Developer cites lack of council support for killing hotel deal BY CHRIS BUSH THE NEWS BULLETIN

Nanaimo mayor Bill McKay vented his frustration on Friday over the death of the conference centre hotel deal. On Thursday, legal representatives of SSS Manhao International Tourism Group informed the City of Nanaimo via letter that SSS Manhao would no longer move forward with the proposed conference centre hotel project. The city was awaiting a reply since council passed a motion on June 22 to extend the construction start date on the condition that the developer sought a building permit within six months, commit $100,000 toward improvements to Piper Park and that it relinquish right of first negotiation for management of

Vancouver Island Convention Centre. The letter said SSS Manhao does not believe that project has the support of the majority of city council. “Accordingly, the company has determined that viability of the hotel development is at risk, and the company cannot therefore accept the terms of the proposal,” the letter read. McKay said SSS Manhao representatives were illtreated the three times they came before council, as they were scolded and chastised, causing them to lose face. “I couldn’t shake this notion that there’s still an appetite on council to repurpose the conference centre even though there’s a proponent come forward that would like to build a $50-million hotel adjacent to it,” said McKay. “They

get the green light to go ahead with the hotel and we continue to talk about repurposing the conference centre. That’s just bad business faith dealings.” Sasha Angus, Nanaimo Economic Development Corporation chief executive officer, was in extensive discussion with the developers over the motion. “For the other projects still moving forward we just need to make sure we maintain a welcoming environment for investment,” Angus said. Kim Smythe, Greater Nanaimo Chamber of Commerce CEO, said he doesn’t believe council’s recent actions were a factor in the cancellation. “It was the level of confidence and the level of comfort that they were left with after that last [city council] meeting, in which

the 12 months was denied and then the next meeting, when the six months was quickly approved,” Smythe said. “They didn’t get a good feeling after that.” McKay said he believes there is “zero hope of salvaging” the deal and the next order of business will be to try to reacquire the hotel site property from SSS Manhao. The original agreement terms allow the city to purchase the hotel property back for the original sale price of $565,000. “We would have to buy that property from them and hope that it doesn’t get caught up in any legal entanglements,” McKay said. “If it were me I’d be trying to recover those costs before I gave that property up.” – with files from Karl Yu and Nicholas Pescod photos@nanaimobulletin.com

Poverty coalition pegs living wage at $18 an hour

It takes more than minimum wage for families to afford to live in the Harbour City. According to Nanaimo’s new poverty coalition, parents need to be working full-time $17.99-per-hour jobs just to afford the basics. The Ending Poverty Together Coalition, set up to address the city’s child poverty problem, tallies the living wage for the Nanaimo region at more than $7 more than the B.C. minimum for parents working full-time and supporting two children. The wage, which covers the cost of necessities like rent, clothing, food and childcare in this area, isn’t too far from that of other B.C. communities, according to the Living Wage for Families Campaign, which shows Port Alberni’s living wage at $17.22 and Parksville at $17.66. Joanne Bevis, poverty coalition member, says the frightening part is the living wage only covers the basics. It doesn’t look at the cost of buying kids hockey sticks and skates, paying for children to be in sports clubs, art classes and dance. It doesn’t include paying for a car or saving for a home. Now Bevis and the coalition’s living wage sub-committee hopes to explain to businesses why the higher payment is necessary and have them let their name stand as a living-wage employer. “It’s not a matter of handouts,” she said. “I myself am involved in providing lunch and brunches and feeding the hungry, but you know what, that doesn’t change it. To really change it we need to work right from the grassroots – people need to earn a decent wage.” See ‘BUSINESS’ /5

Regional district increases restrictions on water use

Regional District of Nanaimo increased watering restrictions to a comprehensive water ban for all district water services areas. Level 4 water conservation took effect Thursday and includes a ban on all lawn sprinkling, including newly seeded and sodded lawns, no washing of vehicles, recreational vehicles or boats, no washing of driveways, sidewalks, parking lots or building exteriors, no filling swimming pools, wading pools, hot tubs or garden pond water features. Watering of vegetable gardens, shrubs, trees and flowers is restricted to using a hand-held container or a hose equipped with a shut-off nozzle. Drip-irrigation systems, but not soaker hoses, weeper hoses or micro-sprayers, are allowed 6 to 10 a.m. and 6 to 10 p.m. Water demands from outdoor water use are the primary stressors on supply. Officials will continue to monitor water supply and advise residents should additional restrictions become necessary. For detailed information, please visit www. rdn.bc.ca. The City of Nanaimo is currently under Level 2 water restrictions, allowing watering twice per week.

