As friends and family prepared to celebrate the life of Hudson Brooks this week, a woman who described the 20-year-old as “like a grandson to me” confirmed those who knew the South Surrey man continue to struggle with the circumstances of his death. “We have many questions,” Donna Krieger told Peace Arch News hours before the private service, held Wednesday afternoon at Victory Memorial Funeral Centre. “Everybody around town… everybody says that it was overkill.” Brooks died around 2:30 a.m. July 18, after police responded to reports of a “suicidal” male in the parking lot of the South Surrey RCMP building, in the 1800-block of 152 Street. There was a struggle, shots were fired and Brooks did not survive his injuries. An officer was also shot in the altercation, presumably by a police-issued weapon, however, that wound was not life-threatening and police confirmed this week that the officer has since been released from hospital. PAN requests for the operational status of officers involved in the incident have gone unanswered. The Independent Investigations Office – which investigates policeinvolved incidents of serious harm or death to determine if an officer may have committed an offence – has taken over the file. i see page 4

City survey indicates dissatisfaction with quality of buildings

How do White Rock residents and business owners define the city’s unique character? That is one of the biggest questions to arise from the city’s recent ‘Imagine White Rock 2045’ survey, according to Karen Cooper, the city’s director of planning and development. In a report to council Monday, Cooper outlined some of the findings of the survey, noting the city’s character stood out

as something that came up frequently in respondents’ written comments. “Many people said we need to protect White Rock’s unique character, but no one has defined what White Rock’s unique character is,” Cooper said. “I think it means different things to different people, and I think we need to do some work with the community on defining that and coming to a common understanding.” The survey was launched in May, in con-

junction with the kick off of the city’s Official Community Plan review. Cooper noted that 320 completed surveys were submitted between May 13 and June 17. One portion of the survey examining satisfaction levels on a variety of elements indicated a low level of satisfaction with the “condition, style and character of the buildings in White Rock,” Cooper noted. “That’s a very significant finding, and it shows we have some work to do,” she said,

noting that the city’s seaside setting ranked high in respondent satisfaction. “So people love being here, but they’re not happy with the quality of the built environment.” Development played a big part in the survey, as well, Cooper told council, noting that the areas that were most preferred as ‘potential growth areas’ were in the town centre and along North Bluff Road adjacent to the town centre and Peace Arch Hospital. i see page 4

The independent agency that investigates complaints against the RCMP is closing its B.C. intake office in Surrey in order to cut costs and centralize staff in Ottawa. The move by the Civilian Review and Complaints Commission for the RCMP has sparked criticism that police oversight could falter. “B.C. was not consulted on this decision,” B.C. McDerby was unable to say how much money will be saved by closing the Surrey office. Eight full-time staff there are mostly retiring or leaving voluntarily. The commission’s goal is to increase public confidence in the RCMP by increasing transparency and accountability. Its annual budget is $11.4 million.

The first batch was anticipated to be delivered today (Friday). At the request of Brooks’ family, media did not attend Wednesday’s service, which drew an estimated 300 people. Some attendees later commented on the service on social media, describing it as “beautiful” and lauding a slideshow that was included. Krieger, who last saw Brooks at a dinner the week-

The presentation included a milking and feeding demonstration, along with a

slew of fun facts – some of which evoked a resounding “ewwwww” from the crowd of fascinated youngsters who turned out for the show. The first squeamish response followed the fact – shared by presenter Kelsey Epton – that Buttercup uses her foot-long tongue to clean out her nose. Cutting off the west

