Governments commit to McKenzie interchange project Relief for Colwood Crawl expected within three years Travis Paterson News Staff
Saanich is now in a waitand-see game as provincial and federal governments combined for the long-overdue announcement to fund a new Admirals-McKenzie Interchange at the Trans-Canada Highway intersection with Admirals Road and McKenzie Avenue. The price tag is $85 million, with $52 million coming from B.C.’s 10-year On The Move plan and nearly $33 million from the federal government’s New Building Canada Fund infrastructure budget. “Construction will be underway likely within a year and the improvements should be realized by the folks who live here a couple of years after that,” said Minister of Transportation and Infrastructure Todd Stone. The concept for the interchange goes back nearly 30 years. It had momentum that stalled in 1995 when Saanich’s concerns over the welfare of Cuthbert Holmes Park, among other things, helped cast it aside. Saanich Coun. Leif Wergeland believes Cuthbert Holmes Park won’t be a concern or setback during the consultation and planning stages for the upcoming interchange.

Colin Plant attended the announcement curious to know how the new interchange will affect Saanich’s related traffic concern, the Wilkinson Corridor. “Hopefully this becomes an effective means to get out of Saanich,” Plant said. “If not, I think we should do something at Wilkinson regardless.” Addressing the “Colwood Crawl” was the No. 1 concern from Island residents in the 2014 B.C. On The Move Engagement from Greater Victoria all the way up to Campbell River, Stone said. Mayor Atwell visited Stone earlier in the year and had a rough idea the announcement was coming and of the cost (none of it to Saanich), but wasn’t sure until Wednesday. Atwell is also interested in how the interchange can alleviate the congestion along Wilkinson. Saanich has been waiting to see what is going to happen here at Admirals-McKenzie before making any decision, Atwell said. “At a basic level, this intersection has been the reason for the traffic coming down Wilkinson-Interurban. The legacy of the Craigflower Farm and Schoolhouse continues to mark the Admirals Road crossing of Gorge Waterway as the theme for a massive new metal art installation coming to Craigflower Bridge. Artist Blake Williams of Vancouver won Saanich’s competition entitled Bridging Perspectives. He’s currently finishing the fabrication process. “It’s a steel frame and structure, people will interpret the [piece] in different ways,” said Williams, who is known to work with kiln-fired ceramic porcelain and glass surfaces. “The idea is it’s a curving form that I thought was a metaphor for the curving of the Gorge as it moves inland from the Inner Harbour.” Williams visited Saanich for Gorge on Art Day and the Gorge Canada Day Picnic, where he interacted with locals and also spent time in the Saanich booth passing out information on the project. “It will have an image of a tree on one side, and within the tree, which is based on a Garry oak, are stories inscribed with text from research on the feelings and experiences of the people (here),” Williams said. The ‘unfurling’ metal frame should be pleasing to the eye, and will sit with an off-balance twist. It will sit in a gathering area on the northeast side of the bridge. “One person I talked to said he used to fish off the bridge with his kids and now brings his grandchildren to do the same,” Wiliams added.

Williams’ piece should be installed by October. Saanich put up about $30,000 for the project, roughly $5,000 for administration
costs and $25,000 to the artist. The art installation is supported by the Gorge Tillicum Community Association, which desired the Craigflower Bridge’s restoration reflect
its historical significance. “We pushed for art on the bridge because it’s a place [as opposed to a thoroughfare],” said GTCA president Rob Wickson. “We wanted it to be a gateway with historical significance so that people know they’re coming into a neighbourhood. Ninety per cent of the vehicles [on Admirals] are driving through, and we want them to recognize if you want to drive through you’ve got to respect our neighbourhood and the quality of life for the people who live here.” Wickson said the GTCA wanted to see more done in terms of art, such as the repurposing of old pieces of the bridge as benches or furniture, a little of which was done on the new Craigflower. “Why stop there?” Wickson asked. “Why can’t we write a palindrome along the barrier that we can read going both ways?” Local bridges have lost their significance as crossings, or places, and have instead become nothing more than roadways, Wickson added. In fact, Craigflower is one of the few historic bridges in the area still referred to by its proper name. Victoria’s Point Ellis Bridge, for example, is better known these days as the Bay Street bridge. And in Saanich, the Gorge Bridge has become the Tillicum Road bridge. “The Gorge Bridge is one of the most historical sites in the region and now it’s more of a four-lane freeway that’s difficult to ride a bike across. Misinformation, competitive politics and a flawed process were among the many opinions from supporters and opponents of the Watkiss Way property, which was voted down as a potential sewage treatment site by Saanich council on Monday.
It was the second time in a month council voted against forwarding the Allen Vandekerkhove-owned site for consideration to the Capital Regional District’s Eastside Select Committee. Mayor Richard Atwell brought the item back to council knowing the public was highly interested in weighing in on the issue that was defeated 5-4 at the June 22 council meeting, with Coun. Susan Brice, Vicki Sanders, Vic Derman, Judy Brownoff and Dean Murdoch opposed. The submission deadline for private property sites to the CRD Eastside Select Committee was June 24. the votes remained the same, with the item defeated in a 4-4 split. “I think the process of site selection is broken, we’re making decisions based on council motions and not on technical merit,” Atwell said. “How are we going to design a sewage treatment system that’s technical in nature using this mechanism?” At this time, councils are getting the first right of refusal for potential sites, and are striking them down now rather than dealing with them later, Atwell added. “I don’t think private property owners should be rejected outright. No one on council has the technical ability to make those decisions, they’re simply saying we

