Hardy View ceiling collapses

CRAIG LINDSAY

Grand Forks Gazette

Malfunctioning sprinklers caused a ceiling to collapse on June 27 at Hardy View Lodge at Boundary Hospital, forcing the evacuation of 38 residents. Residential health services administrator Cindy Kozak-Campbell told the Gazette that the logistics of moving the elderly residents was difficult but went well with the help of all involved. “I wanted to acknowledge how everyone pulled together for us,” she said. “We did have a significant event at the site and everyone responded quickly to make sure our residents were safe. We’re really grateful for the quick response from the local fire department and all the staff in Grand Forks as well as the families as we now transition this week to the repair phase.” Kozak-Campbell said that extreme heat triggered sprinklers in the attics of three of the five cottages at Hardy View Lodge and caused flooding. “The water volume did collapse the ceiling tiles in one dining room,” she said, “however, there was no one in the room at the time, fortunately, and no one was injured.” Kozak-Campbell said 38 residents who were impacted by the damage have been temporarily relocated at various locations. “We did immediately get a contract crew onsite,” she said. “They were there the same evening and immediately started some work.” She said that the three cottages are now completely dried out and repair work has started. “We returned some residents to two of the cottages but one (Sunshine Cottage) will remain completely closed until repairs are complete.” Kozak-Campbell estimated that repairs to Sunshine Cottage would be completed in mid-September. She said that 10 of the displaced residents had been moved to a facility in Castlegar. “They and their families agreed that they would move to Castleview Care Centre in Castlegar,” she said. “We were very fortunate • See HARDY VIEW page A7

River levels dangerously low CRAIG LINDSAY

Grand Forks Gazette

The extreme heat and lack of precipitation in B.C. is not only causing wildfires, it is also playing havoc with rivers and wildlife. The provincial government has announced a level three drought rating for the region and taken the additional action of suspending fishing in streams and rivers in the area starting July 15. The Kettle River is at its all-time low near Midway, while at Laurier (near the Cascade border crossing) it is just above the all-time low there from 1934. The Kettle River at Laurier was measured on Friday at 27 cubic metres/second (cm/s). The record low was 24.18 cm/s in 1934. The average volume is 97 cm/s. The Kettle River at Ferry, Washington, just by Midway, was measured Friday at 10 cm/s, which is the all-time low. The previous record was 11 cm/s in 1934. The average volume is 50 cm/s in that spot. The Granby River is down to 5.69 cm/s, which is more than three cm/s lower than the minimum for this time of year. All above measurements have been done by the United States Geological Survey. Water Survey of Canada measured the Granby River. which is currently at an all-time low of 5.1 cm/s. The previous record low was 7.3 cm/s for July 10. Water Survey of Canada only measures

the Kettle near Westbridge, which is measuring 5.4 cm/s. Graham Watt, chair of the Kettle River Watershed Project, said that the weather is the biggest factor in the river levels. “Over the winter we had a really low snowpack,” he said. “We had some rain on snow that melted things quite rapidly. Back in February it was wet and things melted. It got warm and the river came up to April levels in February. At that point I was getting a little worried about what was to come.” Watt said there was another pulse in March that was similar to May flows. “There was a couple of small peaks and then it declined quite rapidly,” he said. “By June we were seeing July-type flows. And now we’re seeing August-type flows and certainly August-type temperatures in the water.” Watt said the biggest cause has been the warm winter, the early snowmelt and the really, really warm and dry spring and early summer. “The record warm June is just a great indicator of what happens in a warm year,” he said. Watt says there are other complicating factors affecting the river levels such as land use and forestry. “The other big factor, of course, is water use,” he said. “In a really dry period like this summer, we would collectively as water users be using more

