level rail and road crossing needing to be resolved on B.C.’s Highway 16, comes from the New Building Canada Plan. “It’s been the location of, unfortunately, far too many accidents over the years and so we’re really proud of the fact that we were able to announce with our federal partners [this project] ... with a much safer overpass,” Minister Stone said. During construction, two kilometres of the highway will be realigned and the grade separation will carry Highway 16 traffic over the CN railway line. The aim is to reduce delays and improve the flow of goods to and from the port city on the rails. Stone and MP Bob Zimmer also announced $8.4 million in funding for the expansion of the Northwest Regional Airport. For more on that story, see Page 3.

Land deal only costs Kitimat sum of $10 By Cameron Orr

KITIMAT - A gift of 156 acres of land on Minette Bay was officially handed over recently, as marked by BC Operations General Manager Gaby Poirier in an address to Kitimat Council. “Now it’s yours. I know it’s always been a desire in the community for many years. I’m very proud to complete the transaction and make it a reality,” said Poirier. The town did actually have to spend a bit of money on the

land. Mayor Phil Germuth presented Poirier with a cheque, worth $10. The announcement of this land donation was actually made last November, and made public through a Rio Tinto Alcan advertisement in the Northern Sentinel. At the time of the original announcement it was said the choice of donating the land was partly in response to a public desire to see stable waterfront for the community. Rio Tinto Alcan’s Hospital Beach property had for a short

while been closed due to construction activity. With a planned expansion of their terminal the beach may also see another temporary closure, although the company has said there is no plan to close it long term. Mayor Phil Germuth says with the land officially in the District’s hands now he is looking towards a public process starting soon to gather community feedback for the use of the land. “We will be starting the public process soon. Hopefully

next spring would be the dream of actually starting to build it,” he said. The process will be a focused Official Community Plan update on that area specifically, and he said the Haisla will also be included to create a joint vision. He said he can envision picnic and camping areas with trails, and a small boat launch as well. No dates have so far been set for the public consultation process that will accompany any planning.

Rupert condo project raises eyebrows By Kevin Campbell

PRINCE RUPERT - A large condominium and commercial development proposed on Bill Murray Drive by SwissReal Group and Frank and Cynthia Pyde was formally introduced to city council last Monday night. The condominium building, which would sit eight storeys high and encompass 80 residential units, also includes a commercial building for medical and business offices adjacent to the structure. As part of the proceedings, council voted to pass first reading on the Proposed Zoning Amendment Bylaw No.

3377 - which comprises a section of downtown Prince Rupert, labelled Central Commercial Zone or C1 – to amend the maximum building height from 16 metres to 29 metres to accommodate the eight floors. “While this may not be a complex application, it does merit the effort to identify the different elements that are part of it,” said Prince Rupert city planner Zeno Krekic. “One part is amending the maximum building height in the zoning bylaw ... the second one is the purchase of city property for additional parking, which is required to be brought to a certainty during this process – the area for parking that they are suggesting is part of a

parking lot that is now within Chances’ parking lot. The third one is the development permit, which will be scheduled to be introduced at the second reading of the proposed bylaw and before the public hearing.” Coun. Joy Thorkelson expressed her concern that with one broad rezoning effort, multiple buildings designed for different activities and purposes will now have to function alongside each other in a zone that allows varied building heights. Thorkelson offered a split-zoning solution, whereby areas within one zone have different maximum building elevation levels. “I have a problem with changing all of our C1 zoning

to permit this building to go ahead,” she said at the July 20 council meeting. More concerning for the councillor was the lack of any sort of official community plan that includes resident input as to how they would like their city to look in light of significant developer interest. “My concern is what we want to leave as a legacy during this period of expansion ... Do we want, for example, all the wealthy people located downtown in an area? ... We need to have that discussion,” she said. Coun. Thorkelson said she will vote against any development without a plan to develop a community document that profiles residents’ wants.

