T
he cycle of illiteracy in a community can be tough to break. One provincially based program running in Port Alberni is bucking that trend by signing up parents as literacy supporters. “The legacy is illiteracy,” says Charmead Schella, executive director for Literacy Alberni, which started the PALS committee in Port Alberni in 2011. “You have parents in the house that don’t read, then it’s a cycle.” Including parents as literacy supporters is important if we are to break that cycle, she said, for literacy “is not just reading. It’s all scopes of literacy. It is often how literacy is embedded in everyday life. “You don’t have to be sitting in your child’s room at night reading to your child…it’s the idea of embedding (literacy) everywhere in your home.” Dr. Jim Anderson and Fiona Morrison developed the Parents as Literacy Supporters program as part of the 2010 Legacies Now project. PALS “gives families new strategies to encourage learning in their preschool and Kindergartenaged children.” It also approaches children’s literacy development from

real benefits, is to help bridge the gap between parent and classroom.” Villette and McLane’s sessions typically take place over several Friday afternoons, and kids can learn anything from letters of the alphabet to a Valentine’s Day craft. “We do quite a lot of activities in the school and out in the hall,” he said. One popular activity sees Villette spread shaving cream on a surface and have the kids do “foaming art” demos. “On 100 Days they find out where 100 steps will take them and will put a sticker on the wall.” They work with grids
and fruit as a numeracy exercise too. “The whole point of all of this is it doesn’t look like what people think literacy looks like,” he said. “I just want to give kids as many different kinds of exposure to literacy as I can.” Parents are the key part of the PALS program, Villette said. “The whole point is to get parents involved. I know I have some parents who have poor literacy. What (PALS) does is remove the shame about it a little bit. It teaches them they can come into the school and no one’s going to judge them on their literacy.”

ACRD gets approval for airport KATYA SLEPIAN ALBERNI VALLEY NEWS
Only 1.5 percent of valid electors within the Alberni Valley voted against AlberniClayoquot Regional District’s plan to borrow up to $6 million to extend the airport runway. The decision on how to proceed now goes to the ACRD board, CAO Russell Dyson said. “They now have the ability to adopt the bylaws if they wish,” Dyson said. The two bylaws will allow the board to borrow up to $6M and requisition up to $466,250 or $0.15 per $1000 of taxable value (whichever is greater) for airport related services. (The decision came to the board at their Aug. 12 meeting, after the News went to press.) If the bylaws are adopted, the board is authorized to borrow the $6M if they choose. However, they do not have to borrow the maximum amount or any amount whatsoever, Dyson said. According to the ACRD, the runway extension would lengthen the currently 3,952 by 75 foot runway to 5,000 by 100 feet. The length would be gained by extending the runway to the east. The width would be added by 12.5 feet on each side of the runway. The runway extension isn’t the only thing that could be funded by the $6M. “We could use that borrowing power for the lights but the lights were part
of one of our grant funding requests so we’re hoping that grant funding will be available for the lighting as well as the expansion,” Dyson said. Including GPS capability is already factored into the ACRD’s capital budget. “If the board adopts the bylaws we will inform the various funding organizations that we’ve applied to grants for to confirm that the board has the ability to fund its portion,” said Dyson. ACRD staff recommendations outlined in their report advise the board to wait until the grant funding decisions have been made. “We’re hoping they’ll be decided by the fall.” Once the funding is decided upon, the board will proceed with the runway extension process. “A possible scenario is that grant funding is determined in early fall and the board then gives us direction to tender the project,” said Dyson. “Qualified businesses will then bid and we then provide those results back to the board after the close of tender and then the board decides whether to proceed and with what company.” The timeline of the project will depend on the suitability of the companies bidding on the project, their availability and weather conditions, said Dyson. planters. “It’s a very contemporary design with raised flower beds that will have tree shrubs and flowers,” said Gaiga. The seating within the park will be concrete surrounded by wood. “There will be a central water feature,” said Gaiga of the five-
jet fountain planned for the park. “The water can be programmed to dance and it lights up at night.” The fountain won’t be the only part of the park to light up. “I didn’t even know there were 16,000,000 colours in the world but apparently this fountain is capable of

