The Weekend View

B.C. Views: BC’s LNG industry a reality

by Tom Fletcher The B.C. legislature is back in session this week, a rare summer sitting to approve a 25-year project agreement for the first largescale liquefied natural gas project in northern B.C. Finance Minister Mike de Jong released the lengthy legal agreement prior to the debate, saying this step should remove any doubt that an international investment group led by Petronas of Malaysia intends to go ahead. With billions invested in upstream resources and buyers waiting at home, the Pacific Northwest LNG group includes Chinese state corporation Sinopec, Indian Oil Corp., Japan Petroleum Exploration Corp. and Petroleum Brunei. The most contentious issue is the government’s intention to protect the investors from “discriminatory” tax and regulations for the life of the project. The government insists these sorts of longterm cost certainty agreements are commonplace, and don’t affect provincial and federal taxes or environmental regulations unless they single out LNG operations. Future governments can raise corporate tax rates, carbon tax or enter into a cap and trade system. Ottawa can scrap capital cost

allowances that were recently extended to LNG producers, which is significant because Liberal leader Justin Trudeau has indicated he would get rid of what he calls subsidies to fossil fuels. Both the province and Ottawa allow capital cost write-offs against corporate tax, to attract investment. B.C. attracted a lot of gas drilling rigs from Alberta with tax breaks for deep drilling. The B.C. government invited comparisons with Western Australia LNG producers, and NDP researchers did just that. They noted that Australia’s Gorgon and North West Shelf LNG projects have written provisions that local employment and local suppliers will get preference. Those are absent in B.C., along with apprenticeship guarantees for LNG. “There was hard bargaining by the companies, and certainly the premier went into this negotiation in a very weak position, having to deliver on her extravagant and grandiose promises from the election,” NDP critic Bruce Ralston said. “The companies did well. Whether the citizens of British Columbia did well is certainly an open question.” Green Party MLA Andrew Weaver painted himself into a corner, having spent the last two years dismissing the B.C. LNG industry as a fantasy that will never come to pass, strictly on economic grounds. He has since branded the Petronas deal, a tem-

plate for any future projects, a “generational sellout.” Another big player with gas well investments in northeast B.C. is Shell, with a proposal for Kitimat. Its prospects have improved since it took over British Gas Group, which had its own LNG intentions here. Another group led by Altagas remains on track to ship LNG from its Douglas Channel site before the end of the decade. It’s important to remember that without LNG exports, B.C.’s natural gas industry will shrink rapidly after 50 years of increasingly significant revenues from sales to the U.S. Leaving aside all the political positioning around the province’s largest private investment to date, if this doesn’t go ahead we will all feel the effects. De Jong had a blunt response when asked what the province gets in return for all its guarantees of low tax environment: “Their money.” At peak construction, Pacific Northwest LNG will need as many as 4,500 workers, with 500 or more operations jobs depending on how far it expands. The finance ministry forecasts that once Pacific Northwest LNG is up and running, it represents $9 billion in revenues to the province over 10 years, including gas royalties and taxes. That’s more than taxpayers can expect from the entire forest industry. Tom Fletcher is legislature reporter and columnist for Black Press. Twitter: @tomfletcherbc Email: tfletcher@ blackpress.ca.

Congratulations to ‘selfie’ winners During the recent fun-filled celebration of Sam Steele Days in June, a life-sized version of Sir Sam Steele emerged receiving exceptional notoriety through a social media “Selfie” contest created by Genex Marketing to promote the East Kootenay’s #1 community festival. The public was invited to visit various locations in Cranbrook who hosted “Flat Sam” and post their own photo with “him” to social media using #samsteele. Three winners were selected randomly from volumes of selfie posts and each received a $50 Gift Certificate from one of three local sponsoring restaurants; Boston Pizza, The Heid Out Restaurant and Brewhouse or Don Cherry’s Sports Grill. Congratulations to our winners; Cranbrook Relay for Life organiz-

ers, Sarah Miller of Bloom Jewelry and her children Emerson(9), Avery(8) and Nolan(6) and also Shelby (nee Rankel) & Kyle Martyn from Lethbridge, Alberta. Shelby, upon learning of her good fortune, proudly identified that she was a 2006 Sam Steele Sweetheart candidate and always looks forward to returning to Cranbrook for the Sam Steele Days festival. The Sam Steele Society continually looks for creative ways to showcase the Cranbrook area as a wonderful place to live, a great place to get involved, and as a prime tourist destination. To help remind the public of the heritage elements of the festival, the six foot something sturdy coro-plast model nicnamed “Flat Sam” was built, printed and