P

art of the problem with our Ottawa-centric federal government is that it can’t seem to understand why anyone in B.C. would be displeased about services – any services – being centralized ‘back east’. But that’s just what is happening with the Civilian Review and Complaints Commission for the RCMP. The federal government has decided to close the B.C. office – located in Surrey – and save costs by centralizing staff in Ottawa. While the RCMP investigates complaints about individual officers, the commission is intended as a further recourse for complainants who remain unsatisfied, or for addressing wider issues about RCMP policies and practice in general. The decision to close the local office removes another access point for a level of independent oversight on the force at a time when, some would argue, even greater oversight is needed. There may be justifications for the move – a commission spokesperson says the office did not itself conduct investigations and hadn’t done any mediation recently, while eight fulltime staff affected in Surrey are, we are told, either retiring or leaving voluntarily. And the work that the Newton office undertook, we are assured, will still go on in Ottawa. But it’s a particularly bad optic at a time when B.C. residents continue to have lingering, and troubling, concerns about RCMP actions – ranging all the way from the Dziekanski tasering, in connection with which former officer Monty Robinson has just been sentenced for perjury, to the recent shooting of Anonymous collective member James McIntyre during a protest at a BC Hydro meeting in Dawson Creek and the July 18 death of 20-year-old Hudson Brooks outside the South Surrey detachment. And, as B.C. Justice Minister Suzanne Anton has observed, the move – in the largest RCMP jurisdiction in Canada, where 37 per cent of all the country’s Mounties are stationed – was done with no consultation with provincial officials. The federal government, it seems, is perfectly comfortable with this lack of consultation – and doesn’t seem to be aware, or much care, that unilateral decisions of this kind only serve to goad locals. It may be wise to remember that, in politics, perceptions are everything – particularly when those perceptions reinforce long-held suspicions B.C. has about its representation in Ottawa.

When I was washing my old truck, I would shake the sand out of the old wash mitt, pour some laundry detergent or dish soap into a pail and after some scrubbing, it would look OK. But to protect this investment I purchased a ‘synthetic lamb’s wool wash mitt,’ a bottle of combination car wash and wax liquid that ‘produces a highgloss shine every time’, and because we have water restrictions I picked up the ‘Original California Car Duster’ designed to ‘scientifically and effectively remove surface dust without scratching.’ (As seen on TV!) My first car cost $100, and I was pretty proud of that old Plymouth and it never let me down. I paid a bit more this time, but I’ll be more than happy if I get that service out of my new one. No time to get over shock

Water rules divide cities

Editor: On Sunday morning, at approximately 6 a.m., my son was cycling to work. On the 24 Avenue overpass, he shoulder-checked and then proceeded to attempt to go into the turning lane to make the left onto Croydon Drive. Just as he moved into the turning lane, he was startled by a blast of a car horn from behind, causing him to lose control and fly off his bike. He fell and slid into the path of the oncoming vehicle, which fortunately was able to stop in time. The driver put on his emergency lights and got out to see if he was OK. Others stopped as well. But my son insisted he didn’t need an ambulance, which brings me the point of this letter. He wasn’t OK. He was in shock, his adrenaline was racing, he didn’t realize how badly he was hurt. Once he got up and grabbed his bike, he instinctively tried to get to his destination but the pain soon set in. His knee was shattered. His supervisor called me immediately and administered firstaid. When I arrived, I loaded him in my truck and went to the ER. If anything like this happens to anyone, please stay with the injured for at least 15 minutes. Give them time to let the initial shock subside long enough to really know how badly they may be hurt. Nature of cruelty Editor: I live close to Jesse Lee Park and am a volunteer for the City of Surrey. I take care of cleaning up the areas along the pathways in the forest and enter from the 20 Avenue side. Over the past few years, my autistic grandson and I have been transplanting English oak trees that the squirrels have so kindly been

planting in our backyard. They and a half dozen other naturally growing trees have taken root along the paths and have been doing amazingly well. Some have grown to a height of 4½ meters. Last week, as my wife went for our afternoon walk, we were horrified to see that six of these English oak saplings had been viciously destroyed. I say viciously because the manner in which they were destroyed would appear that whoever did it must have some ‘anger issues’. Even some of the city-planted cedars had been snapped in half. One oak tree that refused to break was twisted serpentine-like and dragged under an adjacent log. I was able to pull it back out and it returned to its normal height. ‘Shredding’ light on longboarders Editor: Re: Safety of long boarders top-of-mind, July 17 letters. I read the letter to the editor about the longboard community and ‘problem’ in White Rock and would like to share my view. As an avid boarder myself, I think I can shed more light on the current situations. To begin, this is not a game or something that we do just for fun; we consider this a legitimate sport. We all are here because we have a true passion for it. Nobody realizes how much control we truly have. People seem to think we just ‘step on the board roll down the hill and pray’, but this is far from the case. Until one can truly understand our sport can they judge it.

