Water agreement cited as top issue among byelection candidates

Collared for cash

Dr. Jeff Somerville, an obstetrician/gynecologist at Nanaimo Regional General Hospital, centre, is collared by Nanaimo RCMP Cpl. Norm Smith, left, and 2015 Cops for Cancer Tour de Rock team member Const. Mihai Ilioi at Woodgrove Centre. Police trumped up charges against a number of hapless citizens who were forced to raise donations to bail themselves out of prison in this year’s Tour de Rock Jail ’n’ Bail fundraiser to fight childhood cancer. The event raised more than $9,500.

Society increases offer to buy Wildwood

GROUP HOPEFUL conservancy will accept terms. BY KARL YU THE NEWS BULLETIN

The Ecoforestry Institute Society has upped the ante in its bid to acquire Wildwood Ecoforest in Cedar. The society has been attempting to purchase Wildwood from The Land Conservancy, which holds it in trust. The non-profit conservancy is dealing

with a multimillion-dollar debt load and has been looking to sell. The society wasn’t successful with a previous offer of $600,000, but its most recent offer of $900,000 could get consideration. Prior to a 2 p.m. deadline Monday, the conservancy requested a week extension, according to the society. “We still need to get TLC to accept the offer,” said Kathy Code, society spokeswoman. “We understand there’s still a private offer on the table, so we

believe [our offer] exceeds that in every way, cash wise and also in terms of stewardship. We’ve been managing the property for 14 years, so we have quite a deep knowledge of Wildwood.” Code said the offer is a combination of donor money and creditor forgiveness, under the conservancy’s court-approved plan of arrangement. The new deadline for the conservancy to accept the new deal is Tuesday (Aug. 4) at 2 p.m. The society remains optimistic.

“This is the first time actually that TLC has offered to actually acknowledge the bid and offer to negotiate with us, so we are hopeful on that front,” said Code. John Shields, The Land Conservancy’s director of operations, was contacted for comment, but did not return calls. Wildwood was sold by Mer ve Wilkinson, late sustainable logging pioneer, to the conservancy in 2000, with the expectation it remain in the public domain.

Water is a top priority for Lantzville’s byelection candidates as the community continues to grapple with the issue of supply. More than half of the political hopefuls running in Lantzville’s byelection see water as a top priority according to a News Bulletin questionnaire, but all 12 candidates have ideas to address a supply agreement with the City of Nanaimo. Increasing water capacity remains important to the District of Lantzville, but no clear course has been taken on a supply solution 11 months after signing a 20-year agreement with the City of Nanaimo. Earlier this year, a district report showed there was little consensus among councillors on how to move forward and in the 2014 municipal annual report, the mayor said there are still “operational, financial and consultative processes and procedures” to undertake before connections can move ahead. For more The district also byelection recently learned in a coverage, please wellfield report that it see pages 17-19 could expand its own or visit www. system with upgrades. nanaimobulletin. Five byelection candicom. dates want to see progress on the water agreement, including by hiring a consultant, while others want to re-visit the deal with Nanaimo, launch a referendum and create a long-range plan on water of which the deal would only be one aspect. Candidate Joan Moody wrote in her questionnaire that Lantzville should move forward as soon as possible with a connection to Nanaimo and she’s interested in a consultant to determine how to proceed and what financial resources would be required. Competitor Mark Swain believes the previous council did a good job constructing the agreement and that it needs commitment to move it forward. See ‘CANDIDATES’ /4

Initiative aims to help seniors with depression The Canadian Coalition for Seniors’ Mental Health is teaming up with pharmacists to help battle depression among seniors. A new initiative to help seniors and their families recognize the signs of depression was launched in Nanaimo Monday by representatives from the coalition, Shoppers Drug Mart and the Canadian government. The three-way partnership is unique, according to Bonnie Schroeder, executive director of the coalition, who says the government contributed $100,000 while Shoppers Drug Mart paid for costs to print and distribute information brochures on suicide and depression. The coalition has also created a new, accredited continuing education program for pharmacists on depression and suicide prevention resources. Shoppers Drug Mart will distribute the new brochures and training modules to stores across Canada. The new information can also be found online at http://goo. gl/p2duzp. news@nanaimobulletin.com

Kathy Moore, a student in Sprott Shaw Nanaimo’s Health Care Assistance program, is strapped into a lift and lowered into a play pit of plastic balls. Moore and her classmates were at Nanaimo Association for Community Living’s building at the corner of Cavan Street and Victoria Crescent on Friday, getting a first-hand experience with the association’s Snoezelen therapy room. The therapy uses brightly coloured lights, fibre optics, lighted bubble tubes and textures to stimulate senses. Clients can set the atmosphere they want, be it outer space, underwater or kittens and puppies, while lounging on cushions, soft furniture or “floating in the ball pit.”

Snoezelen, also known as controlled multi-sensory environment therapy, originated in the Netherlands in the 1970s and allows patients with autism, brain injury, Alzheimer’s and other conditions to explore a stimulating environment outside of a structured program. They essentially get to relax and play. “It’s different for everybody in the way it’s perceived or

Candidates seek clarity on deal Doug Parkhurst, however, questions why the 50 connections are limited to new development and would like to revisit the agreement with Nanaimo. Jennifer Bielewski also wants clarity around the connections for new development and the amount of flexibility that exists in the agreement. If a local service area like the ‘Winds’ (residences on Northwind, Southwind, Eastwind and Westwind drives) opts out of a water connection with Nanaimo, for example, she wonders if it’s an option for residents in her Black Jack Drive neighbourhood to get it instead. Wa r r e n G r i f f e y wants a referendum if the district is spending money from its reserves to connect into the Nanaimo water system and Bob Colclough, while interested in revisiting the agreement when the time is right, wants a survey of who wants water, how much they are willing to pay and a game plan of options to source water.

