Constant clanking irks Pitt residents

Compaction could stop at end of this month By Neil Corbett ncorbett@mapleridgenews.com

The clank of metal on metal echoes throughout southern Pitt Meadows, all day long, and has since the beginning of June. It originates from a piece of machinery on Airport Way, beside the City Works Yard, on land being developed by Onni for an industrial park. And it can be heard clearly as far away as city hall. The pile-driver sounds, created by a compactor, start at 8 a.m. and go until 5 p.m. “It’s just bang, bang. It rattles across from north Bonson up to the highway,” asserts Dave Douglas, who lives near the Corner of Baynes Road and Airport Way. See Clank, 5

Drought causing plant casualties Local landscape is already changing

shrubs like rhododendrons or azaleas are wilting, turning brown or dying, in both commercial, city-owned boulevards and front yards. They’ll have to be replaced, otherwise they’ll be a fire hazard. But when they do, a less-lush looking plant may take their place. “I’ve been gardening in the valley since the 1980s and I’ve never seen it this dry, this early – ever,” said Lascelle. “Our summers have been getting a lot drier.”

By Phil M elnyc h u k pmelnychuk@mapleridgenews.com

If the drought drags on, Maple Ridge and Pitt Meadows could look a lot different in a few years. “We’re not going to be the rainforest capital anymore,” says Mike Lascelle, a garden centre manager and writer. Typical West Coast water-loving

With Metro Vancouver’s Stage 2 watering restrictions in effect, people can only sprinkle their lawn one day a week for five hours. However, they can hand-water their shrubs in an attempt to keep them alive. But that requires getting the water to the roots under the surface and could require holding the hose over the plant for several minutes. Perforating the soil so water soaks in, or using a device that attaches to a hose, could do the same.

“We’ve had the driest May on record,” said Lascelle. “These plants aren’t used to this little water.” The local landscape is already changing for city owned spaces. New plots of boulevards or medians are being planted with drought-tolerant grasses, instead of shrubs, said Geoff Mallory, manager of parks and open spaces. In some parts, those grasses are already looking nice, he added.

Movie industry picking up in Ridge Lower Canadian dollar having affect By Phil M elnyc h u k pmelnychuk@mapleridgenews.com

I

t’s impossible to miss the white movie trucks around town, which seems like the industry is back to booming, but the number of film shoots so far in Maple Ridge is behind last year. According to the City of Maple Ridge’s film production liaison, Marg Johnson, the number of films shot here the first six months of this year is down by seven compared to the first half of 2014. Only 33 films have been shot in Maple Ridge the first half of this year, compared to 40 the year before. The industry has rebounded after a downturn in 2013, when those in the industry blamed the loss of the Harmonized Sales Tax and more tax credits in Ontario for the downturn. At the time, a group called for Save B.C. Film, called for more tax credits to stem job losses. But Johnson said ups and downs are the nature of the business. “This summer is proving to be very busy though – lots of scouting for locations, and I currently have six productions on the go,” Johnson said. For instance, the Unauthorized Beverly Hills 90210 Story is cur-

The lower numbers accord with Creative B.C. stats, which say that the total of $1.44 billion spent in 2013/14 on B.C.-made films and TV – is lower than the previous year. That total was $1.47 billion. Both totals though are still

above the $1.2 billion spent in 2012. John Wittmayer, who opened The Ridge Studio on 224th Street, in the former Haney Bingo Plex, in January, said he’s been busy from the start. “The obvious culprits are the 78-cent dollar,” and the extra six cents tax credit on labour costs for movies shot east of 200th Street.

In the first half year of operating, six movies have been shot out of the 23,000-sq.-ft. building, where there are pre-made, standalone police station, crime lab and hospital scene sets. “Hospital sets here are difficult to find and to get permission to film in.” Wittmayer is leasing the whole building and is even using the old lunch counter-diner as an-

other set. In addition to providing a convenient shooting space, the studio can serve as a home base for companies as they move to different spots for on-location filming. “We’ve marketed ourselves well enough so that we’re now on the map.” Wittmayer says he could upgrade soundproofing of the building, although the concrete walls are fairly quiet, and he may decorate the west exterior wall of the building so it represents an inner-city alley way. Wittmayer says the pace of filming has dramatically picked up this summer, saying he gets a few calls a week from companies looking for studio space. Overall, it’s a booming time in the business, to listen to Wittmayer. “It’s dramatically picked up. It’s very busy.” He said the Directors Guild of Canada is constantly looking for location managers. As the forms of media multiply, the demand for content, screen plays and scripts, is constant. “There’s a huge need for content.” More television channels, and web media create more demands for content. The U.S. companies UPtv, Lifetime TV and Movies, and Hallmark Channel are constantly film here, he added. “That being the case, I don’t see our industry slowing down at all.”

Pitt scrutinizes expenditures under $25,000 Zero per cent tax crusader Tom Murray leaves legacy By Neil Corbett ncorbett@mapleridgenews.com

Line-by-line scrutiny of the expenses at Pitt Meadows City Hall is under way – the legacy of tax crusader Tom Murray. The late Murray, whose high profile zero tax petition led to a budget with no increase for the present fiscal year, also pushed city hall for details on spending. The city files its annual statement of financial information, in which every municipality lists all expenditures over $25,000. Murray – died from cancer in December 2013 at the age of 73 – argued that the public should be able to see all expenditures – even those

under $25,000. “Tom saw what the increase in taxes was going to be, and went ballistic,” remembers Coun. Mike Stark. Stark joined Murray as arguably the city’s most avid council watchers at that time. City staff had recommended increases totaling 20 per cent over five years. Eventually, after using the Freedom of Information Act and paying hundreds of dollars in fees, Murray got the full list of expenditures. Members of the council of the day also obtained copies for the first time, and asked questions of city hall staff. Now on council for his first term, Stark asked for the 2014 list of expenditures under $25,000, for councillors to scrutinize. “That’s one of the reasons I ran for council – for more transparency with this stuff,” said Stark.

