▶ KHOURI LAMAR GREEN CHARGED WITH SECONDDEGREE MURDER IN COLIN HILL’S DEATH
SLAIN MAN WAS SHOT PROTECTING HIS FAMILY, SAYS WIFE KEVIN DIAKIW
Colin Hill paid with his life to protect his family, according to a Facebook post by the popular realtor’s wife. On Sunday night (July 12), Hill confronted a 22-year-old man trying to break into his home in the 16500-block of 64 Avenue just before midnight. During the confrontation, the suspect shot and killed the 42-year-old Cloverdale resident. The attacker then fled in a stolen vehicle. Hours later in Burnaby, RCMP were called to reports of a man brandishing a gun in an apartment complex. They arrested Surrey’s Khouri Lamar Green. Green appeared briefly in court on Tuesday, facing a charge of second degree mur-

He’s been openly critical of several environmental issues, including Surrey’s loss of tree canopy and the creation of a galvanizing plant in South Surrey. He says in his letter of resignation he was often derided by the former chair of the committee, Surrey Coun. Bruce Hayne. “I was openly mocked by the previous chair when I attempted to raise and discuss important issues,” Campbell writes in the June 26 letter obtained by The Leader. He says he took an active role in the community on environmental issues, often receiving calls from the media about them. continued on page 3

▶ CRITICS SAY COUNCIL CONCERNED MORE ABOUT ENVIRONMENTAL OPTICS THAN ACTION
TransLink has axed two senior executives in the wake of the referendum defeat that has left the transportation authority without a new tax source needed for major transit expansion. Gone is Doug Kelsey, who had been president and CEO of TransLink’s SkyTrain subsidiary, B.C. Rapid Transit Co. He’s been replaced as acting president and general manager of BCRTC by Mike Richard, a past president of the SkyTrain division with 30 years experience. Bob Paddon has also left and his former position of executive vice-president of planning and stakeholder relations has been eliminated and his duties assigned to two other vice-presidents. TransLink officials aren’t commenting on the changes nor have they yet disclosed any severance payouts to the terminated executives. Paddon was paid $299,000 last year, while Kelsey collected $355,000 in total compensation. The changes were announced by interim CEO Doug Allen in an internal memo. Allen was installed in February to head TransLink for six months after a decision of the board to remove then-CEO Ian Jarvis, who continues to serve as an advisor. Allen departs Aug. 10 and chief financial

Will the Self Driving Car Avoid Accidents?

n May 11, 2015, Chris Urmson, the director of Google’s self-driving car program blogged about the potential for self-driving cars to reduce accident rates. He noted that judging the self-driving cars’ safety performance necessarily involved establishing a baseline for accident activity on typical suburban streets. Despite all the statistics compiled about car crashes, lightdamage-no-injuries-crashes are the most common, the least likely to be reported to the police and hence the least likely to be reflected in official statistics. And yet, he said, “according to National Highway Traffic Safety Administration (NHTSA) data, these incidents account for 55% of all crashes.” While not expressly disputing this NHTSA statistic— merely implying that it must be lower than what is actually happening, he goes on to say that to know what’s really going on out on the streets you need to drive miles and miles every day, which is what the Google self-driving program has been doing with its fleet of 23 self-driving Lexuses and team of safety drivers, “who’ve driven 1.7 million miles (manually and autonomously combined). The cars have self-driven nearly a million of those miles, and …[are] now averaging around 10,000 selfdriven miles a week (a bit less than a typical American driver logs in a year), mostly on city streets.” As to the heart of the matter, i.e. whether or not the self-driving car will be accident free, he contends that it will not and cannot because “if you spend enough time on the
road, accidents will happen whether you’re in a car or a self-driving car.” This introduces the highly-reported statistic that over the project’s six years/1.7 million miles of autonomous and manual driving by Google safety drivers, the cars have been involved in 11 light-damageno-injuries crashes but that “not once was the self-driving car the cause of the accident.” He details these as follows: “Rear-end crashes are the most frequent accidents in America, and often there’s little the driver in front can do to avoid getting hit; we’ve been hit from behind seven times, mainly at traffic lights but also on the freeway. We’ve also been sideswiped a couple of times and hit by a car rolling through a stop sign. And as you might expect, we see more accidents per mile driven on city streets than on freeways; we were hit 8 times in many fewer miles of city driving.” It would be wrong to conclude that in revealing this crash history, Urmson is dashing expectations of self-driving cars leading to a zero-crash future. He certainly doesn’t conclude this, in fact focusing on the value of “all the crazy experiences we’ve had on the road” as teaching moments. From these moments, he says, Google has developed “a good understanding of minor accidents rates on suburban streets” and identified “patterns of driver behaviour that are leading indicators of significant collisions.” These he summarizes as follows: “Lots of people aren’t paying attention to the road.” “Intersections can be scary places.” “Turns can be trouble. For Urmson’s detailed analysis of these particular driving behaviour patterns go to https://medium.com/backchannel/the-viewfrom-the-front-seat-of-the-google-self-drivingcar-46fc9f3e6088.

