Growing up as a hockey player in Winfield, Mark MacDougall has driven into the parking lot of the Winfield Arena many times over the years. And while the arena will always conjure memories for the 21-year-old George Elliot graduate, they may now be joined by something new. For the past 15 weeks MacDougall has been part of a 10-student strong crew from the Okanagan College construction program that has now completed its portion of building a new food bank for Lake Country. “I’ve always enjoyed living in Winfield,” said
MacDougall on Friday afternoon at the completion of the OC construction job, building the new Lake Country Food Bank from the ground up. “I love the community. It’s pretty remarkable to think that every time I drive by here I will always have the memory of building this structure. It’s pretty cool to think you have had a helping hand in building something as magnificent as this. It’s been a great project and I have thoroughly enjoyed it.” Building the new Lake Country Food Bank was a larger project than the Okanagan College residential construction program normally tackles. In Lake Country 15 staff earn more than $75,000 RICHARD ROLKE Lake Country’s mayor defends the large sum of cash going into wages at the municipal office. The 2014 financial report shows that $4.2 million was paid out to all staff, with another $307,512 spent in expenses. “Ours are quite modest compared to other local governments,” said Mayor James Baker. “We have to pay a certain rate or they move somewhere else.” Fifteen employees earned more than $75,000. Leading the pack was chief administrative officer Alberto De Feo with a wage of $156,316 and expenses of $7,006. Others included fire chief Steve Windsor with remuneration of $122,307 and expenses of $5,013 and Michael Mercer, director of engineering and operations, with a salary of $119,759 and expenses of $3,889. Baker admits that staff costs could be higher. “We are fortunate that we have a paid oncall (volunteer) fire department because that wracks up the budget,” he said. Financial figures have also been released for members of council. All
remuneration for elected officials is one-third non-taxable. Baker had a wage of $39,901 and expenses of $6,487 in 2014. For councillors that served a full term in 2014: Lisa Cameron had remuneration of $14,470 and expenses of $5,199 while there were wages of $15,693 and expenses of $4,161 for Owen Dickie and a salary of $15,693 and expenses of $4,198 for Penny Gambell. Robert Geier had remuneration of $15,693 and expenses of $217 while Barb Leamont had a wage of $14,470 and expenses of $1,269. For councillors elected in November 2014, Bill Ireland, Bill Scarrow and Matt Vader all had remuneration of $1,222 while Ireland and Scarrow had $217 in expenses and Vader had $502. Baker considers serving on council as a form of volunteerism. “We work for the community and we get paid for some of it,” he said. “If you start putting large remuneration on the position, you get people simply running for the position.” Richard Rolke is a Black Press reporter in Vernon.

numerous deadly accidents. The barriers currently only go from the outskirts of Kelowna to the north end of Duck Lake as the Ministry of Highways decides where access and egress points will be along the highway as it moves through Lake Country.
Meters to assure supply of Lake County water Residents of Winfield, Carr’s Landing and Okanagan Centre will benefit from updated water meters thanks to joint funding from the governments of Canada and British Columbia through the Small Communities Fund. The $1.18 million project was announced on Monday at Lake Country municipal hall with Lake Country, and the governments of B.C. and Canada each taking on one-third of the total cost with the shares pegged at $394,018.
“We put a high priority on having a safe, secure and reliable water supply that is sustainable,” said Lake Country Mayor James Baker. “The universal water metering and backflow prevention program is part of Lake Country’s contribution to environmental stewardship for the whole Okanagan water basin,” Baker said in a press release. Backflow prevention devices on agricultural connections being installed in Lake Country will help protect the
water system from contamination. The project requires updating approximately 200 water meters with new meters that will help the region monitor water usage and identify opportunities to assure the long-term sustainability of the water supply for the area. The project is among those recently approved in B.C. that will collectively receive more than $42 million in joint federal-provincial funding under the Small Communities Fund. Of the 21 projects ap-
proved for funding in British Columbia so far, 11 are drinking water projects. “This project is a great example of partnership between local, provincial, and federal government, and how improving infrastructure in communities across British Columbia continues to be a priority for this government,” said Norm Letnick, Kelowna-Lake Country MLA. “Once complete, residents of our region will have the confidence that the water system
is more sustainable, for years to come.” “We are proud to invest in projects like the agricultural water meter upgrades in Lake Country that will benefit our community by improving much needed local infrastructure,” added Kelowna-Lake Country MP Ron Cannan. “We are investing in priority infrastructure projects that have a positive and lasting impact on the quality of life of British Columbia’s residents while helping create jobs and economic growth.”

