Hot temperatures, a lack of precipitation and a 27 per cent increase in water use in June has led to a complete ban on lawn watering. As of today, the District of Mission and the City of Abbotsford have moved to stage 3 of the water shortage response plan. Along with the ban, stage three measures dictate that no new lawn permits will be issued and non-recirculating fountains will be prohibited. Residents will still be able to hand-water flower and vegetable gardens, wash vehicles, run sprinklers for children to play in, and powerwash sidewalks, driveways and homes. “As long as residents comply with the lawn watering ban, we will be in a better situation and won’t have to possibly look at further restrictions,” said Tracy Kyle, Mission’s director of engineering and public works. She said Mission and Abbotsford have enforced lawn watering bans twice in the past few years – from July 28 to Aug. 24 of 2009 and throughout July and August 2010. Unseasonably warm temperatures and a lack of rainfall this spring, combined with reduced snowpack have contributed to lowering the Dickson
Lake water source levels faster than expected. Currently, the lake is at a historically low level – 634.97 metres as of June 30 – breaking the previous low record for the end of June which was 636.6 metres in 2003. The all-time low level is 629.7, which occurred in October of 2006. There has also been a higher demand for water in June, compared to last year. In June of 2014, water usage by Mission and Abbotsford residents averaged 70.6 million litres per day (MLD) This year, that has climbed to 89.7 MLD. The water system is capable of supporting a daily supply of 123 MLD, with extended maximums for peak days. During the 30-day period in June of 2014, 2,116 million litres were used. In the first 29 days of June 2015, about 2,602 million litres have been consumed – a 27 per cent increase. From June 1 to June 29, Mission residents used 682 million litres of water while Abbotsford residents used 1,919 million litres. For more information visit ourwatermatters.ca or call 604557-4423.

Firefighters are still patrolling the site of a half-hectare brush fire on Sylvester Road. The fire was reported on June 30. Sixteen firefighters battled the blaze, located east of Stave Lake, close to Davis Lake Provincial Park. Two helicopters and an air tanker were also used. By Wednesday (July 1) crews were mopping up the area. “They got on it really quickly,” said Marg Drysdale, fire information officer at the Coastal Fire Centre. As of Thursday, the fire was still not officially out as crews continue to patrol for any hot spots. Drysdale said the Fraser Valley area is currently at “extreme” risk. “We really need people to understand that an extreme fire danger means that any little spark can take off.” The extreme rating refers to the dryness in the forest and to spread rates. While the blaze is still under investigation, Drysdale said it was “human caused.”

It’s unlikely that a proposed municipal election spending cap will impact Mission candidates. The legislature committee on local election financing recommends candidates for a council seat in a small community should be able to spend no more than $10,000 to run for mayor and $5,000 for a council or school board seat. For larger communities, a population-based formula would limit a mayoral campaign for a city of 150,000 residents to just under $90,000, with other municipal candidates limited to half that. The formula would limit a candidate for mayor of Victoria, population 80,000, to about $50,000, while Surrey’s population of 470,000 would mean a cap of $180,000 to run for mayor. In Mission, which lists its population at 38,000, the mayoral candidates would be limited to $1 per capita for the first 15,000 people, and 55 cents per capita up to 150,000. Using that formula, $27,650 would be the maximum amount that could be spent to win the Mission mayor’s seat ($15,000 allowed based on the first 15,000 residents and $12,650 for the remaining 23,000 residents). During the last municipal election in November of 2014, Randy Hawes spent

Since moving to Mission in 1990, I have observed an increasing interest from Mission property and business owners in beautification of their premises, not only with floral displays but in their re-painting, landscaping and renovations. The most recent improvement (an attractive brown paint project) has appeared on the Pioneer Chrysler Jeep dealership on First Avenue. Owner Ray Van Empel also demonstrates his community pride by being active in the community and supporting a number of charities.

It’s time to go brown
There are going to be a lot of brown lawns in Mission in the coming months. As of today, the district, along with the City of Abbotsford, is calling for a complete ban on lawn watering. An unseasonably hot and dry June has already caused a large increase in water use in Mission – a full 25 per cent more than the norm. So the time to conserve is now. With the normally hot July and August still to come, we can be assured that water will be in more and more in demand. If that means we have to sacrifice our green lawns for brown, then so be it.
QUESTION OF THE WEEK Do you believe a ban on lawn watering will be enough to avoid a water shortage this summer?
What water we manage to conserve now will help to avoid shortages in the months ahead. However, while stage three restrictions have been implemented, the sprinkling ban seems a bit limited, considering what residents are still permitted to do. Washing your vehicle is still allowed if you uses a spray nozzle that automatically shuts off. Filling a wading pool is still allowed. Running the sprinkler for kids to play in is still OK. Pressure washing your driveway or home is still allowed. It seems there are more ways to save water that are also worth exploring.

