East campfire ban rescinded

As of Monday campfires were once again allowed east of the Fraser River within the Cariboo Fire Centre’s jurisdiction. Campfires remain prohibited west of the Fraser River. Specifically, the following activities will be allowed east of the Fraser River but remain prohibited west of the Fraser River within the Cariboo Fire Centre: • Campfires (no larger than 0.5 metres high by 0.5 metres wide). • Outdoor stoves and other portable campfire apparatuses. • Tiki torches, burning barrels, burning cages and air curtain burners. Category 2 open burning, Category 3 open burning, fireworks, firecrackers, sky lanterns and binary exploding targets will remain prohibited throughout the entire Cariboo Fire Centre to help prevent human-caused wildfires and protect public safety. Anyone lighting a campfire east of the Fraser River must maintain a fireguard by removing flammable debris from around the campfire site and have a hand tool or at least eight litres of water available nearby to properly extinguish the fire. The person must make sure that the campfire is completely out and the ashes are cold to the touch before leaving the area for any length of time. Campfire prohibitions do not apply to cooking stoves that use gas, propane or briquettes, or to a portable campfire apparatus with a CSA or ULC rating that uses briquettes, liquid or gaseous fuel, so long as the height of the flame is less than 15 centimetres. The use of a campfire apparatus that does not meet these pecifications is prohibited west of the Fraser River. These prohibitions cover all BC

Parks, Crown lands and private lands, but do not apply within the boundaries of a local municipality that has forest fire prevention bylaws and is serviced by a fire department. Please check with local municipal authorities for any other restrictions before lighting any fire. The Cariboo Fire Centre stretches from Loon Lake near Clinton in the south to the Cottonwood River near Quesnel in the north and from Tweedsmuir Provincial Park in the west to Wells Gray Provincial Park in the east. In areas with a “high” or “extreme” fire danger rating, there is a serious wildfire risk. Anyone found in contravention of an open burning prohibition may be issued a ticket for $345, required to pay an administrative penalty of $10,000 or, if convicted in court, fined up to $100,000 and/or sentenced to one year in jail. If the contravention causes or contributes to a wildfire, the person responsible may be ordered to pay all firefighting and associated costs. Upcoming reunion As SkyFest draws closer, the band of friends seeking information on their now two-year absent friend Linda, who took off for parts unknown with the CF-18 demo crew after SkyFest 2013, make their way to the airport in hopes of some details of her whereabouts and when she’ll return. HIV testing stepped up

Still many unaware they’re infected ANNIE GALLANT Observer Reporter

Northern Health’s Ciro Panessa, regional director for chronic diseases reported that HIV testing has increased by 39.1 per cent in B.C. However, the actual rate of positive diagnoses has decreased. “This is quite a good sign,” he said. “Rates of testing at local hospitals has also increased which could be an indication of increased awareness in the medical community.” HIV, human immunodeficiency virus attacks a person’s immune system and if left untreated weakens the immune system and the patient can die from various opportunistic infections. In the mid90s there were no treatments for HIV and it was a frightening time for with the condition. The first effective drug therapy results were presented to the International AIDS conference in Vancouver in 1996. HIV therapy has evolved ever since and in 2015 there are highly effective treatments and some of the latest data shows that some patients, diagnosed early and treated, can live a relatively normal life span.

“It’s treated more as a chronic disease,” Panessa said. The HIV virus is transmitted fairly directly through body fluids and blood to blood needle injections. Body fluids can be exchanged through semen and vaginal fluids through unprotected sex, multiple partners and through breast milk. Although some transmission is linked through pregnancy from mum to baby in utero, Panessa said with current anti-viral therapy for pregnant women diagnosed with HIV that possibility has almost disappeared, although he added some 200,000 babies worldwide still contract HIV this way. Quesnel Health Unit street nurse, Reanne Sanford said Northern Health’s focus is on increased testing, increase distribution of safer sex supplies, increasing the number of people on treatment and finding ways to support them and suppress their viral load to a undetectable level. In the entire Northern Health coverage area there are 263 people currently who have tested positive for HIV and are connected with the health system. “Is this everyone,

