TERRACE - The Kitsumkalum and Kitselas can now formally advance into the final stages of their treaty negotiations with the federal and provincial governments thanks to agreements in principle signed Aug. 4. Both First Nations approved their agreements more than two years ago through referenda but senior government approval wasn’t made official until today’s signing. The Kitsumkalum agreement provides for approximately 45,406 hectares of land, north and west of Terrace, and $44.2 million (to be adjusted for inflation), once a final agreement is reached. The Kitselas agreement provides 36,158 hectares of land east of Terrace, and $34.7 million (to be adjusted for inflation), once a final agreement is reached. It may take several years yet of negotiations to reach a final agreement for both First Nations and members from each will again vote to approve of their content. Kitsumkalum chief councillor Don Roberts and Kitselas chief councillor Joe Bevan signed for their governments while the province was represented by aboriginal relations and reconciliation minister John Rustad. The federal government was to have been represented by Conservative Member of Parliament Mark Strahl from the Fraser Valley in his capacity as the parliamentary secretary to the federal aboriginal affairs minister but his trip here was cancelled because of Sunday’s election call. Instead, the federal government was represented by a senior land claims official to formally recognize Canada’s signing of both agreements in principle. “We’ve been waiting 20-some some years; it’s a long time to wait,” said Bevan. “I mean, having two people decide on the right course is tough enough, but getting three governments all wanting to position themselves, well that’s tough.” “This is a huge step, we’ve been waiting two-and-a-half years for them to review the document,” said Bevan. “It’s all up for negotiation. We can’t assume anything is a given,” he added of the next steps in negotiation. To honour the step forward, and to indicate Kitsumkalum’s desire to keep progressing, Roberts gave the province and Canada each a hand-painted paddle. “It is to signify that we will paddle together,” he said.

Rupert, Port Ed receive infrastructure money THE NORTHERN CONNECTOR

PRINCE RUPERT - As provincial and federal funding announcements were being sprinkled all over northern B.C. last week as part of the New Building Canada Plan, Prince Rupert and Port Edward took centrestage last Tuesday. B.C. Minister of Transportation and Infrastructure Todd Stone arrived on the North Coast and was welcomed by Prince Rupert Mayor Lee Brain and Port Edward Deputy Mayor James Brown in council chambers at City Hall in Prince Rupert. Two funding announcements, one in each municipality, highlighted the minister’s stay. First, a $4.4 million contribution by the federal and provincial governments to help upgrade Prince Rupert water lines and dam infrastructure through a Raw Water Supply Grant was provided to the city. $2.193 million from each of the governments make up the total contribution. For Port Edward, $2 million was put towards the construction of a Wampler Way bypass designed to divert traffic from the community’s core and Skeena Drive and enable vehicles to exit the highway before the entrance of Watson Island onto a road looping behind the

ments such as the ones that we’re here announcing today are going to be key in insuring our communities are going to be prepared for the continued growth,” said Minister Stone. “Today is a very exciting day for Prince Rupert,” added Mayor Brain. “That’s $4.4 million towards the existing, almost century-old origi-

nal water lines and water dam upgrades. They’re a critical piece of infrastructure that we absolutely need to address ... Not only is this going to help ensure the safety of the water supply for our residents, but it also is one of the requirements that we had to ensure that ExxonMobil were able to proceed on Lot 444 for their LNG proposal.”

Port Edward Deputy Mayor Brown was equally as excited for the funds injection for Wampler Way. “I’m proud to be from Port Edward. We all work very hard together here at the District of Port Edward,” he said. “This contribution ... would make [former Mayor Ed Wampler] really proud today. He was a real true leader. He taught us how to go and fulfill your goals and your vision ... We’re doing [this] for the people of Port Edward.” Minister Stone commented on his personal experience as eyes across the province and in Ottawa have shifted to northwestern B.C. with industry advances have helped make the region become a lightning rod for prospective job growth. “We are so excited about what’s going on in northwestern British Columbia,” said the minister. “It’s been far too long that this part of the province has often lagged behind from an economic perspective, but today this is the epicentre of some of the greatest employment opportunities that we’re going to see in our province for the next 50 years ... These are where the jobs are going to be, so we’re going to be there with infrastructure improvements so that infrastructure doesn’t

in any way represent an obstacle to the economic growth that this region is beginning to feel.” Brain also mentioned a program for water system upgrades, called ‘Re:Build Rupert’, designed to address the port city’s $288 million infrastructure deficit.