“At this point the connection with Nanaimo is our best option,” he said. “It’s our most immediate response.” The deal, signed by Lantzville council last September, allows 225 residents already on the municipal system to hook into city water for a $1.3-million connection cost. It also allows for 50 new development connections and the potential for another 211 homes on private wells to connect in the future. Swain said there’s a misconception the deal puts developers ahead of the interests of residents, when the connections for developers is in addition to what’s being offered to locals.

Inbrief Dam committee created city scene

District intends to renew lease Regional District of Nanaimo staff are working on a lease and site-licence agreement extension for operation of Cedar heritage Centre. The deal with the operator, Cedar school and Community enhancement society, expires Dec. 31 and an extension until December 2016 is sought. The regional district said it will consider future recreation service delivery models during that time. According to Alec McPherson, director for Cedar, some area schools, like Cedar secondary school, aren’t accessible due to ongoing construction as part of the Nanaimo school district’s facilities plan.

I

doubtS raiSEd that work can be done by province’s deadline. By Tamara Cunningham The News BulleTiN

A Colliery Dams Select Committee will be struck as the city works to meet a provincial order in an “incredibly compressed time frame.” Nanaimo city council agreed 5-2 Monday to terms of reference for a new select committee, despite a senior staff member’s warning the work will prevent the city from meeting deadlines under a provincial order. The City of Nanaimo is under order by the province to complete remediation of the lower dam by Nov. 15. Staff members proposed terms for a new select committee, but Coun. Jim Kipp presented additions Monday, including that the committee provide a consultative role prior to the installation of the auxiliary spillway, provide input into the final design and recommend further studies. It also includes two members from the general community, as

well as members from the Colliery Dam Park Preservation Society, Snuneymuxw First Nation and council. Kipp called the altered terms important and one that includes the public, but Toby Seward, the city’s acting general manager of social and protective services, said the city wouldn’t be able to meet deadlines and is already under a compressed time frame. The province has also sent a letter to the city pointing out that it’s only met two of three requirements for compliance, he said. “We have five weeks to be in a position where we tender and if we have committee input during that five-week process ... there will be lots of questions back and forth and there will be no decisions.” Coun. Bill Yoachim, who put council on notice he plans to call for an intermediary on the Colliery dam issue at a later date, said he thinks they can still hit the deadlines. Mayor Bill McKay and Coun. Wendy Pratt were opposed and Coun. Diane Brennan and Coun. Ian Thorpe were absent. Yoachim and Kipp were chosen for the committee.

Workload cited as reason for diner’s closure

I

FraNkiE’S SErvES final meals while Fibber Magees planning to re-open in september. By Chris Bush The News BulleTiN

A popular restaurant and a neighbourhood restaurant-style pub are off the menu in Nanaimo. F r a n k i e ’s M o d ern Diner, which opened in September 2013, took its final c u s t o m e r o rd e r s Wednesday. The diner, located in Nored Plaza in north Nanaimo, specialized in modern diner cuisine and after only nine months in business won first place in the News Bulletin’s 2014 Best of the City Overall Best Restaurant category. Owner Frankie Naccarato opened the diner after operating Moxie’s Restaurant in the same location since 1995. “It took off really well and I think a lot of people enjoyed it, and we managed to increase business substantially,” Naccarato said. The heavy workload has meant Naccarato is away from his home and family in Victoria almost full-time. “It got to the point now where I don’t get away at all,” he said. Naccarato is looking for someone to buy the diner and then he is going to take some time off for a rest before deciding

what he will pursue next in Victoria. The decision to close the diner was announced to the general public Tuesday on the restaurant’s Facebook page, but Naccarato said his staff were the first to be informed several weeks ago. Fibber Magees Irish pub, which opened in the Nanaimo train station on Selby Street in July 2012, will close its doors Aug. 16. Jane Ivens, one of the principals in the family-owned business, said the pub name and format will be gone, but the business will re-open under a new name and format in early September. “There is another re s t a u r a n t c o m ing here and we’re involved in the new restaurant that’s coming…” Ivens said. “We can’t really say too much about what’s coming. We’re doing a bit of company reorganization.” The changeover does not affect the family’s other restaurant-style pubs, the Fox and Hound in Ladysmith and the Black Goose Inn in Parksville, which Ivens said are operated as separate business entities.

With the Howard Johnson Hotel Millstone Gateway redevelopment proposal on the table, plans are afoot to move the nearby Tally-Ho Beer and Wine store. A rezoning application seeks relocation to the West Marine location at Brooks Landing. Dan Brady, Nanaimo Howard Johnson Harbourside Hotel general manager, said the store needs to move due to the hotel

and sports arena multiplex proposal. According to David Stewart, City of Nanaimo planner, the plan requires site-specific rezoning, which includes a public hearing, council meetings, a review by the social planning and planning and transportation advisory committees. “Staff review of these applications includes consideration of the liquor store siting criteria that was previously adopted by coun-

Woodland Secondary School is located across Island Highway from Brooks Landing, while Cilaire Elementary is situated across Departure Bay Road. Brady said the Tally-Ho has a clean record and hasn’t had

issues with underage service. He doesn’t foresee issues if the new site is approved, adding the Tally-Ho is located in the vicinity of École Pauline Haarer Elementary and there haven’t been issues. reporter@nanaimobulletin.com

Change coming in Lantzville

Change is coming to Lantzville council. In just over a week’s time, on Aug. 8, residents of the little seaside district will elect four new councillors in a byelection. It wasn’t an election campaign for which citizens were clamouring, but it was forced on them because of irreparable divisions – and ultimately resignations – within the last, short-lived district council. Voters will have choices at the ballot box. This byelection has attracted 12 candidates, more than there were in last November’s civic election. The most important outcome of the vote next week is simply a functional council. Councillors won’t always agree, and it’s not even imperative that they resolve their differences as long as they can bear to sit in the same room as one another and put the people of Lantzville first. Governance, co-operation and work environment became primary election issues precisely because those were the failings of the previous group. But that unpleasant business can be put aside if new councillors get their priorities straight. The next council doesn’t have to fix the problems of the last one, it need only avoid the same pitfalls. It’s hard to imagine that the coming council will flame out like the last one, so voters should go to the polls this time around reasonably confident that they can cast their ballots with other municipal issues foremost in their minds. Lantzville’s water agreement with Nanaimo is consistently cited as the most significant business facing the district right now, and there are also decisions to be made about real estate development, downtown revitalization and fire protection. Lantzville was a leader in B.C. in voter turnout in the last civic election. We hope that trend will continue, and that residents will continue to pay attention afterward. Change is coming, and it’s up to councillors and citizens to ensure that it’s change for the better.

