It’s the end of an era at Gill Elementary School. The school has been shut down and will be packed up over the summer. The contents, and the teachers, are destined for A.W. Neill, which will be converted from a middle school to a K-7 elementary school. But it just won’t be the same for kindergarten teacher Theresa Coleman. “This room is perfect for kindergarten,” said Coleman. “Kindergarteners need space.” That’s exactly what they had in Coleman’s expansive classroom at Gill. Located in a separate building from the rest of the school, it’s double the size of your average classroom. “We have our carpet area, we have our table area, we have our own kitchen area and girls bathroom and boys bathroom,” said Coleman. “I won’t have that at Neill.” A classroom as big as what Coleman has had at Gill has been especially great given the recent push to self-regulation, where kids are given the space and time to address their emotions. “They’re all about self-regulation and reducing your anxiety these days,” Coleman said. The larger classroom allowed the students to do just that. Those who wanted a quieter activity were separated out from those doing something louder. “We could space our centres so we have our quieter things [like] painting and reading and being on the computer together and the louder things like the blocks in a different area,” she said. “I am just not going to have that space over at Neill. It’s a real shame.” But although Coleman is sad to be losing the larger than average classroom, she’s happy to still have a classroom to come back to in the fall. “I just really, really love it out

The hard work of preparing A.W. Neill and E.J. Dunn for their transition to elementary schools from middle schools well underway, said school district 70 director of operations Greg Roe. – The school district has budgeted $150,000 for all the expenses associated with the move. “Basically we’re getting the schools renovated, cleaned and making sure we get all the teachers’ belongings to their new destinations,” said Roe. That’s every teacher’s belongings, Roe added. “Anybody who is currently teaching at either Gill or Eighth Avenue will definitely be moving on to either A.W. Neill or E.J. Dunn,” said Roe. “They would pack the contents of their classroom and then we would relocate it to the new classroom,” Roe said. The bulk of the renovations to the nowformer middle schools will involve preparing them for younger kids. “In a middle school that’s never really catered to primary students we have to do things to create the kind of utilities in those spaces that you would typically see in a primary grade classroom,” said Roe. “For instance, coat hooks and cubby storage.” Some classroom features

will have to be adjusted so that they’re usable for shorter children. “In a lot of cases, lowering the white boards down to a primary height so the kids can actually work on them.” Kindergarten classrooms will take the most adjustment. “We would be installing sinks because those Greg Roe young kids are washing up in classrooms before lunch and after play, said Roe. Some specialized classrooms in Neill and Dunn will stay empty for the 2015-16 school year. That’s because the industrial education programs that were offered by the middle schools won’t be offered by the new K-7 schools this year. “Wood shop wouldn’t be offered at Neill and it wouldn’t be offered at Dunn,” said Roe. “Right now we don’t have any plans to renovate those spaces... basically right now any home economics or industrial education spaces, we’re leaving those spaces as is. They won’t be used in next year’s curriculum.” While the future of Gill is yet to be decided, two alternate programs will move from their current leased Redford Street building to Eighth Avenue in September. Neither of the two programs will require much in the way of renovations, Roe said. Both will mainly just use the Eighth Avenue library.

here,” Coleman said. “But I’m just happy to have a job!” It will be a big change indeed for Coleman who’s spent the past few years in this classroom. But it won’t be the first time she’s teaching her students in a standard sized room—in her nine years at Gill, she taught Grade 3, Grade 5 and a Kindergarten/ Grade 1 split. “I’ve done a K-1 split in the big building in a regular size classroom and it can work,” Coleman said. “The kids step over each other and

they learn to say ‘excuse me’ and ‘sorry about that.’ So it can work and it will work.” This fall will bring some added excitement to take Coleman’s mind off of the smaller room. “My little girl is going to be in my classroom this year so we’re both starting fresh in a new school this year,” she said. “So that will be neat.” And no matter the size of the classroom, Coleman is happy to keep teaching kindergarteners.

