Arrow Creek water supply consumers in Creston and Erickson are now under Stage 3 water restrictions after an emergency meeting of the Arrow Creek Water Commission on June 23. Heavy demand, low snowpack levels and a forecast for record high temperatures have combined to create low creek flow and decreased reservoir levels. An early ripening season for tree fruits has resulted in an unusually high demand for water as growers struggle to keep their trees producing in the heat, Regional District of Central Kootenay (RDCK) Area B director Tanya Wall said. “There has been a huge depletion of resources because of unseasonably hot weather,” she said. “We need the co-operation of residents so that we can avoid moving to Stage 4 restrictions, which would restrict supplies to commercial businesses, including laundromats, car washes and Columbia Brewery.” See WaTer, page 3

Melodrama promises evening of fun and laughter BY LORNE ECKERSLEY Advance Staff
“You do not want to miss it,” director Jason Smith says about The Great Ice Cream Scheme. “That’s what I’m telling everyone. The cast is sensational!” And featuring the likes of Town of Creston Coun. Kevin Boehmer in a starring role, it doesn’t sound like an exaggeration, especially with the long history Creston’s Footlighters Theatre Society has with staging melodramas in the summer. Boehmer plays the handsome hero Robin Baskins, who has to save the local ice cream shop when a plot unfolds to steal the secret recipe for the best durn ice cream in the region, or maybe the entire world. But he has his work cut out with the dastardly villain I.C. Custard (played by music teacher Peter Simon), a coldhearted villain if there ever was one, behind the plot. With the gorgeous, if a little klutzy, Parfait DeLuxe (Jennifer Adams) at his side, it seems like I.C. Custard’s plan to steal the recipe and turn it into a massproduced concoction that will be sold across the country is sure to succeed. Written for a cast of 11, this version includes a couple of extra characters who compete for the audience’s attention at the side of the stage. “Anyone who remembers the Laugh-In television show is going to love Kelly and Debra Mehrer as the Dirty Old Man and the Spinster,” said assistant director Gillian Wells. “They have been cracking up the cast in rehearsals, which have been great fun — actors keep coming up with new lines for their characters. If they had their way, the show would be three hours long!” It won’t happen of course, but with local talents like Suzanne Chubb (Nana Peel), Jordan Koop (Ernie), Trevor Marzke (Walt Nutz) and even Disney theme park performer Derek Kemle (playing, uh, Candy Sprinkles!) the action promises to be fast and funny.

Stage 3 restrictions, which are mandatory and set in bylaws, prohibit the watering of lawns, application of pesticides and fertilizers with potable water, washing down sidewalks, buildings, windows and vehicles and the filling of fountains, hot tubs, wading pools and swimming pools. Watering of trees, gardens, shrubs and new plantings of grass, is restricted to mornings only, from 6-10 a.m. Reduction of the use of home appliances such as washing machines and dishwashers is recommended.

Her bright, colourful costumes go perfectly with the beautiful set that has been created for this show.” Set in the early 1900s, this version of The Great Ice Cream Scheme includes the addition of five musical numbers to allow
characters to show off their singing chops. “I would describe this show as a very outrageous comedy for the entire family,” Wells said. The Great Ice Cream Scheme will be presented at Prince Charles Theatre July 9-11, the first production in a season that includes Shakespeare in the Park (Aug. 20-22), Nana’s Naughty Knickers (Dec. 3-5) and Other Desert Cities (March 16-18). Tickets are available at Black Bear Books, Kingfisher Used Books and Creative Fix. Real Food Cafe will be offering a special dinner menu for the run of the play, and customers at Tim’s Fish and Chips and Happy Trails ice cream shop can enter to win tickets when they make a purchase.
