Small LNG project in the works at Kitimat By Cameron Orr THE NORTHERN CONNECTOR

KITIMAT - AltaGas, the company leading a consortium under the banner of Douglas Channel LNG, is looking towards having a final investment decision for their Kitimat project later this year. It’s a small-scale project, especially compared to, say, Shellled LNG Canada, but depending on how everything lines up in their schedule they may have one notable benefit: they’ll be first. Even so, there’s still questions to be answered even in a small-scale project. For Kitimat Mayor Phil Germuth, a big question for this project is worker accommodation during operations, who is concerned that there is living spaces on the DCLNG’s floating facility

for employees. “The true measure of a real, healthy community is not how many jobs you have it’s how many families you have, and of course being this close to the community there’s really no reason for a fly-in/fly-out workforce, because [those] workforces don’t sustain communities,” he said. That’s the only primary concern the town has about the project, which will store liquefied natural gas on a floating vessel, and will ship out on tankers approximately eight times a year. In fact the project goes further and may reduce natural gas rates for residential customers. Until this project gets online, which uses the PNG pipe system, there is a lot of unused capacity in PNG’s line, which rates payers are picking up the slack on. If capacity is taken up with this

project rates for delivery will go down, it’s expected. AltaGas’ Vice President of Energy Exports Dan Woznow says the project is pegged at about $600 million, and construction-wise will employ between 80 to 125 people in the area. That is, in addition to the people who will construct the project’s floating facility overseas. “It’s going to be constructed overseas but there is on the ground construction for roads, berthing and mooring structures.” During the operations phase of the project Woznow said there will be between 50 and 70 people. On the concerns of Kitimat council he said they will look closely at onboard accommodations but said there will likely be

some limited spaces onboard for persons working on things like maintenance. The workers they’ll need on the ground to construct the facility will run from general labour to skilled, such as welders for the steel berthing structures and for the person to build an extra eight kilometres of pipe from the PNG line to reach the facility. While it may seem strange that such a small-scale project would find a place in a field filled with mega-projects, Woznow says that the project makes sense for the others in consortium specifically for its small size. The partners in the consortium are AltaGas, Idemitsu Kosan, EDFT Trading, and EXMAR. In production Douglas Channel LNG would produce 550,000 million metric tonnes a year of product.

Tahltan company celebrates 30 years

DEASE LAKE - The Tahltan Nation Development Corporation (TNDC), the business arm of the Tahltan Nation, marked its 30th anniversary of incorporation on June 26, 2015. To celebrate TNDC has created a special anniversary web page and planned a series of activities and events over the next year, which launched with a 30th birthday party on June 27, in Dease Lake. Thirty years ago, Tahltan visionaries Ivan Quock, Chief of the Tahltan Band, Louis Louie, Chief of the Iskut Band, Patrick Etzerza, President of Tahltan Tribal Council (now Tahltan Central Council) and Jerry Asp, founding president, founded TNDC in response to economic development activity occurring in Tahltan Territory. PRINCE RUPERT - Wheeled Prince Rupert citizens on bicycles, skateboards or longboards are being stopped by police these past few days months, not because they’ve done anything wrong, but because they’ve done something right. Prince Rupert RCMP are handing out “positive tickets” - equalling a pool/gym pass or a free Slurpee from 7/11 to anyone seen wearing a helmet while riding their bikes or boards, outlined an RCMP release last week. It’s part of a new initiative focused on brain safety and responsible riding habits. Last summer, RCMP distributed 120 bicycle and longboard helmets courtesy of a grant from Northern Health and funding from Farwest Sports. The Prince Rupert detachment’s presence was also heightened at 2014 Seafest and Cow Bay Days to promote safe boarding and cycling hab-

its. A longboarding race, co-hosted by RCMP and Loaded Sports and school talks have also been part of the initiative. Not only is the program helping youth be safer on the streets while on wheels, but improving the relationship between younger residents and police. “We believe that this initiative will be well-received by the community and will help to bridge gaps between law enforcement and young people,” said Cst. Matt Ericson in the release. “In turn, it will assist in creating an environment focused on road safety education. While we are excited about issuing positive tickets we will also be increasing enforcement action for those who choose not to comply.” Summer is the time for outdoor adventures and RCMP members would like residents to enjoy their time in the sun, while having a safe and healthy time doing so, stated the release. Recommended new rules would limit local election spending By Tom Fletcher THE NORTHERN CONNECTOR