Uptown Port Alberni is about to get a bit more beautiful with the construction of a brand new pocket park on the north-east corner of Angus Street and Third Avenue. Formerly the site of the old Beaufort Hotel, the lot has been vacant for a number of years. Stacey and Franco Gaiga are taking the lot in a completely different direction. “We’re in the process of transforming it into public green space as a pocket park,” Gaiga told city council on Monday night about Port Alberni’s new ‘Central Park.’ “It will help contribute to some of the Uptown revitalization efforts and initiatives that have been ongoing for a number of years.” While the park will be small, its benefits will reach far outside its boundaries, she sad. “Small parks can increase a sense of community by drawing people to spend time in a specific area,” said Gaiga. “The value of nearby properties can increase and even attract investment.” She’s been thrilled by the upwelling of community support she’s received so far, whether it be excitement on the streets or the monetary and in-kind donations from the city and local business. Citing a study out of South Carolina, Gaiga said that “attractively maintained small and medium parks have a positive influence on neighbouring property values.” Keeping the importance of good maintenance in mind, Gaiga said that the park will be mostly concrete with shrubs and greenery in

Lots of children are good activists.” Starting young, Gaiga believes, is key to encouraging selfless behaviour in Port Alberni’s youth. “Children can learn to be benevolent and give to others and not always rely on others but have others rely on them.” Gaiga hopes to have the majority of the park complete in the fall. City council authorized staff to enter into a fiveyear agreement for maintenance of the park.

Stacey and Franco Gaiga, who also own Ocean Canal Clubhouse across Angus Street from the proposed park, have agreed to put up their own money to develop a little greenspace in Port Alberni’s uptown. We applaud the move wholeheartedly. Not only will it fill up an eyesore of an empty lot, it will provide some greenspace to the area. What the city is tentatively agreeing to— mostly labour and maintenance—seems like a small price to pay to support the park initiative. The owners will be footing the bill to build, service and insure the park. The suggested tax break would offset the fact that the owners would not be able to make money on their investment, and are in fact providing something to the city in exchange—city greenspace. The initial agreement would be for five years, with an option to renew for 10. Five years to establish and enjoy the park, see how uptown progresses, and decide then whether the park is still a good fit. Five years to prove to ourselves and others that we take pride in our own community. We should not discourage such initiatives from residents who seek to make our community a more positive place to live. We hope the city remains committed to Central Park, and that citizens embrace the idea of some greenspace uptown. — Alberni Valley News

ICTORIA – The first, and perhaps the only complete English-language debate in this long federal election campaign has helped define the issues, and the non-issues. I’m not going to try to tell you who “won” or “came out swinging,” because this is not a sporting event. If you’re paying attention in August, bless you, and you probably have a favourite already. First, let’s deal with Prime Minister Stephen Harper’s diabolical scheme to extend the length of the formal election period. This, according to national pundits, is an extension of his evil plot to attract more financial supporters than the other parties, and spend the money. In other words, it’s a non-issue and any opponent who dwells on it looks like a whiner.
This is the first election in modern Canadian history to follow a fouryear schedule. National pundits spent months telling us Harper was going to use a loophole in his own election law to call a spring vote before the economy tanked. Didn’t happen, and now the Conservatives are rightly under scrutiny about their economic management. Incumbent manipulation of election timing is over, and that’s good. Scheduled elections by their nature create longer campaigns, as demonstrated in B.C. and the United States. So they should be conducted under formal campaign rules, which limit the noise of public sector unions and other special interests. Another non-issue is the non-existent deficit and
recession that supposedly grips Canada. On actual results, there is a slim surplus, and if – a big if – Saudi Arabia continues to depress world oil prices, there may be a modest deficit by next spring. The Bank of Canada’s recent move to devalue the dollar has already produced a rebound in exports and tourism, which any government would appreciate. Have you tried to find parking at the mall lately? Of particular interest to B.C. voters is the contest between NDP leader Thomas Mulcair and Green Party leader Elizabeth May. May used what may be her only national debate appearance to press Mulcair to oppose the TransMountain pipeline expansion project before hearings are complete. Mindful of Adrian Dix’s disastrous 2013 decision

Based on their actions, the NDP, Green Party and Liberals are all opposed not just to oil pipelines but export gas pipelines as well. Liberal leader Justin Trudeau wants to cancel capital cost allowances for liquefied natural gas investment that have been granted by B.C. and Ottawa, which could be a deal-breaker for LNG. B.C. NDP leader John Horgan formalized his opposition to the TransMountain expansion last week, in a letter filed with the National Energy Board. But we’re expected to believe that Mulcair has a different position, for now. Harper was forced to admit that his long effort to persuade U.S. President Barack Obama to approve the Keystone XL pipeline has failed, and the project will have to wait until Obama leaves office.