CONSTRUCTION NOTICE HAYWARD LAKE RECREATION SITE Please be advised that construction for the Stave Falls Grounding Upgrade Project is scheduled for July 13 to late September 2015 at the Hayward Lake Recreation Site. Construction will begin on the northern section of the Hayward Lake Railway Trail, approximately half a kilometre south of the Off Leash Dog Beach. To accommodate construction, the northern section of the Railway Trail will be closed from July 13 to August 21, 2015. Once crews reach the Beaver Pond, the northern section of the Railway Trail will be reopened and access will be available via Harry’s Trail. All work along the Railway Trail is weather dependent. Mission high school students will be receiving more advanced mandatory lifesaving lessons starting next year. Teachers from School District #75 are being trained as instructors to empower students with CPR (cardiopulmonary resuscitation) and defibrillator skills, as well as heart health knowledge, through the ACT High School CPR and Defibrillator Program. As a result, more than 450 students will be trained every year by their teachers to use these lifesaving skills. “We’ve been running CPR training in Grade 10 phys-ed classes for the last 10 years,” explained Jim Pearce, principal of Mission Senior Secondary. “What they did this time is to bring in the AED (automated external defibrillator) training. That’s a step up from the CPR training they provided many years ago.” The course is taught as part of Grade 10 PE, a mandatory course that every students must take. That means, eventually, every student that goes to Mission Senior Secondary will leave having completed the lifesaving training. “At a minimum, 400 Grade 10 students will receive it next year and any Grade 11 or 12 student who selects a PE class will also receive it.” In conjunction with the training, the school has been given several of the AED devices, which Pearce said will remain on the school property, and on occasion, a unit would be sent with a traveling sports team to have on hand at different venues. The Advanced Coronary Treatment (ACT) Foundation is working with B.C. Emergency Health Services, B.C. Ambulance Service and other community partners to bring this program to Mission Secondary. Thanks to a donation from RBC the Mission school is receiving AED training units, training mannequins, curriculum materials and program set-up. Mission secondary school is receiving: S Eight AED training units; S Eight AED training mannequins; This initiative will result in: S Five teachers trained as CPR and AED instructors for their students; and S More than 450 students to learn CPR and AED skills each year. With eight in 10 out-of-hospital cardiac arrests occurring at home or in public places, empowering youth with CPR training as part of their high school education will help increase citizen CPR response rates over the long term. Moreover, early CPR, combined with early defibrillation, can increase survival rates for cardiac arrest victims by up to 75 per cent, according to the Heart and Stroke Foundation.

Over the next four years, council will aim to increase recreation options, reduce homelessness and create a strategy for waterfront development, all while keeping tax increases in line with inflation, according to a new document created to provide guidance to district staff. The “2014-2018 Council Goals & Objectives,” presented at last Monday’s council meeting, lays out a range of plans in eight different categories: lifestyle, finances, forestry, public safety, infrastructure, social issues, sustainability and economic development. Mayor Randy Hawes said council agreed on all points in what is a “living document.” It is meant to provide direction to district staff and can be altered as council sees fit. The first category, lifestyle, has 10 objectives, including implementing the Stave West Master Plan over the next four years, building a new skatepark and adding an artificial turf field and running track within two years, and working with the school district to develop community centres in schools. “We have not put money into our parks for years,” Hawes said. “It’s time that we started putting infrastructure in our parks.” Some of the money for that, he said, will come from funds that had been allocated for the nowshelved relocation of Lougheed Highway. Other objectives include, but are not limited to: Financial: Establishing the West Coast Express and transit to Maple Ridge as a regional service over the next year; increasing non-residential tax revenue; review business licence fees and connect them to community costs. Public safety: Hire more officers; get improved ambulance response times; work with RCMP and bylaw enforcement to address frequent offenders. Social issues: ensure no charge for hospital parking; improve access to activities for disabled or special needs adults; investigate housing rental opportunities for vulnerable residents; creation of a seniors’ centre.

Florence Evelyn Steele was the guest of honour at the Blackberry Kitchen at Fraser River Heritage Park last Thursday afternoon. The Mission resident was surrounded by friends, supporters and even the a cappella quartet the Tangerines, all on hand to celebrate her 99th birthday. Steele was born in Hart, Saskatchewan on June 25, 1916. She and her husband Burt came to Mission in 1975.

