Centre 64 broken into again; police says suspect arrested involved in some, but not all, recent break ins C AROLYN GR ANT Bulletin Editor

Kimberley RCMP have made an arrest of a suspect they believe may be involved in some of the numerous break and enter thefts in the last few weeks. But they do not believe the suspect, a 26-year old man, is responsible for all the reported incidents. The suspect was arrested for shoplifting on July 15 and follow up investigation linked him to a break and enter along with several thefts in Kimberley, says Cpl. Chris Newel of the Kimberley RCMP. Newel says the suspect has no fixed address but has been around Kimberley for a while. He is believed to be originally from Cranbrook. “Over the past several weeks there have been numerous thefts in the Kimberley area,” Newel said. “Police have been focusing their efforts on making an arrest, following up on leads and implementing some covert investigative techniques. “During the arrest, police were able to gain additional evidence to support charges on other incidents. Currently the subject is in custody and police will be taking him before a Judicial Justice of the Peace later today. See ARREST, page 4

Planning for evacuation or other emergency Assistant Fire Chief talks about Kimberley’s evacuation plan C AROLYN GR ANT Bulletin Editor

Kimberley’s Assistant Fire Chief Rick Prasad visited the Kimberley Rotary Club meeting this week to talk about the City of Kimberley’s evacuation plan in the event of a forest fire or other emergency. Wildfires are very much on people’s minds these days, and Prasad outlined a few things you can do to make it easier to respond to an evacuation order. The first thing that would happen if a fire was burning close enough to pose a threat to Kimberley is that an evacuation alert would go out. At this point, you should prepare a bag with necessities if you don’t already have one.

You’ll need a few changes of clothes, toiletries, medications, prescription glasses if you need them, supplies for your pet and more. It’s important to have a plan for where you will go, Prasad said. In most scenarios involving fire, residents will be directed to either go north to Invermere or south to Cranbrook. If you have friends you can stay with, arrange that. If you don’t, you will likely end up in a reception centre at an arena or community hall. “You’ll be sharing a bedroom with 500 other people, so it’s always better if you can stay with friends,” he said. “Hotels will fill up quickly.” An evacuation order can come at any time once an alert has been issued, so don’t assume you’ll all be home together. You may be at work. Your kids may be at school. Pre-arrange a place where you can

all meet. Prasad says that although he doesn’t advocate keeping kids from school, in the event of an alert being issued some parents may choose to do so to keep their kids close. If you have the care of a disable person, you should have a plan on how to best move that person. And keep up with social media as often that’s the best way to get a message out quickly. An evacuation order must be signed by municipal officials. “When people come to your door and tell you to leave, they should have a paper in their hands,” Prasad said. “If you are leaving with your own vehicle, there may be a check point on the way out of town. Make sure you check in, that’s how emergency personnel will know who has left. There will be security in place in town.” Residential homes such as Garden View and the Pines have their

own evacuation plans and will transport their residents out. Overall, in an emergency situation, the RCMP are the primary resource with other resources like the fire department assisting. Prasad said that even with recent rain and cooler weather this week, the soil and trees are still very dry. “That’s why they haven’t lifted the campfire ban.” The City has done a lot of Fire Smart thinning of areas around Kimberley, such as the Nature Park, in order to slow down a fire. “In the past 50 years we have been suppressing fires and that has allowed a lot of undergrowth, what we call ladder fuels to build up. We looked at potential problem areas in Kimberley. We started with the most difficult areas and reduced the fuel load. See FIRE, page 4

Community Weed Pull Planned for Meadowbrook, Wasa, St. Mary Lake Area Townsman Staff

Residents of Wasa, Meadowbrook and St. Mary Lake are being encouraged to break out the gloves and join in a community weed pull this week. “We are targeting three common invasive plants in Area E: Spotted Knapweed, Diffuse Knapweed and Baby’s Breath,” explains RDEK Electoral Area E Director Jane Walter. “We are encouraging people to get together and pull anytime between now and Sunday. On Sunday afternoon we will have a wind up appreciation barbecue at the Wasa Community Hall for everyone who participates.” The community barbecue will be held at 4 pm this Sunday afternoon, July 19, at the outdoor kitchen at the Wasa Community Hall. If people aren’t sure what knapweed or baby’s breath looks like, they can visit www.weedsbc.ca. “We are hoping to have a good turnout. Many hands make light work and if we get together as a community and put in a bit of time, it will make a big difference,” adds Walter. “My main hope is that people will pull knapweed on their property and help pull these invasive plants if they see them in their neighbourhood.” For more information on the Community Weed Pull, people can contact Director Walter at 250-427-