Airport set to expand By Josh Massey THE NORTHERN CONNECTOR

TERRACE - The federal and provincial governments are contributing approximately half of the money needed by Northwest Regional Airport in Terrace for an expansion project. Both governments announced $4.4 million July 27 toward the projected $16.4 million project cost. Federal MP for Prince GeorgePeace River Bob Zimmer and provincial transportation minister Todd Stone made the announcement at the airport. “Expanding the Northwest Regional Airport will increase the airport’s capacity and efficiency and have a lasting effect on the region’s economic growth and development,” said Zimmer. Airport manager Carman Hendry said the first phase of the expansion will include making the airport 40 per cent larger to house bag check-in counters, cargo area, offices and other additions. “We are hoping this phase will be complete in 24 months from today,” said Hendry. “Shovels in the ground before the end of September.” With the help from the grant, that leaves $7.5 million for the airport to pay. The airport society includes a $7 fee per passenger ticket, brought in late last year, which will go toward the project. Hendry said the fee will be in place for 10 years. By the time construction is complete the terminal building will be 40

per cent larger than it is now with a more spacious holding area for departing passengers, new and larger check in and baggage drop off facilities, more room for security clearing and renovated office and counter space for airlines. The expansion project is contained within a 20-year plan commissioned last year by the Terrace-Kitimat Airport Society, a not-for-profit corporation which runs the airport. The society advanced its expansion plan because of continuing increases in passenger numbers. The airport passenger count reached 177,294 in 2013 and this July, recorded a passenger count of 23,627. Although monthly numbers have tailed off so far this year, they remain healthy. It’s why the society’s board of directors decided to act now instead of later so that it would not have to play catch up in the years ahead. The added space will reach out from the existing security clearing area portion of the terminal building. The addition will be 1,534 square metres in size and the area to be renovated within the current terminal will be 1,110 square metres for a total terminal building size of 4,101 square metres when construction is completed. The current hold room can comfortably contain about 80 people but with airlines now departing within minutes of each other, more space is needed for the increased number of passengers.

PRINCE RUPERT - The results are in: Prince Rupert city planner Zeno Krekic had preliminary Go Plan Survey numbers ready for city council last Monday night and the figures gathered offered a solid glimpse into the rental and ownership housing make-up of the city. However, the type of housing needed in the immediate future was still to be determined as the accompanying Housing Needs Questionnaire results were not yet available. Forty-one per cent of Prince Rupert residents rent their dwellings, while 59 per cent own theirs. Sixty-one per cent of those renters share their dwellings with at least one more resident, while 39 per cent rent alone. Sensitivity to rent was another key index in determining affordability of Prince Rupert housing, as any increase to a resident’s rent would put significant strain on their ability to pay to live in the unit. “We asked for a spread from $50 to $1,000 [in rent increases],” said Krekic. In social housing apartments, if the mean rent cost were to be increased $150, the individual would no longer be able to afford the unit. Multiplex units (row houses) reached an unaffordable mean in-

crease of $198. For apartments, the mean figure reached $135 and the mean increase reached $204 for multiplex apartments. “Working on this ... for three or four years, I don’t know what I was expecting, but I think I was expecting to [see] a higher sensitivity to rent,” said Krekic. Seventy-nine per cent of residents expected to stay within their existing dwelling, while 21 per cent expected to move. Among the reasons behind wanting to move, 20 per cent of respondents claimed they wanted or needed more room, 21 per cent said they wanted a change in location, unsafe conditions were cited by 12 per cent of respondents, eviction due to landlord renovations stood at five per cent and eviction due to another reason was three per cent. Forty-two per cent of residents who planned to move desired to own their dwelling, 36 per cent planned to move to market rental housing, nine per cent to social housing, one per cent to residential care housing and 14 per cent listed ‘other’ in type of housing desired. Mean monthly rent prices fluctuate for multi-person dwellings including social housing ($462), apartment markets ($686), multiplex social housing ($679), multiplex apartments ($815) and single

housing units ($963). For single resident mean monthly rent prices, the apartment social housing rate stood at $387, $531 for multiplex social housing, $658 for market apartments, $851 for multiplex market apartments, $766 for market single dwellings and $650 for movable markets (mobile homes). Average family size by each housing type listed were 1.3 members for apartment social housing, 3.5 for multiplex social housing, 1.9 for apartment markets, 2.6 for multiplexes, 2.6 for single markets and 1.92 for movable markets. “The only number that kind of jumps out is the multiplex social housing at 3.5 [members],” said

Horak and his friends have been purchasing lottery tickets together for the past three years and he said he was taken aback when he received the call about holding a winning ticket. “Everyone dreams about win-

ning the lottery and that’s why our group bought tickets every week,” he said. “My dream was that one day we would win and that dream came true.” While many in town were wondering who had won the ticket after news of a local winner was posted on the BC Lottery Corporation website, Horak said the group was in no rush to make the win public. “Prince Rupert is a small town and there were a lot of rumours about the potential winner,” smiled Horak, who said