It was quite a challenging build for these students.” The students completed building the structure nearly to lock-up stage with a basement and main floor featuring angled windows and roof and using many new building technologies. Working with a crew of students fit nicely with the community-aspect of the new building for the Lake Country Food Bank, but also meant at times, things moved slower than a regular construction job. “I think it was a great experience for the students,” said Rotarian
Tom Roth, who owns Immaculate Construction in Lake Country and is the construction manager. “Every day we were more optimistic on how much was going to get done. You have to think of safety procedures and keeping 10 people that are not so experienced moving and keeping them safe. Even though there were more bodies sometimes it moved slower but we have it this far and it feels nice. I got the feel from the students that they were proud to be working on it. They worked really hard to get this to where it is.” As the students now move back into the class-
room to complete their one-year construction course, Roth said in the coming months the project will have to rely on volunteer labour to get to completion. In the next two weeks, windows and doors will be installed and the final framing will be completed. But how fast the rest of the job goes will depend on the community. “It’s going to be a combination of volunteers and hopefully we get some discount products and supplies and discounted trades coming in,” said Roth, who said there is still uncertainty as the money the Rotary Club has raised over the years will soon be spent, with more work
still to be done. “We do feel we are a little shy on (fundraising),” he said. “If we knew we had everything now we could just fly at it. We have enough money to get it all closed, get the windows and doors and rough in the electrical and the plumbing and then I’m not sure where we are at. We’re determined to get it done by November.” Food bank manager Phyllis MacPherson was on hand to thank the OC students and said she was thrilled by the progress and excited for the potential of the new building. “This is beautiful,” she said. “This fits my vision of an open floor plan. I
can visualize it. I’m so excited. I can hardly wait to get in here.” Plans are to have the project completed by November, and the Rotary Club’s $100,000 grant from the Aviva Community Fund is contingent on it being completed in 2015. A loose estimation of what is still needed to be raised is close to $100,000 depending on the quality of the finishing products used and other grant applications. B.C. still Wild West around elections T he man behind ‘HarperPAC’ says it lived and died in a few days to make a point about third-party advertising in Canadian politics. When it launched, I wondered why he would choose such a deliberately provocative name. No, not “Harper,” but the acronym for “Political Action Committee,” which has come to symbolize the financial excesses of U.S. politics. HarperPAC ran one radio ad, accusing Liberal leader Justin Trudeau of blaming voters for his declining popularity, and suggesting that Trudeau’s “months of mistakes” are a likelier cause. No kidding. HarperPAC spokesman Stephen Taylor, who like Stephen Harper before him has worked for the National Citizens’ Coalition, announced the end of the project last week. “We have contributed to a new discussion about political fi-

Tom Fletcher nancing in a fixed election era that is critical to our democracy,” Taylor said. “We note that this discussion only occurred once a right-wing analog of the left’s PACstyle efforts emerged on the scene.” Indeed, it was when HarperPAC emerged that muttering began about “dark money” in Canadian politics. Unifor, Anti-Conservative front LeadNow and the many faces of the Tides Foundation somehow failed to ignite much discussion in the Canadian media. Taylor launched the
bid in response to the emergence of “Engage Canada,” a union-financed action committee that he said was part of a broader effort by the left to oust the Conservatives. Engage Canada portrays itself as a brave alternative to shadowy right-wing groups such as Working Canadians, which has also run pro-Conservative ads. Engage Canada’s latest ad plays on the union movement’s cherished “inequality” theme, selecting statistics to portray the wealthy as making out far better than the rest of us in Harper’s Canada. (The notion that “inequality” can and should be fixed by ever-higher taxes on “the rich” staggers on, zombie-like, as if capitalism was the cause of poverty.) Two recent developments have led to all this. Scheduled elections every four years have finally taken effect at the federal level, after a series of minority governments. And courts have
repeatedly struck down efforts to restrict thirdparty spending in the socalled “pre-campaign” period as an unwarranted restriction on free speech. The B.C. Liberal government tried and failed several times to restrict third party spending, largely in response to the million-dollar tirades of the teachers’ union. Former attorney general Wally Oppal used to warn about American-style influence by wealthy interest groups targeting scheduled elections. Their strategy was not so much to keep corporate money out of B.C. politics as to keep it flowing through the B.C. Liberal Party. This spring the B.C. Liberal majority passed Bill 20, the Election Amendment Act. Not only did this recognize the freedom of outsiders to weigh in on elections, it also did away with pre-campaign restrictions on registered pol-
itical parties and candidates. NDP MLA Leonard Krog warned that this sets the stage for “some mad Wild West show,” with politicians so desperate to raise money they start looking for the B.C. equivalent of renting out the Lincoln bedroom in the White House. The big difference between the pre-campaign ads for this fall’s federal election and the next provincial vote in 2017 is that corporate and union donations to parties and candidates have been eliminated at the federal level. That means more money available for third-party campaigns, but it seems to be fairly well distributed between the two sides, the Conservatives and everybody else. Here in the Wild West, nothing’s going to change as long as the B.C. Liberals are in the saddle. Tom Fletcher is a Black Press legislature reporter.