He has read the list, which is 23 pages long, and has approximately 1,000 line items. They range from as low as $4 for a TransLink fare purchase, to $21,000 to Western Weed Control. “I don’t think there’s anything untoward, but I can ask for some clarification,” said Stark. “It’s $2.4 million in total. That’s a significant number, and we’re just doing our due diligence.” Having seen the list for the first time last year, council will now fit a review of all expenditures into the budget process. Coun. Janice Elkerton said the public expects this level of responsibility from councillors today, and accountability is higher than ever. Councillors will be able to ask what service a company provided, or whether services

that the city has contracted would be more affordable by hiring staff, she said. Each councillor will submit questions for staff, to be answered at a later date. Elkerton has also asked staff to provide councillors with information about parks and recreation staff. She would like an analysis of their salary and benefits, and increases. She asked for data from January 2012 to present, including any increases which have been committed but not yet implemented. She wants the name of each staff, their position, and base salary percentage increase in each category year-over-year, and dollar increase in each category year over year. Elkerton heard numerous complaints about wage increases at Maple Ridge city hall. The two cities share parks and recreation staff and expenses.

5th Rotary Duck race on weekend newsroom@mapleridgenews.com

The Alouette River will overflow with the colour yellow on Sunday with the fifth annual Rotary Duck Race. The event runs from 11 a.m. to 5 p.m. and will feature as many as 10,000 rubber ducks heading down the Alouette in this year’s fundraiser. Race organizer Bob Shantz said tickets sales will continue on race day

at the event in hopes of topping last year’s total of $83,000. All money raised form the event goes back to local youth groups in Maple Ridge and Pitt Meadows. “Youth is the focus,” said Shantz. “I can’t emphasize enough how great our sponsors have been. I think they’ve adopted this event because 100 per cent goes back to the kids in our communi-

ty. It’s a shining example of fundraising for youth.” Since its inception, the Rotary Duck Race has raised more than $330,000. “It’s a win-win for the community,” said Shantz. The race gets underway at 1 p.m. Tickets for the event are $10 each and one lucky duck will drive home in a 2014 Dodge Dart worth more than $22,000, donated by Maple Ridge Chrysler.

Other prizes include $2,000 cash donated by Mark’s Work Warehouse, and a $1,000 furniture packages from Fuller Watson and a $1,000 apparel gift certificate from Mark’s. Other prizes include show tickets, a meet and greet at River Rock Casino as well as dinner at Chances, two rounds of golf for four at Meadow Gardens and a 40-inch flat screen TV

from Haney Sewing and Sound. Shantz said this year’s event has added more family-oriented activities, including live music, food trucks, and games for kids. He said the idea was to make it more community oriented and slow the pace of the day. • For more information on the event or tickets visit www.rotaryduckrace.ca.

‘Pressure loading would have brought truck traffic’ Clank from front

“The issue is qualify of life. They need to give some consideration to the people who live here,” Douglas adds. “It’s ridiculous,” said Rob Olson, who lives on 117A. “You’re sitting out having a beer, and all you hear is clank, clank, clank.” Residents have been told the work will continue through September. For people who live closer, or those on Fieldstone and Streamstone walks, with no subdivisions between them and the compactor, the waves of sound hit loudest.

Douglas said there was a lot of pile driving when the Golden Ears Bridge was built, but a barrier was erected to divert the sound away from residents. “There was a little consideration for the people.” He said the contractors could pressure-load the site, hauling fill there and allowing it to compact the soil. City councillors have heard the complaints, and there has been some curbing of the compacting. It used to begin each morning at 7 a.m. The compacting was done on Saturdays, but that too

has been curtailed, because of residents’ concerns. According to Onni infrastructure manager Curt Gowler, the work is almost done. “We’re nearing the end of it,” said Gowler. “We’re way ahead of schedule, thanks to this weather.” He estimates that the work will be done by the end of July. The original company estimate was that it would take until the end of August, and the company’s conservative timeline said the end of September, in order to account for any delays. The Rapid Impact Compac-

tion was the way to go for this job, Gowler asserts, because the residents would have been no happier with truck traffic hauling the massive amounts of soil that would have been necessary to pressure load the site. He is apologetic to residents, and acknowledges “it’s definitely very loud.” But he said the work will be good for Pitt Meadows. The company is building a business park much like its facilities on the south side of Airport Way. Tenants are already booked. “There’ll be lots of job opportunities.”

