Ten Mile Lake goes accessible Ten Mile Lake is the most recent area in the Cariboo Chilcotin to open a new accessible trail. The Kosta’s Cove Accessible Trail opened last week and was built in partnership between the Cariboo Regional District, the Parkland Recreation Commission, Northern Development Initiative Trust, Cariboo Chilcotin Beetle Action Coalition and the provincial government through the BC Community Recreation Program. Just over two kilometres long, the trail starts at Kosta’s Cove Community Park and winds along the shore of Ten Mile Lake with the option of traversing through lush forest. Accessible picnic tables,
benches and an accessible outhouse are interspersed along the trail route. An information kiosk is available at the trailhead. “This new trail increases recreational options for residents and visitors of all ages and ability, providing a great incentive to get active and stay fit. I am pleased that through a grant from the Community Recreation Program, along with contributions from the Cariboo Regional District and community partnerships, we have achieved this important project that contributes to the health and wellbeing of residents for the ongoing prosperity of this community,” Minister of Community, Sport and Cultural Development
Coralee Oakes said. “It is with great pleasure we are able to officially open another trail in the Cariboo Chilcotin and take the next step towards developing the region as an accessible and inclusive tourism destination,” CRD Electoral Area B Director Jerry Bruce added. “I extend my gratitude to the Parkland Recreation Commission, the province, NDIT and CCBAC for funding this exciting new accessible trail. It has helped us expand access to this site for those with limited mobility and I know it will be a well-used outdoor attraction in our region.” The trail has a packed, crushed gravel surface and a gentle grade, with a
one-kilometre section of moderate difficulty and a 300 metre section of higher difficulty. “The Kosta’s Cove Accessible Trail provides a wonderful opportunity to attract a greater diversity of people to enjoy the public recreation site at Kosta’s Cove Community Park,” facilities agent for the Parkland Recreation Commission, Christine Piltz said. “It will allow many more residents and visitors of all mobility levels to experience the beauty of Kosta’s Cove on Ten Mile Lake. We would like to thank all the volunteers and partners who helped bring this trail to completion.” “Northern Development

is proud to have provided financial support for this project through our Community Halls and Recreation Facilities program,” Northern Development Initiative Trust CEO Janine North added. “The development of these wheelchair accessible wilderness trails means that more people will be able to enjoy this beautiful part of our province, which will increase recreation opportunities and visitor numbers to the area.” “The Cariboo Chilcotin Beetle Action Coalition is excited to be a part of this regional project,” CCBAC Chair, Bob Simpson said. “It is an excellent example of how partnerships, cooperation and
collaboration can achieve great results. Projects such as the Kostas Cove Accessible Trail improve our communities by making our region accessible to all and enhance the visitor experience in the Cariboo Chilcotin.” The Kosta’s Cove Accessible Trail is located about 12 km north of Quesnel on Bjornson Road, at the north end of Ten Mile Lake. Ongoing management of the site is provided by the Parkland Recreation Commission. Minister announces Mount Polley re-start
Minister of Energy and Mines Bill Bennett and Minister of Environment Mary Polak announced Thursday Mount Polley can restart restricted operations. “This conditional restricted permit to re-start operations is the first of three significant steps the company needs to continue operation and does not include the ability to discharge water off the site,” said Bennett. In the early fall, the company will need a second conditional permit to treat and discharge water in order for operations to continue. Lastly, the company must submit a long-term water treatment and discharge plan to government by June 30, 2016. The mine will not be authorized to continue to operate long-term if it fails to complete either of the last two steps.” Mount Polley Mine Corporation estimates it will take about 30 days before it can begin production now that ministry staff have amended the company’s Mines Act and Environmental Management Act permits. During restricted operations, the company expects to provide jobs for up to 220 workers.
The amended Mines Act permit authorizes the company to operate at roughly half the rate of normal operations. The tailings facility will not be utilized during the operation. Mount Polley Mine will use Springer Pit, an existing open pit on the mine site, to manage the tailings. “I know the re-start of the mine is welcome news for the communities of Likely, Williams Lake, 100 Mile House and the families that depend on the jobs the mine provides,” said Bennett. The following conditions are included under the amended Mines Act and Environmental Management Act permits and failure to meet these conditions will result in the shutdown of the mine: • water and tailings levels in Springer Pit must remain 20 metres below the top of the lowest pit edge (1,030 metres above sea level); • no discharge off the mine site is authorized. The company must apply for a permit to treat and discharge water; • Mount Polley Mining Corporation is not permited to use its tailings storage facility (TSF);
• the company must pay an additional $6.1 million reclamation security; • a five-year mine plan and reclamation plan must be provided to government by Sept. 30, 2015.; • an updated surface and groundwater monitoring plan must be submitted for approval by July 31, 2015; • a long-term water treatment and discharge plan must be submitted to government by June 30, 2016. The mine will not be permitted to continue to operate if it fails to meet this deadline. “Ministry experts made the decision to issue the Environmental Management Act permit based on sound scientific evidence,” said Polak. “Their due diligence, along with the extensive First Nations and public consultation that took place with this application provides confidence the permit could be issued without harming the environment.” Inspectors with the Ministry of Energy and Mines will be onsite during the initial startup period and will conduct regular site inspections once the mine is operating. Union pleased with Weekly reports restricted re-start approval required MONICA LAMB-YORSKI Williams Lake Tribune
from A2 Additionally, permit conditions require the company to provide weekly reports to government, First Nations, the Cariboo Regional District and the community of Likely, detailing water management and water quality results. If necessary, ministry inspectors have full authority to issue stop work orders for any area of the mine found to be in noncompliance. “When re-start operations commence, protection of the environment will be ensured through the terms and conditions contained within the permit, as well as ongoing monitoring by ministry staff,” added Polak. Prior to approval, the company’s restart application included a 30-day public consultation period and underwent a detailed technical review by members of the mine development review committee (MDRC). The MDRC consisted of representatives from provincial agencies, First Nations, local governments — City of Williams Lake and Cariboo Regional District, the community of Likely, the Department of Fisheries and Oceans and Environment Canada.