Kimberley’s Medieval Festival gave the city a chance to see a romanticized view of the middle ages complete with fighting demonstrations, medieval skills and a whole lot of fun for the kids and parents too. Friday, July 17, 2015 Kootenay News Advertiser Cranbrook/Kimberley Crime Reduction Unit initiated a drug trafficking investigation involving a group of individuals, a couple whom recently relocated to Cranbrook. As a result of this investigation a search warrant was obtained under the Controlled Drugs and Substances Act. During the early

morning hours of July 10th, 2015, the search warrant was executed on a room at a Cranbrook hotel where a quantity of drugs were located and seized and two individuals were taken into police custody. Investigator’s were aware of a 3rd individual involved and were waiting his

arrival. When the 3rd individual arrived he sped off in his vehicle after spotting the police nearby. Police vehicles followed the suspect through an industrial area of Cranbrook and after a brief time the vehicle stopped near Jim Smith Lake at which time two more individuals were taken into custody. Another quantity of cocaine was located and seized at that time. All four individuals remain in police custody and will be taken before a Judicial Justice of the Peace. “This is yet another great example of a coordinated effort between the Cranbrook/Kimberley Crime Reduction Unit and the Cranbrook RCMP Detachment” Stated S/Sgt. Dubnyk. In custody is a 32 year old male subject from Kelowna, a 30 year old male from Vancouver, a 25 year old male from Cranbrook and a fourth individual whose identity is still undetermined.

Local archer to lead team at Parapan Games Archery Canada has selected four athletes for nomination to represent Canada in paraarchery at the 2015 Parapan American Games. All athletes will compete in the open compound events. “The para-archery team for the Parapan Am Games is a solid group of veteran athletes with podium finishes achieved at previous Parapan Am Games and World Championships,” said Scott Ogilvie, Executive Director of Archery Canada. “Our athletes are looking forward to the opportunity to represent Canada on home soil in Toronto. The Games are also an excellent preparation for the World Championships later this summer where our athletes will have the opportunity to earn 2016 Paralympic quota spots.” Leading the team is 2011 Parapan Am Champion Kevin Evans from Jaffray, B.C. who is widely considered one of the best para-archers in the world. Evans is joined by Robert (Bob)

Hudson from Leoville, Sask., who captured the silver medal at the 2011 Parapan Am Games, Alec Denys from Douro-Dummer, Ont., a five-time Paralympic Games veteran who recently ended his retirement from sport, and Karen Van Nest of Wiarton, Ont., a four-time Paralympic Games veteran making

her Parapan American Games debut. “To represent Canada in a multisport event is one thing but to be able to do this on home soil is a dream come true,” said Evans. “I know I, along with the rest of our team, have been training endlessly to be able to represent our country and our sport

City unveils seven top municipal priorities A series of seven overarching priorities for the municipality have been identified following several months of workshops with Council and staff, which has generated the City of Cranbrook Strategic Priorities (2015 – 2018) report which was approved by Council at their regular meeting Monday night. The exercise of creating a strategic priorities report began in early 2015 to better focus the City on the key issues affecting the community by using a SWOT (Strengths, We a k n e s s e s, Opportunities and Threats) analysis. A SWOT Analysis is a

simple framework for analyzing an organization’s strengths and weaknesses while identifying the opportunities and threats it faces. “I am very happy with the planning and the work that has gone into this process,” says Lee Pratt, Mayor of the City of Cranbrook. “This exercise has allowed Council to better understand the issues the City faces and allowed us to put a series of strategic priorities in place along with the tasks staff needs to undertake and identifies the resources needed to meet those goals.” Once the strategic planning exercise was

completed, a set of seven (7) overarching themes and priorities were revealed as follows: • Responsible & Balanced Infrastructure Plan • Preparation of a Strategic Sustainable Financial Plan (reliable, sufficient, equitable) • Foster a healthy local and area economy • Preserve and Protect Water Quality & Supply • Strengthen Our Human Resource Assets • Streamline and Simplify the City’s Regulatory Process and Doing Business with the City (Reduce

Red Tape - RRT) • Enhance community livability and quality of life Moving forward, Council and staff will meet annually prior to the start of the budget process to review and update the strategic priorities document. Beginning in 2016, the updated Strategic Priorities document will be included in the 2015 Annual Report and in each subsequent edition. Section 98 of the Community Charter indicates that the annual report include “a statement of municipal objectives, and the measures that will be used to determine progress respect-

ing those objectives, for the current and next year”. Although the City already meets those requirements, the inclusion of the Strategic Priorities document in the Annual Report will provide the public a much clearer picture of the overall direction the City is going. Copies of the City of Cranbrook Strategic Priorities (2015-2018) report are available at reception at City Hall or can be downloaded from the City’s website www.cranbrook. ca and click on the ‘Annual Reports’ link on the homepage.