that trend down,” said Cicon. “Depending on the weather, we have seen a drop down to 14,000 cubic metres and in the last few days it’s been much lower too,” said Cicon. “We’re keeping an eye on consumption, it’s really important for us to help make decisions around our next stages,” said Cicon. On average, a resident living in a single family dwelling in Port Alberni uses 254 litres per day, Cicon noted, while someone living in a multi-family dwelling, like an apartment building uses approximately 217 litres daily. According to an Environment Canada report from 2009, those numbers are below average for B.C. municipalities of similar size. The

With little to no rainfall in the forecast and reservoir levels continuing to decrease, the city of Port Alberni has imposed stage two watering restrictions. City engineer Guy Cicon said that the city is tracking consumption carefully. City crews go up to the city’s main water reservoir, Lizard Lake, weekly to monitor lake levels. Lizard Lake feeds China Creek, where the main water intake for the city is located. If needed, the city can also draw from Bainbridge Lake. When stage one water restrictions were imposed back on June 8, Cicon said it was the earliest he’d ever done so and that he couldn’t remember a time when water restrictions hit stage

The city of Port Alberni will once again be providing an initial attack response to wildfires within the Alberni Valley. “Last year the city entered into an agreement with the Wildfire Management Branch for the city to provide initial attack response for the Wildfire Management Branch if they were unable to set up in the Alberni Valley,” said Port Alberni Fire Department Chief Tim Pley told council at their July 13 meeting. With the province’s fire fighting resources maxed out by the recent hot, dry weather, Pley said the B.C. government is looking into entering a similar agreement for this year, though compensation has yet to be decided upon. “They’re anticipating conditions will be all the more hot and dry throughout the summer,” said Pley. Citing the earlier start to the fire seasons, council authorized Pley to begin talks with the Wildfire Management Branch in February of each year. reporter@albernivalleynews.com

versus an expanded beach and I think at this point it’s really not about that,” said Minions. “It’s about the contract that was signed last year and it’s not negative towards the port authority. It’s just about following the terms of our contract.” However, Coun. Jack McLeman, Mayor Mike Ruttan and two other councillors voted to table the motion until September. McLeman justified his decision to table, saying that he didn’t want to jump the gun. “In the past two years, council has made a lot of knee-jerk reactions to things and sometimes made public announcements that have affected industry,” said McLeman. “The industrial corporations—and rightly so—have been annoyed at the city and I don’t want to do anything that’s going to upset what we’re

starting to repair.” However, McLeman said he won’t push the lease past September. “If nothing’s there, I’ll make the motion.” Ruttan said that while the city currently has nothing in the works for that

The City of Port Alberni won’t entertain a year-round outdoor burning ban until curbside yard waste pickup is established, city councillors decided on Monday. Members of the Air Quality Council last month asked the city to consider a yearround ban to address air quality concerns in the Alberni Valley. “Over the years the city has taken a number of steps to improve air quality and reduce emissions,” fire Chief Tim Pley told council on Monday. issues within city limits. “The air quality council has identified that the next natural step would be to further restrict outdoor burning or to ban outdoor burning year round.” Currently, outdoor burning is allowed between Oct. 15 and April 15. “This coincides with our weather patterns that promote poor air quality.” Pley had presented three options to city council: do nothing; implement a further partial restriction or ban outdoor burning completely. Pley noted that past councils had so far chosen the first option.

Port Alberni city council is at odds over a decision made on Monday night to give the Port Alberni Port Authority two more months to get an industrial operation going on Lots A and B of the former plywood site. The city had leased the two lots to the port authority last year with a clause that industrial or marine commercial enterprise must occur on the site before July 1, 2015. The original, preapproved proposal was to have Canadian Alberni Engineering begin ship building operations there. However, at the end of June CAE general manager Steve Dunagan said that no lease had been signed yet and that any negotiations would continue to be handled by CAE’s Ontario-based parent company. Coun. Chris Alemany asked council on Monday to give PAPA a 90-day notice of the city’s termination of their lease. “This lease was created with the city and the port authority with the expectation that certain developments would take place,” said Alemany, adding that he thought those were reasonable expectations at the time. “Unfortunately that didn’t come to fruition and seeing no possibilities for new ways of satisfying those very specific terms of lease, it strikes me as a business matter only, not one that would generate animosity or bad feeling between the parties.” Coun. Sharie Minions echoed Alemany’s words. “I think that there’s been a lot of talk about industrial activity on that lot