The union representing workers at Mount Polley Mine is welcoming the mine’s restricted restart approval announced Thursday. “I just got off the phone with mine management and they are starting to recall today approximately 30 maintenance and operations (employees),” said Paul French, president of United Steelworkers Local 1-425. “We are quite pleased it’s happened sooner than later. We were hoping for sooner.” Since the Aug. 4, 2014 tailings impoundment breach, approximately 75 union workers have remained employed at the site, French added, noting more workers will be called back once various permits are approved. “We are hopeful everything will proceed on track,” he said. Imperial Metals called the restart an important milestone and the first step toward normalcy. “It’s important for Mount Polley
Mine and the community, which has relied heavily on the mine, not only for the employment but for the business opportunities,” said Steve Robertson, vice-president of corporate affairs for Imperial Metals. Minister of Energy and Mines Bill Bennett said the permit is a conditional restrictive restart of operations and the first of three conditional steps the company will go through. An updated surface and groundwater monitoring plan must be submitted for approval by July 31, 2015 and a five-year mine plan and reclamation plan is due by Sept. 30, 2015. With the restart, the mine cannot use the tailings storage facility that breached, but will use the Springer Pit, which the permit stipulates water levels must remain 20 metres below the top of the lowest pit edge. “We are estimating the Springer Pit will be full sometime this fall,” Bennett said. Government has also ordered the company pay an additional $6.1 million reclamation security.

Learn to Fish program expanded
The Freshwater Fisheries Society of BC is expanding the summer Learn to Fish program in Northern British Columbia. Six new events have increased the number of Learn to Fish sessions to 17 at 10 locations in regional parks and urban lakes for local and visiting youth and their families. New this year, Learn to Fish will be held at Ten Mile Lake Provincial Park July 18, 10:30 a.m. – 12:30 p.m., July 30, 10 a.m. – 12 p.m., Aug. 7 from 10 a.m. – noon. Meet at the campground amphitheatre. “There is an increasing interest in freshwater fishing across the region, and the best way to facilitate that interest is to make fishing more readily accessible and available. By bringing the programs closer and providing equipment, there are fewer barriers for people to give the sport a try,” says Tanya Laird, Provincial Outreach Coordinator. “Access to programs in their own community will make it easier for youth and their families to experience the sport together.” Learn to Fish events are hosted on a drop-in basis for youngsters aged five to 15, and their families. Children under 16 don’t need a freshwater fishing licence. Everyone learns about fish identification and biology; habitat and conservation; proper fish handling; ethics, safety and fishing regulations. Instructors explain fishing tackle (rods, reels, lines and lures) and knot-tying. Participants learn hands-on how to successfully cast and retrieve. All the fishing equipment is provided and the two hour programs run rain or shine. Program cost is free, thanks to generous support from the Habitat Conservation Trust Foundation, Columbia Basin Trust, Rapala, Ram Trucks Canada and Teck, but donations are gratefully accepted. In the lead up to Billy Barker Days a new Miss Quesnel was crowned, congratulations to Telise Gauthier, Miss Quesnel and Princesses Courtney Moore and Maneesha Johal! I also wish to take this opportunity to thank our outgoing Miss Quesnel team – ladies, you did a fabulous job of representing Quesnel – thank you to Mierie Sabbarwal, Sierra Cook and Kayleen Dillabought. Thank you also to the many sponsors and volunteers that make the Miss Quesnel Self Development Program a success! Billy Barker Days is BC’s largest free family festival and I hope you will take in the many activities and events that fill these four-days. Between the Quesnel Rodeo, the Crash-to-Pass, the Parade, the lip sync battle happening in Lebourdais Park and Kids Day in the Park, it is full to the brim with fun! If you are here visiting Quesnel make sure to stop into our Visitor Centre for information on the community and activities and events happening around Quesnel during your stay. I take immense pride in our rural life and heritage and can’t think of a better way for new residents to the region and visitors to gain a better insight about the strengths and values of the Cariboo than by attending Billy Barker Days and the rodeo and meeting the down to earth people that participate, volunteer and compete. This year we celebrate the 50th anniversary of rodeo, a significant part of the culture of the Cariboo. My very own roots are firmly planted in the rich history of the cowboy and agricultural sector. Before moving to the Cariboo, our family worked on the Prairies in the early 1900’s breaking horses, vital for transportation. My grandfather Harold Hartley, a lifelong cowboy, was one of the founders of the Quesnel rodeo club and was their first President. The pioneering spirit and hard work of the farmers and ranchers who have called the Cariboo home for well over 50 years is inspiring. Thank you to the ranching and farming community for instilling your values and sharing your wisdom. Thank you to all of the volunteers and sponsors that make Billy Barker Days and the rodeo successful – my hat goes off to you! Best wishes and good luck to those competing this weekend – your hard work and dedication does not go unnoticed!
Happy Billy Barker Days!

