Opinion: Looking at B.C.’s LNG partners by Dermod Travis What’s being called the “Scandal that ate Malaysia” has been in the news in B.C. recently. In Malaysia, it’s been in the news too, but for about a year now. Broad strokes to the scandal: Malaysian investigators are looking into allegations that US$700 million was siphoned off from stateowned 1Malaysia Development Berhad (1MDB) and somehow ended up in the personal accounts of Malaysia’s Prime Minister Najib Razak. Malaysia’s Petronas – the proponent behind Pacific Northwest LNG – is also “state-owned” or, as we would say in B.C., a Crown corporation. And it seems in its headlong rush to the altar with any ready and willing LNG proponent, the B.C. government may have skipped over a few best practices, one of them being due diligence. So what exactly was unfolding in Malaysia, as photoops were being staged in B.C.? On the very day Premier Christy Clark was signing a memorandum of understanding with Pacific Northwest LNG in Vancouver, Zulkiflee Anwar Haque was in a Malaysian courtroom facing nine charges of sedition. The charges stem from a series of

comments Zulkiflee tweeted following the sentencing of opposition leader Anwar Ibrahim to a five-year prison term. Zulkiflee is Malaysia’s Raeside, an editorial cartoonist who signs his work Zumar. If convicted on all counts, he faces up to 43-years in jail. And while most Canadians won’t recognize opposition leader Anwar Ibrahim’s name, in 1998, he was Malaysia’s deputy prime minister and finance minister until he was sacked and charged with corruption and sodomy. It might have passed unnoticed in Canada had it not been for then finance minister Paul Martin. Martin knows Anwar well and was forthright in his 1999 appraisal: “Mr. Anwar is a respected colleague and a man of integrity...An erosion of confidence in the rule of law in Malaysia not only threatens democracy in that country but also raises questions about the current government’s respect for human rights and good governance.” Despite Martin’s intervention, Anwar was convicted. In 2004, Malaysia’s Supreme Court overturned the convictions and released Anwar from jail. In 2008, he was charged with sodomy again. This time, Martin teamed up with former International Monetary Fund chair

Michel Camdessus and former World Bank president James Wolfensohn in releasing a joint statement: “We would like to reiterate our full confidence in (Anwar’s) moral integrity, as a man who has demonstrated, in the discharge of his national and international responsibilities, the highest ethical standards of leadership, fighting for international justice, peace and development.” Although acquitted in 2012 on what The Economist called “trumped-up charges,” the Malaysian government appealed and won. This past February, Anwar was sentenced to a fiveyear prison term. In a statement following the conviction, the U.S. State department said: “The decision to prosecute Mr. Anwar, and his trial, have raised serious concerns regarding the rule of law and the independence of the courts.” Malaysians tweeting their disapproval, however, risked charges of sedition, as Zulkiflee Anwar Haque can attest to. A few weeks after signing that MOU with Pacific Northwest LNG, the B.C. government released its first LNG project development agreement on the same day that economy.com (part of Moody’s Investors Service) published an article headlined: “Corruption Plagues Malaysia’s Government.” And when the B.C. legislature was passing the Liquefied Natural Gas Project Agreements Act,

Singapore police were freezing two bank accounts linked to that investigation into 1MDB funds being transferred to Prime Minister Najib’s personal accounts. So why should any of this matter to B.C.? To put it in a local context: the B.C. government is providing unprecedented tax breaks to what effectively is a foreign Crown corporation, where the prime minister is suspected of siphoning off US$700 million from one of its other Crown corporations to his personal bank accounts. Doesn’t inspire confidence. And there’s the tiny matter of who’s actually benefiting from B.C.’s largesse. In 2014, the dividend from Petronas accounted for 12.8 per cent of the Malaysian government’s revenue. And B.C. was supposed to be the winner in the deal. Commenting recently on another LNG proponent – Woodfibre LNG’s Sukanto Tanoto – B.C. Liberal MLA Jordan Sturdy said: “The government tends not to get into the business of vetting ownership.” No kidding. It might want to start. Latest explanation for that US$700 million by the way is that it was a political donation to the prime minister.

