B.C. Views: Free trade in milk, eggs and logs by Tom Fletcher One of the rituals of life in southern B.C. communities is crossborder shopping for certain items. Even corner store owners are known to pop down to Washington border towns to load up a van with U.S. milk, taking advantage of a price difference generated by our “supply management” system. The recent slide in the Canadian dollar reduces this pressure in the short term, but the fact remains that dairy producers are propped up in Canada. And that’s increasingly a problem as Canada pursues entry into the Trans Pacific Partnership, the next big trade deal. With the U.S., Japan, Australia, New Zealand and other countries involved, it would form the largest trading bloc in the world. Canada uses tariffs of up to 300 per cent to protect its dairy and poultry industries from foreign imports, and the higher domestic price on milk and eggs is a burden that falls most heavily on poor people. The industry group Dairy Farmers of Canada and others argue that reducing or removing Canada’s import protection won’t change the huge farm subsidies paid by European and U.S. governments. The recent trade agreement between Canada and the European Union has already chipped away at this protection.

The Conservative government is tiptoeing on this issue as a fall election approaches, with rural seats across the country at stake. But the United Kingdom, Australia and New Zealand have deregulated their dairy industries and the Canadian industry is already facing increased cheese imports due to the European Union agreement. It’s an issue to watch as the federal election heats up. The NDP has positioned itself as a defender of supply management, a particularly touchy issue in rural Quebec, while the federal Liberals are committed to keeping up with the U.S. and joining the TransPacific Partnership. The trend toward freer trade is broad and long. The Harper government ended the monopoly of the Canadian Wheat Board in 2012, and grain growers continue to compete globally. A trade deal with Korea saw tariffs come off Korean import vehicles, and life goes on. Another controlled and protected commodity that is seldom discussed is logs. That’s changed with the push for the Trans Pacific Partnership, as Japan protests federal and provincial restrictions that push up the cost of logs for export. Ottawa regulates the export of private land logs, but only in B.C. This is a long-standing irritant for private land owners, holding the domestic price for

premium “J grade” Douglas fir logs below $80 per cubic metre while the price in Asia and Washington state has climbed above $100. The U.S. has long complained about B.C.’s cheap Crown land stumpage and low domestic log prices in general, viewing them as a subsidy to lumber production. Indeed, this whole protection apparatus is designed to stimulate domestic milling, although it doesn’t seem to be working. The main investment by B.C. forest companies recently has been buying southern U.S. sawmills. The coastal industry has maintained that profits from log exports are keeping logging alive, paying for the harvest and processing of logs in B.C. With Pacific trade talks in the background, pushed hard by U.S. President Barack Obama, the latest Canada-U.S. lumber agreement is due to expire in October. It will be more difficult to defend what University of Alberta economist Jack Mintz calls a “Soviet-style approach to price determination.” B.C. used to do something similar to this with wine, protecting a backward industry cranking out mostly god-awful plonk. Competition made the wine industry better, and now it’s world class.

Drummer John Siega and friends will be drumming and local poet Jeff Pew has helped with the poetry recordings. The show starts on those evenings at 7 p.m. and those interested should bring a blanket or portable chair and either rain or sun gear depending on the weather. Admission is by donation. (over 300 days per year), and the community-owned SunMine is well suited to capitalize on these clear and sunny conditions. “Innovative, private clean energy projects have helped power B.C. since the 1980s and are a cornerstone of B.C.’s energy policy,” said Minister Bennett, Minister of Energy and Mines. “The Sun

The City of Kimberley is pleased to announce that SunMine is commercially operational. The 1.05 MW (megawatt) solar project is B.C.’s first grid-connected solar facility, as well as being Canada’s largest project to use solar trackers. SunMine consists of 4,032 solar-cell modules mounted on 96 trackers which follow the suns movement, thereby maximizing solar exposure. The German-engineered trackers provide as much as 38% more energy than a fixed system. The trackers capitalize on the electricity generated during the morning and evening, peak demand times when BC Hydro has the greatest need for electricity and pays a premium for it. Production data since June 22nd confirms that the energy being generated by the SunMine is exceeding the modeled design potential. According to Kimberley Mayor Don McCormick, “SunMine is a great example of the resiliency of our community. We are thriving and pursuing new and innovative directions. Although SunMine is the largest solar facility in BC, it is relatively small. As the SunMine proves its potential, the City of Kimberley is looking to expand it and have already had several inquiries from prospective partners.” SunMine is supplying