Indeed, this whole protection apparatus is designed to stimulate domestic milling, although it doesn’t seem to be working. The main investment by B.C. forest companies recently has been buying southern U.S. sawmills. The coastal industry has maintained that profits from log exports are keeping logging alive, paying for the harvest and processing of logs in B.C. With Pacific trade talks in the background, pushed hard by U.S. President Barack Obama, the latest Canada-U.S. lumber agreement is due to expire in October. It will be more difficult to defend what University of Alberta economist Jack Mintz calls a “Soviet-style approach to price determination.” B.C. used to do something similar to this with wine, protecting a backward industry cranking out mostly god-awful plonk. Competition made the wine industry better, and now it’s world class. ◆ Tom Fletcher is columnist and legislature reporter for Black Press.

It’s time for us to elect Senate

Thursday, July 30, 2015

To the Editor,

With three of the four parties calling for a proportional voting system, and all four calling for Senate reform, it seems we have an opportunity. We could elect a new Senate this fall using the single transferable vote recommended by the B.C. Citizens’ Assembly. Each province could present a slate of say 20 candidates and the voters could

rate them from 1 to 10. Candidates with 50 per cent or more who poll first-choice votes would become senators. Candidates with less than 50 per cent of the firstchoice votes would have their second-choice votes tallied in at a reduced value, and so on. Each province would send 10 senators to Ottawa, for a total of 100, reducing the size to a more manageable number.

To the Editor,

Re: Journalism matters here, Editorial, July 7. Some time ago the Bulletin informed its readers that it was a part of the Journalism Is campaign, promoting the value of professional journalism, the facts, truth, the whole story, protecting the public interest, demanding accountability. Unfortunately, today’s journalism is much debased; it should be more than repeating what others say and more than rehashing information, especially economic information that even the smallest amount of research would prove incorrect. Tom Fletcher, your columnist, constantly rails against foreignfunded environmentalists ironically

Foreign aid should be prioritized

This system allows the voter to have their second and third choices considered for office. The end result is a proportional Senate, a sea change from the present dysfunctional system with only Liberals and Conservatives running that body. Such an opportunity may not come again.

To the Editor,

It’s somewhat of a tradition for Canadian politicians to throw around money at election time, wooing voters with promises of financial largesse for themselves and their communities. This appeals to a very low human impulse: what’s in it for me? For more than 40 years, Canada has been part of an international agreement committing to spend 0.7 per cent of gross national income on global development assistance, and we’ve never been further from this goal, currently at 0.24 per cent. Most developed nations are above 0.3 per cent. Canada repeatedly ranks in the top of all nations in terms of quality of life and standard of living. The vast majority of the world’s people live far below Canadian standards of nutrition, sanitation, clean water and security. As the election season winds up, I’m waiting for all party leaders to acknowledge the wealthy and enviable position Canada already enjoys, and rather than showering us with more money, affirm their commitment to raising our global development contributions.

using the arguments against climate change funded for years by foreign oil companies. How do his outdated opinions serve the goal of afflicting the comfortable? There was a suggestion that the Bulletin run a question a week for the federal political candidates. Lantzville residents are in the dark about the comparative merits of 12 byelection candidates. If you want Journalism Is to be applicable to the Bulletin, you have to be more serious about the above listed values. Until then maybe Journalism Is should remain aspirational, for now remaining as what Journalism Could Be.

City councillors need lessons in leadership To the Editor,

Re: Facilitator hired to address internal council issues, July 21. I am curious to know why the city wouldn’t organize leadership and governance workshops, gathering councillors together to collaborate on activities allowing them to learn about each other and the professional way to run a community. With education in governance, leadership and cultural dimensions, it allows an individual to step out of themselves and observe and distinguish others. This helps to build trust and respect and allows for consensual communication within a group. Once you do this communication is no longer argument or debate, it turns

communication into more of a dialogue where individuals can share ideas and have mutual respect for others’ interests, beliefs, and cultural backgrounds. It sounds like these people have their own agendas and are not looking out for the city and the residents that pay for them to be there.

Craig Golby via e-mail

To the Editor,

Scandalous – $50,000 plus to assist elected adults to do their job. Methinks the voters of Nanaimo wrongly assumed at election time, that potential council members would have the maturity and intelligence to debate issues, resolve differences and make decisions.

Ed Townend Nanaimo

To the Editor,

The people of Nanaimo elected a mayor and council not long ago. Now we have to pay $50,000 for a facilitator to teach those men and women in city hall to get along and behave like adults. Maybe we should save the money for the facilitator and hire a nanny or kindergarten teacher instead. No wonder voter turnout is dropping.

FRINGE FESTIVAL features more than 40 productions in eight days at the Harbour City Theatre. BY NICHOLAS PESCOD THE NEWS BULLETIN

When the Nanaimo Fringe Festival kicks off next month, there will be no shortage of Vancouver Island talent to choose from. The Nanaimo Fringe Festival will take place from Aug. 13 to Aug. 23 at the Harbour City Theatre. Among the eight productions in this

year’s festival, three are from the Island, with two of them being from Nanaimo. Festival producer Chelsee Damen says despite there being shows from the Lower Mainland and the United States, it is important to showcase the city’s talent. “We try to find a balance between

these international touring artists ... and emerging artists and a lot of those are going to be locals,” she said. The Nanaimo Fringe Festival began in 2011 and was originally called the Fringetastic Theatre Festival. Damen says the festival grows each year. “Last year our attendance went up 33 per cent,” she said. “I am excited to see what happens this year. This is our fifth festival and every year we have seen tremendous

growth.” The two shows from Nanaimo are To Kill a Hummingbird and The Actor’s Nightmare.