Compassion If it was your job to shoot two adorable-looking bear cubs, could you do it? Should it be anyone’s job to shoot bear cubs? And once they are given names, is it even remotely possible they could be coldly shot to death? Jordan and Athena – brother and sister – are five months old. They are currently under the expert care of the talented and loving staff at the North Island Wildlife Recovery Centre in Errington. They are worldwide media darlings, thanks to the compassionate act of a conservation officer. Winnie and Yogi, step aside. A B.C. conservation officer was suspended without pay for failing to euthanize these cubs in Port Hardy. Their mother had been killed after repeatedly breaking into a freezer containing meat and salmon. The bears came looking for their mom and that’s when Bryce Casavant refused the order he was given to shoot and kill the cubs. Many are calling Casavant a hero. He also received praise from many people around the province and country. Should he keep his job? He declined to do something he was asked to do by a superior. He didn’t follow orders, essentially. Surely it’s OK not to follow an order one believes is immoral, is it not? Or perhaps you believe he should look for another line of work. The facility the cubs are at has a provincial permit to rehabilitate black bears. Staff there called the order to kill the cubs unusual, since they were fearful of humans and good candidates for release. Hopefully that works out. The Conservation Officer Service, meanwhile, is investigating the situation. Hopefully someone there comes to their senses. – Black Press

Somehow leading us to Greece A variety of summertime items for consideration: Growing up in 1980s, Pitt Meadows didn’t provide much personal reference for the recent U.S. Supreme Court legalization of same sex marriage. But a revelation emerged whilst study- Open mic ing Second World War Mike Shields history at university. Suppose a powerful neighbouring country (in the sway of a reactionary leader) first invaded Canada, then began exporting one or more scapegoat demographics. Regardless of personal affinities, I aspire to think myself brave enough to save such persecuted compatriots in my attic, if necessary. And if you’re willing to risk your own life in such a (not completely outlandish) scenario, then the debate over whether two people in love should be allowed to form a legal union becomes laughable. That same U.S. court (whose decisions are both better publicized and quite probably more influential on Canadians than our own Supreme Court) also threw out an absolutely ridiculous challenge to Obamacare. Undeniably partisan, the controversy over sloppy grammar exemplifies my supposition that the right side of the political spectrum prioritizes the proverbial ends over the left’s

Q

uestion of the week:

preoccupation with means. This is not intended to convey criticism on either side given various times and places. Yet, it is a framework I find necessary to help comprehend how it is that a nation spending 27 per cent of GDP on privatized health care can delude itself into thinking that a preferable system to pretty much every industrialized country implementing socialized medicine at an average cost below 17 per cent of GDP. Which in some ways leads to Greece. The European Union movement began as an attempt to link Germany and France in such a way as to prevent another post Second World War conflict. But, in my opinion, as shown by our TransLink debacle, politicians seem ever eager to expand their domains. Hence, what began as a six-country common steel marketing board is now an entirely supplemental level of government superimposed on 28 dramatically different nation states. And while not without benefits, the idea that, say, Germany and Greece should unite behind a common set of principles is in many respects anti-democratic. Essentially then, Germany – upon being relieved of it’s own significant financial (and moral) debts during the 1950s – convinced itself that their values would beneficially translate onto less industrially developed cousins. Yet there’s neither a sociologist nor historian alive who would maintain the square peg of unfettered free markets will benefit every round-hole society.

Should downtown parking restrictions be eased on weekends? Yes: 92% – No: 8%

Unfortunately, there are economists with such a perspective. Often the same economists who in private careers work for organizations like Goldman Sachs – a group who helped Greece hide billions of Euros in debt from it’s aughts-era books in order to keep the borrowing (and commission) tap running. Unsuprisingly, following the precedent set during America’s 2008 financial crisis, the private banks which failed to perform adequate due diligence prior to extending loans that a borrower like Greece could not possibly repay them now indignantly seek full subsidization for their shortcomings from public taxpayers. Vague talk about nation-states aside, the Greek bailout is yet another wealth transfer (theft?) from the middle class to the wealthier elite. Largely German bond-holders of Greek debt have earned higher than otherwise interest rates in return for the increased risk therein. But if you have elected officials in your pocket, such chickens never seem to come home to roost. Colloquially, extending a loan that your neighbour proves unable to repay should not yield up their children as indentured servants.

This week’s question: Should Maple Ridge and Pitt Meadows install water metres on residential homes?

THE NEWS/letters Noise is too much Editor, The News: Since the beginning of the summer, most of Pitt Meadows has had to tolerate the repetitive pounding noise of what sounds like a pile driver all day long, Monday to Friday. According to the city, it is a land compactor on Airport Road, and will continue til the fall. Even though it is clearly above the maximum noise level allowed, it is continuing as planned. It has become an annoying part of our lives this summer and complaints to the city and council seem to fall on deaf ears (pardon the pun). In its eagerness to develop its own version of Port Kells, Pitt Meadows has crammed fill farms and industrial construction together with residential houses. Dirt on vehicles, laundry and homes and unreasonable industrial noise is the result. I have lived here 43 years with the sounds and ashes of lumber mills, blasting blueberry cannons, low-flying airplanes and more, but this new development comes with little consideration to the people who live here and pay the taxes. Dave Douglas Pitt Meadows

Well done, Mayor Read Editor, The News: When the new mayor was looking for votes, and stood on my doorstep (God love her) and said I will eliminate homelessness, I giggled. But she actually did it. They all live on Cliff ave. now. Well done. Patrick Clark Maple Ridge

Getting a drip on water use D uring one of the recent choking-hot afternoons, I was driving past a farm and noticed sprinklers showering the field at full blast. In 30-degree heat, from each sprinkler head, the water was making a high, misty arc before succumbing to gravity. With all that water flying through the air, how much of it was evaporating before it hit the ground – and the road? It got me thinking of something I saw on TV as a kid – Israeli engineers making the Negev Desert bloom using drip irrigation.

