As Mission mulls whether to move its animal control services over to Fraser Valley Regional District (FVRD) control, nearly 600 people have signed a petition against the change. With its current animal control contract up in 2016, the District has decided to consider implementing the FVRD’s program, which in addition to pound services, includes licensing and bylaw enforcement, such as barking complaints, off-leash infractions and aggressive dog investigations. It’s a move that was made by Abbotsford earlier this year. Stacey Barker, manager of environmental services at the FVRD, made a presentation to Mission council last week outlining their services. However, some members of the public were not happy about the potential change. Barker told The Record that the changeover in Abbotsford has gone well and the City is happy with their service. She said Mission asked for a proposal regarding their animal control program. But the petition, created by Susan Moore on Change. org, says she is satisfied with the existing service and wants to keep the shelter local. “I have a hard time believing that anyone will care for the dogs the way the current poundkeeper and her staff have,” it says. It states that licensing fees will drop – from $60 to $56 for dogs, $36.25 to $28 for neutered dogs – but it will also introduce fees of $100 for a nuisance dog and $200 for an aggressive dog. New skate park site chosen Facility to be located at Mission Leisure Centre

Mission’s new skate park will be located east of the existing park, on the grounds of the Mission Leisure Centre. The decision was made by council last week. Seven possible locations were debated, but it became clear to organizers that one of three options at the leisure centre – the existing skate park, west of the park and east of the park – would be the logical choice. According to the staff report, the leisure centre was chosen because it is “an accepted community use for skate park, the topography is easily developed, site services and infrastructure are in place, adequate space is available and access and visibility/security are good.” Of the three options, the eastern location was chosen. It will allow construction to begin with little impact to parking or other factors. “I think it gives the potential for growth as well. Maybe the old skateboard park site could eventually one day be a youth centre,” said Coun. Rhett Nicholson. Thieves nab flowers Dug out from downtown planters and baskets

Mission’s downtown flower planters are a little less colourful this week. Thieves struck soon after the new displays were created and carefully removed dozens of plants. “It’s very unfortunate that people are going around doing this. This isn’t vandalism that’s happening. It’s somebody actually coming and taking them away and replanting them somewhere else for their own use. It’s terrible,” said Carlo Billinger, president of the Mission Downtown Business Association. “In the past we’ve had the odd problem with vandalism, but then they are on the ground afterward. You see the dirt everywhere. This is not what this is.” To make matters worse, Billinger said this is the second time the flowers have been removed. He is hoping that the public will keep a careful watch out on the downtown displays and call police if they see anyone tampering with them. “Because the Community in Bloom judging is coming up, we will be replacing the flowers, for a third time,” said Billinger. It’s really frustrating,” she said. Along with the many flowers that have gone missing, one of the huge hanging baskets have also been stolen.
“Since the baskets were hung and actually secured with metal wire, somebody would have had to have a truck or a ladder and wire cutters to remove it that way,” explained Jamie Hayes, executive director of the Mission Downtown Business Association. She said one person would not be able to take them down on their own.

Mission’s Welton stairs got a new look on the weekend as dozens of people turned out to chalk the stairway and surrounding sidewalk. Despite a few drops of precipitation over the last week, Abbotsford and Mission remain under restrictions that prohibit lawn sprinkling. But not everyone has been following the rules, and the communities are trying to make sure residents do their part to save water. The lawn sprinkling ban was implemented on July 3 in Abbotsford and Mission. Since then, Mission has handed out about 200 notices, with 45 written warnings issued and one $100 fine. Abbotsford has given out 262 door-hanging notices indicating a first offense for those breaking the restrictions. The city also issued 12 warning letters for second offenses and has yet to issue a fine. The communities have also hired summer students to help find people who are still using their sprinklers. While the lawn watering restrictions have lowered water use, the lack of snow pack and precipitation this year have brought communities’ water sources to such low levels that more restrictions could be possible this summer. At a meeting of the Joint Shared Services Commission, which includes councillors from Abbotsford and Mission, staff said that in a worst-case scenario, Stage 4 water restrictions could be implemented in mid-August.

