The July 2015 Northern Seek and Treat for Optimal Prevention (STOP) HIV progress report highlights that testing and treatment of HIV are up across Northern Health, while deaths related to HIV continue to decrease. The report highlights that even with the promising start, more work is still required. The STOP HIV project and work to reduce the spread of HIV in northern B.C. is a partnership with Northern Health, the Province of B.C., the First Nations Health Authority, Positive Living North, Northern BC First Nations HIV/AIDS Coalition, and the Central Interior Native Health Society. “We keep working towards our goal of an AIDSfree generation, improving options available for those living with HIV, and preventing the spread of the disease,” said Health Minister Terry Lake. “B.C. is recognized as a global leader in the fight against HIV/AIDS, and these results in northern B.C. show our efforts are improving health outcomes.” STOP HIV/AIDS (also known as STOP) began as a four-year pilot project running from 2009 to 2013 in Prince George and Vancouver. The British Columbia Ministry of Health initiated the STOP pilot in collaboration with the B.C. Centre for Excellence in HIV/AIDS to enhance the reach of, and engagement of British Columbians in, HIV testing, treatment and care. STOP sought to normalize testing by expanding it beyond identified high-risk groups and making it a routine aspect of medical care. The awareness campaign, which included the development of HIV101.ca, also helped the project win three International Association of Business Communicator awards and a Health Employers Association of B.C. award. In April 2013 the pilot was expanded provincially and is guided by the Province of B.C.’s strategic policy From Hope to Health: Towards an AIDS-free Generation. There was an increase in testing of 39 per cent in northern B.C. between 2009 to 2014 in northern

B.C., and the rate of testing grows each year. There are a number of projects that have helped increase the testing rate in northern B.C. Point of care testing which is now offered at eight Northern Health and First Nations Health Authority sites, allows a fast and simple screening for HIV antibodies with a small amount of blood from a person’s finger. The results are
available in minutes. In addition, more acute care facilities are starting to offer an HIV test as part of regular blood work. Fort St. James, Vanderhoof and Fraser Lake introduced this practice in spring of 2014. We continue to look at methods to expand and support this practice. “We want people to know their HIV status in order to get care and treatment
quicker, and take the appropriate precautions to stop the spread of HIV,” said Ciro Panessa, Northern Health regional director of chronic disease. “Early diagnosis can also help the person with HIV as we can get them the appropriate care, treatment and support, working to help improve their quality of life.” See more on page 5

Man wanted for sexual assault and breaching conditions Police are asking for the public’s help in locating a man wanted on several arrest warrants. Wilfred Patrick Prince was arrested and released on conditions and has been charged with sexual assault. Several warrants have been issued for Prince since the beginning of March 2015 and RCMP believe that Prince has breached the conditions of his release. Prince is described as a 26-year-old First Nations male, 168 cm tall and 61 kg in weight

Economic growth means raises for unions Tom Fletcher Black Press
The B.C. government exceeded its financial targets for the last fiscal year, and the economy grew enough that unions that signed on to the government’s growth sharing formula will likely see a small pay increase in 2016. Finance Minister Mike de Jong presented the province’s audited public accounts Wednesday, with a surplus of $1.68 billion, almost 10 times the size it was forecast to be. That was due mainly to higher personal, corporate and sales tax revenue in the later part of the fiscal year that ended in March. Gross domestic product growth came in at 2.6 per cent for the year, ahead of the finance ministry’s economic forecast council figure of 2.3 per cent. Public service union contracts signed last year included a formula to distribute half of any gain above that independent forecast, translating to a 0.15 per cent additional raise on top of negotiated increases. De Jong said the GDP numbers must still be finalized by Statistics Canada, and the adjustment to pay levels for employees in the health, education and other public services who signed on will be made in 2016. De Jong said he is tracking the steeply rising cost of the current forest fire season, and there is a contingency fund to cover whatever is needed. That uncertainty and international instability in Asia and Europe mean the government will not assume higher revenues will continue this year, he said. Sales tax revenue exceeded budget forecasts by $322 million, and corporate tax revenue was up $208 million. Property transfer tax was up $128 million, and all other taxes brought in $254 million more than forecast. Natural resource revenue decreased by $18 million from 2013-14, despite an increase in forest revenue of $35 million due to economic recovery. Province addresses Cheslatta’s flooding Flavio Nienow Lakes District News In the story ‘Cheslatta Carrier Nation wants solution for flooding’ published in the Lakes District News’ June 24, edition, Cheslatta Carrier Nation Chief Corrina Leween expressed how devastating the yearly flooding of the Cheslatta Lake and River system has been. The flooding has been an ongoing issue since 1952, and it has caused over 60 graves to be washed away. The remains are somewhere in the waters of Cheslatta Lake. “Each year the members of our nation re-live that devastation of knowing their ancestors are somewhere out in the lake,” said Leween. “My grandparents, great-grandparents, aunts and uncles are amongst the graves that have been washed away.” Cheslatta Carrier Nation has now reached a new agreement with the province to help address flooding impacts. Through a memorandum of understanding (MOU), $400,000 is being provided to support the Cheslatta for short-term watershed restoration projects in their traditional territory. Chief Leween expressed relief over the agreement. “For decades we have proposed solutions to this and other outstanding issues and no one was willing
to listen,” she said. “Finally, we have a government committed to formally work with us to design and implement creative options that will lead to an acceptable reconciliation and give us certainty moving forward. We can no longer tolerate the status quo.” The MOU establishes guiding principles to support joint work toward reconciliation between the Cheslatta and the province, including economic and environmental interests related to the development of natural resources. Central to the agreement is consideration of options for the management of the Nechako reservoir and Cheslatta watershed to address flooding impacts to Cheslatta lands and cultural sites. “We cannot change history, but we can work toward building a more positive future and find new opportunities that will provide significant social and economic benefits for the Cheslatta,” said John Rustad, Minister of Aboriginal Relations and Reconciliation. “That is our goal and this MOU is an important step toward that goal.” The annual flooding of the Cheslatta system is due to Nechako reservoir’s elevation management flows. Since the construction of the Kenney Dam in 1952, and the creation of the Nechako Reservoir, the Cheslatta Lake and River system has been utilized as a spillway channel, linking the reservoir with the Nechako River.

