Her children were her pride and joy and we do not think she minded at all when she was recognized for being the “mother of one or the other of them�. She was pre-deceased by Frank in 2007 and tragically, her son Richard in 2009. She is survived by James and Sandra as well as her two grandchildren, Erica and Jennine. She maintained her independence to the end, living on her own with minimal assistance. Frank once wrote, Barb was “The lady who gave me strength, support and common sense.� She will live on in the memories of those who loved her.

The Nanaimo Timbermen dropped to last place after backto-back losses on the weekend. The senior A T-men were defeated 14-11 by the New Westminster Salmonbellies on Saturday at Frank Crane Arena, then fell 12-8 on Sunday on the road against the Maple Ridge Burrards. “The season’s starting to get shorter and we need to get wins to make the playoffs,” said Kaleb Toth, coach of the Timbermen. “It’s going to be a tough hill to climb, but I think we can do it. I still believe in the guys.” Nanaimo was competitive in both weekend contests. The Nanaimo Clippers aren’t in rebuilding mode after this past spring’s run to the finals. The city’s B.C. Hockey League club has the opportunity to bring back many more veterans than expected for the 2015-16 season. Most notably, top goal scorer Sheldon Rempal is expected back with the Clippers. He and Devin Brosseau have committed to attend NCAA Div. 1’s Clarkson University, but the forwards will defer their scholarships and play another year of junior. Yanni Kaldis, an all-star defenceman with an NCAA commitment to Cornell, is also expected back in Clippers colours this fall. “Originally we thought we were going to lose Brosseau, Remps, Yanni, probably [Edwin] Hookenson, now everybody’s back,” said Mike Vandekamp, Clippers coach and general manager. Rempal’s 29 goals last season were 10th best in the BCHL. “He’s been one of our top offensive producers for two seasons,” Vandekamp said. “I would expect to see nothing but improvement. He’s going to be bigger, stronger, more mature. He’s going to be a very, very big part of our team, so we’re lucky to have him back for another season.” The GM said he’s known all off-season that veterans would be returning and has taken that into consideration with his recruiting. With so many vets back in the mix, it’s created a complication – the Clippers are well over the limit for 20 year olds. Aside from the four aforementioned players, other 1995-born returnees include Kale Bennett, Ryan Coghlan, Jacob Hanlon, Anthony Rinaldi, Corey Renwick and Ryan Forbes. “We’ll probably make a trade or two. Don’t get me wrong … we do not want to move any of these guys,” Vandekamp said. “It wasn’t like we did this on purpose. It was a bit unexpected. Pirates play Canada Day doubleheader

BCHL schedule now finalized Nanaimo Clippers fans can look forward to some of next season’s ice action now that the B.C. Hockey League has released its 2015-16 schedule. The BCHL Showcase tournament will not mark the start of the regular season, as in past years, and will instead by held in late September. Nanaimo begins the season Sept. 12-13 with road games against the Powell River Kings. Fans will have a chance to see the expansion Wenatchee Wild when that club visits Frank Crane Arena on Oct. 17. Other highlights of the schedule include rematches of this past spring’s BCHL finals. The Clippers visit the Penticton Vees on Nov. 7 and host the Vees on Feb. 5.