Alcohol a factor in files POLICE BRIEFS By Craig Lindsay Impaired at border On June 30 at 9:43 p.m. RCMP were called to the Carson border crossing on Highway 41 regarding an impaired driver. “A male from Alberta was coming into Canada and an odour of alcohol was noted on him,” said Cpl. Richard Lanz. “An investigation commenced for impaired driving, where he was brought back to the Grand Forks detachment.” The driver, who is 54 years old, provided two breath samples. The readings were 120 and 110mg of alcohol. “Charges are being forwarded for approval,” said Lanz. Party at the Lake On July 1, police received a heads up about a large bush party that was going to take place at Christina Lake. “As a result, a road check was conducted in the area where the party was and eight charges were laid for different liquor offences,” said Lanz. The charges ranged from being a minor in possession to consuming liquor in a public place. All charged were young offenders (under 30). Youth gathering Also on July 1 at 10:15 p.m. a group of youth hanging out in front of the Esso in Christina Lake were checked by police. The youth were waiting for the bush party. “One bag was checked and a small amount of marijuana was located and seized,” said Lanz. There were no charges due to the quantity. Party leaves mess On July 2, RCMP received a call regarding the location of the party on Swanson Road and that a mess was left behind with broken glass, beer cans and other garbage. “The matter is being looked into by the police and the conservation officer,” said Lanz. “Charges are being considered to the person who arranged the party.” Drinking in public On July 3 at 3:45 p.m., a foot patrol by the RCMP through Cascade Falls at Christina Lake found one male who was observed drinking at beer at the falls. “The individual, a 21-year-old male from Grand Forks, was issued a ticket for consuming in a public place,” said Lanz. Hiding beer in Yukon On July 4 at 12:10 a.m., a white Yukon was checked by James Donaldson Park after the ball games at GFI had been completed. “One male in the back of the Yukon was seen hiding a beer inside the vehicle,” said Lanz. “The beer was seized

and dumped.” The male, a 17-yearold from Rossland, was issued a violation ticket from consuming liquor in a motor vehicle. Marijuana in car On July 4 at 3:43 p.m., police conducted a roadside traffic check by Second Street. A slight odour of marijuana was detected in one of the vehicles checked. “As a result a small quantity of marijuana was located and seized,” said Lanz. “No charges are being forwarded due to the amount.” B&E on Riverside On July 4 at 9:18 p.m., police were called to a report of a break and enter at a garage on Riverside Drive. “Upon attendance, the area was checked,” said Lanz. “No one was located in the area. The garage was alarmed. It appears that once the alarm went off it scared the suspects away.” Lanz said that nothing was stolen as entry was not gained due to the alarm.

Male breaches conditions On July 5 at 1:31 a.m. RCMP were doing a curfew check on a male who had a curfew meaning he was supposed to be inside at night. “Upon attending at the residence, the male was not home,” said Lanz. “The male was located a short time later and was arrested for breaching his conditions. Charges have been forwarded.” The male is a 34-year-old resident of Grand Forks. B&E on Gilpin Road On July 7 at 7:45 p.m. police received a call of a break and enter in progress on Gilpin Road. “Police attended; however, the suspect had already departed the area,” said Lanz. “The patio door had been broken and blood was left at the scene. As a result of the investigation, the suspect was located at their home address.” Lanz said officers found the suspect, a 66-year-old female from Grand Forks, had a cut on her hand. “The person was arrested and brought back to the detachment. She has been released with a promise to appear in court at a later date for break and enter.” Caught selling pot On July 7 information was received by the RCMP regarding a person selling marijuana. “As a result of this information, a search warrant was obtained and a search was conducted on the residence on July 8,” said Lanz. “As a result of the search approximately 1.3kg of marijuana was located and seized.” The suspect, a 67-year-old female, will appear in court at a later date.

Along with Bluejoint, Granby Wilderness Area and Wolf Trail will see new signage, which has been created by Grand Forks Secondary School. The project also involves maintenance of access roads and hiking trails, with the development of new trails for 2015. The goal is to create trails that are to a higher safety standard so that the public users can enjoy them safely with responsible trail use in respect for the environment. These developments should stimulate tourism and recreation in our area providing direct economic benefits. Folks are encouraged to get out and enjoy nature and promote a healthy lifestyle. “The Grand Forks ATV Club is active in preserving the environment and wildlife habitat, protecting our rights and privileges to access crown land, promoting safe and responsible operation of ATVs and planning events, rides and meetings for seniors and every ATV enthusiast to attend. “The club is dedicated to promoting safe riding on marked trails for all riders,” said Doug Zorn of the Grand Forks ATV Club. The club plans to continually grow towards being able to maintain and sign all trails in the Boundary riding area.