difficult.” B.C. Transportation Minister Todd Stone said he hopes the changes “reinforce the public’s demand of TransLink to do a better job of managing taxpayers’ dollars in terms of the operations of TransLink.” A week earlier, Premier Christy Clark had said the referendum rejection by 62 per cent of Metro Vancouver voters signalled not just opposition to the proposed 0.5 per cent sales tax but that the public didn’t trust TransLink to properly spend any new money. Stone has yet to take any further steps to reform TransLink’s governance structure nor has he yet named two provincial government appointees to the TransLink board to match the two mayors that now sit on it. He said he believes there are still more opportunities to find savings within TransLink. Stone also reiterated the need for mayors to deliver the region’s one-third share of contributions for capital expansion of the transit system.

A Delta Police officer will no longer face a second-degree murder charge for shooting a man during an armed standoff outside a New Westminster casino in 2012. The Criminal Justice Branch (CJB) announced Tuesday that a stay of proceedings had been entered, saying evidence in the case against Const. Jordan MacWilliams “no longer satisfies its charge approval standard for the continued prosecution.” Mehrdad Bayrami, 48, was shot on Nov. 8, 2012 outside Starlight Casino. Early that day, he had accosted his ex-girlfriend, confining her for more than an hour, holding a gun to his own head for much of the time. Bayrami was under a court order to have no contact with
using lethal force because “if he didn’t stop [Mr. Bayrami] immediately, the suspect would shoot Cst. MacWilliams or one of his team members.” MacWilliams was charged in October last year after an investigation by the province’s Independent Investigation Office (IIO). Since then, the CJB said, Crown Counsel obtained additional evidence from witness interviews and further information from the IIO and other sources. As a result, Crown undertook a “comprehensive file review” and determined the evidence no longer supported the murder charge or any other criminal offence. In April, the woman held hostage by Bayrami spoke out in support of MacWil-

