District staff trained to lend a hand in a fire KEVIN PARNELL With an earlier start to the fire season than normal and still at least six weeks of hot weather to come, the Lake Country Fire Department has taken steps to train some municipal employees on working with the fire department, should there be manpower shortages. Fifteen employees from the Lake Country parks, utilities and roads departments took a one-day training session with the Lake Country Fire Department last week, learning
how the fire department works together to fight fires and how they may be called in to help. Lake Country deputy fire chief Brent Penner stressed that the district crews would not be called in to fight fires on the front line, but could be used in a mop-up role on one fire, if fire crews were called to another fire at the same time. “Right now it’s kind of like all-hands-on-deck in the province,” said Penner. “We are getting a little bit of a reprieve right now but the fire season isn’t over. We have mutual aid
agreements in place with Kelowna, West Kelowna and Peachland but they are not going to be here in two minutes. These guys are right here in the community.” Penner said staff have been trained mostly on safety and working in a team environment. When firefighters are working a fire, there are very clear lines of communication of who is in charge and who is doing what. He says it’s different than what the staff may be used to in their regular jobs, so they were shown how the fire department
line of communication works. “We wanted them to know how to work with our team, that they stay safe and they know how we operate and what we think about so they know they aren’t being thrown into a big fire where there is a lot of risk,” he said. “Our intent would be to only put them in scenarios where we need manual labour and the fire has been knocked down. Fire smart your property to avoid interface disasters KEVIN PARNELL As the fire season continues in B.C. and crews battle blazes right across the province, it’s imperative for residents living in interface areas to make sure their homes are protected from wildfire. Communities in the Central Okanagan, like many parts of B.C., are located in the middle of the forest. These are the interface areas where Lake Country deputy fire chief Brent Penner says residents can help avoid a situation where their home is in danger. “With communities built in interface areas it’s a recommended good practice to have a buffer zone around your house,” said Penner. “It’s like a fire break. If there is a ground fire we can deal with that but that can lead to the
trees, and the fire goes from the ground up the tree and the tree can candle and create a huge amount of energy. “Sometimes you can have a fire that will actually run on the canopy of the tree tops.” Wildland forest fires are capable of spreading at an astonishing rate, often moving at up to 5.5 kilometres per hour, with spotting as far as two kilometres ahead. Wind-blown grass fires can spread at speeds up to 8.5 kilometres per hour. Over the last 10 years, on average more than 2,500 wildfires were started in British Columbia each year consuming over 25,000 hectares of forested land annually. If you live in or near a forested region of our province, sooner or later you may have to con-
tend with the spread of a wildfire. The best protection against loss, damage or injury due to wildfire is prevention. Here are some steps to take as outlined in the B.C. Firesmart manual for homeowners: • Any kind of vegetation is combustible. Mature trees, shrubs, grass or even your woodpile are all potential fuels and can easily ignite (increasing the chance of building ignition and loss). Managing the space around your house and buildings is of prime importance. Do you have a cleared zone around your house and buildings? The first 10 metres of space around your home is your first priority. It’s the most critical area to consider for fire protection. A good fuel-free space gives firefighters a chance to save your home from an ad-

Wildfire Service continues to work against 74 active wildfires as of last Friday, down from 200 since
the start of last week due to cooler weather and showers. The service has tackled more than 1,000 forest fires so far this year, about a third of them human caused. “There are some who have suggested you can’t legislate against stupidity,” Forests Minister Steve Thomson said. “But if exploring the idea of increasing fines or acting on ideas that mean more people will

As of last week, about 375 of this season’s fires are listed as human-caused, burning 44,000 hectares.