Rivers at risk

When the province announced last week that the Boundary region was under a level three drought warning and that there would be a fishing ban on the Kettle and Granby rivers starting July 15, many people were caught by surprise. It really shouldn’t have shocked people when you consider the extreme heat and dry conditions we’ve had here pretty much since April. Staff at Fisheries would not predict whether the dire conditions on the rivers would affect fish levels long-term but certainly one has to wonder. With record low river levels and rising river temperatures, the fish are dying. There have been reports from many different people on the Kettle of seeing several dead fish on the shores of the river. Eric Hegerat, a regional Fisheries biologist for the government, said the angling ban is to prevent any hooking mortality on the fish. “Fish don’t release very well when you’re dealing with extremely high temperatures,” said Hegerat. Let’s hope that fish numbers are able to bounce back after this summer. Anyone deciding to ignore the fishing ban is just contributing to reduced fish levels in the future. Enforcing the fishing ban and educating the public will be the local conservation officer as well as the River Guardians.

Mockingbirds don’t do one thing but make music Reckonings DELLA MALLETTE I’ve always been curious what people read because I think it tells much about oneself. I do understand why people don’t read if they’re never learned to read, but I have to admit I just don’t get why people who can read, don’t. As I’ve said before, I read a lot of non-fiction because of my job. When it comes to fiction, James Lee Burke is my favourite author. He’s not what anyone would call an easy read—you don’t find many people at the beach lounging with a Burke. But I also go running to the library for the latest Janet Evanovich—you can’t tell me there’s a reader out there who doesn’t have a guilty pleasure! What does that say about me?

Let’s move on, okay? Maclean’s is my favourite magazine. How can it not be, the magazines just land on my desk. Sometimes a few, sometimes a whole pile, and sometimes with a Reader’s Digest on top like a cherry. I have my suspicions they come from the ghost of Stanley Orris, a decades-long Gazette owner/editor. Maybe he thinks I should read Barbara Amiel, the wife of Conrad Black, another Gazette owner. Am I being punished? Sorry, Stan, I go right to Emma Teitel and Scott Feschuk. It was in Maclean’s that I read a story about Harper Lee and her new book, Go Set a Watchman. It has been a long time since I read To Kill a Mockingbird, Lee’s only published work before Watchman. The Pullitzer Prizewinning classic has over 30 million copies in print and is heralded by Library Journal as the best novel of the century. Even though it has been

deemed classic literature, Mockingbird still finds itself on the banned books list. The racial content, profanity and references to rape have caused many to challenge the book and have the novel removed from school libraries and classrooms. I decided to reread it last week. I went to the library determined to find Mockingbird and start it that very night. This old book—published in 1960—was already checked out! I knew there was no e-book yet (the author has not given her permission, and the book is not yet in the public domain); however, Lizanne found a copy in the Young Adult section. (I wonder how many books cross from the Young Adult to Adult section? There can’t be too many.) Before the end of the very first page, I was transported to southern Alabama of the 1930s and rediscovering Scout, Jem, Atticus,

That first day of school, what a scene! And filthy Burris Ewell, who tells the Miss Caroline that she can’t send him home, he’s leaving—“I done done my time for this year.” When Jem and Scout get air rifles for Christmas, Uncle Jack tells them: “Shoot all the bluejays you want, if you can him ‘em, but

to the editor

No buffer at logging operation Editor, The Gazette: I was on a leisurely drive up to Phoenix Mountain, to do a few small repairs on Saturday morning, when I came upon a logging operation about two kilometres before the ski hill, where it turns off the main road to the Phoenix area. The logging extends past the turn off towards the ski hill about one or so kilometres on the left hand side of the road. There has been no buffer left along the roadway so the logging

comes right to the road. With the ski hill sign in the ditch, and the environment so altered, I actually became confused about the turn off. I know we are a resource community, and this area has been an extraction zone for a long time. Could there have not been a buffer between the road and the logging? I would ask the ski hill community to go up and have a look and see what you think. Don Colclough, Grand Forks

remember it’s a sin to kill a mockingbird.” I remembered the quote, but not why it’s a sin to kill a mockingbird. Miss Maudie tells the kids, and us readers, “Mockingbirds don’t do one thing but make music for us to enjoy. They don’t eat up people’s gardens, don’t nest in corncribs, they don’t do one thing but sing their hearts out for us.” There are so many incredible passages and quotes in Mockingbird. Here’s just a very few: Atticus tells Jem, “You’ll see white men cheat black men every day of your life, but let me tell you something and don’t you forget it—whenever a white man does that to a black man, no matter who he is, how rich he is, or how fine a family he comes from, that white man is trash”; “Simply because we were licked a hundred years before we started is no reason for us not to try to win,” Atticus said; And, “Atticus was feeble; he was nearly fifty.” Nothing to do with racism, that one, but certainly amusing. And I rediscovered that wonderful word “scuppernong”! It’s a species of grape native to the southern U.S. How could I have forgotten that! Researching Harper Lee for this column, I discovered something interesting: Scout’s friend, Dill, was apparently inspired by Lee’s childhood friend and neighbour Truman Capote. On Feb. 3, 2015, Lee announced that she would publish her second novel, Go Set a