THIS WEEK’S QUESTION: Do you feel safe in your own home? To answer, go to the home page of our website at surreyleader.com
Last week we asked: Are you pleased with the result of the transit referendum? Here’s how you responded:
Yes 78% No 22%
TransLink must cut costs Yet another shoe has dropped at TransLink, which continues to be the target of enormous criticism from taxpayers and transit users. On Tuesday, it was announced that two of its most senior executives had been let go. Doug Kelsey, whose involvement with transit in the region predates TransLink’s creation, was most recently chief operating officer, and also president and CEO of the B.C. Rapid Transit Company. His 2014 salary and other payments totalled $355,000, and his severance is likely to total in the hundreds of thousands, if not into the millions, given how long he has been working with TransLink and its predecessors. Bob Paddon has been executive vice-president and was one of the most-quoted senior executives, given that part of his responsibility had been media and public relations. His 2014 salary was $299,000. He was also overseeing long-term planning, which has been thrown out the window by the public’s overwhelming rejection of the plebiscite to back raising the sales tax by 0.5 per cent. The tax increase was proposed to fund transit expansion. In addition, Doug Allen, who took over as interim CEO in
the midst of the plebiscite campaign, has stated he will only be with TransLink for another month. A permanent CEO has not been found, so Cathy McLay, the chief financial officer, will step in as interim CEO. Former CEO Ian Jarvis remains on the payroll as a consultant, at a salary of close to $400,000 per year. While the number of executives and their high pay levels have been the cause of much of the anger over TransLink, what this move signals is another era of uncertainty. Kelsey and Paddon were both very experienced and, to the best of my knowledge, were not the cause of significant problems in the organization. Paddon’s position has apparently been completely eliminated. The new permanent CEO needs to start work at a lower wage level than Jarvis, Kelsey or Allen have all been pulling in, and take quick and decisive steps towards reducing all executive compensation. If that means people quit, so be it. No one, other than the CEO, should be making more than $200,000. The new CEO also needs to take a long, hard look at the
TransLink Police and see if there is value for money there. As Jordan Bateman of the Canadian Taxpayers Federation has pointed out, most of them are glorified fare collectors. Most have minimal files to deal with, as compared to their municipal or RCMP counterparts. Yet in 2012, more than one-third of them earned over $100,000 per year. TransLink does need to cut executive compensation costs. And it also needs to look at its top-heavy corporate structure, payments to members of the various boards of directors, its communications strategies and a lot of other things. Some of us had expressed hope that Allen was starting to cut through some of the heavy underbrush which has impeded TransLink’s cost efficiency. His candour as CEO has been refreshing. If Surrey and other South Fraser areas are ever going to get better bus service with the limited sources of funding now available, it must come through a single-minded concentration on cutting costs and spending money wisely. This may be the first step in that direction, or it may be nothing more than window dressing.

Get a drip and save some water ROOM FOR A VIEW ▼ Boaz Joseph
During one of the recent choking-hot afternoons, I was driving past a Surrey farm and noticed sprinklers showering the field at full blast. In 30-degree heat, from each sprinkler head, the water was making a high, misty arc before succumbing to gravity. With all that water flying through the air, how much of it was evaporating before it hit the ground – and the road? It got me thinking of something I saw on TV as a kid – Israeli engineers making the Negev Desert bloom using drip irrigation. As I understood it at the time, it was just hoses on the ground with small holes doling out just the right amount of water to the thirsty crops.
It turns out the engineering was more complicated than that, but the basic idea is the same: A drastic reduction in water usage, while giving the plants – specifically their roots – what they need, and no more. Back in the 1950s and ‘60s, using the new plastics that became available, they developed and patented emitters that dripped water from longer and longer hoses. (Hoses with only holes weren’t as controllable and they just clogged up over time.) Drip irrigation wasn’t just good there because of the arid climate, but because the soil was sandy. Small amounts of water in a targeted area meant less water loss. I remember my grandfather using
a basic system of drip irrigation in his own backyard grove. That red soil wasn’t great, but the apples, lemons and oranges grew nicely. Over the next few decades, growers in places such as Australia and California began adopting and improving drip irrigation methods. Farmers also discovered that there is a reduction in plant diseases when the above-ground foliage doesn’t come in contact with water. On top of that, fertilizer can be mixed with the water – “fertigation” – and studies have shown drastic reduction in the amount of fertilizer used to do the same job. Is there a cost to drip irrigation?