property and didn’t work with the port authority for 25 years and did nothing with it so the port authority’s now had it for a year and is trying to shop it around and do something to help the economy.” Port authority director of public relations and business development Dave McCormick said that they would take the extension to continue to work towards fulfilling their lease requirements. “Current plans are to continue to explore what the opportunities are that meet the spirit and intent and the goals of the original terms and conditions of the lease,” said McCormick. He would not elaborate on what those plans could look like. “What we’re exploring now could ultimately encompass a variety of different things.” The decision to give notice or extend PAPA’s lease of the former plywood lots will come back to the Sept. 14 city council meeting.

The extreme lack of precipitation in the late spring and early summer prompted pleas from city officials to conserve water and led to some of the most restrictive water-use requirements ever seen, from the Comox Valley to the Regional District of Nanaimo and now the Alberni-Clayoquot Regional District. After more than a dozen human-caused fires in Nanaimo alone, city officials pleaded with residents to refrain from activity that could spark a wildfire, such as tossing cigarette butts from moving vehicles or even cutting your lawn. The B.C. Forest Service tried to reduce the number of wildfires by banning campfires during the worst forest fire season in recent memory. Although Islanders celebrated the drizzle on Saturday and Sunday, it doesn’t mean we can become complacent once again with our water use or our potential to cause forest fires. The forecast calls for a bit more rain and then it’s back to sunny and dry for the rest of the week. Although the smoke has cleared and the temperature feels a little cooler, we should continue to butt out with a bottle of water rather than tossing cigarettes out the window. Planting drought-tolerant vegetation rather than lawns will help conserve water now and into the future. Using efficient methods for watering or capturing water from showers, dishes and hot water taps will help ease the pressure on local reservoirs so they can last through the fall. Islanders had a hard lesson in water conservation this year – one that might not yet be over. Let’s not lose the good habits we developed during this year’s drought. — Nanaimo News Bulletin

ICTORIA – The B.C. legislature is back in session this week, a rare summer sitting to approve a 25-year project agreement for the first large-scale liquefied natural gas project in northern B.C. Finance Minister Mike de Jong released the lengthy legal agreement prior to the debate, saying this step should remove any doubt that an international investment group led by Petronas of Malaysia intends to go ahead. With billions invested in upstream resources and buyers waiting at home, the Pacific Northwest LNG group includes Chinese state corporation Sinopec, Indian Oil Corp., Japan Petroleum Exploration Corp. and Petroleum Brunei. The most contentious issue is the government’s intention to protect the investors from

“discriminatory” tax and regulations for the life of the project. The government insists these sorts of long-term cost certainty agreements are commonplace, and don’t affect provincial and federal taxes or environmental regulations unless they single out LNG operations. Future governments can raise corporate tax rates, carbon tax or enter into a cap and trade system. Ottawa can scrap capital cost allowances that were recently extended to LNG producers, which is significant because Liberal leader Justin Trudeau has indicated he would get rid of what he calls subsidies to fossil fuels. Both the province and Ottawa allow capital cost write-offs against corporate tax, to attract investment. B.C. attracted

a lot of gas drilling rigs from Alberta with tax breaks for deep drilling. The B.C. government invited comparisons with Western Australia LNG producers, and NDP researchers did just that. They noted that Australia’s Gorgon and North West Shelf LNG projects have written provisions that local employment and local suppliers will get preference. Those are absent in B.C., along with apprenticeship guarantees for LNG. “There was hard bargaining by the companies, and certainly the premier went into this negotiation in a very weak position, having to deliver on her extravagant and grandiose promises from the election,” NDP critic Bruce Ralston said. “The companies did well. LNG industry as a fantasy that will never come to pass, strictly on economic grounds. He has since branded the Petronas deal, a template for any future projects, a “generational sellout.” Another big player with gas well investments in northeast B.C. is Shell, with a proposal for Kitimat. Its prospects have improved since it took over British Gas Group, which had its own LNG intentions here. Another group led by Altagas remains on track to ship LNG from its Douglas Channel site before the end of the decade. It’s important to remember that without LNG exports, B.C.’s natural gas industry will shrink rapidly after 50 years of increasingly significant revenues from sales to the U.S.