Invasive weeds are a serious issue around the province that, left unchecked, can have ecological, social and economic effects that can be alarming, and often, irreversible, according to the East Kootenay Invasive Plant Council. Invasive species can host parasites and can also hybridize with native species, which can affect the biodiversity of an ecosystem. Economically, invasive weeds can interfere with agricultural, forestry, and tourism recreation industries, along with potentially disrupting hydro electric power generation. The EKIPC encourages all landowners to be aware of invasive weeds on their property, whether within municipal or RDEK boundaries. As far as combating invasive weeds, there are a couple of strategies such as introducting living, natural predators such as insects, fungi and plant pathogens to attack specific invasive plants. Chemical options include herbicides while cultural options include crop rotation, utilizing fertilizer and planting of native species to increase competition. Mechanical tools such as tilling, mowing, grazing, cutting, burning and hand-pulling are also available for weed control.

College of the Rockies Signs Indigenous Education Protocol Daryl Schmidt

College of the Rockies Vice-President Education, Stan Chung, was pleased to sign the Indigenous Education Protocol for Colleges and Institutes during the Ktunaxa Nation Annual General Assembly on July 14. Through the Protocol, College of the Rockies commits to create curriculum and provide services and learning environments that respect indigenous values and cultures. Chung was joined in signing the Protocol by Kathryn Teneese from the Ktunaxa Nation, Chief Barb Cote from the Shuswap Band and Marilynn Taylor from Métis Nation British Columbia. “We are proud of our 40-year relationship of working with Ktunaxa, Shuswap and Métis people,” says Chung. “As education is an important step toward self-determination and socio-economic development of Indigenous communities we look forward to continuing to strengthen these relationships and to support the learning needs of Indigenous peoples.”

Heritage buildings open at Fort Steele

ignitaries and guests gathered on Saturday ,July 11, at Fort Steele Heritage Town to celebrate the grand opening of McVittie House and Land Surveying Office. Robert Allen, British Columbia Land Surveyor (BCLS), Past President of the Association of British Columbia Land Surveyors (ABCLS) and chair of the Historical and Biographical Committee was emcee for the event. Dignitaries present included: Bill Bennett MLA and Minister of Mines and Petroleum Resource, Brad Froggatt (Director of Heritage Services Fort Steele), Bronwyn Denton BCLS and President of the ABCLS, Mike Thompson, BCLS and Surveyor General of BC from the Land Title and Survey Authority of BC. Naomi Miller local historian and Fort Steele volunteer was presented with an award from the ABCLS for her support and assistance with this project and other historical projects in the region and throughout BC. Bill Bennett, Bronwyn Denton and Brad Froggatt cut the ribbon to officially open the McVittie House and Land Surveyors office. The moving, restoration and refurbishing of Thomas McVittie’s House and Land Surveying Office was a long and a joint effort between the ABCLS, Fort Steele Heritage Town, the Friends of Fort Steele, the Province of BC and Teck Corporation. All parties wanted to see the house and office saved and moved on to the main heritage site. The project started in the spring of 1992 and the House and Land Surveying Office were moved to the present site in 1994. The initial hands-on involvement of British Columbia Land Surveyors and family and friends started with work parties in 1998 and went on each year to 2002. John Armstrong,

Jim Sharpe, Bill Chapman, Gordon Stein, and Jon and Faith Magwood were some of those involved in those early work parties and they were present for the opening. In June 2011, the North American Land Surveyors (NALS) Canoe Team camped at Fort Steele for two nights while paddling in the 2011 David Thompson Columbia Brigade and it was here at Fort Steele that the group discussed starting up the work parties once more. McVittie House and Land Surveying Office were originally built on the other side of Highway 93-95 on the south end of Riverside Avenue and they were moved to their present location s in 1994. The house was originally built on a log foundation with numerous additions and moving it presented many challenges. Structural modifications were made by Fort Steele Staff as there was significant damage from rot. Special shoring had to be put in place and it was gently moved into position after new concrete foundations were cast. Soon after, restoration commenced. Layers of old wallpaper were removed until enough could be found to closely match the pattern. The old plaster was removed and new lath were put up where needed and the re-plastering began. Squirrel and bird nests were removed from the attic walls and the outside was scraped and repainted. In this ongoing project new floors have been laid, office steps constructed, walls papered, new fence and walkways built, ceiling papered, a new stove installed, doors, and windows repaired, etc.. The Land Surveying Office contains many historic instruments and other exhibits. The house contains many unique features different from other homes at Fort Steele including the hot water system heated by a wood stove conceived by McVittie.