Once again, the world is coming to Mission as the 28th annual Mission Folk Music Festival is set to run July 24-26 at Fraser River Heritage Park. Groups from around the world will converge in Mission to present their own musical stylings and heritage. This year, there are two special African groups set to perform. Bongeziwe Mabandla (South Africa) Regarded as a “gem of musical ingenuity,” the soulful urban-African folk stylings of Bongeziwe Mabandla resonate from his own personal experiences and observations in post-apartheid South Africa. His heartfelt lyrics and matchless Afro-folk sound have him primed to become one of the hottest new acts in the world. Inspired by the sounds of Tracy Chapman and Simphiwe Dana, Mabandla has a rhythmically grass-roots vibe, but also mixes in elements of traditional Xhosa music, Mbaganga, soul, hip-hop and dub. Singing in Xhosa and English, Mabandla

Their famous Gumboot Dance showcases the traditional styles and rituals of the South African mining regions and has become a trademark feature of their performance. The sixth of the works of the flesh mentioned by Paul in his epistle to the Galatians is enmity, which is a translation of the Greek word “echthra.” The word “echthra” can be translated as enmity or hatred, and is essentially the opposite of Christian love or agape. This is a particularly dangerous work of the flesh, since it blocks the possibility of love and thereby separates us from God. It is also very easy to fall into habitual enmities, especially internal ones where we harbor resentments or grudges against others. Even within families, where love should reign supreme, we may sometimes find ourselves at bitter odds with one another. Enmity puts up barriers between people, whereas love breaks down these barriers and brings people together. We should reflect on our own life and try to get rid of the barriers of enmity. Do we harbor grudges or resentments against others? If so, let them go. Do we engage in actions or conversations which increase strife and enmity with others? We should do our best to live a life devoted to love, and one which is free of hatred, strife, jealousy, and anger.

Twilight concerts continue in the park
Kitchen Sync is the latest group that will grace the stage as part of the 25th season of the Envision Financial Twilight Concert Series taking place July 3 at 7 p.m. at Fraser River Heritage Park. Kitchen Sync brings together an eclectic group of local artists to create one of Mission’s favourite bands. Liisa Nessim, Jan Giffen, Leonard Janzen, Les Hatklin, Alison O’Haram and Mara Hatklin are talented musicians who perform from the heart, delighting audiences with both original music and covers. Kitchen Sync has performed at festivals and venues throughout the Lower Mainland, and they are looking forward to celebrating summer. The series also welcomes Gary Comeau and the Voodoo All-Stars to the park on Wednesday, July 8 from 7 to 8 p.m.
This band’s hot and spicy, New Orleans-style roots and blues have been featured at festivals and benefits, as well as in films, for over a decade. The All-Stars have been tearing it up with their original brand of swamp, roots, and bayou blues throughout North America. Known as the “swamp kings of the west coast,” they are sure to get the audience moving. Admission to the concerts is free, though donations to this community-based series are appreciated. DOREEN ELIZABETH DOYLE It is with great sadness that we announce the sudden passing of Doreen Elizabeth Doyle - wife, mother, grandmother, greatgrandmother and aunt - aged 84 years, on June 18, 2015. She will be greatly missed by Brendan (Charlie), her husband of 64 years; daughters Lorraine (David) and Linda (Les); and grandchildren Kevin, Jennifer, Tammy, Elyse and Krystina, as well as four greatgrandchildren Jesse, Jayden, Logan, Jordynn. Doreen was born in London, England in 1930. Her family moved to Cobham, Surrey, England and this is where she met Brendan and they were married in 1951. In 1967 they made the choice to emigrate from England to Vancouver (South Burnaby) where they resided with their two daughters. In 1980 they moved to Mission, BC where they resided until a few months ago. Doreen was an avid bird lover. Doreen adopted her stray cat, which she named her Sooty and the two were inseparable. Doreen also loved to tend her flower gardens. People who knew her also knew that you were always welcome at The Doyle's home and that there would always be a coffee ready for you. Their circle of friends was vast, including those here in Canada as well as those still in England, Australia, Hawaii to name a few places. Doreen was loved by all who knew her and will be deeply missed. We would like to acknowledge all the staff at Mission and Delta Hospital for their care. We also would like to “Thank” all the staff at Westshore Laylum Care Home who loved her dearly in the short time she was there. Thank you to Dr. James for his care too. Linda Johnson passed away peacefully June 17, 2015 at the age of 89 years. Pre-deceased by her parents Sigurd & Signe Emelia Hagen of Kinistino, Saskatchewan. Her husband Raymond in 1997. Her sisters Velma, Mabel and Laura. Her brothers Wilfred and youngest brother Howard. She is survived by her children Bruce (Petra), Marlene (Les), Jean (Fred) & Ken (Jeannette), her sisters Luella and Eileen, her brother Gordon, her grandchildren Geoffery, Sadie, Marni, Heather Leigh, Cynthia, Krista, Ryan, Kari-Ann & Melissa, as well as many beloved great grandchildren, cousins, nieces and nephews, and many wonderful friends and neighbours. Linda lived 32 years at the CoOp Villa on Marshall Road, and then resided for 3.5 years at Tabor Court, both in Abbotsford.
A donation in her memory to the “Abbotsford Blind and Visually Impaired Society” would be greatly appreciated.