Field trip to London inspires College of the Rockies students facilitated by the field school, some on their own. Their English course required them to read four Londonbased novels, one of which was titled Brick Lane. They then were able to visit many locations mentioned in the books to experience them first-hand, including enjoying a lunch on Brick Lane. From a sociological perspective, the students were able to witness how another society lives, including the high level of surveillance and security that is in place in London. They were also able to see for themselves how the construction of structures for the Olympics affected the neighbourhoods they were built in, especially in the poorer sections of London. Though one might not think there is a large cultural difference between Canadians and Londoners, Vitaliano and Rutledge found otherwise. “London is a very multi-cultural city. You get on the tube and you hear five different languages, which is just amazing. I also noticed a difference in how people interact and go about their daily lives. We are definitely more lowkey here and tend to treat each other more politely,” Vitaliano notes. Both Rutledge and Vitaliano are grateful for the field school experience and for their time at College of the Rockies. “The College is an amazing school. It is very homey and welcoming and the teachers go above and beyond for you. I would not have had the opportunity to go on either of these field schools if it wasn’t for my instructor, Avery Hulbert. It

I am so grateful for that. I am sad to be leaving the College now that my two years are done. I have built such great relationships with the instructors here,” Vitaliano concludes. Vitaliano will transfer credits earned during her two years at the College and enter the third year of the Social Work program at Vancouver Island University. Inspired to continue travelling by her two field school trips, she is already planning a trip on her own. Rutledge completed one year of University Studies courses at the College and returned from London to a very busy work schedule. At this time she is unsure what her plans are for the fall. Two College of the Rockies University Studies students have recently returned from a trip of a lifetime to London, England. The 17-day journey, part of second-year sociology and English courses offered by Vancouver Island University, was made available to students from the College who applied to become visiting VIU students. Shaylee Rutledge and Alexis Vitaliano enrolled in the VIU course for future credit there or to transfer back to the College. They took part in the weekly VIU classes by Skype. “This field school was an amazing experience and I am so grateful I was given the opportunity to join the group from VIU,” says Rutledge. “Through this experience, the College enabled me to see the world and to further my education by taking two university-level courses. I was able to actually witness and become familiar with another culture with a brilliant history, especially in literature. This type of interactive learning related well with the sociology and English courses I was enrolled in.” Vitaliano’s London field school with VIU was her second educational trip, having gone to Guatemala last year with Capilano University. She is extremely grateful for the opportunities to travel that the College has provided. “I grew up in Cranbrook. To be able to get these experiences here, to be able to travel to other countries and to encounter other cultures first-hand is remarkable,” she says. The students spent much of their time visiting notable London landmarks, some

2015 Volkswagen Golf R Hot hatchbacks are a subset unto themselves and Volkswagen’s Golf R should become one of this group’s hottest initiates when it arrives later this summer. Previous 2012-’13 Golf R models delivered considerably more straightline and cornering performance than either the basic Golf or the punchier GTI. They also came with the requisite all-wheel-drive. For 2015 that formula carries over, except it’s a whole new ball game, especially in performance. Constructing the Golf R begins with the newest Golf platform and four-door body style that has been stretched by about five centimetres overall, with most of the increase located between the front and rear wheels. The width has also increased by about 2.5 centimetres. The elongated shape and its attendant increase in stowage volume is enhanced further by a 2.5-centimetre reduction in body height between the rocker panels and the roofline. In the R’s case the structure sits 2.0 centimetres closer to the ground than a standard Golf and slightly lower than the GTI. For the R iteration there are

unique front and rear bumpers, aero side skirting, high-intensity bixenon (high- and low-beam) headlights with LED running lights, dual chromed exhaust outlets and R-specific 18- and available 19-inch wheels. The added side bolstering for the front seats is the first thing you’ll notice when entering the businesslike cabin that’s devoid of even a hint of fluffy, organic shaping or touchyfeely gauges and buttons. The leather-wrapped flat-bottom steering wheel and floor shifter exude an air of serious-minded functionality. A push of the starter button awakens a turbocharged 2.0-litre four-cylinder engine that produces 292 horsepower and 280 poundfeet of torque. The previous Golf R made 256 horsepower and 243 pound-feet while the current GTI puts out 210/258. The R’s 292 horsepower is enough to launch the car to 60 mph (96 kmh) from zero in a VW-claimed 4.9 seconds when fitted with the optional six-speed automated manual gearbox (DSG). Buyers can ignore that upgrade and stick with a conventional six-speed manual transmis-

sion, but that will consume an additional 0.4 of a second to reach 60. Interestingly, power is up for the new R, but not at the cost of fuel performance. Based on U.S. ratings, the DSG is a slightly more efficient

