Residents aim to curb Glendenning Road parking Mount Douglas Park users ignoring parking restrictions Travis Paterson News Staff

A worried Glendenning Road resident is politely confronting Mount Douglas Park users who are blatantly disregarding no-parking signs on her street. Traditionally, Glendenning has been an easy-to-get-to, lesserknown access to the trails of Mount Doug that regular park visitors swear by. However, the increase in demand and lack of parking (Saanich provides a small lot for about five or six cars), has had a domino effect since Saanich installed no-parking signs on both sides of Glendenning last year. All parking is banned within approximately the first 200 metres of the Mount Doug entrance, yet the area fills up each morning, and then again throughout the day. “The risk of fire is so high this summer, not just for Mount Doug but for the [rural] houses on Glendenning. What if the fire department can’t get in here?” said Mary Durham, who is actively educating visitors by placing notices on cars. Her notices indicate there is ample parking, all of it

she says. Gary Darrah, Saanich manager of parks planning and design,

said the no-parking signs were installed as the result of a combination of issues, with access to fire engines certainly at the forefront. “It looks like the road is wide but the [former] parking along the sides is actually damaging to a trail [on the west side of Glendenning], the boulevard and to tree [roots], as well as the fire access issue,” he said. Saanich Fire Captain Rich Pala said the fire department was seeking better access to Mount Doug, part of an initiative to ensure better access to all parks, when a representative visited the Glendenning entrance with Saanich Parks last year. Fire engines called to the street and park entrance have to back out of Glendenning, Durham said. Worse, she’s also seen cars block the entrance to the fire lane. She even finds cigarette butts on the trail inside the park. “I think it’s habit, people have been coming here for a long time and they’re unwilling to part with the idea that they can park here,” Durham said. “The prevailing attitude seems to be, what’s the use of having a park if there’s no parking, and it’s a ripple effect. Once one person parks here, they all do. People need to think of it as a community effort, not something to do just because Saanich says.” reporter@saanichnews.com

Pieter Langstraat was appointed the superintendent earlier this month and will assume his role next month. “I’m thrilled. I was just looking for another opportunity,” Langstraat said. “The Greater Victoria School District was the only place that I applied to. Moms on agenda in Saanich Clubhouse program re-integrates people with mental health issues

Jackie Powell of Oak Bay is part of Moms Like Us, a group of residents from across the region with a focus to establish a Clubhouse International in Greater Victoria. She’s seen first hand what is necessary to re-establish a social network for someone who has suffered mental health issues. Saanich council has invited Moms Like Us to speak as a delegation later this summer. Saanich is one of the remaining municipalities Moms Like Us has yet to approach as it seeks to add another endorsement to the many it has collected from Sidney to Colwood, as well as from the mayor of Oak Bay and the regional police chiefs. “Clubhouse International is a holistic program which features everything people with mental health issues need: employment, housing, education, and most importantly, it’s about community and getting people connected back into life.”

View Royal resident and ARESST chair Brian Burchill says the regulations, as written, contradict scientific studies that support the screening and outfall system currently used to disperse of sewage from the south part of the region. “It’s not as though there’s reports from public health officers that people are getting sick,” he says. “The aquatic activities are still going on, nobody’s cutting back on their recreation. We’re using the waterfront because it’s safe to use.” He says the existence of marine ecological reserves on both sides of the region’s two outfalls, off Clover Point in Victoria and Macaulay Point in Esquimalt, points to the fact that the sea life is flourishing in the area. While the original request to the federal auditor general was met with a headscratching suggestion to approach the Auditor General office in Victoria, Australia, Burchill says, a second attempt was made recently to get the request directly into the hands of Canada’s Auditor General, Michael Ferguson. ARESST, whose supporters include people from University of Victoria-based marine biologists to former federal environment minister David Anderson, has made multiple presentations on the subject to the Capital Regional District board since its formation in 2009, but its arguments against treatment have been mostly ignored, Burchill says. “Fighting the CRD is a waste of time,” he says of trying to convince politicians. “They are so bullheaded and they have the majority of power. I think part of the driving force is it will be a big boon to the local economy to have a billion dollars injected into it, but it’s for something we don’t need.” Regardless whether Ferguson seriously considers the request, Langford Coun. Denise Blackwell, a member and former chair of the region’s liquid waste management committee, doesn’t expect it will

