Saanich’s search for a new Chief Administrative Officer is about to start and, perhaps not surprisingly, it comes with an added layer of controversy. The announcement to replace current CAO Andy Laidlaw, whose interim contract

ends in August, came from Saanich Mayor and Council in a press release late on Tuesday afternoon (July 14) and contained two peculiarities: a paragraph disclosing that Saanich Council was aware Laidlaw faced a conflict of interest when he left his previous appointment in Campbell River in January, and was subsequently hired by Saanich, and that the contact for the press release is acting mayor (and long time) Coun. Susan Brice. Mayor Richard Atwell confirmed his abstinence on the matter in a statement, because of his comments in a July Focus Magazine article regarding Laidlaw’s con-

flict of interest in Campbell River and the conduct of Saanich staff. He also said Brice currently has the right to speak as acting mayor based on a pre-determined schedule decided on Dec. 1. Brice said that while there wasn’t a lot of media coverage on the departure of Laidlaw from Campbell River (besides Focus Magazine), council felt the need to address concerns about their procedure at his hiring. “We wanted to be totally transparent about how the appointment of our current CAO (Laidlaw) was done,” Brice said. “We’ve been very, very pleased with the service of (Laidlaw), and any of the issues

related to his appointment in Campbell River we were aware of. That occurrence was not considered a (holdback) from hiring Mr. Laidlaw, and we’re pleased that we did.” For the recruitment process, Saanich has retained the Toronto arm of international executive hiring firm Boyden. “This is a kind of progress report for the public before we moved forward to find a permanent replacement for the position,” Brice said. Craig and Lindsay Bryden won a unique bid at Saanich Council on Monday night, the right to tie their new home in the 4600-block of Cordova Bay Rd. into the Saanich sewer system. Their lot is a rare one, as the front portion of the property does fall within Saanich’s sewer service area. But their new house is currently being built at the back of the property, 150 feet removed from the sewage service area, and within the Urban Containment Boundary. Despite a seemingly airtight response from staff, which proposed the Brydens use septic until it is a proven failure, the motion was unanimously supported. The couple is worried that an onsite septic system for their home will fail, as it is on a hill, possibly with less-thanideal soil. Septics in nearby houses have failed, contaminating ground water, streams and creeks, while raising concern. After a back and forth between council and staff, at which time the proposal seemed doomed by the black and white rulings in place, Coun. Susan Brice turned the momentum with a motion to support the sewage connection. Brice showed she clearly had her finger on the pulse of the chambers. “It’s a black and white policy, no grey area, you never know for sure getting into this kind of thing what they’re going to say,” Lindsay said. “One of our closer neighbours has a septic system, which failed.” One neighbour even opted to connect to the sewer as a plan B, but is using the septic system for now, Lindsay said. Admittedly, the couple overlooked the fact they were bound to an on-site disposal system (septic), they said in the letter of request. Coun. Former Canuck GM a boon for UVic The news that former Vancouver Canucks general manager Mike Gillis will instruct a sports law course in the University of Victoria’s Faculty of Law in the spring of 2016 earned mixed reviews this week. Despite putting the perfect touches on the 201011 Canucks roster that came within a win of the National Hockey League’s Stanley Cup championship, some locals are smirking on social media that the former GM will be in town for part of the spring semester. The course description says, “the primary focus of this course will be on the operation of sports leagues and the legal and business relationships between leagues, teams, players, agents and unions ... students have the option of ... participating in a mock salary arbitration.” For good or bad as the Canucks general manager, it’s a coup for the UVic law program. Sure, being the Canucks GM and earning more money than most means you willingly accept being a public target. Gillis has been through the trials and tribulations of the NHL – easily Canada’s most over-analyzed, over-hyped sport, and one whose personalties are often portrayed unfairly. He enjoyed the ups, and suffered the downs, of the scrutinizing Vancouver hockey media. His decision to teach in UVic Law shows a continued willingness to learn. And hockey fans in Greater Victoria don’t need to study law to learn from him. The response from some local Canuck fans – which we should assume is typical – is a hangover of criticism for his handling of a few trades before he was fired from the Canucks in 2014. But Gillis is also just a few cracked bones and torn ligaments from being hailed forever as the architect of a Stanley Cup champion. During that fateful 2010-11 season as GM he put the right roster together, only to suffer a similar fate as other GMs, watching his team crumble as key players failed to perform due to injury. He showed a brash will and a true understanding of the league. And for that, UVic should be lauded to have him. Whether or not he owes the Greater Victoria hockey community an opportunity to connect with him, perhaps through a charity or youth-oriented event, is another topic for debate. But he should certainly be welcomed as a lawyer having one of the most rare and unique Canadian experiences. What do you think? ‘Obstructionism’ viewed from both sides Re: ‘Obstructionism has increased cost of sewage treatment,’ Saanich News July 10 I had to read his letter a second time and I’m still not sure I understand his meaning other than his feelings have been hurt by an event that is really not out of the ordinary. First of all, if he was able to understand the Victoria sewage treatment plant is only a concession to political correctness by the Federal and Provincial governments as an appeasement to the environmentalists, he may feel better about the whole thing. However, now that we have the mess to deal with, he has by his own admission, admitted that the CRD did bungle the sewage treatment fiasco, democratically or not, by the fact they didn’t get it done in any length of time ... all costing the taxpayer more and more money. As to Richard Atwell, if memory serves me correctly, he was elected democratically. Mr. Coburn does not, in my humble opinion, understand democracy. Opinions and the events of government do in fact change, unlike his stance that a small group has undermined the whole of democracy because they have looked for change, in this case most likely for the betterment of the sewage question. Lastly, he has this misplaced idea of obstructionism. All he has to do is look at this tree-hugger province we live in

to see that obstructionism is a weekly occurrence. The protests against Kinder Morgan and Enbridge are fine examples of obstructionism by a “very small” group, his words, that don’t necessarily fit with the majority, hence not in a democratic fashion. Have a look at ‘sumofus’ and ‘engage canada’ for more examples of obstructionism. I guess the bottom line is it depends which side of the road that you walk on. Jim Anderson Saanich