Mailbag: Feedback on green parks, green logs, green trees No tax break for city park To the Editor,
It’s great the Gaigas want to put a park on their property. If they are so nice it should not cost anything from the city taxpayers. The park shouldn’t be used as an excuse not to pay their share of taxes. The Gaigas should not be allowed the tax exemption in order to hold prime commercial real estate without paying taxes. If this is allowed what is stopping every owner with vacant commercial property from having a park in order not to pay for their share of taxes? As a taxpayer I don’t need my taxes going to upkeep of private commercial property with the excuse it is a park. We already have great parks throughout Port Alberni that tax money goes to maintain, we don’t need another. If the city council passes this, I expect the same consideration; paying my utilities, snow removal and sweeping my property. I will even put up a park bench and a fountain too. If the uptown likes

Will we biblically, for a mess of potage, sell our inherited legacy? Do we still swallow slogans “Forests forever” and “It’s growing faster than we’re cutting it?” Do we know when to cut back and is too late to quit? Will the logging lobbies guarantee adequate inventory for our surviving wood industry? Should stumpage fee ensure that woodworkers like public service, pensions see?
This was once passed at a convention of the NDP that later removed clause of appurtenancy that tied manufacturing to forestry and opened the door to exporting raw log tree. Are woodworkers lower class, never destined to get government’s indexed pension parity? Can we continue to be hewers of wood and drawers of water to the same degree? When they export the last tree, will global warming exact a costly penalty?

It is great that the Alberni Valley News is still passing on news about the Dog Mountain fire to those not at or involved with Sproat Lake. The glib and total
blabber from the Coastal Fire Center that this is how they deal with fires throughout the province, “allowing the fuel to burn within the perimeter”, means let the entire Dog Mountain peninsula smoulder and burn until it runs out of combustible materials or Mother Nature puts it out. Only thanks to Mother Nature do we have anything left there. Dog Mountain was a jewel in the middle of one of, if not, the best lake in the province. It is surrounded by highly taxed residences and recreational properties. Those taxes run into the millions each year. These taxpayers should deserve better service and less destruction of their environment, airshed and view scape when so little would have been necessary to be done to extinguish the balance of these smoke-emitting hot spots without endangering fire crews. For the money being spent monitoring the perimeter (translation: drive around in a boat once a day or fly over in a helicopter) these could easily
be extinguished and more undercover and root structure could be saved. Not to mention the smoke, haze and stink still being emitted. For those who are surprised how much green there still is in half the trees on Dog Mountain, you will be more surprised over the next few months and years as most of the remaining trees die off and turn into bleached and dangerous snags. The process of letting the undercover burn in many areas of our province burns off needles and grass. On Dog Mountain, with minimal soils on bare rock, the roots of all the trees are just under the moss and surface materials. Most of the trees will have suffered fatal root damage. If I was one of those property owners that are either in the smoke and burnt wood stink zone, or still and maybe permanently evacuated from my summer getaway, I would be seeking retribution and answers as to how this is being perpetuated by a seriously flawed policy and program.

Two dozen businesses in uptown Port Alberni are cleaning up this week after someone vandalized the area with graffiti. “At least half of the uptown merchants have been hit,” Uptown Merchants Association president Kevin Wright said. The volume is too great for the four
graffiti busting kits the association bought last May, he said: the kits are out of the paint cleaner, and Wright estimates they will need 20–30 more cans —at a cost of about $10 per can—to clean up everything that was tagged last week. “Because of the scope and magnitude that’s been hit...we’re going to have to have a concerted effort to paint and go back and
fix this.” Wright was especially disappointed that the former post office building on Argyle Street—recently purchased by local investors—was hit. “We have a new investor come in and buy the Canada Post building, they want to do something new and they get hit with this,” he said. Wright said the attack was frustrating.
“I’m an artist and I appreciate a good graffiti artist. Just because someone may be talented doesn’t mean they can take someone else’s property to showcase their work. “In reality it’s just a selfish act.” A police report was filed and the city is also involved, Wright said. Previous councils have looked at creating anti-graffiti
bylaws but ultimately felt federal penalties are sufficient, city economic development manager Pat Deakin said. “It is a criminal act and there are provisions federally to either sentence or fine the individual, or both,” he said. Drivers caught From / A6 While Richards said that this sort of behaviour isn’t uncommon in Port Alberni, three vehicles in one weekend is higher than normal. “You just drive around town and you see different marks on the roadway so it’s not uncommon,” said Richards. “Three in one day is a little more than we would see in a regular day.” Similar dangerous driving was seen last year around the same time as the Thunder in the Valley drag racing as well. “We saw similar
things at the same time last year,” said Richards. “At least two or three years in a row we see the same thing at the same time.” According to Richards, spinning tires is both illegal and dangerous. “It’s obviously an offence under provincial regulations to do so,” said Richards. “There is the potential that they could lose control of their vehicle, the environmental issues with the burning of the rubber of degradation of the asphalt.”