Panessa added Northern Health also has a dedicated clinical pharmacy specialist (HIV pharmacy) who contacts patients and clinicians directly for prescriptions as well as community outreach while ensuring supplies of medications are always on hand. Sanford also said one of the big issues in Quesnel is the current doctor shortage. “So many people are not connected with a family physician and that creates a break in services,” she said. “And with the transient population, which is a high-risk group, are not at-

tached to the health care system. I supply safe clean supplies to as many people as want access to that, with the goal to not only get supplies to them but also to engage with them.” Panessa said their latest rates of new diagnosis of HIV is current to 2013 where overall in B.C. new diagnosis were 5.7/100,000 which equates to 267. In all of Northern B.C. the rate was 9.9/100,000 which translates to 17 new cases. Of those 17 cases, 14 we’re in the Northern Interior which Quesnel is a part of. The vast majority of the new cases are in the Lower Mainland. A pilot program to drill down deeper into the issue of HIV in B.C. was begun in 2009. see PAGE A5

A community group I wanted to highlight this week is the Quesnel Legion, Branch 94. The Quesnel branch has served Quesnel since 1927 with a focus on assisting veterans and their families and provide community service and support back to community groups. You will likely recall the flood that occurred at the Legion, just over a year ago, which not only caused water damage but also caused the sprinkler system to cease operating. They are now working towards replacing this important part of the building and to that end, I plan to hold a lunch chat on August 7 from 11:30 a.m. to 1:30 p.m. Lunch will be at your own cost. This is an opportunity to support the Legion, learn about the Legion and to chat with your MLA. Tips for the best SkyFest experience Airshow aircraft flying overhead begins a few days before the July 31 – Aug. 2 event and organizers are recommending those in the surrounding areas adjacent to the airport need to keep in mind the affect such noise can have on their livestock and pets who may not appreciate the loud sounds coming from the sky. For the safety of pets, animals and livestock, ensure they are in a safe place where they cannot get out if they panic over the sound. Also remember that pets, alcohol, glass bottles and coolers are not permitted

on the airport grounds during SkyFest. Smoking on site is in designated areas only. Tickets for day passes and weekend passes will also be available at the gate but not at the advance price and with cash only. Bring sunscreen, money, a camera, chairs/blankets and a hat. A wagon for the kids might also be helpful. Several concessions will be on site so bring extra money for all those tempting treats. Check your batteries and memory cards in your camera.

Nothing is worse than having your batteries die or filling up a memory card right before the Snowbirds, Skyhawks or CF-18 take to the sky. The main event is at the end of the show. Arrive early for the best viewing area, but remember with an extensive viewing area at the Quesnel Airport, there’s really no bad spots. Gold Pan City receives funding for accessibility playground Last week Dick Harris, Member of Parliament for Cariboo-Prince George, on behalf of the Honourable Candice Bergen, Minister of State for Social Development, announced improved access for Canadians with disabilities to programs and services in Quesnel. The City of Quesnel is receiving $50,000 through the Enabling Accessibility Fund (EAF) to improve accessibility for Canadians with disabilities by building an accessible playground. “The Government of Canada is creating opportunities for Canadians with disabilities through Enabling Accessibility Fund support to these projects in Quesnel,” Harris said. “Thanks to organizations like yours that care about accessibility, we see first-hand how these kind of projects make a real difference in our communities.” The Quesnel