Quickfacts NANAIMO FRINGE FESTIVAL began in 2011 as the Fringetastic Theatre Festival.

To Kill a Hummingbird is a one-hour comedy about a dysfunctional motherson duo, who are obsessed with hummingbirds. The com-

edy was written by Kim Clark and Darryl Knowles and stars Jeff James Monson, Lorna McLellan and Jen Shirley. According to Clark, those who attend To Kill a Hummingbird can expect to laugh and be entertained. “I think they are really going to have an enjoyable hour,” Clark said. “They will have a fun experience and they will giggle about it later.” Clark and Knowles came up with the idea for the show after obsessing over hummingbirds them-

Show at Blue Poppy Garden Gallery. The show will contain more than 20 of Shaw’s mixed media pieces, which he says are often acrylic. “[They are] generally acrylic, paper tissue, bits of metal,” he said. Shaw has held three previous shows before, at the Nanaimo Seniors Village. “They would always have some sort of open house and they would use my work as part of the draw,” he said.

It could be said that without art Nanaimo’s John Shaw wouldn’t be able to breathe. “It is very true,” Shaw said. On Aug. 7, the mixed media artist will be showing off some of his work when he hosts the Mixed Canvas Art

NANAIMO YACHT CLUB 84 YEARS

VANCOUVER ISLAND, BRITISH COLUMBIA

THE NANAIMO YACHT CLUB IS ENJOYING ANOTHER SUCCESSFUL SUMMER OF FUN! June 6th

Some of our members volunteered their boats to take the visually impaired out for a harbour cruise. Sometimes fishing is on the agenda, but the seas were too rough outside, so many people enjoyed a cruise in our inner harbour. A good time was had by all.

June 27th and 28th

was the Day and a Bit race to Gibson’s Landing and back which proved to be exhilarating in the fresh breeze that was present. The event mixes racers and cruising sailboats in a pursuit-style format. Thank you to the sponsors of this year’s annual event, The Harbour Chandler, the Dinghy Dock Pub and our title sponsor, Lohmann Sails and Canvas.

Our annual SIN Regatta was held on July 3rd, 4th and 5th. Blustery winds on

Friday, July 3rd proved a challenge for the racing yachts that arrived from destinations other than Nanaimo, with at least one skipper and boat heading back home and forfeiting the weekend of racing and comradery. Saturday’s wind was another big blow, giving larger yachts a bit of an advantage, but by Sunday the winds grew light and the tables were reversed, giving the smaller sport boats a light wind edge. Sailors enjoyed the Nanaimo Yacht Club’s hospitality with great food and entertainment after racing. Victoria and Vancouver sailors shared first place with our Nanaimo Sailors and everyone went home with bragging rights and some exciting racing stories. A huge THANK YOU, to our sponsors who make this event possible. Out title sponsor is Santa Carolina, the Glenroth’s Speyside Single Malt Whisky. Other contributing sponsors were, RBC Royal Bank, RBC Wealth Management Dominion Securities, UK Sailmakers, Westerly Yacht Brokers, Stones Marina and Boatyard, Newcastle Marina, Blast Performance Sailing, the Harbour Chandler, J.E. Anderson and Associates and McElhanney and GIN Gulf Island Nanaimo Yacht Race. Another big thank you to the many yacht club volunteers who work tirelessly to organize this event

July 19th, the Nanaimo Yacht Club’s Notty Yachty Comedy team participated in the Nanaimo Child

Development’s Sillyboat Regatta and although we didn’t win our heat as in previous years, we earned the most dollars in pledges for a community team for the third year in a row. Our Club is committed to youth and our community by supporting youth programs. The signal flags on our fine yacht, which was designed by Past Commodore, Dave Maudi, say NYC 4 KIDS. A huge thanks to our Club members and the community on Protection Island for their generous pledges. Our team was able to raise $2400 for the NCDC. It was fun and although we were silly, our efforts were serious.

We are now half way through our summer sailing camps and most classes have been full of very excited sailors. Some honing their skills while others are experiencing the great harbour we have for the first time. One thing they all have in common is their big smiles after spending time on the water with our highly experienced instructors. This program is open to public and has cultivated many fine sailors who now stand in the winner’s circle at regattas. We still have spaces available for our August classes, so don’t miss out on the opportunity to learn a new skill, make friends and enjoy the great outdoors. August 14 and 21st, the junior water sports equipment is available to Club members and their guests for “TRY-IT” sessions. These sessions are designed for people who qualify to try out the Sailing, Kayaking and Stand up Paddleboarding equipment with various levels of guidance from our instructors. Booking is essential. For more detail, please contact the Nanaimo Yacht Club. The Nanaimo Yacht Club has something for every kind of boating interests. Several cruises are planned and enjoyed by those who choose to take things a little easier out on the deep blue. There is the Victoria Symphony Splash, Pender Harbour Chamber Music Festival, Interclub Corn Roast Rendezvous at Thetis Island and many other organized cruises throughout the year. Racing a sailboat without crew is a feat in itself. July 25th was the Singlehanded Championship Race with sailors proving their seamanship skills by taking first place. The winner is not known at this time.

annual Jack & Jill race on October 10

& 11

th th Other planned sailboat races this year include our one male and one female race on a boat to Gibson’s, enjoy a dinner there and the next day race back to Nanaimo. I do believe I’ve seen the odd wig being worn by a crew masquerading as a girl though. October 24th and 25th is the year end Gyro Cup and awards ceremony for the racing season. If you like boating, why not join a group of friendly, like minded fun people? Membership openings are available. Contact the Nanaimo Yacht Club and talk to our Commodore, Terri-Lynne Campbell about becoming a member.

