A

time-honoured Nanaimo tradition will take place for the 31st time this weekend, and as always, it promises to be silly. The 2015 Silly Boat Regatta, Nanaimo Child Development Centre’s flagship fundraiser, begins 1 p.m. on Sunday (July 19) at Maffeo Sutton Park and according to Michelle Kocourek, organizer, there have been many interesting entries over the years. “One of my favourite boats through the years was Serious Coffee,” said Kocourek. “They did a coffee cup ... it was hilarious. Now it did go in circles. It didn’t go straight forward, right away, but I think that’s probably one of my favourite boats.” There are always boats that look good, but don’t perform well in water, according to Kocourek. “Again, you never know what you’re going to get. Some of them look great on land and you get them on the water and they flip, or you flip. It’s the fun and it’s the silliness and it’s the team spirit that comes through and it’s all for a great cause,” she said. Generations Church was

The child development centre will have an entry Sunday and members want to embody the spirit of the event. “The consensus [was] staff do not want to win,” said Kocourek. “They’re not going for the win, they’re going for fun.” All proceeds go to the centre and will be used for programs and services, assisting children with special needs. A steady stream of customers file into Trees Dispensary Nanaimo, one of several places to pick up medical marijuana in the Harbour City. Cookies, brownies and B.C bud can all be found behind glass cases at the Bowen Road storefront, estimated to serve 1,500 people each week. Clients don’t have to be medical marijuana patients as long as they declare they have a serious medical condition. It’s not the first storefront to go to pot in the Harbour City to meet demand for medical marijuana. Despite retail pot being illegal and the city’s refusal to license the business, more dispensaries are on the way. Two signs advertising dispensaries have cropped up along Terminal Avenue and Nicol Street. Dispensaries are operating within a grey area, according to those behind the counter and city bylaw manager Randy Churchill. The City of Nanaimo has the potential to issue fines to unlicensed businesses – if dispensaries aren’t registered as non-profits – but since the city doesn’t want to license an outlet it views as illegal, it doesn’t want to ticket dispensaries for being without one. Churchill says the city is most concerned with where the product comes from and the conditions of houses and buildings, but it’s the RCMP that decides whether the dispensaries are in breach of the law. Nanaimo RCMP Supt. Mark Fisher says police have to do a proper investigation and it also comes down to policing priorities, but it is illegal to sell marijuana and they are gathering information on what’s happening. He also points out that patients who do have medical permits have the option to go to licensed providers who are legal, like Tilray. “There’s controls over the production of that marijuana, and quality controls and testing that meets certain standards that all falls under the federal government program; dispensaries we don’t know where they’re getting their marijuana from, what testing is done on that marijuana, anything of that nature and same with the food products that they sell,” he said.

Armed robbery at pizza place A Domino’s Pizza location was robbed by a man brandishing a handgun on the weekend. According to Nanaimo police, the robbery happened at the Domino’s Pizza on 3394 Norwell Dr. on Saturday at about 9:15 p.m. An undisclosed amount of cash was handed over and the suspect fled east on Ross Road on a silver and blue mountain bike. The suspect, captured on video surveillance cameras, is described as Caucasian, 200-250 pounds, about 6-foot-1, 35 to 50 years old, with acne scars on his face and an unusually highpitched, raspy voice. He appeared to waddle as he walked. He wore black sunglasses, a black hoodie with a green plaid jacket over the hoodie and grey sweat pants. “We have concerns in that regard as well,” Fisher said. Anita Roy, assistant manager of Trees Dispensary, acknowledges the business is operating in a grey area – as is every other dispensary in B.C. – but it pays its taxes and employee wages and has attempted to get a business licence from the city. It has also made the city and RCMP aware it exists and wants to be a legitimate business – it’s providing a venue for people to access marijuana instead of having to get it on the street. Trees is also different from other dispensaries, serving people who don’t want to go into a head shop, but

want to access products like CBD capsules. The only signs Tree Dispensaries offers up marijuana are the white boards advertising prices and types of product, the smell of bud and a pile of canned goods on the floor offered in exchange for a free joint. The products themselves are behind closed doors. “We are busy all the time. People are happy that we’re here,” said Roy, who says Trees serves a wide range of demographics and ailments. Lack of water cancels slip-and-slide event Nanaimo politicians kiboshed a massive slip-and-slide event in the wake of water concerns. Nanaimo was supposed to be ground zero for Slide the City’s inaugural tour north of the border this August, until city council pulled support for the company’s event application on Monday.

Councillors liked the idea of the 300-metre slip-and-slide, but had concerns about water usage. Anywhere from 45,000 to 360,000 litre of water would gush down the slide. Conditions were considered, but council voted not to approve the event.

