SERVING MISSION SINCE 1908

Firefighters worked hard for hours to get a fast-moving brush fire near Ferndale Avenue and Draper Street under control on Friday afternoon. They kept it from spreading to nearby homes.

All hands needed to fight fire Every firefighter and fire truck, ministry of forests helicopters, respond to neighbourhood blaze Mission Record

Every resource of the Mission fire department was called out to a fast-moving brush fire which could have had catastrophic effects in a rural area along Ferndale Avenue last Friday afternoon. Fire chief Larry Watkinson said all 14 fire trucks and 80 firefighters with the department were called out to the fire, which was first reported about 3:30 p.m. Friday. At that time, it was about half a hectare in size. The fire occurred on a steep hill in a heavily wooded area

near Ferndale and Draper, in an area of large homes. Residents of six homes were evacuated and their houses were in real danger of being destroyed, Watkinson said. He said he took an unconventional approach and put resources at the head of the blaze, to keep it from reaching the houses. “There was a significant amount of risk, and it was a difficult choice to make, but it was the right thing to do,” he said. He noted that a fire moving uphill moves three times faster than on level ground. While the Mission firefighters were preventing the fire

from reaching the homes, the ministry of forests was also involved. Two helicopters dumped buckets of water on the main body of the fire, which was burning in a heavily wooded area. After an hour of that approach from the air, the fire’s intensity had been diminished, and Watkinson said it was under control by about 6:30 p.m. About one hectare of forest was consumed. However, that was far from the end of the work. Fire crews were at the scene for 24 hours a day all weekend long, to ensure it did not flare up. They frequently had to deal with Continued on 4

Dewdney Trunk fill site a non-starter Council unanimously rejects temporary use permit for property in rural area

FRANK BUCHOLTZ Mission Record

Mission council has unanimously rejected a proposal for a soil fill site in a rural area near Dewdney Trunk Road and Wilson Road. The rejection follows a public meeting with close to 50 residents of the area on July 5 and a recommendation from staff not to allow the fill plan to proceed. Property owners David and Ralph Telep had proposed allowing fill to be placed on three properties they own in the area, over a period of several years. A temporary use permit had been applied for by Aplin and Martin Consul-

tants, on behalf of the Teleps. The area is a rural residential area and many neighbouring property owners were concerned about the water supply, if the fill site was to proceed. Some said any adverse effects might take years to show up. Other concerns raised included additional truck traffic and noise. Up to 90 additional trucks per day could be accessing the site. There were also concerns about erosion, damage to municipal roads, impact on the environment and wildlife, and reduced property values. In a letter to the District of Mission sent

Speeders nailed on Mission bridge Mission Mounties are wondering what it will take for people to slow down on the Abbotsford-Mission bridge. High speeds are a contributing factor to the severity of traffic collisions on the fourlane bridge which links the two communities. The Abbotsford-Mission bridge is one of several locations well-known to police as a place where drivers frequently travel at excessive speeds, said Mission RCMP Sgt. Shaun Wright.

Mission RCMP is stepping up enforcement on the bridge, and at several other locations, in an effort to enhance road safety in the area. In a half-hour period on the evening of Saturday, July 25, two drivers were stopped for excessive speeding and had their vehicles impounded. The highest speed observed was 153 km/h – 73 km/h over the speed limit. In a 90-minute period Thursday, July 30, police cited another

to questions raised at the meeting. He was concerned that the fill site would affect people’s water supply. Coun. Danny Plecas said there were concerns about soil, traffic and the impact on the environment. “Does this project benefit Mission more than prejudice it?” asked Coun. Jenny Stevens. “In my mind, the benefit is outweighed by prejudices.” Coun. Pam Alexis thanked members of the community for their detailed response to the proposal and the impressive amount of research they did. “It’s the right decision,” Mayor Randy Hawes said of the rejection.

after the meeting had taken place, David Telep said that of those who took part in the meeting, “many were not in the catchment area.” He said he felt that the engineers they had hired and Ken Workman, the proposed operator of the site, could deal with the concerns that were raised. “We live by the words of our engineers. They believe this is a sensible proposal and we rely on these experts to make their judgments and decisions based on their experience and education in the engineering field.” Coun. Jim Hinds said he felt that the applicant didn’t always give clear answers

eight drivers for excessive speeding and impounded four vehicles. The highest speed observed on that occasion was 144 km/h – 64 km/h over the speed limit. In addition to the bridge, the RCMP are currently looking at increased speed enforcement on the Cedar Valley Connector and the area of Stave Lake Street and Ferndale Avenue. Police hear frequently about speeding issues in both locations.