Re: Only you can prevent fires, Editorial, July 9. Smokey the bear and those that lived on Dog Mountain must be angry. The BC Forest Service says “never leave a fire unattended” but they don’t do what they say. They left this small fire unattended but “monitored” for the first three hours and since then their random and uncoordinated attempts at dealing with it allowed it double daily to more than 400 hectares. It’s not just the health concerns, wildlife, economics and tourism and timber losses to consider but the longterm blight that is being imposed on the aesthetic center of our lake and community. Sproat Lake is known as one of, if not the best lake in B.C. People come from all over the world to live, recreate and enjoy the beauty of the lake. Special consideration was always given to the view scape of Dog Mountain in logging and forestry plans

and then the BCFS department actually added fire to fire on this once beautiful mountain scape. The inaction, wrong action and mismanagement of this fire will haunt us lake residents and tourists alike for decades to come. Using “back burning” in steep terrain where daily afternoon winds and thermals exist is ridiculous. Any experienced coastal fire boss would agree. More burned timber and soils. More flying ash and smoke. More chance of crowning and hot particulate transfer to the other areas adjacent to Dog Mountain. Someone please explain to the public the rationale why the Port Authority Fire Boat was rejected by the Forest Service or why the only helicopter that was making any progress on the first day was sent packing? Why wasn’t the fire boat in use daily? Water puts out fires, not shovels and hoes and especially fire bombs as were apparently used. I have talked to many logging managers and former fire bosses that totally disagree with how this fire was dealt with.

About time for living wage To the Editor,

Kudos to the City of Vancouver for opting to create a liveable wage policy for its workers. It would be a boon if this inspired the provincial government to raise welfare rates, which affect many communities all over B.C.—especially populated with clients on disability who, though unable to work, still contribute to the fabric of the community in other (often volunteerism) ways. Unfortunately, I don’t hold out much hope for a provincial government that expects aging clients on disability to live on an average of $950/ month. Do the math: According to a regular 40-hour work week (or 160 hours per month), an income of $950/ month works out to $5.94 per hour. Is it any wonder the provincial government balks at raising the minimum wage, when they know people can survive (albeit just) on the equivalent of

$5.94/hour? So good luck with this sane new approach, Vancouver. As 2006 Nobel Peace prize recipient, Muhammed Yunus said: “Poverty is not created by poor people. It is created by the concepts and institutional arrangements under which people live.”

Reinstate Casavant To the Editor,

We are writing with regard to the issue of Conservation Officer Bryce Casavant being suspended without pay for saving the lives of two bear cubs in Port Hardy. We are ashamed at how wildlife issues are “managed”in this province. We have witnessed too many deaths of wildlife animals at the hands of conservation officers who are acting in accordance with the policies set out by our provincial government. This on-going slaughter is not missed or ignored by us or many other residents of this province. It is entirely anthropocentric, inhumane and shortsighted to believe that we have the right

to exterminate other animals in the name of convenience and economy. We have spoken personally and at length with many conservation officers and have heard all of the justifications and rationales. We are two citizens of this province who are outraged at the government’s policies and practices. We are disappointed that anyone would condone the slaughter of these two cubs. Officer Casavant should be commended for his forward-thinking, progressive, compassionate refusal to carry out such anthropocentric policies. We salute Officer Casavant for his courage to stand up for what is right and we believe he should not only be immediately reinstated to his job (with back pay), but that he should be promoted to a consultant on the humane, sane and compassionate treatment and stewardship of our wildlife brethren. I know of two occasions lately that Christians were invited to make a presentation to a college class. One spoke about the geological evidences for creation, while the other spoke about the historical resurrection of Christ. He focused on the witnesses to the risen Christ and how it could be that they were all willing to suffer or die rather than give up their belief. Most interesting to us is the reaction of the college students, many of whom became very upset and angry. When these same students hear ideas of mysticism and various views about divinity from around the world they respond only with interest or indifference. They don’t realize themselves the power of the Christian message on their minds and why it is that they respond with such anger at the name of Jesus Christ.