She said they provide quality medical care, nutritional, socialization and exercise for the animals. They are also a pro-adoption agency for dogs in a need of a home and work hard to match the available dogs and families, she said. There is also a volunteer program that is always looking for dog walkers and foster families for dogs, she said. Though the pound would be in Chilliwack instead of Mission, Barker said that nine times out of 10, people call quickly looking for their dogs. They offer a free-ride home program and when they find licensed dogs, they are usually returned within a couple of hours. Commenters on the petition feared it would be difficult for some owners to retrieve dogs in Chilliwack. For dogs that are taken over-

night, Barker said she understands that people may not be able to travel to Chilliwack. Since staff will return to Mission anyway, they can bring the pet along and “we’d be glad to deliver it to your doorstep,” where residents can pay the pound fee. Gail Radtke, of Cedar Valley K9, said she is concerned about the changes and worries about dogs being left in vehicles all day while animal control workers are on the job. Barker said dogs may have to spend some time in air-conditioned vehicles, but as there are multiple officers working each day, animals can be transferred back to the Chilliwack facility in good time. “The welfare and safety of dogs in our care is top priority.” But Radtke doubts whether staff would head back to Chilliwack to drop off a dog, or leave a vehicle idling for eight hours a day to provide an adequate temperature for the animals. Barker added that even while a dog is with an officer
on duty, they aren’t just sitting in a vehicle. She said staff will get them out and walking. “Our animal control officers are amazing individuals who love dogs.” Some commenters worried about the lack of space if Chilliwack’s pound is housing dogs from that community, Abbotsford and Mission. The Chilliwack facility has 24 kennels and they are only at about two-thirds capacity with Chilliwack and Abbotsford, said Barker. She added that they are also looking to expand their facilities in the future. But Radtke said she is unhappy about the lack of consultation with the public about the proposed changes. She added that while Abbotsford has the service, they also have the local SPCA building to fall back on for animal services. “It wasn’t put to the public properly,” she said. Council has yet to make a decision, and a full report from the FVRD is forthcoming.

Unsettling natural trends
While this year’s strange weather patterns and unusual wildfire season are upsetting, scientists say we should keep an eye on longterm trends, not the short-term aberrations. One area where this is particularly evident is in the study of salmon habits. Scientists have found that trends of ocean warming and cooling can mask the effects of climate change, with a cooler phase starting now. But at the same time, scientists are also noticing some salmon species are moving further north, even into Alaska, and some Fraser River salmon are returning early, which can affect spawning survival. Another report issued found that changes in ocean physics and chemistry brought on by climate change will eventually exterminate some salmon, reducing the food fishery and making salmon even more expensive.

While there are those who say we can’t afford to eat salmon anyway, the warning should be heeded because of the importance of the iconic fish to the ecosystem. Salmon are a keystone species, critical to the survival of other forms of life. They fertilize forests, feed wildlife and, like the proverbial canary in a coal mine, can inform us about our own future by changes in their habits. How can we help? We can conserve water and electricity so more water can be released into creeks and rivers. We can stop pouring noxious substances down storm drains and discourage development from being placed too close to creeks so trees and foliage, which moderate temperatures and water flows, and feed fish with their nutrients, are preserved. – Black Press