FIVE TYPES OF PRAYER

2010 MALIBU HYBRID

There is no limit to the kinds of prayer which are possible, since prayer is any genuine attempt to communicate with God, but there are five types of prayer which seem to be virtually universal. The first type of prayer is the prayer of thanks. Many of the faithful start and end each day by thanking God, and there is always something to be thankful for, including our very existence. The second type of prayer is the prayer of confession or contrition, where we confess our sins to God. This is often framed in terms of what we have done wrong or what we have failed to do, and should include improper or unkind thoughts, and true remorse. A third type of prayer is the prayer of petition, the prayer which asks for God’s help. These prayers are sometimes thought unnecessary, since God presumably knows better than we do what we need, but it certainly feels right to ask God for help. A fourth prayer is the prayer of praise, where we extol or exalt God, typically for his goodness, power, or wisdom. The last type of prayer, which is often overlooked because it is more akin to meditation than to prayer, is when we simply feel ourselves in the presence of God who cares for and about us. The sense that there is a Supreme Being who is not indifferent to our suffering should become a way of being in the world, and something which we should strive for constantly.

to protect the community. It is a lot of sacrifice.” Watkinson said conditions are tinder dry. While some rain occurred this week, he said it will take a good week of precipitation for the ground to start to retain some moisture. The fire department was also called to a structure fire on Ashmore Place at 6 a.m. Saturday. Watkinson said the damage was contained to the back of a house.

Stage 4 water restrictions unlikely FRANK BUCHOLTZ Mission Record

The rains of the July 24-26 weekend helped to replenish the Dickson Lake reservoir drawn on by Abbotsford and Mission residents. However, if hot dry weather continues and water use is excessive, Stage 4 water restrictions could be implemented. Mission council was updated as to the state of the reservoir at its Tuesday meeting. A report to council says municipal engineer Tracy Kyle will have authority to implement the Stage 4 restrictions “should the Dickson Lake level drop to the Stage 4 trigger level.” However, it is unlikely that going to Stage 4 will be necessary, Kyle told council. She and Brent Schmitt, City of Abbotsford water planning engineer, were on hand to answer questions about the water situation. Schmitt said that

water use since Stage 3 was implemented is actually quite good. Last weekend, there was usage of 81 to 85 megalitres per day, down from 106 megalitres per day before the Stage 3 restrictions were imposed July 3. He said the water system is also making use of well water where possible in order to keep the drawdown on Dickson Lake and Norrish Creek minimized. Coun. Carol Hamilton asked what it would take to get to the point where Stage 4 would be necessary. Schmitt said it would only happen late in August or early in September, and only then if some other portion of the water system experienced a failure and there was more pressure on Dickson Lake. Mission Mayor Randy Hawes said last Friday that the replenishment provided by the rain has helped and “there has been a pretty good refilling of

the reservoirs.” Stage 4 would likely mean that the outdoor water park adjacent to the Mission Leisure Centre would either be shut down or have its hours restricted. It is a popular cooling-off location for many Mission families on hot days. In addition, commercial car washes in Mission would have to close, as they do not recirculate their water. Water haulers and residents using water fill stations to replen-

Kyle said she and parks and recreation director Maureen Sinclair have already discussed the matter. Hawes said the limits on water use this summer are a wake-up call to think about the long term. The Stage 3 restrictions mean there is a ban on lawn sprinkling and use of fountains that do not use recirculated water. Other restrictions have also been brought in. He said there needs to be further study of Harrison Lake as

ish their wells would be restricted to using the water for domestic purposes only. Coun. Pam Alexis said it would be very unfortunate if the popular water park had to close or have hours restricted due to Stage 4. She asked that staff look into what it could cost to have a recirculating water system installed at the water park so it could always operate in the summer months, no matter what the state of the water supply.