American feel
A
s we head into the halcyon days of summer with Canada Day celebrations now behind us, Canadians are coming to grips with their first taste of American-style politics. The decision by Prime Minister Stephen Harper to set fixed dates for federal elections in Canada has brought about a seismic shift to Canadian politics. The most noticeable change is the campaigns themselves, which now stretch far beyond the traditional fiveweek window. When Canadians last went to the polls on May 2, 2011, the election campaign was limited to the 36 days after the writ was dropped. But all of that has changed. Canadians are now being inundated with political ads wherever they turn, whether it be television, newspapers, radio or websites. And with the election date of Oct. 19 still more than three months away, you can be sure there’s even more still to come. While the Liberals and New Democrats have chosen to use their finances on ads introducing the party leaders, the Conservative government has launched a series of American-style attack ads, primarily aimed at Liberal leader Justin Trudeau. Most of the positive messaging for Prime Minister Harper’s Conservatives has come in the way of government-funded ads. If fixed-election dates are to continue, which they likely will, steps must be taken before the next election to close the loophole that allows the governing party to subsidize its campaign with taxpayer dollars. The barrage of television ads that will fill the airwaves over the next few months are an unwelcome distraction for many Canadians, but the longer campaigns do provide some benefit. The months of campaigning should serve to better inform Canadians about the issues facing the country and hopefully we can see a whole series of televised debates (if the party leaders can get past the posturing). Maybe the prolonged exposure will help boost voter turnout in October, then again maybe not, but at least it’s a glimmer of hope to help Canadians get through their summer of political discontent. –BP
Is B.C. LNG industry real? Yes T
he B.C. legislature is back in session this week, a rare summer sitting to approve a 25-year project agreement for the first large-scale liquefied natural gas project in northern B.C. Finance Minister Mike de Jong released the lengthy legal agreement prior to the debate, saying this step should remove any doubt that an international investment group led by Petronas of Malaysia intends to go ahead. With billions invested in upstream resources and buyers waiting at home, the Pacific Northwest LNG group includes Chinese state corporation Sinopec, Indian Oil Corp., Japan Petroleum Exploration Corp. and Petroleum Brunei. The most contentious issue is the government’s intention to protect the investors from “discriminatory” tax and regulations for the life of the project. The government insists these sorts of long-term cost certainty agreements are commonplace, and don’t affect provincial and federal taxes or environmental regulations unless they single out LNG operations. Future governments can

B.C. Views raise corporate tax rates, carbon tax or enter into a cap and trade system. Ottawa can scrap capital cost allowances that were recently extended to LNG producers, which is significant because Liberal leader Justin Trudeau has indicated he would get rid of what he calls subsidies to fossil fuels. Both the province and Ottawa allow capital cost write-offs against corporate tax, to attract investment. B.C. attracted a lot of gas drilling rigs from Alberta with tax breaks for deep drilling. The B.C. government invited comparisons with Western Australia LNG producers, and NDP researchers did just that. They noted that Australia’s Gorgon and North West Shelf LNG projects have written provisions that local employment and local suppliers will get
of the decade. It’s important to remember that without LNG exports, B.C.’s natural gas industry will shrink rapidly after 50 years of increasingly significant revenues from sales to the U.S. Leaving aside all the political positioning around the province’s largest private investment to date, if this doesn’t go ahead we will all feel the effects. De Jong had a blunt response when asked what the province gets in return for all its guarantees of low tax environment: “Their money.” At peak construction, Pacific Northwest LNG will need as many as 4,500 workers, with 500 or more operations jobs depending on how far it expands. The finance ministry forecasts that once Pacific Northwest LNG is up and running, it represents $9 billion in revenues to the province over 10 years, including gas royalties and taxes. That’s more than taxpayers can expect from the entire forest industry. Tom Fletcher is legislature reporter and columnist for Black Press. Twitter: @tomfletcherbc Email: tfletcher@ blackpress.ca