Yes, it’s called the cost – the sizeable initial outlay and the fine-tuning to adapt the system to a particular climate, soil and crop. It’s a high-maintenance, and nowadays both hardware- and software-dependent endeavour for the modern grower. Arguably, a few months from now, as we’re running for our umbrellas, few people in B.C. will be thinking about water conservation or drip irrigation. Our reservoirs may fill back up, but nothing can be counted on – just look at California, which is entering a fifth year of drought. Now, in B.C., it’s July. It’s hot. Save Kwantlen sports Re: “Kwantlen axes varsity athletics,” The Leader, July 15. Isn’t it sad that Surrey is struggling with efforts to increase youth involvement in sports and here we have a university cancelling their varsity sports? My daughter is one of these students affected by this devastating news. Over the past year, I have witnessed a group of young ladies that have not only been committed to their varsity soccer team, but to being very involved in the community from volunteering to feed the homeless, to organizing and operating fundraisers to aid in programs at the university. Should this situation not be reconsidered and revisited to see what the real meaning is to why athletic programs would be cancelled? Many young citizens will be negatively impacted if this is to be carried through.

▶ THANKS FOR HELPING ME FIND MY WAY Recently I drove to Guildford Town Centre and parked by the Pantry like I always do. I had some errands to do at the mall. I went to Bell first, then Bell told me that I had to go to the Apple Store. I had no idea how to get there. Another Bell employee kindly took me to the Apple Store. I mentioned to them that I have Alzheimer’s. I couldn’t find my way. The Apple Store had a person with me all the time, so I was not anxious. After my phone was fixed, a security guard drove me back to the Pantry. These fine men were very understanding. I could not have done it without you. Maryanne Hamilton, Surrey

The Green Party has no bearing on the results of who will be the prime minister of Canada after the 2015 federal election. The result will only see a Conservative majority or minority government. The majority of Canadian taxpayers still do not believe that the NDP should be given the chance to form the federal government of Canada. Those that do are living in a fantasy land. Transit tax defeat a problem for new SkyTrain line ▶ SURREY LRT COULD FACE SIMILAR CHALLENGE FROM LACK OF BUSES JEFF NAGEL
The new Evergreen Line to the Tri-Cities opens next fall, but Coquitlam’s mayor is warning the $1.4-billion project may be hobbled by the defeat of the transit funding plebiscite. Richard Stewart said the new SkyTrain line will open without the much-improved connecting bus routes that would shuttle passengers between their neighbourhoods and the stations. Instead of jumping on a bus near their homes, people will drive to the stations and expect to be able to park. “I’ve got to start building parking lots,” Stewart said, estimating 5,000 more stalls will be needed at new park-and-rides. “If we don’t have the robust bus network that was envisioned by the mayors’ plan, we need parking. Because people are going to get in their cars and drive to transit.” He estimates it will cost $40 million for a “monolithic” parkade
The recent ‘no’ campaign win means financial headaches for TransLink. LEADER FILE of just 1,000 stalls, adding the bill could go much higher. “We’re going to spend way more than a referendum would have cost our taxpayers,” Stewart said. “We have no choice. We’re going to end up with more cars. This is the unintended consequence of the failure of the referendum.” He predicts Surrey will face the same problem if it succeeds in building light rail lines but without a regional funding solution to improve the broader bus network. “You can’t just build a transit line and then open its doors,” he said. “You need to integrate a much improved bus network in order to bring passengers to the transit stations. “None of this stuff is going to work the way it’s intended unless we fix the regional system and get it properly
funded.” As for Surrey Mayor Linda Hepner’s suggestion that her city be allowed to take back its share of gas taxes to fund LRT, Stewart said it’s tantamount to breaking up the system of regional governance. He said it would be “incredibly inefficient” for Metro Vancouver’s 22 municipalities to revert back to going it alone. Stewart and others fear the mayors who were united behind one plan could now fragment and compete to advance local priorities. “The province has put us in a position that has neutered regional governance entirely,” he said. “If we decide to head down the path toward parochial transportation planning, everyone will suffer.” See related story on page 22