Over 450 visitors signed the guest book from all over the world as they were given guided tour as the work progressed. Our biggest supporters are the Friends of Fort Steele and the staff

at Fort Steele Heritage Town, and in particular, Brad Froggatt and Jessica Vanoostwaard (Assistant Curator). Brad and Jessica have given their unwavering confidence, guidance and expertise. A little background on Thomas Thane McVittie PLS: He was born in Toronto, Ontario, on May 5, 1858, and

he moved to British Columbia in 1879 and opened his at Galbraith’s Ferry in 1881. When the North West Mounted Police left in 1888, the community was renamed Fort Steele after Superintendent Sam Steele and it was at that time that McVittie was made a Justice of the Peace. The East

Kootenay was booming in the 1890s and McVittie was equally busy, surveying many towns and mining properties; including Fort Steele, Kimberly, Marysville, Wardner, Fernie, the Sullivan Mine, the North Star mineral claims, etc. McVittie was also a very civic minded person and in addition to being

a Justice of the Peace, he was also a church warden, school trustee, townsite agent, secretary of the Fort Steele Mining Association, and president of the Liberal-Conservative Club. In June 1899, he resigned as a school trustee and began extensive renovations to his home in anticipation of his marriage to Anna Galbraith from New York, the niece of Fort Steele’s most prominent citizen and McVittie’s good friend, Robert Galbraith. By early November, the renovations were complete and on December 16, 1899, McVittie left for Calgary where the wedding took place about a week later. Very shortly after their marriage, they moved into this same house that was officially opened July 11, 2011. One friend of the McVitties is quoted as saying: “To describe the house, the original log cabin in which McVittie lived for a long time, with its open fireplace and stone chimney is now changed into a modern drawing room and the fireplace surrounded with a mantel piece. A verandah is on each side and a bathroom with (hot and cold) water is a splendid luxury.” Anna McVittie died in June 1914 in Victoria and Thomas Thane McVittie died in Edmonton on March 25, 1918. Judge Frederick Howay later described McVittie as “widely and favourably known, not only as an able Surveyor but also as a representative and useful citizen.” As European settlers moved west across the prairies and the Rockies, they often followed in the footsteps of early Land Surveyors who played a vital and often unrecognized role in the settlement process. No railroads or roads could be constructed or towns or mining claims developed and improved before being located by a Land Surveyor. Thomas Thane McVittie was one of those Land Surveyors.

whether the suspect they arrested was involved in these thefts. “Following hot on the heels of the breakin at Centre 64 on Sunday night, July 5, in which a quantity of cash was stolen from a locked arts council administration office, thieves again broke into the arts centre on Saturday night, July 11, this time stealing a brand new computer from the same office previously broken into,” said Arts Council President Mike Redfern. “The method of entry into the building was the same as on the previous occasion. Given the similarity between the two break-ins, Kimberley Arts Council staff and directors suspect that the same thieves were involved.” Redfern says the theft was discovered by administrative assistant Irma de Visser on Sunday when she entered the arts centre and discovered her office door, newly installed to replace the door damaged in the previous break-in, broken open once again. Her new Dell Optiplex 3020 computer was missing and the drawers in the desk had

been ransacked. A storage room had also been broken into from which a projector had been stolen. “Disheartened but not defeated, Kimberley Arts Council is now reinforcing all exterior doors and will install motion detector lights,”Redfern said. “In addition, cash and computers are now being removed from the premises at close of the work day and keys secured. An ironic post-it note stuck on the outside of the door used in the two break-ins by a volunteer helping in the repair work states: “No cash on premises; you’ve got it all. Thanks.” Newel says the arrest made is an excellent example of police and the public working together. “Kimberley General Duty members were able to quickly follow up based on information they had gathered over the last few weeks. The Cranbrook/Kimberley Crime Reduction Team assisted in the investigation and was instrumental in linking several crimes to the individual.”