Park decisions a concern
This is a letter outlining my concerns over decisions the mayor and council have made regarding Fraser River Heritage Park. There are two concerns: 1. The canceling of the contract to the Mission Heritage Association for the maintenance of the park. 2. The stopping of the development and building of the observatory. My wife and I moved to Mission just over five years ago and we love living here. Shortly after we moved here, I got to know a few people that volunteer their time at the Fraser River Heritage Park. As a
lighting consultant, I offer my lighting expertise to the lighting needs of the park and the observatory. Most of the park’s maintenance and development is provided by donations and volunteers that graciously offer their time and money. Government, Mission and local community services groups have supported all the work for well over 30 years and I would say the park is a jewel for the District of Mission. Volunteers are a blessing to all that happens in Mission and should be treated with more respect. There has been no indication as to why the mayor and coun-
cil have made these very hard core decisions. One concern I have is the canceling of the contract to the Mission Heritage Association. As a resident of Mission, I am not only concerned as to how the mayor and council is going to pay for all the work that goes on now, but how does anyone cancel a contract that is well over 30 years old without any consolation. My other concern is the stopping of the work on the observatory project with the core/envelope of the building already completed. I attended the last council meeting (July 6, 2015) . I learned that a separate
consultation regarding this work has begun. The conclusions to be ready in a months’ time. I did not learn anything else at this council meeting. I would like to ask a couple of questions: • What is the purpose of this separate consolation? • Could I request that I be a part of this consolation process? More water conservation needed Full marks to Margot Goulding and Mary Allen for their recent letters on water conservation efforts in Mission. Banning the use of lawn sprinklers is one of those “safe” things to declare as it affects practically nobody but it gives the impression that something is being done. Anyone at city hall like to guess much water that meaningless ban will actually save? Probably not as much as banning the washing of cars would save until the rains
come back. But doing that might cost votes and we can’t have that now can we. Beyond the immediate concerns of water conservation a bigger question for me is just how deep does the concern for Mission’s long term environmental sustainability environmental actually goes among members of council. If we do not have people on council who understand and accept the proven science on climate change then how can any of us expect them to take things like water
conservation and urban sprawl seriously? Cities can play a huge role in mitigating the local effects of climate change. On our own we can’t save the polar bear but we can make sure that urban sprawl doesn’t outpace Mission’s ability to provide adequate water for things that are actually far more important than being allowed to wash a hunk of tin on four wheels even as gardens wither. Heritage park plans are not a secret Re: ‘Public discussion on parks (Mission Record July 10). There is nothing to hide. As a Mission councilor and a former board member, I would like to state, that there is nothing secretive about our plans for the (Fraser River Heritage Park) park. To be clear, the District will incorporate operations within the Parks Department. In the near future, we will look towards a revised Master Plan
for our parks and work with our new advisory committee. A transition team, consisting of current Board members and three councilors are meeting regularly to ensure there is a smooth transition into 2016. I anticipate all current activities and events will proceed as usual next year. Capital projects will be reviewed by council and a determination to spend taxpayer dol-
lars will be weighted against other district priorities. We have commu-
nicated this information to the board. I am puzzled, as to why Mr. Antonson is unclear

All it took was a music video. Well, not entirely, but, John Welsh explained, after the launch of his band’s music video On the Road, the popularity of the five-man group was pushed to new heights, so much so that they were able to land a booking agent, new gigs throughout B.C. and Alberta and, best of all, banked enough money to shoot their soon-to-be released second video in Sayulita, a village in Nayarit, Mexico. “The music video opened doors for us,” said Welsh. The John Welsh Band will be performing at Mission Springs Pub on July 18, which,
Welsh says, will be a mix of original material and cover songs. There is no cover charge, but capacity is limited so a first-come, first-serve policy will be in place. Welsh’s band will take to the stage at 8:45 p.m. Welsh has been at it for about a decade, and initially formed a trio about a yearand-a-half ago. This evolved into the current five-person group that includes Welsh on the acoustic guitar, along with Mission residents Devin Modugno and Brent Webb who play the electric and bass guitars, respectively. In addition, Nathan Larsen, an Abbotsford resident, plays the drums and Courage Eigbike, a native of
John Welsh Nigeria and current Abbotsford resident, plays percussion and vocals. Eigbike helped co-write Sayulita, the song to be featured in their second unreleased video, which, Welsh adds, will be revealed some time next week.