Complex care made personal At Magnolia Gardens, the Care Centre team has an encouraging smile and a warm expression for each and every resident. Whether it takes a gentle, guiding hand, or a wealth of knowledge, staff at Magnolia Gardens Care Centre has a particular ability to provide residents with the assurances and choices they need about complex care. Sue Wilson, Director of Care, explains, “It’s personal for us, like family. We consider it our responsibility to relate directly to our residents, to stop and hold a hand when we need to, or to be a walking companion in the gardens.” Sue has worked in residential care for 20 years and says she has never seen this level of compassion at any other residence. “You feel welcomed, there is a warmth and it’s genuine.” Knowing you’ll have access to the right kind of care when you need it, with activities and support adapted to meet particular abilities, is vital when considering complex care. Sue is adept at walking people through the decision process, educating them about their
options and helping them transition through a move-in. “I give people information so they can better understand what their choices are, which means they can make the right decision for their needs – whether that’s with our Care Centre, or somewhere else.” When considering Complex Care, Sue asks individuals and families to consider: 1. What are the physical or mental limitations? 2. What care model makes the most sense for you? Private care or public care? 3. How urgent is the need? 4. What are the financial limitations? How will you apply for a funded bed if you need it? 5. Who is making the final care choices? The individual, the partner or is it a family decision?
Residents who already live independently at Magnolia Gardens are in the perfect setting to make an easy transition to more complex care. With gentle guidance and physical and psychological assessments, staff can recommend appropriate next steps, always with the utmost in tactfulness and consideration. There is never a lack of activity in the Care Centre. Staff encourages residents – regardless of physical challenges – to participate frequently, as all activities are adapted to meet different abilities. With everything from social hour to fitness class, Tai Chi to crafts, gardening, music programs and Brain Games, there’s always an activity to suit someone. Personal suites are private and spacious, each with a large,

bright viewing window. But it’s all about the feeling that pervades the centre. “This place may not be the fanciest,” Sue says. “But it has a great big heart and plenty of passion. Come to think of it, it’s the kind of place that feels like home.” If you’re curious to find out more for yourself or a loved one, or simply need to know about choices for complex care, please contact Sue Wilson at the Magnolia Gardens Care Centre at 604 514-1210.
Magnolia Gardens is just blocks away from the downtown centre, public library, shops and services. With Independent Living and Care Centre in the same residence, we can accommodate your varying and changing needs.

It’s not cool to leave a hot dog in your car. That’s the message the City of Surrey, BC SPCA and local emergency personnel want to get out to the public during this extremely hot, dry summer. Last week, officials were on hand at Guildford Town Centre encouraging pet owners to leave their animals at home on hot summer days rather than leave them in vehicles while they run errands throughout the city. Last year, the BC
SPCA were called to more than 1,100 calls for dogs locked in hot vehicles and the numbers are even larger this year, said Lori Chortyk, general manager of community relations for the BC SPCA. Recently, Surrey bylaw officers responded to a complaint of a dog locked in a vehicle at 4:30 in the afternoon. When they arrived, they found a dog in a car that had an inside temperature of 38 degrees C (115F). The owner of the dog was issued a $500 fine. “This is a completely preventable offense, said Kim Marosevich, city bylaw operations manager. “Yes, we have all these tools to remove the animal, but

RCMP Cpl. Scotty Shumann and BC SPCA animal protection officer Eileen Drever get a kiss from Shumann’s two dogs, Boo, an Australian shepherd, and Ryker, a border collie. EVAN SEAL we don’t want to be doing that in the first place. Since dogs have no sweat glands, they cool down by panting or by releasing heat through their paws. Often the air inside a vehicle and the upholstery are so hot the animals are unable to cool off and can suffer irreparable organ or brain damage in a matter of 10 to 20 minutes. Surrey Coun. Mary Martin was given an opportunity to sit inside one of the vehicles parked at the mall to fully understand what
dogs go through. Using a hand-held temperature sensor, BC SPCA Special Constable Eileen Drever got a reading of 33 degrees Celsius from the pavement and 45 degrees Celsius inside the BC SPCA vehicle. Within five minutes, Martin found the heat unbearable. If you see a dog in distress, the RCMP says breaking a car window is a crime and people can be charged. Instead, citizens can contact the City of Surrey or the BC SPCA, or call 9-1-1.