Watchman, in mid-July 2015. Watchman is a sequel to To Kill a Mockingbird, though it was completed before the latter. The novel is likewise set in Maycomb, Alabama, when Scout returns to visit from New York 20 years later. According to news accounts, Watchman was submitted to publishers in the summer of 1957. After her editor asked for a rewrite focusing on Scout’s girlhood two decades earlier, Ms. Lee spent some two years reworking the story, which became Mockingbird. Early reviews say readers could very well be disappointed—that Atticus is portrayed as a bigot, that not all the main characters have survived, that the tale is “lumpy” (Michiko Kakutani, New York Times). Me, I’m going to say thanks, Lizanne, but you can take me off the reservation list for Watchman. I reckon I want Mockingbird to be just what it is—nothing more, nothing less. Postscript Worth only a few paragraphs in the book but a passage that struck me as also very relevant today is one in which Scout and Atticus are discussing Cousin Ike Finch (a Confederate veteran), the Missouri Compromise, and the trial of Tom Robinson. Take from it what you will, readers: Atticus said, “This time we aren’t fighting the Yankees, we’re fighting our friends. But remember this, no matter how bitter things get, they’re still our friends and this is still our home.”

Understanding the aquifer A brief mention of the Grand Forks aquifer during a presentation at the Committee of the Whole (COTW) meeting of city council in Grand Forks last month (June 15) reminded me that my knowledge of the aquifer and how it functions was lacking and I chose to become better informed. I made a list of questions and started a search for answers. What is an aquifer and Rousing how does it function? What are the special the Rabble characteristics of the Grand Forks aquifer? How large is it? What are its boundaries? ROY RONAGHAN How does the aquifer recharge and from what sources? What should residents know about the aquifer to enable them to do the right things to preserve and protect it? Several studies of the aquifer have been done over the past 40 years and I selected two as sources of information: State of Understanding of the Hydrogeology of the Grand Forks Aquifer jointly published by the BC Ministry of Environment (MOE) and Simon Fraser University (SFU) published in 2010, and The City of Grand Forks Well and Aquifer Protection Plan prepared by Piteau Associates Engineering Limited published in 2013. Both reports are long and detailed but enlightening. I can now add the following to my information bank: • The MOE classifies the Grand Forks aquifer as an “unconfined sand and gravel aquifer.” The terms “basin fill” or “valley-fill” may also be used to describe it. • The Grand Forks aquifer has been identified as one of the most important in British Columbia by the MOE. It is an “IA” aquifer, a “heavily developed, highly vulnerable to contamination aquifer.” • The aquifer extends from the base of Hardy Mountain on the west to the Kettle River oxbows on the east, a distance of approximately 15 kilometres. It is four kilometres wide at a point running through the city at Second Street. • 95 per cent of the aquifer is located in British Columbia; the remaining five per cent is located in the State of Washington. • Water flows from west to east in the aquifer. • The Kettle and Granby rivers are the main sources of recharge water for the aquifer. (The wetland that still exists within the city is a part of the recharge system.) • A provincial water well database lists over 550 shallow or drilled wells, some as deep as 300 metres. • There were 23 wells operating in the Grand Forks area supplying water to its residents in 2005. Five of the wells serve residents of the city. • It is known that several hundred private wells throughout the area have been abandoned but not properly closed. They are of concern because they could be entry points for contamination. • In 1997 the rural water supply systems, Regional District of Kootenay Boundary (RDKB), local health unit and interested residents formed the Grand Forks Aquifer Protection Society. The purpose of the society was to develop and implement a groundwater protection plan to safeguard water quality of the aquifer. A plan was never developed and the society was eventually disbanded. • The aquifer has limited capacity to accommodate future growth in the area without adverse impacts. The aquifer has been a source of potable water for valley dwellers since the gold rush days of the late 19th century and with proper care, it will meet everyone’s needs well into the future as long as there is sufficient snow and rain to keep the rivers and streams flowing. In the event that the effects of a changing climate become so severe in the Boundary region that there is insufficient water to fully recharge the aquifer, residents will be forced to learn that brown lawns are okay in summer; that vehicles and driveways don’t need regular washing; that three-minute showers work; that less than full loads of laundry are taboo; and that hand watering a small garden works.