Letter: What parties plan to take away Now that you have allowed Mr. Stetski to take his totally unbiased, I’m sure, shot at Mr. Wilks (Kootenay News Advertiser, August 3, 2015) I hope you will print other letters that take shots at the opposition. After all, the press is totally unbiased and only prints news and doesn’t make it right? Anyone who is old enough to vote and pay taxes should be very careful to ensure

they have all the facts before casting their ballot. By that I mean listen very carefully to the other parties. They have plans to scrap not only income splitting but the universal child care benefit. These two benefits assist millions of middle class Canadians to have at least a semblance of a reasonable life style. To have the nerve to even mention the withdrawal of these benefits, and they do

it every day, should be enough to have people shake their heads if they intend to vote for those parties. British Columbians should recall that when they voted for change in the nineties, for no good reason except for change, they got Mike Harcourt and Glen Clark – wasn’t that fun? Be cautious everyone, get the facts but above all exercise your democratic right and vote!

New intensive care unit and upgrades are in the final stretch physicians and staff, and added privacy for patients and their visitors. The enhanced care environment for patients will feature integrated family spaces and maximized natural light. The project also includes a significant electrical upgrade at the facility. The new electrical system will improve the power supply to the entire hospital, optimize the electrical system performance and allow capacity to expand for future power needs. The electrical infrastructure will be located in the basement of the new addition. Lark Projects Ltd. is the contractor overseeing the project, with full project completion anticipated for mid-2016.

Interior Health is entering the home stretch on a new intensive care unit (ICU) and major electrical upgrades to East Kootenay Regional Hospital in Cranbrook. The new building structure for the ICU and electrical equipment is complete and the brick work, windows, roof and other exterior building components are nearly complete, with the final connections with the existing hospital now almost complete. The interior finishing is well underway with the ceilings, doors, glass and painting on track for completion in August. The exterior ground work has begun and rough grading will be complete soon, followed by the paving and landscaping which will include grass for most areas and a line of street trees along 24th Ave N. The major electrical has all been installed and final connections will be completed late this summer. The commissioning and the connection of the existing hospital

to the new electrical system will continue through the fall. Work will continue on site from approximately 7 a.m. to 9 p.m. throughout the summer, and the public can expect periodic interruptions to normal traffic patterns during construction. Interior Health is working with the project contractor to minimize these impacts and appreciates the ongoing patience of local residents and visitors to the hospital as these major improvements to EKRH move forward. P e d i a t r i c Redevelopment Last October, Interior Health announced the creation of a new pediatric unit for the hospital which would be based in the current ICU space once the new ICU is completed. The estimated cost of this redevelopment is approximately $750,000 with detailed design work expected to start this fall. Currently, pediatric and maternity/ neo-natal services are

located on separate floors of the hospital. While the full scope of the project providing renovated spaces for pediatrics is yet to be complete, planning has started with a goal to create an enhanced environment for these young patients, their families, and the staff and physicians providing care. The new pediatric unit will be adjacent to the existing maternity/neo-natal unit, bringing all of these services into one area of EKRH. ICU Equipment Campaign Thanks to public donations and gifts received from regional auxiliaries (approximately $450,000 from the Cranbrook Health Care Auxiliary, $90,000 from the Kimberley Health Care Auxiliary, and $50,000 from the Invermere Health Care Auxiliary), efforts to raise funds for new ICU equipment are steadily moving closer to the $1 million total goal. East Kootenay Foundation for Health continues to focus its efforts on this

important work and hopes to see the fundraising goal achieved upon completion of two signature fundraising events this fall. ICU/Electrical Project Background: The approximate total project cost of the redevelopment project at EKRH is $20 million. Funding is provided by the Province, Kootenay East Regional Hospital District and East Kootenay Foundation for Health, which is contributing towards the clinical equipment. The new ICU unit will replace the current four-bed unit and feature two additional high-acuity beds, which will address current and future needs. The integrated design includes a 787 square-metre (approximately 8,470 squarefeet) addition on the northeast side of the existing hospital. The size and design of the new ICU will provide for an improved work environment for