City risks breach of provincial order

A political decision to study the Colliery dams has put the City of Nanaimo at risk of breaching a provincial order. City council voted 5-4 to have a new committee study the Colliery dams and pursue a remediation solution for the middle dam. The B.C. Comptroller of Water Rights has given the city until July 24 to hand over construction plans for the lower dam, a structure that must be fixed by midNovember. Council’s vote doesn’t include remediation for the lower structure and calls staff to bring back terms of reference for a committee by July 27. Coun. Gord Fuller said it didn’t make sense to remediate without additional

information, like spillway capacity, and after the decision was made, added it could be interpreted that council is going to ignore the order. Coun. Jim Kipp said the ability to get proper data that’s missing and deal with the middle dam to try and reduce risk to the lower dam is important to him. Coun. Ian Thorpe, however, argued the motion ignores the guidelines the city has been given. “We don’t have more time to explore mitigation options that do not comply with dam safety regulations,” he said, later adding that it directs staff to work in a way that condones non-compliance and continues to put the corporation at risk. The city is expected to send a letter to the province this week. The B.C. Ministry of Forests, Lands and Natural Resource Operations said in an e-mail it would be inappropriate to comment without correspondence from the city but that the comptroller is considering options. Bylaw amended to include fines

The Regional District of Nanaimo is looking to add bite to its water-use regulation bylaw. Regional district board directors voted in favour of a ticket regulation bylaw amendment at the committee of the whole meeting Tuesday night and it will come into effect if approval is given at their July 28 regular meeting. T h e re g i o n a l d i s t r i c t adopted the water bylaw in 2012, but due to an oversight, didn’t update the ticket enforcement bylaw, according to Mike Donnelly, manager of water and utility services. Violations, such as excessive water use and water use

contrary to restrictions, will net first-time offenders a $50 fine. A second offence will net $150, while a third will net a $300 ticket. Illegal diversion of water from the system and allowing appliance deterioration, thus leading to water waste, are other offences which can lead to fines. The regional district elevated its water restrictions to Level 4 last Thursday and Donnelly said the proposed amendment was also spurred by water shortages. He said the amendments are there in case of problem residents. Residents normally are quick to comply, however. “We see the need to make sure that our bylaws are aligned, so if it comes to it, we can ticket,” said Donnelly. “I actually don’t see us going that far, just because the residents we’ve worked with over the years, we’ve never really had to push things that far.”

Typically, violations can be chalked up to misunderstandings, he said. With the low snowpack brought on by a mild winter, coupled with lower rainfall, water levels have been a priority for Donnelly and the regional district. Level 4 restrictions have helped since coming into effect, but there needs to be more, he said. “We have seen a drop in water usage and that’s pretty well across the region,” said Donnelly. “We need to see more of a drop and we need to maintain that lower level of use right through the summer.” Donnelly said compared to last year at this time, the regional district’s water level is where it would normally be at the end of August. The bylaw amendment also includes language for other offences, such as sound and dog complaints. reporter@nanaimobulletin.com

RCMP arrest suspect in Canada Day machete attack Nanaimo RCMP have arrested and charged a man for an assault in Harewood on Canada Day. According to Nanaimo RCMP, police and paramedics responded to a report that a

man had been attacked. The victim received life-threatening injuries from being struck in the head with a machete and was flown to Victoria General Hospital where he remains in serious but stable condition.

RCMP arrested 26-year-old Jesse Goodale, of Nanaimo, as the alleged assailant. Goodale has been charged with aggravated assault and appeared in Nanaimo provincial court Tuesday.

A Nanaimo engineer’s mountain bike design tackles tough terrain, but has yet to cut a trail to an assembly line. Chris Hudec, a senior project engineer with Lewkowich Engineering Associates, started studying mountain bike rear suspensions in 2010 and discovered he could improve on existing designs. “Riding around here you’re always climbing something,” Hudec said. “Climbing is hard, so anything that makes climbing easier is always beneficial and I was pretty sure that I could come up with something that would perform very well and probably better than most of the bikes that were currently available.” Rigid-frame mountain bikes – commonly known as hardtails – have one primary advantage over their full-suspension counterparts. They don’t flex and waste energy being transferred to the rear wheel under the force of each pedal stroke. Full-suspension designs compensate for this condition – referred to as pedal bob or acceleration squat – by allowing the rider to lock out or stiffen the suspension when climbing. “Mine doesn’t need anything,” Hudec said. “So that means the shock is open and able to respond to bumps and trail irregularities and you don’t compromise the suspension by having to slow the shock down to deal with