VICTORIA - Candidates for a council seat in a small community should be able to spend no more than $10,000 to run for mayor and $5,000 for a council or school board seat, says a legislature committee on local election financing. For larger communi-

ties, a population-based formula would limit a mayoral campaign for a city of 150,000 residents to just under $90,000, with other municipal candidates limited to half that. The formula would limit a candidate for mayor of Victoria, population 80,000, to about $50,000, while Surrey’s population of 470,000 would mean a cap of $180,000 to run

for mayor. The small-town limits apply to communities up to 10,000 residents. For larger ones, mayoral candidates would be limited to $1 per capita for the first 15,000 people, 55 cents per capita up to 150,000, 60 cents per capita for 150,000 to 200,000 and only 15 cents for communities larger than that. Fraser-Nicola MLA Jackie Tegart, who chaired the committee as it toured the province, said the limits are aimed to make running for local government “accessible and affordable,” while recognizing the vast difference between political campaigns in

large cities and those in small communities. The spending limits still have to be endorsed by the legislature, but the B.C. Liberal and NDP members of the committee endorsed them unanimously. They are part of a series of local election reforms that included extending terms to four years. The committee wants third-party adver-

tisers limited to five per cent of what a mayoral candidate is allowed to spend. The spending limits would be in effect starting on Jan. 1 of each election year. B.C. is joining Ontario, Quebec, Manitoba, Saskatchewan and Newfoundland and Labrador in placing spending limits on at least some of their local elections.

Sailors honoured at Prince Rupert Day of the Seafarer By Kevin Campbell

PRINCE RUPERT - Since opening its doors three years ago, the Prince Rupert Seafarers’ Centre has hosted over 10,000 sailors and those whose lives and careers depend on the Pacific Ocean. It was exactly those fok who were the subjects of celebration last Thursday afternoon. This fifth annual Day of the Seafarer, recognized every June 25 by Canada’s Ministry of Transportation and the International Maritime Organization (IMO), a United Nations agency responsible for the safety and security of shipping, made its way to the shores of Prince Rupert and both the Prince Rupert Port Authority (PRPA) and the Prince Rupert Lighthouse and Harbour Ministry staff were on hand to honour those with “careers at sea” - the theme of the day. “It’s just a recognition of the sacrifices these guys make, leaving their homes and their families for long periods of time and not being able to communicate. So when they come to a port and they come off the ship, they come to a place where they can relax and they can go on Wi-Fi, they can go on the telephone and shop,” said chairman of the Lighthouse and Harbour Ministry Society and Seafarers’ Centre Norm Craddock. “We try to make it as attractive a place as we can for them.” A lounge at the centre on Third Avenue filled with games, computers, couches and more welcomes those coming from all over the world and the PRPA helped out with a large lunch and cake and $5,000 towards the centre’s operations.

“We talk about being a port on a global scale and a part of that also means being a part of a global shipping community and a mission like this is certainly a part of making sure that there is a community here. When [seafarers] visit us, the centre ensures they have a home away from home and that can’t be understated. And so, from the port authority, it gives us great pride and pleasure and it’s certainly very appropriate that we support this mission as well as we can and we’re very happy to be doing that,” said PRPA director of public affairs Ken Veldman. A release by the port authority mentions that the typical visitor works under a 10-month contract on vessels and some even longer. “We’re proud to be one of many orNorm Craddock ganizations around the world who specifically support international mariners while they’re in port and taking a break from their duties at sea,” Craddock also said in the release. The money contributed by the port will go towards the upkeep of two vans that help transport sailors to and from the ships as well as the centre’s property tax payments. Kitimat ponders implementing false alarm bylaw By Cameron Orr