We stay as safe as possible with spotters for corners, but none of this matters to the residents; all they see is a bunch of kids rolling down 25 per cent grade hills. Granted, there are they occasional longboarders who cause trouble, but that’s expected with any sport and the whole group of us cannot be blamed. Just because the longboard sport is not understood does not mean it should be banned. Like true athletes, nothing is going to prevent us. If you don’t understand, that’s fine, but do not tell us how dangerous it is or we are going to get killed. The family of a teen killed in a horrific crash last year is happy the province is finally building a median on a deadly stretch of Highway 10. But they wonder, if authorities had acted sooner, if their son and his friend would still be alive. Lisa Kehler said Tuesday she’s extremely pleased the province is constructing a median barrier along 600 metres of Highway 10, between Scott Cody Kehler Road and Highway 91. It’s where her son Cody, and his friend Chantal MacLean, slid on a rainsoaked curve on Oct. 13, 2014 while Chantal MacLean travelling westbound and sailed into oncoming traffic. The two 17-year-olds – both students at Clayton Heights Secondary – were killed instantly. The pair were on their way to

While it’s too late for her son, she feels he might not have died in vain if another life can be saved with the barrier. It’s been an incredibly tough time for the family since the teens’ deaths, Kehler said. “I think the shock and awe has worn off – now we’re just in the reality that he’s never coming home,” she said.

When other police forces do investigations into police-involved shootings, it appears to many that the investigators will go soft. The IIO was designed to show that an outside agency, which is not in any way beholden to police, can conduct an impartial investigation into deaths or injuries at the hands of police. Its record is decidedly mixed thus far, and the stay of murder charges in the MacWillams case does not lead to any confidence in its initial investigation. The most important thing here is that the vast majority of the public have confidence in police, and in law and order in general. There have been too many questionable cases in B.C. to leave investigations of policeinvolved death or serious injury in the hands of police. While some could argue that the Crown erred in allowing the MacWilliams charge, there’s something to be said for taking a second look at the evidence. It’s far too early to tell what the IIO will come up with in the Brooks case. It needs to do a thorough job, and it will likely be months before results are known. The Blues Brothers Too may have been a little too Blues Brothers for comfort. White Rock-based concert promoter Rob Warwick, of Rock. It Boy Entertainment, says he is waiting for the popular tribute band’s next move, before promoting further concerts with them. “I received a cease-and-desist request from (Canadian actor) Dan Ackroyd’s agent,” he said Monday. “I passed it on to the band’s management.” The Vancouver Island-based band’s touring act – popular on the Peninsula from local appear-

ances, including White Rock’s Sea Festival – is based on characters Ackroyd and the late John Belushi created for Saturday Night Live and the subsequent 1980 film. Meanwhile Dave Braun, president of the White Rock Events Society – which had separately booked the band as Sunday night headliners for this year’s sea festival – confirmed Monday that the act “formerly known as Blues Brothers Too” will still play as planned, but now as ‘Soul Men Rhythm and Blues Review’. Warwick, who has promoted concerts with the band before, said it hadn’t occurred to him the act wasn’t officially sanctioned by

Ackroyd and Belushi’s estate. “I get what the problem is,” said Warwick. “There are all kinds of tribute acts out there, but this one, based on fictional characters, is more like (Ackroyd and Belushi’s) intellectual property.” Two concerts Warwick was promoting for the band – one in New Westminster set for July 29 and at one in Langley July 30 – were cancelled last week. He said he is hopeful the band can arrange a licensing deal that will allow them to continue to use the personas. “They were on a mission from God,” he quipped. “Now they’re on a mission from Rock.It Boy to sort this out.”