don’t want it in our backyard.” Ray Parks, a consultant representing Vandekerkhove, said there is a misconception that the owner plans to remove the property from ALR. “Vandekerkhove never proposed taking the land out of the [Agricultural Land Reserve]. In fact, he wants to add land to the ALR. I’m interested in quality of life and well-being and how we can best organize governance in the region to support those things.” Desjardins said it was a “positive meeting” with the minister, but hopes to have further discussions with residents about the issue. The Amalgamation Yes group is encouraged by signs the province is moving ahead with a review of how the Capital Region’s 13 municipalities are being governed. Premier Christy Clark sent a letter to Oakes last month, directing her to “develop and present options to cabinet on potential processes under which local governments could either amalgamate or integrate service delivery” by June 30, 2016. “We are encouraged that recently Minister Oakes has reached out to all 13 CRD municipal councils and met with several of them this month,”said Amalgamation Yes spokesperson John Vickers. “We’re hopeful that this will eventually lead to a process whereby Greater Victorians will be able to express their preference via a binding referendum,” said Vickers. “This is the ultimate expression of grassroots democracy when citizens are provided a formal mechanism to determine how they wish to be governed.” - With files from Kendra Wong

I believe council will sign on to it, that’s the next step.” Saanich was among seven Greater Victoria communities to vote in support of moving ahead with amalgamation discussions in last November’s municipal elections. Victoria Mayor Lisa Helps and Esquimalt Mayor Barb Desjardins also met up with Oakes. “It was a dialogue, it was awesome. We passed ideas back and forth,” said Helps. “Ditch the word amalgamation and let’s talk about a regional governance review because if we’re talking just about amalgamation, we’re talking about the municipalities, we’re not looking at the [Capital Regional District].” Helps stressed the idea of a regional governance review that needs to be done in collaboration with all 13 municipalities. She hopes the study will look at water, parks, transit, resource recovery, waste collection, fire and police and how to best integrate those services. “I don’t just want to know if it’s going to cost more or less if Victoria, Saanich, Oak Bay and Esquimalt amalgamate. Simple data like that, that’s not going to really help us make a decision,” said Helps, noting that the Greater Victoria Public Library board is a good example of a regional

Festival shows its drawing power Artists gather at Cadboro Bay for Festival of Fine Arts Dan Ebenal News Staff
Music will fill the air and artwork will grace Cadboro Bay Village this weekend for the Festival of Fine Arts. Close to 20 local artists will display their works while local musicians entertain the crowd at the fourth annual event which runs from 11 a.m. to 4 p.m. Sunday on Cadboro Bay Road between Sinclair and Penrhyn streets. “It’s changed a little bit over the years, we’re focusing more on fine arts so that it’s more like an outdoor gallery show as opposed to a craft fair or farmers’ market,” said Leanne Allen, community co-ordinator with the Cadboro Bay Village Business Association. The Festival of Fine Arts is an extension of the Christmas event that has long filled the village with the sound of carollers. “They wanted something that brought people to the village, to see what a unique place it is, in the middle of the summer as well,” said Allen. “The summer in Cadboro Bay is gorgeous.” The Reverb-Matics will entertain those in attendance with their brand of surfing music, while Cadboro Bay’s own Krys Rennick will perform classical guitar. Allen said a wide range of artistic styles will be on display. “We have several different styles of painters, a couple of photographers, some sculptors, and everybody has their own unique style so no two paintings are going to look anywhere similar,” she said.
Most of the village’s businesses will be open for the day, and several of the businesses have donated items for draw prizes. The festival will close Cadboro Bay Road to traffic between Sinclair and Penrhyn Streets from 9 a.m. to 5 p.m., with traffic rerouted along Hobbs. “We’re encouraging people to either walk or take transit because parking is limited,” said Allen. editor@saanichnews.com