If you have diabetes, pay particular attention to your teeth and gums. Since thyroid levels are based on blood tests, the dose can be changed according to suit how you take it. Poison ivy: Even though the rash is not contagious, it can look terrible and be quite uncomfortable. Having had poison ivy before does not confer immunity. Diagnose, treat, support Still work to be done

from A2 STOP HIV /AIDS (also known as Seek and Treat for the Optimal Prevention of HIV/AIDS) began as a fouryear pilot project running from 2009 – 2013. The BC Ministry of Health and the BC Centre for Excellence in HIV/AID initiated the STOP pilot to enhance the reach and engagement of British Columbians in HIV testing, treatment and care. STOP sought to normalize testing be expanding it beyond identified high-risk groups and making it a routine aspect of medical care. The STOP pill focused on two communities in B.C. with high rates of HIV and HIV-related mortality: the Downtown East Side in Vancouver and the Northern community of Prince George. In Northern B.C., the STOP pilot built on existing HIV prevention work and enabled Northern Health to increase engagement with community organizations and create the NH Blood Borne Pathogens team, now called the HIV and

Hepatitis C Care team. The BC MOH provided strategic policy guidance for health authorities to implement lessons learned from the pilot across the province. The BC MOH policy framework, entitled From Hope to Health: Toward an AIDS-free Generation, started in April of 2013 and builds on the goals of the STOP pilot. There are five interrelated goals outlined in the framework: • reduce the number of new HIV infections in B.C. •improve the quality, effectiveness and reach of HIV

prevention services; •diagnose those living with HIV as early saw possible in the course of their infections; •improve the quality of reach of HIV support services for those living with and vulnerable to HIV; •reduce the burden of advanced HIV infection on the health-care system. “There is still much work to be done, we need to reach people infected with HIV as early as possible and identify those who don’t know they’re infected,” Panessa said. “It’s still a journey.”

t’s so easy to become inattentive in summer. Blazing sun and hot temperatures seem guaranteed to put the more vigilant parts of our brains on hold. Whether we’re just befuddled trying to beat the heat – or eager to get out and be part of the many fun activities that warm weather offers, particularly in our seaside community – distraction is at an all-time high this time of year. Unfortunately, as recent crime statistics show, there are those who are more than ready to take full advantage of any lapse of attention on our part. Statistics tell us property crime usually takes an upturn in summer. Is there any wonder at it? The natural impetus is to leave home windows open to catch any breeze, and as we stroll in and out, we are likely to be less attentive to locking doors, or even closing them – an open invitation to an uninvited visitor who won’t hesitate in taking an inventory of our personal belongings, and making off with the most portable of them. While loading vehicles, we’ll often leave costly cameras and sports equipment sitting outside, a crime of opportunity just waiting to happen. But it’s not just theft of valuables we have to worry about – offenders are also after mail and anything else they can leverage for subsequent, often very costly, identity theft. And once we get in those vehicles – and get out again at our destination – are we really sure that we locked all of the doors and closed all of the windows? Did we lock valuables out of sight in the trunk – or did we leave them in plain view? Insp. Peter Jadis, officer in charge of the Integrated Municipal Provincial Auto Crime Team, notes that car thefts leapt 29 per cent across B.C. last year. He warns that it’s not just carelessly displayed items or the vehicles themselves that criminals are after – a garage dooropener and an address from insurance documents could be the key to a much higher payoff for a criminal, but one that poses a greater potential risk to ourselves and our families. Our vigilance must also extend to our families – children, caught up in the excitement of the moment, are not likely to pay close attention to closing or locking doors after them. But, in reality, in this day and age, any one of us could be responsible for a lapse that could mar our summer – and end up having to pay a hefty price in property loss and insurance hassles. –BP

Free trade in milk, eggs, even logs? One of the rituals of life in southern B.C. communities is cross-border shopping for certain items. Even corner store owners are known to pop down to Washington border towns to load up a van with U.S. milk, taking advantage of a price difference generated by our “supply management” system. The recent slide in the Canadian dollar reduces this pressure in the short term, but the fact remains that dairy producers are propped up in Canada. And that’s increasingly a problem as Canada pursues entry into the Trans Pacific Partnership, the next big trade deal. With the U.S., Japan, Australia, New Zealand and other countries involved, it would form the largest trading bloc in the world. Canada uses tariffs of up to 300 per cent to protect its dairy and poultry industries from foreign imports, and the higher domestic price on milk and eggs is a burden that falls most heavily on poor people. B.C. Views change the huge farm subsidies paid by European and U.S. governments. The recent trade agreement between Canada and the European Union has already chipped away at this protection. The Conservative government is tiptoeing on this issue as a fall election approaches, with rural seats across the country at stake. But the United Kingdom, Australia and New Zealand have deregulated their dairy industries and the Canadian industry is already facing increased cheese imports due to the European Union agreement. It’s an issue to watch as the federal election heats up. The NDP has positioned itself as a defender of supply management, a particularly touchy issue in rural Quebec, while the federal Liberals are committed to