The Coastal City Football Club (CCFC) is claiming the suspension of both its boys’ and girls’ programs has been levied before the youth soccer group can answer the allegations against it. The Newton-based Surrey youth soccer organization, one of the largest in the province with roughly 2,800 members, has been suspended by two district associations recently. While both groups cite several allegations against CCFC, the club claims it has received just one complaint, and it “has not been given an opportunity to respond to the allegations.” The South District Girls Soccer Association (SDGSA), which governs female youth soccer in Surrey and Delta, suspended CCFC last Friday (July 24). Monday night, the Surrey Metro Soccer Association (SMSA) followed suit, issuing a suspension affecting CCFC boys’ teams. Under both suspensions, CCFC may not register players for the coming season or participate in events sanctioned by BC Soccer. Disciplinary hearings have been set for Aug. 11 by the SDGSA and Aug. 13 by the SMSA. Both district associations cite allegations Central City “have made attempts to manipulate” the dates of its annual general meeting, and have been involved in the operation of a nonsanctioned spring/summer league. The actions by SMSA and SDGSA were taken roughly two weeks after Amar Bains wrote to both bodies, questioning the actions of the Central City executive. In what he called “an official letter of complaint” to both groups, Bains claimed the CCFC has violated four of its own bylaws. Bains told Black Press Wednesday that he has been advised by his lawyer not to comment. In the letter, Bains claims the club executive is supporting Canadian Eagles FC, a club not affiliated with BC Soccer, noting seven CCFC executive members are also on the board of Canadian Eagles and are in a conflict-of-interest as defined by CCFC bylaws. “Monies have been paid from CCFC to Canadian Eagles FC, despite being a nonaffiliated BC Soccer Association/District Association soccer club,” wrote Bains, noting bylaws call for the club to be “subject to the rules and regulations” of BC Soccer and its district associations. Attempts by Black Press to contact CCFC were not successful. On the club website, CCFC claims the two associations “have acted unfairly” and the club will “pursue the issue with BC Soccer.”

South Surrey swimmer earns spot on Olympic team

Weinberger qualifies for Rio Peninsula-born swimmer Richard Weinberger has earned himself a spot in the next summer Olympics, after finishing in eighth place at the FINA World Championships this week. Weinberger, a long-distance swimmer and 2012 Olympic bronze medallist, had a strong finish in the 10-km open water marathon in Kazan, Russia Monday, clocking in at 1:50:19.9. The effort was enough to secure Weinberger a trip to Rio de Janeiro for the 2016 Olympics, where the 25-year-old – who now lives and trains in Vancouver – will compete for Team Canada. The gold medal in Monday’s race was won by American Jordon Wilimovsky, who finished with a time of 1:49:48.2. Silver went to Ferry Weertman of the Netherlands (1:50:00.3) and bronze went to Spyridon Gianniotis of Greece (1:50:00.7). – Melissa Smalley

KER, Audrey Jane Audrey passed away peacefully on July 25, 2015 in her room at Westminster House after a long battle with cancer. She was born in Montreal, Quebec on April 20, 1931 at the Royal Victoria Hospital. She moved at a very young age to Ottawa where she graduated from Lisgar Collegiate Institute. After graduation she entered Royal Victoria Hospital School of Nursing. She graduated as a Nurse in 1953 and married Thomas Ker. In 1989 they moved from Belleville, Ontario to White Rock, BC. Her husband predeceased her in 2000. She is survived by her children, Christopher (Roberta), Robert (Constance), Nancy (Donald) and many grandchildren and great-grandchildren. She was loved dearly and will be sadly missed by her family and friends. In lieu of flowers, donations can be made to the BC Cancer Foundation. A Celebration of Life will be held at St. Mark - Ocean Park Anglican Church on August 4 at 2pm.

Eric passed away peacefully at Peace Arch Hospital, White Rock, BC on July 23, 2015. He joins his beloved wife Marlene who pre-deceased him in 2009. Dad was born July 2, 1929 in Edmonton, Alberta. In 1946, Dad moved with his family to Vancouver. He graduated from Lord Byng High School. He met Marlene, the love of his life at a dance at the Vancouver Lawn and Tennis Club. They married in 1955. Dad enjoyed a very successful career as a business executive for a Vancouver based chemical import/ export company. “A work day is a happy day!” was his motto. Dad will be remembered forever for his sense of humour, appreciation for sport cars, a love of reading and knowledge of history. When he and mom retired to White Rock, Dad enjoyed many walks on the surrounding beaches and hills. Dad was always a calming influence on the family. He will be dearly missed & remembered always. He is survived by his 4 children, David Lawrence (Annie), Ann Marsh (Steve), Martha McEvoy (Glenn) and Sara LawrencePallmann (Thomas). He is also survived by 5 grandsons, Kyle, Lorne, Daniel, Deric & Lucas as well as step-granddaughters Emelyne & Miriam and stepgrandson Shane.