A single vehicle motor vehicle incident on July 9 at Boundary Falls closed Highway 3 for almost an hour. The incident involved a driver and passenger who were just travelling through, reported Cst. Denny Viktora of the Midway RCMP Detachment. “EHS, road rescue and Emcon all were great resources that helped with the incident.” Road Rescue had to use the jaws of life to extract the driver and the driver was air lifted to Kelowna hospital in stable condition. The passenger was transported to Trail hospital with minor injuries. “We suspect that the driver might have looked at the passenger for a moment and just went off road right,” the constable added. “All the credit should go to the EHS attendants and road rescue for most likely saving the driver’s life.”

they had additional room space there we were able to do a temporary contract. We moved five residents to Silver Kettle Village in Grand Forks. We had three people who were waiting for rooms in other communities. So we were able to obtain those rooms sooner than the normal process.” Kozak-Campbell said there was still one resident in the acute care wing of the Boundary Hospital and three residents are sharing rooms in one of the other cottages. Kozak-Campbell said they were able to get residents who went to Castlegar into private rooms and receive the qualify care they need. She said the residents at Castleview are expected to return to Hardy View Lodge when Sunshine Cottage is reopened in September. “The people currently at Silver Kettle, we’ll check in with at the time,” she said. “It’s hard to move when you’re a frail senior. Families may choose for them to stay at Silver Kettle when we reopen. Everyone else moved to communities where they want to be so we know they’ll want to stay there.” Kozak-Campbell said the moving has been particularly difficult on those residents with dementia. “Most of our residents now have some degree of dementia, so change of any kind is really hard,” she said. “Staff have been really good about being flexible. We’ve had additional staff on to care for people and make sure we’ve got distraction activities and to make sure everyone is safe; as people are getting upset because of the change, calming them back down and keeping them safe.”

Best computer service ever!

I have recently purchased a new computer from Neighbours Computers on 72nd Ave. George (Mrs. Bachmier) and Dave Bachmier, the owners of Neighbours Computers, have been very helpful assisting service calls with their computer technicians, Josh & Zak. They were extremely helpful, patient and efficient in solving all my problems on site. It gives me great comfort that I can rely on their service, and expertise. Thank you very much. – Pat Fuite, Granby Gravel & Sand, Grand Forks, B.C.

River levels

Continued from page A1

water than is flowing in the river itself.” Watt said the reason the river doesn’t completely run dry is that users are drawing from the ground water and that provides a buffer. “Because it’s not pulling directly from a stream in a lot of the cases the impact is slightly buffered and there’s a bit of time before it reaches the river,” he said. “Water use gets really important as the water levels get low. The decisions people make about using water in May, June, July may affect river conditions in August, September because of that lag.” Watt said it’s important in a situation like Grand Forks to have water conservation so that there is enough pressure in the system to run the fire hydrants and keep the reservoir levels at a decent level. Grand Forks has a very good aquifer that is fed by the rivers as well as nearby streams and mountainside run-off, Watt said. “When the city takes water from the ground, it can lower the water table. It can make the water flow towards the wells from the river instead of towards the river from the water table. In the valley, there have been some cases seen where the wells can create a pulling away from the river. So the river is essentially feeding the ground water rather than the ground water feeding the river. So it’s a reversal.” Watt said that that only becomes important during low-flow periods. “Most of the time we have lots of water in the aquifer and we’re not going to be running out but that kind of gives people a false sense of security; a false sense of abundance,” he said. “It’s an excellent aquifer with lots of water, that’s true, but when you look at the fact that it’s also feeding the river and the river feeds it, it can affect river health for sure. “In a summer like this if we don’t have a lot of rain, which usually doesn’t happen in July anyway, and if people continue using water at the present rate, I expect we’ll see record low flows and a really long, very dry period where the river is barely a trickle and people won’t even be tubing much at all.” Another concerning issue is the high tempera-