LANTZVILLE BYELECTION

www.nanaimobulletin.com

Jennifer Bielewski, 43, bookkeeper. Formerly in retail and wholesale sales, purchasing and management. Why are you running for public office? I plan to retire here in 25 years and want to love it the whole time. Lantzville’s residents need to have a say in how Lantzville moves forward and I see this as an opportunity to participate and encourage that to happen. How should the district move forward with the Lantzville/Nanaimo water agreement? The water agreement needs to be good for all the residents. Options need to be explored and the water agreement is one of those options. What are two of your priorities and how do you plan to tackle these issues if elected? Water. The agreement needs to complement Lantzville. We still need to explore the options available to Lantzville, especially now with the new well field report. Official Community Plan. The village core needs to start moving forward. Small changes that can be accomplished while planning for the bigger ones that need to be done as well. What are some of the fiscal challenges facing the district and how do you plan to manage them? From wages to projects, prioritize and make sure spending is efficient. Apply for grants that will benefit any and all of our projects. What needs to be done for the District of Lantzville to move past its recent turmoil and get on with the business of the municipality? The new council needs to listen, respect each other, and have a willingness to learn, co-operate and take responsibility.

Bob Colclough, 58. Worked in engineering, construction and public works for public and private sectors. Why are you running for public office? I have always been active in my profession and my community. With my professional background and community experience I feel I have a lot to offer. How should the district move forward with the Lantzville/Nanaimo water agreement? Nanaimo water is not the answer; it is one component of a broader strategy to provide to those that want and need community water. What are two of your priorities and how do you plan to tackle these issues if elected? Developing a comprehensive long-range plan for water supply is one, which needs to include broad public consultation, public education, a variety of conservation initiatives, and the utilization of all options over time. The village core is another. I would work toward facilitating and supporting existing and potential businesses. What are some of the fiscal challenges facing the district? The district is in a very enviable financial situation, with no debt and relatively low taxes. My goal would be to maintain that position. What needs to be done for the District of Lantzville to move past its recent turmoil? Focus on the future. Through open, healthy discussion, compromise and consensus, make informed decisions based on what is in the community’s best interest.

Mike Donald, 68, retired sheetmetal worker; owner-operator of commercial fishing vessel; resource industry mineral exploration. Why are you running for public office? The people of Lantzville deserve better than what they had. They need a council that will respect each other and the residents, and get on with the business at hand. How should the district move forward with the Lantzville/Nanaimo water agreement? Find common ground and ratify the agreement. What are two of your priorities and how do you plan to tackle these issues if elected? To work with council in a manner that benefits the people to the best of my ability and restore the respect of the public office that candidates seek. What are some of the fiscal challenges facing the district and how do you plan to manage them? The balance sheet of the district is in good fiscal shape. Balancing the budget for future priorities. What needs to be done for the District of Lanzville to move past its recent turmoil and get on with the business of the municipality? Respect, common ground, a good fiscal policy and move on. Time to put the past behind us.

Candidates sound off in byelection The format of the News Bulletin’s special election supplement for the municipal election in November of last year was so well received we decided to try it again for the Lantzville byelection, albeit on a smaller scale. On this and the following two pages you’ll find candidates’ answers to questions selected by the News Bulletin’s editorial board, touching on what we thought were hot-button issues, such as water and behaviour, and gave candidates an opportunity to raise the issues which are important to them. The questions and answers in this issue have been edited for grammar, style and clarity, as well as length. The full answers, which include more background on candidates, are available on our website at www. nanaimobulletin.com. Just search ‘Lantzville byelection.’

John English, no age given, retired professional engineer. Why are you running for public office? I have the experience and skills to help refocus energies to move forward in the implementation of plans like the OCP. How should the district move forward with the Lantzville/Nanaimo water agreement? Support an internal review of memorandum of understandings (water, Foothills) to confirm that short- and long-term risks, costs and benefits are the best deals available for all residents and that the MOUs support our community plans. What are two of your priorities and how do you plan to tackle these issues if elected? Participate in developing an effective governance team of staff, councillors and volunteers dedicated to serving all residents. Assist in refocusing and moving forward on the Strategic Plan, Commercial Core Improvement Plan, and the Official Community Plan. What are some of the fiscal challenges facing the district? Difficult decisions need a team effort to find a reasonable balance between needs, nice-to-haves, and available revenue. Good financial management requires reliable detailed estimates of costs, including a forecast of future costs. What needs to be done for the District of Lantzville to move past its recent turmoil? I believe in the value of face-to-face communication. I will promote regular town hall meetings to provide information and to receive input directly from residents.

Nanaimo News Bulletin Thursday, July 30, 2015

Richard Finnegan, 45, director of Finn and Assoc. Design Ltd. Why are you running for public office? I’m running to further my goals to provide community service and use the guiding principles of truth, fairness, goodwill and benefit to all concerned as my compass on council. How should the district move forward with the Lantzville/Nanaimo water agreement? I do not want to reopen negotiations as a new Nanaimo council with new objectives, new problems and facing a water shortage may not offer us a connection again. I am open to amendments if it provides clarification and flexibility to the residents. What are two of your priorities and how do you plan to tackle these issues if elected? Lantzville must connect to water offered by Nanaimo and support new development, which increases its tax base, provides development fees, and provides infrastructure such as water reservoirs. At the same time, existing rural and agricultural aspects of Lantzville should be preserved. What are some of the fiscal challenges facing the district? The water connection to Nanaimo will be offset over time by connection fees paid by those that choose to connect to the service and by receiving benefits from developers in the form of fees, land title and infrastructure at their cost. What needs to be done for the District of Lantzville to move past its recent turmoil? We need to be accountable, transparent, responsive, equitable and inclusive. Council needs to follow the rule of law.