The notion that at some future moment, Jesus will return to earth and—poof!—bring all things under his divine control clearly does not take weeds into consideration. Maybe it’s my cerebral limitation, but I cannot imagine weeds obeying orders from anyone. Not even from God incarnate. In a Bible study group, some years ago, a woman assured me that when the time was right, Jesus would return to Earth, abolish all evil, and reign in peace and justice forever.

Another hot dry summer expected in the Okanagan
Questionable Senate spending being audited

race yourselves. It looks like it’s going to be another hot, dry summer in the Okanagan. The forecast for the next few days calls for temperatures approaching 40 in Kelowna, and this pattern of 30-plus degree heat is expected to continue for the next couple of weeks—with no rain in sight. The start of another glorious Okanagan summer is a time for everyone to become aware of the potential dangers associated with our dry climate, and the necessity of water conservation. Water is our most precious resource and that fact is magnified this ,year. Because of low winter snowpacks, accelerated snowmelt caused by early warm weather and the driest May on record, some regions in B.C. are experiencing drought conditions earlier than normal. Vancouer Island and Haida Gwaii are already at Level 3 drought; and the South Coast, Lower Fraser, Southern Interior (including the Okanagan) and east Peace

Steve Thomson are at Level 2 drought but could reach Level 3 shortly. Stream and well levels are dropping, stream temperatures are rising, and soil moisture is being reduced. Elsewhere in B.C., the River Forecast Centre has issued a low-flow advisory for streams on Vancouver Island, some of which are experiencing the lowest flows on record for this time of year. The long-term outlook is not a positive one. Environment Canada projections are for a warmer than normal summer and fall, which could push drought levels to Level 4 for much of the province later in the season.
It is expected that continued warm and dry conditions could cause significant environmental and socioeconomic impacts caused by water shortages. To prepare the province for potential drought, our government has convened an interagency drought working group that is implementing the B.C. Drought Response Plan. The plan outlines a series of actions that can be undertaken as drought levels rise. The working group is chaired by my ministry (Forests, Lands and Natural Resource Operations) and includes the ministries of environment, agriculture and health, Emergency Management BC, the Oil and Gas Commission, and federal agencies (Department of Fisheries and Oceans, Agriculture and Agri-Food Canada, and Environment Canada). If conditions continue to deteriorate and Level 4 drought occurs anywhere in B.C., regulatory actions may be required. Priority rights may need
to be enforced under the Water Act (suspension of water rights for junior water licensees), and if there is evidence of threats to a fish population, a section of the Fish Protection Act could be invoked. Looking ahead to next year, our government’s Water Sustainability Act comes into effect and contains new provisions that will help ensure that our water is properly regulated, protected and conserved for future generations. It will do this by regulating groundwater use for the first time, improving our understanding of water use and availability, and ensuring our streams and waterways remain healthy and contains new tools for managing water during times of scarcity. Finally, I can’t emphasize enough the role every British Columbian has in preventing water shortages. Treat water with the respect it deserves by using only the amount you need, because water conservation is everyone’s responsibility.