Small amounts of water in a targeted area meant less water loss. As I understood it at the time, it was just hoses on the ground with small holes doling out just the right amount of water to the thirsty crops. Watch for telephone scams in Ridge Agency and telling the person who answers, usually a senior, that he or she owes income taxes. Usually, the supposed amount owing is in the thousands of dollars and residents are told they can pay with gift cards. If they don’t, the scammer says, they could be

arrested by police. For added authenticity, the call display will show the letters ‘CRA.’ Another scam, involves callers who say that a virus has infected the homeowner’s Windows computer. The callers try to learn the credit card number and personal ID numbers of

the homeowners. If seniors say they have a MacIntosh computer instead, a call usually follows from someone who says they’re from Apple Security. Police say that family members should ensure that seniors, or anyone who takes such calls, not to respond.

City provides bags

couver is due out this fall and will compare longerterm water consumption of cities, such as Surrey and West Vancouver, which have universal water metering with other Metro Vancouver cities that don’t. Installing meters can allow the city to bill residents based on what they use rather than a flat rate. Maple Ridge already meters water use for industrial and commercial buildings and for any property that has in-ground sprinklers,

a swimming pool or is more than an acre in area. Staff would have to weigh the cost of installing water meters and maintaining them and reading them, versus the benefits of the water saved. On per capita basis, Maple Ridge uses 408 litres of water a day, about the norm for Metro Vancouver cities, while Pitt Meadows consumption is third highest at 508. But some of Pitt Meadows water is used for farming purposes.

Ridge Meadows RCMP are warning people about telephone tricksters around trying to separate you from your money. One scam involves someone calling on the telephone, saying they’re from Canada Revenue

Drought from front

But the city is also trying to keep alive its own rhodos and rainforest type shrubs during this dry stretch by hand watering whenever possible or directing sprinklers during permitted times. “We have a lot of rhododendrons and they are really suffering and they won’t bounce back.” The same struggle is going on to keep young street trees alive on Maple Ridge’s boulevards. The city has asked residents to water such trees outside their homes. “The public response has been great,” Mallory said. They’re responding in the hundreds, thanks to an idea by parks worker Paula Christensen. She suggested the city provide residents water bags, for a $10 deposit. The porous bags are filled with water then left at the base of a tree to keep it alive. In the first two weeks, about 360 watering bags have been given out in Maple Ridge and Pitt Meadows. “And we’ve ordered another 360,” Mallory said. Under Stage 2 watering restrictions, washing your car is OK, provided it’s done with a springloaded nozzle. Commercial car washes are also still open, but power washing driveways, sidewalks or buildings isn’t allowed, said Davin Wilson, in the city’s public works department. That’s requiring power washing companies or homeowners to consider other options, such as washing and rinsing with a bucket and brush. “They have to find other means, without using pressure washers, to cut back consumption.” One way that could reduce water use is by installing water meters at the service connection to people’s homes. Most

of Maple Ridge’s homes already have that space provided to allow a meter be installed, should council so decide. But a municipal engineer says so far, based on a 2013 report, there’s not much difference between cities that have water meters on its single family homes, and those that don’t. Kids like hanging out and fooling around after dark, which is fine, until you cross the line. For example, drinking beer outside Harry Hooge elementary isn’t fine. Nor is dealing drugs, stealing stuff from unlocked autos, or, in one instance, involving two pint-sized pranksters, releasing the parking brakes of an auto so it can roll away. Resident Stephan Baran says neighbours are dealing with all the above and more as about 50 kids, who all seem to be in their early teens, get up to no good after hours around the school on 230th Street and 122nd Avenue. While the school is only for kindergarten to Grade 7, after hours the building seems to turn into a focal point for sculduggery.

“It just seems that it’s a great place to hang out.” “The kids continue to be there all hours of the night,” said Baran. Often, they’re hanging around to score drugs, he adds. In June, Baran’s security camera caught one image of two boys, barely the height of a side view mirror, trying to break into cars and releasing the parking brakes on some vehicles, resulting in one rolling down a driveway. Then while he gets a lecture, his partner goes and checks out another vehicle. In addition to the petty crime, residents have to put up with cars doing loud doughnuts at night and kids keying cars. On June 30, when residents complained about rowdyism, four vehicles were keyed. Neighbors believe the teens were responsible for the damage. To improve things, Baran and four others are discussing forming a Block Watch and plan on having a meeting with Ridge Meadows RCMP

in the next few weeks. Ridge Meadows RCMP civilian media spokesman Dan Herbranson said police have received a few calls from the area. But, “the amount of confirmed serious files in the area is not all that outstanding.” Neighbours complain, police respond, kids take off – ending in nothing to report and no incident, he explained. Baran has found out that just talking and emailing and communicating via the Facebook group Reid Ave. Block Watch with other residents helps provide some reassurance to those who feel beleaguered by what’s going around them. Some residents are too scared to even pick up the phone because they fear retaliation. “The kids at the school are the real problem,” he said. He’d like to see police more often. “We need more of a presence at the school, more patrols.” Baran’s also contact-

ed the school district, which put up a chain across the driveway to keep vehicles off the school grounds. He’s happy that the school district is helping out, but says keeping the security lights on at night would help. “At 10 p.m., the lights are turned off – pitch black. So it becomes a dispensary.” According to the Maple Ridge-Pitt Meadows school district, vandalism is no worse at Harry Hooge than any other school. Irena Pochop, school district spokesperson, said the outside lights stay on until 11:30 p.m. and the custodian is in the building until 11 p.m. Keeping the lights on longer would increase costs, she pointed out. And there’s another view that a full blackout of a school is more effective at deterring vandalism. • Any vandalism can be reported to the school district’s hotline, 604466-4357.