On June 21 at about 5:30 a.m. Surrey RCMP were called by a taxi driver who was in the 13300-block of 105A Avenue. The cabbie said he picked up a fare near 108 Avenue and 144 Street and was assaulted by the man, who produced a knife, stabbing the taxi driver in the arm and the hand. The suspect took the taxi driver’s wallet, cash and cell phone and then fled. The taxi driver got out of his cab bleeding and was assisted by people in the area. He was treated in hospital and released. Police are looking

A search of the area did not locate a suspect or any related evidence. The suspect is described as a Caucasian male in his mid-30’s, with a large build, bald head and a moustache and/or goatee. He was wearing khaki cargo shorts and a colourful T-shirt. The suspect is believed to be deaf and mute. B.C. to review LNG terminal on Fraser ▶ ACTIVISTS HAD HOPED FEDS WOULD OVERSEE WESPAC ASSESSMENT JEFF NAGEL
The federal government has decided B.C. will lead the environmental assessment into the proposed WesPac Tilbury LNG jetty that would bring liquefied
natural gas (LNG) ships into the mouth of the Fraser River. Last Friday’s decision is a disappointment to environmental groups that distrust B.C.’s LNG-promoting provincial government and had hoped federal environmental regulators would conduct their own review of the project. Federal environment minister Leona Aglukkaq’s decision to allow B.C.’s Environ-
mental Assessment Office to substitute for a federal review came a few days after a determination by the Canadian Environmental Assessment Agency that the WesPac project requires a federal assessment. The federal substitution order requires the province to assess environmental effects of marine shipping of LNG between the proposed jetty at Tilbury Island in Delta

and Sand Heads at the entrance to the Strait of Georgia. The review is also to include effects of malfunctions or accidents, cumulative environmental effects and potential mitigation measures. The carriers loading at WesPac would go right past populated neighbourhoods in Ladner and Steveston – considerably closer than tankers expected to serve other proposed B.C. LNG terminals. “B.C.’s now in charge of the process,” said Kevin Washbrook, with the group Voters Taking Action on Climate Change. “It sounds like because of public pressure there’s a few more provisions than there would have been otherwise,” he said. “It’s a bit of a broader review, but it’s still only one review, not both.” Senior governments say the substitution process – which has also been invoked for the proposed Woodfibre LNG plant near Squamish – avoids
duplication and unnecessary cost. Any final decision after a review green light still requires the approval of both the federal and provincial environment ministers. The proposed $175-million WesPac docking facility would load LNG onto midsized tankers and barges for export from the adjacent FortisBC LNG plant, which is slated for a major $400-million expansion. WesPac already has a licence from the National Energy Board to export 3.5 million tonnes of LNG per year and hopes to be in operation in 2018.
Woodfibre LNG aims to meet Squamish Nation conditions Woodfibre LNG has hit the pause button on the environmental review of its proposed $1.6-billion liquefied natural gas (LNG) plant near Squamish. The 180-day review had been slated to
end July 13 but the temporary suspension granted June 30 gives the proponents more time to consult the Squamish Nation. The aboriginal group, which has been conducting its own environmental assessment, had just issued five conditions it said must all be met for it to consider approving the project. Topping the list of First Nation concerns is Woodfibre’s plan to use a seawater cooling system that could suck in and kill small fish, and would discharge warmer chlorinated water to Howe Sound. The Squamish want more information on the potential use of alternative systems. They also want guaranteed access to their lands, protection of a wildlife management area and insurance or a bond to compensate against any mishap – all enforced through a legally binding environmental certificate. Squamish Nation leaders will vote to accept or reject the Woodfibre LNG proposal at the end
of July. Woodfibre Vice-President Byng Giraud pledged to work with the Squamish while the provincially led environmental assessment is on hold. “Our focus now is to take the time to review them and work with Squamish Nation to understand their conditions,” he said, adding the conditions, as expected, reflect the Squamish commitment to protect land, water and heritage. The plant would be on the site of an old pulp mill that Woodfibre has already begun remediating. The project is not as massive as LNG proposals on B.C.’s north coast, but it is thought to have a better chance of quickly getting approved and built, making it a possible frontrunner in the competitive LNG field. If it gets the green light, FortisBC would twin an existing pipeline from Coquitlam to deliver natural gas. Forty tankers a year would load there and carry LNG to Asia.

