BOB MCCOUBREY at his Lake Country farm has thrown his support behind an incubator farm initiative for the Central Okanagan that could help get more young
people interested in farming.
Farm incubator to grow food bank produce, and farmers BARRY GERDING Feedback will be sought on a new program designed to help introduce prospective new farmers to the local agriculture industry. The program, the incubator farm concept, is the initiative of the Central Okanagan Food Policy Council following a workshop a few years ago. Out of that workshop arose two priorities for what is about to now become the Central Okanagan Community Farm Society: To grow food for food banks and other social agencies with volunteers doing the farming; and to establish the incubator farm plot con-
cept where new farmers could try farming on leased land using shared equipment and benefiting from experienced mentors. Bob McCoubrey, chair of the council, said the society, which will hold its inaugural annual general meeting this fall having now received its charitable donation tax exemption status, has advanced on its food growing mandate. McCoubrey, a Lake Country orchardist, is one of eight founding members of the society. The council created a one-acre vegetable plot in Lake Country and has plans to develop a similar operation in Kelowna next year to address the
food bank and other social agency food needs. McCoubrey said the logical next steps in the incubator initiative will include getting feedback on the interest to participate, finding a landowner who is willing to rent or donate a suitable plot of land for the project, and finding usable farm equipment. He is seeking the involvement of interested farmers, land owner and potential farming mentors. The idea, he said, is for young farmers to work their plots for two or three years and then take that experience to help them branch out on their own. “As we know, the average age of
farmers in the Okanagan today is 60 so we need to get more young people involved. Agriculture is doing great these days, particularly with the grape and cherry crops, but we can grow so many other crops in the valley,” McCoubrey said. “Vegetable growing would be the main focus at the start as annual crops are easier to change over as farmers come and go.” He said tree fruit orchards might be an option one day, but they require a greater investment of time until the fruit actually starts producing an annual

Annual wildfires could be ‘new normal’ KATHY MICHAELS A smoky haze blanketing B.C. as flames engulf pockets of provincial forests could very well be “the new normal,” B.C.’s premier said last week. As she toured through the Westside Road Shelter Cove fire site, Premier Christy Clark told reporters she fears that wildfires are increasing in strength and in number due to climate change and this year is far from being an anomaly. “We’re going to see more homes threatened,
more people’s livelihoods threatened, more forest resources lost,” she said. “Climate change has altered the terrain and it’s made us much more vulnerable to fire…The earth is very dry and I think that we have to be planning with the knowledge that this isn’t going to be an unusual year.” As of last week there had been 1,300 fires in B.C., burning more than 295,000 hectares. Fighting them has come at a significant cost. The provincial budget allotted for fires is decid-
ed on a five-year rolling total, Clark explained, and that amounted to around $60 million. This year’s firefighting efforts have soaked up far more, with the current tally somewhere in the area of $143 million. Clark said it could amount to three times that figure by season’s end. That said, budgets aren’t going to douse the effort put forth. “We’re going to spend as much as is needed,” she said. The Westside Road wildfire was started by a
July 19 night lightning strike. Helicopters had bucketed water on it, but it smouldered underground until the following day when winds whipped up flames and it rapidly spread across the hillside. While the fire is not fully contained yet at more than 500 hectares, the evacuation alert has been lifted. Fire incident commander Glen Burgess said despite the fact the fire continued to grow, SEE WILDFIRES A3

news ▼ FAMILY TIME WITH ICE CREAM
Dad and daughter share love of ice cream with a road trip JENNIFER SMITH A father/daughter team is dipping into some of the sweetest shops around on a cool tour sprinkled with fun. Richard Stroobant and his 11-year-old daughter Danica are on the Ice Cream Tour 2015 across southeastern B.C. and Alberta. On a hunt for the best ice cream on this end of the country, the team is hitting up shops and stands that make their own cool treats from scratch. “The whole theme behind this is just me and my daughter spending time together,” said Stroobant, while in Vernon last week. “The ice cream is just the cherry on top.” Among their 20 stops, the Calgary team (who even had T-shirts made) found some tasty treats in the Okanagan. “It’s all word of mouth,” said Stroobant, of how they decide where to stop. After checking out D Dutchmen Dairy in Sicamous, the tour made its first soft-serve stop
in Enderby at the D&E Drive In. “One thing for sure, it beats any other soft serve ice cream I’ve ever had,” said Stroobant on his blog (www.icecreamtour. ca). “Maybe I’m a hard ice cream kinda guy but we gave it 8.5 licks out of 10.” But it was stop No. 8 that gained nearly top marks, for more than just its ice cream. Vernon’s Blue Stream Motel and Garden Ice Cream Parlor took the cake for the best name and earned 9.5 licks. The shop boasts 56 homemade flavours, but for Danica, the bubble gum (which is one of her favourite flavours) won her heart. “It tasted like real bubble gum,” said Danica, who even pulled a real gum ball out of her bowl. But the highest scoring ice cream so far goes to Kelowna’s Indian restaurant Poppadoms, for it’s Indian spice cream. “It’s not like you’re eating butter chicken,” said Stroobant, who actually had the butter chicken for dinner
RICHARD STROOBANT (left) and his daughter Danica (front and centre) enjoy the object of their