lthough there are a number of events occurring in Ottawa this week, the issue that is dominating most of the media spotlight is the recently released audit of the Senate from the Office of the Auditor General (OAG). This audit of the Senate covered the fiscal periods of 20112012 and 2012-2013, reviewed $186 million in spending contained in roughly 80,000 expense items involving 116 sitting and recently retired Senators. The findings? Of the $186 million reviewed in the AG Senate Audit approximately $975,000 has been identified as either questionable or spent in a manner that is not in accordance with Senate rules. This questionable spending involves 30 of the 116 Senators audited; 21 of the 30 Senators have been publicly listed in the OAG Senate audit while the remaining 9 of these 30 Senators, also publicly named, have been referred to law enforcement for further investigation.

After a series of cosmic battles that make Star Wars look like a kiddies’ tea party, Jesus will triumph over the forces of evil and take over the government of the Earth. Forever. In one sense, it’s a glorious vision. God will
live among us. Death and pain will be no more. The tree of life will provide food year round. But it’s an exclusive vision. Only the faithful will get to enjoy it. “The cowardly, the faithless, the murderers, the fornicators, the sorcerers, the idolaters, and all liars, their place will be in the lake that burns with fire and sulphur…” It was also an exclusively human-related vision. A new authority would replace the Roman emperor and his legions of enforcers. A new ruler would change the rules. Everyone would obey, or else. There was no sense of humans as part of a larger environment—which would include lions and lambs, salmon and zebra mussels, radishes and runner beans… And weeds. Most other references to the Second Coming are less explicit than Revelation. They mere-
ly say, more or less, “I will come again.” The early Christian church took the promise literally. They expected Jesus to arrive on the next bus. By the time later sections of the New Testament were written,
Christians realized they were in for a longer wait. But they still ended their prayers and worship with “Maranatha,” a pair of Aramaic words meaning, roughly, “Come, Lord!” We’ve been on hold for 20 centuries now. Maybe it’s time we

The sad thing is that The Daily Courier helped to sell the lie by stating in articles several times a week for the months prior to the referendum that the cost of 1.68 per cent tax being applied worked

Remember, this is only the first half of the loan, Lake Country did borrow $2.5 million from Kelowna and that loan is interest free for three years but then the shoe drops and as stated in the MOI (contract) with Kelowna they want to be reimbursed as soon as possible. This begs the question that as it is illegal for one city or municipality to borrow or lend from another how the provincial department responsible to monitor such activities allowed a play in wording to circumvent the law, it seems the enforcement here is similar to the bike helmet law and distracted driving laws which don’t get enforced to the degree they should be. Mayor Baker, there
is a simple fix: On next years’ tax notice and for future notices break out the 1.68 per cent and itemize it. That way we can all clearly see for the next 20 years that the amount does not escalate beyond what was approved ( $27 a year for 20 years ) and of course after year 20 the assessment fee would be dropped, if you want to be transparent and honest it shouldn’t be a problem but that is a big if. Hopefully the taxpayers learn a lesson and the next time our mayor seeks approval to borrow for a specific item which will be coming in the very near future ( fire hall ) we refuse to approve unless the ballot question clearly states that the special loan approval is special and as such is itemized on out tax notices and the approved tax levy for the project will be dropped at the end of the loan term required to fund the project. It is how this last purchase was sold but certainly not how it is being delivered. Wouldn’t it be refreshing if our politicians did as they promised ?

Nova Scotia opens its border to let in B.C. wines ALISTAIR WATERS B.C’s Agriculture Minister is praising Nova Scotia for becoming the latest province to allow B.C. wine to be directly shipped into its jurisdiction. Speaking at Gray Monk Winery in Lake Country last week,
Norm Letnick said the free movement of wine shipments between provinces has been a priority for the Canadian wine industry and the B.C. government. “Together, we are providing B.C. and Nova Scotia consumers with better choice and convenience. By removing
these barriers on provincial wine shipments, we are opening up new markets for Canadian wine,” said Letnick, who is also the MLA for Kelowna-Lake Country. Until recently, it was illegal to ship wine between provinces but thanks to changes in federal legislation a few
years ago, that has been slowly changing as some provinces have agreed to allow shipments between themselves and other provinces. With a growing wine industry centered here in the Okanagan, this area will benefit from the change. But not all provinces are yet on board.
Letnick said British Columbia welcomes Nova Scotia in allowing direct shipments of B.C. wine from the producer to the consumer’s doorstep, and thanked the government of Nova Scotia for its role in strengthening trade relationships between provinces, and “allowing
Canadians to share experiences and products from one coast to the other.” He said the B.C. government will continue to promote the growth and production of highvalue, high- quality products in B.C. that result in growers earning more dollars.
“Building markets for B.C. products is part of our government’s efforts to encourage young farmers to enter the profession, and grow B.C.s agrifood revenues to $14 billion a year by 2017,” Letnick said. Alistair Waters is a Black Press reporter in Kelowna.