▶ “People

MARY POLAK
Environment Minister Mary Polak this week. Polak said Tuesday the protest against Nestlé Waters has produced some misconceptions about how groundwater is regulated in B.C. “People keep saying there’s a deal with Nestlé,” Polak said. “There isn’t. They pay the same as any other industrial user, in fact the highest industrial rate, and it goes for anything from hydraulic fracturing to bottled water, those involved in mining for example, any of those heavy industrial uses.” She warned that those demanding an increase in the rate of $2.25 per 1,000 cubic metres of water should understand the risk that B.C. could lose control of the resource. If groundwater is treated as a commodity like oil or minerals, the North American Free Trade Agreement would allow the U.S. to demand equal access. The charge for using groundwater is called a water rental, to avoid any suggestion of transfer of ownership, Polak said. The rate was set in a recent review of provincial water legislation, to raise $11 million a year from industrial water users to cover the administrative costs of the water licence system. Nestlé Waters says its Hope operation uses one per cent of the available groundwater flowing through Kawkawa Lake, with no impact on the watershed in 15 years of regulated operation.

have with her Mayors’ Council colleagues.” Nearly $65 million of TransLink’s 17-cent-alitre gas tax is paid in Surrey each year, and another $15 million in federal gas tax also flows to TransLink from the city, according to Hepner’s election campaign platform. “Surrey deserves to be next,” Stone said, adding people there pay a lot into TransLink and it was appropriate that the mayors’ plan gave priority to rapid transit expansion in Surrey. Delta Mayor Lois Jackson said every mayor in the region would want to peel off their locally generated TransLink gas tax to reserve it for local priorities only if the province were to enable that. That would blow a massive hole in TransLink’s budget, which draws $340 million a year from gas tax. Hepner raised the idea of prying away the TransLink gas tax as one option to fund LRT. She said there are other possible sources and methods to get the lines built. A private partner could be enlisted to finance and build Surrey LRT with no capital outlay by Surrey or TransLink, she said, but the resulting annual payments would be about $60 million a year for 30 years. “It still has to be paid back. And when it’s paid back in my mind it’s a regional payback, not just a Surrey-alone payback,” Hepner said. “We’ve always shared those costs among the region. We didn’t shirk at Canada Line and we didn’t shirk at Evergreen Line and I’m confident the region won’t shirk at the Surrey Line.” She noted mayors also still intend to explore road pricing, which could be a new funding source in place within five to eight years, although it’s assumed that would have to survive a referendum as well. “Some of the other mayors are less inclined to go back to the drawing board with the province, but I think we have to,” she said. “Everybody has to stay
together long enough to come to a solution.” The sales tax hike would have funded the Surrey lines, a Broadway subway in Vancouver and broad bus, SeaBus and HandyDart improvements across the region.
▶ “Some of the other mayors are less inclined to go back to the drawing board with the province, but I think we have to.” LINDA HEPNER
Two-thirds of the capital for the Surrey and Broadway lines and the Pattullo Bridge replacement would have come from Victoria and Ottawa, and Stone said those contributions are still on the table if the region can hammer out how to pay its share. Stone said he intends to meet in the new few weeks with Hepner and Vancouver Mayor Gregor Robertson – who head the mayors’ council and sit on the TransLink board. “I don’t believe there’s any silver bullet, that there’s an easy quick fix,” Stone said, but added he believes modest bus and HandyDart improvements are possible in the short term at minimal cost to address the worst transit congestion. Mayors continue to reject the option of raising TransLink property taxes, which is what the province wants them to do and would be allowed without a new plebiscite. The 27 kilometres of LRT lines would link Langley City, Guildford and Newton to Surrey’s City Centre and the existing SkyTrain terminus. Daryl Dela Cruz, a critic of Surrey’s light rail plan, notes LRT would require hefty operating subsidies for years of at least $22 million, potentially driving Hepner’s estimate of annual costs much higher.