One organization in Cranbrook and another in Fernie are receiving funding from the Ministry of Children and Family Development to help support Aboriginal women and children who are affected by domestic violence and fleeing abuse so they can rebuild their lives. The Elk Valley Safe House in Fernie is receiving $10,000 and the Kootenay Haven Transition House in Cranbrook is receiving $5,000. Aboriginal women and children make up a large percentage of British Columbians who are affected by domestic violence and other crimes. In fact, Aboriginal women in B.C. are nearly three times more likely to be victims of domestic violence than nonAboriginal women. “This funding will help Aboriginal women in the East Kootenay who experience domestic violence to get the help they need to rebuild their lives by providing them with services and supports,” Kootenay East MLA Bill Bennett said. “Our government will continue to support victims of domestic violence as we work to ensure all women and children can feel safe and secure.” This funding will allow the Elkford Women’s Task Force Society and the

Canadian Mental Health Association for the Kootenays to help improve programs and services and make them more accessible to the Aboriginal women and children who need them. For example, the subsidy will be used toward the cost of: • Transportation to a transition house/ safe home, a doctor’s appointment or lawyer meeting, or to fly a high-risk client out of the community; • Medical and legal services; • Important documents, such as identification; • Clothing and personal items if the woman/child had to leave their home quickly. Today’s announcement is part of the provincial government’s second- and third-year commitments under the threeyear, $5.5-million Provincial Domestic Violence Plan to provide direct services for Aboriginal children, youth and families in rural and remote communities. The B.C. government commits more than $70 million per year in prevention and intervention services and programs that benefit victims of domestic violence and other crimes.

B.C.’s carbon tax and a low Canadian dollar are keeping gasoline prices higher. Another “huge” factor behind why Canadians in general aren’t yet seeing much relief at the pumps is the drop in the loonie over the past year. Crude and wholesale gas are priced in U.S. dollars, so Canadians are paying with a devalued currency that simply doesn’t go as far as it did a year ago. So who is profiting from the persistently high pump prices? “Right now, refiners are the big winners,” Parent said. They’re running close to capacity, demand is up because of lower gas prices and therefore refiners can charge more than usual. If crude oil prices get even cheaper – potentially as sanctions against Iran end and more oil pours onto the world market – there’s no guarantee gas prices will follow because of the refining constraints in North America.