A botched robbery has earned a 29-year old Port Alberni woman four months in jail. Tara Patricia Miller was found guilty of attempted robbery for walking into the Krush Smoothie Restaurant on July 8, 2014 where

she pushed a hold-up note towards the cashier and showed the butt-end of a gun. The restaurant owner saw what was happening and came out from the rear of the store and told Miller to get out of the shop. “She used a fake gun, but it was so fake that it didn’t fool anyone,”

Miller’s lawyer Michael Munroe said it was “an illconceived moment of desperation … a complete lack of thought”. Judge Ted Gouge called it “the most inept robbery one could imagine”. Miller was easily tracked down by the address on her resume, and was arrested without incident. She was released on bail on Jan. 20, and given strict conditions while awaiting trial. On May 12 she was again arrested, this time for being caught stealing $6 worth of costume jewellery from Walmart, and was sent back to jail. She admitted to being addicted to cocaine, and said she was on the drug at the time of the robbery. She also suffers from psychiatric issues and takes medication for depression. A hairdresser and esthetician by training, Miller said she wants to continue to work in that field, while sharing custody of her two young children. She was given a total sentence of 121 days’ time-served, and three years’ probation where she has to stay out of trouble and off of illegal drugs. She will be back in court on July 22 when the Crown seeks forfeiture of her bail.

The Alberni Valley Blazers U19 Girls Fastpitch team are the 2015 Softball BC Provincial Champions after besting Peninsula Thunder 7–1 in the gold medal game in Westbank. After losing their first of four round robin games in the 16-team tournament 5–4 to Abbotsford in extra innings, the Blazers were off to a tough start. They regrouped and came back later Friday afternoon with vengeance against Sicamous, beating them 11-4. On Saturday morning, the Alberni girls beat south Island rivals Sooke 11-5 before facing the host team West Kelowna in what proved to be a tough game. The blazers came out on top in the extreme heat with a 5-3 victory and a 3-1 record in round robin play. Being seeded fourth out of the 16 at the BC’s they were to face fifth-seed Sooke Slammers again. The Blazers wasted no time and defeated Sooke 7-0 in five innings to end the evening with three wins that day. Up early on Sunday, the Blazers returned to the ball diamond at 8 a.m. to face first-place Richmond Panthers for the chance to advance to the medal round. With strong bats

With only a one-game break the Blazers were back on the diamond at noon to face the No. 2 seed, Peninsula Thunder in the semi-final winners bracket, which they lost 8–5. Being a double knockout format, the Blazers were given a second life. With temperatures almost unbearable, the Blazers went on to face hometown West Kelowna at 2 p.m. nd left no doubt they were headed back to the final game with a convincing 10-2 victory in front of a packed house at

the Westbank First Nations Pine Stadium. In the final game of the afternoon, the Blazers got a chance at redemption against the South Island Peninsula Thunder. It was a solid effort by each and every one of the 11 girls who made the journey to this championship and at the bottom of the seventh inning, the Blazers had recorded a 7 -1 victory and claimed the gold medals. Blazers coach Shannon Charlesworth said she was “extremely impressed” with the play of the girls as it was exhausting in the Okanagan heat and hard to breathe due to smoke

from nearby fires. “This is a busy age and to see these girls still playing fastpitch and making the commitment to particpate in sport is terrific,” Charlesworth said. “Our community is very proud.”

Blazers took a second gold medal for Fastest Team at the Softball BC Provincial Championships. The SBBC Championships hosted a skills and drills event where four of the Alberni Valley Blazers ran the four-person base relay in 52.17 seconds.