Gatzke Orchard’s is bringing its Go Foodism dinner series back as part an exciting schedule this summer. The Go Foodism series combines award-winning chefs from across British Columbia for outdoor and interactive four-course dinners in an orchard by the lake. The chefs use local food and provide information about the farm-to-table movement. School board trustees take little time picking new superintendent BARRY GERDING The Central Okanagan School District has hired a new school superintendent. Kevin Kaardal will replace Hugh Gloster, who announced his retirement this spring, effective Dec. 31, 2015. When Kaardal starts his new job has not been determined, but it will be in conjunction with Gloster’s retirement, said Central Okanagan Board of Education chair Moyra Baxter. “It will be in the fall some-
time,”said Baxter, noting his arrival will allow for a transition period before Gloster officially retires. Baxter said the board had initiated a process to find Gloster’s successor, but opted to make a decision before summer break. “Our concern with waiting until the fall was that people interested in moving might well have already settled into new jobs and not be interested in applying,” she said. Baxter said a shortlist of five candidates made presentations to a 19-member panel last

an easy decision to make though, as at this level all the short-listed candidates are qualified to do the job.” Kaardal’s past experience also included a stint as superintendent for the Burnaby School District, one which ended with a sudden departure earlier this year, which Burnaby school board chair Ron Burton described to the Burnaby NOW newspaper as neither a firing nor a resignation. “It was kind of a mutual agreement where the board wanted to move in a different direction and (Kaardal) wanted to pursue other options,” said

District 41 superintendent position, which paid $215,702 in salary and benefits. The salary for the Central Okanagan superintendent position is more than $60,000 less. In that case, the Burnaby school board would top Kaardal’s salary up for any shortfall until the settlement agreement’s expiration date. Baxter said the board was well aware of Kaardal’s experience in Burnaby, but couldn’t offer any further public comment. Baxter also acknowledged that the past three school superintendents—Gloster along with Mike Roberts and Ron Rubadeau—were all appointed from within the existing school district staff ranks. She said the board wasn’t specifically looking for an outside candidate from the outset, only someone they felt would have the background and experience to deal with ongoing changes to the province’s
public education system, from funding to curriculum changes. “It is a bit of an unknown for school boards going forward. The new superintendent is going to face changes in the provincial education system that for school boards remain something of an unknown going forward,” she said. Kaardal’s resume extends beyond his time as Burnaby school superintendent from December 2012 to this year. Previous to that he worked as assistant superintendent and an administration supervision position with that school district, and was a principal for Heritage Park Secondary school in Mission. He graduated from the University of Alberta with a Bachelor of Education degree in physical education and social studies, and earned his Master’s degree in education at the University of Calgary for curriculum, instruction and teacher supervision.

Lake Country Art Gallery presents large scale felted works Attention felters. The Lake Country Art Gallery has an exhibit for you. FELTED presents an exhibition of fibre works by the Art Felt Collaborative, at the Lake Country Art Gallery from July 8 to Aug. 22. Felt is a textile that is produced by matting, condensing and pressing fibres together. It is a very physical process that involves tools like washboards, hand sanders, screen mesh, bubble wrap, soap and water. Felt is made of natural fibres such as wool, alpaca, silk, bamboo, or synthetic fibres and can take all kinds of different shapes, sizes, thickness, density and colours. It also has a long history; Feltmaking is still
FIBRE works by the Art Felt Collaborative. practiced by nomadic people in Central Asia and ties into the stories of Saint Clement and Saint Christopher who, while fleeing persecution, packed their sandals with wool to prevent blisters. At the end of their journey, the movement and sweat had turned the wool into felt socks.
The Art Felt Collaborative came together in April 2014 through their shared love of felting. Initiated two years earlier by a meeting between Violet Racz and Alice Pallet, after Racz, who had recently relocated from Maple Ridge, saw Pallett’s work at Artwalk. The collaborative