Exercise caution around the water Nothing beats the heat quite like taking a dip, whether it’s inching into the water up to your knees, taking a couple of cooling strokes or enjoying a full-blown invigorating swim. And with no end in sight to this hot and dry summer, more and more people are taking the plunge this year. Victoria is blessed with a variety of lakes, water holes, pools and stretches of shoreline that entice locals and visitors alike. At the risk of putting a damper on anyone’s idea of innocent fun, it’s important to remember that safety should always come first before you venture into or onto the water. Two recent devastating accidents on Vancouver Island – one at Sproat Lake which claimed the life of a Langford man and the other which saw a young rugby player visiting from England drown in Shawnigan Lake – underscore the need to remind people of the potential for deadly consequences when playing in or on the water. Thetis Lake, a favourite spot for people around the region to cool off or hike, has seen six drownings since 2004. Anyone there two years ago when a young foreign student drowned can still hear the cries of horrified friends unable to believe how fast the tragedy unfolded. And when a young man drowned trying to swim to the island in the middle of the lake nine years ago, the piercing wails of his grief-stricken friend echoed across the lake on a beautiful September day. So please, be mindful that you can’t take too many precautions on or near the water, whatever the circumstances. And remember, alcohol and water conspire to form a deadly cocktail that always makes the raft appear to be closer or that dive from a cliff less daunting. We encourage you to responsibly enjoy all the pleasures the water has to offer this summer. But please, take a few minutes while you’re checking your i-Phone or waiting for the sunscreen to dry to wade over to redcross.ca for lifesaving advice in, on or around the water. What do you think? Province dealing with drought conditions If you’re a resident of B.C., you don’t have to be an avid news follower to know about the recent wildfires burning in forests across the province. Residents recently woke up to an orange sky and unusually smoky presence in the air resulting from a series of wildfires spread across the province caused by a drought. A drought almost always stems from a deficiency of precipitation over an extended period of time, which in turn, results in a water shortage. It may be caused by insufficient snow, hot and dry weather, or not enough rain. In our case, it was the latter. Hydrological drought is associated with low precipitation on water levels in rivers, lakes, reservoirs and aquifers. The solution is something we must all contribute to: water conservation. We can all help by reducing our water consumption, as many B.C. communities are already aboard with drought management plans and water conservation programs. Regions most at risk of water limitations include: Vancouver Island, the South Coast, Lower Fraser and Southern Interior, but this could include other regions as summer continues. In B.C., a four-level drought classification system is used to explain

Taking up a global cause It’s somewhat of a tradition for Canadian politicians to throw around money at election time, wooing voters with promises of financial largess for themselves and their communities. This appeals to a very low human impulse: what’s in it for me? For more than 40 years Canada has been part of an international agreement committing to spend 0.7 per cent of gross national income on global development assistance, and we’ve never been further from this goal, currently at 0.24 per cent. Most developed nations are above 0.3 per cent, with several at the agreed-upon target. Canada repeatedly ranks in the top of all nations in terms of quality of life and standard of living. The vast majority of the world’s people live far below Canadian standards of nutrition,
sanitation, clean water and security. Once the Watkiss Way balloon popped on Monday night and the majority of the public filed out of the room, Saanich council immediately defeated a similar sewage site proposal at 4300 Interurban Rd. for much of the same reasons, but this time with little public input. The five-hectare site is a composting facility sitting directly across Interurban from Camosun College and Pacific Institute for Sports Excellence campuses. However, it came up too late, councillors said. The submission deadline for private property sites to the CRD Eastside Select Committee was June 24. Coun. Susan Brice motioned to give Saanich staff the power to deny any further submissions of private property for referral to the Eastside committee. That was defeated, leaving the door open for each case to be reviewed by council. Council did approve three additional sites for consideration to the Eastside committee. All of them are pump stations – Marigold at 901 Marigold Ave., Penrhyn at 2620 Sinclair Rd., and the Royal Jubilee Hospital at 2355 Richmond Rd. So what if the drone of the engine and CVT combined sound like a lovesick walrus? It’s irrelevant. The car has to work hard if you want it to accelerate