In the summer, when people take their holidays, the number of firefighters might be limited and response times can vary. If there are more than one fire event taking place, or of the district is helping to respond to fires outside of the district’s fire protection area, the number of staff thins out even more. “As far as manpower goes, we are limited with daytime response,” said Penner, who added the district has 53 paid-on-
call firefighters in Winfield, Carr’s Landing and Oyama. “The guys we have do a fabulous job but we don’t know who’s coming during the day. The workers in these different departments in Lake Country, a lot of times they are the first ones to either witness a call.” Penner called the training session proactive, stressing that while the trained firefighters are the ones they want to use to fight fires, it doesn’t hurt to add people to the team in a year that will likely be one of the worst years for fires in B.C. “We might never use them but at the same time they have a (good) skill set,” he said. “A lot of them use the same water lines during their work. They’re hard workers and when it comes to having some more hard workers join your team, no one is going to say no to that.”

Nestlé protest doesn’t hold water Have you noticed the latest degradation of standards on TV news? In addition to sensational depictions of crime, accidents and celebrities, the lineup now incorporates any nonsense that is momentarily “viral” on the Internet. So it was with an online petition singling out Swiss food corporation Nestlé, which operates a water bottling plant near Hope. It’s the largest in B.C., one of many that bottle the province’s water and sell it back to a gullible public. This petition is courtesy of SumOfUs, one of those self-appointed environmental watchdogs that seem to pop up like mushrooms overnight. “Fighting for people over profits,” they claim, pitching for donations. The story has what U.S. comedian Stephen Colbert calls “truthiness.” That’s when something is false, but it “feels” true. “Nestlé is about to suck B.C. dry—for $2.25

Using her keen sense of what’s superficially popular, Premier Christy Clark instantly called for a review of these low rates for selling the people’s water. It then fell to Environment Minister Mary Polak to explain what’s really going on. “People keep saying there’s a deal with Nestlé,” Polak told reporters. “There isn’t. They pay the same as any other industrial user, in fact the highest indus-
trial rate, and it goes for anything from hydraulic fracturing to bottled water, those involved in mining for example, any of those heavy industrial uses.” And why is that rate so low? It’s because the province takes great pains not to “sell” water, which would make it a commodity under trade agreements, like oil or minerals. That would surrender provincial control, and allow the U.S. to press for equal access to Canadian water. “You’re buying the right to use the water,” Polak said. “I know it sounds crazy to the public, but we call it a rental—a water rental. There’s a reason we use that language, because we are very careful to avoid any suggestion that by paying this amount, you therefore own that water. “That reserves for us the right at any time, for a compelling public need, to say stop. It
doesn’t matter if you have a licence.” As for the brazenly false claim that Nestlé is sucking B.C. dry, I’m indebted to a real environmental professional named Blair King for explaining this. (His blog, achemistinlangley. blogspot.ca, offers useful technical explanations of issues in the news, many of which contradict socalled environmentalists.) King notes that the bottling plant uses less than one per cent of the flow through Kawkawa Lake: “If Nestlé stopped operating (and put its 75 employees out of work and stopped paying municipal taxes) would there be more water for the rest of us?” he writes. “Absolutely not. Kawkawa Lake drains its excess water into the Fraser River, which drains into the Strait of Georgia. Neither the Fraser River at Hope nor the Strait of Geor-
gia is particularly short of water, even in the driest of years.” Clark made one useful contribution, when asked about this urgent nonissue by those seeking to further sensationalize the current drought and forest fires. She correctly noted that most B.C. residents have access to the best tap water in the world, and have no need for bottled water. Nestlé, Perrier, Coke, Pepsi and other companies have done a fantastic job of convincing people that their drinking water has to be delivered in bottles from some mythical pure source. Here’s a tip, Nestlé critics: Fill a jug with water and stick it in the fridge. Fight the corporations. Don’t threaten my Canadian citizenship Think ahead about According to the B.C. Civil Liberties Association, my Canadian citizenship is second tier despite the fact I was born in this country to a naturalized Canadian citizen, have never even contemplated dual citizenship and have lived in Canada for 42 of my 52 years of life. (As a kid I lived overseas for 10 years, returning when I was 18 years old.) Since I was eight, I have had a Canadian passport. But the association maintains that under a new federal law the government of Canada could strip me of my Canadian citizenship if I was convicted of a serious crime, like terrorism—either here in Canada or abroad—or if I live outside the country for an extended period. Under international law, a country cannot strip its citizens of their citizenship if they have no other country to claim them. But for me, like thousands of other