KITIMAT - For an average call the staff sergeant at the Kitimat RCMP says false alarms cost officers about half an hour of their time. Yet with an abundance of false alarms reported every month that time adds up fast, which has town council thinking about ways to solve the problem through bylaw. The RCMP in town have already taken steps to re-

duce call-outs for them, but the town itself is considering adopting a false alarm bylaw, and are looking at other communities in the province for examples. The week of June 8 to 14 alone had seven reported false alarms by the RCMP. Those files can range from calls which were cancelled before police arrival to incidents where officers had to ensure a property was secure. And as S/Sgt. Phil Harrison says, if it’s a place like a

school for instance, the time for officers can be substantial. The Kitimat RCMP has implemented a policy where if there have been three false alarms in six months the police will not return to the property on a call unless the owner provides documentation that the alarm system has been inspected and calibrated by a professional service. Councillors heard the report but did not immediately push for a new bylaw.

Non profit society closing down Bob Quinn airstrip TERRACE - The nonprofit society running a gravel airstrip at Bob Quinn Lake along Hwy37 North is closing it down as of July 1. The society hasn’t qualified for any type of government assistance over the years and it’s never been able to develop a dependable and consistent income based on industrial use, says Keith Routley from the Bob Quinn Lake Airport Society. And now with repairs needed to a portion of the 4,000-foot long strip, the society doesn’t have the money for the work, he said. “We’re just a bush airstrip. That’s what you could call it,” said Routley of the airstrip which is 100-feet wide and has no buildings. He was able to get money for the airstrip from companies during periods of industrial activity but when projects finished, those companies moved on. And in that fashion, the airstrip fell right in line with the boombust economic nature of northern resource development, Routley added. Ideas such as placing it within a local government benefitting area to establish a tax stream or acquiring other crown

NEW HAZELTON New Hazelton RCMP responded to 98 calls during the week of June 18-24.. June 19 - Multiple unlocked vehicles in and around the 4200 block of 13 Ave. in New Hazelton were entered and searched. Change and minor items stolen. June 20 - At 2:30 am, a vehicle was stopped near Churchill St in New Hazelton. The driver displayed signs of alcohol impairment. After failing a roadside screening test, the driver was fined, prohibited for 90 days, and the vehicle impounded for 30 days. June 21 - Police responded to the ball field in Kispiox for reports of two intoxicated females causing a disturbance. One suspect was located and arrested. She was held until sober and released without charge.

The society runs on a shoestring with Routley acting, as he calls

himself, its “chief cook and bottle washer” and society founder. Closing would be a shame because the airstrip is centrally located to potential resource projects, Routley continued, because it’s in a climatic zone where warm air reduces the amount of snowfall and it has a reliable approach. It was built by the province during the

last days of Bill Vander Zalm’s Social Credit government in 1990, he said. “Back then it was what you could call the Iskut gold rush. There was a lot of activity. The worry was that the Americans would benefit by coming up the Stikine River to supply the camps,” said Routley. That convinced the government of the day to counter any American activity by con-

structing the airstrip. Its longest user was the Eskay Creek gold mine which closed in 2008. It was also used to an extend by NovaGold for its Galore Creek project before cost overruns shut down work there and just lately, it saw use during construction of BC Hydro’s Northwest Transmission Line. For several years, the airstrip was on the

list of stops as part of a seasonal service by Northern Thunderbird Airlines from either Smithers or Terrace. At the beginning of June, AltaGas used the airstrip to bring in company officials and others for the official opening of its run of river power projects on the Iskut River. Abandoned pipe found to have oil seepage