quickly. After all, it’s not a performance vehicle in the traditional sense. The Prius c will, however, give you incredible fuel results. That’s thanks to the combination of a 1.5 litre, 4-cylinder gasoline engine, an electric motor and a sealed Nickel-Metal Hydride (Ni-MH) battery pack. There’s a whopping 99 net horsepower produced, but again, the c is all about efficiency. Estimated fuel results come in at 4.5L/100km in the city, 5.1L/100km on the highway and a combined number of 4.8L/100km. I could have driven it responsibly to try to beat those results, but that was not my goal. And there’s no fun in that. I wanted to drive it like I would any other car. Even when I decided to put my foot down (and that was often) I still averaged 4.9L/100km combined. Keeping in mind that there were a few long hill climbs on my various adventures. Of the Prius vehicles available, I’d say it’s the least like a grandma’s shoe. In fact, I think it’s the cutest. Not because of its size, but because it has some nice lines to it. For 2015 there’s a restyled front end with standard single LED projector low and highbeam headlights, two new exterior colours and new “light pipe” taillights. Bonus. Inside, you get quite a few tech features, a 6.1-inch (155mm) Touch Panel Display Audio with Navigation, and more. The front SofTex seats are heated, and if you happen to spill anything on them, they wipe of with minimal effort. Furthermore, there’s 484L of cargo space with the rear seats up. With the rear seats folded down, there was enough
storage to fit my road bike inside (without having to take off the front wheel) and left room for my cycling gear and a passenger up front. On the subject of size, around town, it pretty much fits into any parking spot. Even those annoyingly small spots that are the direct result of people not considering others and awkwardly placing their vehicles at just the right distance so a “middle” car can’t fit. You know the violators I’m talking about. Prius: 1. Parking: 0. The particular trim of c I had was deemed the “Technology.” That includes the aforementioned navigation system, SMS-to-speech and email-to-speech capability, a backup camera, a leather wrapped steering wheel, a power moonroof, 15-inch aluminum alloy wheels, and more. Let me be clear, the takeaway at the end of the day is that the Prius c is my favourite Prius in the lineup. You can drive the pants off it and you’ll still get amazing fuel economy results. There’s room for five, a road bike in the back – but in that case you’ll have to fold the rear seats down and kick three people out – fuel economy is stellar and it’s wrapped into a shapely package. C might stand for City, but it stands for “winner” in my books. Long live the Prius. The 2015 Toyota Prius c Technology has a starting MSRP of $26,055. Saanich man chasing down a dream with 60k run Dan Ebenal News Staff
A Saanich man will be running from Duncan to Victoria this weekend, but the 60-kilometre trek is eclipsed by what he’s already been able to achieve. Jerry Hughes and his coach Yana Hempler will make the journey from Duncan to Victoria Sunday in order to raise funds and awareness for Help Fill a Dream Foundation. Hughes and his siblings were born with a rare and aggressive genetic disorder called Gardner’s syndrome, a disease that claimed his father at the age of 33. If not detected early, those with Gardner’s syndrome have an average life expectancy of between 35 and 45 years. Hughes fitness journey began about two years ago. After going through a fitness bootcamp and taking part in the Fight 4 The Cause, Hughes entered the TC 10k and Oak

Now, I’m doing marathons and ultra marathons
as well as many other races. I’m doing it to show my sons, who have a 50 per cent chance of getting my disease, to not let the illness define their life but that they should carve their own path regardless of the circumstances.” Hempler has been working with Hughes since December and says he has already shaved five minutes
off his 10k time and eclipsed his halfmarathon time by more than 12 minutes. I’m excited to be a part of his journey because I know that he is going places. He never gives up until he achieves his goals, never makes excuses and that’s admirable,” said Hempler, who is also from Saanich. The idea for the 60-kilometre run came from a run Hempler made a couple of years ago from Port Hardy to Victoria. “Duncan to Victoria seemed like a very gradual start to this journey that Jerry wants to go on, which is to do more fundraising runs down the road,” she said. “He wants to qualify for Boston Marathon and show people that have rare genetic disorders that anything’s possible.” The Help Fill a Dream Foundation is a cause close to Hughes’ heart, as he and his siblings were given a dream vacation to Disneyland when they were teenagers.