preference. Those are absent in B.C., along with apprenticeship guarantees for LNG. “There was hard bargaining by the companies, and certainly the premier went into this negotiation in a very weak position, having to deliver on her extravagant and grandiose promises from the election,” NDP critic Bruce Ralston said. “The companies did well. Whether the citizens of British Columbia did well is certainly an open question.” Green Party MLA Andrew Weaver painted himself into a corner, having spent the last two years dismissing the B.C. LNG industry as a fantasy that will never come to pass, strictly on economic grounds. He has since branded the Petronas deal, a template for any future projects, a “generational sellout.” Another big player with gas well investments in northeast B.C. is Shell, with a proposal for Kitimat. Its prospects have improved since it took over British Gas Group, which had its own LNG intentions here. Another group led by Altagas remains on track to ship LNG from its Douglas Channel site before the end

Outraged over policies Editor: Open letter to Mary Polak, Minister of Environment: We are writing with regard to the issue of Conservation Officer Bryce Casavant being suspended without pay for saving the lives of two bear cubs in Port Hardy, B.C. We are ashamed at how wildlife issues are “managed”in this province. We have witnessed too many deaths of wildlife at the hands of conservation officers who are acting in accordance with the policies set out by our provincial government. We want you to know that this on-going slaughter is not missed or ignored by us or many other residents of this province. It is entirely anthropocentric, inhumane and short-sighted to believe that we have the right to exterminate other animals in the name of convenience and economy. Every year hundreds of healthy bears, bear cubs, coyotes, coyote pups, cougars, wolves and so on are killed in our province by this government. We have spoken personally and at length with many conservation officers and have heard all of the justifications and rationales. We are tired of hearing how these animals are a threat to human safety. It is we humans that are the biggest threat. In fact, here in Kamloops a few years ago two rescued bear cubs were taken to our Wildlife Park and were slaughtered upon their arrival due to government policy. Minutes after their extermination, the Northern Lights Wildlife Shelter called to say they had heard of the bear cub rescue and were ready and willing to send someone down to pick up the cubs and transport them to the wildlife shelter. The shelter was informed that the bear cubs had already been killed. We also know, having spoken to operators of the wildlife shelters in B.C., that many of them receive government funding and that even they are therefore obligated to tow your unethical line. We want you to know that we are two citizens of this province who are outraged at your policies and practices. We are disappointed that you would condone the slaughter of these two cubs and the castigation of Officer Casavant. You should be commending Officer Casavant for his forward-thinking, progressive, compassionate refusal to carry out your anthropocentric policies. We salute Officer Casavant for his courage to stand up for what is right and we believe he should not only be immediately reinstated to his job (with back pay), but that you should promote him to be your consultant and advisor on the humane, sane and compassionate treatment and stewardship of our wildlife brethren. Sincerely, Sandi Mikuse Claudette Laffey Advocates for Urban Wildlife Kamloops, BC

Enjoy live comedy at Quesnel Legion Thanks to the committed efforts of Tom Bassett’s Big Dog Comedy, Quesnel has access to regular, live comedy. Bassett is moving his show to the Legion and the first evening is Friday, July 17 followed by a second show on July 18. Right in the heart of Billy Barker Days, The Big Dog Comedy Show is a welcome addition to the entertainment available during Quesnel’s premier family festival. The show features two comedians Damonde Tschritter and Justin Nichols. Tschritter is the only Canadian to win the Seattle
International Comedy Competition in its 33-year history. He’s had comedy specials on multiple networks and its been said he has the rare gift to command the audience’s attention merely by talking. The second comedian of the evening, Nichols’ dream was to become a professional athlete. While playing university varsity level baseball as a pitcher it became apparent that although he was a talented athlete, his bad grades and lousy work
ethic would better suited to comedy. In just a short time, he has become a very sought-after comic and has shared the stage with some of Canada’s greatest talents. He regularly plays all the top comedy clubs and was a finalist in The People’s Champ of Comedy and the winner of the Great Laugh Off. Tickets for the evening of comedy are $20 and available at Quesnel Music and The Royal Canadian Legion. Doors open one hour before the 9 p.m. show which is then followed by Open Mic.

costume and I was a clown.” Siebert admitted he’s a natural introvert, so this performance was a stretch for him. “Since then my favourite part of clowning is the smiles on the children’s faces.” After that, this newly-minted clown began to learn as many clown skills as he could. Now his resume includes stilt-walking, juggling, fire eating and fire breathing, balancing, gags and of course balloon animals.