Deer Resistant Plants 1. Not Fond of Greens. If you have just had your garden mowed down by a herd of hungry deer, it may not appear that way, but deer are somewhat picky eaters, at least when they have lots of options. Ornamental grasses are one of those plant families on their list of things to leave alone until there is nothing better to be had. The prickly texture of ‘Karl Foerster’, ‘Blue Oat Grass’ and other ornamentals is what keeps them off the menu. 2. A Hairy Proposition. It is not just coarse leaves deer find unpalatable, smaller and softer hairs are also not after their taste. The leaves of plants in the artemisia family are fine-textured and slightly fuzzy leaves and many poppy varieties also have hairy leaves. Both plants also rely on essential oils and other elements to give them a bitter taste, making them even more unattractive. 3. Not Very Flavourful. Deer also prefer their food somewhat bland, strong smells and tastes can turn them away. That is why many herbs, such as members of the garlic and onion family - strong smell - as well as sage, oregano, lavender and many others - strong taste - tend to get ignored. 4. First Safe Blooms of the Season. Bleeding hearts and peonies are some of the first perennials to bloom in the garden. We feast our eyes on their vibrant display in shades of white, pink and red, but deer have a hard time getting past the strong smell and bitter taste. So if they come in for a nibble, chances are they will turn to something tastier soon. 5. Treat for Us, not for Deer. Unfortunately for many gardeners, some tastes deer have are similar to ours. They enjoy the tender shoots of Swiss chard and beets and love to munch on strawberry plants (leaves and all). There are some plants, however, that you will likely not have to share. Their prickly branches make currants and gooseberries as well as the native ground cover Oregon grape unattractive to deer. 6. Barbs-berry. The defense mechanism of barberries against being consumed is sets of small thorns along the branches, making this a very popular shrub in this area, either as a foundation plant or as part of an informal hedge. There are many varieties in vibrant colours, including the newest addition ‘Jade Carousel’, a very hardy plant with green foliage that turns a striking scarlet orange in the fall. 7. Bees Yes... Deer No! Its common name ‘Bee Balm’, indicates that monarda is a plant that attracts bees, butterflies and all sorts of other winged creatures into your yard. But the strong and luxurious scent of this flower is exactly what makes it unattractive to deer and might just keep them walking by. 8. Russian Connection. Despite their common origin in central Asia and the fact this is even mentioned in their names, the Russian olive and Russian sage have two vastly different strategies to hold their own against ungulates. The Russian olive tree is a showy landscape plant with attractive silver foliage and fragrant yellow flowers in spring. It also has large thorns protecting its branches. Russian sage has an intense fragrance that may turn heads - away. 9. My Food Stinks! Besides picking plants that deer find unappetizing, there are deer repellant sprays on the market that further increase the ICK level for nibblers. One of the most effective products is ‘Bobbex’, a spray made from all natural ingredients that stopa deer browsing by using multiple smell and taste deterrents. It can be used on all ornamental shrubs and flowers, and even around vegetables. 10. Good Fences Make Good Neighbours. Especially if deer have already made your garden a stop on their foraging tour, fencing is the only way to keep them completely out of yard. Your fence has to be high enough to keep the animals from jumping it as well as secured tightly, with no openings to wiggle their way in.