Will Wyn Geselbracht, 65, practising lawyer and orchardist. Why are you running for public office? I became embarrassed when seven intelligent persons did not appear able to carry on the normal business of the district. After speaking with several of the parties involved, I feel optimistic that I will be able to add my talents to continue making Lantzville the special place it is. How should the district move forward with the Lantzville/Nanaimo water agreement? Implement the water agreement by constructing connecting pipeline down Lantzville Road to have this emergency water supply. Bring all major developers to the table to confirm how they can contribute to water supply. What are two of your priorities and how do you plan to tackle these issues if elected? Water supply and future development. The district should appoint a committee of several councillors as well as professionals within the community to meet with developers with potential water supply and draft a multi-party agreement in accordance with our OCP to enhance Lantzville’s water capacity and supply for the future. What are some of the fiscal challenges facing the district? Ensure that no more is spent than is brought in through taxes and levies, and set aside sufficient money for future capital expenditures, such as for our volunteer fire department. What needs to be done for the District of Lantzville to move past its recent turmoil? Elect four more councillors, put the egos in the pocket and get on with it.

Vancouver Island Insurance Centres (VIIC) Donates $10,000 To Support Wheels For Wellness

Vancouver Island Insurance Centres (VIIC) donates $10,000 to support Wheels for Wellness in the purchase of a new van. VIIC is proud to be an active community sponsor and quietly donated over $130,000 to various non-profit organizations and events in 2014. In 2015 the staff of VIIC voted to support Wheels for Wellness as their primary charitable cause and with the assistance of their insurer partner, Gore Mutual, was

able to make a significant contribution. “This cause is important to our Island communities and helps connect those in need to the medical services outside their area.” says Tony Hayes, CEO VIIC. Wheels for Wellness is a non-profit organization dedicated to transporting patients to and from medical appointments on Vancouver Island. It was formed in 1997 by the owner of Designated Drivers for the purpose of providing transportation to centralized medical appointments. Since 2005

Wheels for Wellness has transported over 100,000 patients in need and continues to grow each year. VIIC is an independent insurance brokerage offering a full range of products with specialists in each location able to assist clients in finding the insurance solutions unique to their needs.

Warren Griffey, 54, security patrol, security consultant and private investigation field for 20 years. Why are you running for public office? Council has been divided into slate candidates that run on one issue, possibly two, committee of the whole meetings have deteriorated, regular council meetings have deteriorated, staff morale is at an all-time low. My intention is to bring back consistency and respect to council. How should the district move forward with the Lantzville/Nanaimo water agreement? The community needs to be behind the agreement and therefore referendums are a necessary part of the process especially when the district is spending over $5 million. What are two of your priorities and how do you plan to tackle these issues if elected? I plan to bring back community values and critical thinking in order to achieve what the community desires – some peace and quiet with minimal interruption to their dayto-day lives. What are some of the fiscal challenges facing the district? The last council voted to bring on a planner, with no water issue settled as well as sewer and other amenities. The last council caused an additional $22,000 to be spent on this byelection. I would have been content with council doing its job. What needs to be done for the District of Lantzville to move past its recent turmoil? The turmoil in the community will pass. We will survive and persevere. Communities are built over hundreds of years, not 12.

Joan Moody, 67. Management positions in several national stock brokerage firms. Why are you running for public office? I describe myself as ‘Switzerland’ in Lantzville politics. I am neutral and have no biases. I believe I can offer a good alternative to current or past councillors. How should the district move forward with the water agreement? As soon as possible so the residents of upper Lantzville can connect to a safe and secure system. A consultant will need to be hired to determine how to proceed and what financial resources are required. What are two of your priorities and how do you plan to tackle these issues if elected? My priorities would be the revitalization of the village core and construction and maintenance of the appropriate infrastructure for sewer and water. I believe that the majority of councillors will have the same priorities and therefore these issues will be discussed as appropriate. What are some of the fiscal challenges facing the district and how do you plan to manage them? I understand the district has a large reserve fund. I am not privy to confidential information regarding fiscal challenges that previous councillors may be aware of therefore I am not aware of any fiscal challenges. What needs to be done for the District of Lantzville to move past its recent turmoil and get on with the business of the municipality? As my husband always tells me when I am frustrated, “build a bridge and get over it.” Therefore I hope all councillors will build a bridge and get over it.

Dot Neary, no age given, retail management, training supervision and administration, small business owner. Why are you running for public office? I aim to make a meaningful and constructive contribution in my home community. I have no political affiliations and I believe my experience of community volunteerism and leadership will be a valuable asset as a member of council. How should the district move forward with the Lantzville/Nanaimo water agreement? The distribution, timing and cost implications of moving ahead with the necessary construction work needs to be analyzed. Start the process of planning for the implementation of the water agreement by engaging residents in consultation. What are two of your priorities and how do you plan to tackle these issues if elected? Continue to review water options and conservation measures, and develop policy and a plan of action. Finalize and implement the succession plan for the Lantzville Fire Department. What are some of the fiscal challenges facing the district? Lantzville finances are relatively healthy but the demand for services and infrastructure outweighs the means to pay. We need to provide services and infrastructure in the most cost-efficient and sustainable manner, while keeping taxes low. What needs to be done for the District of Lantzville to move past its recent turmoil? Making use of the Relationship Enhancement Program through the Labour Relations Board may be helpful.

Doug Parkhurst, 52, chartered professional accountant and owner of KMA Chartered Accountants Ltd. Why are you running for public office? I have seen what has gone on in our district over the last six months and it is time to put that behind us and start focusing on issues, not personalities. How should the district move forward with the Lantzville/Nanaimo water agreement? The district should reach out to the City of Nanaimo to adjust the agreement in order to address flaws. Lantzville has residents who need water now and council needs to help these families. What are two of your priorities and how do you plan to tackle these issues if elected? Keep taxes low. I will work to find every savings possible. No more pet projects. I will ensure that developers pay for development. Water for Lantzville residents first. Current residents come first for any water deal. Water should not be just for developers. What are some of the fiscal challenges facing the district? The district faces demands for new and ongoing services, such as a new fire chief and planner. I will work with other members of council to find reasonable, cost-effective solutions. Having adequate planning and review work is necessary and I will ensure that this cost is covered by developers. What needs to be done for the District of Lantzville to move past its recent turmoil? I will treat my fellow council members and the residents of Lantzville with respect.