PRINCE RUPERT - A Malaysian news outlet, The Malaysian Insider, is reporting that B.C. Finance Minister Michael de Jong has told Malaysian Prime Minister Datuk Seri Najib Tun Razak that construction on the Petronas-led Pacific NorthWest LNG export terminal in Port Edward should begin this September. According to the report released Monday, de Jong, while thanking the Prime Minister for providing the project with sound political leadership for the Malaysian-owned Petronas, mentioned that shovels should hit the ground “this fall”. “All other prerequisites have been dealt with,” de Jong is quoted as saying. “Our central government environmental certificate is the remaining piece to this and we are working through that exercise. We are optimistic that in the very near future it will be concluded.” The terminal, to be located on Lelu Island, has met with some opposition by the Tsimshian Coastal First Nation, Lax Kw’alaams Band, who claim the territory is vital to the salmon-spawning cycle and whose eelgrass environment could be tarnished by the terminal. Pacific NorthWest LNG responded to those concerns with plans for a modified export facility that includes a bridge extending past Flora Bank, which is the location of the eelgrass meadows. The environmental assessment is expected to be complete in the coming months.

KITIMAT - Lapointe Engineering has a well established reputation in Kitimat, but the local engineering firm, founded by Robin Lapointe in the 80s, is shifting to a new owner: Hatch. The deal was made official on June 1, which will start with the new name Hatch-Lapointe, and eventually it will become just Hatch, part of the larger engineering firm whose nearest major office is in Vancouver. Lapointe says Hatch was the closest fit to his own firm as far as company culture and believes opening their doors to Hatch will be beneficial.

He said he initially did have a succession plan in line with co-partners in the company, but it was eventually decided that with the scale of work proposed for Kitimat over the next 10 years, it was a prospect that was out of reach for the home-grown engineering company. Namely, Lapointe didn’t want to have to say ‘no’ to prospective clients because they were full up on contracts. “It allows us not to say no as often,” he said, which has been an issue during these busy times in Kitimat. The process working with Hatch began eight months ago, and he said he wanted a company that could build on the

PRINCE RUPERT Red tape and bureaucratic slowdown will hinder Northern Health no more. That’s the message that was delivered to city council last Monday night by Northern Health’s health service administrator Michael Melia and public health manager Jane Boutette. “For anybody who’s accessed health care and needed to go to a number of different departments in Northern Health, you probably have realized that it’s an often frustrating process trying to find the right place to go [and having] to tell your story numerous times,” said Melia. “What we’re moving towards will have integrated inter-professional teams where you’ll have staff from home community care, home care nursing, public health and mental health and addictions – all part of the same team and supported by primary care nurses. They will work really closely with family physicians to make sure that people are connected into those services very quickly. It will be one point of referral,” he went on. Melia and Boutette talked more of the new psychiatric liaison nurse position that Northern Health will be recruiting for in Prince Rupert. “It was one of those areas that was identified as a real gap in accessing services for our population and, with having them onsite, they will be able to provide support to the North Coast communities using Telehealth and Telepresence [for] support as far away as Haida Gwaii ... We’re very close to posting the position,” said Melia. Boutette offered a glimpse into a service that may be headed to Prince Rupert when she brought up Northern Health’s HIV testing initiative in Smithers as part of the organization’s harm reduction services.

With just a finger prick and a quick analysis of the blood, medical specialists can determine the likelihood of a patient being HIV-positive or negative. “There’s potential opportunity to bring that program to Prince Rupert, which would be

wonderful [in reaching] high-risk and hard to reach places,” she said. Currently, Northern Health operates a ‘needle exchange program’ which helps clients who have addictions to injection drugs. “It’s for people to access clean and safe

equipment, so we offer those services along with drop-off services for people to bring back used needles and drug paraphernalia so we can keep that off the streets of Prince Rupert. We also have an opportunity to link them into counselling programs if

Albert Jonkman

July 6, 1937 to June 4, 2015 It is with heavy hearts that we announce the passing of a loving husband and a great father. Albert retired in 1995 to travel with his wife to Arizona for the winter months. He loved to fish and hunt with his brother Berend. Albert and Betty moved to Tsawassen, BC in 2013 and in September 2014 he moved into Kin Village care home where his health declined from Dementia and Parkinson’s. Albert passed away peacefully with his wife of 57 years, Betty, and his four children - Jane, Diane, Bill and Susan - by his side. Albert leaves behind nine grandchildren, five great grandchildren, many nieces and nephews and several brothers and their spouses. Albert was cremated according to his final wishes. Donations made to the Parkinson Society would be greatly appreciated.