Alberni Valley Bulldogs hockey fans might soon be able to have a cold one in the stands following council’s decision to licence the Weyerhaeuser Arena stands. “We currently have a licence for the [Multiplex] but it’s specific to the upper lounge,” said director of parks, recreation and heritage Scott Kenny. Kenny added that the exclusiveness of the licence was done on purpose and that he and his staff first wanted to see how it would go before moving ahead with a more expanded licence. As the current upper lounge liquor service has gone well, Kenny said, they’ve received requests to expand it to the stands. “Steve Bilodeau, manager of the Multiplex facility, did speak to his counterpart in Cowichan and other facilities,” said Kenny, adding that Cowichan has had a positive experience. “Maybe five per cent of people actually take

anything into the stands,” he added. While Coun. Denis Sauve expressed concerns regarding the lack of police consultation, Kenny said the choice has to be made now as the current liquor licence expires at the end of July. “Because our licence expires at the end of this month it’s important for us to make an adjustment now if you want to proceed with that,” said Kenny. He added that security has been taken into account. “We would actually have the team up their security level for their games,” said Kenny. Having a liquor licence for the Weyerhaeuser Arena stands doesn’t mean that alcohol has to be served, Kenny said, adding that liquor service will only happen during Bulldogs’ games and only if no problems arise. “The group in there is very well behaved,” said Coun. Marcinek, Ken 1948-2015 Ken Marcinek, born in 1948, passed away peacefully on July 12th with his daughters and wife by his side after a heroic battle with cancer. Singer searches for sound when recording Straker decided it was best to let it go, and began creating new material on a 104-year-old Heintzman upright piano that was gifted to him last year. “When I write the songs I’ll write them at the piano, so it’s me, my piano and my songs,” he explains. Then he searches for a producer “who surrounds my piano with something. I strategically pick these people.” The differences in production techniques lend themselves to creating a new sound for each disc. Straker purposefully chose producer Dean Drouillard for this latest project. North Star Falling features electric guitars, horns, strings, acoustic guitar and banjo coupled with Straker’s piano. “I kind of knew

what he sounds like. I wondered what he plus me would sound like,” says Straker. “He’s brought a certain maturity to the sound. Dean did bring a signature sound to it.” Music critics liken Straker to Randy Newman, Billy Joel in his early years or even Elton John long before he became Sir. This latest disc is a more mellow mix than live audiences typically see, leaning toward ballads. “Straker covers a wide swath of musical territory on this new disc, keeping us wondering where we might go next, while never losing sight of the importance of a finely crafted tune,” said CBC Radio’s Mark Rheaume. Listeners can expect Straker to throw in some new material along with established songs at Char’s.

“My live show is a real mix of up tempo songs and more mellow ballads,” he said. Tickets for Straker’s

Fast boats, fun on water at regatta This weekend, Sproat Lake will be in the spotlight again— but this time not because of a fire or historic Martin Mars flights. The annual Sproat Lake Regatta runs July 18–19 at the lake and kicks off with a boat show n’ shine Friday at Pacific Chevrolet from 4–9 p.m. So many events make up the regatta, says organizer Stan Kujala, from the smallest humanpowered water craft to a 200-mile-an-hour drag boat. “We’ve got three Formula 1 boats coming. They’re closed-cockpit boats that...race in a circle. They can reach speeds of 100 miles per hour. They are just exhibition boats—they’ll be racing against each other,” Kujala said. Mike McLellan will be back with his F1 “tunnel” boat; he competes on the US Prop Formula 1 tour. Another regatta feature will be a top fuel hydro race boat that Mo Davidson from the Lower Mainland races. “It’s capable of speeds up to 200 mph,” Kujala said. “It’s a drag boat so it will run on the same course we’re racing on but...will race by itself.” The boats will be at the show n’ shine as well as in the pits at Sproat Lake Provincial

Park on the weekend. The drag boat events kick off Saturday at 9 a.m. with a test and tune; bathtubbers will race both day and there are many more events. Starting time is approximately the same for Sunday. How to watch the water events Races can be seen from the beach at the provincial park. Boaters are welcome to watch from the

lake, however, this year there will be a boom preventing them from straying onto the race course. “The reason for the boom is to try and keep rough water to a minimum,” Kujala said.