succeed, based on her knowledge of previous discussions of Greater Victoria’s sewage dispersement methods. She recalled that the CRD had representation on a committee looking at proposed federal regulations before they were made into law. Despite having explained the unique characteristics of Greater Victoria’s fjord-like marine environment, the CRD found itself subject to the same broad criteria as every other coastal community. “At the time, it was us saying there’s nothing wrong [in the marine environment], but we’ve never had any indication from anybody that [the decision] would change,” she said. “The feds are not willing to look at it and not willing to revisit it.” Vic Derman, a Saanich councillor and vice-chair of the Eastside select committee looking into sewage solutions for his municipality, Victoria and Oak Bay, was among the early critics of the federal regulations. While he still says their “onesize-fits-all” criteria inappropriately puts our area in the same category as communities that empty their sewage into less vigorous waters, he prefers to look at the current east-west strategy being undertaken to find appropriate sites as providing an opportunity to emerge with a bigger-picture solution. “ARESST is accurate in saying the federal regulations have been poorly applied,” he said. “However, their request may be moot if we can turn this into an impressive sustainability project.” Rather than worrying about whether the region might be unfairly categorized under the federal wastewater regulations, Derman’s main concern is that the process of finding a site and choosing the right technology be done differently than before, when the CRD focused on the one-site McLoughlin Point solution that was ultimately rejected for rezoning by Esquimalt council.

The dry summer weather has led to an early start on fruit harvests, and the need for volunteers is as great as always for the LifeCycles Fruit Tree Project. LifeCycles anticipates a 40,000-pound fruit harvest in the Greater Victoria region over the next two months. “We always need more volunteers as we have the potential to harvest even more fruit,” said Fruit Tree Project co-ordinator Jenny McCartney. “This year’s expected harvest is up from 32,000 pounds last year.”

The Fruit Tree Project allocates 25 per cent of the harvest to the tree owner, 25 per cent to the volunteers, and shares the rest with community associations, food banks and others. The annual harvest is four months long and collects fruit from privately owned trees that would otherwise go to waste. A lot of the problem is all the fruit is ripening at the same time, McCartney explained. In particular, LifeCycles has noted a need to get the message out about watering apple trees. “Without water, trees will protect themselves by dropping the fruit before it’s ripe, and earlier than normal. People here aren’t used to having to water fruit trees. Last year was the first year we realized a need to water trees in Greater Victoria.” The apparent climate change is showing its effect as 2015

Council not committed to amalgamation This is in response to “Province setting stage for amalgamation study,” in the July 24 Saanich News. Yes, Mayor Atwell and council did meet with Community Minister Coralee Oaks. However, contrary to Mayor Atwell’s comments in the above article, Saanich council did not meet to discuss the province’s intention to go forward with an amalgamation study. The invitation from Minister Oakes stated “I am writing to invite you and council to meet on the issue of governance and services in the Capital area. I feel it is important to hear from all local governments on this matter so I can understand how to support a conversation in governance and service integration in the Capital area.“ Council members had the opportunity to discuss the ballot question posed to the voters in the 2014 election. The meeting concluded with council requesting terms of reference for the proposed provincial study, costs and participants. Minister Oakes stated that the first step would be to create the memorandum of understanding. Council did not make a commitment. Saanich was among eight Greater Victoria communities to include a ballot question. However, Saanich’s question was not in support of moving ahead with amalgamation discussions.

Saanich’s question was “Do you support council initiating a communitybased review of the governance structure and policies within Saanich and our partnerships within the region?” Saanich’s community-based review is underway. The first draft has been presented to council and the public. It is expected that the final draft will be presented to council by the consultant in September. Character true to form Since the release of Harper Lee’s “sequel” Go Set A Watchman, many are disillusioned to learn that Atticus Finch, the hero of To Kill A Mockingbird, turned out to be a typical bigot in the Deep South. However, when one examines this revelation more closely, one can appreciate the intrigue and complexity of Atticus Finch’s character. Namely, Atticus was so principled in the pursuit of justice that he set aside his own racism in order to defend an African-American man wrongly accused of a heinous crime. It should be noted that at no time did Atticus speak of the need for racial equality, but rather the danger