Parent said crude and gas prices can go in different directions for different reasons, and gas prices in B.C. can diverge from what other Canadians pay. With the growing season in full swing, this is a great time to go for a walk through our local neighbourhoods to have a look at the various plant creations displayed along roadways, in front yards, on porches and patios. It is inspiring to see the different approaches, from mass plantings of one flower to borders and baskets stunning with different colours and textures. If there is one group of plants that can instantly add interest and drama to any space, it is ornamental grasses. They are unique as their blades sway gracefully in the slightest breeze, capturing the magic of the wind and bringing a sense of motion to a garden like no other plant can. The sound of grasses rustling in the wind also gives a new and truly special experience to the senses. Grasses can be subtle or extremely dramatic and offer year round interest, including giving a fabulous effect in the winter. With ornamental grasses you have many planting options, using them as low-growing edging, the centre piece for an exciting planter, or large, back-of-the border specimens and everything in between. Leaf size and texture can change from variety to variety and their range of colour is truly amazing. Ornamental grasses can be green, metallic blue, silver, purple, yellow and even blood red. One grass in particular has grabbed the attention of gardeners in the area - in large part thanks to great public garden designs by the City of Cranbrook and Communities in Bloom. The answer to the question: “What is the name of that grass growing up town and on the highway?” is Calamagrostis ‘Karl Foerster’. This grass is an early bloomer, which is an asset in areas with a short growing season. The blossoms change colour throughout the season and remain on the plant until winter snow brings them down. You can pick the blooms at different stages of their development to add them as accents for colourful arrangement. In 2001, the ‘Karl Foerster’ even took the honour of being named Perennial of the Year. A really cool grass which is a relative of the famous ‘Karl Foerster’ is Calamagrostis Brachytrichia, also called 'Korean Feather Reed Grass'. It is a mid-sized plant, with clumps between 36” and 42”, topped with fluffy bottle-brush like plumes that open slightly pink and dry to a bronze hue. Other varieties in the Calamagrostis family are 'Avalanche', 'Overdam' and 'El Dorado'. With their variegated foliage, they make a great complement and contrast at the same time. The varying heights and colour combinations are truly spectacular both from afar and close up. Another popular landscape choice is Helictotrichon otherwise known as ‘Blue Oat Grass’. It truly makes a statement with its perfect dome-shaped clumps of intensely blue leaves, sending up tan spikes and huge plumes of seed heads. The Carex and Sedge families of plants, though not true grasses, are also great accent plants. They prefer a more shaded moist location such as a marginal plant beside your pond or just to brighten up a shady spot in your yard. They are also a great accent in pots or containers and hold their shape and colour well into fall. Grasses are quite easy to maintain. Usually, all you need to do is cut down and clear away the previous year's growth in late fall or early spring. A very interesting factor is also that most grasses are deer resistant, although - like with all plants - a curious ungulate might take a nibble. So if you are searching for that perfect accent for your landscape, take a closer look at grasses for drama and texture. Till next time... happy gardening.

2016 Honda HRV Is there room for one more small wagon? Honda sure thinks so and the new HR-V that launches this spring joins a lineup that’s already populated by the small-car Fit and the CR-V small tall wagon. Think of the HR-V as the middle child in this trio. At 4.3 metres in length, it’s halfway between the 4.5-metre CR-V and the 4.1-metre Fit. You can’t get much more middle than that. The family resemblance ends when it comes to styling. The HRV’s sloping roofline is more hatchback than wagon, which should make it palatable to youthful buyers who just happen to be directly in Honda’s crosshairs. In this instance, practicality yields some ground, but not a lot, to achieve a greater degree of sportiness. In terms of cargo volume, the HR-V beats the Hyundai Tucson and Kia Sportage, with their rear seats in place or folded flat, and is significantly ahead on volume compared to the Chevrolet Trax and Jeep Renegade. The HR-V also charts its own course in cabin design, although it

doesn’t quite match the CR-V for attractiveness. In particular, the narrow, elongated passenger-side air vent is distinctive and might perform well for heating or cooling the interior, but it clashes with the rest of the dashboard. On the plus side, clearly marked controls and switches are paragons of simplicity. The HR-V shares the Fit’s chassis and is built at the same Celaya, Mexico, plant. Among other things, it means that the fuel tank is located in the centre of the vehicle beneath the front seats, allowing for a flat floor and greater legroom for rearseat passengers. As with the Fit, the back seat cushion folds up, which comes in handy when transporting tall objects. Unfortunately the front seat lacks the fold-flat feature of the Fit. Where the two part ways is in the method of propulsion. The HR-V’s 1.8-litre four-cylinder engine that’s derived from the Honda Civic produces 141 horsepower and 127 pound-feet of torque. By comparison, the Fit’s 1.5-litre four-cylinder makes 130 horsepower and 114 pound-feet. Keep in mind that the