Nanaimo resident and his crew mates were second only to one in a recent rigorous boat race. Wayne Gorrie, Angus Ellis and Francis Walsh, the crew of Team MOB Mentality, came second in the inaugural Race to Alaska, a 1,207-kilometre sea trek from Victoria to Ketchikan, Alaska. Motorized boats and food drops were not allowed and Gorrie, who is one of the founders of the Van Isle 360 International Yacht Race, said it was a memorable experience. “It’s the most interesting yacht race I’ve ever been in and it was also the most difficult,” said Gorrie. “It was beating against very strong winds, pretty much the entire course, sometimes in what we would call survival conditions. It was tough sailing.” Gorrie said the wind was on their “nose and strong” for a majority of the race. The team’s 8.5-metre trimaran, the Mail Order Bride, held up extremely well, he said. When asked to compare the Race to Alaska to the Van Isle 360, Gorrie said

Graff was the first to step down April 1 after nine years as top bureaucrat. Business says costs rise with wages From /1

But while a living wage isn’t an unheard-of concept in Nanaimo, there are questions about how it would affect the local economy and whether it’s the right lifeline for people in poverty. Kim Smythe, chief executive officer for the Greater Nanaimo Chamber of Commerce, says he’s committed to achieving living wages for his employees, which is important for self-esteem, but also calls it a complicated process that requires discussion. He also questions how living wages would affect larger employers and wants to see more research. “You’re going to increase

the price of everything we purchase and the detailed thinking that has to go in there is, OK, if the price of everything goes up, then what are we achieving by increasing the amount that we pay people?” Smythe said. Jim Mercier, owner of Ricky’s Restaurant and Boston Pizza in Nanaimo, isn’t convinced families would benefit. A living wage is a “feel-good program, but really it does not pass the economic barriers and the tests,” said Mercier, who believes market dictates wage. Don Bonner, business owner and chairman of the United Way, says it’s known

The wage doesn’t account for people lacking full-time jobs, or single parents. “The conversation that we should be talking about is a guaranteed minimum income level … no matter who you are or what you’re doing you always have a minimum amount of money and if you are not getting it through your wages then you’re being supplemented by the government,” he said.

City still too dry after showers

It was a rare sight this weekend to see Vancouver Islanders excited to see rain falling during the height of summer. But compared to the precipitation normal for this year to date, the weekend’s rainfall was simply a drop in the bucket. The extreme lack of precipitation in the late spring and early summer prompted pleas from city officials to conserve water and led to some of the most restrictive water-use requirements ever seen in the Regional District of Nanaimo. After more than a dozen human-caused fires in Nanaimo alone, city officials pleaded with residents to refrain from activity that could spark a wildfire, such as tossing cigarette butts from moving vehicles or even cutting your lawn. The B.C. Forest Service tried to reduce the number of wildfires by banning campfires during the worst forest fire season in recent memory. Although Islanders celebrated the drizzle on Saturday and Sunday, it doesn’t mean we can become complacent once again with our water use or our potential to cause forest fires. The forecast calls for a bit more rain and then it’s back to sunny and dry for the rest of the week. Although the smoke has cleared and the temperature feels a little cooler, we should continue to butt out with a bottle of water rather than tossing cigarettes out the window. Planting drought-tolerant vegetation rather than lawns will help conserve water now and into the future. Using efficient methods for watering or capturing water from showers, dishes and hot water taps will help make the Jump Lake reservoir last through the fall. Hopefully it will rain again come the fall. But even if it all goes back to normal in a few months, our water systems will continue to face stress as more and more people move to the Nanaimo area. Islanders had a hard lesson in water conservation this year – one that might not yet be over. Let’s not lose the good habits we developed during this year’s drought.

When the parachute finally opens after 30 seconds of free falling, your heart is racing as you realize you are still alive and in an awe-inspiring place that is so quiet, distant and amazingly unbelievable. The views were unforgettable. As was the entire experience. I got a little closer to heaven that day, and a little closer to my mom. As well, an educated person knows that watering in the hotest points of day defeats the purpose completely. If these people must water, then why not at least water in the evenings or early morning? Maritime museum could revitalize downtown tourism To the Editor,

and may be casting its eyes on a coastal Island city for its new home, perhaps it is time to renew our interest. Historically, Nanaimo is one of B.C.’s oldest ports and a busy working one. It might be appropriate to offer the upper floor of the little-used conference

centre. One could envision a whole tourist-orientated complex in the area: maritime history, the Nanaimo Museum, the military museum, Bastion and the historic downtown. Need more space for lectures and conferences? The Port Theatre is not overused, and the cruise

ship terminal has certainly not reached its potential. Waterfront plaques tell some of our shipping history, and small shipbuilders like the Vollmers played an important role in our development. Harbour tours and ferries are on hand for visitors. Do not let us miss another chance to

Seal pup rescue inspires children’s story I

BOOK FOCUSES on mindfulness and compassion.