affection—ice cream—with like-minded friends met at a stop on their ice cream tour. They stop anywhere that produces its own hand-made ice cream.
(which was the best he has ever tried). “The East Indian spice just brings out the flavours.
“A must try…our taste buds are still dancing.” They also visited the Log Barn in Enderby,
but there was so much more to the trip than ice cream. Mara Lake, the Last
Spike, go karting and zip lining were among their adventures. “The Oyama Zipline
was just phenomenal,” said Stroobant. Danica agreed. “I think her dad was more scared than she was,” said Stroobant. They also met up with some friends and have been making memories along the way, including making headlines in newspapers, starring on TV and chatting with radio stations. HelloBC and Travel Alberta have also been tapping into the blog, as well as Tourism Vernon. The whole trip, he said, was actually spurred over a bowl of ice cream (a favourite treat at the Stroobant house— they’re not really cake or candy people). Mom had to work so dad suggested he and his daughter go try out some good tasty ice cream shops. “Ask any 11-year-old that question and you’ll get a ‘ya let’s go.’” The trip-turned-tour grew from there and now Stroobant is the one eagerly saying, ‘are we there yet?’ just before each stop.
People who start fires may face stiffer penalties Small-plot intensive KATHY MICHAELS The province may consider doling out stiffer penalties for those who start wildfires, given that nearly 40 per cent of fires in B.C. in the past 10 years have been sparked by people. “People need to be thinking hard about their behaviour and the impact it can have,” Premier Christy Clark said. Some options for penalties may include impounding the cars of those who have
flicked cigarettes out their windows or started a fire by idling with a hot muffler over dry grass. Before anything is done, Clark said the province will consult with residents. Stiffer penalties for negligent or dangerous behaviours in B.C.’s woods is something the B.C. Forest Practices Board is also advocating. In a special investigation conducted by the B.C. Ministry of Forests’ for administrative proceedings between 2009 and 2014, it found that fewer than 10 per cent of 146
cases saw violators receive the maximum fine. Around 79 per cent of fines fell below $5,000. While infractions involved weren’t serious enough to warrant full prosecution, the board concluded the administrative actions “are not effective in promoting compliance” within the industry, nor instilling public confidence in enforcement because penalties aren’t published.
Power cut to homes affected by the Shelter Cove wildfire WILDFIRES FROM A2 progress had been made. “Our priority (Friday) is along Westside Road, protecting the homes and the values there,” Burgess said. Air tankers and bucketing helicopters supported BC Wildfire Service crews on the ground, and control lines established during this flare up were holding. “Higher relative humidities, lighter winds and a cooling trend beginning (Thursday) are decreasing fire behaviour and aiding suppres-
sion efforts,” said Jordan Turner, a fire information officer. “Crews are working to reinforce and extend control lines on the north and south flanks by establishing handguard and fuel-free areas. Crews will also begin to establish control lines on the west flank of the fire and continue to mop-up the area along Westside Road.” In addition to the 70 homes that were evacuated, there were 1,000 BC Hydro customers out of power since a week ago Monday due to
the fire. BC Hydro crews continued to work on integrating temporary units into the power system and hoped to have the units running by last Friday. The temporary units provided continuous electricity to customers who were receiving service on a rotational basis from BC Hydro. Customers directly in the fire zone had to remain without power until BC Hydro was permitted access to the area. BC Hydro asked impacted customers to minimize their power
usage until the wildfire was contained and crews could fully repair the system. The BC Wildfire Service continued to fight the blaze with firefighters and heavy equipment on the ground supported by four helicopters. The fire area is located across Okanagan Lake from Lake Country’s Okanagan Landing, and approximately 17 kilometers northwest of downtown Kelowna. All last week 70 properties were on Evacuation Order issued by the Central Okanagan
Regional District. More information is available at: www.cordemergency.ca. ••• The BC Wildfire Service thanks the public for its ongoing support in reporting wildfires. farming method FARM FROM A1 crop. “How we move forward on this will depend on the number of people who come forward expressing an interest, how serious they are. It’s an opportunity to learn about farming without risking everything right off the start as an initial investment,” McCoubrey said. He said the society also has to ponder the method of farming: The large-scale farm typical in California where huge acreages requiring a lot of water to grow crops vs. the smaller plot farmed on a more intensive level sa exemplified by Curtis Stone of Kelowna, who in 2012 with his Green City Acres farm grew 50,000 lbs. of food on less than an acre of land using organic farming methods. “I think the writing is on the wall regarding the California method of growing because it re-
quires a lot of water for the crops. “With climate change and other water supply factors, you have to look at how successful Curtis has been growing food on very little land and is that a model we should try to copy.” When the society is formerly in place, McCoubrey said it will seek out grants to move the incubator project forward if the local participation interest is evident. “The Central Okangan Foundation grant was a big help in establishing the food bank plot program, so we’ll be looking for that kind of grant support again for the incubator farming,” he said. “If it all comes together, we could see someone (incubator) farming by next spring. We are willing to move Heaven and earth to try and make that happen.” To learn more, email the society at grow.feed. teach@gmail.com.