ENHAM

transmission than the stick, both in the city and on the highway. The R also benefits from across-the-board drivetrain advances along with reductions in overall vehicle weight. Standard with the Golf R is the

latest version of VW’s 4MOTION all-wheel-drive. The unit now disconnects from driving the rear wheels under light loads to help reduce fuel consumption, but when you’re aggressively accelerating or cornering, it can send up to 50 per cent of the engine torque to the rear wheels. Yet another improvement is a differential lock that will lightly brake the inside front wheel while cornering, which is a form of torque vectoring. Of course, VW expects that a number of Golf R purchasers will take their vehicles to the racetrack, which is why an ESC Sport control is standard. With it, the stability control system can be partially or completely shut off, handing drivers domain over the vehicle with little or no interference. To enhance street and track driving experiences, the extra-cost activedamping (DCC) allows drivers to set the struts to Comfort, Normal or Sport (firm) settings. Also offered is a Race setting (additional to the standard Driving Mode control) that sharpens engine response and shift points of the DSG. At an estimated $41,500, including destination charges, the Golf R comes with sport-related upgrades to the suspension and brakes plus heated multi-adjustable front seats, dual-zone climate control and a navigation system, but no sunroof. Order the DCC and you’ll get navigation, premium audio and backup warning system. For the money, the Volkswagen Golf R is quite capable of pinning plenty of highfalutin performance machinery to the mat, while pinning wide-mouthed grins on its owner.

Safety Tip:

The interior layout is about the same as you’ll find in the excellent GTI, but the R has fewer shiny trim pieces. If you like clean design and ease of use, look no further than the Golf.

Rountable on access to skilled labour for the tourism sector access skilled labour and satisfy human resource requirements, as a result of demographic changes and an aging population. These demographic realities - together

with economic growth - place significant pressure on key sectors to find innovative solutions to address skills shortages. Participants were invited to share information and engage in discussions about labour supply and demand, immigration, pathways to citizenship, education, skills training, and employer supports, including supports for Aboriginal people. “Through continual dialogue and sharing of ideas, we are working to address the shifting needs of B.C.’s labour market. This roundtable will provide an excellent forum to engage in conversations and take a closer look at how our government as well as industry can continue to partner to meet employers’ labour market needs,” said Shirley Bond, Minister of Jobs, Tourism and Skills Training and Minister Responsible for Labour. This initiative is another way government is working to provide employers and industry the opportunity to ask and respond to questions, and inform the provincial and federal governments of key labour issues. “The tourism and hospitality industry is a key sector for the economy in British Columbia. It is critical that we plan carefully, to ensure there are enough workers with the right skills in the right communities to meet the demand and deliver the remarkable experiences our visitors expect. We commend the ministry for bringing stakeholders to this roundtable to discuss labour challenges and we look forward to working together to find solutions,” said Arlene Keis, chief executive officer, Go2HR. As a key sector in the BC Jobs Plan, tourism is an important economic driver in the province. B.C.’s tourism sector is strong and growing - which is good news in light of fierce global competition for tourists. In addition, tourism’s contribution to the provincial economy (GDP) grew to $7.3 billion in 2013 - up 44.3% from 10 years ago.

Hugs: Big hugs for Chris in the Customer Service Department at Superstore. I was purchasing a Burt’s Bees product, marked down 30% off, one only on the shelf. Chris made several calls to get a price on this item, serving customers at the same time, and would not give up. Thank you Chris, now that’s customer service for you! Hugs: To the Lucky Star and every other restaurant doing their best to accommodate the customer’s dietary needs. Keep up the good work! Hugs: To Lori and Ron of Spotted Pot Nursery garden for exchanging a failing hanging basket for a super new one. They even delivered right to my door!! Slugs: To dog walkers on Lions Way, Wasa, for not cleaning up. This was particularly frustrating when found on Triathalon Day! Hugs: A huge hug to the man who on the morning of June 27

so kindly, without hesitation or second thought kept myself & dog safe from an aggressive deer by driving beside us & keeping a watchful eye until we were safe. God bless you, and thank you, your kindness didn’t go unnoticed. Slugs: To the woman from a local business who gave me the finger when she parked in a no parking zone. Aren’t you all grown up? Maybe you should be careful how you act when your business name is all over your car. Maybe I “was” one of your customers! Slugs: To a certain auto repair shop on the handling of the Insurance paper work on the Motorhome that they recently repaired the brakes on. Although you claimed to know the system, you were wrong. Remember, it is better to be silent and let people think you are a fool; than to speak out and prove you are a fool.

Slugs: To the person who kept everyone waiting at the Save-On Foods cashier with her shopping cart full of items. OK, perhaps it was my fault: the ‘Express Lane’ sign got me confused. Hugs: To all volunteers and those who understand and appreciate that volunteer committees receive no taxpayer money for the hours of work they contribute to the city they live in and love. Hugs: To all those who have planted the trees and shrubs that most consider to be valuable additions to our ‘strip’, and hugs to those who understand that they have been largely paid for by businesses and volunteer fundraising. Other enhancements suggested by volunteers are totally reliant on a Council following through should they choose to. Empty business buildings and sea cans have nothing to do with volunteer committees.