O

ne day Gillian Walters was walking on the beach with her son when she saw something that didn’t look right. “We saw this little lump on a rock,” Walters recalled. “At first I thought it was just part of the rock.” When Walters looked closer, she realized it wasn’t part of the rock, but an injured seal pup. “I remembered that there is this myth that says don’t touch wildlife, but it looked like it was in distress,” Walters said. “It was dying. The birds had started to pick at it.” Walters then decided to make a few phone calls and eventually got in touch with a wildlife official on Salt Spring Island who instructed her on how to rescue the dying animal. “I put it in my purse and took it the vet hospital,” she said. After following the seal pup’s journey from Vancouver Island to Salt

Spring Island to Vancouver to Gibsons, where it was released into the water after making a full recovery, Walters, a lifelong artist, decided to write and illustrate a children’s book about the experience. “The book is about mindfulness and compassion,” Walters said. This past April, the Nanoose Bay resident self-released her first children’s book, King Zoom and the Great Seal Pup Rescue. “I’ve had a lot of good response from parents and kids,” Walters said. On Saturday (July 18), Walters will be holding a book signing at Kool & Child, 2517 Bowen Rd., from 10 a.m. until 2 p.m. Walters, a registered clinical counsellor, attended Malaspina College in 1992 where she focused on photography and painting. She says the hardest part wasn’t writing the children’s book, but deciding to write it. “I’ve been writing since I was a kid, so the writing part was easy,” she said. “It was just deciding to go for it and do it.” Walters credits a selfpublishing conference in Nanaimo for keeping her motivated.

“I got the bug. I just started going crazy writing it and proofreading it over and over,” Walters said. Walters plans to turn King Zoom into a series, and is currently working on other books. “The next one is going to be about children with Tourette’s Syndrome and there is one about bullying and also ADHD and anxiety,” she said. A portion of the proceeds from King Zoom and the Great Seal Pup Rescue will be donated to the Island Wildlife Natural Care Centre. Timbermen to face rival Shamrocks

Main camp serves a lot of different purposes – a football team needs to toughen up, band together, get better, and determine its depth chart. The V.I. Raiders think they accomplished those goals, but the primary target, said coach Jerome Erdman, is the season opener in two weeks’ time. “We’re getting them ready for a game,” he said. “Spring [camp] is more or less to see who’s going to make it to this stage … Now, everything we do, we’re getting prepared to play Langley the first game of the season.” Main camp was a very different format this year. In the past, the Raiders have always held it out of town, at Port Alberni, Duncan or Campbell River, and put guys through the paces over several gruelling days in the heat. This year, the team stayed in Nanaimo and trained at their home field at Caledonia Park. Camp was shorter and streamlined. Guys got chances to play physical, but the priority was to be productive.

“The players are working hard, the coaches are working hard, everybody seems to have bought in and things are going well,” Erdman said. “Considering it’s a whole new system for them, they’ve adapted very quickly and I’m well pleased with what’s going on.” There are a few roster moves to be made – some Raiders players will report late and there will be a couple of cuts here and there, but coaches are beginning to envision the team and where guys fit in. “There’s competition at every position. If you don’t have competition at every position, it’s not a good state to be in for a football team,” Erdman said. “That’s our mantra for this year … Everything we do, we’ve got to compete and it’s the same for positions on this football team.” The Raiders now move to nightly practices at Comox Field as they get ready for the B.C. Football Conference season. They think they can be in the thick of things this year. “We won’t really know that until we have a good look at the other teams. The Nanaimo Timbermen were hyped up to play the Ladner Pioneers, and turned that energy into a positive. The senior B Timbermen defeated the Pioneers 15-8 on Saturday at Frank Crane Arena to claim the regular-season title in the West Coast Senior Lacrosse Association. “Everybody was fired up for that game. We knew what was on the line and what it meant going into playoffs,” said Nick Patterson, T-men goalie. “Everybody played hard, played smart and we controlled the pace of the game.” Nanaimo jumped out to a 6-3 lead after the first period, but Ladner chipped away and closed the margin to 8-7 early in the third period. “We knew there was going to be some pushback, which there was,

and the guys responded really well…” said Mike Maughan, coach of the Timbermen. “We knew we were going to have a tough game, a tight game and a good game, so