Free trade in milk, eggs, even logs O ne of the rituals of life in southern B.C. communities is cross-border shopping for certain items. Even corner store owners are known to pop down to Washington border towns to load up a van with U.S. milk, taking advantage of a price difference generated by our “supply management” system. The recent slide in the Canadian dollar reduces this pressure in the short term, but the fact remains that dairy producers are propped up in Canada. And that’s increasingly a problem as Canada pursues entry into the Trans Pacific Partnership, the next big trade deal. With the U.S., Japan, Australia, New Zealand and other countries involved, it would form the largest trading bloc in the world. Canada uses tariffs of up to 300 per cent to protect its dairy and poultry industries from foreign imports, and the
BC Views
Tom Fletcher higher domestic price on milk and eggs is a burden that falls most heavily on poor people. The industry group Dairy Farmers of Canada and others argue that reducing or removing Canada’s import protection won’t change the huge farm subsidies paid by European and U.S. governments. The recent trade agreement between Canada and the European Union has already chipped away at this protection. The Conservative government is tiptoeing on this issue as a fall election approaches, with rural
seats across the country at stake. But the United Kingdom, Australia and New Zealand have deregulated their dairy industries and the Canadian industry is already facing increased cheese imports due to the European Union agreement. It’s an issue to watch as the federal election heats up. The NDP has positioned itself as a defender of supply management, a particularly touchy issue in rural Quebec, while the federal Liberals are committed to keeping up with the U.S. and joining the Trans-Pacific Partnership. The trend toward freer trade is broad and long. The Harper government ended the monopoly of the Canadian Wheat Board in 2012, and grain growers continue to compete globally. A trade deal with Korea saw tariffs come off Korean import vehicles, and life goes on. Another controlled and protected commod-
ity that is seldom discussed is logs. That’s changed with the push for the Trans Pacific Partnership, as Japan protests federal and provincial restrictions that push up the cost of logs for export. Ottawa regulates the export of private land logs, but only in B.C. This is a long-standing irritant for private land owners, holding the domestic price for premium “J grade” Douglas fir logs below $80 per cubic metre while the price in Asia and Washington state has climbed above $100. The U.S. has long complained about B.C.’s cheap Crown land stumpage and low domestic log prices in general, viewing them as a subsidy to lumber production. Indeed, this whole protection apparatus is designed to stimulate domestic milling, although it doesn’t seem to be working. The main investment by B.C. forest
companies recently has been buying southern U.S. sawmills. The coastal industry has maintained that profits from log exports are keeping logging alive, paying for the harvest and processing of logs in B.C. With Pacific trade talks in the background, pushed hard by U.S. President Barack Obama, the latest Canada-U.S. lumber agreement is due to expire in October. It will be more difficult to defend what University of Alberta economist Jack Mintz calls a “Soviet-style approach to price determination.” B.C. used to do something similar to this with wine, protecting a backward industry cranking out mostly god-awful plonk. Competition made the wine industry better, and now it’s world class. Tom Fletcher is legislature columnist for Black Press. tfletcher@blackpress.ca