Thanks to provincial and federal funding, residents of the East Kootenay region will benefit from upgrades to water and watershed infrastructure. Conservative Member of Parliament David Wilks was at the Rotary Park in Fernie on July 24 to announce two major infrastructure projects for West Fernie and Fernie. The first project is the West Fernie Water System Project, with an estimated price tag of close to $10.5 million; $3.5 million of

which is coming from the federal government. The province will match the federal contributions and the Regional District of East Kootenay will be responsible for the remaining costs. West Fernie residents and businesses will be getting upgraded water and wastewater management systems, Wilks said. “The work will include the rehabilitation of approximately 3.2 kilometres of potable water mains,

including all valves, fittings, service connections, fire hydrants and water meters.” At this time, approximately 3.2 km of sanitary sewer and 0.3 km of the storm water mains will be installed at the same time, which will include any related connections, catch basins and manholes, lift stations and pumps, ditching work and tie ins, he said. “When completed, the modernized, higher capacity water mains and the new wastewater management sys-

Canada are working together to provide funding for infrastructure projects that deliver on local needs in communities across the province that have fewer than 100,000 residents. Bill Bennett, MLA of Kootenay East and Minister of Energy and Mines said he was pleased with the announcement and said the West Fernie water and sewer servicing has been a priority of his for over a decade. “Along with Area A director Mike Sosnowski, Fernie Mayor Mary Giuliano and MP David Wilks, we have managed to finally get this project done,” he said. Mayor Giuliano, on behalf of herself and the city council, was also thankful for the funding that will “positively affect Fernie and West Fernie residents”. board on Kootenay Lake. I remember the smell of the brewery, the lazy days in Centennial Park, bush parties, cliff jumping at the point or tubing the river. I remember looking for the shadow of bigfoot on the Kokanee cans and I hope to replicate that black and white outline on my pool wall here in La Paz.” Shortly after leaving college and while doing social work with local teens, Leeane took a threemonth sabbatical to go SCUBA diving in Cyprus. Those three months turned into 10 years of SCUBA diving and working on liveaboard boats. Some of the places she worked included Alaska, Canada’s west coast, Bahamas, Thailand, Philippines, Palau, Honduras and Mexico. “In the 10 years I worked in 10 different locations and only three were in resorts. All the jobs were guiding or teaching recreational SCUBA diving. We were at sea all week with one night at port.” Those years at sea enabled Leeane to rack up tens of thousands of hours of SCUBA time. “On liveaboards you rack up your hours quickly. One year I did five dives a day and many years it was four dives a day. I was so addicted to diving I would go on dive trips on my time off.” She would guide guests on underwater adventures. While this was rewarding work, Leeane noted that sometimes it got dangerous. “Some would think

they know best and get into a real pickle and I would have to get them out.” remembered Leeane. “Getting stuck in a wreck from silting up the area, or getting caught in current streams or their drysuits malfunctioning and them getting scared stiff. Try hauling up a grown man in drysuit gear and weights when they are too scared to help. Ugh.” But the rewards, to Leeane, were more than worth any risk. “Some of the coolest things are diving with 25-foot mantas flying over you and sinking on top of you because they crave attention, or a prowfish sitting on the sea bottom in the open and staring at you as you get close enough to breathe on it,” said Leeane. “Or dancing with a giant pacific octopus that decides to jump on you and you can’t see him because of your mask so you are yelling into your regulator and wondering what he is doing – or identifying a fish smaller than your pinky nail, or the best, seeing your guest’s face screaming with happiness and satisfaction after a great dive. Love see-

ing people happy with what I produced and that could be a reason why I went into the B&B business.” When asked what she misses most about Canada, Leeane talks of the simple pleasures of this country. “I miss the smell of grass, the smell of clean rain, the trees in the mountains, fresh water swimming and fluctuating weather that keeps you guessing. Package me some soup, kraft dinner, hickory sticks, Hawkins Cheezies, marble cheese and summer sausage – oh, and music concerts and poutine. But I have never regretted my decision to move to Mexico.” For Leeane, La Paz was an obvious choice to start her business. The community has waterfront property, great diving and is a fairly quick flight back home. Moving into life as a business person did involve some pretty dramatic changes in lifestyle, however. To begin with, she moved to Calgary to make money. She gave herself five years and managed to get enough for the business within three years. While she loved