Kitimat defends moves for affordable housing KITIMAT - The amendment to the M1 Zone was formally adopted by council on July 20, which sets contributions to the town’s affordable housing fund. The process capped off a lengthy public hearing process. Mayor Phil Germuth says the amendment will benefit Kitimat by providing affordable housing options to the community which will offset potential challenges with future construction. Kitimat saw a housing crunch during the construction work for the Rio Tinto Alcan modernization which resulted in low vacancy and high rental rates. The town already set contribution requirements for in-town work camps, namely so far a requirement of the Civeo lodge proposal and Horizon North, and this amendment, says the mayor, means the town can collect contributions from all camps that are

installed in the industrial areas as well. “We started a bylaw for camps outside the M1 zone, so that would be the Civeo camp and the Horizon North camp,” said Germuth, before council expanded to look at those within M1. The contributions are effectively $500 per bed, although the bylaw has provisions that a developer can instead build the affordable housing units directly. “In reality that works out even better for the community,” he said. “It takes away from us having to get builders together and manage a project.” Germuth notes that work camps do in a sense go a ways towards solving housing issues during construction but council still found it valuable to find benefits for the community at large from the projects. Support, he adds, isn’t always coming from other level of governments on affordable housing. “You had to find some way to do [affordable housing],” he said.

SMITHERS - The provincial fire centre here is now allowing Category 2 and 3 open fires in the Skeena and Bulkley fire zones but continues to ban them in the Nadina zone. The Aug. 4 announcement followed several days of heavy rains which have helped lower the fire hazard in the re-

gions. Still, officials are cautioning that steps still be taken to safeguard against fires. And they says that individual municipalities and local governments may continue to place their own restrictions on burning.

PRINCE RUPERT - It might have been a first for Prince Rupert council chambers. The 1984 comedic film ‘Ghostbusters’ was referenced by Coun. Joy Thorkelson at the last council meeting in July, but the councillor’s message was anything but funny. “[The ocean has] had a growth of algae that’s created a slime. If anyone has seen ‘Ghostbusters’, they’ll know ectoplasm. That’s what the slime is like – ectoplasm,” said the councillor. Area fishermen face the dire reality of a much lower-than-expected return on Skeena River sockeye salmon, a trend that is seemingly affecting all areas of B.C. due to the slime and warmer than usual temperatures on the North Coast. “It’s too bad because this was predicted to be the best year since 2001. Kitimatian studying next generation of computer tech By Cameron Orr

KITIMAT - As far as most consumers need to be aware a computer is essentially a magical machine that uses electricity to let us share photos of cartoon characters making humourous life observations through Facebook. However a wall in advancement is beginning to loom, where circuits can only get so much smaller, a part that allows both portable tech and faster speeds. At the University of Northern British Columbia a team of researchers, including Kitimat’s Aaron Germuth, are at work laying the groundwork for the next computer advancement, making circuits just a molecule wide. Germuth’s work has tak-

en him to Boston, where he gave a 20-minute presentation to a crowd at the Institute of Electrical and Electronics Engineers/Association for Computing Machinery International Symposium on Nanoscale Architectures. His presentation was from information in a paper he co-wrote with Computer Science Professor Dr. Alex Aravind. “The idea is that every two or three years we get the transistors in computers a little bit smaller which means we can put more of them on which means our computers get a little bit faster. But we’re just advancing this little bit by little bit,” said Germuth. “The future is what if we could get these things to be one molecule big?” An interesting aspect of Germuth’s rise in academic prominence is that he, like

many people, didn’t actually know what he wanted to do when he applied to go to UNBC. In fact, his desire to go was primarily driven by the fact that a lot of his friends were going too. Even so, peer pressure that brings you to a university must be good peer pressure, and he’s been more than happy with his choice. “I’m glad I went because it’s a research intensive university and the professor to student class size means I had way more opportunities to do research with professors,” he said. His path led him from biochemistry to computer science to the joint-application he’s studying now. “This is all just theory now and we won’t know whether this can work until science advances to the point