Flames literally explode into the air, four or five times the height of the immolated tree. The fire flared up stunningly fast. A couple of lightning strikes on Sunday, smouldered through Monday. Then a gusty wind caused them to flare up. At six o’clock Monday evening, I had gone outside to rescue some patio furniture from the wind. I didn’t notice smoke across the lake. When I went out again, three hours later, the whole hillside was a sheet of flame. Watching those flames, I couldn’t help thinking of the fire as a living thing. A predaSEE TAYLOR A5

There’s something unsettlingly contrived about watching one roll into an ongoing crisis wearing their man/woman-ofthe-people wardrobe. They speak to the front line workers, brow appropriately furrowed and ask, loudly and awkwardly, questions they’ve likely already read the answers to in 15 previously published press releases. Then, as camera flashes pop, they invariably say, “You’ve done a great job. You’re brave. Marvelous. I could never do what you’re doing” Of course, all those things are true. But I
Kathartic
Kathy Michaels can’t help but wonder what these politicians are doing in their real arena of change that would help those brave men and women not be where they are, i.e. not be in harm’s way. For example, what exactly is being done by Canada and B.C. to combat climate change? Premier Christy Clark pointed out that’s the heart of the problem herself, when she was at
the fire scene Wednesday—these fires are the “new normal” and she has concerns that forest fire season won’t give us a break. “We’re going to see more homes threatened, more people’s livelihoods threatened, more forest resources lost,” Clark said. “Climate change has altered the terrain and it’s made us much more vulnerable to fire... The earth is very dry and I think that we have to be planning with the knowledge that this isn’t going to be an unusual year. These things are going to happen more often.” So what does that mean? Are we just going to get more funding to clear underbrush or will the governments that are watching the Okanagan turn into a bon-
fire year after year going to do something to really douse the blaze? I have no hope for the current federal government. They don’t seem to value scientific evidence. But B.C. was once praised for going green with its carbon cutting measures. In 2007, B.C. set greenhouse gas reduction targets based on the findings of the Intergovernmental Panel on Climate Change. Since then, they introduced North America’s first revenue-neutral carbon tax and achieved carbon neutral government every year since 2010. Lest the backslide be forgotten, Clark’s government froze the carbon tax in 2013, and moved climate leadership to the back burner. And emissions have

Then it lunged forward, gulping fresh forest into its insatiable maw. As my wife and I watched, awestruck, the leading edges of flame licked across the darkened hillside the way spilled ink spreads into blotting paper. Like all evil, it was simultaneously fascinating and appalling. I don’t believe in hell. Not, at least, as an underground realm where Satan reigns, where sinners’ souls writhe in eternal torment. But I have to admit, as I stared across the lake on Monday night, that hell was
the first figure of speech that occurred to me. I was gazing into hell—a cauldron of flame, bubbling and seething. The forest fire reminds me, once again, that every good thing becomes bad when taken to extremes. Either extreme—too much, or too little. Fire may be the most obvious example. A forest fire is an extreme. It destroys everything in its path. The other extreme would be a total absence of fire. Without fire, we humans would still be huddling under furs in the dark. Too little water, we die of dehydration. Too much, we drown. Too little medication—the human fate for countless generations—and we die of diseases. Too much, we die of overdoses. We condemn child abuse, which usually
means too much physical contact between an adult and a child. But the opposite extreme, of child neglect, is no better. Where is the ideal midpoint between the extremes of too much and too little? Resident survey 3 Legion scholarships become 4 Volunteer for the car show turns up things for district to work on As follow-up to the District of Lake Country’s community survey sent to 1,500 randomly selected residents in May, some areas of improvement have been identified. Areas for improvement include roadways and transportation, which council and staff continue to address through the recently adopted Transportation for Tomorrow 20-year plan. Development of the Town Centre was also an area residents identified for improvement. In a press release, Lake Country staff said the downtown area has seen more interest from investors in recent months. On the heels of the CN Rail Corridor Referendum that was completed in April 2015, residents identified parks, trails and recreation as key areas to increase funding in coming years. “It’s fantastic to hear this positive feedback regarding quality of life and value for taxation in Lake Country, and get feedback on municipal services,” said community development manager Jamie McEwan. “We are dedicated to continuing to strive for excellence, improve the quality of life for residents and getting the greatest value out of every tax dollar spent. “The responses from this community survey identify a number of positives, and provide us direction for some of council’s strategic priorities. “That being said, the responses also identify opportunities for improvement.” “We thank all residents for the high level of engagement and for providing feedback to the district,” said Mayor James Baker. “The results of the survey will help inform future discussions pertaining to council’s strategic priorities and assist council in making decisions to improve service delivery, planning, and policy at Municipal Hall.”

