Couturier, an Ottawa-native, was named Commander of the Maritime Forces Pacific at Her Majesty’s Canadian Dockyard in Esquimalt Tuesday. “Today I feel a bit like Trevor Linden. Like the Canucks, we also made a few planned trades such as a new fleet commander and a new naval reserve commander,” said Couturier, an avid hockey fan. “I believe in team sport, where success is not dependant on the Crosbys or Rocket Richards of the world, but more on teamwork and team spirit.” As the commander and commander of Joint Task Force Pacific, Couturier is responsible for providing maritime security in the North Pacific region and responsible for all Canadian Armed Forces operations in the province and its western air and maritime approaches as well as the Victoria Search and Rescue region which is made up on the northeastern quadrant of the Pacific Ocean, the Yukon Territory and B.C. Nestled between a residential home and a three-storey commercial building sits a one-storey stone coloured villa in the 1400-block of Fairfield Road. The garden surrounding the 1,200-square-foot home includes a colourful assortment of flowers and windows lined with lace curtains. From the outside, its a modest home, but once you step off the porch, it’s like entering a time capsule into the 1860s. Villa Society has restored the home (which is currently owned by the Land Conservancy of B.C.) to its former glory. Vogel-Horridge and the team of more than 150 volunteer have spent years finding and researching authentic period furniture (from an Albion stove to mattresses and card tables and oil lamps), recreating wallpaper, handpainting the entry hall walls and tiles, and bringing in fine art and textile conservators and heritage consultants to make sure everything in the home is authentic. But the project wasn’t without challenges. “Early on the foundations were shot. They were just rotten, wooden pillars,” said Nick Russell, a board member who has been working on the project for the past 15 years. “We worked under there in the wet, filthy, muddy stinky space to put in 56 concrete posts.” Finding the funds to complete the restoration was also a problem, but allowed the society to come up with some creative solutions. “Instead of buying a $50,000 oil cloth, we made it ourselves for $12,000 and fundraised for it,” said Vogel-Horridge, adding that funds mostly came from donations, small grants and the volunteers who donated their time, expertise and materials. “We’ve done this all on a very tight, shoe-string budget. We’ve invested so much of our time and money, we need to protect it and make it last for a long time.” This Sunday (July 19), the villa will celebrate its 150th anniversary. The free celebration will include live music, heritage displays, information booths and a Victorian carnival. Cream tea will also be served for $7 and there will be guided tours also for $7. Though most of the home is restored, there are a few things they hope to do. “You never finish an old house because it constantly needs renewal,” said Russell. “The master bedroom we need to finish and we need to make wallpaper for the three rooms.” For more information about the celebration, email info@rossbayvilla.org. Esquimalt Chamber of Commerce President, Bill Lang had harsh words for Esquimalt council after it received a report from the Mayor’s Select Committee on Economic Development. The Township approved the Economic Development Strategy in October 2014 and formed the Economic Development Select Committee to focus on key areas of economic development and provide direction to council on how to move forward. “There are three main priorities for

council to put action to,” said Mayor Barb Desjardins. “The committee prioritized the top three strategies: ensure municipal planning, bylaws and policies support a vibrant local business sector; drive the revitalization of Esquimalt Road through beautification, development and incentive programs, and identify and target the establishment of desirable businesses.” However, Lang feels the wording is not strong enough. “After an 18 month process all we have is a report that basically endorses a vague economic development strategy filled with noncommittal action items that will do little to enhance business activity in Esquimalt,” said Lang. “What we need is action on concrete items but instead what we have is recommendations to ‘encourage’ and ‘analyze’ rather than ‘create’ and ‘develop.’”