Long-term thinking

Mayor Randy Hawes makes an excellent point about water, as residents of Mission and most parts of B.C. live through some of the driest conditions in memory. Hawes asks this question: If communities such as Mission are bumping up against Stage 4 water restrictions this year, how will any of them ever be able to supply enough water to their residents when the population is much larger in the future? Virtually every planner, public agency and citizen is predicting such a population gain. Hawes says it’s time for some serious long-term planning for a sufficient water supply, not just for Mission and Abbotsford, who currently share water resources, but for the entire Lower Mainland and Fraser Valley region. He told Mission council Tuesday that Harrison Lake is one of the best potential sources. The lake is deep, clear and cold. Earlier studies showed that there could be an intake point near

Echo Island, at a depth of some 350 feet, which would likely be far below any potential source of contamination. Hawes said that millions of people could be supplied from the lake, which has a watershed of 9,000 square kilometres. Metro Vancouver needs to be part of any long-term planning effort, he says, as it is likely to exhaust its water supply in the future, given the large number of new residents expected over the next 30 to 50 years. While the Metro supply from two North Vancouver reservoirs and Coquitlam Lake is abundant at present, the three watersheds combined are much smaller than the Harrison Lake watershed. As B.C. residents are learning this year, there is plenty of water here, but it is not always abundant when it is most needed. Long-term planning for a steady and secure supply of water is one of the most vital actions that any level of government can take to prepare for the future.

B.C. Views Now that the political back-and-forth is over, there are two questions left about the Petronas-led proposal to make the biggest private-sector investment in B.C. history. Will it actually happen? And is it a good deal or a bad one? Premier Christy Clark ducked the first question on the day the project agreement for Pacific Northwest LNG was approved by the B.C. legislature. “After many predictions about the Canucks and the Alberta election, I don’t make predictions any more,” Clark said. “But I can say that this project has gone farther than any of our critics said that it would.” For what it’s worth, my prediction is on record: it will go ahead. The latest evidence is the company’s continued, costly effort to gain federal and local approval for a suspension bridge to Lelu Island to minimize the marine impact.

Lax Kw’alaams Band members could not have had details on that change from an underwater pipeline when they voted to oppose the project in May. Is it a good deal? The mayors of Prince Rupert and Port Edward have made their views clear – they see it as a lifeline for an area that has struggled for years with a faded forest and fishing industry. The B.C. NDP is also now clear, having voted against the project agreement in the brief summer session of the legislature that concluded last week. Whether the project proceeds or not, this will be a key election issue in 2017. NDP leader John Horgan and other MLAs made much of the lack of job guarantees, pointing to similar projects in Australia. Natural Gas Development Minister Rich Coleman issued a statement with excerpts from the state of Western Australia’s agreement for the Gorgon LNG project. The so-called guarantees contain qualifiers like this: “... except in those cases where … it is not reasonable or economically practical to do so, use labour available within Western Australia.” Obviously there were no job guar-

antees, which could only exist in a command economy – in other words, a communist dictatorship. Everyone agrees that specialized trades such as welding alloys for low-temperature operation will be brought in. And LNG processing trains will be shipped in pre-fabricated from places like South Korea, as they have been in Australia and elsewhere.

B.C. producers would pay an LNG income tax, which is a first in the history of the industry. Pacific Northwest LNG is on record with federal regulators that in the latter stages of construction, the use of foreign labour for the project could reach 70 per cent. Does that make it a bad deal? Perhaps B.C. could attempt to develop this expertise from the ground up. It seems to me that was tried with alumi-

num ship fabrication, and it didn’t work out too well. For David Keane, president of the B.C. LNG Alliance, the question is how many large LNG projects, pipelines and all, can be managed at the same time as the Site C dam is being built. It was skilled labour shortages, and particularly a shortage of supervisors, that caused Australia to lose some of its proposed projects. Keane said all LNG proponents here want to use as much local labour as they can, because it’s less expensive and it builds local support. And he disagrees that B.C. is a sweet deal for the industry. Among other things, pipelines have to be built across two mountain ranges. Not only that, B.C. producers would pay an LNG income tax, which is a first in the history of the industry. Add to that PST, GST, payroll taxes, municipal taxes and federal and provincial corporate income taxes. Add aboriginal revenue sharing, and we have a deal. YOUR VIEWS