If you have a Hug or a Slug...we’d like to hear it. Simply email us at shannon@kootenayadvertiser.com with your short quips, compliments or complaints. We will print the anonymous submissions for all to see. Be honest, but all we ask is you keep it tasteful. Hugs and Slugs will be printed as space allows, if we miss yours check back next week and you will be bumped to the start of the list. You can also drop by a written submission to our office at 1510 2nd Street N. or call Shannon at (250)489-3455 or 1-800-665-2382

There is plenty you can do to help prevent wildfires from starting Many fires occur in spring and early summer when human activity increases. Grass burning and spring cleanup fires occasionally escape control and result in wildfires. When summer arrives, the number of people in the woods increases and

as they travel, recreationalists can accidentally cause fires. The number of escaped fires resulting from backyard burning can be reduced by adhering to safe burning practices. People doing backyard burning must have hand tools, water

and enough people on hand to keep the fire in check. Fires must not be lit or allowed to continue to burn when the wind is strong enough to cause sparks to be carried to other combustible material or when a notice banning or restricting the use of open fire is in effect. Grass fires are a major concern for fire fighters. Grass fires that get out of control can cause serious damage. People must remember to place a firebreak around the perimetre of the fire area. Fires can escape easily if a wind picks

up. Fires that get away can quickly engulf fences, power poles and buildings and can also spread to neighbouring property or forested areas. Careless use of campfires is one of the leading causes of forest fires. When building a campfire, select your campsite carefully. Prepare your campfire by removing all leaves, twigs and other flammable material from the area. Choose a proper fire pit or make a ring of rocks at least three metres from trees, shrubs, structures and debris. Don’t leave a campfire unattended,

and do keep a pail of water close by at all times. Be certain your campfire is completely extinguished before you go to bed or leave the area. Pour water on the fire and douse the site thoroughly. Stir the campfire until there are no embers and the ashes are cold to the touch. Another cause of wildfires does not arise from accidents or carelessness, but from arson. Every year, arsonists throughout the province start fires that result in a high financial loss, as well as risk to property, homes, wildlife, and people. Arson is a crime and any knowledge of this activity should be reported. A person may have permission to burn, but it could be the start of a forest fire. If a fire does get out of control, and the Forest Service is called in, the persons doing the burning may be responsible for fire fighting and other costs. Other prevention considerations: • Do not burn in windy conditions. • Do not discard smoking materials from vehicles, use interior ashtrays. • Lawn & farm

With much of B.C. covered with a thick haze of forest fire smoke, the BC SPCA is encouraging animal guardians to refresh their emergency pet preparedness. Several new wildfires as well as old ones have caused evacuation orders and states of emergency in several B.C. communities, prompting people to leave their homes as quickly as possible. “When you’re ordered to evacuate, you need to do it as soon as possible, and people don’t necessarily think about their pet in an emergency situation until it’s too late,” says BC SPCA general manager of community relations Lorie Chortyk. “You don’t have time to gather up everything you need if you have to get out of your home right away.” Evacuations are usually a busy time for staff and volunteers

at the province’s BC SPCA branches, as they provide extra shelter, pet food and petrelated equipment such as crates and leashes for pet guardians and animals. “When you’re in a hurry, it can be easy to forgot feeding bowls, food, leashes, everything,” Chortyk says. “That’s why it’s important to plan ahead and be prepared for any emergency. People love their pets but it often doesn’t sink in that an emergency can happen at any time.” Having an emergency pet kit handy is key, as well as ensuring your pet is already wearing a collar with up-todate contact information, Chortyk notes. Keeping your pets inside the house so you don’t need to search for them is also a good idea, as is having emergency pet boarding plans in place.

Evacuation kit for your pet Items to include in an emergency kit for your pet(s) include: • A seven-day supply of food and water • Identification tag and collar • Sturdy crate and/or carrier • Pet first aid kit • Blanket/plastic bags • Leash, harness • Food and water bowls (collapsible are great) • Litter box and litter for cats • Manual can opener • Copy of your pet’s current vaccination history • Any special medications and instructions “No one likes to think an emergency like a wildfire or an earthquake will happen. But in the event it does, it doesn’t hurt to be prepared – for themselves and for their beloved family pets,” Chortyk says. Visit spca.bc.ca for more information.

Province to review bottled water rates

Photo submitted

Environment Minister Mary Polak. Premier Christy Clark has promised a review of rates charged for water used in bottling, after an online petition called on the government to increase the nominal rate the province will collect starting next year. Swiss conglomerate Nestlé will pay the same rate as other industrial water users for its bottled water operation near Hope, but as largest water bottler in B.C. the it has been singled out for protest as drought conditions continue across the province. An online campaign by SumOfUs. org, which calls itself a “global consumer watchdog,” has gathered more than 200,000 signatures since February, which the group planned to to deliver to the Langley

constituency office of Environment Minister Mary Polak this week.