where we can manipulate individual molecules. And we’re getting there fast,” he said. While Germuth was ready to graduate this year he’s opted for another year. After that it’s anyone’s guess where he’ll go but he’s looking at opportunities in some graduate schools. He even has an interview with Google lined up, he says. On July 31, 2015, Lucio retired after 46 years of dedicated service with Prince Rupert Grain Ltd. Lucio began his career on the waterfront at PRG 1 in 1969. He then moved to Prince Rupert Grain Ltd. on Ridley Island in 1985, where he worked as a Locomotive Operator and then as a Millwright, becoming the Chargehand in 1997. MOU leads to Tuck Inlet Road paving, more frequent sailings By Shaun Thomas

LAX KW’ALAAMS - Residents of Lax Kw’alaams will soon have access to a paved road, a completely refurbished ferry and additional sailings to Prince Rupert. Minister of Transportation Todd Stone announced the signing of a Memorandum of Understanding with Lax Kw’alaams leadership on July 28 that will move forward the needed engineering work to pave Tuck Inlet Road, while the ministry will provide funding to refur-

bish the Spirit of Lax Kw’alaams in 2016/2017. The memorandum also commits the province to supporting five additional weekly trips between the two locations of Aero Point and Tuck Inlet beginning this summer with a $400,000 annual commitment. “By ensuring safe and reliable access to the community, we’re supporting local traffic and helping encourage future economic development in the area, which will benefit the Lax Kw’alaams and all British Columbians,” said Stone, noting the

ministry will work with the band regarding a future replacement for the current ferry. News of the paving moving forward was welcomed by Lax Kw’alaams Mayor Garry Reece, who recounted some of the experiences residents have had driving to and from their homes. “In 1997, Tuck Inlet Road was not more than an upgraded logging road from the community to Tuck Inlet. Our trucks and cars had to withstand the two-feet potholes and dusty road, which had a tremendous

effect on what we could bring into the community such as food, building material and general supplies,” he said. “Today we can celebrate the commitment that the Province of B.C. is making to all of us to have this most-critical transportation system upgraded and paved.” Reece called the commitment a “long-awaited dream.” BC GOVERNMENT / THE NORTHERN CONNECTOR

New education minister named as Priemer Christy Clark conducts a mid-year shuffle of her provincial cabinet

VICTORIA - BC Liberal backbencher Mike Bernier is B.C.’s new Education Minister, while predecessor Peter Fassbender takes over as Community, Sport, and Cultural Development Minister, with responsibility for TransLink as well. The mini cabinet shuffle announced Thursday by Premier Christy Clark also shifts Coralee Oakes, who previously headed the ministry that deals with municipalities, to Minister of Small Business and Red-Tape Reduction, with responsibility for the Liquor Distribution Branch. Fassbender headed the province’s negotiations with B.C. teachers during last year’s strike. He held out for a negotiated settlement the province achieved rather than legislating teachers back to work, as had been the pattern in several previous teacher strikes. The removal of TransLink from Transportation Minister Todd Stone’s portfolio comes in the wake of the defeat by Metro Vancouver voters of a plebiscite on the creation

Carole Anne Walker November 23, 1957 to July 28, 2015

Carole Anne Walker (Holme), born Nov. 23, 1957 in Liverpool, England, passed away peacefully on July 28, 2015 after a brave battle with cancer. Survived by her loving husband Andrew, her children Michael and Lisa, her brother Gary, her Aunt Marlene, Uncle Bill and cousins, as well as her sweet little dogs Sophie and Lily. Carole was known for her kind, gentle nature and her love for family, gardening, animals and travel. Her memorial will be held on Saturday, August 8 at 2pm at First United Church in Kitimat, BC. In lieu of flowers, please feel free to make a donation to the BC Cancer Agency.