Mylod, John Michael passed away on July 20, 2015 while working at a job he loved with people he really cared for. John was predeceased by his Dad last year and his Granddad a few days ago. First and foremost John’s passion in life was spending time with friends and family and with the love of his life Melissa. He valued every opportunity to engage in discussion with his many friends. Known as The Oracle he was intelligent, an avid reader with a thirst for knowledge. He was a lover of History, War and Politics and was keen to engage in debate with anyone who had a few minutes to spare. Referred to as The White Knight by family for his need to right a wrong and support the underdog especially if it involved his fists. John loved camping, fishing, boating and water sports and whenever he could he would gather friends for a quick rip or head over to Cabbage Island to chill out. John was kind, helpful and considerate. He loved sharing his knowledge. He was very protective of those he loved and a wonderful, patient mentor. He lived more life in his 31 years than most people could ever dream of. John touched so many lives in so many ways, he will be sorely missed by innumerable people. The family will be having a private Celebration of Life for John in the near future. Family and close friends will be in attendance.

ROBINSON, Nancy May (Nee Hawley)

November 2, 1927- Madison, WI; July 18 - 2015 Calgary, AB Nancy May Robinson passed away peacefully on July 18, 2015 at the age of 87. Born November 2, 1927, Nancy grew up in Kingston, Ontario and entered Queen’s University at the young age of 16 where she earned a BA (Honours) in Biology (1948) and an MA in Biology (1949). She was fond of her youth in Kingston and she especially enjoyed Queen’s University where her father was a Department Head and where she met and later married her husband, Malcolm. Nancy and Malcolm raised a family of four in a variety of locales including Vancouver, BC, Port of Spain, Trinidad, Denver, Colorado, Calgary, Alberta and White Rock, BC. She had a particular love of the White Rock area where she coveted many friendships and experiences. She was active in the University Women’s Club in both Calgary and White Rock, the White Rock and South Surrey Naturalists Club and the B.C. Waterfowl Society. Nancy’s professional career commenced as a research assistant in the Atomic Energy of Canada Limited’s (AECL) Chalk River, Ontario facility where she conducted applied research in medical bacteriology. Later, during the 1960s in Calgary, she taught Zoology at Mt. Royal College. Following a move to the west coast, she taught at Douglas College in Surrey. Nancy was predeceased by her parents James Edwin and Gladys May Hawley, her brother Donald John Hawley, her husband, Malcolm Robinson, and she leaves behind in her legacy her caring children Wendy (Pat) McKay, Dave (Marilyn), Scott (Julie), and Bruce (Lydia) as well as loving grandchildren Tim (Charlene), Katie (Alex), Dillon, Lauren, Lindy, Leah, Logan and Halle along with great-grandchildren Liam and Bridgette. Many of Nancy’s fondest memories were spent exploring the diversity of the natural world, particularly the ocean areas of the West Coast with her family and friends, imparting her abundant wisdom of the wonders of nature. She also enjoyed traveling to unique areas and learning about indigenous people and eco-systems. She was a caring and proud mother to her children providing encouragement and support as they pursued their ambitions in life. “Now I know why you always asked me to be strong… because you knew that one day I would need the strength to bear your loss. I miss you mum.” Sincere appreciation is extended to the thoughtful and hardworking nurses, nurse assistants and other staff at Sarcee Carewest as well as to the staff of Millrise Place, where Nancy resided until two years ago. A private memorial will be held at a later date. “Do not stand by my grave and weep; I am not there, I do not sleep. I am a thousand winds that blow – I am a diamond glint upon the snow. I am the sunlight on ripened grain – I am the gentle autumn rain. When you awake in the morning hush – I am the swift uplifting rush of quiet birds in circling Áight. I am the soft starshine at night. Do not stand by my grave and cry – I am not there – I did not die.