Tax debt

I am responding to the article by Jim Bronskill from the Canadian Press, concerning the amount of tax debt determined by the Canada Revenue Agency (CRA) to be uncollectable. Here are the facts: When a tax debt is

written off, it is not because the CRA does not have the resources to collect the debt. Rather it is because there is no reasonable prospect of recovery, or the amount is uncollectable due to the expiration of the legal limitation period to collect, or the debtor is insolvent. For perspective: in fiscal year 20132014, the Agency collected a total of $330.9 billion in taxes and other revenues such as Employment Insurance premiums, Canada Pension Plan contributions, interest and penalties. The amount written off — $3.4 billion ? represents only 1% of the total tax collected. Even when an account is written off, it may remain collectable and the taxpayer?s obligation to pay may not be eliminated. The CRA has the right to collect the debt in the future if the taxpayer is located or their financial situation improves. Further, the CRA’s actions to address offshore tax evasion have never been more substantial. Most recently, Economic Action Plan (EAP) 2015 invested an additional $58.2 million for tax avoidance by large and complex entities, and

an additional $25.3 million to address offshore non-compliance. Because of these efforts we are seeing results. The dramatic increase in taxpayer submissions to the CRA’s Voluntary Disclosures Program (VDP) indicates that Canadians are aware of the CRA’s focus on detecting and deterring offshore non-compliance. More than 5000 disclosures related to offshore activities were received by the CRA from April 1, 2013 to March 31, 2014, leading to the identification of $303 million in unreported income. Compare that to fiscal year 201415, where that number rose to 10,188 disclosures and $708 M in identified unreported income. This is millions of dollars that, as a result of concerted government action, is now being collected and returned to Canada’s revenue base. When that happens, we are on our way to becoming whole again. Thirdly, as we slowly become whole again, we discover that we don’t just receive it for ourselves. We are set free to offer healing and grace to others. We become more empathetic, more caring, more loving ourselves. We become part of the healing process for other people. I’ve mentioned my own darkness in these columns before. I was clinically depressed. As a priest, I didn’t think I could let anyone else know, and so I cycled down further until I made a plan to kill myself. It was sheer grace that someone found me in time. In my healing, I experienced those three things. Finding a community of faith where we can be honest about ourselves is a gift beyond measure. It’s scary, sure it is. But when we find a church, a community, with whom we can be honest, with whom we can worship, pray, confess, sing, meditate, laugh and cry—then the process of renewal transforms us and makes us more whole. ‘Watchman’ raises questions F ans of Harper Lee’s classic novel To Kill a Mockingbird have either been eagerly awaiting publication of an “earlier” novel by the author or dreading it. After its publication in 1960, To Kill a Mockingbird became one of the most popular and best read novels of its generation. Lee, like Catcher in the Rye novelist J.D. Salinger, spent much of her life thereafter being hounded to produce more work. She also won a Pulitzer Prize for the book. The voice of Scout, a young girl telling the story of being raised by her father, the lawyer Atticus Finch, has become familiar to a half-century of readers. And the movie version, starring Gregory Peck as the kind and principled southern lawyer, enhanced Lee’s reputation as having created a novel for its time. Race relations and the civil rights of black Americans were of major interest in the 1960s and To Kill a Mockingbird illustrated the horrors of bigotry and celebrated a character who defended, albeit fruitlessly, an innocent black man in a deeply prejudiced community. Like many, my interest was piqued last year with the report that a new Harper Lee novel was about to be published. The publisher had to get court approval that Lee, now 89, was mentally sound enough to give permission for the publication of Go Set a Watchman. That Go Set a Watchman apparently sat untouched for more than half a century was enough to raise concerns about it and whether Lee had ever really intended it to be published. Current speculation sug-