Big mural for Pitt arena Artist could start in August By Neil Corbett ncorbett@mapleridgenews.com

Pitt Meadows Council gave initial approval for a huge mural on the front of the Pitt Meadows Arena Complex. The mural will be the height of the building, approximately 40 metres long, and will be on the theme 100 years of sports in Pitt Meadows. Local artist Brad Dinwoodie, whose work can already be found at the Pitt Meadows Fire Hall, Pitt Meadows secondary, Samuel Robertson Technical and other schools in the district will offer the mural at no cost to the city. After getting council’s approval for the work, he will seek corporate sponsors, whose support will be noted in a tribute on the building.

“I enjoy doing the murals because they’re larger than life, and it’s giving back to the community.” Brad Dinwoodie, artist

intention is that the mural be full colour. It will include the likeness of Brendan Morrison, and Dinwoodie has obtained permission from the Vancouver Canucks to paint their logo on the building. He estimated the work will take six weeks or more to complete, and would be worth approximately $90,000 if the work were commissioned.

high school basketball coach said many visitors to the Pitt Meadows secondary gymnasium would comment on the quality of the artwork. Council approved a recommendation from director of parks and facilities David Boag that staff review the mural and report back to council. Dinwoodie hopes to begin his work in August.

House fire in Hammond By Neil Corbett ncorbett@mapleridgenews.com

A man escaped his burning Hammond home early Monday, but suffered smoke inhalation. He was treated at the scene by emergency responders. Maple Ridge firefighters were called to the blaze at 5:20 a.m. Assistant fire chief Mark Smitton said the single-storey house suffered extensive fire and smoke damage. The occupant was awoken by his smoke alarm after a fire broke out at the back of the home. The cause of the fire is still under investigation.

Fire danger Both Smitton and Pitt Meadows Fire Chief Don Jolley are warning that the light weekend rains have done little to diminish the fire danger. Smitton said the department has received burning complaints from the public, and would like to remind residents that there is still a total fire ban that

TransLink has axed two senior executives in the wake of the referendum defeat that has left the transportation authority without a new tax source needed for major transit expansion. Gone is Doug Kelsey, who had been president and CEO of TransLink’s SkyTrain subsidiary, B.C. Rapid Transit Co. He’s been replaced as acting president and general manager of BCRTC by Mike Richard, a past

president of the SkyTrain division with 30 years experience. Bob Paddon has also left and his former position of executive vice-president of planning and stakeholder relations has been eliminated and his duties assigned to two other vicepresidents. TransLink officials aren’t commenting on the changes nor have they yet disclosed any severance payouts to the terminated executives. Paddon was paid $299,000 last year,

while Kelsey collected $355,000 in total compensation. The changes were announced by interim CEO Doug Allen in an internal memo. Allen was installed in February to head TransLink for six months after a decision of the board to remove then-CEO Ian Jarvis, who continues to serve as an advisor. Allen departs Aug. 10 and chief financial officer Cathy McLay will then take on the extra duties of interim CEO while a search for a new

permanent chief executive continues. The changes will further reduce executive costs following the 2014 elimination of the chief operating officer position and earlier rounds of cuts to top management ranks. B.C. Transportation Minister Todd Stone said he hopes the changes “reinforce the public’s demand of TransLink to do a better job of managing taxpayers’ dollars in terms of the operations of TransLink.” A week earlier, Premier

Christy Clark had said the referendum rejection by 62 per cent of Metro Vancouver voters signalled not just opposition to the proposed 0.5 per cent sales tax but that the public didn’t trust TransLink to properly spend any new money. Stone has yet to take any further steps to reform TransLink’s governance structure nor has he yet named two provincial government appointees to the TransLink board to match the two mayors that now sit on it.

Finance Minister Mike de Jong shows chart of B.C. operating deficits and surpluses in recent years.

Big provincial surplus means raises for unions By Tom Fletcher Black Press

The B.C. government exceeded its financial targets for the last fiscal year, meaning unions that signed on to the government’s growth sharing formula will likely see a small pay increase in 2016. Finance Minister Mike de Jong presented the province’s audited public accounts Wednesday, with a surplus of $1.68 billion, almost 10 times the size it was forecast to be. That was due mainly to higher personal, cor-

porate and sales tax revenue in the later part of the fiscal year that ended in March. Gross domestic product growth came in at 2.6 per cent for the year, ahead of the finance ministry’s economic forecast council figure of 2.3 per cent. Public service union contracts signed last year included a formula to distribute half of any gain above that independent forecast, translating to a 0.15 per cent additional raise on top of negotiated increases. De Jong said the GDP

numbers must still be finalized by Statistics Canada, and the adjustment to pay levels for employees in the health, education and other public services who signed on will be made in 2016. De Jong said he is tracking the steeply rising cost of the current forest fire season, and there is a contingency fund to cover whatever is needed. That uncertainty and international instability in Asia and Europe mean the government will not assume higher revenues will continue

this year, he said. Sales tax revenue exceeded budget forecasts by $322 million, and corporate tax revenue was up $208 million. Property transfer tax was up $128 million, and all other taxes brought in $254 million more than forecast. Natural resource revenue decreased by $18 million from 2013-14, despite an increase in forest revenue of $35 million due to economic recovery. Less rainfall and snowpack led to a decrease of $74 million in power production.

The MX-5 fully embraces the Kodo or “Soul of Motion” design language that inspires clean and crisp lines on new and future Mazda products. You won’t find hard edges on this car, but you will find a flowing form that is highly attractive at a standstill. While the looks of a car are essential, it’s not what the MX-5 relies on for its cult-like following. It’s the drive. The MX-5 is a car that can make you feel like a hero, or a champion without breaking too many road rules. It’s a car whose steering, suspension and transmission work so seamlessly together with the driver that it requires effort not to enjoy yourself. If the Laws of Attraction are yet again on my side, the 2016 Mazda MX-5 and I will cross paths again. Hopefully sooner rather than later. The 2016 Mazda MX-5 (the GX trim) has a starting MSRP of $31,900. The GS has an MSRP of $35,300 and the GT of $39,200. All three trims can be outfitted with the six-speed manual or the six-speed automatic for the same price.