has created a fellowship where regular meetings and feedback has increased the range, inspiration and risk taking in the work of each artist. Diane Goossens, for example, came to the group with more of a focus on wearable art, but has branched off to include more sculptur-
al forms. Alice Pallett, Amy Burkard and Judith Mueller all came to felting from a fine art background. “I saw the potential of felting to smash many boundaries: 2D or 3D or anything in between,” said Pallett. Gallery visitors will have a chance to hear about all the nuances and techniques the Art Felt Collaborative use at an Artist Talk on Wednesday, July 15 at 7 p.m. This event is free and open to the public. Gallery visitors are also invited to an Artist Demo Day on Saturday, Aug. 8 from 11 a.m. to 3 p.m. when all five artists will be in the gallery demonstrating how they make their work. FELTED opens on

UBCO summer speaker series looks at developments in K-12 education KEVIN PARNELL With the education landscape in B.C. changing, UBC Okanagan is bringing in several experts and researchers this summer to take a look at the future of education in the province and the university is inviting the public to come out and learn more about schooling at all levels. For the second year in a row, UBC Okanagan’s Faculty of Education is presenting a Summer Speaker Series with a variety of speakers coming to the Okanagan campus to give free presentations every Wednesday for six weeks. “Part of the mandate of the Faculty of Education is to respond to the needs of the community so we want to offer interesting talks regarding education so that community members will have the chance to discuss some of the important issues that have arisen in education,” said Karen Ragoonaden, UBC Okanagan’s coordinator of professional development. “We are all, to a certain extent, involved in education so it’s important to have as many voices as pos-

With the provincial Ministry of Education looking at developing a new curriculum for kindergarten to Grade 12, one of the speakers will talk about the changing face of education in elementary and high schools. “Our first speaker will be looking at innovations in teaching and about the new curriculum the provincial Ministry of Education is developing,” said Ragoonaden, who added all of the speakers will touch on how education and teaching is changing.
“(Education is moving to) a holistic approach as opposed to just focusing on the academic aims and objectives. Teaching for education outcomes is looking at what is the context in which students can flourish and how to achieve the most success.” Hosting the Summer Speaker Series is one way UBC Okanagan is looking to get more involved in the community. Ragoonaden said the university at times can be isolated from the general population but part of the mandate of the post-secondary institution is to reach out to the
community and respond to its needs. “Over the course of the last 10 years we have evolved and progressed and really respected the mandate to be part of the community and be more involved,” she said. “We have faculty members that travel up and down the valley and work closely with school districts and students. We’re hoping to showcase some of the work we are doing here in the Faculty of Education. Our graduate students are teachers in (the Okanagan) and some of the research they are doing is mindfulness and

Tennis tourney played in the heat on Sunday The Lake Country tennis club held its annual random draw doubles tournament on Sunday on one of the hottest days of the year as players dealt with temperatures in the high 30s. There was fierce competition with some of the best, and heartiest players from throughout the Okanagan Valley taking part. Doubles partners were paired at random in this event providing an un-
known element to each match. In the end after four-plus hours of hot and heavy competition, the top players emerged. At the end of the official doubles competition there was a two-way tie for first place with Jay Thomson of Kelowna and Joe McFadden of Vernon sharing the top spot, winning 16 games out of a possible 20. They then played a singles match to four games to decide sole champion and McFadden edged

The beautiful weather came early to the Okanagan this year and we are now definitely in summer mode. On Canada Day and Saturday nights this summer, that means free concerts and big screen movies, great Okanagan musicians and beautiful Lake Country parks thanks to the Lake Country Open Air Performance Society. The performance series kicks off on Canada Day and includes nine regular concert nights, along with a special concert and Movie-in-thePark night in conjunction with the July 1 celebration at Beasley Park. The last performance night of the season will be Aug. 29 and includes a free outdoor concert and Movie-in-thePark at Okanagan Centre Park. The concerts start with Jordan Dean and the Public House Band at 6:30 p.m., followed by a Movie-in-the-Park (Insurgent on July 1) on Canada Day at Beasley Park. LC Open Air concerts will feature a variety of performers at parks throughout Lake Country. All concerts are free and families are welcome. Everyone is reminded to bring a chair or blanket for seating, and picnics are welcome too, although there will be vendors present

