20-year-old man drowns in Albert Dyck lake Trio’s evening dip turns into tragedy
Divers have recovered the body of a 20-year-old man who drowned at Albert Dyck Park Wednesday evening. Police received a 9-1-1 call around 8:20 p.m. about a possible drowning of a young man. Abbotsford Police Const. Ian MacDonald said the man and two friends had arrived at the park just after 7 p.m. after eating dinner. They entered the water in the northwest corner of the lake, where swimming is not encouraged.
“This area of Albert Dyck Park is not recommended for swimming and one of the reasons is there is a pretty steep drop-off there,” MacDonald said. “There’s a lot of in-water vegetation as well.” Although the three friends didn’t venture far into the lake, one of the men disappeared from his friends’ sight around 8:15 p.m. His name has not been released. Three men weren’t seasoned swimmers, with the man who disappeared
the least experienced, his friends told police. MacDonald said alcohol is not believed to be a factor in the incident. Police, firefighters, paramedics and ambulance staff were joined by members of Central Fraser Valley Search and Rescue. The search was suspended just before midnight, and resumed early Thursday morning, with the assistance of the RCMP dive team. Albert Dyck Park was expected to re-open by noon Thursday.

Residential Tenancy Branch (RTB) for advice. It was recommended she write a letter to the manager, indicating she wanted the mould issues fixed within a reasonable time frame and that she would be withholding her rent in the meantime. Nadege first contacted the manager to further express her concerns, but she said all that was done was the mould was “scraped” from the wall in the hallway. Nadege then sent the manager a letter in mid-August, providing a one-month deadline for the mould to be removed, including that the drywall and baseboards be stripped and replaced. That was never done in the time she lived there. A friend of hers who still lives in the building told her recently that the carpets had been replaced only two months ago, and the mould issue has still not been addressed.
Nadege was issued an eviction notice for non-payment of rent. She disputed the eviction before the tenancy branch, but she says the evidence package she sent – including letters, texts and photos – was not received, and the arbitrator ruled against her. Nadege complied with an order to pay the rent she had withheld and, once her lease was up in October, she gave her one-month notice to move. She has been living since last November in a basement suite on a rural property. She and Aeva are happy there and have good landlords, she says. Nadege now wants to take the previous management company to small claims court to get back the rent she had previously withheld, saying she was treated unfairly. “I haven’t been frustrated like this in a long time … In my opinion, I did everything right.” A News phone call to the management company was not returned.

‘Hot’ Canada Day celebrations It was the hottest Canada Day on record in Abbotsford, but despite the heat, the community came out in crowds to celebrate. The mercury peaked at 32.1 C on July 1, eclipsing the previous record of 29.4 C set in 1967. The holiday celebrations began Tuesday night at the Canada Day Kickoff Concert, featuring Emerson Drive. The fun picked back up with two local parades – one in Mt. Lehman, and the other a City of Abbotsford event along South Fraser Way. The hot temperatures are expected to continue over the weekend, with Environment Canada predicting a high of 35 C on Sunday. Splash some paint on this road All about paint on sidewalks and highways. I am sometimes amazed at the relentlessness of those wishing for their unique perspective on life to be celebrated by the application of paint on city sidewalks, as though this will somehow bring the social lobbyists a victory, and uncommonness to the road greater travelled. But I digress. I am much more concerned as to why years after the extra lane was added westbound on Highway 1 at Mt. Lehman, do we still have more than 300 metres of unpainted lanes at the top of the incline where the far right truck lane is set to merge with the middle lane. Ten seconds of time elapse (at the posted speed limit) from the moment the merge sign appears until where the two lanes truly do become one. And for these 10 seconds, there are no broken
white lines separating the two lanes. This far right lane, of course, is home not just to trucks, but to the special hyper-drivers, who pass by everyone else at 140-150 kmh, where no police are ever seen taking interest. (They are presumably stuck elsewhere behind bushes trying to catch people looking at their ‘stupidphones’ at an intersection.) Would someone in the highways ministry take notice of this glaring omission, and arrange to splash some paint on this third of a kilometre stretch of road, please? Because some days, the shoulder becomes the third lane for an additional 100 metres or more as the hyper-drivers finally run out of lane to squeeze into, and there’s nowhere else to go. For this paint, I would be willing to celebrate. Keith Hebert

Last year my adult kids (avid riders) bought me a bicycle – a really good bicycle. I felt both grateful and a bit guilty because the only bikes I ever bought them were second hand from the MCC store. There’s nothing wrong with second hand bikes, of course. In fact, I think they’re better value for most of us. Still, I’m part of a generation that is easily influenced by marketing and materialism. So I’ve been riding more with this awesome bike. But when I ride around Abbotsford, I see how dangerous it can be. We have the beginnings of cycling lanes. They start here and there, and then end with no apparent reason. A few weeks ago, our mayor, gamely trying to support “Bike to Work Week” discovered how perilous it can be to cycle in Abbotsford. Thankfully, he was not seriously injured. His experience shows us that before we can safely and confidently use bicycles as transportation, we need to implement the cycling master plan that was envisioned years ago and has never been fulfilled. Let’s make it a priority for our new official community plan! John Vissers Abbotsford