Riding on level ground, the bike feels like a conventional full-suspension bike, but start to climb and you suddenly feel the bike’s rear end stiffen under each pedal stroke. Stand up on the pedals for more power as the trail gets steeper and the bike feels like it’s practically propelling you up the hill. Local riders who have ridden report similar experiences. Jessie McGarrigle, a B.C. Cup cross-country racer who teaches mountain bik-

ing and guides excursions in Nanaimo, was surprised at the bike’s climbing performance and smooth descents. “When I got on it I expected it to climb like a sluggish fullsuspension, but it climbed like a hardtail,” McGarrigle said. “I was amazed. It felt like it added traction to my climb. It was crazy.” “I had it for about a week,” said Dan Brady, who has 10 years’ experience as an aggressive cross-country rider. “It’s a good climbing bike. Hotel requires a busy setting

Nanaimo isn’t getting a new hotel next to the conference centre, but on the bright side, the vacant lot is perfect for playing stickball. The city and SSS Manhao struck out in constructing a $50-million skyscraper hotel at the Gordon Street site, as the Chinese company backed out last week. SSS Manhao cited Nanaimo city council’s bad faith as a reason for stepping away. We don’t buy that. Although city council’s divided and capricious attitude toward the project couldn’t have helped, if there was money to be made, these business people would have persevered. There’s no sense blaming the hoteliers. They may have given us false hope with promises of 70,000 tourists a year, but ultimately the failure isn’t their fault. Whether we wish to believe it, the only factor that could have been a deal-breaker is that Nanaimo’s downtown is not desirable enough right now to get that kind of hotel built in today’s economy. We’re right to hope for a hotel across from the conference centre and it would make a difference in revitalizing the area. But we’re caught in a catch-22. Without the hotel there, our downtown isn’t all it can be, and if our downtown is lacking, then it doesn’t make sense for a hotel developer to invest there. It isn’t an option to ignore our downtown and let it regress. It matters too much to too many people – not least of all taxpayers – that our investments to date pay dividends. If downtown matters to our city leaders, then their continued efforts will be worthwhile. Our downtown can build its capacity and become busier, more appealing and more vibrant. And that’s the sort of place that will attract hotel developers. We’re still playing stickball in downtown Nanaimo. If we want to make it to the big leagues, we need to keep working at it.

Good riddance to flawed hotel deal This is not a characteristic of a leader whatsoever. This man should be stopped from speaking to the media. His venomous words are damaging to all of Nanaimo.

Re: Developer cites lack of council support for killing hotel deal, July 14. City hall spin doctors have been busy, no doubt helping the Chinese hotel lawyer flip the blame for pulling out on those ‘nasty’ majority councillors, who are actually watching the city’s interests. Council granted the developers exactly what they wanted – an extension, money previously offered to improve Piper Park and giving away first refusal of managing the convention centre. Now the lawyer lists these as the reasons to run. He forgets to say, they did not live up to the signed agreements. Bottom line – nothing has happened at the makebelieve hotel site since that flashy press-photo groundbreaking. Now only those torn promotional banners flap in the wind. Regardless, the time is now to repurpose or sell the conference centre – before somebody thinks up something to keep taxpayer money continually bailing out the white elephant.

an end, perhaps inadvertently, to this charade of SSS Manhao building a $50-million hotel and bringing in 70,000 visitors a year. It seems strange that, while the company was having problems raising funds for the project, it didn’t hesitate to walk away from the $4.5 million it allegedly had already invested. It was a disappointment that none on council insisted on examining the sheaf of papers the company lawyer repeatedly waved around at a council meeting declaring they were receipts for work already done. I just hope the buy-back clause in the agreement is iron clad, otherwise we could end up with a foreign company owning, as an investment, a prime lot in the very heart of downtown Nanaimo.

The mayor is speaking out about council’s decision to give a six-month extension that was rejected by SSS Manhao. That was the developer’s choice, not council’s. Then the mayor went on to suggest that the company sue the citizens of Nanaimo for costs related to whatever this company spent. The mayor telling a company to sue citizens of his town. What on Earth is going on with this man? From what I can see, he is so spiteful and hateful towards ‘the five’ that he throws them under the bus at any given chance and this time, all of the citizens of Nanaimo. That just exudes selfishness to me.