Folk Fest a week away International talent converging on Mission The world is coming to Mission as the 28th annual Mission Folk Music Festival is set for July 24-26 at Fraser River Heritage Park. One of the feature performs is the group Ialma (Belgium/Galicia). In Brussels, five young women from Galicia have gradually created a repertoire of songs and dances borrowed from the base of their origins but adapted to the need for transmitting a new reality; that of women enmeshed in many different languages, cultures and artistic expressions. This group, Ialma, had to struggle to come forth with a personalized piece just as they have fought to create a place in the middle of a world that scrutinizes and tries to dictate one’s direction. Ialma brings music of the Camino to the Mission Folk Music Festival and perform on the main stage on Saturday night. Tickets are avail-

Kissel coming to Mission Singer Brett Kissel, along with special guest Jordan McIntosh, will be performing in Mission in November. Kissel is an honest to goodness country boy, raised on a cattle ranch that has been in his family for over a century. It seems he was born with the passion and the talent for pickin’ and singin’, from tearing it up at talent shows from the age of 10 to taking the stage as the front runner in the New Wave of Old Country. Started With A Song, the title track from his debut album, swept the record for most adds at Canadian Country radio in one week, eclipsing Taylor Swift. With eight nominations to his credit, Kissel won the Canadian Country Music Association Awards for CMT Video of the Year and Interactive Artist of the Year (2014). He also took home a Canadian Radio Music Award for Breakthrough Artist of the Year in Country Music (2014). He also won a Juno in 2014. Kissel performs November 15 at the Clarke Theatre. Traffic Interruptions on Dewdney Trunk Road in Hatzic Major sanitary sewer main work on Dewdney Trunk Road in Hatzic is starting in late July and running for approximately six weeks. Initially road closures will not be required, however delays and traɉc interruptions are to be expected and alternate routes are recommended. Rec on Tour
Mission is competing against other Canadian communities of a similar size, and two National Judges will visit our community July 28 and 29, 2015. As part of their visit, they will attend the Streetscapes thank you reception where photos of recognized properties will be shown. The next day, the judges will be given a grand tour and shown the community, highlighting public sites and community projects.
Join us for some fun in the sun. Back for another summer, we take the show on the road to a park near you. Play leaders will be on site for two hours to organize active games and crafts. Racing for a cause
The Sports Car Club of B.C. (SCCBC) is presenting the Race for the House event on July 18-19 at Mission Raceway Park. The event is in support of Ronald McDonald House (RMHBC). A wide variety of race cars will be participating in the event with the open wheel Formula Continental cars taking centre stage this year. For a small donation, the public can also feel the thrill of motorsport racing by taking a few laps in a high-performance car around the Road Course at Mission Raceway in the Hot Laps event. The SCCBC was the second largest donor to RMHBC in 2014. The RMHBC offers refuge for families of children admitted for treatment in local hospitals and relies, in part, on public support. It opened a new house last year, which can accommodate up to 73 families, and over 2,500 over the course of the year. Families are asked to pay $12 per night. For more visit sccbc.net.

Alexia Seal has only been wrestling competitively for two-and-a-half years, yet the 16-year-old Mission Secondary student continues to secure podium finishes in and outside the country. Seal recently returned from the Cadet Pan-American Wrestling Championships in Guadalajara, Mexico as part of Wrestling Canada, where she scooped up the bronze in a class of seven wrestlers from around North and South America. “Coming in first would have been better… [but] I’m really happy to have made it to the podium,” said Seal, who competes in the 43-kg freestyle division.
In May, she also medaled in two European tournaments held in Romania and Spain, locking up silver and gold finishes, respectively. In April, at the national championships in Fredericton, N.B., Seal was the best of her class, securing first place fighting out of Burnaby club, Coast Wrestling. Frank Mensah, head coach and director of athletic development at Coast Wrestling, said Seal joined the team this year after some struggles last season. “She trains extremely hard, about five to six times a week,” said Mensah. Seal is currently preparing for the 2015 Ontario Cup in Guelph on July 11.
“I’m not really nervous for it,” said Seal. “I am practicing — not learning anything new — just perfecting everything.” Seal said she took up wrestling because of her older sibling, Nick, 17. “My brother first started. I wanted to see if I could do it too.” Ever since Grade 8, Seal has medaled at the provincials each year, taking gold in 2015. And though the World Cadet Wrestling Championship in Sarajevo, Bosnia-Herzegovina isn’t until August 25-30, the Mission resident said she already has her eyes set on it. She’ll also be competing in the western Summer Games in Wood Buffalo, Alta. August 7-16.