Elio Bravo (Leo) June 8, 1933 - July 31, 2015

Elio Bravo died peacefully Friday, July 31st, 2015, at the age of 82, in his home in Nanoose Bay, BC. Elio was born to the late Giuseppe and Virginia Bravo, June 8, 1933, in San Vito Al Tagliamento, Italy. In 1957 he married the love of his life, Rosa Schwegler. As one of Kitimatâ&#x20AC;&#x2122;s early pioneers, arriving in 1952, Elio came to Kitimat to begin his legacy. With a passion for hard work and a dream to see his new adopted home town prosper, Elio, along with his late brother, Joe Bravo, started businesses that continue to operate today. He was a member of the Kitimat Rod and Gun Club, Italian Cultural Club, Gyroâ&#x20AC;&#x2122;s and the Chamber of Commerce. Work, friends and family were Elioâ&#x20AC;&#x2122;s driving forces and he impacted all those who knew him in ways beyond measure. Elio is survived by his beloved wife of 58 years, Rosa, his four children, Pino Bravo (Patricia) of Kitimat, Rosanna Bravo, Silvana Bravo and Elia Bravo of Vancouver Island; six grandchildren: Lindsey (Michael), Nikka, Alexandra, Elio, Helena and Seanna and many nieces and nephews. Whether at work or play, Elioâ&#x20AC;&#x2122;s larger than life presence, booming voice and powerful hugs, will be missed by all. Funeral Services will be held on Wed., Aug. 12, 2015 at Christ The King Catholic Church 1760 Nalabila Blvd., Kitimat, BC, at 1:30 pm. Reception to follow after the Funeral Mass.

PRINCE RUPERT - “If new goalkeeper Frank Slubowski can catch a fish, a small hockey puck should be no problem.” That’s the translated cutline that accompanies a photo featuring a grinning Slubowski, a Prince Rupert goaltending product who suited up for the NCAA’s Western Michigan Broncos for the last four years, holding up a fish on Polish website nto.pl. Last week, Slubowski signed a one-year contract with the Polska Hokej Liga’s (Polish Hockey League) Orlik Opole. “They found me,” said the goalkeeper describing the process of signing in Poland. “Poland’s trying to establish their national team and their league over there, so they’re trying to make it stronger. They’re recruiting guys, especially with Polish backgrounds.” Slubowski, who had a career 2.34 GAA and .909 SV% with the Broncos playing Division I hockey, has admit-

tedly never seen a Polska Hokej Lifa (PHL) game or been to Poland, but he’s eager to learn. “I’m kind of nervous because it’s overseas, but I thought it was the best opportunity for me,” he said, adding his flight leaves next week. According to Polish international hockey rules, if a player has a Polish background (as Slubowski does) and plays in Poland for two seasons, then that player can qualify for the Polish national team – a program that the country is prepared to invest in and grow. “I looked at both options – staying in North America and over in Europe and I just figured with this national team opportunity and the opportunity to rise faster over in Europe rather than North America, I thought it was the best option,” he said. According to PHL rules, starting this year a player with Polish roots must appear in goal for at least half of each team’s games during the season. Slubowski fits that bill pretty well and was a main target for Opole in the off-season. Helping Slubowski learn the language after already playing a year in the PHL, Poland’s top hockey league, will be American Mike

Cichy – a forward who played with Slubowski in the goalie’s first year at Western Michigan. Cichy was the thirdleading goal scorer in the PHL last year, finding the net 29 times in 44 games. “Just knowing someone and someone who can speak English will help a lot,” said Slubowski. “[Learning the language and customs] will come in time. I heard it’s a different lifestyle ... to learn about it will be pretty fun.”

Kitimat soccer on the increase By Cameron Orr THE NORTHERN CONNECTOR

TERRACE - The popularity of youth soccer in Kitimat continues to rise, says soccer coach Donald Pacheco. Pacheco recently finished his annual Coach P’s Soccer Camp program which runs for a week in July. He said for this fourth year he continues to see a rise in participants. It edged up even further this year from 47 to 50. Overall Kitimat Youth Soccer is up 35 new players as well. “Soccer’s starting to get big in this town again,” said Pacheco, who knows the sport, in

decades past, has been immensely popular. His week-long soccer camp uses four instructors, and he said this year’s participants were actually the best group he’s had. He introduced a video session which he said proved very useful. Building up the sport with the younger players, he says, will go a long ways in making it a staple activity for Kitimat. The camp serves kids between five and 14 years old. His work with the summer camp has been successful enough that he says he’ll be hosting similar camps in other communities next year.