Construction has begun on a 1.5 kilometre eastbound passing lane 28 kms east of Vanderhoof at the Degal Pit Frontage Road along Highway 16 as part of the B.C. government’s 10-year transportation plan to improve the province’s transportation network.
Passing lane to improve safety on Hwy 16 and Degal Pit Road A 1.5-kilometre eastbound passing lane will be constructed on Highway 16 starting at Degal Pit Road, about 28 kilometres east of Vanderhoof, thanks to a $2.24-million contract from the B.C. government.  With the increased growth of commercial, recreational and general-purpose traffic along this corridor, this additional passing opportunity will provide safer driving conditions for the travelling public and commercial users.  “Our region is growing and it’s important that we take
measures to improve traffic safety,� Nechako Lakes MLA John Rustad said. “By giving drivers the opportunity to pass slower vehicles, this passing lane will improve Highway 16’s safety and efficiency. Learning more about health and the body is always a great thing, so for the next set of articles we will be focusing on providing some information about anatomy, body functions, organ systems, so in the future when we discuss illnesses and conditions you may have a better understanding about how things work. Levels of structural organization: the ways the body is organized 1 – Chemical level – the atoms and chemicals that make up your periodic table of elements, come together in various ways to create‌ cells (think of these as your building blocks) 2 – Cellular level – molecules from the chemical levels, come together and build cells, a single cell comes together with other cells to create‌ tissues (there are millions of types of cells, and each have their own function) 3 – Tissue level – is the combination or a grouping of cells that have a common function (the four common types are: epithelium/skin, muscle, connective tissue and nervous tissue) 4 – Organ level – is made up of two or more tissue types, here is where most of the more complicated functions take place. Think of organs as doing a specific job in the body, liver, brain, stomach etc. 5 – Organ system level – is two or more organs working together to accomplish a common purpose e.g. heart & blood vessels work together to pump blood and nutrients throughout the body 6 – Organismal level – the organism, all the levels come together to create this living and functioning organism. This is you, the culmination of all parts to make the whole It is important to understand that, illness can occur at any of these levels, any negative component, or failure to thrive in these levels will affect the entire organism. Each level is affected in a different way, but can also be affected positively in many ways. Some healing practices focus on organs, others on tissues, some even work on the chemical level.

B.C., First Nations, community groups join forces to manage rare rainforest PRINCE GEORGE The Province is taking action to preserve the unique ecosystems of the Ancient Forest, home to some of the oldest trees in the country, and is calling for public input into the planning process, Minister of Jobs, Tourism and Skills Training Shirley Bond announced today. Bond was speaking on behalf of Minister of Forests, Lands and Natural Resource Operations Steve Thomson. The Province signed an agreement with the Lheidli T’enneh First Nation and the Caledonia Ramblers Hiking Society, a community-based conservation organization. The partners are working together to ensure that the Ancient Forest is preserved and, in the long-term, designated as an official protected area. At the same time, government is consulting with the public to help inform critical decisions like the forest boundaries and the legal designation of the protected area. Ancient Forest covers more than 10,000 hectares of largely unlogged temperate rainforest and contains stands of giant red cedars, some more than 1,000 years old, as well as rare plants and lichens. The forest - called Chun toh whud u jud by the Lheidli T’enneh - is 120 kilometres east of Prince George next to Slim Creek Provincial Park. Shirley Bond, Minis-

The Summer Temperature Management Program (STMP) is operated to minimize the occurrence of water temperature above 20 degrees from 20 July to 20 August. This is done for the protection of sockeye salmon migrating through the Nechako River; high water temperatures can lead to reduced spawning success. Duties & Responsibilities include t Maintain, administer, and promote existing NWRI programs t Lead and take minutes for monthly NWRI meetings t Initiate new waste reduction opportunities & educational projects t Liaise with Regional District of Bulkley-Nechako, District of Vanderhoof, local schools, and other groups to organize waste reduction events General Qualifications t Outgoing and able to work independently t Post-secondary education in a relevant field or equivalent experience t Proficient computer skills including all Microsoft Office applications t Proven, strong writing skills and ability to manage a budget t Committed to waste reduction in the community of Vanderhoof Required Competencies t Excellent communication and interpersonal skills t Able to manage time & priorities effectively and work flexible schedule t Book keeping, website development and grant application experience would be an asset Salary commensurate with experience. Contract term is August to December 2015 with the possibility of a contract extension in December. Hours will be approximately 16 hours per week. It is anticipated the successful candidate will work from home and be responsible for their own transportation when required.