Nate Siebert loves clowning and being a youth pastor.
ANNIE GALLANT Observer Reporter
outh pastor/clown Nate Siebert brings his considerable skills as a performance clown and his experience as a youth pastor working with children and young people to SkyFest 2015, Quesnel’s International Airshow. He has been placed in charge of Kidz Zone, an area at the Quesnel Airport during SkyFest 2015 designed to provide children with other activities in addition to watching the skies during the two-day event. Growing up in a loving Christian home, Siebert began exploring his own faith at the age of 12, reaffirming his own religious commitments. As a busy high school student, Siebert’s faith never faltered although he admitted to loosing a couple of close friends who weren’t so committed. “I was heavily involved with my church, sports and work,” he said. “I was sad to lose those friends but it was their choice.” It was during this time Siebert and his friend began dabbling in juggling but he admitted he wasn’t very good. “I just couldn’t get it,” he said with a laugh. During his Grade 12 year, Siebert felt God was telling him to be a full time pastor. “My dad, who is a pastor, was proud of me but never wished that life on me,” he said. “A pastor’s life is simple, nothing lavish.” It was a straight line to Bible College in Abbotsford to earn his degree in arts and youth leadership. It wasn’t until the summer between his second and third year while he was on an internship in Fort St. John at the Evangelical Church as a youth pastor that Siebert launched into clowning. “We were planning a party in the park and three days before the event our stiltwalking clown cancelled,” he said. “I borrowed a set of stilts and learned in two days how to do it. A member of the congregation offered to make me a

What began as a fill-in became a parttime job for Siebert and he had cards made up and offered his services as a clown. He sees his clowning and pastoring as complementary to each other. “The clown and the pastor are interchangeable and sometimes one and the same,” he said. “I believe in presenting truth in unique ways.” Although often used in the context of his gospel message, Siebert understands sometimes its just clowning.
After graduating in 2012, he accepted a youth pastor position in Smithers. One of his drawing cards to the youth services was a class in circus arts. It was also in Smithers were he reconnected with an old school friend and is now happily married. The couple’s next move was back to Siebert’s home town of Quesnel where he’s rekindled friendships and is happy to be involved with the community. “With a somewhat stronger focus now though,” he said with a smile. One of those he connected with was a former school teacher, Betsy van Halderen and his commitment to SkyFest was born. “I’m so excited to be part of SkyFest 2015,” he said. “And being in charge of Kidz Zone is a perfect fit with my skill set.” Kidz Zone will include large inflatable structures, paper airplane contests, balloon animals (he’s training a team right now), cotton candy and popcorn as well as carnival games. “I have 20 volunteers from Bethel Church (where he’s a youth pastor) but SkyFest can always use more volunteers and that includes in the Kidz Zone.” Tickets (adult, youth, family and weekend camping package) for SkyFest 2015 are available at Circle ‘S’ Western Wear, the Tourist Bureau or online at www. quesnelskyfest. ca/tickets. For just $20, get your Mustang tickets for a chance to win a sporty 2001 Ford Mustang at various venues including Integris Credit Union, Cariboo Ford, Circle ‘S’ Western Wear, Cap-it, Co-op, Quesnel Visitors Centre or contact any SkyFest director. Canada Day at Shiraoi House
S
hiraoi House doors were open from 12 – 3 p.m. on Canada Day. There were several activities with Shiraoi members assisting inside. We had Japanese toys at one table, at the origami table Sachiko Suzuki showed you how to use origami paper and make different shapes. And Chie Iwabuchi came a bit later in the day to help with greeting and origami. Also assisting was Ryoko Hosaka at the kimono corner also known as “Yukata” which means summer kimono. Once the young people were in Yukata, I took photos of them wearing the Japanese clothing. If they wanted a photo, I emailed the pictures I had taken of them that afternoon. We also served green tea, water, sushi and dessert. Rose Gaetz, Helen Jamieson and Bernice Heinzelman were helping keep green tea flowing, cold water and sushi. Rose Gaetz and Bernice Heinzelman bake homemade cookies to give away. I was greeting people as they entered our doors and help them with refreshments. The sushi this year was purchased from Sapporo restaurant at the top of Dragon Lake Hill. Also our sister- in- law Mary Graham who was visiting us this past week helped where she was needed throughout the day. We know more than 300 people came through our Shiraoi doors
and experienced a bit of Japanese culture, some were curious enough to ask about the twinning society history. We are pleased to say we are going into our 35th year of twinning with sister city Shiraoi, Japan. We are one of the most active twinning societies. Some people made comments that it was their first time coming to Shiraoi House. They said they were happy to be able to see inside and learn a bit of what our twining society is about. We all were pleased to see the look on children’s faces as they left with their origami and as always it was our pleasure to brighten their day. We want to thank Pat Colburne with the New Focus Society for helping with the cost of the sushi with grant money and organizing this event. We will resume dinner meetings in September – usually first Thursday of each month at 5:30 p.m. We have a web site www. shiraoihouse.com, please come check our site out. We also rent the Shiraoi House for events, groups, birthdays, weddings, meetings and more. If you have any questions please call Shiraoi House at 250- 9926532 if no answer, please leave a message and we will get back to you as soon as possible. –submitted by Diane Graham