it was really impressive to see how well prepared the guys were and how their effort level was.” Maughan said the team has been targeting first place since

the beginning of the season, and he said it was kind of cool that it came down to the last game against the Pioneers. “It’s what we’ve been pushing for all season. It’s been our goal, and it’s nice to reach your goals,” Patterson said. “And home-floor advantage in playoffs is huge in this league with the amount of travel and games during the week.” Patterson made 27 saves for the win and Jon Diplock and Derek Lowe had hat tricks to lead Nanaimo’s offence. Shane Chalker scored a pair and other scorers were Cody Boon, Ryan Hanna, Steve Higgs, Ryan Forslund, Graham Palmer, Jonny Gill and Andrew Miller. The senior A Nanaimo Timbermen are mired in a tough losing streak, but maybe a matchup against the Victoria Shamrocks will be the right kind of tonic. The last-placed T-men host the first-placed Shamrocks tonight (July 14) in Nanaimo. It’s the third and final meeting between the two Western Lacrosse Association rivals after the Timbermen swept the Shamrocks on the opening weekend of the season, winning by scores of 8-6 and 12-9. Nanaimo hasn’t won since, losing eight straight, while Victoria has gone in the opposite direction, posting an 11-1 record since those first two losses. Nanaimo is coming off a 15-6 road loss to the Coquitlam Adanacs on Saturday night on the mainland. Eli McLaughlin led the T-men with a hat trick and two assists in that one, while Cody Bremner, Brody Eastwood and Randy Jones had a goal and two assists each. Zak Boychuk and Pete Dubenski split time in the crease as shots were 50-44 in favour of Nanaimo. Matthew Dinsdale led the Adanacs with a five-goal performance. GAME ON …

Peters, Ronald George (Ron) June 25, 1931 - July 5, 2015. Ron passed away peacefully in Langley, British Columbia, with his family at his side. He was born and raised in Regina and later moved to Duncan on Vancouver Island, where he met and married Cynthia Rosamund Sherrick. Ron and Cynthia raised their three children in Maple Ridge before returning to the Island to live in Ladysmith. After Cynthia passed away, Ron spent a number of years on Gabriola Island, a place they both loved. Ron was active in the Unitarian Congregation, where he gave lectures on cosmology and evolutionary biology. A man of eclectic skills and interests, he taught both English and math, had an abiding interest in the sciences and was a talented builder and craftsman. He also had a great sense of humour, which served him well when he became a resident first at the Renaissance Seniors Home and then at Magnolia Gardens Care Centre. He was predeceased by Cynthia, his parents Ernest and Veronica and his brother Ted. He is survived and will be greatly missed by his sisters Joan and Marie; his children Ken (Helen), Evelyn (Andrew) and Laura (Steve); and his grandchildren Jeffrey, Nick, Keegan and Gavin. Many thanks to the excellent staff of Magnolia Gardens, who gave him professional and loving care throughout his stay.

rthur passed peacefully at the Shorncliffe Care Home in Sechelt B.C. at the age of 94. He chose a quiet moment on a warm and sunny afternoon to be reunited with his beloved wife of almost 60 years. Arthur was predeceased by his wife Mona (Scholey), son Donald and his 4 brothers Charlie, Lewis, Percy and Bud. Left to mourn his passing are daughter Dianne Clement (Mike), Grandchildren Bryan Fitchell and Debbie Starling (Richard), Great-grandchildren Landon, Rhys and Emma, his sister Rose Lambert (Dennis), numerous nieces and nephews and Mike’s family Patti, Kelly, Ron and Moira. Born in Nanaimo in 1921 Arthur left school early during those difficult pre war years to work any job he could find to help support his family. He eventually joined the Navy in 1943. After the war Arthur returned to British Columbia, married the love of his life and once again began a varied career in Nanaimo. Arthur was a very social man and found work where he could meet and interact with many people. Over the years he drove bus and taxi, worked for the Post Office delivering mail, spent time at Spear & Jackson and McGavin’s Bakery. He was a partner in Peter’s Ice Cream, worked at Harmac Pulp and Paper and finally worked at the Petroleum Division of the Co-Op in Nanaimo where he retired in 1981 at the assistant managers position. Like many of his generation Arthur loved hunting and fishing, bowling and playing cards but mostly just enjoyed the wonder and beauty of the west coast and the people who live here. After retiring Arthur and Mona bought a motor home and travelled as much as was possible, taking their grandchildren on many trips. Arthur loved gatherings with family and friends. He would often engage in conversation with total strangers. Arthur had a smile 106775 and a greeting for everyone he encountered. In 1999 Arthur and Mona moved to the Sunshine Coast to be closer to their daughter, son-in-law and grandchildren. Always polite, always happy, always the gentleman and generous to a fault. They don’t make them like that any more. A heartfelt thank you to Dr. Mundy for taking such great care of Arthur over the last 16 years and to the Shorncliffe and St. Mary’s Hospital staff for their excellent care over the past two years. Cremation at Devlin’s Funeral Home will be followed by internment at Cedar Valley Memorial Gardens in Nanaimo where he will be reunited with his wife Mona and other members of the Stephens and Lewis pioneer families. No service by request.