Animals will suffer if shelter moves Transferring animal control functions from Mission to the Fraser Valley Regional District will cause harm – to the animals, to dog owners of Mission and to loyal personnel in Mission who have been carrying out this function. It will cause serious long-term harm to relationships between the substantial animal-loving community

and council. Mission will lose all control of the activity and also lose the ability to respond to complaints. The mayor has argued that FVRD is very responsive to Mission concerns. Having served on a number of joint committees at FVRD, I cannot agree. Regardless of opinions on responsiveness, Mission can always be outvoted.

The mayor stated there would be a “get out” clause in any agreement. This is somewhat disingenuous, as the Mission animal control facility will have been sold and the staff dispersed. So, in practical terms, such a clause is meaningless. The concept of keeping dogs in a cage, in a vehicle all day is cruel. The vehicle may be air-conditioned but

the stress level on dogs would be substantial. Chilliwack is a long way away and not reachable by public transport. The offer to “drive the dog back” is not a suitable solution. For instance, if there is any doubt of dog identity (lack of collar or tag) this will not work. Given the distance to Chilliwack, adoptions of dogs by Mission residents simply will not

happen. There are significant differences in fees, charges and fines. FVRD can impose charges of up to $1,000. Fines of this magnitude should not be imposed without proper due process. Due process does not exist at FVRD. It is understood that council decisions cannot always be popular, but this decision would

M U R R AY G M A B B O T S F O R D

cause great bitterness among the significant animal lovers’ community. It is unlikely that bitterness would quickly dissipate. Much good that this council has achieved is likely to be submerged

in feelings of betrayal. This is a really bad idea that would have significant unfortunate consequences. Please don’t do it. Ron Taylor Mission

Kim Gaucher has come a long way. From Mission basketball product to 2015 Pan Am Games gold medalist, the 31-yearold guard summarized the latest victory as a historic win for the Canadian women’s national team – and it certainly was. This is the first gold medal finish for the Canadian women’s basketball team at the Pan Am Games. They last medaled at the Games in 1999, in Winnipeg, where they lost to Cuba in the finals to claim silver. Canada toppled the Americans 81-73 in the women’s Pan Am basketball final in front of a sold-out crowd at Ryerson Athletic Centre in Toronto. “This was the first time playing in Canada on such a stage,” said Gaucher, who tallied five points and five rebounds, shooting 33 per cent from the field. “To have the crowd there, chanting, it was great. The atmosphere [was] intoxicating. There were even scalpers,” she said, laughing. Gaucher said the tournament’s schedul-

Good hearing but trouble with conversation? good solution for most people.

A lot of people have trouble catching what people say, especially in group situations, despite having good hearing. What a lot of people don’t know is that this may be caused by damage to the so-called motor or amplifier function of special cells in the ear. A new type of hearing aid can help balance this out. A great many people have difficulty hearing others clearly on a daily basis. Bad acoustics, unclear pronunciation, background noise and music often make it challenging to catch what people say. This results in them having to repeatedly ask questions, straining to hear and perhaps increasingly avoiding discussions in large groups. As mentioned earlier, this may be caused by malfunctions in special cells in the ear. According to a theory proposed by hearing researchers, “motor cells” are a type of hair cell responsible for amplifying quiet sounds. They vibrate up to 20,000 times per second. If these hair cells do not work properly then quiet sounds are no longer naturally

This improvement in hearing can be achieved for some clients through the new Phonak Audéo V’s hearing aids. This cutting-edge hearing technology comes in a miniature casing that can significantly enhance the user’s ability to hear speech in company. The hearing aids attune to the person you are speaking to and can also recognize if ambient noise increases in the background. Connect Hearing is currently looking to improve hearing for people who experience these challenges and want to try this new technology. McCoy band, 1066 perform at concerts The 25th season of the Envision Financial Twilight Concert Series continues Friday, Aug. 7 with a performance by the Ken McCoy Band. Award-winning songwriter and performer McCoy leads his acclaimed band in their twilight concert debut this summer. They have been delivering their hard-driving, good-old-time country and classic rock music in venues large and small for years. They bring huge amounts of energy and personality to the stage. On Wednesday, Aug. 12, 1066, a perennial favourite at Envision Financial Twilight Concerts, will perform. Their slightly irreverent, light-hearted style offers music covering a broad range of the musical spectrum. Over the years they have shared the stage with