her job, living in that city was difficult for Leeane, but it enabled her to start her business. “It was my first time buying a house anywhere and the first time starting a business anywhere,” explained Leeane. “It was my first time staying in one location long enough to buy bulk toilet paper or towels, so I didn’t really have a frame of reference in terms of hurdles to overcome.” She added that being

in Mexico, it is a different culture in a business sense and a person has to be both lenient and patient. Marketing can also be a challenge and she has to keep up with constantly changing tax regimes. That said, Leeane enjoys being part of a community now and staying in one place. “I have friends here. On the boat you have co-workers that are friends and guests that are like family, but they change every

The 20th Annual Nelson Fat Tire Festival This year marks the 20th Annual Fat Tire Festival. This event takes place every year in memory of Cam Alexander, a friend and avid cyclist. He lost his life tragically while riding his bike 20 years ago. Cam, whose smile was only surpassed by his appetite, was loved and respected by us so much that it only seemed fit to throw a party for bicycles. A festival was called for. College of the Rockies has done it again. For the third year in a row, the College was ranked by international students as number one in Canada and, for the second consecutive year, first in the world for overall average student satisfaction. Conducted by the International Graduate Insight Group (i-graduate) the International Student Barometer is the largest annual survey of international students in the world. It covers four benchmarks – arrival experience, learning, living and support. The College ranked number one in all four categories. Feedback was gathered from international students from 183 postsecondary institutions in 18 countries worldwide. “The results point out the outstanding learning and teaching environment created by our faculty and also the exceptional support from everyone at the College, from the front door to our superb online environment,” says College President and CEO David Walls. “This year’s ranking includes placing in the top three in the world for learning support, performance feedback, course organization, quality lectures, language support, virtual learning, IT support, finance and registration, international office support, accommodations, food services and social activi-

ties.” The College’s approximately 70 active host families for international students were also rated number one in the world. This result is not a surprise to the International Department. “The ranking of our host families as number one is a testament to the Cranbrook community and the wonderful and nurturing environment they provide for our students,” Executive Director, International and Regional Development Patricia Bowron says. “Our ability to deliver a great experience for our students starts with our host families.” Acting as a home-

Rising country star Brett Kissel will be in Cranbrook in November. Brett Kissel, a 25-year-old singer/ songwriter, has been the country music story in Canada for the past few years, recently winning two awards from the Canadian Country Music Association (CCMA) for “CMT Video of the Year” and “Interactive

Artist of the Year,” after recording eight nominations. Brett also took home a Canadian Radio Music Award for Country Breakthrough Artist of the Year, on top of two Association of Country Music Alberta Awards, and two Edmonton Music Awards.

With countless soldout shows across North America, Kissel was primed for his major label debut album through Warner Music Canada, Started With A Song. Even before the album’s release, Kissel had already made radio history, with more than 93 per cent of Canadian country stations adding the first single, Started With a Song. This track eclipsed the record for most adds at Canadian country radio in one week, a record previously held by none other than Taylor Swift. Since the album’s release, Brett has become the talk of the Canadian country music scene. Kootenay Concert Connection’s president and GM, F.J. Hurtak, said, “I saw Brett perform live for the first time at the CCMA’S in Edmonton last year and he literally stole the show based on audience response. I was so impressed that my

2015 Toyota Prius Toyota calls the Prius v wagon its “big Prius” because the car is built for carrying sizable loads while saving significant coin on fuel. The lower-case “v” (for versatility, apparently) is the largest of Toyota’s Prius fleet that includes the regular Prius and the subcompact Prius c hatchbacks. Together they form a hybrid juggernaut that, in marketing terms, is a “category killer” in that they crush all other competitors in the compact gasoline-electric segment. The Prius v first arrived for the 2012 model year and approximates the regular-size Prius hatch from the rear doors forward. But the v is 13.5 centimetres longer, five centimetres wider overall, 7.5 centimetres taller and is also stretched 7.5 centimetres between the front and rear wheels. With a squared-off rear end, the v can swallow 60 per cent more of what-have-you with the splitfolding back seat in place and 70 per cent more when its folded flat. Putting it into perspective, that’s nearly as much cargo volume as the Subaru Outback wagon and it’s the