“Arrow Creek is at a historic low for June,” said RDCK water services supervisor Robin Douville, who manages the Arrow Creek system. “We are experiencing water levels typical of late July to midAugust, there is no rain forecast and record high temperatures are expected.” To supplement the supply, the Town of Creston has turned on one of its two wells, which also have chlorination systems. “We have already stopped watering lawns at all Town of Creston properties,” Toyota said. “Crews will be handwatering flowers and shrubs as we work to conserve water supplies. The Rotary splash playground in Centennial Park is the only exception at this point. Stage 4 restrictions are very close if we don’t get
the necessary results from Stage 3.” “We don’t want to impact businesses if at all possible,” Wall said. “We want to keep them all up and running.” Douville said low Arrow Creek water levels are the result of a below normal snow pack and low rainfall since April, when only nine millimetres fell, compared to more than 30 millimetres in each of the three previous years. In May, 22 millimetres of rain was less than half of 2013 and 2014 totals, while in June the 24 millimetres rain to date is less than half of last June’s total and less than a quarter of the rainfall in the same month in 2012 and 2013. Creston Community Forest
OPEN HOUSE This fall will mark eighteen years that the Creston Community Forest has been operating in the Valley. We will soon be receiving an expansion to our existing area as well as a 10,000 m3/ year increase to our Allowable Annual Cut (AAC). The details of the expansion and AAC increase are included in a Management Plan currently being drafted which will provide a clear set of goals to which the management of the Community Forest will respond. WATER CONSERVATION NOTICE Stage 3 Water Conservation Measures in Effect for the Town of Creston and Erickson Starting July 1st, mandatory stage 3 watering restrictions are being implemented. The Arrow Creek water system is experiencing early year high demand due to the extended hot weather and low precipitation over the last two months. This situation is threatening the water supply from Arrow Creek with historic low creek flows for this time of the year. Current water withdrawal rates from the Creek may not be sustainable if the dry and hot weather continues. As a result the Town of Creston has activated their water well in order to augment the supply from the Arrow Creek Treatment Plant and current Stage 2 Water Conversation measures in place have been further upgraded to Stage 3 Water Conservation Requirements effective immediately. We are all asking that all water users comply with the following: • Watering of lawns is NOT permitted. • Watering of gardens, trees and shrubs is ONLY permitted between 6:00am-10:00am. • Watering of gardens, trees and shrubs by watering can or hand-held hose is still permitted anytime. Creston RCMP responded to 74 calls for service from June 22-28, RCMP clerk Teresa Vandeberg said on Monday. June 22 •Major damage resulted when a grey Ford Super Duty pickup truck driving in the wrong lane forced a semi to collide with the Yahk Bridge on Highway 3. The semi was hauling farm equipment, which sustained considerable damage. The offending driver stopped briefly and then fled the scene. •Large flower planters valued at $500 were stolen from a Wynndel residence. •A complaint about a speeding vehicle on Channel Road was received. •A trespassing incident on railway tracks near Sirdar was reported. •Mischief and slander complaints were made by a Kitchener resident. •A dispute on Vancouver Street about pay for work was deemed a civil matter. •A landlord-tenant dispute was reported on Lakeview-Arrow Creek Road. •A family dispute was reported on 19th Avenue South. •A report about illegal passing on Northwest Boulevard was made. •A male driver who was stopped on Canyon Street was found to be intoxicated and issued a 90-day driving prohibition. His vehicle was impounded for 90 days. •Charges are being recommended to Crown counsel after police stopped a male on Canyon Street and found him in possession of an assortment of what they believe to be controlled substances. The substances have been sent to a lab for testing. •A male driver was given a ticket after he drove into building support posts on Rotacrest Hall. June 23 •Youths were reported to be throwing rocks in Millennium Park, attempting to hit fish in the pond. •A complaint was made about a person advertising handguns for sale on a local Facebook page. The practice is not illegal if the seller has a valid firearms licence and, presumably, the buyer does too. •A litany of complaints was made to police about activity at a Hilton Place residence. June 24 •A vehicle was set on fire in the yard at the aforementioned residence but residents would not co-operate with police. •A speeding and erratic driver was reported on Highway 3A near the Kootenay Bay ferry landing. •A driver backed into a parked vehicle on 10th Avenue North and then left the scene. •A civil dispute regarding a customer refusing to pay for business services on Highway 3A was received. •Neighbours in Canyon were embroiled in a dispute about a property line. •When police attended Riverview Road to investigate a vehicle in the ditch, the driver was gone. Another person confronted officers, creating a disturbance as they attempted to investigate. •A Hilton Place resident reported a prowler in the area.