Polak said Tuesday the protest against Nestlé Waters has produced some misconceptions about how groundwater is regulated in B.C. “People keep saying there’s a deal with Nestlé,” Polak said. “There isn’t. They pay the same as any other industrial user, in fact the highest industrial rate, and it goes for anything from hydraulic fracturing to bottled water, those involved in mining for example, any of those heavy industrial uses.” She warned that those demanding an increase in the rate of

$2.25 per 1,000 cubic metres of water should understand the risk that B.C. could lose control of the resource. If groundwater is treated as a commodity like oil or minerals, the North American Free Trade Agreement would allow the U.S. to demand equal access. The charge for using groundwater is called a water rental, to avoid any suggestion

of transfer of ownership, Polak said. The rate was set in a recent review of provincial water legislation, to raise $11 million a year from industrial water users to cover the administrative costs of the water licence system. Nestlé Waters says its Hope operation uses one per cent of the available groundwater flowing through

Columbia Basin Trust is helping the province to double the number of mobile decontamination units aimed at stopping invasive mussels from entering British Columbia waterways, thanks to $360,000 in new funding. “Columbia Basin Trust, Columbia Power Corporation and FortisBC recognize the importance of Ministry of Environment Columbia Basin Trust protecting aquatic

infrastructure and environments in B.C. from invasive mussels. Thanks to their generosity, we are doubling the number of mobile decontamination units aimed at ensuring these invasive species never enter our waterways. This is another step forward in our ongoing efforts against invasive mussels,” said Mary Polak, Minister of Environment. This new partnership, in the Ministry of Environment led Invasive Mussel

Defence Program, also includes support from Columbia Power Corporation, FortisBC and the four local invasive species councils operating in the region East Kootenay Invasive Plant Council, Central Kootenay Invasive Species Society, Columbia Shuswap Invasive Species Society and the Northwest Invasive Plant Council. Ember Heidt, Compliance and Enforcement Officer with the Conservation Officer Service demonstrates how to decontaminate a boat with suspected invasive mussels. Invasive from page B6

mean an additional three mobile inspection and decontamination crews will be dedicated to stopping and ensuring boats are free of mussels. The teams will be based in Cranbrook, Valemount and Nelson, to target major entry points from Alberta and the U.S. The new teams join three other crews that are already operational, doubling the number of mobile units dedicated to protecting B.C.’s lakes and rivers against the threat of quagga and zebra mussels. “Invasive mussels pose a threat to more than just ecosystems, but to drinking water facilities, hydro stations, agricultural irrigation and more. This funding boost from Columbia Basin Trust, Columbia Power Corporation and FortisBC allows the Province to further strengthen efforts to stop zebra and quagga mussels from entering B.C,” said Bill Bennett, East Kootenay MLA. The decontamination units allow auxiliary conservation officers, who are trained to identify musselinfested boats, to decontaminate boats and trailers entering B.C. The teams also respond to boats identified as concerns by the Canada Border Services Agency, and partner agencies in Alberta and the U.S. The mobile units move between border locations, focusing on hightraffic routes and have the ability to quickly respond to any reports of potential threats called in through the provincial Report All Poachers and Polluters line. “Protecting aquatic infrastructure

and the environment is important to Columbia Power. We are pleased to be working in partnership with the Ministry of Environment and Columbia Basin Trust to generate awareness of invasive mussels and create new decontamination sites,” said Sue Dyer, vice president, Operations, Columbia Power Corporation. The addition of these specialized mussel detection teams further enhances the provincial early detection and rapid response program for invasive mussels. This includes supporting education and outreach activities, such as the Clean, Drain, Dry program being delivered by the invasive species councils. “Preventing the introduction of zebra and quagga mussels is key because it only takes one boat with live mussels or their larvae to enter a waterway in B.C. to be catastrophic. This is why it’s so important that this defence program continue beyond this summer and that it continues to expand here in the Columbia Basin and throughout the province,” said Khaylish Fraser, aquatic invasive species program coordinator, Central Kootenay Invasive Species Society. Aquatic invasive species, such as zebra and quagga mussels, pose a significant threat to Canada’s freshwater ecosystems and critical infrastructure such as hydroelectric and drinking water facilities. No zebra or quagga mussels have ever been found in B.C. waterways, and the Province is hard at work ensuring it stays that way.