Every Monday morning for the past year, Lisa Markin has taken her two service dogs, Rowan and Cajun, over to Glengarry Hospital in Fairfield. Markin and her dogs are part of INSPIRE Animal Assisted Therapy, a program that uses furry canine friends to help people of all ages suffering from chronic illnesses, degenerative diseases such as multiple sclerosis, as well as people recovering from strokes or car accidents or dealing with developmental disabilities such as autism. “On the outside looking in, if you’re a fly on the wall, it would just look like the dog is playing with the patient, but, in actuality, the goals with the patients are very specific,” said Markin, a registered nurse and owner, operator of INSPIRE. Unlike pet therapy when a volunteer brings their dogs for patients to meet and pet, Markin develops exercises that are specific to the patients’ objectives, working on fine motor dexterity, gross motor skills, cognition and memory involving the dog. “For example, if we had a patient who is working on standing endurance, say after a car accident, we would put the dogs on a raised surface and do activities with the dog, such as brushing,” Markin said, adding they sometimes work with the same patient for months in 20- to 40-minute sessions. “What I’ll find is that people will be so engaged with the interactions with the dogs

through a school in Burnaby. “These dogs are raised and trained by PADS (Pacific Assistance Dogs Society) to specifically work with patients with physical disabilities other than blindness,” Markin said. “People are calmer with the dogs around, they’re more engaged, they’re more social and, the biggest thing, is they’re willing to try harder and longer with their therapy.” Chris Charnell, a patient at Glengarry Hospital, has been working with the dogs for roughly a year and has learned several basic commands such as “leave it,” indicating the dog should not touch a treat, and “release,” allowing the dog to reach the treat. “I think (Rowan) is lovely,” he said, adding he likes playing a variety of games such as the fishing game and racquetball with the dogs. “They’re just so faithful.” Shelley Gurvey, manager of residential services at Glengarry, said the program has benefited residents “immeasurably.” “Our residents are distracted from their concerns and we find that most people love the dogs,” Gurvey said. “They are able to do things that if you just ask them outright, like ‘would you move this, would you open your hand,’ and they would say ‘no’ or ‘I can’t.’ But when you get the dogs involved, the therapeutic results are immeasurable. It gives people true joy.” Currently, Markin, Rowan and Cajun work at Glengarry once a week and twice a week at the Aberdeen Rehab Hospital (which is funded by the Greater Victoria Elder Care Foundation and Thrifty’s). There are plans to expand to the West Shore Adult Day Program as well.

As a general rule, add water under the tree canopy until the soil is moist to a depth of about 25cm, and repeat at roughly monthly intervals. Mulching with organic material (wood chips) is the most important and cost effective method for dealing with drought. Mulch will help to moderate soil temperature, reduce surface evaporation, reduce competition for water with weeds or grass, and improve soil structure and water holding capacity.

In advanced cases of drought tress, treating the root zone with a potassium phosphite material will also help. Potassium is important in trees for regulation of water uptake and transpiration (water loss through leaves). In addition, this material is known to induce resistance against a number of stress-related pathogens associated with drought stress. Soil treatments are absorbed by roots and create a fully systemic response that improves the tree’s ability to survive drought.

When Sam Willett stepped in for his first of five hammer throws at the B.C. High School Track and Field Championships, he felt the sting of elite competition. Or was that a wasp?

“I think it was a wasp as I couldn’t find a stinger, and it was right in the neck,” said the recent Mount Douglas secondary graduate. “I feel like it probably disrupted my focus, I didn’t have the meet I would have wanted.” Willett defaulted on three of his five

attempts but still managed to earn his second straight provincial gold in the hammer. His winning throw of 54.94 metres was nearly four metres farther than the second-place attempt, but fell short of his 2014 gold medal throw of 55.87m.

Willett nearly missed qualifying for the Pan Ams before regaining his form in the junior competition of the recent Canadian Track and Field Championships, where he threw the hammer 59.45 metres in the fifth round after yet another distraction. “The competition was quite delayed, two hours, because the [throwing] cage broke and again I feel like that threw people off,” Willett said. Willett is focused on the hammer, though he did win silver in the discus at the high school provincials – Wood Buffalo might be his last discus thrown in competition. At sixfoot-one, his frame is that of a hammer thrower’s, absent of the long arms used by the world’s elite discus competitors. Willett didn’t start

This weekend he’s going to the Pan American Junior Athletic Championships in Edmonton, July 31 to Aug. 2. He’ll also compete at the Western Canada Summer Games in Wood Buffalo, Alta., starting Aug. 7.