HR-V weighs about 180 kilograms more than the Fit, so it really needs the additional grunt. The powerplant connects to a six-speed manual transmission, or

optional continuously variable unit (CVT) with paddle shifters that control seven pre-set ratios. For maximum pump-passing efficiency, the CVT helps the HR-V attain 8.3

l/100 km in the city and 6.7 l/100 km on the highway, compared to 9.3/7.0 for models with the manual gearbox. Another major difference between the Fit and the HR-V is the latter’s optional all-wheel-drive that stands ready to shift torque to the rear wheels should the fronts begin to slip. Otherwise, the vehicle operates just like any front-wheel-driver, such as the Fit. Note that AWD for the HR-V can only be combined with the CVT. At a $22,400 base price, including destination charges, the base HR-V LX arrives with an impressive level of content that includes cl.imate control, heated front seats, 17.8-centimetre touchscreen display that controls the audio and communications systems, rearview camera, electric parking brake, 160-watt audio system and 17-inch alloy wheels. The EX adds dual-zone climae control, a power moonroof, pushbutton start, 180-watt stereo, fog lights and Honda’s camera-based LaneWatch system that displays side views of approaching traffic whenever the turn signals are activated. Atop the HR-V’s trims, the EX-L Navi has leather seat covers, roof rails, an auto-dimming rearview mirror, forward collision and lane departure warnings and of course a satellite-linked navigation system. Even fully loaded, you can drive an HR-V home for less than 32 grand, which is reason enough to scope one out. But other than its impressive un-wagon-like looks, this Honda’s wagon-like carrying capacity and compact-car fuel efficiency make it hard to ignore.

A wild river called the Kootenay. A river allowed to travel its course from riverbank to riverbank, and back again. Constantly depositing precious gravel, spawning substrates and nutrients to feed the river system. An endless system, originating north of Kootenay National Park, crossing the border into Montana, and back again to rest for a time as Kootenay Lake before plunging into the Columbia River at Castlegar. At times the landscape seems stark, without life. When the wind picks up it brings dust and debris - 2,444. The number is repeated over and over. This is the current height of the reservoir. This number dictates life here. Too little, and the water is out of reach. Too much, and favourite swimming and fishing holes are lost. It’s a constant struggle. All this amongst the need to produce hydroelectric power and mostly importantly, revenues. Revenues that don’t benefit the people the reservoir impacts the most. Past compensation agreements excluded the people of Koocanusa, left out the nutrient needs of the fish and the wildlife that depend on them. But today, an engaged community hopes to change this. I am here with the field team from the East

Kootenay Integrated Lake Management Partnership, a multistakeholder initiative that has been developing Shoreline M a n a g e m e n t Guidelines for East Kootenay lakes since 2006. With moral support from the Lake Koocanusa Community Council, and financial support from the Fish and Wildlife Compensation Program, we are conducting a Foreshore Inventory and Fish and Wildlife Habitat Assessment with the intention to develop guidelines that will protect the most sensitive habitat values of the lake. One cool morning we stop to collect samples and detailed habitat information at a low-lying grassy bank that is typically inundated with water at high pool. At low pool it is inundated by off-road vehicle use. We are thrilled to be met by a long-billed curlew, the largest member of the sandpiper family. Curlew habitat has been documented at a handful of locations around the lake, and designated as Wildlife Habitat Areas. These shorebirds are protected under the provincial Wildlife Act and federal Migratory Birds Convention Act. But this particular site is a new find, and the curlew is not nearly as thrilled to see us. Long-billed curlew have had a rough go of it. They are Blue-Listed in British Columbia, and federally listed as a Species of Special Concern. Urbanization, forest encroachment due to fire suppres-