1. Shade by the Falls. Established in 1936, Niagara Parks Botanical Gardens features 40 hectares of beautifully maintained gardens, just a 10 minute drive north of Niagara Falls. It includes an ever growing collection of shade loving perennials and understory trees. Visitors can meander along flagstone paths beneath towering white pine and spruce. 2. Where the Sun don’t Shine. The most cooling kind of shade is the one provided by evergreens or closely spaced shrubs and trees that don’t allow any direct light to penetrate. This is maybe the most difficult type of shade as plants will not only have to be able to handle the lack of sunlight, but the roots of the canopy trees and shrubs can also deprive your plants of water and nutrition. 3. 50 Shades. There are many different types of shade. There is the light shade of a permanent shadow cast by a building or plants in an area otherwise open to light. Partial shade is an area that receives up to six hours of direct sunlight, with most of those hours being in the morning. The canopies of open tree branches or latticework structures can create dapples or filtered shade with patterns of light shifting all day. 4. Make the Most of Shade. Some people think that shade means you can’t garden or at least you won’t have any flowering plants. This is far from the truth and, in fact, gardening in the shade presents unique opportunities. Shade gardens are usually not as thirsty - and often not as plagued by weeds - as locations in the full sun. 5. Get a Good Start. Give your shade garden the best possible growing environment by digging in some organic matter, such as compost or manure, to help keep the soil moist. Watering each plant as you set it in and mulching immediately with an organic material such as bark or rough compost will help with holding moisture as well. Their roots will get a good start if you use bone meal and transplanter fertilizer when you plant. 6. Burst of Colour. Flowers, colour and exuberance with abandon, that’s what annuals bring into the garden and there are some that love the shade. Begonias, sometimes also called the ‘Queens of Summer Shade’, fuchsias, impatiens and coleus are some of the annual favourites that prefer to stay out of the sun. 7. B & B in the Shade. One of the perennial favorites is the early spring blooming, old fashioned dicentra, commonly called ‘Bleeding Heart’. Bleeding Heart plants are very hardy, low maintenance, deer resistant, as well as relatively pest and disease free. Another early bloomer is brunnera with its sky-blue flowers. When not in bloom, its large, robustly textured leaves continue to look great. 8. One and One Make Three. Heuchera, also known as ‘Coral Bells’ are mounding plants grown mostly for their colourful foliage, but they do send up exquisite spikes with small bell-shaped flowers. There are again many choices for colour and variegation. Tiarella - or ‘Foamflower’ is a wildflower and garden plant found in North America and Asia. When you cross the two, you get heucherella that shows similarities to both parents. And all of them like the shade. 9. A Feather in the Cap. Astilbes stun in the shade garden with their feathery plumes. This tough perennial blooms in shades of burgundy, red, pink, lavender, and white. In addition to the attractive flowers, these shade plants have finely cut foliage, which in many varieties is flushed with bronze. 10. Shades of Green. A list of shade-loving plants would not be complete without the hosta. This plant comes in a huge assortment of sizes, shapes and colour, from blues to greens, variegated shades of yellows to white, some with more textured leaves, and some with more upright leaves.

Dale Honeyman 1924 - 2015 Mom was reunited with her soul mate Harold Honeyman on January 15, 2015, at 90 years of age. She proudly served with the Royal Canadian Air Force Women's Division from 1943 to 1946, and was a long term member and supporter of the Royal Canadian Legion Branch 67 in Kimberley and then in Cranbrook at Branch 24. Mom loved to help out where she could and was most comfortable doing so from behind the scenes. She passed on her passion for good food and cooking to her family and she was known for her nurturing spirit in the garden and the support she freely gave to her children, their families and those who spent time with her. Mom will be lovingly remembered by her sons Ray, Gordon (Cynthia), Collin (Laura) and Keith (Sally); as well as by her grandchildren Michael, Brian, Lindsay, Rachelle, Carly and Matthew; her two great granddaughters Jocelyn and Frankie Dale and numerous nieces and nephews. Mom was predeceased by her husband Harold and her son Arthur. A special thank you to the staff at Joseph Creek Care Village and East Kootenay Regional Hospital for their care and support. Please join our family in a Celebration Of Mom's Life on Saturday, July 18, 2015 in the McPherson Funeral Home Reception Room in Cranbrook at 1:00 pm. In lieu of flowers, those wishing to make a memorial donation in Mom's honour may do so to the: Cranbrook Regional Hospital Auxiliary, 13 - 24th Avenue North, Cranbrook British Columbia, V1C 3H9 or the charity of your choice. OBITUARY

Gordon John English May 16, 1965 – July 10, 2015 Gordon John English beloved husband of Pauline Artifacet and father to Avalon Nascimento, Nolan Nascimento and Jessica English will be dearly missed by his family and friends. Gord passed away Friday, July 10th, 2015 and is also survived by his brothers Jim, Dave and Bruce English. Those who knew him, knew that Gord had a kind heart and was always willing to step up to help family and friends. In recent years he had begun to take great joy in organizing activities for and feeding those he cared about. He was affectionately known by his family as the ‘safety bear’ and was a great harmless prankster, loving nothing more than a good laugh. Gord loved to work with his hands and to operate heavy equipment. He spent most of his life in the construction trade and in recent years worked as a mine haul-truck driver for Teck Coal. He loved the outdoors, hunting, fishing, kayaking, camping and tinkering on his classic vehicles, he also enjoyed watching wrestling and was a great lover of all types of music. Gord’s favourite holiday was Halloween and every year he would pull out all the stops for the kids. He collected the macabre, prank toys, zombie movies, music and video games. While Gord’s death was tragically early, he passed away on the water as he always wanted, while doing something he loved with the person he loved most in the whole world. May he look down on us and know that he was dearly, dearly loved. A Wake will be held in Gord’s honour on Saturday, July 18th, 2015 from 11am – 2pm at the Legendary Byng Road House, 21 Cranbrook St., N. Cranbrook Ph: 250-426-4279. Attendees are invited to present a short memory in Celebration of his life. In lieu of flowers, donations may be made to the Cranbrook SPCA Feline Spay and Neuter program.