Proud remnant of the valley’s first transit system In an age when steam ruled the rails, B.C. innovators took electric-
ity to power transit systems, thanks primarily to the B.C. Electric Company’s
1903 development of the Buntzen power generation facility on Indian Arm.
The original decommissioned power station on the arm is still there, and can be
explored by boaters, as I have done years ago. While entrepreneurs began using electricity for urban transit start-ups in Vancouver and New Westminster, most of the ventures were a quick trip to bankruptcy. Finally, B.C. Electric took up the challenge, creating the B.C. Electric Railway Company, and by 1906 it recognized the agricultural potential of Chilliwack, which at the time was serviced mainly by riverboat. Thus, the BCER began construction of an electrified rail line in that year, building powerhouse substations along the way, to create the Interurban that linked all the little communities from Chilliwack through to New Westminster and Vancouver.
Mark
Rushton On the
Other Hand From its eastern terminus the route ran over mainly flat farmlands until it crossed the Vedder River near what is now Yarrow, when the railbed was raised much of the way to be above the
vast shallow lake that is now Sumas Prairie. However, along part of the right-of-way on the shoulder of Vedder Mountain, the BCER built its first substation, with another Continued on A11

space does not permit more detail, these very large concrete substations were constructed at various intervals along the line. The Interurban was opened in 1910 and served the Fraser Valley’s rapidly growing agricultural industry for more than 40 years, providing rapid access to growing markets for produce, milk and all other related products, along with passenger service to “the city.” By about 1925, Sumas Lake had been drained following construction of the Vedder Canal, and the lands of Sumas Prairie became yet another source of commodity for the BCER’s success. However, the development of modern roadways, trucks and cars spelled an end to the electric rail line. Its service still exists as Surrey Rail Link reduced to freight only, pulled by diesels. The powerhouse substations were stripped of their internal components, and either sold off or left as derelict. I remember the one on Clayburn Road, which stood until the late 1970s or early ’80s when it was demolished, replaced by a modern home. Another apparently exists, in decrepit state in the Langley/ Surrey area, though its continued presence I haven’t confirmed. However, likely the first (or last) substation constructed in 1906 remains, nestled against Vedder Mountain at the very eastern end of Vye Road on Sumas Prairie. Its location is on the aptly named Powerhouse Road, though that is actually a vestige of the original and much older Old Yale (wagon) Road. Today, the 1906 powerhouse is anything but ancient, other than its main structure. What stands there today, thanks to someone who has turned history into a private home, is a veritable mansion, its preserved exte-
rior painted in subtle shades of grey and beige, the original lettering – British Columbia Electric Railway Company – highlighted across the upper balustrade.
Photos of the transformation (interior and exterior) from a formerly humming and long since abandoned power centre is truly remarkable, and can be viewed online

A woman who has been called a “high-risk sex offender” by police, has been sentenced to three years of additional probation for breaching

the condition that she not attend any park, playground, recreation centre or other place where children are expected to be.
Black pleaded guilty last week to breaching her recognizance. Abbotsford Police Const. Ian MacDonald said Black was found

in Albert Dyck Park on June 19. She was in the company of an adult man, he said. In addition to the probation order, Black was sentenced to time served and handed a victim surcharge fine. Charges of breaching her probation last year were stayed. Black was sentenced to four years in prison in Saskatchewan in 2007 after pleading guilty to sexual interference with a person under the age of 14, sexual touching of a person under 14, one count of making child pornography, and one count of bestiality. She was also handed a 10year probation order at the time. At the time, her husband, Donald William Black, was already serving an eight-year sentence for the same crimes, committed against two girls, ages 18 months and four years. He was also convicted of crimes against a third girl, a five-year-old. Black was released from prison in 2011 and initially chose to live in Chilliwack and then Abbotsford, resulting in local police issuing a public notice of her residency.

Abbotsford has received $1.5 million as part of almost $75.2 million being invested into communities across B.C. to meet local needs including more policing, new equipment, increased community safety initiatives, infrastructure and service delivery priorities. “This money helps take pressure off local ratepayers and provides Abbotsford with much needed funding for first responders and other community resources,” said Abbotsford South MLA Darryl Plecas. Since 2009, Traffic Fine Revenue Sharing Grants have provided more than $792 million in funding to support B.C. communities.

Student wins top German language prize Avery Warkentin, a Grade 11 W. J. Mouat student, has won the first prize in the annual B.C. German Language Contest, and has been selected by the German Consulate to represent the province in a tour of Germany this summer. The competition was open to students taking German in high school; no native German speakers can participate. The trip is fully funded by the Federal Foreign Office of Germany and organized by the Pedagogic Exchange Service, a branch of the Standing Conference of the Ministers of WARKENTIN Education and Cultural Affairs of the Länder in the Federal Republic of Germany, and operates as a national agency to promote international exchange and co-operation. Every summer, the organization invites the most deserving German language students from 90 countries to travel through Germany in groups of 30 for a period of two weeks, followed by a two-week visit to a German school. This year, only nine students were selected in Canada. Warkentin is also a French Immersion student who speaks French fluently.