His dad, Laurie, is a volunteer coach with Pacific Athletics Track and Field Club, but was not a thrower. “No, dad’s from Australia, he did cricket and Aussie rules football,” Sam said. “I actually played cricket until a couple years ago.” “Sam is very explosive, he has a very good nervous system, which is what you want for a thrower,” said Sheldon Gmitroski, Willett’s coach from Pacific Athletics. “The work ethic is there. [Willett] coaches the younger Pacific Athletics lads, he’s polite, he fits the profile of a good track and field athlete.” Willett is part of a new generation of throwers who train in the cage at Lambrick Park. The cage is

only three years old, a partnership by the Gmitroski family and other families and businesses that came together. That same year (2012) the cage spawned multiple provincial medals from Lambrick throwers, including Sheldon’s daughter Taryn Gmitroski (javelin), Adam Keenan (hammer) and his cousins, Mason (hammer, discus) and Matt (discus) Kereszti. And now Willett is on pace to follow in Keenan’s footsteps, as the 2013 Lambrick grad has been training in the national program from Kamloops. Diesel will do if a hybrid is too pricey

VW has one of the most comprehensive diesel vehicle lineups in Canada. Mercedes-Benz offers quite a few variants, as does BMW and Chevrolet has their Cruze Diesel (Note: I’m talking about vehicles rather than trucks). If you’re looking to go further on a single tank without moving into a hybrid, perhaps diesel might be the best option for you. VW has a plethora of cars to choose from and an SUV. Therefore, whether you need something with lots of cargo space, a sedan that looks great, or off-road ready sport ute, VW has you covered. For example, there’s the über popular Golf. The seventh generation vehicle was named the North American Car of the year for 2015. It’s not hard to see why. There are quite a few body styles to choose from whether you want a three-door, a five-door, or a Sportwagon. And both the Sportwagon and five-door give drivers the option of a 2.0L, fourcylinder, TDI engine. Horsepower specs come in at 150, while it produces an impressive 236 lb-ft of torque. That torque is reached as low as 1,7503,500 rpm. The main difference between the two aforementioned models is, that the Sportwagon is a new trim for 2015 and it has 860 L of cargo space. The five-door has 490L with the parcel shelf up and 670L with

the shelf off. The Golf TDI has a starting MSRP of $23,095 and the Sportwagon starts at $24,995. But if neither of those models tickle your fancy, consider the Jetta TDI. This four-door sedan is stylish yet yields some great fuel economy numbers; 7.7L/100km in the city and 5.2L/100km in the city. That’s on top of getting hundreds of kilometres out of one fill up. Starting at just $22,490, it deserves all the praise it is given. Having tested the Jetta TDI Highline trim (which starts at

$29,690) you get such features 17-inch alloy wheels, a six-way power driver’s seat with manual lumbar support, fog lights, leather seating surfaces, a power sunroof, and LED signature daytime running lights. While it might not be everyone’s first choice in colour, the Jetta diesel’s Toffee Brown Metallic looks like a cold glass of root beer on wheels. Yum. I found it to be refreshing and different. As for the ride and handling, this Jetta does not disappoint. One of my favourite features – aside from the 150 horsepower and 236 horsepower

from its 2.0L, turbo engine – is how it handles. The steering weight gives enough feedback to the driver to make tight turns engaging. And when paired with the DSG transmission, not only is city traffic more manageable, but less work for your left leg! If you find yourself towing a lot, or even wanting to go off the straight and narrow, consider the 2015 VW Touareg TDI. With ample room for five inside, this SUV comes with all the right touches. The refreshed interior design and styling is highly appealing to those who want a posh truck, without