primary reason why the Prius v gets tagged as mid-size, at least from a spatial standpoint. Rear-seat passengers can also increase available legroom a few centimetres by adjusting the optional sliding and reclining function. The rest of the interior is standard Prius, with all pertinent gauges centred atop the control panel. That positioning might take some getting used to, but at least the dials and the 15.5-centimetre touchscreen display are easy to read. In support of its carryall mission, there are a myriad of small compartments throughout the v, including dual glove boxes, cargoarea storage spots and even an area beneath the rear seats for stashing umbrellas. The 2015 Prius v can be differentiated from 2012-’14 models primarily by a more prominent snout and bumper combo that extend well ahead of the upper grille. It’s arguably not the wagon’s most attractive feature, but it definitely makes it easier to spot in a crowd. Getting away from the crowd is handled by the same hybrid powertrain that’s found in the

smaller hatchback. It consists of a 98-horsepower 1.8-litre fourcylinder engine and an electric motor that contributes 80-horsepower to the mix. The combined system output is 134 horses. The motor is fed from a 650-volt nickel-metal-

hydride battery located beneath the rear seat and torque is directed to the front wheels via a continuously variable transmission (CVT). On initial startup, only the electric motor is at the ready, but the gas engine kicks in once the car be-

gins to accelerate. The EV setting, which is one of four available driving modes, allows the Prius v to run for up to about 1.5 kilometres using only the electric motor, as long as the battery pack is fully charged the road is flat and the driver’s foot is light. Selecting the POWER setting provides extra mid-range oomph for passing or when heading uphill. In the NORMAL position, the Prius v is rated at 5.4 l/100 km in the city and 5.6 on the highway. That’s a bit worse than the hatchback’s 4.6/4.7 numbers, however the v weighs about 125 kilograms more (which means its slower) and isn’t as aerodynamic as a regular Prius. At a $29,800 base price with destination charges, the base Prius v comes with climate control, foldflat passenger seat and a backup camera along with the usual power accessories. Along with the sliding/reclining back seat, the Luxury Package adds a navigation system and heated front seats with an eight-way power driver’s seat. The optional Technology Package further loads up the v with a fixed panoramic moonroof, premium JBL audio package plus lane-departure warning and active cruise control that maintains a safe distance from the vehicle in front. Ultimately, selecting the Prius v over the regular version depends on whether you value cargo space over fuel economy. Given that both wagon and hatchback are plenty frugal, we know which Prius would get our vote.

Kimberley attractions funded to get a new summer makeover As Kimberley’s historic Underground Mining Railway is rolling on a busy tourism season, its visitors’ enjoyable experience starts before they even enter the attraction. “These projects will help Kimberley expand its tourism sector and continue to enhance visitors’ experiences in the East Kootenay. The upgrades to these facilities are important to attract visitors to the region. The Resort Municipality

Initiative is vital to our growing tourism economy, and I am proud that our government continues to support this program,” said Bill Bennett, MLA East Kootenay. Visitors will have no problem finding parking thanks to fifty new stalls that have been added. The parking improvements are part of $50,000 worth of changes being made to the site. A total of $22,000 in Resort Municipality Initiative (RMI)

funding has supported this project. While upgrades are made to the railway attraction, $20,000 in RMI funding has leveraged $120,000 worth of improvements to facilities at Kimberley’s Purcell Soccer Fields. The site played host to the JulyFest Soccer Tournament on July 18-19, 2015. It’s the largest event of its kind in Western Canada with more than 60 teams and 800 participants. The City of

OBITUARY Norman Blackburn 1936 – 2015 It is with very heavy hearts, that Norm’s family announces his passing on July 14, 2015.