Pointless war over words Although it’s been working hand-in-hand with the Township, the Esquimalt Chamber of Commerce still had some pretty harsh words for the municipality’s new Economic Development Strategy. The strategy was put in place last fall, but this week a report from the committee struck by council to provide direction and priorities for the strategy was submitted – and despite its participation in the process, the chamber was still not happy with the outcome. While very thorough, the economic strategy does use plenty of language that some might call airy fairy. It is filled with words such as: support encourage and consider. However, it is also chock-a-block with concrete ideas such as developing a local food security strategy that includes support for urban farming and community gardens, and reducing property taxes on properties close to CFB Esquimalt and the Graving Dock who are currently impacted on a daily basis by noise and traffic, among others. The Township’s Economic Development Strategy is a large document that takes into account several sectors from business development and retention to transportation and tourism to quality of life – and it offers hundreds of suggestions to improve them all. Of course, the chamber is itching to get its feet wet and implement the ideas that will offer the most impact to its members and hopefully increase its membership, but quibbling over language in the document will not help maintain the relationship between council and the chamber that is necessary to move the process forward. The finance ministry forecasts that once Pacific Northwest LNG is up and running, it represents $9 billion in revenues to the province over 10 years, including gas royalties and taxes. Sewage selection not on the level The Eastside Community Dialogue survey about options for wastewater treatment has concluded that the “group’s top choice” is the option for one single treatment plant in an area vaguely defined as the “Rock Bay Study Area” (eastside. ethelodecisions.com). This survey purports to indicate that the Rock Bay site has nearly double the support of all other options. Such a conclusion is wrong. The survey seems to have been carefully designed to obtain public support for a predetermined solution that should appeal to most CRD politicians. Its short term political merits include avoiding contentious sites in Esquimalt (McLoughlin Point or Macaulay Point); pleasing Westside voters by having Victoria accept most sewage now flowing through Macaulay Point outfall; avoiding potential Oak Bay sites (like Cattle Point and Trial Island; avoiding potential NIMBY reactions at other potential Victoria sites (Clover Point and Ogden Point); correctly anticipating only modest NIMBY reactions against any Rock Bay site, where few people now live, and possible private sector engagement and support may exist. Based on technical and environmental objectives, plus the critical goal of cost minimization, any new treatment plant for the region should be situated somewhere along Eastside’s southern coastline. To avoid major additional costs for new sewers and pumping stations, it should be near existing sewers which already aggregate regional sewage flows at two places, namely Macaulay Point or Clover Point. Bypass arrangements for wastewater treatment plants warrant consideration, as they are common when occasional incidents (like power failure, excessive flows, labour disputes, etc.) could necessitate restricted plant operations or even shutdowns. Such incidents would result in temporary discharges of untreated wastes by gravity, which should be to the open ocean, preferably through the long, existing outfall sewers at Clover Point and

Macaulay Point. Thus coastal sites are more attractive than inland sites when considering bypass situations. Stronger winds along the coast would help to disperse any odours which might arise. Unfortunately, the undefined Rock Bay site meets none of these technical, financial and environmental objectives. Bypass arrangements for any plant there would result in discharges of untreated waste into the Inner Harbour and Gorge Waterway. Since freshwater floats on salt water, the surface waters in the heart of Victoria could be ugly and smelly after such an incident. Furthermore, there are unnecessary costs associated with a treatment plant in Rock Bay. That option requires a new pumping station at Clover Point to pump raw wastewater to Rock Bay through a new pressurized sewer. Another new pumping station at Rock Bay would then pump treated wastewater back to Clover Point, through another new pressurized sewer. Finally a third new pumping station and pressurized sewer would be needed to divert untreated flows from the Northwest trunk sewer in Westside to Rock Bay. The costs of these three extra sets of facilities will total millions of dollars. Massive disruptions would result during construction in central Victoria. Most of these unnecessary extra costs and disruptions could be avoided if treatment plants were located near the two existing major outfalls. Survey respondents were not made aware of these realities. No options were provided for southern coastal sites other than Ogden Point. No cost comparisons were provided to enable people to appreciate the financial consequences of their votes and sufficient effort was not made to educate the public about the various complexities associated with the proposed options. People were not well informed with the options and information provided by Eastside in the 19 days of summer vacation between the June 24 release of the option sets and the July 13 closure of the vote.

This rushed and simplistic survey seems intended to assure the public that their opinions matter and will be considered by the CRD decision makers. In reality all the evidence points to the contrary conclusion that the survey was just a public relations exercise, intended to support the predetermined preference for a Rock Bay site. Despite whatever spin may be placed on the recent survey outcome by CRD politicians, they may be underestimating the common sense and ethical values of taxpayers and voters. There will likely be unintended consequences if such a charade continues. The Eastside committee promised to narrow the number of sites for further consideration to two. The “top choice” was so cleverly predetermined and overwhelmingly supported that it will be difficult to select a second choice site from the five other options. Why not use CRD’s political wisdom to give further consideration in the next stage to the most obvious contending site in Eastside, namely Clover Point. The Seaterra program has already completed preliminary designs for the McLoughlin Point site. After examining comparable future designs and cost estimates for Rock Bay and Clover Point sites, the public could provide much better informed input when CRD seeks public participation in the next stage of their deliberations. CRD politicians might also want to consider what better use could be made of the substantial extra funds if they cease stubbornly proceeding with the Rock Bay option. Those millions of dollars could provide shelter for many homeless people in Victoria. The next meeting of the CRD Core Area Wastewater Treatment Committee is July 29. Let’s hope that the politicians and their consultants will finally start listening to public feedback before then.