Now, while it’s not likely I am about to become an international terrorist—I wouldn’t know an AK-47 (gun) from a B-52’s record— some may say “if you don’t do anything wrong, you have nothing to worry about.” But, and there’s always a but, it’s the premise that citizenship can be taken away, not just
from someone who came here from elsewhere and chose Canada over his or her former country, but from someone who actually is a Canadian born and bred, that bothers me. We have a justice system to deal with criminals and we see Canadians pass through it every day of the week. Is that not adequate? And if not, shouldn’t we be fixing it? As for living abroad, Canadians live in other countries for a number of legitimate reasons. According to opponents of the new federal law, Canadians who are not eligible for dual citizenship cannot be stripped of their Canadian citizenship. Opponents say they fall into a higher tier of citizenship. Of course, there are many in this country who are unaware that they are eligible for dual citizenship. So it may be a shock to them as well. I think I understand what the federal Con-
servative government was trying to do with the law but it appears to have included far-reaching powers that may, or not, have been intended. Citizenship is the overriding right of people born in a country. It grants them other rights and demands responsibilities. I am Canadian. I have always considered myself Canadian, even as a kid living in Ireland. And I’ll be damned if some right-leaning group of lawmakers in Ottawa will take that away from me because they are hellbent on winning a few votes in the upcoming election by trying to look tough on crime. The law will likely be challenged in the Supreme Court of Canada and be struck down as unconstitutional. But the fact it was introduced at all says a lot about the people who crafted it. appiness is that state of being it seems almost everyone is striving for. Many people ask me what it takes to be happy, to have a happy life. Of course, the idea of happiness and the experience of it can be different for everyone and there can be significant barriers to happiness including mental and physical health issues, addiction, poverty or abuse to name only a few. I recently read an interesting article about a man scientists have called the happiest in the world. He offers a perspective on happiness I found refreshing. French biologist-turned Tibetan monk Mattieu Ricard earned his reputation as the happiest man in the world after scans of his brain showed the high-

Ricard has recently published a book called Altruism and claims happiness doesn’t come from the places we typically think it might. The title gives away his direction. Although our North American culture places a high value on personal pleasure as the root of happiness, Ricard argues something different.

Rather than focusing on a selfish pursuit of pleasurable experiences, he says true happiness is more readily found in helping and focusing on the needs of others. Ricard’s book looks at scientific data from the fields of neuroscience, economic and psychology to examine what factors combine to cause human happiness. He says altruism and
compassion, as well as a clear and stable mind, resilience and feelings of serenity and fulfillment combine to create happiness. Ricard suggests that obsession with self tends to lead to an amplification of hopes and fears and brooding on things that might affect us. As a result, even small events impact our well-being. According to Ricard, it is altruistic love that activates positive emotions in the brain and creates a profound feeling of fullness. He suggests a shift from our current selfish economy to a ‘caring economy’ where we concern ourselves with others and creating a society with good working conditions and social supports with an eye to the well-being of future generations. Ricard believes people

Have an action plan for when the going gets tough HERGOTT FROM A5 For example, as important as it is to exchange information with the other driver, you don’t want to be grabbing a pen and paper and dashing out in front of oncoming traffic to do so. That brings us to the top priority: Safety. Whatever emergency first aid might be warranted, or your fear that the offending driver might take off, failure to consider your immediate safety and the safety of others can make a bad situation much, much worse. In short, get yourself
and others out of harm’s way. A 911 call is probably next in priority. With smart phones on every hip, a 911 call can be delegated, or even made in the throes of performing emergency first aid. Emergency services personnel know exactly what to do to help those who need help and to prevent further harm so getting them there as quickly as possible is key. The next priority is caring for the injured. Some of us know first aid and others haven’t a clue. Those with training are likely to jump in, but it doesn’t hurt to call out
for help. The vast majority of car crashes, though, come without the need for first aid. Most injuries, even permanent, life changing ones, are not apparent at the scene, as it takes time for damaged tissues to become inflamed and painful. You’ve survived a crash, the scene has been secured, and there is no need for emergency first aid. What now? I recommend that your next priority be witnesses. You know what happened, and the event is burned into your brain. The other driver was