Bak Foong (Fred) Lee
June 28, 1923 â&#x20AC;&#x201C; August 2, 2015 Passed away peacefully at his home with his daughter Diana and son-in-law Jim beside him. Worked 45 years at APD sawmill, strong union activist who would go on strike for months while raising 7 kids in order to achieve better conditions. For a man with grade 3 education he managed to work himself up from general labourer to foreman supervisor. Dad was a member of the Legion both in Port Alberni and in Bowser. His name is etched in the Sun Yat-Sen Memorium Garden in Vancouver as an original member of the Chinese Battalion. He was an avid salt water fisherman with his boats the Dragon King (1-4) who continued to fish until he was 91. Dad lived a full life and visited his daughter Lorinne in Australia many memorable times, the Hong family in New Zealand in recent years and many friends all over the world. He was predeceased by his wife Helen in 1993 and a son Wesley in 1954 and leaves behind his seven children: Terry, Bonita, Diana (Jim), Tony, Corey, Lorinne and Jeffrey, 13 grandchildren and 16 great grandchildren. Doug passed away peacefully on Aug. 1 with his wife by his side. Predeceased by his parents Gov (Bob) and Val Blake and his brother-in-law Tony Hartman. Doug is survived by his loving wife of 46 years, Simone, son Eric (Alissa) and granddaughter Maddie; brothers Bob (Sheila), Paul (Diane), sister Peggy Hartman; sister-in-law Marie-Rose (Candide) and nine nieces and nephews. Born in Vancouver, Doug moved to Port Alberni in 1947 and was educated at Eighth Avenue Elementary and Smith Memorial School, later obtaining his Professional Engineering degree at UBC. Doug spent many hours as a volunteer with Holy FamilyNotre Dame Church, Community Futures, Port Alberni Port Authority, Hospital Board, member committee for APEGBC and others. PAUL A. CHAPMAN JUNE 6, 1935 - AUGUST 6, 2015 Paul was born and raised in Nova Scotia. He spent more than four decades in BC coastal communities including: Powel River, Ucluelet, Juskatla, Port Clements, and Port Alberni. Paul moved to Salmon Arm to watch his granddaughters grow up and participate in their active lives. He recently celebrated his 80th birthday surrounded by family and friends. Paul had a short battle with cancer and passed peacefully with family by his side. Paul was an extremely talented handy man who loved working with wood and enjoyed spending time outdoors gardening, working in his yard, golfing, hunting and walking. Paul was best known for his amazing smile and infectious laugh. He touched countless lives with his gentle nature and sincere, helpful advice and support. Paul had a gift for making others feel important and welcome in his home. Paul was pre-deceased by his parents Ernest and Vera and his big brother Carl. He is survived by his siblings Alberta, Leigh and Judith; his wife of 47 years, Brenda, and his sons Michael, Leigh, Ian (Vikki), and Lyle (Leigh-Anne). The greatest joys of Paulâ&#x20AC;&#x2122;s life were his Grand-daughters Brianna & EmmaLeigh and his Grandson Caden. It is with great sadness we announce the sudden passing of Andrew Martin. Andrew was predeceased by his mother and father and brother (Keith). Andrew leaves behind his wife of 30 years, Tracy, son James (Katrina) granddaughters Nya and Aftyn, daughter Tiana, and numerous family members and friends. Andrew was born in Whitehaven, Cumbria, England and became a â&#x20AC;&#x153;Bobbyâ&#x20AC;? in London at the age of 19. He spent 5 years policing the city before immigrating to Canada and becoming an RCMP officer, working in Customs and Excise, Security Service and CSIS for 25 years. After retirement he joined Nanaimo Corrections Centre and spent 15 years there. He dedicated his life to law enforcement and was so proud of his accomplishments. Andrew loved reading, history, Harry Potter movies, days at Sprout Lake, spending time with his family, his beloved dog Ginger and a good stiff drink. She is now working with Alberni Children First. She has met parents who have said they are just learning to read and the reason they are learning is because their prekindergarten child has asked them to read a story at bedtime. The PALS training is there as much for adults as it is for the kids, she adds. â&#x20AC;&#x153;Literacy means having the necessary building blocks in place through reading and writing that allow you to build on those and navigate our increasingly complex world.â&#x20AC;? This includes technology; the Ministry of Social Development and Social Involvement will in 2016 go paperless and Hodge Kwan is concerned that people already
dealing with barriers will be forced to go online. Hodge Kwan said she has seen first hand how the PALS program crosses the generation gap. At the end of a PALS session she was giving away free books courtesy of Literacy Alberni when a family of four came up to her. The kids picked out books and the father was looking at one â&#x20AC;&#x153;and said it was cool. I said if youâ&#x20AC;&#x2122;d like the book youâ&#x20AC;&#x2122;re welcome to take it. He said that would be wonderful. My wife is tutoring my reading skills; I never learned to read beyond a basic level,â&#x20AC;? Nolan Alward, from Havelock, NB, comes to the Bulldogs from the Moncton Major Midget Flyers. He led all blueliners in scoring with 34 points, was selected to the first all-star team and was named the league’s MVP. Liam Conrad is an all-star forward from Sackville, NB who also played last season with the Moncton Major Midget Flyers. He was the leading
scorer with 52 points (23 goals, 29 assists) in 35 games. Goaltender Chris Tai, 20, comes from the Lloydminster Bobcats (AJHL) for future considerations. He is entering his fourth season at the Junior A level and has 79 games of experience between the Western Hockey League, BCHL and AJHL—14 of which were in the playoffs. The Bulldogs kick off their season with their fourth annual golf tournament on Sunday, Aug. 23, the day before main training camp begins. 2016 Community Investment Program (CIP) (Formerly Grants-in-Aid) Orientation Workshop For those organizations and local non-profit groups that did not attend the Orientation Workshop in May 2015, an additional Workshop has been scheduled for September 2, 2015. The City of Port Alberni invites local non-profit groups and organizations to attend an Orientation Workshop on the 2016 Community Investment Program. This program replaces the former Grants-in-Aid program. The CIP includes in-kind services and community development grants. The workshop will outline the criteria for applying and program priorities and guidelines. Application forms will be made available at the workshop. The deadline for applying for the CIP is Thursday, October 1, 2015. Applications are reviewed by the Community Investment Grant Review Committee. They will make recommendations to City Council for their approval. Decisions for grants to be distributed in 2016 will be made in December 2015.