It’s always nice when people think you look younger than you really are. Like when a store clerk asks you for your ID. Or you play the “guess my age” game with a stranger and the number guessed is a few years off. In the right direction, of course. When looking at the 2015 Ford Mustang, it’s hard to believe it’s just over fifty years young. The first iteration of pony car came to fruition in 1964. While it’s not a volume selling vehicle for Ford – the F-150 takes care of that. It is, however, a staple product in the North American brand’s repertoire. The Mustang defines a cultural phenomenon that has lasted through the decades, and continues to inspire drivers globally. Through the various nips, tucks, lifts and shapely reconstruc-

tions, the current Mustang has even more road presence than before. Not to mention it comes with an available, all-new 2.3L, 4-cylinder EcoBoost engine, a 3.7L, V6, or the five point-ohso-lovely (5.0L), V8 with a dashing 435 horsepower and 400 lb-ft of torque. Having had the opportunity to drive both the 2.3L and 5.0L back-to-back is a testament to the range of power Mustang lovers and potential Mustang wranglers will have at their fingertips. Furthermore, both vehicles tested came with the six-speed manual transmissions. Even though the bulk of cars in North America (around 90 percent) are sold with automatic transmissions, there’s still

no replacing that third pedal. Or the ability to connect with a car on a more personal level. While the automatic transmissions in Fords have come a long way, I will, nine point nine times out of 10, pick a manual. The gearboxes are certainly great and linked with the engines is an overall stellar combination. With the 2.3L EcoBoost, it’s pretty amazing what this fourcylinder engine can do. It puts out 310 horsepower and 320 lb-ft of torque (but take into consideration that you need premium fuel to get the most out of it.) And speaking of fuel, don’t let the engine size fool you. It’s not stellar when it comes to real world results.

Ford Mustang From page A8 Estimated figures come in at 10.6L/100km in the city. I was averaging over 13.0L. I mean, I didn’t expect it to be amazing. And with all the stop-and-go driving that we shared, it’s not ideal. Then again, that’s not why one would consider the Mustang. It gets a little worse with the 5.0L GT. It’s to be expected though. On the flip side, the GT is, not surprisingly, my favourite of the bunch. Not only because it has the most power, but because of the way it sounds and drives. To add even more sweetness onto the pile, the 5.0 was a convertible. Clad in a Ruby Red Metallic exterior coat and Redline leather inside, it was a feast for the eyes. With the top down, you can further appreciate the audible glory of its rumbling engine and exhaust. With the top up though, visibility is not nearly as good. Blind spots abound so be extra careful when navigating around the city. Regardless of engine size you have under the Mustang’s shapely hood, this rear-wheel drive coupe aka Fastback is a very agreeable car to drive. The cabin is quiet and welcoming. There’s room for four inside, but the rear seats should be reserved for those who are not as long-limbed. It can get pretty cozy back there, especially if you’re tall and push the seat all the way back. You could argue that any spot in the Mustang is a “good” seat. Top up or down. Whether it’s the roar of the V8 or the polite grunting of the 2.3L EcoBoost, Ford’s iconic coupe/convertible can be compared with wine. It continues to get better with age. GMC is adding Apple CarPlay capability to the 2016 Canyon, Yukon and Sierra, taking the iPhone features customers want to access while driving and putting them on the vehicle’s display in a smart, simple manner with the brand’s IntelliLink system. Android Auto capability will also be offered on some Sierra models at the beginning of the model year and all Sierra, Canyon and Yukon models later in the year. The features allow customers to use select smartphone apps through the touchscreen interface of GMC’s IntelliLink system. Many features can be controlled via voice commands through a button on the steering wheel, helping drivers keep their eyes on the road and hands on the wheel. “GMC IntelliLink is taking another step forward with this simple and intuitive functionality that makes phones and vehicles work better together,” said Duncan Aldred, vice president of GMC Sales and Market$LTE connectivity and ing. “Like other GMC features, from OnStar 4G active safety features, it’s technology designed to enhance the driving experience without intruding on it.”