Why bother yourself with witnesses? However clear the issue of liability might be, I recommend getting the names and contact information of anyone at the scene who might have witnessed the crash. It is incredible how stories can change. Witnesses might well assume, like you, that liability is so clear that they are not required, and might be inclined to dash off to wherever they

The announcement of a level 3 drought rating for several regions of the Southern Interior last week doesn’t bode well for the future of rainbow trout in the region’s rivers and streams. That’s the reaction of Trout Unlimited’s Okanagan chapter to news that the Kettle and West Kettle rivers, along with other streams and rivers in the Southern Interior, will be closed to fishing until Sept. 15 due to low stream flows and warming water temperatures. “If this (drought) is the new norm and what we are going to live in, what that means to trout populations is they are going top retreat to (higher) elevations,” said Travis Lowe, president of Trout Unlimited Okanagan. “In terms of where trout can live, places like the Kettle where it is so hot and where there is no moisture, they will eventually become uninhabitable for trout.” Last week the B.C. government announced the closure of fishing opportunities on streams and rivers including the Kettle and West Kettle and its tributaries as well as an area that covers most of the South Okanagan. Lake fishing is not affected by the order. It’s the second region of B.C. to come under such a closure after an angling closure order was put in place for southern Vancouver Island and the Gulf Island and B.C. Some provincial action to keep mussels out of province a step forward The Okanagan Basin Water Board (OBWB) says its pleased to see action on invasive mussels increased in the province but is calling for more action from the government to help keep the mussels out of B.C. waters. The B.C. government announced last week that Columbia Basin Trust is helping ramp up efforts by doubling down on the roving inspection stations currently provided by the province, increas-
ing numbers from three to six. “This is generally very good news. Inspection and decontamination in the Kootenays helps protect the Okanagan,” said OBWB executive director Anna Warwick Sears. “That being said, the OBWB would prefer the province ensure the most defensive, conservative approach possible, with a minimum of five permanent inspection stations at major highway crossings on the B.C.-Alberta
border.” OBWB’s operations and grants manager James Littley says instead of roving teams they would like to see permanent check points at all borders to make sure the province is properly defended from an invastion. “When I was in the Army and we learned to take a defensive posture, we would ensure that every approach route to our position was covered,” he said.
“We also sometimes had roving patrols, but we wouldn’t watch some routes some of the time and then leave them open some of the time. “Preventing a zebra and quagga mussel invasion is about taking a defensive posture and making sure that no watercraft gets through without an inspection. “It is no different than the way we prevent drugs, weapons and criminals from coming across our borders. “Only this time, we need to take this approach at the provincial border as well.” Thanks to new federal regulations announced June 17, Canadian Border Services Agency has the southern border cov-
ered. With last week’s announcement of three additional roving inspection stations, the province has all the resources and personnel that they need to defend all major road crossings. “If they amend their tactical plan, from roving to permanent stations, they will have taken every step necessary to protect all B.C. waters,”noted Littley “This isn’t about action within our borders, it is about stopping invaders at our borders.” The OBWB also recognizes the benefit of having roving stations to decontaminate boats that are found by CBSA officers at the Canada-U.S. border, but that just suggests we need the prov-
ince to fully fund the protection program so that we can benefit from a full cordon of permanent stations as well as deploying roving stations where needed. With only local tax dollars available, the OBWB has less funding than the Columbia Basin Trust to apply to the mussel issue. And with the ongoing costs and responsibilities for milfoil control, Littley noted the water board is wary of the downloaded responsibility to fund its own inspection and decontamination stations. Instead, the OBWB has focused on its ‘Don’t Move a Mussel’ public education initiative (www.DontMoveA-
Mussel.ca) which was launched in 2013. “We’ve spent more than $209,000 on the campaign, and contributions from local business and media partners have helped build an effort worth at least $624,000 over the three years,”Sears said. “This does not include time spent by OBWB staff and board members in addressing this issue. “It’s a difficult challenge to manage—keeping out a tiny mussel that’s invisible as larvae, and can live in damp carpeting or bilge water for up to a month, and with boats being transported all over the western hemisphere.