That’s solidified with the fourth generation. Without getting too technical, dimensionally, it has changed. It’s actually smaller – the overhangs in the front and rear don’t hang as much – yet space is used even more efficiently inside. The driver sits lower, and so does the engine. I’m not a particularly tall individual, but my driving partner, an above average height male, didn’t find himself as cramped as he thought he would be. Even when we put the top up, claustrophobia was nowhere to be found. And speaking of top up driving, cabin noise is reduced significantly. Thanks to an aluminum front panel and insulating headliner, wind noise is cut by 40 per wwcent. With the top down, engineers have used their wizardry – or in this case, scientific knowhow – to keep cabin wind at bay and to allow conversations to be carried on without having to yell. And without too much hair being blown around. Side note: ladies, bring a hair tie just in case. Perhaps MX-5 admirers should also bring their sunglasses, because this front-engine, rear-wheel drive car is hot. Hot meaning sexy. And sexy in regards to its styling.

GMC has added Apple CarPlay capabilities to the 2016 Canyon, Yukon and Sierra.

G

MC is adding Apple CarPlay capability to the 2016 Canyon, Yukon and Sierra, taking the iPhone features customers want to access while driving and putting them on the vehicle’s display in a smart, simple manner with the brand’s IntelliLink system. Android Auto capability will also be offered on some Sierra models at the beginning of the model year and all Sierra, Canyon and Yukon models later in the year.

The features allow customers to use select smartphone apps through the touchscreen interface of GMC’s IntelliLink system.

‘‘

The features allow customers to use select smartphone apps through the touchscreen interface of GMC’s IntelliLink system. Many features can be controlled via voice commands through a button on the steering wheel, helping drivers keep their eyes on the road and hands on the wheel. “GMC IntelliLink is taking another step forward with

this simple and intuitive functionality that makes phones and vehicles work better together,” said Duncan Aldred, vice president of GMC Sales and Marketing. “Like other GMC features, from OnStar 4G LTE connectivity and active safety features, it’s technology designed to enhance the driving experience without intruding on it.” GMC’s latest infotainment systems include an eight-inch-diagonal screen version offered on Canyon, Yukon and Sierra, which will be compatible only with Apple CarPlay at the beginning of the 2016 model year. A seven-inch-diagonal screen

radio is offered on Sierra base models and will offer Apple CarPlay and Android Auto capability at the beginning of the model year. Android Auto capability is expected to be available on the eight-inch system later in the 2016 model year. Apple CarPlay takes the iPhone features customers want to access while driving and puts them on the vehicle’s display in a smart, simple manner. This allows drivers to make calls, send and receive messages and listen to music right from the touchscreen or by voice via Siri. Apple CarPlay-supported apps include Phone, Messages, Maps,

Music and third-party audio apps. Android Auto is built around Google Maps, Google Now and the ability to talk to Google, as well as a growing audio and messaging app ecosystem that includes WhatsApp, Skype, Google Play Music, Spotify and podcast players. Using either application is simple. A “Projection” icon on the IntelliLink screen is visible when a phone is not connected, then changes to indicate CarPlay or Android Auto when a compatible phone is connected via USB.

REAL ESTATE IN MAPLE RIDGE & PITT MEADOWS

Survival guide for drought By Mike Lascelle

I

know we have had a couple of days of light rain to relieve the recent heatwave, but the facts speak for themselves – May 2015 was the driest one on record in British Columbia and June wasn’t that far behind.

Add to that the lack of snowpack in the local mountains (the girls and I had to go all the way to Manning Park to get some skiing in this year) and we are looking at a long, dry summer. The evidence of this everywhere – be it brown lawns, dead trees, scorched rhododendrons or forest-fire-fueled haze filling the valley. Our reputation as the rain capital of Canada is changing before our eyes and this just isn’t a one-off occurrence – it has been going on for the past few years and by the look of things, it’s here to stay. So what can we do as gardeners to keep our landscapes looking reasonable without breaking the current water restrictions? Start with the way you water. I can’t tell you how frustrating it is to see people out there with a hose giving their gardens just a passing sprinkle on a daily basis. While well intentioned, this light frequent watering usually doesn’t penetrate to the root zone and often evaporates on the soil surface, making for shallow, drought-prone root systems. You can change this bad habit by watering less frequently, but longer and making sure the water penetrates by using a garden fork to lightly perforate the soil surface. This will create deeper, drought-resistant root zones and you can further limit surface evaporation by applying bark mulch throughout your garden beds. Trees can be a little more difficult to deal with, as many of these are plunked right in the middle of the lawn we are not supposed to be watering.

Mike Lascelle photos

A watering bag zips around the base of a tree and slowly dispenses water directly to the roots over hours, instead of minutes; move pots and containers into the shade.

Young trees, in particular, are prone to drought damage. But there is a practical watering solution in the form of a Treegator, or watering bag. This ingenious plastic bag simply zips around the base of your young tree (works up to a four feet in diameter) and is simply filled with the hose, after which it slowly dispenses the water directly to the roots over hours, instead of the minutes you usually spend. This allows for deeper, more effective irrigation. Pots and containers are another high maintenance watering concern, but you can offset this by moving them into partial shade during the extended drought, in order to reduce plant transpiration.