such diverse luminaries as “Irish Rover” Will Millar, jazz piano phenom Michael Kaeshammer, and big band leaders Dal Richards and Mart Kenney. Group members do not take themselves too seriously except when it comes to working hard to make sure that their audiences have a blast. On Aug. 12, concert-goers will have the opportunity to take part in Envision Financial’s Full Cupboard program and support St. Joseph’s Food Bank. They can bring non-perishable food or cash donations to the concert. The concerts continue on Wednesday and Friday evenings from 7 to 8 p.m. until Aug. 28. Those attending should bring a lawn chair or blanket and settle in for a range of live music at Fraser River Heritage Park.

Street Fest set for Aug. 15 Aboriginal history to be a focus

FRANK BUCHOLTZ Mission Record

Saturday, Aug. 15 is Mission Street Fest Day. The event is organized and sponsored by the Mission Downtown Business Association, and a wide variety of activities for people of all ages are planned. The purpose is to highlight the many shops and services in Mission’s downtown area. Mission’s historic downtown features unique shops, entertainment venues and establishments offering a wide range of goods and services. There is truly something for everyone in the area. The Street Fest allows First Avenue to be turned from a busy street (which is normally part of Lougheed Highway) into a giant stage and event area for much of the day. It will be closed from Horne to Grand to allow for the many events, with traffic detoured. Businesses will set up tables and tents along the sidewalks, and visitors will also be welcome to come inside the shops. “We are dedicated to promoting and enhancing our downtown and encourage you to shop local and support our community,” says the association’s website. “Get a feel for the amenities in the area. Shop, dine, do business and connect with friends in

the heart of Mission. We’re sure you’ll find downtown a warm, welcoming place to be.” This year’s event will have a focus on aboriginal history. Executive director Jamie Hayes says there will be a pow wow on the street, and there will also be aboriginal artisans on hand, offering many unique works of art and crafts for sale. Many of the artisans are local people. There will be children’s activities and events, including the popular bouncy castle, face painting and a magician. Live music featuring Mission musicians, and those from further afield will be part of the event. The music is being organized by Merv Tremblay of the Merv Tremblay Band, and the stage will be set up at First and Grand Science World On the Road will also be there, with demonstrations and activities from the popular downtown Vancouver attraction. Hayes expects this to be a p[opular attraction. Hayes says last year’s Street Fest attracted about 3,500 people, and they had the opportunity to find out more about the many downtown businesses. She is hoping for 5,000 people this year. The event runs from 10 a.m. to 4 p.m.

Its humble 135 horsepower and 150 lb-ft of torque being produced from its 1.4L, MultiAir Turbo four-cylinder might look mediocre on paper, but it brings this car to life. And of the three available engines offered, the base, naturally aspirated 1.4L MultiAir, the Turbo, or the Turbo from the Abarth version (160 horsepower and 170 lb-ft of torque), the 500 Turbo (middle child of engines) is my top pick. It is spirited, peppy and makess driving fun. It’s enough horsepower too play with, but not enough to get into too much trouble. Adding to the fun factor is w the introduction of an all-new uAisin heavy-duty six-speed auual lover to tomatic transmission. A manual the core, I quite liked the new addition to the fold. It also took the edge off in urban commuting. And for the times when you want a little more gusto, there’s a “Sport” mode. You’ll find this magical button on the instrument panel. What it does is change the throttle mapping for improved engine responsiveness. While I love the car as a whole, I still have a couple of quibbles with it. The instrument panel (with the push

And it looks misplaced. But for the reasons I wrestle with the Fiat 500 Turbo, there are plenty more favourable features that put me at ease. The optional Beats stereo system sounds great in the cabin, the leather-wrapped sport steering wheel and shift knob fee feel nice between my fingers and th the optional red leather seats make the interior pop. Then there’s the drivability. I love iits competency in corners.