What Are You Really Afraid Of?

I get the cold sweats when I even think of going into a dental office. I'm not sure exactly what bothers me the most, but I need some work done (occasionally toothaches) and I need to get over it. How common is this?
A: Approx. 33% of the adult population are to some degree dentalphobic (have a fear of dentists and/or dental procedures). Only 5% qualify as severely dentalphobic, and the issues and potential solutions are all a definition of degree to some extent. Sometimes dentists may seem ominous for varying reasons. The first is sheer size. I'm not tall, but if you consider the case of a nervous 7 year old child compared to me - I may as well be a giant! A technique in such a situation is to put myself at head level with the child. Speak in soft and low tones – anything to make the child comfortable. This generally works well. One common issue is claustrophobia, or fear of closed spaces. When you consider the issue of rubber dams being inserted in their mouth, or even the tabs for dental X-rays these can trigger a gag reflex. Panic is something that nobody can rationalize. When it hits, it is too late to talk someone down from it. A patient gagging and feeling closed in is going to react accordingly. We have to take all this in consideration.

One colleague has a wonderful history of making patients comfortable. He invests the time to have a 'pre-appointment' where the simply discuss the problems and potential solutions. How does drinking water affect my eyes?
One of the most important ways in which drinking water affects our eyes has to do with tear production. The implications of this however are rather widespread. And the more we can coordinate with each other, and the more we can be strategic, the more effective we’ll be.” At last Tuesday’s board meeting, directors passed a motion amending its recently adopted position statement on the mussels, recognizing federal government efforts to prevent the further spread of the mussels and other aquatic invasive species. The
statement further recommends that water utilities and owners of inlake infrastructure (e.g., private and commercial docks and water intakes) evaluate what upgrades and maintenance measures are needed should the mussels arrive, potential costs, proactive preventative measures, and other ways to avoid service interruptions. It also calls on the province to commit to
funding all treatment and containment programs in infested waters should an invasion occur. In an effort to further educate Okanagan residents, politicians and others, on the risks invasive mussels pose to the Okanagan, the OBWB has invited Julia Lew, with the Southern Nevada Water System, to provide the keynote at its AGM on Sept. 4 at Rotary Centre for the
Arts. Lew will be presenting on her agency’s invasive mussel response and management in Lake Mead. Registration for this event starts at 8:30 a.m., with the program beginning at 9 a.m. This is a free event. Make Water Work!
Bond Road Watermain upgrade project The Bond Road watermain upgrade project scheduled for summer 2015 has started. Residents will have noticed some construction signage in the neighbourhood, and individual property owners/residents will be advised when the works will affect their property directly. The contractor, Colmar Construction, has been onsite since July 6 to install drywells for drainage improvements on Bond Road from Davidson to La Cresta. Some short detours will be in place requiring vehicle routing along Mulberry, Daniel and La Cresta during portions of the work. After the drywells have been installed for storm water disposal/disbursement, the watermain installation will be done in late July; and then the tie-ins, testing and road restoration will be done during August. The project is planned for completion by the beginning of September, including an asphalt sidewalk on Bond Rd., similar to the one on Davidson Rd. as an active transportation improvement connecting neighbourhoods to schools. Residents are thanked for their patience during this important water system upgrade work.