Subdivisions are the intrusion on our agricultural land I would like to remind people that, long before houses were built on former ALR land, it was farmland, forest land, and other descriptions making it suitable for agriculture. It is the building of sub-divisions on (former) ALR land that is the intrusion. But somehow, people think that this takes precedence over

back is a testament to the range of power Mustang lovers and potential Mustang wranglers will have at their fingertips. Further, both vehicles tested came with the six-speed manual transmissions. Even though the bulk of cars in North America (around 90 per cent) are sold with automatic transmissions, there’s still no replacing that third pedal. Or the ability to connect with a car on a more personal level. While the automatic transmissions in Fords have come a long way, I will, nine point nine times out of 10, pick a manual. The gearboxes are certainly great and linked with the engines is an overall stellar combination. With the 2.3L EcoBoost, it’s pretty amazing what this four-cylinder engine can do. It puts out 310 horsepower and 320 lb-ft of torque (but take into consideration that you need premium fuel to get the most out of it.) And speaking of fuel, don’t let the engine size fool you. It’s not stellar when it comes to real world results. Estimated figures come in at 10.6L/100km in the city. I was averaging over 13.0L. I mean, I didn’t expect it to be amazing. And with all the stop-and-go driving that we shared, it’s not ideal. Then again, that’s not why one would consider the Mustang. It gets a little worse with the 5.0L GT. It’s to be expected though. On the flip side, the GT is, not surprisingly, my favourite of the bunch. Not only because it has the most power, but because of the way it

sounds and drives. To add even more sweetness onto the pile, the 5.0 was a convertible. Clad in a Ruby Red Metallic exterior coat and Redline leather inside, it was a feast for the eyes. With the top down, you can further appreciate the audible glory of its rumbling engine and exhaust. With the top up though, visibility is not nearly as good. Blind spots abound so be extra careful when navigating around the city. Regardless of engine size you have under the Mustang’s shapely hood, this rear-wheel drive coupe, aka Fastback is a very agreeable car to drive. The cabin is quiet and welcoming. There’s room for four inside, but the rear seats should be reserved for those who are not as long-limbed. It can get pretty cozy back there, especially if you’re tall and push the seat all the way back. You could argue that any spot in the Mustang is a “good” seat. Top up or down. Whether it’s the roar of the V8 or the polite grunting of the 2.3L EcoBoost, Ford’s iconic coupe/convertible can be compared with wine. It continues to get better with age. Saanich company honours employee with BC Cancer donation Saanich’s Kinetic Construction recently surprised an employee with a donation of more than $26,000 to the BC Cancer Foundation in his honour. Rick L’Ecuyer, who was diagnosed with stage IV stomach cancer, received the emotional surprise at a company fundraising golf tournament. “It was really heartwarming and touching – I’m very honoured,” L’Ecuyer said. The donation was announced by Kinetic President and CEO Bill Gyles at the annual golf fundraiser where employee donations are matched by the company. The $26,926.48 donation (including $6,000 from subcontractor Power Test, Inc.) to the BC Cancer Foundation will support the Patient Care Fund at the BC Cancer Agency’s Vancouver Island Centre. L’Ecuyer, who still works regularly in between chemotherapy sessions, said he appreciates the care he’s received at the Centre and the support he’s received on many fronts. “I’ve been given tremendous support from my wife Shelley, family, and everyone at Kinetic,” he said. “And the staff and volunteers at the BC Cancer Agency are like family to me – I’m always in amazing company.”

Philanthropist honoured with newly dedicated Rudi’s Tea Room The generosity of a Saanich philanthropist will live on in the newly renamed Rudi’s Tea Room, dedicated by Lt. Gov. Judith Guichon in a ceremony at Government House’s Cary Castle Mews. The tea room is named for Rudi Hoenson, whose donations to the Government House Foundation allowed for a large expansion of the patio to accommodate more patrons and the purchase of a commercial dishwasher. “Rudi’s gift has increased the capacity of the tea room, allowing more visitors to the Government House grounds to enjoy the Cary Castle Mews, learn about this National Historic Site and the history and accomplishments of our province and its people,” said Michael O’Connor, President of the Government House Foundation. A new exhibit highlighting the service of distinguished British Columbians and complementing the existing historic costume museum and heraldry display was also unveiled. The Cary Castle Mews is a collection of wooden service buildings on the

Government House grounds that date to the early 1870s. The tea room is located in Butterworth Cottage. Originally built as a poultry barn, the cottage was partially adapted as a residence for the head gardener in the 1920s. “(Rudi) has also contributed to new fences for the rose garden, which have allowed the

gardens to flourish,” said O’Connor. Staffed primarily by Friends of Government House Gardens Society volunteers, the Mews has undergone extensive improvements in recent years. The Interpretive Centre adjacent to the Tea Room showcases the history of the Estate of the Lieutenant Governor, a designated

National Historic Site, including stories and photos of the people who lived and worked in Government House and on the estate, and the history of the role of the Lieutenant Governor in B.C. The newly expanded Costume Museum in the Carriage House also showcases many period pieces, including the Landau Car-