Achieve as complete and quick a recovery as possible HERGOTT FROM A5 to be viewed as a whiner. Bob is a case in point. It took me two to three months before I went to my doctor to find out how to get rid of him. Three courses of antibiotics and two minor “surgeries” later, “Bob the boil” was finally eradicated from my behind. Had I sought medic-
al care much earlier the issue would have been dealt with in short order without a beast developing and being given a name. Your goal is to achieve as complete and quick a recovery from your injuries as possible. You will achieve your goal by getting medical advice from a fully informed medical practi-
tioner and very diligently following that advice. You can’t stop there, though. Car crash injuries are a moving target. Your medical practitioner’s care recommendations will change over time, depending on how your injuries respond. You need to go back from time to time in order to fully update your medical practitioner and get updated recommendations. How frequently? Ask your medical practitioner. Medical treatment isn’t cheap, and ICBC holds the “purse strings” for funding crash injury related care.
A “song and dance” ensues with getting referral slips from the doctor and sending them to the ICBC adjuster for funding “approval,” which repeats itself periodically as required by the adjuster. The adjuster will often offer to reimburse your “user fees” which you pay in addition to amounts paid directly by ICBC to the treating practitioner. Often, the ICBC adjuster will agree to fund some, but not other care, or for a restricted amount of care. Eventually, and inevitably, the funding “tap” for certain care, or care generally, will be shut off.

Hi there, my name is Cece! I am a very sweet girl who had a bit of a challenged start with my injured leg. I am now on my way to recovery, and ready for my permanent forever home. I am a very personable, loving cat who adores people. I get along well with pretty much everybody. I will require a calm household due to my recent injury, and I should be an INDOOR kitty only! Please come meet me! I would love to implant myself in your heart and home! Please contact the Kelowna SPCA to meet this her; She has been waiting forever to meet you!

The critical thing to remember is that your ICBC adjuster has no medical training and is entirely unqualified to make decisions about your care. You must rely solely on your medical team to determine what care is most likely to reach your goal (of as full and quick a recovery as possible) and not make the critical mistake that many make, which is to adjust or stop care based on funding decisions made by an insurance adjuster. How do you pay for care that is no longer funded by ICBC? You find a way. Easy for a “high priced lawyer” to say “find a way?” Yes, it is, but if you ever run out of options for funding your care give me a call and I’ll help you figure it out. Does this sound like medical advice? It happens to also be the best legal advice you could get to maximize the prospect of fair financial compensation for your injuries and losses. Wolf owner getting tired of needless constant complaints T a SAWYER KLASSEN
Jim Simkins feels he has been consistently harassed, and he is tired of it. For the past four years, Simkins has been living his childhood dream of raising wolves on an acreage on Glenmore Road. Simkins has eight wolves and eight dogs, and says that working with them is a lot of fun, what he calls the “ultimate” experience. However, he says many calls have been made to dog control and the SPCA about him, and he is fed up dealing with the complaints. He says any time the SPCA has brought an issue to his attention, such as not meeting the required fencing, he has met the requirements and the issue has been resolved. When contacted, SPCA confirmed that all of their past issues have always been resolved.
The number of complaints came to a breaking point recently when an unknown number of people entered Simkins’ property where his animals are kept when he wasn’t around. “They couldn’t see the water (for the animals) because a truck was in the way,” he explained. “They filled a bucket of water, that still had some hydraulic fluid in it, and they dropped it over the fence. “Luckily the dogs drank out of the normal water, or I’d have a bunch of dead dogs and dead wolves because of them.” Simkins noted vandals also tried breaking into the enclosure where he keeps his animals, as one of the latches on a gate was knocked off and one of the locks was damaged. Simkins’ issues have dated back the full four years he has been raising wolves, and with the exception of one year-long break without any com-
plaints, the complaints have occurred on average every three or four months. Simkins said many of the complaints have turned out to be false, such as his puppies starving, that he was giving them away for dog food or he was operating a puppy mill. One complaint indicated Simkins had 18 dogs in his front yard and another 30 in the back yard. In addition to the complaints that have led to the SPCA and dog control showing up, he has also had his house broken into and a husky and her puppy stolen. “I’m tired of being slaughtered,” Simkins explained. “I need the public to realize I’m doing good, not bad. I’m not a bad person, I’m not harming my animals, but this is what I’m getting from people.” Simkins is currently in the process of building a