June 25 •A motorcycle was reported to be damaging a newly resurfaced road in Riondel. •Local officers assisted Lethbridge police in an investigation involving money lost from a briefcase. •A female reported being bit by a large Rottweiler that was running at large on Reclamation Road. •Charges are being recommended after a male broke into a Seventh Avenue North residence. •A Fifth Avenue South resident complained about a neighbour watering his lawn and having a backyard fire. •Youths reported to be lighting spray cans on fire in Centennial Park told police they were “having fun”. •A driver reported to be driving erratically and throwing beer cans on Canyon Street was located by police, but no sign of alcohol or its use was noticed. The driver was ticketed for failing to produce a licence, though. June 26 •No injuries resulted when a vehicle went off Highway 3A near Kootenay Bay, striking a tree and landing in the ditch. June 27 •Charges of assault with a weapon are being recommended against a male following an incident on Seventh Avenue North. The suspect was held in custody pending a hearing. •A warning was issued to a driver reported to be driving erratically on Highway 3A near Twin Bays. •An abandoned vehicle was reported on Duck Lake Road. •Charges are being recommended after four youths committed an assault in Millennium Park. •Three handguns were turned over to police for destruction. •A break-in to a Lyons Road residence resulted in the theft of a laptop computer. A male youth suspect will be dealt with through the Restorative Justice program. •A verbal dispute was reported in a Northwest Boulevard parking lot. •Possible drug activity was reported on 11th Avenue South. •Charges are pending after a male used a hammer to commit an assault on Elm Street. •An intoxicated male caused a disturbance on West Creston Road. •A vehicle was reported to be doing burnouts on Canyon-Lister Road. June 28 •Police conducted a well-being check on a female who was reported to have been intoxicated and lying on the road the previous evening. She was found to be OK. •Two large black dogs were kept in a parked vehicle on Northwest Boulevard while the owner sat outdoors in the shade. •A complaint was made about vehicles parking illegally on Osborne Road near 46th Street, apparently while the occupants made their way down to Goat River. •A driver clocked at doing 178 km/h on Highway 3 near Kitchener was given a ticket and his vehicle was impounded for seven days. •Police are investigating an incident in which a vehicle went off Erickson Road near 20th Avenue South, striking two power poles and knocking lines down.

Fraudsters contact potential victims while posing as a family member or friend in urgent need of cash. Often the scenario involves an accident or arrest while travelling abroad, with a request that cash be sent through a money transfer company, such as Western Union or Money Gram. In the typical scenario, a grandparent receives a phone call from con artist claiming to be one of their grandchildren. The caller goes on to say that they are in some kind of trouble, usually a car accident, returning from a foreign country, or even bail money and need money immediately. Victims don't verify the story until after the money has been sent as the caller specifically asks that they do not want other relatives to know what has happened by asking “Can you please help me? I'm in jail (or in the hospital / or in some type of financial need). But don't tell Dad. He would kill me if he found out, please send the money ASAP. I'm scared." Wanting to help their grandchild, the victim sends money by a money transfer company such as Money Gram or Western Union. Variations on the scam exist such as an old neighbor, a friend of the family etc. but predominantly the emergency scam is directed toward the grandparents.