The importance of Vitamin D
Bones and muscles and now may reduce some cancer risks
V
itamin D promotes healthy bones and muscles and everyone can get it from sunlight exposure, eating specific foods and taking vitamin supplements. There is growing evidence that Vitamin D may reduce the risk of some types of cancers, particularly colorectal and breast cancers. Due to our northern latitude and because the sun’s rays are weak in the fall and winter, the Canadian Cancer Society recommends that Canadian adults consider taking a vitamin D supplement. How can you tell if you’re not getting enough vitamin D? It is important to take vitamin D if you
Ivana Topic
Cancer Clips are over the age of fifty, have darker skin, don’t go outside very much, or wear clothing that covers most of your skin. If you are in one of these groups, talk to your doctor about taking a vitamin D supplement of 1000 IU every day, all year round. Can you take too much
vitamin D? Yes, it’s called hypercalcemia. The most common side effects of having too much vitamin D are nausea, vomiting, poor appetite and weakness. More serious side effects include kidney stones and deposits of calcium and phosphorus in organs and soft tissues. For most people, this happens only when taking very high levels of vitamin D supplements along with calcium supplements. This side effect is not seen from vitamin D that is naturally made in the skin. Research from many observational studies over the last 20 years has shown a relationship between vitamin D and cancer risk.
A number of studies have also been published looking at the relationship between other health conditions such as heart disease, diabetes and multiple sclerosis. The International Agency for Research on Cancer (IARC) brought together a working group to review the evidence on vitamin D and cancer. In their 2008 report, they concluded that there is a relationship between low vitamin D and colorectal cancer, there is limited evidence for breast cancer and there is no evidence for prostate cancer. After the tick is removed, wash the area with soap and water. If you have problems, get medical help.
July 28 is World Hepatitis Day. Six key points are being stressed: 1. There are vaccines available to prevent Hepatitis A & B but none for Hepatitis C, although a new drug is available to treat Hep-C. About 242,000 Canadians are living with Hep-C and many of them don’t know it. It may take 10-20 years for symptoms to occur, but liver damage has been occurring all that time. If you are over 60 and had been exposed to blood products before 1992, get tested. There is a relationship between the more hours we spend daily at our jobs, the greater the risk we are of abusing alcohol. Longer hours adds more stress to our lives and alcohol is often used as a stress reducer. Sometimes, people confuse the words dementia and Alzheimer’s as being the same thing. Actually, dementia is a general category of brain malfunction while Alzheimers is one of many types of dementia. There is much research being done on the cause and treatment of Alzheimer’s Disease. You can be sure when new treatments become available, our pharmacists will know about it. We are a great drug information resource.

History of Quesnel/Shiraoi
Developing a relationship, the first 19 years
This is the first part in the history of Quesnel’s relationship with Shiraoi, Japan, from 1960 – 1979. hen the community thinks about QuesnelShiraoi Twinning Society, many don’t realize how the arrangement began nor the impact its had on Quesnel over the years. It all began when an international pulp mill empire Daishowa, whose home base is in the city of Shiraoi on the central east coast of the island of Hokkaido, Japan. Daishowa Paper Ltd. built Daishow Marubeni International Ltd., a trading company at Vancouver, B.C. in 1960, then formed a 50/50 partnership with Weldwood Canada in Quesnel. And so the connection was established. Construction commenced in 1970 under the name Cariboo Pulp and Paper at a projected injection of $75 million plus into Quesnel’s economy. With this size of sound investment in a small northern rural town, it would create a boom town. Don Larson, president of the Chamber of Commerce, predicted a population growth of 3,000 in the next 10 years. New houses were built everywhere; not only homes, but entire subdivisions. New stores were constructed, others remodelled or
W
expanded. The new Moffat bridge with construction costs more than $2.75 million was opened Aug. 18, 1971. The bridge with a new access to the west side where West Park Mall, a mega store of its day for Quesnel, opened. Reid Street north extended a block of commercial space with the Royal Bank, Itza Joe’s Pizza and a new liquor store. Overwaitea, which at the time was a corner grocery store where the Bank of Montreal is located today, moved to West Quesnel and became the anchor for the West Park Mall. The Green Leaf Restaurant was rebuilt with a large banquet room. It became the place to be. Other new businesses to open at the time were Savalas, Pizza Hut and many more.
Daishowa’s president Mr. R. Sato and his son and vice president Kimi Sato were looking for future investments in Quesnel. In 1979 a 50/50 partnership was struck with West Fraser Mills of Quesnel. A second pulp mill, Quesnel River Pulp invested millions more into the local economy. Daishowa had become the largest pulp and paper producer in North America. With continued growth, more families moved in creating a need for more schools. Correlieu secondary school was constructed beginning in 1971-72 and opened to house 550 students for Grades 11 – 12. Maple Drive junior secondary school opened in 1976 for another 500 students.