ture of the rivers, which is causing great stress for fish. “The thing that worries me the most right now is temperature,” said Watt. “The river is so warm that fish are dying: mountain white fish, rainbow trout and even speckled dace, which are usually very resilient to warmer temperatures. They don’t like it when the temperature of the water gets into the mid-20s. It affects their metabolism and the amount of oxygen in the water. Water can’t hold as much oxygen when it’s warm. The fish basically are not quite suffocating but they get so stressed out they die.” Watt says he has heard from places from as far as Westbridge right to Christina Lake about fish dying. Tara White, a fisheries biologist for the Ministry of Forests, Lands and Natural Resource Operations, has been in the Boundary region looking at the situation with the fish and the rivers. Watt said it’s unfortunate is that the area does not have a coordinated drought response and that’s one of the biggest things that needs to change. “We need to get all water suppliers, the province and water stakeholders working together to make a coordinated drought response before we are in an emergency situation.” The Okanagan-Kettle area of B.C., which includes Grand Forks and the Boundary, has been classified as a level three drought region. Level three is the second highest and means very dry conditions. The province’s drought level classification states that level three (orange) mean potentially serious ecosystem or socioeconomic impacts are possible. The objective is to have voluntary conservation and restrictions with the target of a minimum of 20 per cent additional reduction in water use by all municipal, agricultural and industrial users. On July 10, the government of B.C. issued a press release regarding the drought conditions and the suspension of fishing in streams and rivers through the South Okanagan including the Boundary starting July 15. The release stated: Effective July 15 through Sept. 15, all streams and rivers in the Similkameen drainage as well as the Kettle and West Kettle Rivers, and all tributary streams in these areas will be closed to angling. The closure has been put in place to protect fish stocks. Lake fishing is not affected.

OUTDOOR WATER USE RESTRICTIONS STAGES: THE CITY OF GRAND FORKS IS CURRENTLY AT STAGE 1 FOR WATERING RESTRICTIONS

WAT E R EVERY DROP COUNTS Sprinkling will be monitored by Bylaw Enforcement.

Abiding to sprinkler regulations pays dividends. When using water responsibly and within regulations, power and operational costs are reduced saving our community money. Energy reduction also relates to less greenhouse gas emissions and less draw from our aquifer. A reminder that water restrictions are in place in the City of Grand Forks.

STAGE 1: ALTERNATIVE DAYS WATERING Days of Watering: Sprinkling is only permitted at residential, commercial and other non-agricultural properties as follows: “EVEN” numbered civic addresses may sprinkle on “even” numbered days between the hours of 7 a.m. until 9 a.m. and 7 p.m. until 9 p.m. “ODD” numbered civic addresses may sprinkle on “odd” numbered days between the hours of 7 a.m. until 9 a.m. and 7 p.m. until 9 p.m. Automatic Timed Underground Sprinklers can water between 12:00 a.m. (midnight) until 4:00 a.m.*

CITY OF GRAND FORKS CURRENT STAGE

Due to the rapidly diminishing snow pack and the low volume of rain to date, the City may need to implement more restrictive conservation measures should the current warm weather trend continue.

Sprinkling is NOT permitted between the hours of 10 a.m. and 7 p.m. during any day at any time of the year.

STAGE 2: TWICE A WEEK WATERING

Days of Watering: Sprinkling is only permitted at residential, commercial and other non-agricultural properties as follows: “EVEN” numbered civic addresses: Watering is only permitted on Saturdays and Tuesdays, between the hours of 7 a.m. until 9 a.m. and 7 p.m. until 9 p.m. “ODD” numbered civic addresses: Watering is only permitted on Sundays and Wednesdays, between the hours of 7 a.m. until 9 a.m. and 7 p.m. until 9 p.m. Automatic Timed Underground Sprinklers can water between 12:00 a.m. (midnight) until 4:00 a.m.*

STAGE 3: ONCE A WEEK WATERING

Days of Watering: Sprinkling is only permitted at residential, commercial and other non-agricultural properties as follows: “EVEN” numbered civic addresses: Watering is only permitted on Saturdays, between the hours of 7 a.m. until 9 a.m. and 7 p.m. until 9 p.m. “ODD” numbered civic addresses: Watering is only permitted on Sundays, between the hours of 7 a.m. until 9 a.m. and 7 p.m. until 9 p.m. Automatic Timed Underground Sprinklers can water between 12:00 a.m. (midnight) until 4:00 a.m.*