PRINCE RUPERT This past Monday, the Western Canada Marine Response Corporation (WCMRC) began cleanup work on the north shore of the Prince Rupert harbour. “It appears old bunker fuel was residue in a pipe and with the higher temperatures we’ve had recently the viscosity was reduced and became liquified turning into a very small drip on the north shore,” said manager of communications at the Prince Rupert Port Authority (PRPA), Michael Gurney. A rainbow sheen in the harbour was observed by PRPA staff Sunday who discovered a small oil leak was coming from a pipe located by the berths beside Westview Wood Pellett Terminal. “It’s literally dripping, not flowing. It’s a very small quantity and has only been dripping for a couple of days based on our observations. There is no more fluid air escaping into the harbour,” Gurney said. The old pipes, not used for decades, predate the port authority’s acquisition of the property. Although they pass through the property they are not part of the port authority’s infrastructure. “The era of the pipe is not directly known but is believed to have carried bunker fuel from a storage facility uphill,” Gurney said. On Sunday, the port authority began to work with a variety of agencies in response to the leak. First on scene was WCMRC who contained the oil dripping from the pipe with a boom from the shoreline. Excavation work on Monday began to identify the source of the leak and the exact point the pipe could be be cut and sealed. “With containment behind us it’s time for cleanup and make sure this pipe can be cleaned up using steam cleaning and can be shut and sealed,” Gurney said. The port authority started consultation work with an environmental agency to assess the impact on marine life and vegetation since Monday.

Byron passed away peacefully at home with his family by his side. He is predeceased by his parents, Rudolph and Lolleta Ramdatt and his brother Hezekiah. Byron is survived by his wife, Claudette and three daughters, Jacqueline, Marjorie, and Christine (Paul), and two grand-daughters, Olivia and Mayah; three sisters and three brothers, nieces, nephews, and many cousins and friends. A memorial service was held in Kitimat on July 14, 2010 and Byron was laid to rest in Jamaica on October 23, 2010. A Thanksgiving Service was held at the Methodist Church in Manchioneal, Portland, Jamaica. The family of Byron Ramdatt would like to express their gratitude for your prayers and support during this difficult time. We acknowledge with deep appreciation the team of family, friends, Physicians, and Health Care Professionals, who were by his side every step of the way. TERRACE - Terrace Shogun Dojo sensei Amber Pipe says despite the club’s recent success at the Montreal tournament, the club won’t be returning to the WKU National Championships. And she says that’s mostly because of how she was treated as a woman martial artist and club owner by the tournament’s organizers. “The disrespect to me was over the top,” she said. “I can’t handle being treated like a piece of dirt just because I’m a woman. If you want to treat me like a piece of dirt, at least I want to know that I’ve done something.” Instead, the club will focus on attending open tournaments that offer more opportunities to fight – and more diverse competition. “That’s what our kids are looking for,” said sensei Rajan Sangha. “You go there, you pay your money, and you fight.” And if one thing was clear after the latest competition, it’s that Shogun’s martial artists are hungry for more fights – and serious about preparing for those fights. “Getting the experience, being able to fight against five guys at one tournament kind of opens up their mind that they need to learn more things,” said Sangha. “They’re back here hungry and training again two days after we got back... we gave them the option of taking a month off and it was a unanimous decision to get right back to training.”

KITIMAT - The Hirsch Creek Golf and Winter Club golf pro Steve Haggard spent a gruelling, or rather we should say enviable, day marathoning rounds of golf, all for a good cause of supporting ALS charities. This event, which took place June 22, shares with other similar Golfathons across the province, initiated by PGA B.C.. Haggard says he raised just over $2,000 from the Golfathon, playing 162 holes (nine full rounds), and began at 4:30 a.m. and didn’t end until 10:40 p.m. that night.