production. Indeed, this whole protection apparatus is designed to stimulate domestic milling, although it doesn’t seem to be working. The main investment by B.C. forest companies recently has been buying southern U.S. sawmills. The coastal industry has maintained that profits from log exports are keeping logging alive, paying for the harvest and processing of logs in B.C. With Pacific trade talks in the background, pushed hard by U.S. President Barack Obama, the latest Canada-U.S. lumber agreement is due to expire in October. It will be more difficult to defend what University of Alberta economist Jack Mintz calls a “Soviet-style approach to price determination.” B.C. used to do something similar to this with wine, protecting a backward industry cranking out mostly god-awful plonk. keeping up with the U.S. and joining the Trans-Pacific Partnership. The trend toward freer trade is broad and long. The Harper government ended the monopoly of the Canadian Wheat Board in 2012, and grain growers continue to compete globally. A trade deal with Korea saw tariffs come off Korean import vehicles, and life goes on. Another controlled and protected commodity that is seldom discussed is logs. That’s changed with the push for the Trans Pacific Partnership, as Japan protests federal and provincial restrictions that push up the cost of logs for export. Ottawa regulates the export of private land logs, but only in B.C. This is a long-standing irritant for private land owners, holding the domestic price for premium “J grade” Douglas fir logs below $80 per cubic metre while the price in Asia and Washington state has climbed above $100. The U.S. has long complained about B.C.’s cheap Crown land stumpage and low domestic log prices in general, viewing them as a subsidy to lumber

t the moment there is a controversy going on between glutton free diets and the opposite site that claims there is no scientific evidence that wheat is harmful. Dr. William Davis who wrote the book Wheat Belly claims that we are being poisoned by eating genetically altered wheat, potatoes, pasta and rice, which is affecting our health. It also is seriously affecting the wheat farms in Saskatchewan and other places where genetically altered products are grown or sold. Most of the scientist and doctors interviewed on the CBC program the Fifth Estate claim that

FROM WITHIN Dr. Davis has no grounds to prove that he is right, yet the glutton free diet promoted by him is now spreading all over the world. I listened to the arguments on both sides of this CBC show and did not know which side to believe at that moment. It did not take long before I came to a conclusion on the side of the glutton free diet, because I have

a distrust of the science promoted by corporate and government scientists to start with. I know that government scientist have been let go or gagged, and corporate scientists have to promote the corporate viewpoint or lose their job. It is not the first time in history that one person was right despite the opposition of many. In the late 1800’s Louis Pasteur who claimed that doctors who worked on human cadavers and delivered babies without washing their hands were the reason for the high death rate of infants and mothers. The medical profession turned against him because they did not

believe that germs could be transferred by a person. In the end he was proven to be right. In our time the tobacco industry claimed that tobacco was relatively harmless and it took court battles before it was finally accepted by the government that tobacco was a large reason for lung cancer. Pesticides, herbicides and genetically altered food have been proven to harm people and the environment, yet there are some scientist mostly (corporate and government) who still think that it is OK to use these chemicals. I don’t know how many people in Quesnel remember the potato story so I will repeat it.