TERRACE - Adults looking to register for the Rec and Oldtimers’ divisions in the adult hockey league this fall now have an easier way to do it. Starting this year, registration will now be online. Last year was the first time to register for the full season at one time after having two separate half season registrations previously, said Steve Smyth, president of the Terrace Adult Hockey League. “Registering online for the season is a natural transition and extension of this direction,” he said, adding that players wanted to use credit cards to register plus some out-of-town players or shift workers couldn’t get to the registration at the arena during the times it was held. And it will save

time for the volunteers who run the league, he said. The Oldtimers’ division has five teams, who have to be 35 years old, and play without slapshots or bodychecking. The Rec division welcomes players who are at least 19 years old, is very competitive with a high level of play and many former Terrace rep players and River Kings bring a heightened skill level to the game, said Smyth. Rec has eight teams, he added. And players in the league who suit up just to play for fun are always welcome as well, he added. Teams in both divisions are very well-balanced so any team can win on any given night, said Smyth. He notes that dangerous play, verbal abuse of officials on and off the ice and player-to-player chatter has been cracked down

upon, said Smyth. “We just made the penalties stronger and actually enforced them,” he said about how the problems were lessened. In past, younger players were most likely to mouth off at officials because they didn’t like a call but empowering the referees to make the calls and ask the players to leave has worked, said Smyth. “We don’t want ice bullying and it took three or four months to get the point across that we were not going to allow it anymore,” he said. “Some of those officials have to go to work with those they’re reffed against and everyone has to get along.” Refs are always needed and they’re paid well. Online registration is expected to be up and running August 1.

Three Kitimat Marlins slice through water KITIMAT - The Kitimat Marlins swim club had three swimmers in attendance for the BC AAA Long course (50 meter pool) swimming championships in Victoria. The B.C. championships had 720 of the best swimmers from around B.C. and the Yukon in attendance. Only three of the six Marlins who qualified for the meet were in attendance due to the Kitimat pool closure. The three who attended all have made big sacrifices since April. They all moved to other communities and swim clubs to continue their training away from their families and changing schools. Zachary Dumas had his most successful swim meet ever. He competed in the boys 14-15 category. In the 400 meter individual medley Dumas achieved his second Canadian age group national time and broke the 22-year-old Northwest regional record for 15 and over boys held by former B.C. record holder in breaststroke John Stamhuis, by shaving one second off the record. In the final Dumas shaved another three seconds off the time and achieved his first ever AAA provincial medal a bronze.

His time is currently the fourth fastest time in Canada for his age group. Dumas was not content with just that, he also broke the regional record in the 1500 meter freestyle shaving five seconds off the old record held by Marlins alumni Kyler Corderio from 2012. It was also Dumas’ third Canadian age group national time which fully qualifies him to attend age group nationals later this month. Dumas finished seventh in the event. Dumas also made the A final (top eight) in the 200 fly with a fifth place finish and two B final results (finals for 9-16 placing), tenth place finishes in the 200 IM and 400 freestyle. Kleanza Cathers competing in the 14/15 girls category swam to personal best times in four out of five events and made the B final in four events. She swam to an 11th place finish in the 400 free, 12th place in the 400 IM, 13th in the 200 free and 14th in the 800 free. Alivia Soares also competed in the 14/15 girls division. Soares had her best result in the 400 IM finishing 22nd in a personal best time.

PRINCE RUPERT - Two Prince Rupert racers made some noise at the recent Houston Drags race event from July 17 - 19. First, Kham Shantz took the King of the Hill title for dragsters. Then, Rupert’s Gord Hidber placed second in the Sunday Super Pro category, giving him some valuable points for the Terrace Drag Race Association’s (TDRA) summer series.

For the Bike King of the Hill championship, Seth Harmer nabbed first-place and John Wreggit won the Gamblers category. Mike McNeice shot up the TDRA rankings with a first-place showing in Sunday Super Pro, while in the Pro division, Pete Brewer took first and Eric Jaarsma grabbed second. For the bike/sled component, top spot went to Steve Way, while Laura Angal followed him up in second-place.

Overall, 67 cars took part in the 2015 Houston Drags event. Now the TDRA members and dragster enthusiasts will gear up for Terrace’s Riverboat Days, where TDRA hosts its annual Hot August Nites. Street Legal races take place this Friday at the Northwest Regional Airport in Terrace and points races begin on Sunday and run through Monday. Food vendors will be on-site and the Prince Rupert Auto Club will also be in attendance.