Saanich’s Gavin Aitken won first overall in the feature race of the Ronald McDonald House Formula ‘C’ Continental championship race at Mission’s Rivers Edge Raceway on Sunday. The open wheel event, known as Racing for the House, is part of the North West Formula Continental series, which the 34-year-old Aitken started in last year. “It was awesome,” Aitken said. “It’s a great win for our team after we almost didn’t race.” The “team” consists of crew Gavin Aitken chief Jennifer Le, Aitken’s wife, and his engineer Blaine Alexander, who is his brother-in-law. They nearly pulled out of the race, facing cooling problems for their Formula C car. “It was overheating all day Sunday. We were going to go home and then decided right before the race to chance it and it was more of a test to see if it would last the whole race,” Aitken said. “Luckily, it ran really well, enough to win the race.” Two other Saanich drivers earned success at Mission over the weekend as Mike Hawthorne drove his Porche 996 to first- and second-place finishes in a pair of Vintage Class races. Bill Okell raced his Honda CRX to second place in three Improved Production races, once on Saturday and twice on Sunday. Okell rarely uses the CRX, as he “parachuted”

Saanich swimmers set Pan Am records Saanich-based Olympian swimmers Ryan Cochrane and Hilary Caldwell each set records at the Pan American Games in Toronto. Cochrane broke a pair of 2007 Pan American records, winning gold in the men’s 400metre (3:48.29) on July 14 and 1,500m freestyle (15:06.40) on July 15. Caldwell set a Pan Am record and won gold in the women’s 200m backstroke (2:08.22) on July 15. Cochrane, a Claremont secondary grad and two-time Ryan Cochrane Olympic medalist, teamed up with fellow Saanich Commonwealth Place athlete and 2012 Olympian Alec Page to win bronze in the 4x200m freestyle relay with a time of 7:17.33. Caldwell missed the podium in the 100m backstroke by a second. Page also came close to reaching the podium in the men’s 200m butterfly, finishing fourth. He was fifth in the 400m individual medley and ninth in the 200-m freestyle. All three are University of Victoria alumni.

Location matters for your new home Choose your neighbourhood before deciding on must-haves, says Victoria realtor Brittany Lee News Contributor
When considering options for purchasing a new home, location should be the priority for first-time buyers. That’s according to Nancy Di Castri, a longtime realtor from Di Castri and Lidstone. “Neighbourhood is important,” she said. “We really stress that to people, that location is probably one of the most fundamental things of importance when you’re buying a house, because if you’re a first-time home buyer it is not going to be your forever house and you will go to sell someday, and probably sooner rather than later.” A recent study released by the Canadian Home Builders’ Association, which reveals trends on home buyer preferences across Canada, lists walk-in closets and energyefficient appliances, among others, as must-haves for new home buyers. But for firsttime buyers on a budget such a wishlist is difficult to attain, according to Di Castri. “People are restricted by price. It’s really tough for first time home buyers because they start off with these expectations and then you say, ‘Here’s your price range, here’s what you can afford to buy,’ and it’s disheartening for a lot of people, especially in Victoria because the prices are so high,” she says. “So it’s tougher for them to
out [of Victoria],” Di Castri said. “They’re going to places like Langford because you can get far more for your money there.” Benefits to moving outside of the city include being able to buy new and not have to worry about renovations or fixing mechanics such as heating and electric, a task that Di Castri said most firsttime buyers are reluctant to take on. “A lot of first-time home buyers, they don’t mind updating something but they don’t necessarily want to fix any of the mechanics,” she said, listing kitchens and bathrooms as renovations young homeowners tend to undertake. Another advantage is that new homes usually have a legal basement suite built-in, allowing first-time buyers to offset their mortgage by renting out the extra space, Di Castri added. While buying a home further out may mean having a house on a small lot, that isn’t necessarily a concern for first-time buyers, according to Di Castri. “The house is the most important [to firsttime buyers], because a lot of them, they’re not gardening yet, they’re not as appreciative of the outside space as people tend to get over time,” she explained.