Creston Fire Rescue ladder truck ready for use BY LORNE ECKERSLEY Advance Staff
Six months after getting town council approval to purchase an aerial ladder truck, Creston Fire Rescue’s latest acquisition is almost ready to be put into service. “We are just waiting for our permit from the Ministry of Transportation,” said fire Chief Mike Moore. Moore was hosting town council and staff before the June 23 regular meeting for an up-close look at the truck, a used vehicle that was purchased in the eastern United States for less than half the cost of a new one. It had a newly reconditioned engine installed before the purchase was finalized. In January, Moore told council that an aerial ladder truck offers many advantages. “From a firefighter safety perspective, an aerial apparatus assists in providing firefighters with the required means of egress or ‘escape access’ from buildings two stories or higher,” he said. “When firefighters enter buildings on fire, it is required that two controlled means of egress must be provided. One is the protected access through which the firefighters entered the building, the other needs to be controlled by the fire department. This requires providing ladders on a building exterior to reach floors where firefighting activities are taking place. “At present, the fire department has one ground ladder, which reaches some third floors of buildings and is very labour intensive to deploy. This operational challenge creates delays to safety put firefighters into buildings where the fire is above the second floor.” He summarized the benefits in having aerial apparatus, which offers the ability to: •provide a large volume of water flow directly to the fire, from above the fire, with minimal firefighters for deployment. This improves exposure protection to neighbouring buildings and the ability to sufficiently knock fires down; •provide water to firefighter hand lines above

“It’s been a lot of work, but totally worth it,” said Douma , who was diagnosed in 2005 with Stargardt disease, an incurable and rare genetic juvenile form of macular degeneration, affecting central fine vision. “Being a part of blind golf has been an amazing experience and one I wanted to share with my community.” Of the 36 players, 28 are from Canada (including six from B.C.), five are Americans and three are from the United Kingdom. They are divided into three categories: B1, with no light perception; B2, about five per cent vision; and B3, with about 10 per cent vision. “Therefore, all blind golfers require a sight coach, which, determined by the player’s level of vision, will assist giving the necessary information the player needs to be able to align and hit the ball effectively,” said Douma. Most participants in next week’s event will arrive Thursday for a wine tasting at the golf club and, for most, a Columbia Brewery tour. Players will practice June 10, and volunteers, sponsors and club members will compete in an event that gives them a chance to experience blind golf. The championships will run July 11 and 12. Douma said the tournament couldn’t have been pulled off without the help volunteers from the community, service organizations and, of course, the Creston Golf Club. “I was confident when I approached Blind Golf Canada to have this event in Creston, that the community and our golf club would step up in a big way to welcome the blind golf community into ours,” said Douma. “Boy, was I right! Everyone has been amazing in stepping up to help in so many ways. This improves setup time and limits water friction loss through long hose lays; •provide means of egress or secondary exit to firefighters on all buildings above two storeys quickly and efficiently during fire operations; •provide firefighter safety during room operations for vertical ventilation, in some instances providing opportunity for ventilation to created without the firefighter leaving the aerial device; •safely place large volumes of water to high-heat fires, such as a sawmill; •safely and efficiently place firefighting equipment on roofs or floors above grade; •utilize for rescue during firefighting on floors above grade; and •utilize for technical rope rescue incidents. cess — nothing to be concerned about.” Council Briefs •Carmen Moreira, representing SQx Dance Company, gave council an overview of the programs her organization offers to schools in the area. SQx Dance received a Community Initiatives Program grant through the Town of Creston earlier this year after being denied in 2014 and Moreira said she wanted council to understand the value that communities receive for the money. •Town manager Lou Varela distributed a 60-page 2014 annual report that summarizes last year’s activities and financial reports. The document will be posted on crestonbc.ca. •A letter from four students requested that construction of a new skate park be explored was referred to the Creston Valley Services Committee at the request of Mayor Ron Toyota, who said such a park should be a regional project. •A letter from two Canyon residents pointing out the need for improved sig-

nage for businesses and amenities was received for information. •Donation of a duffle bag, shirt and jacket, all bearing the Town of Creston logo, was approved for the Creston Valley Rotary Club’s Drive Fore Rotary fundraiser. Joe Snopek requested that his opposition be recorded. •Council authorized the mayor and director of finance and corporate services to sign the Statement of Financial Information Approval as required by the provincial government. •A $10,000 grant will allow the town to conduct a “GeoAutomation Imagery Collection and Asset Inventory Collection/Verification” program, which uses technology to assess the belowground status of roads. •Three readings of the cemeteries regulations and operations bylaw were passed, and the revitalization tax exemption bylaw was adopted. •Council approved the purchase of a shade sail and park bench for the dog park. Total cost is estimated at $3,000.