kennel, and he said due to the construction there is a mess around his animal enclosure. Simkins believes people may see the mess and from that make judgments about the wellbeing of his animals. He asks anyone who has concerns to fully check things out before contacting the SPCA or dog control. Simkins is also clear in expressing that he has no issue with either agency and understands why they must follow up on received complaints. Despite the stress and feeling of harassment that Simkins has experienced the past four years, he hasn’t given up on continuing his childhood dream—in addition to the kennel he is building, he wants to construct an agility course and a wolf sanctuary for injured wild wolves to be rehabilitated. Once those tasks are completed, Simkins hopes to open the facility to the public and use the sanctuary for educational purposes. He says wolves raised responsibly in captivity can be harmless and trusted around adults or children.

▼ DROUGHT CONDITIONS
Turning up the heat on conserving water R The Okanagan Basin Water Board (OBWB) is urging local residents to do their part to conserve water and help prevent a provincial declaration of Level 4 Drought in the Okanagan. “We are at Level 3 Drought. The entire south coast and southern Vancouver Island is in Drought 4, and watersheds around us are under review,” noted Anna Warwick Sears, OBWB executive director. “We’re appealing to the public to observe the Province of B.C.’s request for a 30 per cent reduction in water use.” Many Okanagan utilities are still on odd/ even watering days, added Sears. For residential users to conserve 30 per cent, that can be achieved by moving to two-days/week watering restrictions. And if you must water
outdoors, more efficient water conservation tips can be found at the website MakeWaterWork.ca. “The water board and its Okanagan WaterWise program, together with local governments and utilities throughout our valley, launched its annual outdoor water conservation campaign, Make Water Work, early this year, recognizing that the forecast was for a long, hot, dry summer,” Sears added. “The year began with a low snowpack, and then an early spring melt, and then our June ‘monsoon season’ never came. “Now, with low stream flows and warm water temperatures we are hearing of fish kills. We are also seeing the effects of dry conditions with an upsetting number of fires.” Looking out at the dry hills of the Okanagan, Sears tackled some of the
questions that come up when people are asked to conserve. One is that people look at the Okanagan and other lakes and can’t believe a water shortage is possible. This is referred to as the Myth of Abundance. The fact is that Okanagan Lake only fills 1.5 metres per year in a normal year, and that’s what water managers have to work with—ensuring enough water for fish, crops, institutional use, open space and residents. “We can’t take out more than is replenished,” said Sears. “To do that would be to ‘mine’ the lake, creating problems like the ones faced by communities that rely on Lake Mead in Nevada where the levels have been drawn down 125 feet below full-pool and water intakes are being drilled lower and lower.”
Another question that often comes up is farmers who water 24/7. Some have little choice if they have a large farm. In that case, it may take a full 24 hours to water each part of their field, she explained. Many farmers are doing a good job of conserving—having done the work to determine how much water is needed, how often. She says some farmers have installed drip lines, but for others this is cost-prohibitive, or doesn’t work for certain crop types like forage. Sears noted that while much of our water goes to crops, it should be recognized that water for food contributes to food security and our economy. Most farmers are supplied by irrigation dis-

Kelowna resident Mike McQuaid is leaving an imprint on the community’s beaches. McQuaid is the owner and inventor of the Umbrella Station, a new product he is producing in Kelowna that will begin sales next week. The Umbrella Station is a small waterproof table and umbrella that is easy to set up and comes with a cooler, wind anchors and cup holders. “I noticed people were always struggling, families would be sitting in the sun for 30 minutes while the dad dug holes, looked for rocks and found ways to get his umbrella in the ground, only to find the sun has moved and the umbrella is no longer in the right angle,” McQuaid described where he got the idea. “As I developed this, we started discovering that not only does it work in the sand, you can use it at a park, you can use it at a water park, at soccer games. “All of these places people don’t traditionally think to bring an umbrella because you’re not going
to dig a hole in a park.” McQuaid first had the idea about two years ago while living in Mexico near a windy beach. “I just started making prototypes out of