Rotary scholarships available for students Submitted by Cranbrook Sunrise Rotary Club As fall draws nigh, the time for local post-secondary students to apply for available scholarships draws closer. The scholarships that are sponsored by the Cranbrook Sunrise Rotary Club are only available for students, who are already enrolled in post-secondary studies and need additional funds to continue their education. Applications are due September 1, 2015 with four scholarships available from $1,000 to $1,500 each. Students interested in submitting an application can find an application package on the Cranbrook Sunrise Rotary webpage at: http://portal.clubrunner.ca/926 or they can get further information by phoning club member Alex McLeod at (250) 489-5254. Completed applications can be sent by letter post to: Scholarship Committee, Rotary Club of Cranbrook, Box 765, Cranbrook, B.C., V1C 4J5 or they can be emailed to: alex@silenus.ca and they will be processed from there. The club usually receives around 40 applications for the scholarships each year. At least one of the scholarships is awarded to an arts or performing arts student and the recipients must be enrolled in the third, fourth or fifth year of an undergraduate program in a recognized post-secondary institution. All recipients must have graduated from Mt. Baker Secondary School or a Cranbrook area private or home school. Criteria for the scholarships are equally weighed on: academic merit, financial need and community service. Applicants must submit marks from their most recent two years of post-secondary education. “Sunrise Rotary has offered the unique scholarship program since 1998 and it’s aimed at students in the latter part of their

post-secondary studies for a reason, says McLeod. Most scholarships are offered to students entering university for the first

time or early in their post-secondary studies. Our program recognizes that students need money for every year of their studies and funds can be harder to get in their later study years,” he says. Funding for the

scholarships comes from Sunrise Rotary’s highly popular Rockies Film Festival, which runs every spring and was almost completely sold out this year. “We are very thankful for the support the community shows for the film fes-

tival as it allows us to continue to fund these important programs, McLeod says. He adds it’s a challenge to get the information out to potential college applicants as not all Cranbrook post-secondary students return to town

every summer. We are hoping that people will assist in getting the word out to any students who qualify and would benefit from the scholarships.” Those students who qualify for the type of scholarships offered by the Cranbrook

OBITUARY KATHLEEN KLIMA ( 1961-2015) It is with deep sadness that we announce the peaceful passing of Kathy on Sunday August 9th at the East Kootenay Regional Hospital. Kathy fought a long courageous battle with cancer, she never gave up hope and always had a positive attitude. She leaves to mourn her passing her husband Rick, her boys Bryan (Connie) Richard, Clayton, Cody and Brandon. Her 2 brothers Rob (Jen) Mooy and Shawn Mooy. Her Mum and Dad Shirley and Eugene Mooy and her special grandma Peggy Mooy and her little granddaughters Charlie and Harper. She will be lovingly remembered by all her cousins, aunts uncles nieces and nephews and all her friends that supported her for the last 6 years. Mary Pellegrin 1936 – 2015 Mary Pellegrin passed away peacefully at the East Kootenay Regional Hospital on August 8, 2015 at 79 years of age surrounded by her family. Mary was born in 1936 to Celeste and Luigia Sellan. Mary lived and worked in Kimberley until she married the love of her life, Alfeo Pellegrin in 1957 and found her true calling as a wife and mother to her five sons. Mary would do anything and everything for the men in her life. She took the greatest pride in the accomplishments of those in her family, never taking any credit, even though without her love and support the heights reached by her boys would have never have been possible. Mary loved life, her family and the outdoors. Fishing with Alfeo and gardening were her passions. Mary is survived by her loving husband of 58 years Alfeo, her sons Steve (Diana) of Calgary, Mike of Cranbrook, Dave (Lisa) and Colin (Ben) also of Calgary. She is also survived by her grandchildren Caitlyn, Tyler, Will, Ted, Zach and Ryan as well as nieces, nephews and sistersin-law Donna Sellan of Kimberley and Elda McCutcheon of Cranbrook. Mary was predeceased by her parents, her brothers Bruno and Rino, her sister Nori Giacometti and her son Gerry. Mary requested that there not be a funeral service. Memorial donations may be made in Mary’s honour to the: Alzheimer Society of B.C., #300, 828 - West 8th Avenue, Vancouver, B.C., V5Z 1E2. Mary’s family would like to express their deepest gratitude to the nurses on the third floor for the dignity and care that Mary received during her final days.