Taking a hike
Not being golfers but rather people who enjoy the idea that golf is a good walk spoiled (words which may or may not have been uttered by Mark Twain, apparently), we have taken advantage of uncommonly lovely June weather to hike on several weekend days. It helps that we are usually out of the house by 7 a.m. because the heat might have caused us to conclude that hiking is a good walk wasted. As we have plodded along Balancing Rock, Fern Forest, Summit Creek and Lady’s Slipper trails, I have been filled with gratitude and admiration for those who went before us, axes, chainsaws, grub hoes, mattocks and pulaskis at the ready, and often carried in for miles before being put to use. In my fantasy, Ralph Moore built all of these trails himself, like a modern day Paul Bunyan, but in truth dozens of volunteers have left their blood, toil, sweat and tears behind so that we may follow more comfortably in their footsteps. Last Saturday, I got a smile as we descended from our hike on Lady’s Slipper Trail. Out of curiosity, I opened the ubiquitous little cupboard that contains a sign-in book (something that we do not, for better or worse, bother with) and found inside a handful of brochures produced by the East Kootenay Environmental Society (Creston Valley Branch) and the Ministry of Forests. It felt a bit like I had opened a little door and entered a time warp. The publication does not include a date, but it’s been a long time since EKES (or EEKS! as I liked to think of it) morphed into Wildsight. The brochure does acknowledge Moore as the trail foreman and, curiously, attributes the text to Tanna Patterson and the illustrations to Kim Asquith and
Tana Paterson. I don’t know the reasons for the spelling anomaly and I could have picked up the phone to ask, but I will await Tanna’s call for explanation.
Lorne Eckersley The brochure brought memories back to when the trail was first opened. Thirty numbered signposts dotted the trail at that time, with the last, according to the brochure, signifying The End, which is the peak of Goat Mountain. Other signposts served to point out interesting tidbits about plants, animals, views and the like, with the brochure allowing hikers to create their own self-guided tour. If memory serves, Balancing Rock Trail also had numbered posts. I only noticed one remaining post on Saturday and it was badly rotted at the base. But it was enough to get me thinking about how valuable signage is on hikes, especially for visitors who aren’t necessarily familiar with the area. Good luck finding Lady’s Slipper Trail at all if all you have is the recently published Day Hikes in the Creston Valley map. The map does get you to Foster Road, but several forks in the road could easily divert travelers before they come across the first curiously placed sign along the way. That first sign, which stands out boldly, is on the forest service road, a good kilometre before the second sign, also on the roadside, directs hikers to the actual trail. We parked near the first
sign. It has been years since we hiked the trail and we thought we had forgotten that it seemed to be pretty much a road. I can only imagine what strangers to the area must think. The minimal description on the reverse side of the map isn’t helpful either, indicating the trail comprises a 10-kilometre, four-hour hike. The spanking new crestonvalleytrails.ca, fortunately, is more accurate. It informs of a 4.8-kilometre round trip hike that takes about three hours. There is no reference to the two signs, though. I suspect that signage is a priority for the revitalized trails organization, and I hope signage is planned through the eyes of a visitor. Picking up Fern Forest Trail from the parking area at what was once Summit Creek Park isn’t easy unless you know where you are going, and we only learned about the delightful, possibly unnamed trail that parallels Summit Creek on the opposite side from Highway 3 from a friend. “Take a right behind the tree that the sign-in box is on,” he said. That trail, with rushing water sound effects the entire way, intersects a logging road, but there is no indication that it continues on the other side for another hour before it peters out (assuming there is a fork that we have somehow missed). I point out these quirks in the available information not to be critical, but in the hope that improved signage won’t give visitors the impression that they have been sent off on a wild goose chase. Our scenery is one of our greatest assets. Trails help take locals and visitors alike to spots that celebrate views and our natural history. Examining the five Cs of credit
In my past experience as a commercial lender, and my current role as a mortgage broker, I often hear people ask, “Why do you need that?” when it comes to collecting information and documentation. To understand why you get asked for certain things, let’s take a look at what lenders look for when giving loans.
Mortgage Corner Dean Bala The information gathered for all types of loans is commonly referred to as the “five Cs of credit”. The five Cs include credit, capacity (ability to make the payments), capital (down payment), character (length of employment, savings history and other factors that supplement credit history) and collateral (assets owned in addition to down payment). I contemplated whether to do a quick explanation of each one and contain it all in one article, or to do a column on each one. I have chosen to do the latter to make sure I am able to give a good explanation of each one. For this month, we will be taking a look at credit.