Peter Popperl, 38, corrections officer. Why are you running for public office? To get personally involved and to challenge others to do the same. I want to actively and positively influence politics. How should the district move forward with the Lantzville/Nanaimo water agreement? The water agreement should be revised and open to public discussion. My concern is what happens after the 20-year mark? We should have some safeguards prior to the end of the 20-year period. What are two of your priorities and how do you plan to tackle these issues if elected? Public safety is a good investment. Lantzville should have a career fire chief. There are too many responsibilities and tasks to be a volunteer position. The downtown core is important. It should be the talk of the town, not our politics. What are some of the fiscal challenges facing the district? We should maintain a balanced budget while keeping property taxes from increasing by promoting more people to Lantzville. We should increase the tax base and not taxes. Lantzville’s population has been decreasing over time and we need to reverse that trend through development. What needs to be done for the District of Lantzville to move past its recent turmoil? Lantzville City Hall should have a code of conduct that will outline and define proper workplace expectations, then the municipality can move forward on common understanding. If the turmoil includes bullying and harassment, WorkSafe B.C. legislation speaks to those concerns.

Nanaimo News Bulletin 19

Mark Swain, 40, physical rehabilitation and assessment. Why are you running for public office? I want council to move forward on current resolutions including the water deal and Foothills development. Progress needs to be made on long-term issues that seem to be constantly under review or revision. How should the district move forward with the Lantzville/Nanaimo water agreement? I stand for completing and implementing the water deal as it is. More effective communication from council is needed. Residents need to know that their access to water comes before the needs of developers. What are two of your priorities and how do you plan to tackle these issues if elected? The water agreement needs to be implemented. Council needs to balance this with increased conservation measures throughout the district. I support the Foothills development. This development will not adversely impact the rural charm of our community and the increase in tax revenue will support infrastructure. What are some of the fiscal challenges facing the district? My first priority is to review district payroll and look for efficiencies. Our district needs improved infrastructure and the only solution that doesn’t increase taxes is to increase the tax base. What needs to be done for the District of Lantzville to move past its recent turmoil? I can only control my own behaviour. I will behave professionally and speak up if I see any disrespectful behaviour.

Beefs & bouquets BOUQUET To the person who returned my lost 6/49 ticket to the lottery kiosk in the Nanaimo North Town Centre mall. BEEF To people who steal things from restaurant tables. BOUQUET To all the wonderful people including Port Place Thrifty Foods staff who helped our mother and stayed with her after a fall. Your help was very much appreciated and will always be remembered. BEEF It’s a shame our neighbour the U.S. does not have a flag with all the other flags in the lagoon. BOUQUET To High View Optical. Always excellent customer service with friendly and knowledgeable staff. Not only better pricing than the competition but above-and-beyond service. BEEF To the people who spit, dump drinks and throw whatever garbage they don’t want at the bus stops. Fitzwilliam Street bus shelter is a disgusting disgrace. BOUQUET To Rene at Popeye’s Supplements and the Nanaimo Pirates for hosting a tourney at Gyro Park. Great job to all from concession, groundskeepers, the girl who sang O Canada and the umps. BEEF To financial bailouts. Greece still is not going to learn to stand on its own unless it very strongly applies 100 per cent economic control.

BOUQUET To the man who saw my money flying in the breeze under the bleachers. I don’t know how it got out of my purse but thank you so much for your honesty. BEEF To this still continuing Colliery dams soap opera. I do hope that it doesn’t make the new fall season. BOUQUET To Knappet Projects, which is handling the library reno. I am so grateful to Chris and Sean for helping me with my outdoor carpeting project. Their kind professionalism proves that no project is too big or too small. BEEF To the people in my neighbourhood who think that Coal Tyee Elementary School is a dog park that allows your pet to wander and urinate all over the kids playground. BOUQUET To Jamie at the Finishing Store for all the kind help and service to seniors. BEEF To those drivers who think the words ‘garage sale’ are Latin for ‘stop on a dime, don’t signal, skip two lanes, back up on a main road, and park like you own the whole road.’ BOUQUET To dentist Brad Holman. So kind, gentle and has such high standards. He goes the extra mile for his patients and stands behind his work.

BOUQUET Congratulations Bomb Squad. Nanaimo’s U21 girls fastball team came home with the gold medal from the provincial tournament. Four games back-toback in the hot sun on the final day. Keep having fun into the Westerns next month. BEEF To the lady who put her bare feet on the back of my daughter’s theatre seat and in her hair even after I repeatedly asked you nicely to put them down. Way to spoil a nice evening out for my little girl.

Nanaimo News Bulletin 23

BOUQUET As I was looking around a table, a gentleman asked if I had lost my wallet. He and his wife had found it. Having lost my wife that week I was so thankful. BEEF Words cannot describe the coward of a man whose dog mauled a cat in my backyard. You left the cat there to bleed to death, then fled the scene without leaving any info. BOUQUET To the neighbour on the waterfront for keeping her trees at a height so that we have a good view also. BEEF To the drivers who lay on their horns at senior citizens driving. A disgusting display of utter disrespect. Is this really what we have become as a society? BOUQUET To the kind person who left my lost car key with the staff at the aquatic centre. I have been having a rough week/year/ life and your kindness made my day a little smoother. BOUQUET To Shae at Telus. Thank you for your patience, from a difficult senior. Sorry I gave you those few grey hairs. BOUQUET To CanWest Propane for turning off the fireplace pilot light for the senior lady on Sandpiper Place.