gests that To Kill a Mockingbird evolved from the original Go Set a Watchman, with the young novelist being heavily influenced by an editor at Lippincott over a period of several years. Go Set a Watchman is a third-party narration, unlike the first-person voice in the form of Scout who, in the newly released book, is now a young adult living in New York. In it, she returns to her hometown to visit her dad. Atticus is an out-and-out bigot, not the voice of reason and justice that was so deeply celLorne ebrated in the movie Eckersley (which placed a much greater emphasis on the trial). With Lee’s original editor long dead, and the writer herself at an advanced age, the relationship between the two novels will likely never be determined to anyone’s satisfaction. But it certainly raises questions about the control that an editor has over a writer. Did Lee submit Go Set a Watchman (it’s a phrase from the Bible book of Isaiah) and then get bullied into making it a more palatable story for the time? There is no denying that an editor’s role is to work to help polish the author’s work and make it as appealing as possible to readers, which also makes it more saleable and, in the end, more profitable. But it is also possible that an easily influenced young writer might be pushed into making changes that stray far from her original intent on the assumption that to do so is part of what it takes to get published. As I have read through reviews and reader comments in recent days it is apparent that Go Set a Watchman as it was

originally written would not have been as well received had it been published circa 1960, and certainly not to the extent that To Kill a Mockingbird was. Told through a voice of innocence, Mockingbird acknowledged racism in the south, but offered a ray of hope in the character of Finch, who defended a black man in the face of prevailing public opinion. Once Gregory Peck put his own stamp on the role, Atticus Finch became a literary icon, a character who promised a brighter future for America. By contrast, Go Set a Watchman depicts Finch as yet another bigot in a community of bigots in a region where black people were often seen more as cheap labour and less as human beings. A novel about a bigoted lawyer is, as a review in the Guardian points out, “much less likeable and school-teachable.” Like most people of my era, I first came across To Kill a Mockingbird as an English class reading assignment. I think it is highly unlikely that we would have studied Go Set a Watchman. The former provided the basis for discussion about race issues but, with Atticus Finch at its heart, also offered hope for a generation that valued hope above all else. While there is the chance that Go Set a Watchman could well be the result of Harper Lee once again being manipulated by the publishing world, I look forward to reading it. If nothing else, it is a rare opportunity for a reader to get a glimpse of something closer to an author’s original intent for her first novel. Kimberley native Jared du Toit is in the driver’s seat at the 113th B.C. Amateur Golf Championship, holding a four-stroke lead heading into the final round. du Toit fired a thirdround 69 on Thursday afternoon at Fairview Mountain Golf Club in Oliver, pushing his total score to 11-under par after 54 holes. The third-round score set du Toit, the third-ranked men’s amateur golfer in Canada, four strokes ahead of second-place Stuart Macdonald. Macdonald, of Vancouver’s Point Grey Golf and Country Club, pencilled in a third-round score of 74. He entered the third round with a one-stroke lead over du Toit, but now finds himself four shots back heading into the final day of competition. After opening the front nine with a oneover 36, du Toit found his groove on the back nine, striking five birdies

onto the scorecard en route to a four-under 32. du Toit was the only competitor to break 70 on Thursday afternoon. Average scoring in each of the first two rounds was more than a full stroke better than it was during third-round action.

Golfers averaged 76.19 strokes on opening day and pretty much maintained that during second round action, with an average score of 76.16. After the cut following round two, the remaining competitors registered an average score of 77.63 Thursday afternoon. The only other East Kootenay linkster to make the cut and advance to the third round of play was du Toit’s

younger brother Russell, also of Kimberley. Russell du Toit finished his third round by registering a score of 79, leaving him in a fiveway tie for 62nd. The top 25 golfers (and ties) from the 113th B.C. Amateur Championship will advance to the Canadian Men’s Amateur Championship, set to be played at the Weston Golf and Country Club and Lambton Golf and Country Club in Toronto, beginning Aug. 10. A total of 158 golfers were in action through the first 36 holes at Fairview Mountain Golf Club. The cutline was established at seven-over par (151) on Wednesday afternoon with 79 golfers advancing to the final 36 holes of competition. Missing the cut was a group of East Kootenay locals, including: Scott Merriam (Cranbrook), Karson O’Keefe (Creston), Bryan Smithson (Creston), Justin Sawley (Kimberley) and Jacob Bowes (Kimberley). The Cranbrook Bandits open their title defence at the American Legion Baseball Montana State ‘B’ Championship this weekend in Hamilton, Mont. Posting a 15-21-1 record to this point in the season, Cranbrook’s boys of summer have seen plenty of ups and downs. “We’ve done the teaching,” said head coach Paul Mrazek prior to heading south of the border. “They’ve seen pretty much everything that they’ve had to through games and practice now this year. It’s just knowing the situations, which they should be comfortable in now. “You’ve got to do three things to be successful: You’ve got to pitch well, you’ve got to hit well and you’ve got to