More than ever before there was a need to further expand the twinning concept. – submitted by Phil Demers, member of the Quesnel/Shiraoi Twinning Society

Turkey has a drop and walk mentality when it comes to garbage
Ç
•
öp is everywhere, sadly. Far too many Turks have a disregard for the environment and they leave all kinds of garbage everywhere. My first introduction was while driving along the Aegean coast near Sigacik, west of Izmir. We stopped at an overlook that had an amazing view of an azure blue sea with red and white sand beaches. Turkey has an abundance of beauty along its thousands of kilometres of shoreline that includes the Mediterranean, the Aegean and the Black Sea. I moved closer to the edge, with camera ready, but noticed that I was just about to step into the remnants of a party that included broken bottles, half eaten food and all kinds of wrappers. On looking more closely, it seemed that this overlook was a popular place and there were many similar piles of discarded picnic or party debris. Walks along beaches took us near delightful rock formations, across wonderful sand and beside crystal clear water. Walks also took us through copious bits of garbage, some that had been dropped on
the beach and some that had been blown ashore. The authorities in every town seem to have their own focus; people, business, tourism, environment, growth… In Kusadasi, it is the lack of focus that creates frustration for locals and visitors alike. Dealing with garbage is a very low priority. City workers polish a small area so that tourists from the cruise ships receive a decent welcome but if you go out of the main areas just a little, you will see streets littered, beaches spoiled and bins overflowing. Interestingly enough, there are some recycling barrels but they too are overflowing. Ataturk is still revered nearly 80 years after his death and there are many parks in his memory. One terraced park in his name, which sits on a hill at the edge of Kusadasi, is well used and very abused. People continue to picnic in the debris and add to the mess. There are so few garbage bins in this town that locals have a drop and continue walking mentality. I watched in horror as one welldressed young lady, after having her lunch on the waterfront, tossed all of the garbage including a glass bottle over the edge, onto the rocks and into the
sea without a drop of regret. But, one amusing incident does show some hope. After purchasing a little plastic stool, we waited for a dolmus with the stool upside down in the bag, on the sidewalk beside us. One boy unwrapped his ice cream and looked for a place to throw the paper but found no regular bin. He did notice this bag with a stool and figured it was as good a place as any to throw the wrapper. We laughed. There are plastic bags and newspapers tangled in the long stretches of barbed wire. There are plastic bottles and candy wrappers every few metres along any road. Pull out areas along highways often seem more like a dump than a rest stop. There are remains of work jobs sitting right where the workers sat. Two fellows who replaced billboard ads left the strips of the old billboard and the remains of their lunch right where they dropped. When buildings are torn down to make way for the new, that material is often left in a heap behind the new building. Golbasi, a lake town, has a beautiful park that curls around the edge and a walkway that travels nearly 10 km. Last Saturday, more than a thousand

people crowded into this park, laden with their picnic goodies. Students sat on the lawns in small groups, the numerous benches were full and the circular picnic kiosks were crowded. Though there are many garbage bins in this park, the mentality of just dropping garbage is prevalent. Across from every bench, there is a pile of garbage in the lake, tangled in the reeds. Every morning, an army of cleaners attacks the park with a small street sweeper, large industrial vacuum cleaners and a team with brooms and dustpans. They take out many bags of garbage each morning, getting the park ready for a new day. But there are a few problems with this system. Yes, the cleanup does provide jobs for a few, but people are not taking responsibility for their own behaviour. And, though keeping the park clean, sometimes workers take a short
cut and sweep some of the debris into the lake rather than pick it up. This is another example of a veneer where the easily visible is kept very clean but the out of direct view is disregarded. A movement towards stewardship is beginning and some towns seem to take more pride in their appearance. In Cankaya, there are litter bins easily available. The parks have dedicated workers who keep the areas clean. There are many signs declaring their dedication to be environmentally friendly. In Marmaris, we came across a small group of residents trying to promoting a healthy environment for all. It is a start and I hope it grows. But we in Quesnel can’t gloat. Please slow down and look at the edge of our highways. Are we developing a drive and drop mentality? – submitted by LizAnn Eyford