Paint-In celebrates thriving artistic community 160 artists will line Fort Street to Dallas Road for TD Art Gallery Paint-In Kendra Wong Victoria News

A Fairfield painter is getting the chance to showcase his work at one of the city’s largest outdoor events, one that first inspired him to pick up a paintbrush years ago. Jonathan Gleed initially moved to Victoria a decade ago and one of his first stops was the TD Art Gallery Paint-In, an art exhibit that brings together wellknown and emerging artists from across the province and allows them to showcase their work. “I attended and thought ‘wow, this would be such a great thing to be a part of.’ It’s one of the things that inspired me to be an artist. It really influenced my career path,” he said. After seeing 14 blocks full of artists demonstrating their craft, it inspired Gleed to take up a new art form — painting with acrylics. Over the past seven years, Gleed has dedicated himself to creating paintings that capture what’s beautiful and interesting in every day modern life. “I’m inspired by those tiny little minute glimpses of things that we tend to forget about or overlook the minute we see it — the sun hitting a puddle, the reflection of a car and things like that,” described the former video production business owner and writer.

This is the fourth year that Gleed and his work will be showcased at the Paint-In this weekend, along with 160 local sculptors, carvers, potters, printmakers and performers. “It’s such a great event because it’s so mutually beneficial to the artist and the

public in the sense that an artist spends so much time in isolation and the public isn’t exposed to that kind of environment. They tend not to go into galleries and things like that,” said Gleed. And he already has his sights set on the future, choosing to focus on maintaining the current training program. “We have all sorts of new ships coming in the Navy and the last thing we want is having that great capability and not making full use of it. With the team, we’ll make sure that the training program that is in place right now delivers the sailors that are ready to operate the ship,” he said. “The other part of my vision is looking at our naval reserves and making sure there they have some challenges here that they can feel like they are contributing to the overall great institution that is the Royal Canadian Navy.” Couturier takes the helm from Rear-Admiral Bill Truelove, who will move on as Commander Canadian Defence Liaison Council in Washington D.C., where he’ll continue to build relationships between American and Canadian militaries. “It’s a great privilege to serve at this level,” said Truelove, who has served as commander for the last three years. “Bit of emotion here today as I hand over, but I do so with full confidence in the entire team and Admiral Couturier coming in behind me, he’s an incredible leader.” Truelove’s tenure was not without challenges. In 2013, an American factory-fishing trawler smashed into HMCS Winnipeg in Esquimalt, injuring six civilian maintenance workers and crew. Later that year, HMCS Algonquin and HMCS Protecteur collided during training exercises en route to Hawaii. No one was hurt but both ships sustained significant damage. In 2014, there was a fire on board the HMCS Protecteur on its way to Pearl Harbour where roughly 20 people suffered minor injuries.

A heavily customized 1963 Lincoln with an assessed value of a million dollars makes its free show debut this weekend. It will be one of more than 350 premier, classic, muscle and specialty vehicles gathering at the Hard Rock Casino in Coquitlam on Saturday for the second annual Ultimate Car Show. This free community event, put on in partnership with custom car company, 360 Fabrication Inc. of Abbotsford, will take place from 2 p.m. until 4 p.m. in the casino parking lot. GMC is adding Apple CarPlay capability to the 2016 Canyon, Yukon and Sierra, taking the iPhone features customers want to access while driving and putting them on the vehicle’s display in a smart, simple manner with the brand’s IntelliLink system. Android Auto capability will also be offered on some Sierra models at the beginning of the model year and all Sierra, Canyon and Yukon models later in the year. The features allow customers to use select smartphone apps through the touchscreen interface of GMC’s IntelliLink system. Many features can be controlled via voice commands through a button on the steering wheel, helping drivers keep their eyes on the road and hands on the wheel. “GMC IntelliLink is taking another step forward with this simple and intuitive functionality that makes phones and vehicles work better together,” said Duncan Aldred, vice president of GMC Sales and Marketing. “Like other GMC features, from OnStar 4G LTE connectivity and active safety features, it’s technology

designed to enhance the driving experience without intruding on it.” GMC’s latest infotainment systems include an eight-inch-diagonal screen version offered on Canyon, Yukon and Sierra, which will be compatible only with Apple CarPlay at the beginning of the 2016 model year. A seven-inch-diagonal screen radio is offered on Sierra base models and will offer Apple CarPlay and Android Auto capability at the beginning of the model year. Android Auto capability is expected to be available on the eight-inch system later in the 2016 model year. Apple CarPlay takes the iPhone features customers want to access while driving and puts them on the vehicle’s display in a smart, simple manner. This allows drivers to make calls, send and receive messages and listen to music right from the touchscreen or by voice via Siri. Apple CarPlay-supported apps include Phone, Messages, Maps, Music and third-party audio apps. Android Auto is built around Google Maps, Google Now and the ability to talk to Google, as