hile the City of Nanaimo Parks, Recreation and Environment department offers indoor aquatic programs, there is an option for parents who want their kids to get fresh air. According to Michial Seginowich, city aquatics recreation coordinator, programming is available at Westwood Lake Park. There are swimming lessons running Monday through Friday, in two week sets, until the end of August and also special event programs at the lifeguarded beach. National Drowning Prevention Week takes place starting Saturday (July 18) and Seginowich said the parks and recreation department will be

hosting a related event at the lake Sunday. “We’re going to do some water safety activities with the kids and we’re going to teach them self rescue in the water if they fall out of a boat or off the dock,” Seginowich said. “How they can quickly rescue themselves to the side, work back to the dock and do some games, we’ll hand out some temporary tattoos and we’ll also have a [prevention campaign display] out as well.” There is also Hawaiian Holidaze scheduled for Aug. 14 between 1 and 3 p.m., a party with a tropical holiday theme. “It’s a fun day for a couple of hours where we want to get all of the families in the area to come down to the (Westwood Lake Park) beach and play some games with our lifeguards,” Seginowich said. Pineapple tosses with hula hoops, races and coconut bowling will be amongst the activities

and there will be prizes up for grabs. Seginowich stressed the importance of swimming lessons and Westwood Lake Park is an ideal locale. “Doing [lessons] at the lake, what a great advantage to do some programs out here,” said Seginowich. “This is where we’re going to apply those skills, those life skills, is here in an open water environment, and at a pool, of course, too.” The next set of lessons begins July 20 and it is advised that parents should register children sooner than later. “Honestly, I would tell people to register as soon as possible because they do fill up fast,” Seginowich said. New Harewood playground opens With the first phase of work complete, Harewood Centennial Park now boasts a new destination playground. A ribbon cutting ceremony took place Friday and the improvements include new playground equipment, a mountain bike area, renovated climbing wall, public access to an additional 1.2 hectares of parkland and utility upgrades. “I think we also need to remember this is just Phase 1 of the improvements and I’m really

looking forward to continuing to see this park develop…” said Ian Thorpe, city councillor and parks and recreation commission chairman. “There [are] plans for a dry floor, multipurpose facility and another lacrosse box involved with that, so it’s a very exciting future for the Harewood area.” The city partnered with a number of groups, including the Nanaimo Lions Club, which donated $15,000 towards improvements, and the Harewood Neighbourhood Association.

Parks and rec loves summer What a privilege it is to call Canada home. I know it’s been a few weeks since we celebrated our nation’s birthday, but I always reflect on how lucky we are during this time of year. Each time I get the opportunity to sing O Canada, I find it hard to stop the emotions this song evokes within me. It also got me thinking about this wonderful city we live in. Sports camps hosted by VIU VIU Mariners athletes and coaches are once again spending the summer sharing their love for the game. Vancouver Island University’s athletics department is in the midst of a full slate of summer sports camps. Registration is still open for upcoming camps including girls’ basketball from Aug. 17-21, senior boys’ basketball from Aug. 24-28, boys’ volleyball and girls’ and boys’ soccer from Aug. 31-Sept. 3 and girls’ volleyball from Aug. 31-Sept. 4. The court sport camps will be held at the VIU gym and the soccer camp will take place at Mariner Field at the Serauxmen Sports Fields. GutBuster run poses challenge A handful of local runners climbed hills, hustled along trails and bested the GutBuster run. The third stop in the trail running series was held Saturday at Ladysmith’s Transfer Beach and Holland Creek Trail. Sixty-five participants completed the 15-kilometre long course and 70 ran the 9km short course. Simon Reeves of Gabriola Island was the top local finisher on the long course, winning his 40-49-year-old division in one hour, 20 minutes, 40 seconds. Caitlin DuBiel was the top local female finisher on the long course. The final stop on the 2015 series will be held Aug. 8 at Mount Washington, a 6km course up the mountain.