Taxpayers have been subsidising the conference centre to the tune of $1 million per year while we wait for this ‘essential’ hotel to be built. All this time there is no sign of any progress on the hotel construction and the developer has missed two deadlines. But when council puts a couple of conditions on yet another six-month deadline extension, in the hope of pressuring the developer into action, all of a sudden it’s council’s fault the deal fell through? Seems to me it wasn’t council that was disrespectful, it was the developer that was disrespectful – continually ignoring deadlines. Forcing this developer to ‘fish or cut bait’ was the right thing to do at this stage. Now we can move on with either repurposing the conference centre or getting a serious development proposal that incorporates the conference centre. Either option is better than waiting forever in limbo.

Being a British Columbian, former mayor and longtime citizen, property owner and business person in Nanaimo, I find it reprehensible and totally inexcusable that a democratically elected mayor and city council would reach a level of conduct and conflict so low as to require the services of an independent facilitator to resolve their differences. You don’t require a facilitator, you require a hard knock on the head

and a firm kick in the butt, each and every one of you. May such be a blunt reminder as to why you were elected in the first place, to determinedly focus and responsibly serve in the best social and fiscal interests of the citizens and the community as a whole. hat started out as a hobby has turned into so much more for Nanaimo drummer Ethan Olynyk. “My grandmother bought me a drum set for my birthday when I was four,” Olynyk said. “Then I played it as a hobby. Just as something to do because I liked it.” Since then, Olynyk has gone on to become a talented drummer in the Wellington Secondary School jazz program and as a member of the DickOlynyk Trio, which includes Kenton and Tiana Dick. Olynyk, who will be entering his senior year at Wellington Secondary this fall, will soon be heading to Berklee College of Music for a five-week sum-

mer course. Olynyk, who will be joined in Boston with bandmate Kenton Dick, says he is looking forward to “exposure to the new environment” as well as meeting new people. “I am going to meet a whole new range of people,” he said. Although drumming began simply as a hobby, by the time Olynyk reached seventh grade he started having thoughts about pursuing a career as a drummer. Eventually the Nanaimoite decided to enroll in the jazz program at Wellington Secondary School, where he has bloomed into an award-winning drummer. Olynyk says the program’s reputation and Carmella Luvisotto attracted him to the school, adding that they were both factors in his decision to

pursue a career in drumming. “[I felt] it was a really good opportunity to make things work,” Olynyk said. He said that Wellington’s jazz program has taught him a lot and opened new doors for him. “I’ve met a lot more people and I have had a lot more exposure to things,” he said. “There are a lot of different styles that I didn’t know about before.” As a member of the DickOlynyk Trio, he has had the opportunity to play at a number of festivals including the Next Generation Jazz Festival in Monterey, Calif., the Lionel Hampton Jazz Festival in Idaho and MusicFest Canada Nationals in Toronto. Earlier this year, Olynyk was named the Pearl Canadian Drummer of the Year at

MusicFest Canada Nationals. Olynyk was also named Outstanding Soloist for drums award in the high school division at the Next Generation festival. Olynyk says that while winning awards are nice, he remains focused on improving as a musician. “As flattered as I am by all of it, I almost pretend it didn’t happen,” Olynyk said. “You have to keep working hard.” While Olynyk hopes to eventually attend Berklee College as a full-time student following high school, he is currently focused on creating as many opportunities for himself as he can. “From now until the end of post-secondary I am just going to try and open as many doors as I can,” he said. arts@nanaimobulletin.com

A heavily customized 1963 Lincoln with an assessed value of a million dollars makes its free show debut this weekend. CarPlay adds tech without distracting GMC is adding Apple CarPlay capability to the 2016 Canyon, Yukon and Sierra, taking the iPhone features customers want to access while driving and putting them on the vehicle’s display in a smart, simple manner with the brand’s IntelliLink system. Android Auto capability will also be offered on some Sierra models at the beginning of the model year and all Sierra, Canyon and Yukon models later in the year. The features allow customers to use select smartphone apps through the touch-screen interface of GMC’s IntelliLink system. Many features can be controlled via voice commands through a button on the steering wheel, helping drivers keep their eyes on the road and hands on the wheel. “GMC IntelliLink is taking another step forward with this simple and intuitive functionality that makes phones and vehicles work