paying the equivalent price of its familiar equivalents: the Porsche Cayenne Diesel or the Audi Q7 TDI. The Touareg’s starting MSRP comes in at $55,275 and goes from there. The Execline is the top-ofthe-line trim and starts at $69,575. Okay, that’s a decent amount of coin, and it’s not for everyone, but all trims of Touareg come with the same great 3.0L, turbocharged, V6 engine offering 240 horsepower and 406 lb-ft of torque. This engine is then linked with an eight-speed automatic transmission. The panoramic sunroof lets in a copious amount of daylight onto the Terracotta Brown Vienna Leather seats and into the cabin. A strong point of VWs as long as I can remember is how its cabin says so much with saying so little. For example: the centre stack. The perfect combination of buttons and touchscreen make the infotainment so easy to use and one that is not hard to navigate. Then there’s the fuel economy. In the city, it uses an estimated 12.0L/100km in the city and 8.1L/100km on the highway. Not bad for a vehicle that weighs in at 2,130 kg and has all-wheel drive. Blazers headed to Regina The Lakehill Blazers U16B girls softball is representing B.C. at the Western Canadian Softball Championships in Regina, Sask., July 31 to Aug. 3. They’ll face three Saskatchewan teams, two from Saskatoon plus the host Regina, as well as teams from Edmonton, Calgary and Winnipeg. The 12-girl Lakehill club qualified through districts in June, which it hosted at Lakehill’s home field of Ambassador Park, with Sooke, Cordova Bay, View Royal and Central Saanich. As the second-place team at the districts, Lakehill advanced to the provincials, sliding in by the skin of their teeth. “We came from behind in the semifinal to beat View Royal in

extra innings, the first time we beat them all year,” said Paul Zehr, vicepresident of softball with Lakehill. With their backs against the wall in the seventh (and final) inning, Lakehill’s bats recovered from a 5-2 deficit to draw even at 5-5. View Royal brought in three runs to open the top of the extra inning, but Lakehill managed four runs to pull out the win. At provincials, Lakehill dropped the first two games and ended up 12th. The team finished strong, however, and took up the chance to attend Westerns after others passed up their invites. Saanich Velox ruggers join B.C. women’s team Eight members of the defending provincial champion Velox Valkyries premier women’s rugby union team will represent on the B.C. Senior Women’s squad set to face the Prairie Wolf Pack for two matches in the Western Championship Tournament, July 31 and Aug. 2 in Kelowna. The two-game series against the Prairies will be used as a selection tool for Canada West versus Canada East matches, with dates to be confirmed. The 20th anniversary season of the Victoria Summer Music Festival is off to a hot start. The recent Brass on the Barge concerts at Ogden Point were greeted by rave reviews and this week’s concert by Basses Loaded brought a capacity crowd to UVic’s Phillip T. Young Recital Hall. Eugene Osadchy will be the next to perform at Phillip T. Young Recital Hall on Tuesday at 7:30 p.m. Osadchy, the former principal cello of the CBC Radio Orchestra, joins festival artistic director Arthur Rowe, piano, for selections from Beethoven, Debussy and Rachmaninoff. Victoria natives Nikki and Timothy Chooi will take to the UVic stage Aug. 7. The violinists join forces with pianist Lorraine Min in a wide-ranging program of music by Saint-Saëns, Prokofiev, Sarasate and Arcur. Aug. 8 will feature a performance by The Gryphon Trio. Victoria businessman Steve McKerrell is the new president of the Foundation for the Victoria Symphony. “I was happy, I believe I have the necessary skills to help them guide the foundation along the way,” said McKerrell. “I think the important thing is to prudently invest donors funds to provide for sustainable operation of the symphony and also build the endowment for future initiatives.” McKerrell has volunteered for three decades, including co-chairing one of the first recycling programs in Canada, serving several years on the board of the Art Gallery of Greater Victoria and chairing its foundation. He has also served as founding board member of Arts Sustainability Victoria and as governor of Glenlyon Norfolk School Board.

He was also involved with the Victoria Foundation, two years of which he served as chair. “We searched widely for someone with all of the required characteristics, experience and managing, public spiritedness and interest in music,” said Harry Swain, board president of the Victoria Symphony Society. “He has had a long interest in the arts and classical music. I think we will have long-sighted and highly professional management of the foundation [under McKerrell].” McKerrell takes over for Eric Charman, who was with the foundation for decades. Charman retired in 2014. The Foundation for the Victoria Symphony holds endowment and reserve funds to support the Victoria Symphony Society. The symphony is Vancouver Island’s largest and most active performing arts organization.

Probe reveals ‘disturbing’ trade in child porn Black Press

RCMP say a sixmonth investigation last year uncovered 1,228 incidents of B.C. residents illegally sharing “troubling” child pornography, including photos and videos of child sexual abuse, using peer-topeer networks. New crime rate data released by Statistics Canada show child pornography cases reported by police more than quadrupled from 300 in 2013 to 1,271 in 2014. But RCMP Insp. Ed Boettcher said