Boil water notice issued for Beaver Lake source The District of Lake Country in conjunction with Interior Health has issued a boil water notice BOIL for customers on the Beaver Lake water source. Due to a malfunction on the automatic chlorination system, the result was a loss of disinfection. The District of Lake Country and Interior Health recommend all customers in the affected area drink boiled water or a safe alternative. Until further notice, water intended for the following uses should be boiled for one minute: • drinking • washing fruits and vegetables • making beverages or ice • brushing teeth Boiled water should then be refrigerated in a clean, covered container. Customers could also choose to use bottled or distilled water. In accordance with Interior Health requirements, owners of all public facilities must post “Boil Water Notices” at all sinks or drinking water fountains accessible to the public. Alternatively, public fountains and taps may be turned off. Crews are flushing the system and collecting additional water samples to verify water quality. A notification will be issued when water quality has improved. If you have questions, contact The District of Lake Country at 250-766-6677 or check out the municipality website lakecountry.bc.ca.

Global marketing focus of university and B.C. wine industry collaboration An innovative partnership between the University of British Columbia and BC’s wine industry has received $630,000 from Western Economic Diversification Canada to help strengthen cooperation in the industry, enhance export readiness and develop global identity. “The BC wine industry enjoys strong local demand but an enhanced international presence is critical for future sustainability and growth,” said Michelle Rempel, Minister of State for Western Economic Diversification, in announcing the funding Friday afternoon at the Kelowna campus of UBC Okanagan. “Through today’s funding, the government of Canada is helping B.C.’s diverse wine in-
dustry come together to increase competitiveness and to showcase its own unique character on the world stage.” The federal funding, which is matched by UBC and industry funding for a total of $1.3 million, will enable: • Establishment of task forces on wine labeling and presentation, and on the industry’s identity • Use of research and industry knowledge to identify and assess options for organization, modeled from other advanced wine regions in the world • Analysis of intelligence from international trade shows • Development of online tools to strengthen collaboration and industry stakeholder relations • Hosting of forums,
workshops and town halls “UBC is committed to engaging with our partners in the BC Interior and throughout British Columbia to drive economic activity and innovation,” said UBC president and vice-chancellor Arvind Gupta. “This partnership illustrates the direct link between the future of the Interior and UBC and is a powerful example of how our unique learning and innovation environment is contributing to the long-term success of an important BC industry.” “Universities have a fundamental role to play in driving economic development, including through knowledge creation and transfer in partnership with in-

dustry,” added Deborah Buszard, UBC deputy vice-chancellor and principal of the Okanagan campus. “Working with the B.C. wine industry, UBC will serve as a convener for the sector and international experts to come together to create an expanded, globally competitive wine region.” The project will be undertaken as part of UBC’s new Regional Socio-Economic Development Institute of Canada and builds on work we have been doing over the last three years, said Roger Sugden, dean of UBC’s Faculty of Management. “UBC has developed a very strong relationship with KEDGE Business School in Bordeaux, France, one of the world’s leading centres for wine management,” said Sugden. “We have established the annual UBC/ KEDGE Wine Leaders Forum, bringing together wine producers from B.C. and international wine management expertise. “Supported by Western Economic Diversification Canada, we will continue to host Wine Leaders Forums over the next three years, enabling open collaboration across the industry.
“We’re creating an independent and challenging space to identify strategic issues and discuss ideas, where actions can be tailored to drive growth for the entire industry.” BC Wine Institute director Ezra Cipes was among the speakers at the announcement. “Having the neutral, academic setting provided by UBC Okanagan and KEDGE, which brings a world of international experience to our doorstep and engages the whole BC wine industry, will help us set ourselves up for the next level of success,” said Cipes, who also chairs the BC Wine Appellation Task Group and serves as CEO of Summerhill Winery. “To work with UBC/ KEDGE in an academic environment offers the BC wine industry the important opportunity to solve industry issues with neutral and objective guidance, so we can direct future energies to growing our industry with focus and a shared vision,” added John Skinner, chair of Terroir BC, and proprietor of Painted Rock Estate Winery. The project to position the BC wine industry for international growth begins this summer.