play good defense and minimize the errors. “Over the last couple weeks, the errors have been the issue. Raymond discovered his joy of dancing in his junior high school dance class where for the first time in his life he found something he could excel with passion in. Raymond went on to study, train, perform professionally, choreograph, teach and adjudicate all over western Canada. He currently resides in Vancouver where he plans on soaking up as much knowledge as he can and growing on his journey of mastering the art of dance. He is so excited to be returning to Kimberley and offering his skills to the young dancers in both Kimberley and the surrounding communities.

Many years past someone kept a detailed journal of meetings and I was surprised at some of the details. For example in 1953 the R.C.M.P. filed 22 complaints against the club for infractions against the Liquor Act and fined the club $1000.00!!!! Consider that in 1965 a tin of salmon cost $.59 two boxes of corn flakes $.79 and in 1966 High top runners cost $1.99 and the Daily Bulletin for $5.00 a year. The bar purchased a liquor

When we were first dating, my future wife unexpectedly set me aside to explore the possibilities of seeing another man. It was a difficult time for me. The other man was a mutual acquaintance, for whom I didn’t much care, which intensified my hurt. Within two months, they stopped seeing one another, and in due time, we started dating again, fell in love and married. Sounds good -- and it has been. But I have one mental demon with which I struggle. About three decades ago, when casually chatting about our previous romantic interests, my wife revealed that when seeing the aforementioned man, they had sex. Since being made aware of it, I can’t let it go. All of those painful memories were revived by her disclosure. My wife has been a wonderful friend, partner and parent and does not deserve my periodic fixation on something that was a tiny moment in time. Why can’t I, as she requests, just forget about it? How can I reconcile myself to it and downsize its largerthan-life status in my consciousness? -- Living in the ‘70s Dear Living: It is not unusual to remember something disturbing and periodically think about it. But if you are doing this more than a few times a year and becoming fixated on it to the point where it is affecting other areas of your life, you might need professional help to put it aside. You’ve been holding in your resentment, jealousy and fears for 40 years and they are still eating at you. Please talk to a counselor so you can air your feelings to someone other than your wife and get help managing them. Your doctor can refer you. Dear Annie: I read the letter from “Had Enough,” the 68-year-old woman who was tired of her husband’s demand for sex. At about that same age, my wife told me that she really didn’t want to have sex. In a loving way, she said that she physically couldn’t put up with it anymore. I was hurt at the time and somewhat angry. But when I thought about it, I was also somewhat relieved, because in the few months prior, I felt my heart racing and was exhausted when making love. I obeyed my wife’s wishes and we stopped having sex. Then, several months later, I almost suffered a heart attack. I needed extensive heart surgery and it took me months to recover. To this day, I am grateful that my wife was the first to call it off. I might have been dead otherwise. -- Ever So Thankful Dear Thankful: While it is true that exertion can strain the heart, chances are that your heart troubles would have happened whether or not you gave up sex. And a lot of men would not be willing to accept that solution, regardless of health. But if abstinence works for you and your wife, that’s fine with us. The B.C. government exceeded its financial targets for the last fiscal year, and the economy grew enough that unions that signed on to the government’s growth sharing formula will likely see a small pay increase in 2016. Finance Minister

Mike de Jong presented the province’s audited public accounts Wednesday, with a surplus of $1.68 billion, almost 10 times the size it was forecast to be. That was due mainly to higher personal, corporate and sales tax revenue in the later part of the fiscal year that ended in March.

De Jong said he is tracking the steeply rising cost of the current forest fire season, and there is a contingency fund to cover whatever is needed. That uncertainty and international instability in Asia and Europe mean the government will not assume higher revenues will continue this year,

he said. Sales tax revenue exceeded budget forecasts by $322 million, and corporate tax revenue was up $208 million. Property transfer tax was up $128 million, and all other taxes brought in $254 million more than forecast. Natural resource revenue decreased by

$18 million from 201314, despite an increase in forest revenue of $35 million due to economic recovery. Less rainfall and snowpack led to a decrease of $74 million in power production.