If this is not possible, consider incorporating water absorbing crystals such as Soil Moist to your potting mix when planting. This polymer amendment literally expands and holds water within the soil media, reducing run-off and making it available to the fibrous root system. The granules come in various sizes and they can reduce watering by up to 50 per cent, so the savings in time alone is well worth the investment. For those of you on well systems, the problem may not be a will to irrigate responsively, but a simple lack of water as our aquifers dry up. This is where water storage comes in

handy and there are many rain barrel systems available out there, from simple plastic units that are connected to the downspout to large above-ground tanks or cisterns. While we can’t expect these to meet all of our outdoor watering needs, they can certainly be set-up to drip or microirrigation systems to handle nearby vegetable gardens or landscape beds. It may not seem like much, but anything you can do to reduce your dependence on the tap helps all of us. Mike Lascelle is a local nursery manager and gardening author (hebe_acer@hotmail.com).

Protest, appeal looming large over standings

Successful in protesting loss to New Westminster By Neil Corbett sports@mapleridgenews.com

The Maple Ridge Burrards are now 7-7 and sitting in third place in the league standings, vaulting up after having won Tuesday night and getting a loss turned into a win on appeal. Tuesday the Burrards got their fifth straight win 11-6 over the Coquitlam Adanacs. They also had an 11-10 loss to New Westminster on July 9 overturned, after the Salmonbellies dressed an ineligible player. Including the forfeit, that makes it five straight wins for the Burrards. On Tuesday night, Dan Taylor was the game’s first star, as the Albertan import had six assists. His 35 helpers are third in the WLA, but he has played four fewer games than the two players ahead of him, and is on a league-leading pace. Ben McIntosh had two goals and three assists, Mike Mallory two goals and two assists, Jarret Davis two goals and an assist, and Riley Loewen a goal and two assists. Other scorers were Andrew Murphy with two goals, and Dayne Michaud and Mike Krgovich with one apiece. Carson Michaud had 30 saves on 36 shots, and the backup goaltender improved his record to four wins and a loss while filling in for injured starter Frankie Scigliano. “He’s keeping up in games, and Frankie will be back in a week or two,” said general manager Daren Fridge. Michaud’s performance gives the Burrards enviable goaltending, as half of

Burrards offence Andrew Murphy draws double coverage in a victory over the Coquitlam Adanacs on Tuesday at Planet Ice. He scored twice in the game. a tandem that includes Scigliano – the 2014 WLA Rookie of the Year and Goaltender of the Year. The Burrards have just four games left on the regular season schedule. They are in Nanaimo on Sunday, and their final

home game of the pre-playoffs campaign will be at Planet Ice on Thursday at 7:45 p.m. It will be against the Salmonbellies, who are now 7-6, and a win could put the Burrards into second place.

With a logjam in the Western Lacrosse Association standings, the Maple Ridge Burrards off-ice tangle with the New Westminster Salmonbellies looms large. A forfeit and an appeal could play havoc with the final standings. Heading into the weekend, the Nanaimo Tiimbermen were in sixth place with a record of 6-7 and the New Westminster Salmonbellies in second place at 7-6. Only the top four teams get into the playoffs. The Burrards protested an 11-10 loss at Queens Park, arguing that the ’Bellies had used an ineligible player. WLA commissioner Ernie Truant agreed with the Burrards, and the win has been credited to the Ridge club in the league standings. Burrards GM Daren Fridge explained that the backup goaltender dressed for last Thursday’s game was not part

of the team’s active roster. The goalie didn’t even have to see the floor for it to be a violation. “By dressing for the game, he is considered playing,” said Fridge. Fridge acknowledged the appeal felt “a bit greasy,” but said teams have to be held to their roster limits, and not play whomever will suit up for them. “The league is tight and competitive.” That win formed part of a five-game Burrards winning streak that has them in third place, making up for a dismal start that had them in the league cellar. It also brought New West back to the pack. On Monday the ’Bellies appealed the commissioner’s decision, and the ruling will come down late in the season. An appeals board will hear their case on July 22nd at 7 p.m., and render a decision on the critical two points. At that point, the Burrards will have just two games left in the regular-season schedule.

For almost three decades now HOTEL CALIFORNIA have been recreating the legendary sound of THE EAGLES, and thrilling audiences all over the world. The band set the bar in 1986, and they’ve remained the industry leading substitute for The Eagles ever since. Playing to huge outdoor and arena audiences, sharing bills with some of rock’s legends, and going places no tribute band has gone before. A long run by any measure, but it begs the question - what makes HOTEL CALIFORNIA so special? Well, incredible lead vocal similarity, intensely accurate instrumental work, soaring harmonies, and top flight live performances, just for starters. These are the band’s hallmarks, and the foundation on which their reputation has been built. With over a century of collective professional experience in the band today, they’re still going stronger than ever in 2015.