Credit can be generalized as looking at a person’s past repayment history to predict their propensity to make future payments. When applying for a mortgage, car loan, business loan or many other types of loans, a lender will pull a credit bureau report. This is a report that is most commonly requested from either Equifax or Transunion, both publicly traded companies that specialize in collecting credit history. Credit reports are quite detailed and contain a variety of information on different credit instruments (loan, credit card, etc.) that you have had. The credit score or “beacon score” is a number that is calculated by the credit reporting agency. There are a number of factors that go into this score including the number of credit instruments, how long you have had them, number of late or missed payments, size of the credit instrument, number of applications for new credit and more. Beacon scores can range from 300900 depending upon which agency. Generally speaking, 600 is the minimum score that “A” lenders and mortgage insurers will work with. Mid-600s is considered average, and above 700 is excellent. While the beacon score is a good indicator, it is not the only thing that lenders will look at. Quite often a client will have an excellent beacon score but the loan will still be declined. Reasons for this could be too short of history, not
enough credit instruments, too small of credit instruments, etc. While the beacon score provides a good starting point, it is only the beginning. Generally speaking, in addition to an acceptable beacon score, lenders like to see a minimum of two credit instruments (two trade lines on the credit bureau) for a minimum of one year. This can vary with different lenders. For borrowers with less then stellar credit, there are still options. Interest rates are generally quite a bit higher, and larger down payments are required. For someone looking to establish a credit rating, credit cards and lines of credit can be great instruments to do so. The nice thing about these is that you don’t have to actually borrow money to start building up a credit rating. For those who have had problems with credit, the best approach is to get everything paid off as fast as possible and then begin rebuilding credit again. It is tempting to just pay the cards off and cancel them, but that doesn’t help rebuild the damage that has been done. I hope this has given some insight into the credit side of loan applications. New scenery, new point of view
Much like looking at scenery, sometimes you have to change your position to see a different perspective. We did a road trip a few weeks ago and met up with our kids in Southern Alberta, where we camped along the Red Deer River for a few days, then split up to camp our way back home.
From the Centre Neil Ostafichuk While registering at one campsite, we met a woman from the Netherlands, exchanged pleasantries and went about our way — only to keep bumping into her a few times at various sites over the next few days. Not a huge believer in coincidence, we invited her over to our campsite and chatted for a while where we learned this was her ninth trip to Canada over the past number of years. I don’t think we have met anyone quite as passion-

ate about our country as this gal; she had even investigated emigrating here but decided to hang on as she struggled with leaving her parents back at home. Her travels over the past years, in three- or four-week chunks, covered more of Canada than most will ever see in a lifetime — stretching from the Yukon, throughout B.C. and Alberta, and other adventures back east. Having camped with a tent in many wilderness locations, she was not afraid of but had a healthy respect for wildlife, yet was comfortable taking in sights in major cities such as Vancouver or Toronto, as well. Her next trip, when she returns in the fall, will take her to Churchill, Man., to take in the polar bear migration. The highlight of her current trip, at least to that point, was when we all went for a walk around the lake at Police Outpost Provincial Park and she heard a bird, which was also native to the Netherlands but was extremely rare to ever see. When she spotted it and was able to take some photos and video, she was ecstatic and it was hard not to get caught up in something we probably wouldn’t have given a second thought to yet

meant so much to another. For all you birders, she only knew it as a “roerdomp”, which I later looked up to find it was a bittern. I am that much smarter now. Often we take things for granted: where we live, perhaps our health, maybe certain friendships, stuff like that. Perhaps we should shift position once in a while, change our perspective slightly or look at things from someone else’s perception, and we just might get a new appreciation or gain even more value from what we may currently take for granted. With our modern technology, it is amazing how much and how fast we can gather negative comments and opinions on pretty much anything we want — we have fibre optics, which is way quicker and more efficient than having to go to a coffee shop. While we were always very grateful of what we have in Canada, B.C. and the Creston Valley, seeing these same sights through the eyes of a person who lives in a country smaller than Nova Scotia with a population of almost 17 million, raises that level of appreciation just a bit more. A design process for the Highway 3 realignment from Canyon Street to Cook Street was originally undertaken by the Ministry of Transportation and Infrastructure (MOT) back in 2000. In 2003, several of those options were being considered by the B.C. government for potential construction. While the project never gained traction at the time, it should be noted that the just completed Highway 3 intersection at Pine Street and Railway Boulevard was part of this original vision. Back in December 2008, when I was first elected as mayor, our new council undertook to define their goals and objectives for the community. Collectively, we determined that the highway realignment was a high council priority. It was recognized that moving the heavy truck traffic off of our main street would improve safety, noise and the aesthetic of our downtown. Today, council continues to recognize the possibility of reclaiming our downtown as a memorable centre where people want to stop, linger and enjoy the Creston experience. The realignment would serve as a dramatic change, increasing the