Submit your own Beef or Bouquet Beefs & Bouquets is a free forum to give thanks or express views on issues and events. The News Bulletin reserves the right to edit or refuse submissions. Length is limited to 40 words and two submissions per person per week. A winner will be selected at random to receive a floral bouquet from Turley’s Florist and Potting Shed. Gwenneth Joan “Sul” Eakins November 8, 1925 ~ July 18, 2015

I

t is the End of an Era with the passing of our much loved Mom, Gran and Nana, our Sul, Joan Eakins, who passed peacefully on July 18, at Nanaimo Regional General Hospital.

Sul was predeceased by her husband, Jim, and will be deeply missed by her 5 children; Marty (Barb), Steve (Cheryl), Paul, Nancy (Mike) and Kelly, 6 grandchildren Darby (Scott), Sean, Danica, Lauren, Alden and Jessie, and her greatgrandson Cooper. Sul grew up in New Westminster and spent most of her childhood summers at Crescent Beach, where she loved to swim and was a member of the Crescent Beach Swim Club. It was here she would cross paths with her future husband and life partner, Jim. Sul married Jim in 1949 and in 1950 they moved to Nanaimo where they settled and began a lifetime together that was richly filled with family, friendships, golf, travel and a passion for creating amazing culinary delights and hosting dinner parties extraordinaire. She had a great sense of humour and wit and oh, how she loved to laugh. Sul was an avid golfer and member of the Nanaimo Golf Club and Cottonwood Golf Club where she celebrated a Hole in One at each club! She was ‘Louise‘ to Faye‘s ‘Thelma‘. She was an active member of Beta Sigma Phi Sorority and the Ladies Coffee Group. Our most sincere Gratitude and Thanks to the great care and compassion of Faye Burton, Dr. Spry, VIHA homecare nurses, Dr. King, and nursing staff at the Palliative Care Unit at NRGH who helped her make her Journey Home as gentle as possible. A private Family Celebration will be held. A Come and Go Tea to Remember Sul’s Life will be held at a later date. “May God Hold You in the Palm of His Hand” Donations would be welcome to the Canadian Cancer Society. Taylor,

Paul Elliot April 19, 1989 ~ July 24, 2015 Beloved son of Stephen and Beverly Taylor, loyal brother to his sister Madison. Lost his fight with his delusions. Paul’s last few years were a struggle with the effects of schizophrenia. Paul attended Pauline Haarer School and briefly NDSS. He finished his education at Shawnigan Lake and upon graduation joined the Royal Canadian Navy as an officer. He served proudly for five years and was just two courses short of graduation for an Arts Degree at the University of Victoria. He was a gentle soul who always cared how everyone else was feeling. V.I. Raiders try for second win BY GREG SAKAKI THE NEWS BULLETIN

There’s a lot that’s new with the Raiders, but some things never change – like their rivalry with the Rebels. The V.I. Raiders visit the Westshore Rebels this Saturday (Aug. 1) in B.C. Football Conference action. V.I. coach Jerome Erdman will be facing Nanaimo’s Island rivals for the first time, and fans will demand that the new head coach and his young team extend the Raiders’ dominance over the Rebels. V.I. has never lost a junior football game against Victoria, period. “It’s dangerous for us to think like that,” Erdman said. “We’ve only won one game. We went into that game and Langley really didn’t know what we were going to do and we were at home, so we had a bit of an advantage. Yes, we did play well, but we did not play outstanding.” So he said this week’s matchup against Victoria is a “trap game” for V.I. if it isn’t careful. “They got blown out Week 1; we played pretty well Week 1,” he said. “But what we did Week 1 won’t matter a jot if we don’t do it Week 2 against them.” Winning in Victoria is important because the Raiders face the tough Okanagan Sun in Week 3, and Erdman said “we’ve got to be 2-0” going into that one. GAME ON … The Raiders and Rebels kick off Saturday at 7 p.m. at Langford’s Westhills Stadium. sports@nanaimobulletin.com

They’re in the final four, and now they’ll try to make it to the very top. The Nanaimo Pirates begin play Friday (July 31) at the B.C. Premier Baseball League championships in Victoria. The Hub City Paving Pirates feel like they’re peaking for the finals. They’ve been the league’s top offensive team all year long, and now pitching and defence are coming around at just the right time. “We know we’re one of the teams to beat. We’re really rolling right now,” said Garrett Goodall, Pirates pitcher and outfielder. “We’re hitting really good, we’re pitching really good, defence, everything is just flowing really well into the finals which is what we want. It’s the best we’ve played all year.” The Pirates will have to be at their best all weekend at the final four tournament. The other teams are the North Shore

he Canadians simply couldn’t be caught. Not in front of that kind of crowd, roaring for the men’s eight rowing team to reach the finish line first at the Pan American Games in Toronto. The Canadians came through, winning gold medals July 15. They had a really good start, said Nanaimo’s Martin Barakso, one of the team members, and they were able to keep their rhythm and hold off Argentina and the U.S. down the stretch. “That was probably the most incredible race I’ve been a part of,” Barakso said.

heard. You cross the line and we all just threw our arms up and looked at the crowd and everybody was just going crazy. “Being able to win that race at home was a pretty special thing.” And part of a special summer for the 20-year-old. The Princeton University student-athlete finished his college rowing season with a trip to the U.K. and the prestigious Henley Royal Regatta. Then it was on to the Pan Am Games July 10-26, where he got to take in the

opening ceremonies and be part of the whole big-event experience. “The atmosphere at these multi-sport games is on such another level,” Barakso said. “Just being around everybody else, you just get so inspired.” Even now, with a gold medal, he remains motivated. Barakso is currently training in Guelph, Ont., trying to secure fast enough times to make the national team for the next world championships. “Being able to be a part of these new races and these new experiences and these new teams, it’s pretty amazing to see all the hard work pay off…” he said. “You have it in the back of your mind all the time and you’re working towards it and then when it actually happens, it’s pretty special.” sports@nanaimobulletin.com