Mission student honoured
Mission’s Anna Neufeld is now that much closer to reaching her educational goals after being selected as one of 11 recipients of the 2015 Envision Financial Education Award. Each year, secondary and post-secondary students throughout B.C. who bank with Envision Financial division are encouraged to apply for one of 11 $2,000 education awards. Neufeld will be attending Saint Francis Xavier University to study human nutrition. She plans to use her training to educate young students on the value of nutrition. Notably, she has dedicated more than 120 volunteer hours to working as a preschool teacher, creating a positive learning environment and helping students transition from preschool to kindergarten. “We’re pleased to recognize the hard work and dedication that Anna has shown to both her education and her community,” said Susan Byrom, senior manager of community investment at First West Credit Union. “She’s a great example of what it means to be an active community leader and we hope this education award will help her in her chosen education and career path.”

There is a long-standing debate among philosophers concerning the nature of freedom. The positions on this issue range from those who claim we are nothing more than machines (and thus freedom is merely an illusion), to those who claim that our actions are completely undetermined by nature or nurture, and thus that we are radically free. As usual in philosophicall debates, the truth most probably lies somewhere in the middle. Our behavior is determined to some degree by our inherited constitution and by our upbringing, and yet in most circumstances, those factors don’t compel us to act in any particular way. As humans we can choose not to do the habitual or expected thing, however difficult this may be. And, we actually “prove” our freedom most when we resist the inclination to do wrong and force ourselves instead to do what is right. While the g r e a t e s t hindrance to our freedom is the belief that we are just cogs in a wheel whose movements are determined by forces beyond our control,perhaps the greatest boon to our freedom is the belief that we are indeed free, and the resolution to always make good use of it. Therefore, we should believe that we are free, and we will be.