A person in Quesnel was planting potatoes and was a couple of plants short in the last row. He went inside and took some store bought potatoes and planted them in the ground. All the potato plants came up, except the store bought potatoes. He was curious and dug up the store bought potatoes and found that not only had they not sprouted, but they also had not rotted and were as good as when he put them in the ground a couple of months ago. The potato story went around Quesnel and eventually I found the man who planted these potatoes. I asked him where he bought these potatoes so I could

trace the origin of these wonder potatoes, but he would not tell me because he was scared of the consequences. These potatoes must have been genetically altered or they would have rotted or sprouted. I find it scary when people do not want to speak out because of corporate or government consequences and I am wondering what is happening with our food. For these reasons I am on the side of Dr. William Davies and I believe that genetically altered food is or can be harmful for us and definitely is harmful for the environment. Opening ceremonies for SkyFest 2015 include The Honourable Judith Guichon, OBC, the 29th Lieutenant Governor of British Columbia. Her Honour will be joined by MLA Coralee Oakes and Quesnel’s Mayor Bob Simpson. Her Honour will also be remaining at SkyFest 2015 for Saturday’s show.

The Quesnel Downtown Association is holding a SkyFest 2015 event on Friday from 3 – 5 p.m. in Spirit Square with paper airplane building and flying contests and other aviation-related events. There will be some pilots on hand and one Precision Exotics car. South Quesnel Business Association is hosting an event at the Motherlode Car Wash also on Friday, 3 – 5 p.m. where other pilots and another Precision Exotics car will be on hand. CHAAPS will be participating with some animals. They are inviting the public to have a photo with a performer by donation and proceeds go to CHAAPS.

Friday night will be a very special SkyFest 2015 Twilight Show where the public is invited to view the most spectacular pyrotechnics with some of the most impressive civilian and military aircraft. Also part of the show will be the Flashfire jet truck. The show avails itself of the best possible backdrop, twilight time with a blue moon. Featuring Super Dave Mathieson, Manfred Radius, the Canadian Armed Forces CF-18 and the military Skyhawks parachute team along with the Flashfire jet truck. Gates open at 7 p.m. and show begins at 8 p.m., finishing about 10 p.m. Either purchase your tickets for $20 each online at quesnelskyfest.ca or at the gate.

Precision Exotics has been added to the SkyFest 2015 lineup. On the SkyFest site there will be a 2004 F430 Ferrari with a top speed of 196 miles per hour, making it one of the fastest Ferraris every built. Also in the fleet is the 2006 Lamborghini Gallardo Spyder convertible which also has a top speed of 196 mph. The cars are part of the pre-show, one vehicle in Spirit Square and one at Motherlode Car Wash on Friday between 3 – 5 p.m.. On Saturday and Sunday there will be a race between the Ferrari and the Lambo. As an added thrill for spectators one of the cars will race civilian aerobatics pilot Stefan Trischuk in his Pitts X2C biplane. The cars will remain in a static display throughout the airshow where the public is invited to have their picture taken with the cars for just $5. have the good fortune to know some Turks who love to travel and share their culture. Each trip has afforded new sights and delightful cultural differences. Snippets from Turkey are just a few of my observations from this amazing historical world that tries to blend modernity with tradition. Ephesus – Originally an Aegean port of great significance in ancient times, it was a commercial centre through which all types of cargo passed. Greeks built a temple for Artemis in early days. Later, it became a religious centre for early Christianity. The bay was eventually blocked and now Ephesus sits more than 30 km from the sea, in a fertile valley. This site is very well preserved and a favoured tourist destination. Didyma – South of Ephesus and near the Aegean sits Didyma. The name means twins and refers to Apollo and Artemis, sons of Zeus and Leto. A temple dedicated to Apollo is the major part of the remains at this site. Construction began with Greek colonization in the 10th century BC and was enhanced over the next 1,300 years. In the 5th century AD, a Christian basilica was built. But in the 15th century, an earthquake crumbled most of the structures. Today, modern Turkey has built right around the ancient site. Prienne – Another ancient Greek city, Prienne sits on a hill and is a wonderful place to wander. This site is the ‘new’ city. The old Prienne was a port but was beleaguered with frequent attacks by the Lydians and Persians during the time of Alexander the Great. As well, silting of the river dried up inland trade so a new city was constructed further inland. It has a temple