THE LAKE Country Seniors’ Activity Centre held a thank-you luncheon last month for all the volunteers who
make the meal program a success for many seniors in the area. The seniors centre relies on its volunteers and thanks all of them for continued support over the years. YOUNG - DALE With great sadness we announce the passing of Albert Dale Young on Friday, June 19th, 2015. He passed away peacefully at home surrounded by his loving wife Anne and other family members. Dale was born in Saskatoon, Saskatchewan. He later moved to Alberta, where he met and married his wife Anne Louise Young. He had six children and many grandchildren and great grandchildren. Dale worked for many years as a rancher before becoming a transport truck driver, eventually moving to British Columbia in 1969. A Celebration of Dale’s Life was held on Friday, June 26th, 2015 from the Chapel of First Memorial Funeral Services, 1211 Sutherland Ave, Kelowna. The family of Lois Clement announce her peaceful passing on June 20, 2015 at the age of 95. Born in September 1919, at Big Valley, Alberta where she lived with her family until adulthood. She married Wilson Smith and they had a daughter, Marjorie. Lois and her husband moved to Detroit, where he worked until retirement. In 1972 they returned to Canada to make their home in Kelowna. In 1988, Lois married Les Clement. They enjoyed ten happy years together until his passing. Lois was active in the community of Lake Country, volunteering for many years with the Hospital Auxiliary. She was a faithful member of the Winfield United Church and an active member of the Songsters singing group. Lois moved to Lake Country Manor in 2003/2004 and then when failing health occurred, she moved to Lake Country Lodge where she was happy with her care and her accommodation. Lois was predeceased by her first husband Wilson in 1986 and her second husband, Les Clement, in 1998. She is survived by her daughter, Marjorie Smith (Portland, Oregon), her step-children, Wayne (Diane) Clement, Hugh Clement, Karen (Fred) Strecheniuk, Gary (Margaret) Clement and Glenda MacNeil; numerous step-grandchildren and step great-grandchildren. Lois will also be missed by her niece Darleen Maki in Salmon Arm, and her sister Marg Johnson and family in Ontario. At Lois’ request, there will not be a funeral.

HWY 97 / OCEOLA RD INTERSECTION IMPROVEMENTS The Ministry of Transportation has contracted Belvedere Place Contracting to start on road works to improve the intersection at Hwy 97 and Oceola Rd. The work includes extending north and south left turn lanes on the highway and adding acceleration/deceleration lanes for traffic moving off Oceola and Woodsdale Roads. To minimize traffic impacts, the crews will be working 7pm – 5am daily, starting the evening of Sunday, June 28th.

2015 PROPERTY TAXES DUE JULY 2ND 2015 Property Tax Notices for the District of Lake Country have been mailed. If you are the registered owner of property within Lake Country and have not received your Notice please contact the Finance Department at (250) 7665650. Taxes are due before 6:00 pm, Thursday July 2, 2015 and can be paid: in person at Municipal Hall; at your banks; via internet/telephone banking; by mail (mail your payment early with a July 2, 2015 post-dated cheque) Municipal Hall hours are 8:30 am to 4:30 pm Monday through Friday and will be open for extended hours on Thursday, July 2nd from 8:30 am to 6:00 pm. The office will be closed Wednesday, July 1st for Canada Day. There is a drop slot available after business hours at the north entrance to the Municipal Hall. Any current taxes and rates remaining unpaid at the close of business on July 2nd will be subject to a ten (10%) percent late penalty. A tax payment does not have to be made for eligible property owners to claim their 2015 Provincial Home Owner Grant. Home Owner Grants must be claimed every year and must be claimed by July 2nd to avoid a 10% penalty on the grant amount. Eligible property owners may claim their home owner grant online by visiting the District’s website at www.lakecountry.bc.ca. The homeowner grant password is located on the tax notice below the BC Assessment roll number.