Kilby Historic Site is looking for artists to compete in the first annual Plein Air Painting Festival, set to take place August 14-16. Costumed models, still-life vignettes, heritage buildings, beautiful gardens and farm animals are some of the things you can expect to paint at the 1920s Heritage Site in Harrison Mills. Multiple covered areas will be available for protection from the elements. Artists have the chance to win prizes provided by Harrison Hot Springs Resort & Spa and Opus Art Supplies. HORTON Allen Allen Horton age 84 passed away on July 7, 2015 after a courageous battle with cancer. He was predeceased by his wife Lynn of 51 years in 2007. DANCE Lesley Lesley Dance (née Spier) passed away on July 8, 2015 from pancreatic cancer. She was a gentle, selfless and loving mother and wife, for whom family was paramount. Lesley was also a dedicated and caring instructor, gifted artist, world traveller, avid pickle-ball player and talented ballroom dancer. Lesley was born on April 27, 1953 in Water Orton, England. She completed a Bachelor of Science in Biology, and a Master of Science in Chemistry at the University of Aston in Birmingham. It was there she met and fell in love with Nigel Dance, who she married in September 1974. In 1976, they moved to Canada to carry out academic research and raised their three children in Abbotsford, BC. Lesley was a professor at the University of the Fraser Valley, where she worked from 1980 to 2014, teaching in the chemistry department under her maiden name. She also completed a PhD in Education from the University of British Columbia. Lesley is survived by her husband Nigel, three children Derry (Julia), Paul (Jenny) and Caroline (Jeremy), her grandson Orson, mother Edna, sister Jennifer (Steve) and mother-in-law Sylvia. Her family love her dearly and she will be greatly missed. A private family service has been held. In lieu of flowers, donations to the Canadian Red Cross are appreciated. Quentin passed away July 1, 2015 at the age of 65, after a long illness. “Quenny” was loved and will be missed by his brothers, John (Gail), Clay (Susan), Justin and Brad (Patty). He also leaves behind many nieces and nephews as well as former spouse Kim. Quentin was predeceased by his father Toke and his mother Thelma, as well as oldest brother Mike. Quentin was born in Mission, BC and lived there most of his life while working in the family business. He had many close friends and was well known for his kind heart and sense of humor. There will be a family memorial, to be held at a later date.
Colin Tranmer, late of Abbotsford, BC, died on June 15, 2015 at the age of 84. Born in Yorkshire England to Fred and Ada Tranmer, Colin immigrated with his family to Canada in 1948. He eventually became a school teacher, high school technical director, college administrator and worked with the Ontario Ministry of Colleges and Universities. Colin had a passion for travel, all modes of transportation, music & high fidelity stereos. He is survived by his wife, Margaret (Peggy), his daughter Laurel Akenclose (Dale), two stepsons, Mark Forsythe (Catherine) and Paul Forsythe (Deb Cochran), six step - grandchildren, and one step - great-granddaughter. He is also survived by his brother Graham (Lise) and family in London, Ontario, cousin Joyce (Ron) Ellis and family in Yorkshire, and other family there. A Memorial Service will be held at St Matthew’s Anglican Church (A.N.I.C.) at Grace Worship Centre, 2087 McMillan Road, Abbotsford, with Reverend Mike Stewart officiating on Saturday August 8, 2015 at 12 noon. In lieu of flowers, please donate to a charity of your choice.
U’REN Donnie Don passed away June 25, 2015 in Tabor Home due to complications with pneumonia. Don was born in Fort McMurray, Alberta on December 22, 1938 to his predeceased parents Cecil and Ann U’Ren, he was also sadly predeceased by one granddaughter. Don leaves behind his wife Ida of 31 years, 3 children, 4 step children, 14 grandchildren, 11 great grandchildren, numerous nieces and nephews as well as 5 of his 7 siblings. Don’s life work was that of a tire man, taking him to places such as Princeton, Hope, Abbotsford, Mission, Chehalis and Canfor Forest Products. Known as the “Quiet Grandpa”, Don enjoyed a simple life. Loving the outdoors, camping, fishing and hunting were a must. He also had a passion for coaching minor hockey and baseball, which he did for many years until his untimely accident in 1995, and due to his care needs he has resided at Tabor Home for 19 years. The family thanks Elizabeth for her constant companionship and friendship to Don while at Tabor Home, as well as other staff members. A service in memory of Don will be held Thursday, July 23, 2015 at 5:00 pm at Yarrow Community Centre, 4670 Community St., Yarrow, BC. In lieu of flowers the family would greatly appreciate a donation to Canadian Tire’s Jumpstart Program in memory of Don.

A small celebration was held at Ricky’s Restaurant in Mission to celebrate Ron and Marguerite’s 70th Anniversary. Reverend Bowie read from an “old Bible” that was used in the Anglican Church 70 years ago to perform their wedding ceremony. Ron and Marguerite Stobbart met in Deroche, fell in love and were married on July 9th, 1945 at the Anglican Church in Mission. They built their home in Deroche and still reside there to this day. After leaving the Army, Ron chose a career in logging at Chehalis while Marguerite stayed at home and raised their two children, Diane and Rick, and of course there was always a dog in the house. During their married life, they have honoured their vows, for richer and for poorer, in sickness and in health, and both worked very hard to provide for their family and friends. Their love of camping, fishing and hunting, kept them busy for many, many years. They also loved travelling, and did so on many occasions. Time has now slowed them down, but their love is still strong and they are indeed growing old together.