better together…” said Duncan Aldred, vicepresident of GMC sales and marketing. “It’s technology designed to enhance the driving experience without intruding on it.” GMC’s latest infotainment systems include an eight-inch screen version offered on Canyon, Yukon and Sierra, which will be compatible only with Apple CarPlay at the beginning of the 2016 model year. A seven-inch-diagonal screen radio is offered on Sierra base models and will offer Apple CarPlay and Android Auto capability at the beginning of the model year. Android Auto capability is expected to be available on the eight-inch system later in the 2016 model year. ROY, Michael Joseph Michael Joseph Roy, age 68, of Nanaimo passed away on July 6, 2015 with his family at his side. Michael was born on April 18, 1947 in Ottawa, Ontario. He began his career as a Crash Rescue Firefighter in the Canadian Armed Forces and retired as a Lieutenant in the City of Nanaimo Fire Rescue Department in 2002. His attitude of service to help others was further evidenced by regular donations to the Canadian Blood Services. He was actively involved in fundraising for the Muscular Dystrophy Association and served as the regional representative for firefighters in western Canada. Michael enjoyed many activities such as dancing, fishing, motorcycling, slo-pitch, golf, hockey, mountain biking, and pickle ball. He enjoyed getting together with family and friends and always entertained people with his unique sense of humour. Michael is survived by his wife, Carol of 45 years, his son Cory (Megan), his daughter, Chantelle and his grandchildren, Kestrel, Raven, and Tanager. He is also survived by his sister, Claire and a large extended family. He is predeceased by his father, Herve, mother, Lucienne, and sister, Helen. A Celebration of Life will be held at Beban Social Centre, Nanaimo, BC on Sunday, July 26, 2015 from 3-6 pm. The Nanaimo Timbermen were eliminated from playoff contention, but they didn’t fizzle out. The senior A lacrosse team had one of its better showings of the season, a 13-10 loss to the first-placed Victoria Shamrocks on Tuesday at Frank Crane Arena. “We want to be a top team in this league and to get to the top, you’ve got to beat the guys at the top,” said Kaleb Toth, coach of the Timbermen. T h e g a m e ’s o u t c o m e seemed to get decided early, as Victoria scored five goals in the first six minutes to chase Nanaimo’s starting goalie Zak Boychuk. But the T-men chipped away and narrowed the deficit to two goals in the third period.

Cayle Ratcliff, Timbermen captain, said a team can’t afford to start slowly against an opponent like the Shamrocks. “But I give our boys a lot of credit, we worked hard and we had no quit in us,” he said. Eli McLaughlin led the T-men with a hat trick, Randy Jones scored a pair and Conrad Chapman, Brody Eastwood, Mac Johnston, Cody Bremner and Ratcliff were the other scorers. Pete Dubenski made 35 saves. Ratcliff said the rivalry between the Island teams always makes for good lacrosse. “Hopefully it’s a good showing for the crowd and for the city…” Ratcliff said. “Hopefully they’ll keep coming out and supporting us and we’re not going to quit on them.” GAME ON … The T-men visit the Burnaby Lakers on Friday (July 17) and host the Maple Ridge Burrards on Sunday at 7 p.m. at Frank Crane. sports@nanaimobulletin.com

The midget B fastpitch team is hosting Softball B.C. provincials in Nanaimo this weekend (July 17-19). “We’re pretty excited about it,” said Mark Murray, coach of the Breakers. The team was third at provincials last summer as a Grade 11 entry, and every player is back to give it another try, the coach said.

The Nanaimo Pirates will raise their level of baseball this weekend. The Hub City Paving Pirates host the Victoria HarbourCats in a special-event game Sunday (July 19) at Serauxmen Stadium. The Pirates have been looking forward to the game for months, and now that they’ve all but locked up home-field advantage in the playoffs, they can turn their attentions to exhibition play. “Now it’s a matter of going out there and making this event special for the players [and] for the people watching and I think that’s going to happen,” said Doug Rogers, Pirates manager. To compete with the hottest team in the West Coast League, Nanaimo will bolster its lineup with Pirates alumni, including pitcher Kenton Schroter and others. There will be a beer garden and other diversions and Harvey the HarbourCat will be on hand. GAME ON … The Pirates host the HarbourCats Sunday at 1 p.m. at Serauxmen Stadium. Admission to the nine-inning game is $10. Nanaimo also has a doubleheader Friday (July 17) against the Coquitlam Reds. Games are at 1 p.m. and 3:30 p.m.

Sr. B Timbermen start playoffs The senior B Nanaimo Timbermen began play in the West Coast Senior Lacrosse Association playoffs, taking the floor against the Langley Warriors on Wednesday after press time. The teams meet in a best-of-five semifinal. “I think that will be a good matchup. We’ve just got to stick to our game plan and things will work out for us,” said Nick Patterson, T-men goalie. The Timbermen entered playoffs as favourites to win their first championship since 2003. “This year definitely feels different because we feel like we are the better team,” said Jon Diplock, team captain. “I don’t think there’s any question, talent-wise and what our expectations are.” Game 2 is Friday (July 17) in the Fraser Valley, and Game 3 is Sunday at 3:30 p.m. at Frank Crane Arena.