Leo Micheal Uhrich
January 25, 1930 ~ June 29, 2015 It is with broken hearts of sadness that the family of Leo Micheal Uhrich regrets to announce his passing on June 29th 2015 at the G.R. Baker Memorial hospital. After a brief illness, with loved ones at his side Leo passed peacefully. He will be missed dearly by his sons Dan (Darlene), Mike, Kevin (Moe), And his granddaughter Tory. As well as his long time partner Adi: His many nieces, nephews, good friends and, mother to his 4 children forever friend, Marva. Leo will be sadly missed by all of his siblings. Helen (Russell), Ann, Ella (George), Joe (Patsy), Leigh (Mitch), Val (Ruth), Don (Pat), Len (Bea). Leo was employed at Weldwood for many years, until he had the enjoyment of retirement. Leo liked to fish. And to build, most anything that could be built. He was not one to sit around, un-
less he was in the company of family and friends. That was one of the few reasons he would be willing to sit idle. Leo was born to Michael and Ethel Uhrich on January 25th 1930 in Masefield, Saskatchewan. Leo was predeceased by his only daughter Patricia Anne, who passed away on April 13th of this year. With open arms she has greeted her beloved father. May you both rejoice in the sweet peace of heaven. One day may we all be blessed to meet again. Our memories of yesterday are inspiration for our tomorrow’s. We love you so. Always is Forever.
There is my picture in the paper with some words of my life, and death. My legacy I leave in my sons, and memories for the rest. Some folks will think me good, others may think me bad. Some will remember happy, others may remember sad. The sun will still rise in the morning, and set every night. The moon will hang high in the sky, the stars will still shine bright. Thou I have gone and left all that I love, I’am really not far away I’am watching from above. I believe I have built my stairs to heaven, one step at a time. All the memories of my life I must now leave behind. For each of you that cared please hold our memories most dear. And keep me in your heart, where forever I’ll be near. I know heavens doors open for all whom he calls home. I’m with my other loved ones, I’am not alone. Till we meet again. Keep smiling. Always is forever.

The Spirit of British Columbia will be the first vessel converted to dual-fuel, part of a refit that has been delayed until fall 2017. File photo
Three bidders for BC Ferries LNG refits BC Ferries has delayed the refit of its workhorse Spirit-class vessels by a year to accommodate plans to convert them to a dual-fuel system using liquefied natural gas. The Spirit of British Columbia is to begin its refit in the fall of 2017, with the Spirit of Vancouver Island to follow in 2018. The fuel conversion will be included in
the mid-life refits for vessels built in Victoria in the early 1990s for the Tsawwassen-Victoria route. Seaspan’s Vancouver Shipyards, Remontowa SA of Poland and Fincantieri of Italy have been short-listed for the refits, with the contract to be awarded by the end of 2015.
Remontowa SA is building three new intermediate-class ferries in Gdansk, Poland, with delivery of the first expected in August 2016 to replace the 50-yearold Queen of Burnaby on the Comox-Powell River run. The second is scheduled to arrive in October 2016, replacing the 51-year-old Queen
of Nanaimo on the Tsawwassen-Southern Gulf Islands run. The third is scheduled for service February 2017, for peak and shoulder season use on the Southern Gulf Islands route and as a refit relief vessel for others in the fleet.

for female soccer
The B.C. government has established a $100,000 fund to promote female participation in soccer, to carry on the interest generated by the recent World Cup games that set new attendance records at BC Place stadium.
Community workshops will be held around the province this fall, with speeches by Canadian soccer personalities and free workshops to develop more coaches, officials and volunteers. More than 122,000 players are registered with the B.C. Soccer Association. While more than 40 per cent
of athletes are female, only about 20 per cent of coaches and officials are. Nine World Cup games were held in Vancouver, with nearly 300,000 spectators. Canada’s quarter-final match against England was played before 54,000 people, the largest crowd ever in Canada for a national team match in any sport.

Fund addresses Cheslatta flooding The B.C. government has reached agreement with the Cheslatta Carrier Nation on a reconciliation agreement that includes work to address flooding that has repeatedly exposed grave sites for more than 60 years. The Kenney Dam was built in 1952 to provide electricity for the Alcan aluminum smelter in Kitimat, forming the Nechako Reservoir and using the Cheslatta Lake and River system as a spillway channel. The community estimates that more than 60 graves have been exposed by annual flooding since then. Chief Corrina Leween expressed relief that the province has committed $400,000 to design and the implementation of options to protect the area. “For decades we have proposed solutions to this and other outstanding issues and no one was willing to listen,” Leween said. “We can no longer tolerate the status quo.” Aboriginal Relations Minister John Rustad said the agreement is a step towards providing social and economic benefits for the Cheslatta.
Fire, smoke conditions ease in B.C. TOM FLETCHER Black Press Cooler weather reduced the number of new forest fire starts around B.C. by Friday and winds have eased air quality to allow normal outdoor exercise for most parts of the province. The only regions still reporting high air pollution readings were the Comox Valley and Whistler due to nearby fires, Provincial Health Officer Dr. Perry Kendall said Friday afternoon. In the rest of the province, people with chronic lung or heart conditions can resume normal outdoor activities, Kendall said. There were 15 fire starts reported on Thursday, a decline from earlier in the week, B.C. Wildfire
Management spokesperson Kevin Skrepnek said in a conference call from Kamloops. Lightningcaused fires were being reported Friday, mostly in southern B.C., with a risk of more lightning and wind as storms pass through. A ban on campfires,

burn barrels and fireworks continues province-wide, with unstable weather expected into next week. With 959 total fires so far this season covering 263,000
hectares, the early fire season is about double the average of the past 10 years. There are 100 fire personnel from Ontario joining every available B.C. crew, with more help on the
way from Australia next week. Costs for direct fire suppression on July 9 alone are estimated to be $3.8 million and the bill for the season has passed the $100 million mark.