John Sirosky 1948 - 2015 John Sirosky of Wycliffe passed away suddenly on Thursday, July 9, 2015 with his wife by his side at Foothills Hospital in Calgary, AB. John was born on July 23, 1948 in Davidson, SK. He attended St. Peters College in Munster, SK. In 1967, while training at Riverview Hospital in Port Coquitlam, BC as a nursing student John met Vickie Albertan who was also a nursing student. They were married in 1970 in New Westminster, BC. John and Vickie moved to Wycliffe, BC in 1973 and bought a farm. Here, they raised their children and spent many joyful times with their much loved extended family. John was a parishioner at the Praise Fellowship Church and more recently the Cranbrook Alliance Church. John was a devoted family man who enjoyed spending time with his children and grandchildren. John will be sadly missed. He was loved by all who knew him. John was an avid fisherman and also enjoyed hunting and hockey but baseball was his passion. He was a member of the BC Nurses Union, and worked as a graduate nurse for 25 years in the Kimberley Hospital and East Kootenay Regional Hospital. John is survived by his loving wife of 46 years Vickie; his children Rob, Shannon, Corrie and Quentin; two beautiful granddaughters who were his pride and joy, Angelica and Elaine. Also by his sister Florence (Raymond) Talbot, nieces Lisa and Melissa, his beloved brother-in-law Ken (Ann) Albertan, nephew David, niece Beth and numerous aunts and uncles and special uncle and aunt Steve and Anne Sedmak. He was predeceased by his mom and dad, and his in-laws. Following John’s request, no memorial service will be held. Donations in his honour can be made to: Unit 94 Cardiovascular ICU of Foothills Medical Centre, c/o Calgary Health Trust, #800, 11012 – McLeod Trail SE, Calgary, Alberta, T2J 6A5 or the Canadian Diabetes Association, PO Box 26331 STN BRM B, Toronto, Ontario, M7Y 4R1. The family would like to thank the staff at the East Kootenay Regional Hospital and Foothills Hospital in Calgary for their dedication in caring for John. “Give a man a fish and you feed him for a day; teach him how to fish and you feed him for a lifetime. “Safe in the Arms of Jesus Arrangements entrusted to McPherson Funeral Service. OBITUARY

Manfred (Fred) Reinholt Achenbach In his 71st year, Fred succumbed to injuries sustained in an accident during his daily morning bike ride. Born in Germany, Fred came to Sudbury, Ontario as a child with his mother in the upheaval after WWII. Adapting to a new culture was challenging, as the wearing of lederhosen was not well received by his schoolmates. These differences were settled in the traditional way of boys. Fred skipped two grades, failed two grades, and graduated from Laurentian University with a degree in History. He began his career, implausibly, at Dun and Bradstreet in Toronto. A white collar lifestyle was not for him, and his sense of adventure brought him to Vancouver. He worked as a longshoreman, and in a bicycle shop assembling racing bikes. Following his heart, he came to the Kootenays and worked for the Parks Branch at Mount Assiniboine Provincial Park then as a roughneck on the Alberta rigs. Fred had an exceptionally curious mind and was interested in all things mechanical, music, the visual arts, film, and architecture. He was passionate about designing houses with perfect balance of form and function. He embraced new technologies as they were evolving - solar power and super insulation - and had dreamed of building small, energy-efficient housing in Cranbrook. Fred was a strong presence in a room, and like all people who have this gift, it was done without effort. His complex nature made life interesting. He was deeply loyal to those of his friends who persevered and got to know his good heart behind a somewhat forthright character. It has been truly said that Fred always posed questions that the rest of us wanted to know, but were too inhibited to ask. His loss will be deeply felt by his partner Susanne Ashmore, dear friend Mary Chilton, Pat and Kenny Ferguson and their boys Jeremy and Aaron Sadleir, the Ashmore family including nieces and nephews who know him as plain old ordinary Fred and a sister in Germany. There will be a gathering to remember Fred at the Lions Outdoor Kitchen behind the Wasa Community Hall on Sunday July 26th from 2pm to 4pm. Come and be prepared to tell your Fred story, with no fear of a rebuttal! Those who wish may consider a donation to the Salvation Army.