A Memorial service for William will take place on Thursday, July 30th at 1 pm at St. John The Divine Anglican Church, with Rev. Margot Rose officiating. Those wishing to honour Bill’s memory by way of donation may do so to the Quesnel Hospice Society. for Athena. Prienne was laid out in an orderly grid of about 80 blocks on terraces. Remnants of the city council chamber are just down from the market area called the agora. The massively thick walls are testimony to the attacks that were part of ancient life. Miletus – Forming a triangle with Didyma and Prienne, Miletus was also located on the coast and occupied by Minoans and then Mycenaeans. It became the most important of the 12 Ionian cities and the first minted coins were produced here. This city is mentioned in Homer’s Iliad. Miletus was destroyed by the Persians in 499 BC but was rebuilt inland. The Persians invaded and ruled until 133 BC when the Romans annexed it. The theatre is the dominant remain. Built by the Greeks in the 4th century BC, it was enlarged by the Romans in the 2nd century AD and could hold 25,000 spectators. Later invasions by the Bysantines and Ottomans left marks on the structures and this is a great site to see evidence of all the eras. Hieropolis / Pamukkale – Hierapolis means ‘sacred city’ and was believed to be founded by the god Apollo. It is famous for the hot springs that are thought to have healing properties but the sulphurous fumes are associated

with the god of the underworld, Pluto. Ancient priests would prove their voracity by surviving long times in fumes that could kill. Essentially, they learned to hold their breath well. The springs contain much calcium and travertine. Remains of the city span the top of the ridge and include a very large necropolis (burial ground) to the west, baths, agora, residences, fountains in the middle and a large theatre to the east. Pamukkale was named for the white deposits that look like cotton. Now protected, visitors must walk barefoot if wishing to dip their toes in the pools. Cappadocia / Urgup / Goreme – This is an area of volcanic flows where the landscape was built millions of years ago. Erosion created the fairy chimneys of soft material compacted under a more durable top layer. The compacted material is called ‘tuff’ and can be easily dug out. The earliest human remains date back to 10,000 BC. The caves were first built as homes and later used by Christians to hide from persecution. There are remains of houses with multiple rooms and window and steps cut into the rock. Later churches have paintings. The open air museum at Goreme is a favoured destination. Today, some caves are protected, hotels are using some of the sites for tourism and locals have moved

into and built up others. The chimneys and caves are evident throughout several valleys and are surrounded by wonderful rock formations. Drifting on the prevailing wind, hot air balloons fill the skies on sunny

Daris Lew Potter May 25, 1932 ~ June 19, 2015

Daris is survived by his: Children: Barry (Rose) Potter, Ben Potter, Cindy (Mile) Vilich, Michael (Sharon) Potter Grandchildren: Michelle, Jesse (Maydell), Stephanie, Chelsey, Mikayla, Caleb, Selina, Nick, and Sasha. Soon to be born great-grandson: J. Daris Lew Potter. Daris is predeceased by his: Wife: Margaret Potter Parents: George and Pauline Potter Son: Daris Joel Potter Daris was born in Gooding, Idaho. He was the 3rd child of 6. After he graduated from high school he joined the U.S. Coast Guard and saw the world. After his time in the Coast Guard he moved to Summit Valley, Washington in 1955. He met the love of his life there, Margaret at Summit Valley Church. They married in 1960 and lived in the Glendale District, where they dairy farmed. They raised their five children on the farm until they moved to Canada in 1974. Daris loved his wife, Children and grandchildren and enjoyed going on camping and fishing outings with them. He often out fished the family! He was deeply in love with his wife and often spoke of her even after her death up until his own passing. Daris loved the Lord and just wanted to share His Saviour with others. He was singing praises to the Lord and praying for his children and grandchildren by name up until his last days. A funeral service was held for him on June 27, 2015 and we would like to thank everyone who was there to support us through this difficult time and to everyone at the hospital and the hospice who cared for Daris! “Thou wilt keep him in perfect peace, whose mind is stayed on thee: because he trusteth in thee.” Isaiah 26:3