Leap of Faith for Cyrus Centre Vikki HOPES Abbotsford News
Cyrus Centre for atrisk youth holds its sixth annual Leap of Faith skydiving event on Thursday, July 9 to raise funds for its locations in Abbosford and Chilliwack. Participants are asked to collect a minimum of $700 in pledges to tandem parachute out of a plane at Skydive Vancouver’s drop zone at 5112 Gladwin Rd. in Abbotsford. The event starts at 5 p.m. All funds raised by Abbotsford jumpers go to the Abbotsford Cyrus Centre. Funds raised by Chilliwack jumpers go to the Chilliwack Cyrus Centre. Executive director Les Talvio said the two centres are holding a challenge to see who can raise the most money and attract the most jumpers. Another challenge is being conducted by two
Chilliwack churches – City Life and Central Community – with the losing pastor having to wear the winning pastor’s garb at one of their sermons. Other activities at the Leap of Faith include a bouncy castle, face painting, a kids’ corner and a barbecue by donation, with proceeds going to Abbotsford’s Cyrus House, which provides semi-independent housing for youth 16 and older in a supportive and nurturing environment. Last year’s Leap of Faith raised about $15,000. The two Cyrus Centre locations are financially independent of one another, but offer the same type of programs and services for youth ages 12 to 18. For more information about Leap of Faith or to register, visit cyruscentre.com or call 604859-5773.

Women win opener in Universiade action
GET READY FOR SUMMER! STAY COOL & FRESH IS YOUR AC READY?
Water polo: Canada defeats Serbia Abbotsford’s Alexa Tielmann and the women’s water polo team secured a comfortable 16-8 victory against Serbia in their opening match in this year’s Summer Universiade, which kicked-off July 2 in Gwangju, South Korea. Canada won all four sprints and managed a quick score in the fourth quarter. Tielmann scored once and the team’s power play was exceptional, netting five goals with the man advantage.
DID YOU KNOW?
The women’s team is in action this afternoon (Friday) 1:30 p.m., when they face Russia, the defending gold medalists. The Summer Universiade is an international sporting event that occurs every two year, with participants having to be full-time students at a post-secondary institution or must have graduated from a post-secondary institution in the year preceding the event.

technician will clean out the air conditioning lines, evaporator and ventilator and then kill any bacteria mould or fungi. Then deodorize the entire A/C system and the vehicles interior. Finally, after a complete inspection for leaks and wear, the technician will measure and replenish the oil in the compressor. The air inside your vehicle will be much cleaner and 4 to 5 degrees cooler, thanks to increased efficiency.

Angels champs, will rep B.C. The Abbotsford Angels will play as Team BC at a tournament in Milwaukee, Wisc., later this month after the U15 boys Bantam AAA squad won the BC Baseball Elimination Tournament on Sunday. The top AAA teams in the province gathered in Tsawwassen and Ladner for a four-day tournament. The Angels were perfect through round-robin play with a 4-0 record with victories over
Burnaby, White Rock, Nanaimo and Victoria. On Sunday Abbotsford played Tri-Cities in the semifinals. Carter Harbut took the mound and was dominant, striking out 11 and going all seven innings in a 4-0 victory. The final featured a rematch between the Angels and Victoria. The teams previously met in a close round-robin game. Travis McDougall got the start and by the time he
took the mound the Angels had already built a 5-0 lead. Abbotsford had exploded for 16 runs in the first two innings. Victoria never gave up however, and clawed away at the Angels’ lead, getting to the Abbotsford pitchers like no other team had so far this season. In the end, the big lead that the Angels had built up proved to be enough, and Abbotsford prevailed by a score of 17-11.

organization funded by auto insurers. The goal is to reduce injuries and fatalities (on U.S. roads and highways), but its powerful research has an impact worldwide, no pun intended. The tour was truly a revelation and demonstrated well how most of today’s cars come through rigorous impact tests with good marks and those that don’t soon get a fix. We were hosted by Subaru Canada, which has much to boast about, though it was restrained in blowing its own trumpet on location. All Subaru models have been named IIHS “Top Safety Picks” for six years running. And that’s some feat: to qualify as a 2015 Top Safety Pick, a vehicle must earn ‘good’ ratings in the moderate overlap front, side, roof strength and head restraint tests, as well as a ‘good’ or ‘acceptable’ rating in the small overlap front test. Subaru is excited that its optional ‘Eyesight’ system has earned the top IIHS rating of Superior for front crash protection. According to Subaru Canada, the company expects the percentage of buyers opting for Eyesight to increase from the current 19 per cent to 30 per cent by the end of the 2016 model year. The Eyesight system detects obstacles and is capable of bringing a vehicle to a complete stop at speeds up to 50 km/h. By the way, for those concerned about crash test dummy cruelty, Raul Arbelaez, vice president of operations for the IIHS, says: “Our dummies aren’t getting as hurt as much they used to. We don’t have to replace as many rib cages anymore.”