Youngsters benefit from Prince Rupert recreation camps

PRINCE RUPERT - The name of the game is kids camps for Prince Rupert Recreation this summer. A whole slew of various themed half- and full-day camps are taking over the civic centre and beyond, starting on July 6 and running until Aug. 28. The week-long sessions are centred around different elements that kids from ages 3 to 12 can explore. For the 3 to 5-year-olds, “Daring Detectives”, “Stars of Hollywood”, “Camp Buccaneer” and “Mini Einsteins” highlight the eight different sessions that run for three hours for the wee ones, either in the morning or afternoon. Next, for the 6 to 8-year-olds, “Outside the Box Sports Camp”, “Wildnerness Trekkers”, “Passport to Adventure” and “Water Wonders”, among a few others, are part of the day-long activities. Finally, the 9-12 age range features “Curious Inventions”, “Science Mythbusters”, “Eco Adventures” and “Super Sports” with four more diverse offerings throughout the summer. These are also daylong. “Each week is themed, so we start off with a sports camp [and then move onto] other things, like going out into nature, or experiencing the spy camp or water camp and it’s all about having fun. We’re trying to get the kids engaged in recre-

ation, so each camp is going to have different elements of recreation, so if you’re in a sports camp, you don’t do strictly sports, you’ll be getting the culture aspect as well – going out and experiencing a lot of different things,” said recreation coordinator Shantelle Berry. “The kids’ camps are run by our “big kids” ... so we have very competent staff that have gone through an orientation week, that’s included learning a bunch of activities, trying them out, making sure they’re going to work for the kids,” said Berry. “They’re not going to be sticking with one age group, we want their expertise spread throughout.” Along with the kids’ camps, the centre is hoping to attract the teen audience with a variety of programs including a week-long certified climbing camp for youth aged 13 – 17, which upon completion will net participants a Devil’s Crag top rope card which enables them to continue to climb and belay during Devil’s Crag open wall climbing times. A Pinteresting Challenge, full of do-it-yourself recipes, games and anything participants can think of, has been expanded to include youth aged 13 – 16. “Planting 101” with Rupert Lawn and Garden and a free youth night titled “Back to School Bash” on Wednesday, Aug. 26 from 7 to 9 p.m. “Our junior badminton also does really well and so does floor hockey, so we’re expecting those to continue on. One thing we’re trying to build up is kids’ yoga, because

of yoga and is open to the ages of 3 – 5 and 6 – 11. “We’re trying to expand our youth offerings and we have adult programs going on as well. We’ve heard from the community that they’re looking for more things for the kids to do, so we’re trying to fill

Project could reduce gas rates TERRACE - The prospect of a small liquefied natural gas (LNG) project being built near Kitimat offers a major benefit for the northwest. Should Douglas Channel LNG go ahead, it will take up all of the current surplus capacity in the Pacific Northern Gas pipeline which stretches west from Prince George. Because the pipeline is now under utilized, current Pacific Northern Gas residential and other customers now pay the highest gas transportation costs in the province to finance the utility’s pipeline. But should Douglas Channel LNG proceed, its payments to Pacific Northern Gas to transport gas to its facility will lower those rates for all users. Dan Woznow, a vice president for Calgary energy company AltaGas, which is both a partner in the Douglas Channel project and the

owner of Pacific Northern Gas, says it’s too early to put an exact dollar figure to those savings. “But something in the order of 25 per cent in [delivery] rates is to be expected,” he said of the anticipated reduction. Northwestern residential gas users now pay a delivery rate of $11.867 a gigajoule compared to a lower mainland Fortis utility customer who pays $3.547 a gigajoule and a Pacific Northern Gas customer in Fort St.

John who pays $3.471 a gigajoule. Douglas Channel LNG’s ownership group anticipates making a final investment decision the end of this year. Based on that a forecast construction schedule has the facility going into production in 2018, meaning that’s the earliest date a northwest rate reduction could be expected. Northwest gas rates based on shouldering all of the costs of maintaining the Pacific Northern Gas pipeline began

climbing when the utility started losing major industrial customers, among them being the Methanex methanol plant in Kitimat which closed in 2006. An added strain on northwestern gas users came when the price of the commodity itself began to climb in the latter part of the last decade. And while the price of gas itself has fallen in recent years, the high transport costs remain a major factor for northwestern natural gas customers.