Dr. Leonard Maher

passed away peacefully at the age of 90 at the Royal Inland Hospital on July 15, 2015, with his family by his side. He is lovingly remembered by his children Phil, Dan, Brenda and Paul, and his grandchildren Eric, Rae, Emily, Monica and Laura. He was predeceased by our mother Constance, his parents Phil and Ivy, his sister Eunice and our stepmother Lila. Dad was born at the Royal Alexandra Hospital in Edmonton, Alberta, on January 20, 1925. He spent his childhood in Edmonton and Vancouver and his life revolved around study and sports. He graduated in Medicine at the University of Alberta in 1949, and after completing a year’s internship at St Paul’s Hospital in Vancouver he stayed on for one year of post-graduate training in Pediatrics and Internal Medicine. Dad met our mother when he was in high school and they married in 1950. In 1951, after Phil was born, they moved to Quesnel where he joined the Avery Clinic. He began a very busy family practice that extended for over a decade and balanced the needs of work, a growing family and further education. In 1953 he completed one year of Obstetrics in Edmonton at the Royal Alex and later 6 months of Anaesthesia at the Vancouver General Hospital. He decided to specialize in Otolaryngology in 1961. After completing one year of training in Vancouver, he and the family moved to Richmond, Virginia, so he could spend three years at the Medical College of Virginia. Returning to the Interior of BC, Dad opened his practice in Otolaryngology in Kamloops in 1964. At that time, he was the only Otolaryngologist outside of the Lower Mainland and the only specialist in Head and Neck Trauma until 1975. As Kamloops grew with more specialists arriving, Dad decided to narrow his focus to Otology. In addition to having a very busy practice he sat on numerous hospital committees and was Chief of Medical Staff for a number of years. Throughout his practice, Dad was very conscientious and caring. He had great respect for his patients. After having open heart surgery in 1985, he was compelled to stop practicing medicine. Dad never strayed from his working-class background and lived a very modest lifestyle. He had a lifelong passion for learning a wide range of subjects and approached everything in a methodical and studious manner. He had a strong interest in Canadian history, politics, religious studies, and the English language. He loved the natural beauty of the Kamloops area and often explored the rest of the province. Golfing and bridge were among his favourite pastimes and he had a love for dancing. A voracious reader, he stayed abreast of current events and was always eager for a lively discussion. During his retirement at the Rivershore Golf Estates, Dad wrote a book, Memories of a Cariboo Doctor, about his general practice in Quesnel, and in it he offers some views on changing trends in Medicine. When his health deteriorated in 2010, Dad moved to Kamloops Seniors Village. He enjoyed living at the Village and was very appreciative of their care. He befriended many residents and his cheerful manner will be greatly missed. Dad is deeply loved by his family and will be sadly missed. An Evening Prayer Service will be held at Sacred Heart Cathedral on Friday July 31, 2015, starting at 7 pm. A Funeral Mass will be held at the Cathedral on Saturday August 1, 2015, at 11 am, followed by a reception at the Cathedral hall. The family would like to thank Dr. Stefanyk, the Kamloops Seniors Village and the staff at the Royal Inland Emergency and 6 South for the care given to our father. Gold Pan students return from Japan

Another delegation of 19 from Quesnel returned from Japan July 10. Among those delegates were 12 students and it was their first time traveling to Japan. Most of the delegation left Vancouver B.C. on June 28 and traveled to Tokyo, Japan. They stayed in Tokyo a few days and were able to see many famous sites around that area. In July they flew to Hokkaido, Shiraoi, Japan and stayed with Japanese host families for a week. It was a long flight from Vancouver to Tokyo – close to 11 hours. July 3 the delegation was brought to Kura their friendship centre in Shiraoi, Japan. The students preformed their dance to music of “Kung Fu Fighting” at their welcome party. One Japanese citizen describe the dance as a “cool ninja dance.” The delegates wore their new brightly coloured orange Tshirts with together written in English and Japanese on the front of their shirts. On the back of T-shirts it said