STAGE 4: NO OUTDOOR WATERING

No person shall use water outdoors for any purpose. * Properties equipped with an automated time clock sprinkler system may only sprinkle between the hours of 12:00 p.m. (midnight) to 4:00 a.m. or 7:00 a.m. to 9:00 a.m. and 7:00 p.m. to 9:00 p.m. BUT NOT BOTH on the days permitted by the sprinkling regulations as described above. For a full list of sprinkling regulations please visit: www.grandforks.ca or contact City Hall at 7217 4th Street, Grand Forks, 250-442-8266.

Water Conservation Tips

All of our drinking water (or water for household use) comes from groundwater sources and, like many communities in southern BC, we face drought and water supply issues during the hot summer months and very high energy costs for pumping water during high demand. Our water infrastructure – the system that treats and delivers water to our homes and businesses and removes wastewater – will need millions of dollars of upgrading and expansion to keep up with current demand unless we take steps to reduce and better manage our precious water resources.

Why Should We Conserve Water? 1) Environment • Protect our aquifer over the long term by reducing water demand to a level that can be supported by the groundwater source. • Enhance and protect the Kettle River watershed • Preserve fish and wildlife habitats 2) Improve Our Carbon Footprint • Reduced energy requirements for pumping groundwater, water treatment and sewage treatment centers • Reduced energy requirements for heating water 3) Operations Water is the source of all life in the Boundary region. It is essential to our well-being and to the creatures we share this region with. It is central to the stunning landscape, strong economy, and unique culture of the Boundary. Our goal is to protect and enhance the quality of life of Boundary residents by protecting and managing our water resources, but we can’t do it alone. We all share the valleys and the water; therefore we need to share the responsibility of protecting our water and quality of life. The Boundary’s rivers, lakes, beaches, mountains, and wild spaces are what drew many of us to live here. It is this natural setting that also attracts visitors each year. If we act to protect our water and natural space now, our children and grandchildren can be assured of enjoying the same beautiful areas we enjoy today. But, we must all do our part. • The average Canadian uses 329 litres of water per day, although the average Canadian thinks they use 132 litres per day. • At 720 litres a day, typical usage in Grand Forks is more than twice the Canadian average. • 26% of British Columbians have no idea where the water that flows out of their tap comes from. • 65% of all indoor water use occurs in the bathroom. The next highest area of use is laundry, which accounts for 20%, followed by kitchen/drinking (10%) and cleaning (5%). • Domestic water consumption can increase up to 50% in the summer months when people are watering their lawns and gardens.

When it comes to water conservation, every little bit helps. Conserving water is simple and easy and will save you money on your utility bills.

10 ITEMS You Should

NEVER Flush Down The Toilet Your toilet is not a green bin or garbage can. Very few items should be flushed down the Toilet. Flushing certain items can result in a back-up of your sewer line into your home, or your neighbors, and creates problems at the Wastewater Treatment Plant, which in turn can be a costly fix.

But as the volume increases, the accuracy and reliability of professional journalism is essential. Gathering and sorting the facts, weighing and interpreting events, and following the story from beginning to end is more important than ever.

Items that should NEVER be flushed down the toilet are: 1. Diapers, personal care wipes, baby wipes, large paper towel 2. Cotton swabs and balls 3. Hair 4. Dental Floss/Dental Whitening Strips 5. Sanitary products 6. Condoms 7. Cat Litter 8. Cigarette butts 9. Food grease/fat 10. Old medicine Sewers are designed to collect and convey wastewater from residential and commercial properties for treatment at the City’s wastewater facility. Therefore, wastewater that comes from flushing the toilet should only contain water, human waste and toilet paper. The City of Grand Forks appreciates your co-operation in our effort to reduce sewer blockages, and costly repairs so we can continue to provide the safest service possible. Silver Kettle Village resident Dolly Smith celebrated her 100th birthday on Wednesday, July 8 with a small party. Joining her in the picture is niece (left) Evelyn Marriott and Sharon Lough, recreational therapist for Silver Kettle. Dolly received several notes of congratulations from several prominent dignitaries including Queen Elizabeth. Dolly, whose full name is Olga May Smith, was born July 8, 1915 in the District of Stretford in County of Lancaster in Manchester, England. She came to Canada in 1924 at the age of nine with her family. They settle on a farm in St. Walburg, Saskatchewan. She married Alec Schmidt (Smith) when she was 18 years old and they farmed in Saskatchewan until 1950 when they moved to Vancouver. He passed away in 1966. The couple had no children. Dolly worked in the toy department in the downtown Woodwards store in Vancouver for several years. She lived in Burnaby after retiring and had many wonderful friends as well as her brother and sisters in the same area. Dolly loved to sing and dance and help others. She moved to Grand Forks at the age of 85 to be near her niece Evelyn, who began to look after her. She is very appreciative of the staff and fellow residents at Silver Kettle who care for her and love her so much.