... supporting Community Wellness since 1982
Feeling more comfortable about food security starts with making healthy choices JILL WORBOYS Summer is the season when we first get to taste that just-picked juicy peach or the crunchy cucumber fresh from the garden. Local food, the importance of B.C. agriculture and food security is in the news a lot these days. Food security? What do you mean? We need to lock up our food? Well, not quite. Food security means much more than that. Food security exists when all community members are able to get safe, personally acceptable food through a sustainable food system that maximizes healthy choices, community self-reliance and equal access for everyone. Prices are going up and many people cannot afford to buy healthy food. The cost of food is rising for a number of reasons including high-
er gas prices and dry growing areas. It is important to source locally grown food whenever possible, whether it be from your garden or a local farm. Local foods help reduce our dependence on food that travels far distances. If you are affected by the rising cost of food or if you want to help build food security in your community, there are a number of things you can do: • Start growing your own food! Even if you don’t have a green thumb, there are many fruits and vegetables that are easy to grow. Start small with one or two patio pots with cucumber or tomatoes and go from there. Ask friends or neighbours who garden for some tips. • Sign up for a plot at your local community garden or start a community garden if you don’t have
one close by. • Consider joining a local gleaning program. Volunteers who help pick fruit and veggies get to take some home! • Support local farmers. Shop at farmers markets or fruit and veggie stands. • Get involved with a food policy council or food action group. These groups are involved in projects and programs that help build food security. • Learn about your local government and how they are supporting food security. For more information about how Interior Health supports community food security, visit www.interiorhealth.ca/ YourHealth/HealthyLiving/FoodSecurity/Pages/default.aspx. 30% Voluntary Water Use Reduction The District of Lake Country is currently at Water Conservation Stage 2. That means sprinkling is permitted 2 days per week on the following schedule:
Addresses ending in 0 – Saturday & Wednesday Addresses ending in 1 – Sunday & Wednesday Addresses ending in 2 – Monday & Saturday Addresses ending in 3 & 4 – Tuesday & Saturday Addresses ending in 5 – Wednesday & Saturday Addresses ending in 6 & 7 – Thursday & Sunday Addresses ending in 8 & 9 – Friday & Sunday
The District is urging all residents to do their part to conserve water. For residential users to conserve 30%, that can be achieved by moving to 2-days/week watering schedule. And if you must water outdoors, make water work more efficiently and effectively. Find easy but effective tips at www.MakeWaterWork.ca. Residential outdoor watering accounts for the 2nd highest use of all water in the Okanagan (24%). At the same time, there is less water available per person in the Okanagan than anywhere in Canada. Considering most of the residential water used outdoors is used on lawns – which are mostly for cosmetic use – this is where we all can make a difference and Make Water Work.
Make Water Work! Get the most from your water:
Water between dusk and dawn Water plants, not pavement Leave grass 2-3 inches tall (5-8cm) Leave grass clippings as mulch Aerate your lawn and top dress with compost Change out some lawn for droughttolerant turf and/or low-water plants
Take the MAKE WATER WORK PLEDGE and enter to win $8000 in prizes, including a Grand Prize of a WaterWise yard upgrade.

Municipal Hall Closed August 3 Lake Country Municipal Hall will be closed Monday, August 3, 2015 for the BC Day long weekend. Essential services will remain in operation.
www.lakecountry.bc.ca No campfires / No camping in Parks Residents and visitors are reminded that NO Campfires are allowed on the beaches, foreshore green spaces or parks in Lake Country. The many informal fire pits along the foreshore in Carr’s Landing, Oyama and Okanagan Centre are being removed. There is zero tolerance for fire on the beaches in Lake Country. Visitors and temporary workers are also reminded that there is No Camping or overnight parking in the District parks and green spaces.
BOIL WATER NOTICE The District of Lake Country in conjunction with Interior Health has issued a BOIL WATER NOTICE for customers on the BEAVER LAKE SOURCE. Due to a malfunction on the automatic chlorination system, the result was a loss of disinfection. The District of Lake Country and Interior Health recommend ALL customers in the affected area drink boiled water or a safe alternative. Until further notice, water intended for the following uses should be boiled for one minute: drinking, washing fruits and vegetables, making beverages or ice, brushing teeth. Boiled water should then be refrigerated in a clean, covered container. Customers could also choose to use bottled or distilled water. In accordance with Interior Health requirements, owners of all public facilities must post “Boil Water Notices” at all sinks or drinking water fountains accessible to the public. (Alternatively, public fountains and taps may be turned off). Crews are flushing the system and collecting additional water samples to verify water quality. A notification will be issued when water quality has improved. We appreciate your cooperation and patience during this time. If you have questions, please contact The District of Lake Country at 250-766-6677 or check out our website at www.lakecountry.bc.ca.