community’s sense of place and the draw to our centre. It isn’t the big trucks that are stopping and shopping! For five years, council has maintained the highway realignment as a key priority in its corporate strategic planning process. When I looked back and reviewed my files on this project, it was apparent that a lot of time and energy has been spent laying the groundwork. My first official visit to Victoria to meet with the then-transportation minister Shirley Bond, happened in July 2009. At this time, the minister and her staff Ron Toyota encouraged me to continue our community’s quest to make this realignment a reality. Since that time, I have attended over 25 meetings with numerous MOT staff, and on June 13 it was with great pride that I walked across the newly completed Highway 3 intersection at Pine Street and Railway Boulevard. Special thanks go out to MOT’s project, management and financial teams for stepping up and awarding this contract, with a value of $5.4 million, to Maglio Industries Ltd. of Castlegar. Maglio’s professional approach in dealing with the Town of Creston, many sub-contractors and adjacent local businesses saw this project completed ahead of schedule. And it’s more than just an intersection; hard and soft landscaping features will be the cornerstone of the gateway to our downtown core for years to come. Now we start the Phase 2 negotiations, hopefully with subsequent planning and engineering. With the highway realignment onto Cook Street, the five blocks of our downtown core will see some traffic lights and highway trucks disappear, an enhanced sense of place evolve, and a more robust “downtown community” grow. In consultation with the Ministry of Education’s staff, the School District No. 8 (Kootenay Lake) board and staff, as well as MOT’s staff, meetings will be scheduled and many discussions will be required to make the Highway 3 realignment onto Cook Street become a reality. With such a milestone, town council’s long-term vision will be realized and the appeal of downtown Creston, to residents and visitors alike, will continue to grow. Let’s grow together! FWCP funding benefits Creston Valley species FISH AND WILDLIFE COMPENSATION PROGRAM

Fish and Wildlife Compensation Program-supported projects involve a range of wildlife, including the wolverine.
From Gerrards to grizzlies, wolverines, caribou, bull trout and bats, there is a long list of local species that will benefit from projects that the Fish and Wildlife Compensation Program (FWCP) will be supporting this year in the Kootenay Lake and Creston area. Overall, members of the FWCP’s Columbia region board approved approximately $5.6 million in funding 53 hands-on and research-based projects throughout the Columbia Basin, with at least 14 of those occurring in the Kootenay Lake and Creston area. “This year we continue to fund large core projects, such as the northern leopard frog recovery project in the Creston Valley, but also smaller community-based ones such as seed funding to the East Shore Freshwater Habitat Society that is trying to prioritize restoration opportunities on Crawford Creek,” said FWCP Columbia board public representative Grant Trower. “Regardless of the project size, they all must align with our strategic action plans.” Other local projects supported by the FWCP include assessing Gerrard

rainbow trout abundance in Kootenay Lake, understanding connectivity of wolverine habitat in the South Columbia Mountains, delivering various wetland workshops including one in Creston, mapping hibernacula (winter roosts) for maps before white nose syndrome arrives in the province, restoring riparian habitat on Indian Creek, determining the status of western painted turtles in the Creston Valley, and adding nutrients to the North Arm of Kootenay Lake. The FWCP is a partnership between public stakeholders, First Nations, BC Hydro, Fisheries and Oceans Canada and the Province of BC to conserve and enhance fish and wildlife impacted by BC Hydro dams. It delivers conservation and enhancement projects in three ways: calls for project applications each year, through a long-term agreement, currently with the Province of BC to deliver core FWCP operational projects, and through issuing calls for proposals (directed projects) to deliver projects viewed as local priorities by the FWCP Columbia board. “This has allowed us to increase grants, project diversity, and the number of project partners,” said FWCP
Columbia program manager Crystal Klym. “Working more closely with First Nations, government agencies, consultants, stewardship groups and others has enabled us to broaden the range of hands-on and sciencebased fish and wildlife projects implemented.” FWCP spending of $5.6 million in the Columbia Region in 2015-2016 includes $513,315 spread across 11 projects in the upper Kootenay River watershed, thanks to support from Columbia Basin Trust. The FWCP receives the bulk of its funding from BC Hydro and also operates in the Coastal and Peace regions. “It’s our responsibility to ensure that fish and wildlife are conserved and enhanced for future generations,” said Energy and Mines Minister Bill Bennett. “This year alone, the FWCP will be helping to deliver approximately 124 projects across the province, at a value of $8.9 million, to support fish, wildlife, and their habitats in areas with hydroelectric operations. The projects are selected by local regional boards that have representation from the public, First Nations, [Fisheries and Oceans Canada], the Province of BC and BC Hydro.” For a full list of projects supported by the FWCP in 20152016, visit fwcp.ca.