Eagles make a trade for a goalie ▼ BCHL TEAM ALSO ADDED DEFENCEMAN HEADED TO WORLD JUNIOR HOCKEY CHAMPIONSHIPS NICK GREENIZAN
bumped the Canadians into the secondary bracket of the double-knockout tournament, which set up a do-or-die game Monday against Cuba, with the winner advancing to the finals. The game was scoreless through the first half, until Canada opened the scoring in the bottom of the fourth when Jenn Salling took a walk, advanced to second on a single from Sara Riske, and then scored on another single by Megan Gurski. The slim lead held until the last inning, when Cuba managed to get four hits and three runs off Canadian pitcher Karissa Hovinga, who pitched just one inning after relieving starter Jenna Caira. Caira had allowed six hits and struck out six through six innings of work prior to the pitching change, but was pulled, after throwing 85 pitches. Numerous times throughout the week, members of the
The Surrey Eagles continue to add new players to the nest for the upcoming BC Hockey League season – and the most recent pair come with pretty impressive resumes. Earlier this month, the Eagles – who are looking to retool after struggling to a last-place finish on the ice last year – acquired veteran goaltender Justin LaForest from the reigning RBC Cup champion Portage Terriers of the Manitoba Junior Hockey League. Last week, the Eagles also announced they’d signed Danish defenceman Ludvig Adamsen, who is expected to play for his home country at this year’s World Junior Hockey Championships. In return for LaForest, Surrey will send Quinn Lenihan – who played both forward and defence for the Birds last season – and Jordan Weist to the Terriers, along with future considerations. LaForest, a 20-year-old Ontario native, was one of the country’s top junior ‘A’ netminders last season, finishing the MJHL season with a 30-3 win-loss record, a goalsagainst average of 2.13 and a save percentage of .911. In Surrey, he’ll replace former starter Christian Short, who graduated from the BCHL last season and will play this coming year at the Rochester Institute of Technology in the NCAA. “We have been in pursuit of a high-calibre goaltender ever since (Short left)… We wanted to make sure we got the right guy and we feel we did in this transaction,” said Eagles head coach and director of hockey operations Blaine Neufeld. LaForest – who has played in the past two RBC Cup tournaments – said Justin he was excited to be heading to SurLaForest rey, and hopes his experience can rub on of his new teammates. “Going to two consecutive RBCs has been an amazing experience and given me some of my fondest hockey memories to date,” he said. “It showed me what it takes to be a part of one of the top teams in the nation and has given me experiences I will never forget.” Adamsen, meanwhile, should add some mobility and skill to the Eagles’ blue line. The 18-year-old defenceman – who played Junior ‘B’ last season in the Vancouver Island Junior Hockey League – was brought to the attention of Neufeld through a former Denmark coach, Enio Sacilotto, who is now an assistant with the Western Hockey League’s Victoria Royals. “Enio was a big factor in bringing Ludvig over to us,” Neufeld said. Adamsen, who is a six-foot-three left-handed shot, will suit up for Denmark at the world juniors, which means the Eagles will be without him from mid-December until Jan. 5.