to the Grand Forks Gazette

Your local dragon boat team, the Kootenay Robusters, recently took part in the ATB Financial Lethbridge Rotary Dragon Boat Festival, held at Henderson Lake in Lethbridge from June 26-28. Travelling from Grand Forks, Christina Lake, Castlegar, Trail and Rossland, the team arrived Friday evening in time for a final practice. The festival organizers had provided newer dragon boats called Elementals and, after a few tippy moments, the team got used to the different feel and quick response these boats provide. Saturday saw the team compete in two heats in the women’s category (open to all women) as well as the special race for breast cancer survivors only. For that race, the Kootenay Robusters, who were travelling with only 14 survivors, combined with the Cranbrook team, Abreast in the Rockies, to form a

new group, Kootenay Abreast, completing the roster of 20 paddlers. Despite never having paddled together before, the amalgamated team won gold in the survivor race and took the C Cup, donated especially for this race. Afterwards, all survivors took part in a moving “Rose Ceremony,” plucking the petals from roses and setting them adrift in the waters of the lake, to remember loved ones who have been stricken with cancer. Thanks to a strong effort on the first day of the festival, the Robusters earned the right to compete in the A finals on Sunday. Dragon boat placements at this festival were decided on by the times posted on the first day, so the women’s teams were sorted into three levels: A, B and C. Pitted against the fastest teams at the festival, the Robusters placed fourth in the semi-final and then streaked to first place in their final race of the day—the A consolation round. This win meant they

placed fifth out of the 21 women’s teams competing. The team was thrilled with the excellent result and the fact that they had been able to put together some races that showed what they were capable of achieving. As one member put it, “When most p eople look at us they see a quiet team with some gray hair and perhaps a few extra pounds. When our coach (Trish Ostlund) looks at us, all she sees is raw potential—with no limitations that can’t be managed as long as we work together.” This may account for some of the amazed looks from the younger, stronger teams as they cross the finish line behind the Robusters. It’s something we love to see, she added. If this team sounds like something you’d like to get involved in, all women are welcome. Yes it’s true, we were delighted with the response on Sunday when a mixed aged group of happy and smiling residents of the Sunshine Valley played a spirited game of cricket in City Park. It is not like the impression which we often have of cricket games; it is far faster than baseball games and all people take part. You will be kept involved and active in our second game this Sunday, July 19. This last Sunday, two teams were

A recent draw for a signed Rick Hansen Man in Motion book and jacket was in fact hosted by the Self Advocates of Grand Forks. The Self Advocates accepted donations towards a conference the group plans in October; donors were then entered into a draw for the book and jacket. The Gazette apologizes for the error.

Friends and family are rallying behind local resident Denine Smith. They are hosting a fundraising fun day at Gyro Park on Sunday, July 26 to help Smith, who is battling cancer once again. After doing some research and being referred to the Century Wellness Center in Reno, Smith feels like this is the best option for her and her family. For her parents to have their daughter, for her husband to have his wife, for her kids to have their mom and her brother to have his big sister— the cost is $25,000.00 U.S. (rounded up to $30,000 Canadian). They have raised $20,000 as of Friday July 10, and we want to help them raise the rest, a friend stated in a press release. The family fun day will be heldl from 3 – 7 p.m. and features food and cool drinks, a silent auction, and music by Undercover Band! That’s over The festivities are by donation, with all proceeds going to the Denine Fund. in savings.† Come down to Gyro Park and have a music filled afternoon/evening while having a fun outing, and at the same time help out a wonderful family, the release states. All proceeds to the Dennine Wellness Center Fund. Bring lawn chairs. For more information go to: gofundme. com/xza8fc.