I hope that everyone is planning a summer that includes the fabulous art displays at the Creston Valley Chamber of Commerce and the Creston Valley Public Library. Both exhibits feature and are titled “Artists of the Creston Valley” and you will find art by some of the same artists in both venues. Although we always display art by area artists, this summer we offer you a few new faces for your enjoyment. From up the lake, we welcome the photography of Leone Lund and the soulful paintings of Danielle Tonoss. Longtime Creston resident Ken Alexander will be exhibiting for the first time at the chamber and newcomer Wendy Reeves-Siefert will be exhibiting at both the library and the chamber of commerce. A couple of other artists new to these community displays are Carol Geurts and Pauline Menu. Also, Maureen Cameron will be
sharing her photographs with us as part of the library exhibit. These are just a few of the many artists whose work you can see and enjoy this summer. You will find pottery, fabric art, jewelry, oil paintings, watercolours, acrylics and mixed media — there will be something for every taste and every pocketbook. This summer, take some time out of your busy lives and stop by to see the Art in the Chamber and the Art in the Library displays. If you have visitors, encourage them to check out the art scene in the valley and maybe take home an artistic memento of their stay. A quick look at what you might see can be found on the new Facebook page “Artists of the Creston Valley” and we hope everyone will check it out and “like” it. The new Art in the Library display ends on Aug. 29; come in for some quiet time and enjoy the art and pottery, and don’t forget that most items can
be purchased by contacting the artist. After you have enjoyed the art, please sign the guest book and leave a comment. Because so many artists wanted to participate this summer, the Art in the Chamber display has been divided into two exhibits. Part 1 ends Aug. 4 and Part 2 starts on Aug. 4 and ends Sept. 10. Each exhibit will have new art and new artists. In addition to the new art, the chamber has a new look, so come out and see the changes. The community art displays are sponsored by the Community of Creston Arts Council, the Creston Valley Public Library and the Creston Valley Chamber of Commerce and Visitor Centre to enable artists from Yahk to Riondel to display their art and to let the public see the wonders of the world through the artists’ eyes. Tuck Shop, Tim Hortons buy new ventilator
EAST KOOTENAY FOUNDATION FOR HEALTH
Thanks to the 2014 Tim Hortons Smile Cookie campaign and the efforts of the Creston Valley Hospital Tuck Shop, a new BiPAP (bi-level positive airway pressure) ventilator has arrived at the Creston Valley Hospital. Last September, the annual cookie fundraising drive saw over 3,000 chocolate chip smile cookies being purchased in Creston. The Tim Hortons campaign raised $3,500, with the Tuck Shop contributing the remaining $2,000 in funding. The BiPAP ventilator is designed to combine ease of use and comfort with technological innovations that adapt to a patient’s condition to deliver enhanced ventilation therapy. The device monitors the patient’s upper airway resistance and automatically adjusts to maintain a patient’s airway. This piece of equipment will allow the hospital to provide a higher level of care. “It’s support from the community in purchasing Tim Hortons cookies that is the real story of success in bringing this equipment to Creston,” said Tuck Shop co-ordinator Mabel McCowan.