U-15 girls fifth at provincial tourney Girls within a goal of bronze medal game After years of dedication, the U-15 Westcoast FC girls team qualified for the provincial championship, which played out in Nelson last weekend. They finished in fifth place, but came within a goal of being able to play for the bronze medal. For three years the team has seen more losses than wins, and lost many players to other teams. But the core stuck to-

gether and finally in January something clicked. They went on a nine-game winning streak and came first in the Lower Mainland. On the way, they defeated several powerhouse soccer clubs, including North Vancouver twice and three-time provincial medalists Marpole. The provincial B championship tournament began with a round-robin pool. The Westcoast girls had two ties and one loss – downed by eventual champion Marpole. This led to a three-way tie,

ranking with Victoria and Terrace. The tie-breaker came down to goals for and against, and the Westcoast girls came one goal away from going to the bronze medal game. Despite the disappointment, the girls fought a hard game against the host Nelson Selects, and won the game 2-0. The first goal came from a strong shot by defender Bronte Elphick-Miner that deflected off a Nelson girl and was scooped up by Kirsten Senchyna and smashed into the net. Brooke Dyke pounded in the

security goal. The girls are now looking forward to a new season and fighting for a spot in next year’s championship in Penticton, said coach Dave De Genova His assistant coaches were Kier Miner and Tim Steel. Team members: ElphickMiner, Senchyna, Dyke, Amanda Apps, Katelyn Bligh, Jordan De Genova, Amelia Hayes, Cassidy Hoffert, Kara Holbrook, Erin Laverty, Kayleigh McNeil, Hayley Bushel, Caleigh Pedan, Hannah Reid, and Alexa Steel.

Healthy and ready for GranFondo By G ar y Ahu ja Black Press

W

hile cycling 160 kilometres in less than five hours is an above-average time, Roy McBeth has his mind set on bettering his 2014 mark. Competing in the Prospera Valley GranFondo for the first time in 2014, McBeth finished the grueling ride in 4:53:38, which was good for 43rd in the men’s 35 to 44-year-old age group. It was also 43 minutes better than the average time (5:36.58) of all 502 participants for that distance. “I was not feeling very good, but I had made it,” McBeth said. “I don’t think I was slow by any means, but I would like to improve on that.” What makes his 2014 time even more impressive was the fact McBeth did so with a kidney functioning in the 15 to 17 per cent range, by his estimation. McBeth, who is now 45, has cycled for the past 20 or so years, competing in mountain biking, road racing, cyclocross, triathlons and Xterra, which is offroad triathlon events. But he always did so while struggling with a hereditary genetic condition called polycystic kidney disease (KPD). It is a disorder that causes multiple cysts to form in the kidneys. McBeth’s grandmother died of the condition in her late 30s while his dad passed away in 2010 at the age of 63. McBeth was diagnosed as a teenager. “There is not a lot you can do for the disease,” he explained. “The best options are to live a healthy lifestyle, watch your diet and don’t drink excess alcohol, that sort of stuff. “I didn’t start to notice any decline in my health and my physical performance and competing until my mid 30s; that’s when the kidney decline really started to accelerate (and) by the time I was in my 40s, things were

really started to become problematic.” Things really began to go downhill about two years ago. McBeth began to suffer high blood pressure, fatigue and lethargy. Cysts also began to grow on his kidneys. It became harder to exercise because the cysts would push on his diaphragm, making it hard to take deep breaths. He suffered nausea, headaches and just generally not feeling well. “Things sort of snowballed and once things go bad, they pick up and get bad quite fast.” He was facing either dialysis – a process that removes waste and excess water from the blood and must be performed four or five hours every second day – or a transplant. None of his family members could donate a kidney due to their history of PKD and neither his wife Anne nor her family members were suitable matches. McBeth, a detective with the Abbotsford Police Department’s domestic crimes unit, was encouraged by one of his sergeants to draft a letter and forward it throughout the department. A number of people were tested to see if they were a match, and one, Insp. Kevin Wright – McBeth’s boss – was found to be a suitable donor. On Jan. 14, the pair went in for surgery at St. Paul’s Hospital. McBeth woke up the next morning feeling better already. “You could see it in his face right after the surgery,” Wright said. “I could tell he looked healthier.” Within five days McBeth was home. Within a couple of weeks he was able to walk a few kilometres. After six weeks, he was back on his bike. His recovery time was helped by the fact McBeth had a healthy lifestyle, was younger and the fact his donor was alive and also healthy. The 2015 Prospera Valley GranFondo is

set for July 19 in Fort Langley, and takes riders through the scenic Fraser Valley. Another thing McBeth is doing is trying to spread awareness about organ transplants and donations. “It has been such a remarkable journey for me and you really see the impact it has on people and their lives,” he explained. You meet all these people who have gone

through similar circumstances and what their journey has been. And because things have gone so well for me, I really hope to spread the word about organ donation and show people what is possible.” McBeth has designed a kit which features the Donate Life and B.C. Transplant logos. It also features the date of his transplant on one sleeve while the other has a donor ribbon with

Wright’s initials. He doesn’t typically bring up his story unless someone asks him after seeing his kit. “When I am out riding with people and we are doing 100 km training rides, I don’t bring it up until someone will ask me what the kit is about,” he said. “It is a real conversation starter.” “Once people ask I am more than happy to let people know.”

Peter passed into the presence of his Lord on July 11, 2015. He is survived by wife, Reta, and daughters Esther Neudorf and Frieda (Albert) Chu (Sophia and Audrey). A service will be held on Friday, July 17, at 11 a.m. at Maple Ridge Alliance Church, 20399 Dewdney Trunk Road, Maple Ridge. STRANGE, Rod It is with much sorrow that we announce the passing of Rod Strange on June 26th, 2015. He is survived by his 7 children, 9 grandchildren and 2 great-grandkids. He also leaves his dear friends of many decades, Joyce in Alberta and Betty here in Maple Ridge. He was a successful businessman, and still counted many of his associates as friends after retirement. Rod was a ball & soccer coach for so many years, but above all, his post retirement was focused on his beloved Witches. All of you, past and present, meant so very much to him. We’ll miss his stories, his guidance, and his “no bull” manner and we will remember him at his best. Have a beer in his name. ~ Cheers Dad!