on most of the walls, large log beams and wood slats on half of the ceiling and the other side of the ceiling has sky lights to let more natural light in, there is also a wood stove at one end of the room. The time went quickly for them and on July 8 there was a farewell party and it was held at Kura Centre and they all had so much fun! Child protection failure prompts probe TOM FLETCHER Black Press One of the architects of B.C.’s children’s ministry has been brought back in to review its procedures after a court case revealed four children were left in the care of their abusive father. Children and Family Development Minister Stephanie Cadieux announced Friday that former deputy minister Bob Plecas will lead the review of the case and recommend changes by October. In his second ruling on the case, released last week, B.C. Supreme Court Justice Paul Walker found the ministry was negligent in the decision to allow the father unsupervised access to the children. In a 2009 ruling awarding sole custody to the mother, Walker accepted evidence that the father had physically and sexually abused the older three children. Despite that order, the ministry permitted the father unsupervised access,

allowing him to sexually abuse the youngest child. None of the family members is publicly identified. “A key feature of the Director [of Child Welfare] conduct in this case is that she and many of her agents approached the case in front of them with a closed mind, having concluded at a very early stage, before the children were interviewed, that there was no merit to the sexual abuse allegations and that [the mother] had fabricated them and had coached her children to make their disclosures,” Walker wrote in a 341-page judgment. Plecas said he will not be considering individual misconduct of ministry staff involved, who have been reassigned while the review is ongoing. “I think people will speak with me because it’s a nonthreatening exercise,” Plecas said. Cadieux said an independent and unbiased review is needed because of the “many significant and disturbing assertions

about staff conduct” in the ruling. The government has not decided whether to appeal. NDP leader John Horgan said the terms of Plecas’ review do not allow him to look at the conduct of the minister and senior staff, and his report goes to Cadieux. He said Representative for Children and Youth Mary Ellen Turpel-Lafond has the independence and authority to compel testimony of all concerned. “I think they don’t want to get to the bottom of this,” Horgan said. Plecas was involved in the creation of the children’s ministry in the late 1990s. He will work with the Child Welfare League of Canada in developing recommendations.

Rope Burn City Bounty Collectors Run Amok XV Quesnel Rod and Gun Club held their annual cowboy shoot July 24 – 26 with everyone getting into character with costumes and props. With more than a dozen competitors the threeday action was fast and fun. Teams from Prince George, Williams Lake and Quesnel took part. Every competitor, before they took aim, had to put Little Blue in their pocket, put on the black fur hat, sit on the stool and talk to the stuffed blue dog and say “Hang tight, Little Blue, we got to dispense some lead” then shoot. The Parkland Community Association (PCA) endeavors to enhance the quality of life for residents in the Parkland-Moose Heights area through community development/improvement projects and programs. PCA works with the Parkland Recreation Commission under the guidance of the Cariboo Regional District staff to develop, enhance and maintain D.L. 6199, also known as Kosta’s Cove Community Park. PCA members are not only area residents but members of the public with an interest in seeing Kosta’s Cove Park become an all season facility and be sustained as a great asset to the 10 Mile Lake/Moose Heights neighborhood. Since 2011 Kosta’s Cove Community Park has undergone significant development. Kosta’s Cove has been transformed from a public facility with poor access, haphazardly maintained by volunteers, to one that now boasts a properly accessible parking lot, an information kiosk, an equipment storage/maintenance container, picnic area, bear proof garbage bins, wheelchair accessible picnic tables/outhouse and a Low Mobility Wilderness Trail (newly completed in the Fall of 2014.) The planned multi-purpose shelter will constructed on the lakeside of Kosta’s Cove Community Park, North end of 10 Mile Lake and will be used year round to accommodate events, activities and programs. Here, Bedrooms No. 2 and 3 are separated by a three-piece bathroom. Exterior finishes include horizontal wood siding, painted pilasters flanking the veranda, partly mullioned windows and decorative cross-bracing at the two gables, as well as stone accents. This home measures 40 feet, four inches wide, by 53 feet, six inches deep, for a total of 1,719 square feet of living space. The design includes an unfinished basement.