A Field Guide to Seaweeds of the Pacific Northwest
By Dr. Bridgette Clarkston Seaweed. It’s the mushy green stuff you’re loathe to swim through or step on at the beach. To Dr. Bridgette Clarkston, a seaweed biologist, science educator and author, though, seaweed is a maritime treasure. Clarkston grew up on the seashore in Comox, BC, where she says she was constantly dragging into the house the latest treasure the tide left on the beach. She has spent nine years teaching about seaweed and coastal biodiversity, including stints at Bamfield Marine Sciences Centre. Her field guide is pocket-sized and waterrepellent, making it ideal for a day at the beach. Inside, Clarkston describes more than 40 of the most important and interesting seaweeds commonly encountered on the West Coast, accompanied by colour photographs. Watercolours for beginners
Evening watercolour painting for beginners at Echo Centre is a class meant for adults who are interested in learning the basics of watercolour painting. We will begin with monochromatic (one colour) painting to focus on value and controlling our washes. We will move to two colour and then onto multicolour paintings proceeding in a stepby-step fashion so that each technique is understood before we move onto the next. We will paint a variety of subjects from still life to landscapes, culminating in an optional subject for the last class. Some interesting texture techniques will be presented along with traditional washes. The pace of this class will be relaxed so that each person can proceed at their own speed.
